The Government employees and the police associations are reacting strongly against the SEC decision on the local polls. The AP Government employees JAC has threatened to boycott the election if the SEC conducts it unilaterally. The leaders of all these associations are coming out openly making media statements demanding State Election Commissioner Nimmagadda Ramesh Kumar to withdraw his decision on the February local elections.

Police Officers Association State President Janakula Srinivasa Rao said that there was a grave danger to the police if they were to take part in the election duty at this juncture. Already, 109 policemen had lost their lives after falling victim to the Coronavirus pandemic. Under such disastrous circumstances, it was not correct to endanger the lives of the police.

AP Employees JAC Chairman Bopparaju Venkateswarlu said that the SEC should reconsider and rethink on his decision to hold the elections at this crucial time. The employees would not be able to take part in the election duty under the prevailing dangerous circumstances. It would not be correct to hold elections in a time of vaccination drive.

It is well known that the employees and police associations were openly supporting the Jagan regime from the beginning. But the surprising thing is that they are now attacking even a constitutional institution like the SEC with their political statements.

War of words as Andhra SEC announces rural local polls schedule

A controversy has erupted between the Andhra Pradesh government and the State Election Commissioner (SEC) Nimmagadda Ramesh Kumar when the latter allegedly unilaterally declared the schedule for conducting the rural local body elections.

On Friday, state Chief Secretary Aditya Nath Das wrote to the SEC that the halted rural local body elections could be resumed once the vaccination programme starts rolling and coronavirus is managed.

“Once this pandemic is tackled with vaccination, the state would agree to any schedule of resumption of the halted local election process. In view of the wellbeing of the people of Andhra Pradesh, the SEC may consider the request of state government,” said Das.

He met the SEC along with other officials to present the state government’s viewpoint. However, the SEC went ahead and declared the election schedule.

A host of ruling YSRCP leaders lashed out at Kumar for the decision at a time when the coronavirus pandemic is still raging and infecting people, including the new second wave emerging with the new strain.

“Everybody knows that Kumar is acting on somebody else’s behest along with a personal motive. What is unfortunate is that he is putting people’s lives at risk,” said Agriculture Minister Kurasala Kannababu.

The Minister alleged that Kumar is behaving in such a way that he wants his agenda to prevail at any cost, disregarding public health.

“At a time when there was no coronavirus effect, he postponed the polls. Now when the state government is highlighting that there is Covid and vaccination… even curfews in some cities, he has still unilaterally declared elections, indicating that he has a personal agenda or somebody else’s influence on him,” Kannababu opined.

He questioned why Kumar did not conduct elections during the previous Telugu Desam Party (TDP) regime.

“You behave in one way when Chandrababu Naidu was in power and another way when Jagan Mohan Reddy is in power,” Kannababu said.

A large number of government employees associations have also told Kumar to reconsider his decision in view of the coronavirus pandemic.

They highlighted that at present, during winter, when a second wave of the pandemic is feared to strike with a new strain, the SEC cannot go ahead with the panchayat elections ignoring the health and well-being of lakhs of families.

Cambridge to train AP municipal students, teachers in English

The Andhra Pradesh Urban Development Department inked a pact with UK’s prestigious University of Cambridge on Thursday to train teachers and students in English.

“As per the memorandum of understanding, University of Cambridge will provide training to teachers and students under the municipal department in order to improve English language proficiency,” said an official statement.

This programme is limited to the teachers and students under the municipal department.

Municipal administration commissioner Vijay Kumar signed the agreement on behalf of the government with T.K. Arunachalam, University of Cambridge’s regional director for South Asia, in the presence of Chief Minister Y.S. Jagan Mohan Reddy.

The AP government has already introduced English as the language of instruction in government schools to better equip students in an environment of globalisation.

Reservation in admissions made mandatory for Andhra junior colleges

In a significant move, the Andhra Pradesh Board of Intermediate Education (BIE) has made it mandatory for all intermediate colleges to implement reservations in admissions from the academic year 2020-21, which will begin from January 18 after the delay caused by the Covid-19 pandemic.

“The principals are directed to follow the norms of reservation in admissions as per the rules in force. Any deviation will be viewed seriously and suitable action will be initiated as per rules,” BIE secretary V. Ramakrishna confirmed to IANS.

