Congress, TDP, CPI form alliance in Telangana

In a major development, opposition Congress, TDP and CPI on Tuesday joined hands to form a grand alliance to take on the ruling TRS in Telangana in the ensuing Assembly elections.

The leaders of these parties announced after first round of talks that they are forming the alliance.

This is the first time in Telugu Desam Party’s 35-year-old history that it is joining hands with the Congress in a state.

State Congress chief Uttam Kumar Reddy said they would try to bring together all opposition parties to defeat Telangana Rashtra Samithi (TRS). The alliance will also seek support of all people’s organisations, employees, unemployed and women’s groups.

The leaders of Congress, Telugu Desam Party (TDP) and Communist Party of India (CPI) met at a star hotel in the city. This was their first meeting to form an alliance.

Chief Minister K. Chandrashekhar Rao last week dissolved the Assembly to go for early elections. The polls are likely in November.

The opposition parties have termed TRS chief’s action as undemocratic.

Uttam Kumar Reddy, TDP’s Telangana unit president L. Ramna and CPI’s state secretary Chada Venkat Reddy and other leaders of the three parties held the talks.

Later, they joined leaders of other opposition parties to meet Governor E.S. L. Narasimhan and demand President’s rule in the state.

They said that free and fair elections were not possible in Telangana with Chandrashekhar Rao as the caretaker Chief Minister.

The state Congress chief later told reporters that the opposition parties have expressed their concern over KCR abusing power for the benefit of TRS. They said KCR had openly claimed that he had discussed with Central Election Commission to hold the elections in November.

“This is against the principles of democracy and against the Constitution. Holding of elections and formation of government is the duty of Election Commission and not the ruling party’s,” he said.

Uttam Kumar Reddy said that Prime Minister Modi, CM KCR and Election Commission appear to be in connivance to suppress people’s democratic rights.

He said that the Election Commission had announced the schedule for revision of electoral rolls on September 1. The entire process was to be completed by January 4.

T-Congress leader Jagga Reddy arrested

In a shocking development to Congress, Telangana Congress leader Jagga Reddy arrested by the Hyderabad Police. Jagga Reddy, allegedly carried a fake passport and a visa and even visited the United States on fake documents.

Jagga Reddy is a strong leader in Congress from Sangareddy. He was in TRS earlier but later joined Congress. He is one leader in Telangana who comes down heavily on TRS and Congress. Now he is arrested under the Passports Act, the Emigration Act, charges of human trafficking, forgery, and other relevant sections of the Indian Penal Code. According to sources, Jagga Reddy had travelled with a woman and a child to the US in 2004 claiming they were his wife and child. But later it was found that he had submitted fake documents to show them as his family. That woman and child were Gujaratis. Case has been filed on this in Secunderabad Police station. Police, after preliminary inquiry, arrested him now. According to police sources, American government officials have the data of illegal immigrants from India. While reportedly analysing the data they stumbled upon details of the three persons, who managed to enter America with the passports acquired with fictitious data.

The Congress condemned this arrest and alleged that TRS is misusing its power by arresting opposition leaders just before elections. They questioned why police did not give any notice to Jagga Reddy. Jagga Reddy’s version on this is yet to come out.

Bharat Bandh evokes mixed response, opposition rallies against BJP

The Bharat Bandh called by the Congress and Left on Monday against rising fuel prices and tumbling rupee evoked mixed response in the country as the opposition closed its ranks against the Modi government. The BJP dubbed the protest a failure.

The day-long shutdown affected normal life in Odisha, Karnataka, Bihar, Kerala and Tripura and triggered a mixed response in Gujarat, Jharkhand, Maharashtra, Haryana, Jammu and Kashmir, Madhya Pradesh and Rajasthan.

But it was mostly ineffective in Mamata Banerjee-ruled West Bengal.

Shutdown enforcers resorted to blocking roads and rail tracks disrupting traffic in several parts of the country. In Bihar, a critically ill two-year-old girl died on her way to a hospital in Jehanabad town apparently due to a road blockade.