Category-wise, 15 per cent seats must be allotted for Scheduled Caste students, 6 per cent for Scheduled Tribe students, 29 per cent for the backward classes, 3 per cent each for physically challenged and ex-servicemen background students and 5 per cent for NCC, sports and extracurricular activities.

Besides these, 33.3 per cent of the total seats should also be reserved for girl students category-wise where there are no separate colleges for them.

According to Ramakrishna, affirmative action or reservations in intermediate colleges is not new but nobody cared to implement them all these decades.

Most students didn’t even know that they were eligible for reservations all these years, a procedure that was blatantly violated by almost all the colleges.

He said the BIE, regulator of the two-year course, which has been massively abused by entrenched corporates players, will ensure that the reservation rules are followed by each and every college, including carrying out surprise audits of colleges.

Ramakrishna, a 2009 Indian Revenue Service (IRS) officer said he and the principal secretary were shocked to learn that a corporate college with a strength of about 1,000 students had less than five ST students when they paid a visit recently.

Meanwhile, the board has also issued the admission calendar for the Covid shortened 2020-21 academic year, which will begin from January 18.

“As per the orders of the High Court, BIE is going for offline admissions for this academic year and all principals are requested to take special care in enrolment of students,” he said.

Though BIE envisioned to implement only online admissions to root out all the exploitative tactics followed by the colleges, the HC has ruled against this endeavour.

Junior colleges have to complete admissions by January 17, including offering provisional admissions based on printouts of intermediate marks sheets downloaded from the internet.

“The original SSC pass certificates, caste certificates etc. shall be returned to the candidate immediately after verification. Holding of certificates will be viewed seriously and action will be initiated against the managements,” Ramakrishna said, cracking down on the notorious excess aimed at gaining complete domination over a student.

Finally, AP advisor suspected behind ‘garbage attacks on banks’

For all controversies and disasters, eventually one advisor or another is being blamed in Andhra Pradesh. Everybody knows that an advisor is not like an IAS or IPS officer. An advisor need not fear retirement or punishments because he has no permanent job to lose. Whatever, a top adviser is being blamed for the ongoing ruckus over dumping of garbage in front of the banks in Andhra Pradesh. The issue became serious as this garbage is dumped at over 20 bank branches simultaneously as if it was done methodically based on some high level orders.
Everybody thought that the issue subsided and it did not blow out of proportions. But, for various reasons, the Central Government stepped in and started insisting on finding out the real culprits responsible for the garbage attack. Amid this, a senior official of the municipal administration department had already launched a probe on behalf of the State government.
But, people are asking how the municipal officials could bring out facts against their own department in this case. The fact is that the municipal staff brought garbage in municipal vehicles and left it at the banks. How can the beneficiaries of AP welfare programmes bring such huge amounts of garbage to dump it at the banks?
As expected, the Opposition is saying that the real culprits can never be caught if the Centre depends on the State Government officials in this matter. Once again, Central institutions should be involved. But still, there is a bitter truth that even the CBI is unable to crack many cases for its own reasons.

Jagan Govt goes to court against SEC’s panchayat polls

The State Election Commission of Andhra Pradesh has announced its statement for conducting the local body polls in February. SEC Nimmagadda Ramesh Kumar has said that he had taken the opinion of all political parties. As a Constitutional institution, the SEC has got powers to take the decision independent of the AP Government.

But now, as expected, the Jagan Reddy Government has once started creating hurdles. Once again, the YCP regime knocked on the doors of the High Court of Andhra Pradesh. Panchayat Raj department has filed a petition in the court seeking stay on the local body polls announced by the SEC.

In its petition, the Government claimed that the SEC’s decision was in total violation of the Supreme Court’s orders for taking utmost care of the public health in this Coronavirus time. The AP Government was strongly committed to protecting the health of the people in the State.

The Chief Secretary initially said the Government machinery was not prepared to conduct the local polls. Now, the Government is saying that Coronavirus is the reason for seeking a stoppage of the polls.

HC serves notice to AP government over guest house issue

The Andhra Pradesh High Court on Friday served a notice to the Jagan government on the construction of State guest house atop Greyhounds Hill at Kapuluppada in Visakhapatnam.