Bandh supporters allegedly resorted to violence and clashed with the police in some parts areas, prompting the ruling BJP, which dubbed the shutdown a “complete failure”, of accusing the Congress of creating an “environment of fear” by violently enforcing the shutdown.

Normal life was paralysed in Odisha with vehicular movement and train services thrown out of gear as Congress workers blocked roads and trains. Hundreds of Congress activists were arrested. The Railways cancelled 12 trains while schools and colleges were closed.

Normal life was hit in Bihar with the shutdown supported by the Rashtryia Janata Dal (RJD), Left, Hindustani Awam Morcha and Jan Adhikar Party of Pappu Yadav.

Hundreds of Congress and other opposition parties leaders and workers took to the streets. Shutdown supporters blocked national and state highways, disrupted rail and road traffic for hours and stranding thousands of passengers.

Demonstrators clashed with police in several places while dozens of vehicles in Patna were damaged.

In Karnataka, normal life was affected as public transport kept off the roads across the state. Schools and colleges were closed although state and central government offices remained open. Global software firms like Infosys and Wipro functioned normally.

Life was thrown out of gear in BJP-ruled Tripura with most markets, shops and business establishments closed and private and passenger vehicles off the roads. Government offices and some banks were open but employee attendance was low.

But the Bharatiya Janata Party claimed that Bandh was a failure in Tripura.

BJP-ruled Uttar Pradesh saw stray incidents of protests. The response was mixed in Jharkhand, with few shops closed and long route buses not plying.

In flood-ravaged Left-ruled Kerala, public vehicles went off the roads but private vehicles plied in many places. Shops, markets and establishments were shut.

In Telangana and Andhra Pradesh, bus services were affected and many private educational institutions remained closed.

There was a mixed response in Prime Minister Narendra Modi’s home state Gujarat, where a large number of educational institutions were shut while many vehicles remain off the roads.

In Maharashtra, the shutdown elicited mixed response in urban centres but secured widespread support in the semi-urban and rural hinterland which have been severely hit by the fuel prices and its cascading effects.

In Mumbai and other cities, large numbers took to the streets, railway stations, bus depots, and other public places. But suburban trains, BEST buses, schools and colleges functioned normally. Shops and commercial establishments downed shutters in many localities.

The shutdown was mostly ineffective in West Bengal. Banks, educational institutions in Kolkata were mostly open while trading activities in the city were more or less normal.

The ruling Trinamool Congress supported the issues on which the shutdown was called but opposed the strike in line with its stated anti-strike policy.

Meanwhile, in the national capital, Congress President Rahul Gandhi led the opposition’s show of strength, staging a foot march in support of the Bharat Bandh from Rajghat to Ramlila Maidan in the heart of the city.

The rally drew leaders of the Janata Dal-Secular, Trinamool Congress, Rashtriya Janata Dal, Nationalist Congress Party, Loktantrik Janata Dal, Rashtriya Lok Dal, All India United Democratic Front, Revolutionary Socialist Party and Aam Aadmi Party. Also in attendance were former Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi.

Manmohan Singh hit out at the BJP for “miserably” failing to control fuel prices.

Rahul Gandhi flayed Modi for his stoic silence over rising fuel prices, tumbling rupee, Rafale fighter jet deal and agrarian distress in the country.

The Left parties took out a separate rally in the national capital.

Meanwhile, the BJP said the hike in fuel prices was a “momentary difficulty” and claimed the shutdown was a complete failure.

“Bharat Bandh has been unsuccessful. We condemn the violence being used to instil fear among citizens across the country,” Law Minister Ravi Shankar Prasad said.

Konda Surekha back into Congress?

Konda Surekha got shocker from KCR as her name was not there in the list of 105 MLAs KCR announced. Miffed with this, as per reports, she is planning to resign to TRS and join Congress again.

Konda Surekha wanted to contest again from Warangal east constituency. But she also wanted another seat for her daughter Susmitha from Bhupalapalli. KCR told her that it is not possible. But Surekha insisted on 2 seats and clearly told KCR that if he can’t give 2 seats, she doesnt want to contest from TRS. KCR gave Bhupalapalli ticket to Madhusudhana Chary and excluded Surekha name also from the list.

Shocked Surekha is now planning to join back into Congress.Mostly she would be joining back into Congress in the presence of Gulam Nabi Azad. She is convening press meet this afternoon and is expected to chalk out her future plans

Congress hits back at KCR, calls him dictator

Reacting sharply to Telangana Chief Minister K. Chandrashekhar Rao’s remark describing Rahul Gandhi as the country’s “biggest buffoon”, the Congress on Thursday hit back calling Rao a dictator.

Congress leader R.C. Khuntia, who is incharge of the party affairs in Telangana, said Rao “is a dictator worse than Hitler”.

KCR, as Rao is widely known, had termed Rahul Gandhi a buffoon while addressing a news conference shortly after the dissolution of the state Assembly to pave the way for early elections.

“Only a buffoon can say that,” Khuntia told reporters in Delhi.

Slamming the Telangana Rashtra Samithi (TRS) chief for banning protests at Dharna Chowk in Hyderabad, he alleged that KCR was a dictator.

“Can a person who comes from a movement deny people their democratic rights,” asked the Congress leader.

Khuntia said though people had given amandate to the TRS to rule for five years, KCR dissolved the Assembly nearly 10 months ahead of time. He said early elections to Assembly and subsequent polls to Lok Sabha will hamper development in the state.

The Congress leader said by going for early polls, KCR himself declared the end of KCR era. He exuded confidence that the Congress will come to power in Telangana with a thumping majority.

Telangana Congress chief Uttam Kumar Reddy asked the Election Commission to come clean in the wake of a statement by KCR that he spoke to the poll panel for dissolution of Assembly.

“The Election Commission has a lot to answer for because KCR has said that he spoke to them before dissolution. This created suspicion as the Election Commission had announced revision of voters’ list in Telangana from September 1 and the process was to end on January 1, 2019. The Election Commission should clarify what he spoke with them and what they spoke with him.”

Reddy termed as blatant lies the claims by KCR about the growth rate and development of Telangana.

He claimed that Telangana was number one in the country in terms of sale of liquor and also number one in farmers’ suicides. He accused KCR and his family of looting Telangana by resorting to corruption in various projects.

Terming the coming elections as a fight between KCR family and people of Telangana, he said that people will teach a befitting lesson to the family.

Prof.K.Nageshwar – CBN indicates alliance with congress , TDP prepares to defend it’s political shift

Chandrababu Naidu has given firm indication that his party may join hands with congress in the ensuing elections. TDP has been a principal rival of congress since its inception both in the state and national politics. But, this changing political landscape in the state is redefining contours of relationship between TDP and congress. The special status narrative helps TDP to defend its major political shift. However, political circles are yet to agree on the electoral implications for TDP due to its proximity with congress, the party that bifurcated the state against the wishes of people of Seemandhra region.

It is true that the TDP was formed by NT Rama Rao to fight the Congress monopoly . But, it is also equally true that the TDP in its course of existence has seen many changes in the political landscape resulting in moderation and revision of its tactics. The United Front government for which N Chandrababu Naidu was the convener survived with the outside support of congress. Therefore , it need not be unusual if TDP firms up its decision to join hands with the Congress. In fact, today, Congress is no longer principal political rival for the ruling TDP.

Alliances mainly depend upon who is fighting whom. The TDP is pitted against the YSR Congress and the Congress is an insignificant player in the state politics today.

The first argument of the critics of TDP-Congress alliance is that the party has bifurcated the state against the wishes of people of Andhra region. The TDP and its supremo have been cursing the Congress for what they call most arbitrary bifurcation of the state. How can TDP join hands with Congress . But, the fact is that every political party except CPI(M) has supported the bifurcation. The united Andhra Pradesh would not have been divided without the active support of BJP. Yet, the TDP had electoral alliance with BJP in 2014. Still the voters did not mind as they were desperately looking for help from Centre and the BJP was poised to come to power in Delhi.