The government has already begun an exercise to construct the guest house on a 30-acre land atop the Greyhounds Hill at Kapuluppada in Vizag for providing providing accommodation to President, Vice-President, Prime Minister, Chief Justice of Supreme Court and judges, Union ministers, governors, chief ministers and ministers during their visit to the city.

A petition was filed Amaravati Parirakshana Joint Action Committee challenging the state government’s move to construct the guest house. The petitioner contended that the move would cause Rs 1,000 crore of public money and also jepardise the safety of greyhounds commandos.

The petitioner contended that the Greyhounds force was created in the state with the help of the union government to thwart the movement of Maoists in Andhra-Odhisa Border.

Hearing the petition, the High Court questioned the Jagan government the rationale behind constructing a guest house in a land that was allotted to the greyhounds commandos. Further, the HC gave one week time to the state government to file a counter affidavit explaining the logic behind its decision to construct a guest house atop the Greyhounds Hill.

Additionally, the court asked the state government to make the central government party to the case since the Greyhounds force was set up with the help of the Union government. Further, the court also directed the state government not to cut down the trees in the 30 acres land for the construction of the guest house.

3 Reddys become VCs of top 3 Universities in AP

The Jaganmohan Reddy Government is going ahead with its appointments to the Vice Chancellor posts to the Universities despite a writ petition pending before the High Court of Andhra Pradesh. In an order dated Nov 25, the Governor has appointed three Reddys as the VCs of three prestigious Universities in the State. At the same time, there is a rider in the order saying that these appointments were subject to the outcome of the writ petition concerned in the High Court.

Interestingly, two retired professors were made the VCs of the Universities. Prof. K. Raja Reddy, retired professor, department of South East Asian Studies, SVU, has been appointed as the Vice Chancellor of the Sri Venkateswara University.

Similarly, Prof. Ramakrishna Reddy, retired professor, department of geology, Yogi Vemana University, has been appointed as the Vice Chancellor of Sri Krishnadevaraya University.

Prof. PVGD Prasad Reddy, senior professor, department of computer science and system engineering, AU, has been appointed as the Vice Chancellor of the Andhra University, Visakhapatnam.

The AP Government’s move to appoint VCs bypassing the UGC guidelines has been stuck in the court litigation following petitions filed by some individuals. Even then, the Government preferred to go ahead with the above appointments. It is not known clearly whether these appointments are with immediate effect or from the day when the writ petition in the court will be disposed of in future. As per the orders, the appointments are made. The VCs can function but they would have to abide by whatever orders that may be issued by the High Court. Even if adverse orders come, those may be challenged in the Supreme Court.

God gives a solution: Jagan on fishermen’s ST status

It is well known how the politicians of all sorts make tall promises on the issue of providing reservations in jobs and educational opportunities for the weaker sections and backward classes. Even the forward castes are also demanding these reservations. Different parties have promised reservations to the Kapus and successfully got their vote bank to come to power in the past. But, there has been no progress on this issue till now in the past several decades.
Now, it has become the turn of fishermen community who are seeking ST reservations. As of now, they are placed in the backward classes. Even then, many fishermen communities are lagging far behind so much so they are asking for ST reservations for the sake of social and economic upliftment.

The YCP leaders have promised the ST reservations to the fishermen in the elections. But now, CM Jaganmohan Reddy has clarified finally that he is not able to do anything in that direction. The CM has used his typical divine comment once again. He simply said that though he could not fulfil the fishermen’s request, the God would provide a solution at an appropriate time.

In Andhra Pradesh, the unusual and unhealthy political competition is taking the heat to a new high as the voters are finally left upset as their promises and prayers are going largely unanswered.

Jagan Govt approves PV Ramesh resignation

The AP Government has issued orders approving the resignation of senior IAS officer PV Ramesh. The orders will come into effect from November 1. The resignation has become sensational considering the fact that most non-Reddy senior IAS officers are not able to survive for long in the top posts.
In the beginning itself, former Chief Secretary LV Subrahmanyam had differences of opinion. He had to face humiliation and eventually retired amid a lot of bitterness. Afterwards, PV Ramesh issue came up. At that time, allegations came out that the Government was giving more priority to Ajay Kallam Reddy, who was an advisor than PV Ramesh and other non-Reddy IAS officers.
Somehow, PV Ramesh relented and continued as the Additional Chief Secretary to the Chief Minister. Once again, the differences came to the fore. Already, CMO incharge Praveen Prakash has been making efforts to go to the Central services.
Now, PV Ramesh resignation is accepted. The incidents are cited as proof of IAS and IPS officers not being given priority in decision making.

AP citizens have a right to decry ‘irresponsible acts’ of Govt

Right now, lots of petitions are being filled in the High Court of Andhra Pradesh against the decisions of the YCP Government. The court is hearing these petitions on a daily basis. The court has also got countless petitions from people who were accused in cases for their comments on social media against the Government.

Amid this, the YCP regime stepped up its legal battle further. The Government lawyer told the judges during hearing in a case that the petitioner called the Government’s act as ‘mindless’. Such serious and uncalled for language was being used by the petitioners.

It’s well known how some persons lost patience and used abusive language against the Jagan Reddy government on social media. The judge asked the government’s whether it was not a factor that the government actions we’re irresponsible.

The Government has proposed Capital shifting. Ten thousand crores were spent on the Capital buildings. They were lying there as a mere waste. Was it not an irresponsible act and waste of public money. The court said that the people have a right to decry wastage of their money by any government.

AP Govt gets relief from Supreme Court on interest

The High Court of Andhra Pradesh ordered the AP Government to pay full salaries along with 12 per cent interest to the Government employees for the months of March and April. The HC gave a deadline of two months at that time. Even now, the issue got delayed with the State Government approaching the Supreme Court of India. The HC order was given following a petition by the employees objecting to 50 per cent cut in salaries by the Jagan Reddy regime in the name of lesser revenues in view of the Coronavirus pandemic.

Now, Justice Chandrachud bench of the Supreme Court issued stay on the payment of 12 per cent interest as ordered by the High Court. It postponed the hearing. The SC order came in the wake of a strong plea made by the Jagan Reddy regime that their Government cannot pay the amount considering how badly Covid infections have reduced the State revenue.

The cuts in salaries at the time of peak level Corona infections caused much heartburn among the employees. The AP Secretariat employees were unhappy. They were already struggling after the Government came out with the shifting of the Secretariat to Visakhapatnam as part of the 3 Capitals plan. Following severe criticism, the Government has later stopped 50 per cent cut in salaries. However, the arrears are yet to be paid for the months of March and April.

Though the High Court ordered for giving relief, the AP Government expectedly knocked on the doors of the Supreme Court like in most other issues. Ever since coming to power, the YCP has not executed any order of the AP High Court in full and 99 per cent of these orders were contested in the Apex Court.

Did SEC ask you to stop welfare schemes: SC to AP govt

The Supreme Court on Monday directed the Andhra Pradesh government to inform the state election commission and seek its approval in grounding welfare schemes and programmes.
Mukul Rohtagi, counsel for the Andhra Pradesh government, appealed to the Supreme Court to direct the state election commission to allow the welfare schemes and programs to continue in the state. Mukul Rohtagi appealed to the Supreme  Court to direct SEC to lift and revoke the temporary ban on executing welfare programmes. He said currently there is no model code of conduct, but the state government’s welfare programmes got hindered.
To this, the Supreme Court CJI  Justice Sharad Arvind Bobde asked the AP government counsel if the election commission barred the government from executing its welfare programmes. “Did the state election commission stop the government from going ahead with the welfare programmes,” Justice Bobde asked the state counsel. Further, Justice Bobde observed that it was imperative for the state government to consult the election commission before continuing welfare programmes.
On March 17, the Supreme Court upheld the SEC decision to postpone local body elections in the state but lifted the Model Code of Conduct. The State Election Commission (SEC) had postponed the election process of MPTC/ZPTC and urban local bodies citing the threat of Covid-19 pandemic.  In a tearing hurry, the Jagan government promulugated the Andhra Pradesh Panchayat Raj Act, 1994 to reduce the term of SEC to three years from five years. The Andhra Pradesh government removed Nimmagadda Ramesh Kumar as SEC and retired Tamil Nadu judge Justice Kangaraj. The AP HC had directed the state government to reinstate Nimmagadda Ramesh Kumar as the State election Commissioner (SEC), and also struck down the government’s appointment of Kangaraj as the SEC.