Similarly, the TDP now argues that the Congress is the only other alternate force to come to power at the Centre. The congress has already extended its full support for the demand for special category status. The Congress president Rahul Gandhi has personally favoured the idea.
The TDP leadership hopes that as the special status narrative fast replaces the bifurcation narrative, the voters would not mind its alliance with Congress. The Assembly elections in Rajasthan, Madhya Pradesh, Chhattisgarh are expected to herald Congress governments . If this happens, there is a possibility of favourable political climate for the Congress. The TDP hopes to exploit this to defend its possible electoral understanding with congress.

Meanwhile the TDP would immediately benefit from alliance with Congress in Telangana even as the political implication of such an understanding on the mandate in Andhra Pradesh is yet not clear. The TDP cannot survive in Telangana without any electoral alliances. The TDP has almost no choice except to tie up with the Congress.

The TDP is running a high decibel anti BJP campaign. As TRS moves closer to BJP, the TDP hopes to defend its alliance with Congress as a bid to isolate and defeat BJP

The anti Modi rhetoric would help TDP to claim that it would do anything and everything possible to halt or resist Modi juggernaut . In such a crusade, claims TDP even Congress is not an untouchable.

Raghuveera says Chiranjeevi will come for campaigning in last 2 months

PCC chief Raghuveera Reddy commented that Chiranjeevi is still in congress party and he will be coming for campaigning for Congress party in last 2 months before 2019 elections. In an interview given to a Telugu channel, he made several interesting comments.

He told Kiran Kumar Reddy was supposed to join Congress party last year itself but for the reasons best known to him only, he delayed it by one year. He also told that he never calls YSR CP party with that name but he calls it always as Jagan party because YSR is a Congress leader as per him. While he made scathing comments on Jagan party during the interview, he remained silent on Janasena as he followed “wait and see” policy on that party.

When asked about Chiranjeevi not being seen in party activities and not campaigning for party in other elections, he revealed that Chiranjeevi assured Rahul Gandhi that he will be definitely campaigning for 2019 elections and he will make his time for 2 months before the elections for campaigning for the party.

Politics is very dynamic. Even though, Chiranjeevi assured Rahul Gandhi, anything can happen and Chiranjeevi may or may not campaign for Congress Party. But even if he campaigns, it may not make much difference to the party as it lost its ground beyond redemption.

Congress Working Committee resolution on SCS to AP

Congress working committee (CWC) resolved that Congress is fully committed to giving special category status (SCS) to Andhra Pradesh. CWC has included SCS to AP in the ten key points discussed by CWC. CWC resolved to fight on these 10 areas.

The meeting of the newly-constituted Congress Working Committee (CWC), Pradesh Congress Committee chiefs and Congress Legislature Party (CLP) members from various states held yesterday. This CWC meeting also authorized party chief Rahul Gandhi to forge alliances ahead of next year’s general elections. Decisions taken by CWC has immense significance as it is Congress party’s highest decision-making body.

CWC also resolved, all the assurances given to the AP during the bifurcation of the state would be fulfilled, if Congress comes into power in the center.However, Odisha PCC President Niranjan Patnaik has argued that their state and Bihar are also backward states and requested CWC to fight on special category status to these states as well. However, Sonia and Rahul quickly stopped him and asked not to compare themselves with Andhra Pradesh. Also asked leaders of other states not to negatively comment on special category status to AP.

However, when Rahul Gandhi responded to Galla Jayadev speech in the parliament, he just mentioned “you (AP people) are victims of Jumla strike.” He didn’t mention anything about special status to AP in the parliament. We’ll have to wait and see whether people of AP will at least consider voting for Congress in 2019 elections or not.

Congress to name Manohar as APCC president

The Congress in Andhra Pradesh is set to see a new face as its chief. AICC president Rahul Gandhi had decided to replace N Raghuveera Reddy with Nadendla Manohar ahead of the elections. Surprisingly, Manohar is not the choice of Rahul Gandhi, but of Chandrababu Naidu.

Sources in the Congress say that Chandrababu Naidu had reportedly offered to help the Congress in the next elections. He had also convinced the AICC leadership that the Congress in the State can survive only if Jaganmohan Reddy is defeated. While promising to help the Congress win a couple of seats in the next elections, Chandrababu Naidu had reportedly asked the AICC chief to appoint Nadendla Manohar as the new APCC chief.

Interestingly, Chandrababu Naidu enjoys comfortable relationship with Manohar. When Nadendla Manohar was made Speaker of the Assembly, Chandrababu Naidu welcomed it in the past. But, the same Chandrababu Naidu opposed Kirankumar Reddy in the next term as Speaker. Even in the recent elections in Karnataka, Chandrababu Naidu had helped the Congress through Nadendla Manohar and N Tulasi Reddy. He operated the election campaign against the BJP and in favour of the Congress in Karnataka only through these two leaders. It is this bondage that Chandrababu Naidu wants from the Congress when he goes for the next elections.

Several of the Congress senior leaders from the State, including APCC president Raghuveera Reddy are favouring alliance with the CPI, CPM and Jana Sena, while Rahul Gandhi is in favour of having understanding with Chandrababu Naidu. “Chandrababu Naidu is better option than Pawan Kalyan and the TDP chief can help Congress in the national level too if required,” is what Rahul Gandhi had reportedly told the Congress leaders from the State.

In this given situation, it is said that Rahul Gandhi is preparing ground to announce Nadendla Manohar as APCC president or working president. Manohar’s presence, according to the Congress leaders, is set to help the relationship with Chandrababu Naidu and win a few Assembly seats.

Can Oommen Chandy breathe life into AP Congress?

The Congress in Andhra Pradesh is on the death bed. People have punished the party in the 2014 elections, after the bifurcation. Though majority people were against the bifurcation fearing loss of employment and other opportunities, people have finally compromised on the bifurcation. But, they did not digest the way the Congress leaders have handled the bifurcation. The arrogance of power displayed by Congress leaders like Digvijay Singh and Jairam Ramesh was disgusting. Sonia Gandhi did not give a chance to the AP to speak. The fears of AP were ignored and the leaders and people of the region were disregarded.

With an eye on winning power in Telangana, the Congress leadership completely overlooked the AP’s voices and concerns. There are several Central government institutions in Hyderabad including the Weather Forecast Centre and Tsunami warning centre. None of them were given to Andhra Pradesh as if the Tsunami Centers were required for Hussain Sagar Lake. Only 11 educational institutions were promised to the State, leaving all Central institutions of defence and other departments. This had angered the people who crushed the party mercilessly in the elections. The Congress candidates have lost their deposits in all the 175 Assembly and 25 Lok Sabha constituencies. It could not win even a single seat from the village level to the district level in all the local bodies. They received just 2 per cent of the votes in the election. That was the anger of the people against the Congress.

The party could not improve its presence form the punishment given by the people as Digvijay Singh continued to visit the State rubbing salt on the wounds. Though the Congress continued its fight for the special category status by organising signature campaigns, protest rallies and representations to the President and Prime Minister during the last four years, people did not consider it worth as Digvijay Singh continued to be the face of the Congress in the State.

Now, with the Congress removing Digvijay Singh and appointing Kerala’s former chief minister Oommen Chandy, there is some new lease of life. The party rank and file heaved a sigh of relief and the hopes are raised now. Comparatively Chandy is a better candidate and approachable with his clean image. There is a positive feeling among the people in his favour and there is a sign of some of its voters coming back to the party.

However, Chandy should now give the confidence to the people that it would protect their interests and work for the State. The promise of Rahul Gandhi to give his first signature on special category status to the State if he is voted to power had come as some relief to the people. It is to be seen how the Congress would use Chandy’s image or Digvijay’s exit to improve its position in the State.

For Non-BJP parties, Congress is the only option

Congress, the weakest national party, is slowly emerging as the strongest cushion for the regional parties or for that matter, for every anti-BJP force in the country. Ahead of the 2019 elections, this cushion was visibly seen and welcomed by the anti-BJP parties at Bengaluru, the other day. The unity displayed by the non or anti-BJP parties at the swearing-in ceremony of Kumaraswamy in Bengaluru as Karnataka chief minister had sent clear signals that the next election would be the Congress with the non-BJP parties going together in the polls or aligning after the polls.