SC judge rejects to hear AP Govt petition on IPS officer

Everything pertaining to the AP Government is getting politicised along caste and communal lines. Even the courts are no exception, including the Supreme Court. Moreover, the ruling YCP is attributing everything to one particular caste if anything goes contrary to its decisions. At this juncture, the AP Government’s petition challenging the AP High Court’s order on suspension of IPS officer AB Venkateswara Rao came up before Justice Lavu Nageswara Rao’s bench in the Supreme Court. But, Justice Nageswara Rao simply said, ‘Not before me’ and declined to hear the case.
Incidentally, Justice Rao also belongs to Andhra Pradesh and he also belongs to the same caste against which the YCP is running a virtual crusade at the State and the National levels. Only recently, AP CM Jaganmohan Reddy took the extreme step of writing a letter to the Chief Justice of India making allegations against Supreme Court sitting Judge Justice NV Ramana. Amid these conflicting times, Justice Lavu Nageswara Rao gently refused to take up the AP petition on the suspension of AB Venkateswara Rao.
It may be recalled a legal battle is raging between the Jagan regime and the IPS officer. A former intelligence chief for former CM Chandrababu Naidu, Mr. Venkateswara Rao was suspended by the Jagan Government. He challenged the same before the tribunal where negative order came. Later, Rao’s suspension orders were revoked by the High Court. Now, the AP Government approached the Supreme Court challenging the cancellation of its suspension orders. The epic legal battles being waged by the AP regime have caught widespread political attention all over.

AP blow to liquor lovers: No alcohol from other states

In a blow to Bacchus Lovers, the Andhra Pradesh government issued a new GO. According to the new GO, liquor cannot be procured from other states without a valid permit.

The new GO is violative of the Andhra Pradesh High Court order directing the state government to allow people to buy three bottles of liquor from other states.

Earlier, the Jagan government had allowed people to procure liquor limiting the maximum quantity to three bottles of liquor and 6 bottles of beer. However, the new GO stated that even three bottles of liquor cannot be procured without permit.

Further, the excise department warned that people would be punished under appropriate laws if they make attempts to bring liquor from other states without permit. According to GO 310, the excise department stated that people would be booked under the Andhra Pradesh Excise Act, 1968.

The new GO is violative of the Andhra Pradesh High Court judgement on transportation of liquor from other states to Andhra Pradesh. Last month, hearing a petition, the High Court ruled that people can bring three liquor bottles with them from other states and asked the state government to implement the G.O 411.

The High Court, in its September 2 order, stated that the GO 411 specifies the maximum quantity of liquor which a person may have in his possession at a time without a permit or licence. No case can be registered against any person who carries liquor within the prescribed limit, the court said.

During the lockdown, the Andhra Pradesh government had raised prices of liquor by 75% forcing people to buy liquor from other states. The new GO is bound to land the Jagan government in yet another legal wrangle.

Govt claims 40 acres encroached by GITAM University

The famous GITAM University has come under latest attack by the Jaganmohan Reddy government in Visakhapatnam. The University belongs to the political family of Ex TDP MP late MVVS Murthy. The YCP regime began its direct attack on GITAM in the name of illegal encroachments. The officials have demolished the compound wall and closed the entry route to the university.

Alarmingly, the Government is saying that over 40 acres prime land are in the illegal occupation of GITAM. The police, revenue and municipal corporation officials have cracked down on the GITAM property today. The officials claim in their reports that over 40.5 acres were encroached by the GITAM management in Rushikonda and Endada surroundings. The officials submitted these reports to the government already. The latest demolition of compound wall was taken up as part of this.

The Government says that the removal of encroachments was taken up now. The RDO report was submitted to the Special Investigation Team for further investigation into encroachments in the port city.

The attack on GITAM came like a big shock to the people of Visakhapatnam. The TDP leaders are saying that Vijay Sai Reddy was the mastermind behind this demolition. Already, Vijay Sai visited the GITAM University in a secret way by travelling in the car of the Sub Collector. The latest crackdown generated lot of political heat.

Line clear for flow of TTD funds into Jagan Govt hands

A fresh controversy erupted in the Tirumala Tirupati Devasthanams on the issue of putting Srivari funds into the AP Government securities. Till now, the TTD deposits are only in the scheduled banks though it gets a lower interest rate of about 5 per cent. Recently, the TTD finance wing came out with a proposal for putting the TTD funds in Central Government securities as it would fetch nearly 7 per cent interest.