The Congress had made a strategic sacrifice in Karnataka by giving power to the Janata Dal (Secular) to stop BJP. Though the Congress had won more seats than the JD (S), the national party had offered the Chief Minister post to the junior partner and thus prevented the BJP, the single largest party, from forming the government. This strategic move had come as a blessing for the non-BJP parties like Samajwadi Party, Bahujan Samaj Party, Nationalist Congress Party and Trinamool Congress Party, while it is being seen as advantage by the anti-BJP parties like the Telugu Desam Party. There is a difference between being non-BJP and anti-BJP.

Leaders like Mamata Benerji, Sharad Pawar, Akhilesh Yadav have been non-BJP leaders in the country, while Chandrababu Naidu is the new anti-BJP leader who want Narendra Modi to go this time. For all these leaders Congress has to be there before polls or after to see Narendra Modi out of power.

The big task ahead now is the election to the three States of Madhya Pradesh, Rajasthan and Chhasttisgarh, where BJP is in power. In the three States, Ram Vilas Paswan’s Lok Janasakthi Party, Mayawati’s Bahujan Samaj Party and Devi Lal family’s Indian National Lok Dal have some presence. Neither of them have the strength to defeat the BJP in the three States, unless they align with the Congress and the Left parties. If the target is to defeat BJP and Narendra Modi, these parties would have to sail with the Congress, not after the polls, but before.

The leaders who projected BJP’s defeat in Karnataka the other day, should stand together and say they are together and right to defeat Modi. The victory of these forces or the defeat of Modi has to be seen in any of these three States, where elections are scheduled for December this year.

There is visible anti-incumbency in Rajasthan and Madhya Pradesh against the BJP with the farmers there turning against the government. The anti-incumbency in Chhattisgarh is not visible and BJP still has some edge here. If the defeat of the BJP is the single point agenda of these parties, they should show it in the three States for the people to believe that they can see Narendra Modi out of power in the 2019 elections. If these parties fail to do so in the three States, it is for sure that Modi will stay back in power after the 2019 elections. The writing on the wall is very clear that Congress is a key player and the regional parties have to rally behind or together.

Professor Nageshwar — Who should form the Government in a hung Assembly?


If a majority of elected MLAs formed a coalition, the governor would be constitutionally right to invite the leader of the majority coalition to form the government and prove their majority within a short period.

The Supreme Court upheld this position in March 2017 while disposing the petition by the leader of the congress legislature party contesting Governor’s decision to invite leader of the BJP led post poll coalition. Even top lawyer and BJP leader, Arun Jaitley also made a similar argument at the time of formation of Goa government.

There are many precedents to this effect.

  • 1. In the elections to the Goa Assembly in March 2017, which has a strength of 40, the Congress won 17 while the BJP won 13. The BJP, however, was invited to form the government after a post-election coalition with other parties.
  • 2. Manipur Assembly elections in 2017, which has a strength of 60, Congress had won 28 and BJP won 21 seats. But BJP was asked to form the government on the basis of a post-poll arrangement.
  • 3. In the elections to Meghalaya Assembly in March 2018, out of the total strength of 60, Congress had 21 while the BJP had only 2. The BJP, however, was invited to form the government by the Governor on the basis of a post-poll arrangement which showed a majority.
  • 4. The BJP winning 30 out of 81 seats in Jharkhand and JMM leader Shri Shibu Soren with a support of 17 MLAs of his party plus others was invited to form the government.
  • 5. In 2002 in Jammu and Kashmir, the National Conference had 28 MLAs but the governor invited the PDP and Congress combination of 15 + 21 MLAs to form the government.

Jaitley also added that similar precedents had been set in 1952 in Madras, 1967 in Rajasthan and 1982 in Haryana.

The question of single largest party versus a combine with majority support had been settled by former president Shri KR Narayanan in his communiqué in March 1998 when he invited Atal Bihari Vajpayee to form the government.

“The president had said “when no party or pre-election alliance of parties is in a clear majority, the Head of State has in India or elsewhere, given the first opportunity to the leader of the party or combination of parties that has won largest number of seats subject to the prime minister so appointed obtaining majority support on the floor of the House within a stipulated time. This procedure is not, however, all time formula because situations can arise where MPs not belonging to the single largest party or combination can, as a collective entity, out-number the single largest claimant. The president’s choice of prime minister is pivoted on the would be prime minister’s claim of commanding majority support”.

Karnataka verdict makes Congress’ task harder for 2019 elections

The results of Karnataka assembly polls must have came as a disappointment for the Congress party and its ambitions for the 2019 Lok Sabha polls, but it can take some solace from the fact that it was able to deny the Bhartiya Janata Party an outright victory in the crucial southern state.

The results are likely to boost the present churning to forge an anti-BJP front for the next general elections with opposition parties expected to exert more pressure on the Congress to go for state-specific alliances even in states where it is the main force against the BJP.

The party’s decision to support Janata Dal-Secular (JD-S) in the government formation in Karnataka to prevent BJP from coming to power has implications for the party’s preparations for the 2019 elections.

While it will be required to share political space with JD-S in Karnataka when a coalition government is formed, there will be demands from other parties for alliances in states such as Madhya Praesh, Rajasthan and Chhattisgarh which will go to the polls later this year.

The Karnataka elections were crucial for the Congress to build momentum for the 2019 Lok Sabha polls and for three assembly polls later this year.

It was also significant to raise morale of Congress workers as the party is in power now only in two other states — Punjab and Mizoram, besides the union territory of Puducherry.

The results were also seen as crucial to boost Congress President Rahul Gandhi’s image as an effective campaigner against Prime Minister Narendra Modi in view of their likely run-in in the 2019 polls.

The election saw the Congress put its heart and soul in the campaign, with Gandhi campaigning in a large number of constituencies but the results showed party’s vulnerability to BJP’s skills at executing social coalitions, micromanagement and giving intensity to campaign.

Gandhi had spearheaded the party’s campaign in Karnataka with frontal attacks on Prime Minister Narendra Modi but it apparently did not have the kind of impact the party was hoping for — far from it.

Gandhi repeatedly hammered the issues of jobs, atrocities against Dalits and women and the multi-crore banking frauds during his campaign.

During the campaign, he also expressed his willingness to become the prime minister if the Congress or a coalition led by the party wins next year’s Lok Sabha elections.

The Congress suffered a sharp drop in its numbers in Karnataka despite favourable factors such as apparent lack of anti-incumbency and the party having a strong state leader in Siddaramaiah whose government was seen to have delivered on pro-poor schemes in the last five years.

But it was successful in garnering more votes than the BJP, while getting 26 less number of seats at 78. Also, had it fought jointly with JD(S) in a pre-poll alliance, the total tally of the two parties, at over 54 per cent of votes, would have overshot BJP’s by a large number. This shows a lack of planning or political vision.

It was cold comfort for the party its vote share had risen compared to 2013 elections when it had won 122 seats. The party had polled 36.79 per cent votes in 2013 and 38 per cent in the Tuesday’s results.

Like in Gujarat where Congress had also put up a spirited fight, Prime Minister Narendra Modi energised the BJP’s campaign in Karnataka in the last phases holding 21 rallies in a span of nine days.

The Congress will continue to face challenge of meeting BJP’s formidable election machine in Madhya Pradesh, Rajasthan and Chhattisgarh with Modi expected to help the BJP governments beat anti-incumbency with his oratorical skills.

The Congress also apparently miscalculated that the Dalit community, which has a sizeable presence in Karnataka, was quite upset with Modi government on a range of issues including the “delay” in filing review petition in the Supreme Court over “dilution” of the SC/ST Act.

The Congress decision to recommend minority status to the numerically strong Lingayat community and spur sub-nationalism in the form a separate state flag also apparently did not work in the desired way for the party.

Gandhi has largely been unable to come up with an answer to Modi’s oratorial and Amit Shah’s managerial skills. He will get three more opportunities this year where he can at least show political acumen of bringing together the right coalitions — before polls — to challenge the main weapon that the BJP has. If he cannot, then 2019 would turn out to be a bigger disappointment for him and his party.