Now, the TTD Board has included the clause to allow deposit of these funds in Central and State Government securities. Critics say that this is part of the conspiracy to allow the Jaganmohan Reddy regime to lay its hands on the Srivari funds. If the State Government does not pay the interest and does not pay back the deposits, the TTD would be able to do nothing in future. After all, the TTD Chairman is at the mercy of the State Government.

Alarmingly, the TTD Board has passed a resolution on August 28 itself to allow its funds to flow into the hands of the AP Government. It was kept a closely guarded secret. Analysts say TTD Chairman SV Subba Reddy is making calculated moves to favour the Jagan Government. In December, lots of TTD deposits would mature in different banks. The stage is being set to transfer all these funds into AP Government securities. This will help CM Jagan to use the funds at his whims and fancies.

Cinema theatres to open in AP from October 15

In line with the central government’s Unlock 5 guidelines issued recently, the Andhra Pradesh government has issued a fresh set of relaxations and allowed cinemas/ theatres/multiplexes to open with up to 50% of seating capacity.

As per a notification issued by the Jagan government, cinema halls are allowed to reopen from October15. Further, the government also allowed swimming pools used for training of sportspersons and entertainment parks to re-open from October 15. Entertainment parks and similar places have been permitted to open.

Social/ academic/ sports/ entertainment/ cultural/ religious/political functions and other congregations have already been permitted with a ceiling of 100 persons.

In closed spaces, a maximum of 50% of the hall capacity will be allowed, with a ceiling of 200 persons. Wearing of face masks, maintaining social distancing, provision for thermal scanning and use of hand wash sanitizer will be mandatory. The government has made wearing face masks mandatory for people who travel in public transport.

Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years are advised to stay at home, except for essential and health purposes, the Andhra Pradesh government in its notification stated. Andhra Pradesh is yet to take a decision on reopening schools and coaching institutions.

MANSAS Trust appeals to Jagan govt to privatise MR College

In yet another controversial decision, the MANSAS Trust on Wednesday appealed to the state government to privatize Maharajah’s Educational Institutions or M R College which is one of the oldest autonomous colleges in the country.
The institution was founded by Pusapati Vijaya Rama Gajapathi Raj-III, the then Maharajh of Vijayanagaram princely state, in 1879. MANSAS was formed as a society in 1958 by PVG Raju in the name of his father to promote the cause of education and continue to administer the educational institutions under the patronage of their family. The trust was set up with an endowed property of over 13,000 acres and other properties to provide financial support for the educational institutions under MANSAS.

MANSAS Trust, whose chairperson is Sanchaita Gajapati Raju and daughter of Uma Gajapati Raju, estranged wife of late Ananda Gajapati Raju, has appealed to the state government to privatise MR College which runs Intermediate and Degree courses.

The Higher Education Committee Special Commissioner has directed the Regional Joint Director of Education to look into the appeal. The MANSAS trust appeal to privatize MR College has pushed the teaching staff into deep anguish and anxiety.

Anand Gajapati Raju and Ashok Gajapati Raju were founding members of the MANSAS trust board. However, Sanchaita Gajapati Raju replaced her uncle and former Union minister Ashok Gajapati Raju, who has been heading both MANSAS and Simhachalam trust board since the demise of his brother Ananda Gajapati Raju. He was removed from the MANSAS trust board chairman and Sanchaita Gajapathi Raju was appointed in the post by the Jagan government.

AP govt steps up vigil at places of worship

In the wake of the Antarvedi Sri Lakshmi Narasimha Swamy temple chariot blaze incident and three lion silver statutes missing from Kanaka Durga temple in Vijayawada, the Andhra Pradesh government on Saturday ordered the police to secure all places of worship to avoid recurrence of such incidents.

Consequently, the Andhra Pradesh Police will be stepping up vigil across temples, churches, and mosques by installing CCTV cameras. The police in consultation with the temple priests, church, and mosque heads will suggest several safety measures to be initiated to avert any untoward incidents. The police will also closely monitor social media postings to ensure no hate-mongering is spread on the internet to foment trouble among various communities.