Congress backs JD-S after Karnataka delivers hung Assembly

In a dramatic turn of events after Karnataka delivered a hung Assembly, the Congress on Tuesday announced its backing to the Janata Dal-Secular (JD-S) to form a government to prevent the BJP from regaining power in its only southern bastion.

After the initial euphoria of the Bharatiya Janata Party crossing the half-way mark in the 224-member Assembly where two constituencies didn’t vote on Saturday, Election Commission data showed the BJP could end up with 104 seats.

This would be eight seats short of a simple majority in a House where no one else appeared ready to back the BJP.

The Congress, despite being bruised in an election it had hoped to win, was set to take 77 seats and the JD-S could be victorious in 38 constituencies — two short of its tally of 2013.
Independents and smaller parties would bag three seats.

As it became clear that the BJP might not cross the half-way mark, Congress leaders quickly got in touch with the JD-S of former Prime Minister H.D. Deve Gowda and his son and former Chief Minister H.D. Kumaraswamy.

Congress General Secretary Ghulam Nabi Azad told the media in the company of outgoing Chief Minister Siddaramaiah that the JD-S had accepted the Congress offer of support.

“We will meet the Governor and stake claim (to form a government),” he said. “Our numbers put together will be more than the BJP’s.”

Informed sources said the JD-S could get the Chief Minister’s post in the event of a tie-up with the Congress.

But the BJP remained confident of taking power again in Karnataka. “We are confident of winning,” spokesman S. Shantharam told IANS.

The claim was echoed by other BJP leaders both in Bengaluru and New Delhi, where its Chief Ministerial candidate B.S. Yeddyurappa, who won from Shikaripura, was set to meet BJP President Amit Shah later on Tuesday.

But most of these claims were made before a hung Assembly prospect became real.

BJP activists and leaders earlier celebrated noisily in both Bengaluru and New Delhi, waving party flags and shouting slogans hailing Prime Minister Narendra Modi, their main vote-getter, and Amit Shah.

The BJP’s Chief Ministerial face B.S. Yeddyurappa was declared elected from Shikaripura.

Earlier, Energy Minister and Congress leader D.K. Shivakumar had conceded defeat as the vote count went in favour of the BJP.

BJP leader and Union Minister Sadanand Gowda said that there was no question of any alliance.

Expectations of a BJP victory in Karnataka lifted the key Indian equity indices during the mid-morning trade session on Tuesday. But the markets later went into the red.

After the no-confidence motion drama was unveiled by YSRCP, followed by TDP, not even a single session of Parliament (considering both the houses) ran at a stretch for an hour. Adding more drama to the ongoing play, Congress too has joined in the ‘no-confidence motion’.

Opposition leader Mallikarjun Kharge served notice of moving ‘No-Confidence Motion’ on 27th March 2018 in Lok Sabha to the Secretary-General of Lok Sabha. The recent development comes at a time when the nation’s oldest existing party has been shadowed.

Until now, neither YSRCP nor TDP have managed to get the no-confidence motion passed. It will be interesting whether Congress can make it possible. Insider sources have confirmed that TRS MPs will only intensify their protests, given their anti-Congress stand in Telangana, and will nowhere budge because Congress wants to move the NCM.

Congress ready to ally with ‘all like-minded parties’ to defeat BJP

The Congress on Saturday expressed its willingness to ally “with all like-minded parties” with a “pragmatic approach” to defeat the Narendra Modi government in the 2019 Lok Sabha elections.

The political resolution, adopted at the party’s plenary here, talked of evolving a common workable programme to defeat the Bharatiya Janta Party-Rashtriya Swayamsevak Sangh in the next general elections.

The Congress spelled out its stance amid renewed efforts for opposition unity following the BJP’s defeat in crucial Uttar Pradesh and Bihar Lok Sabha by-elections.

“Congress will adopt a pragmatic approach for cooperation with all like-minded parties and evolve a common workable programme to defeat the BJP-RSS in the 2019 elections,” the resolution said.

The Bahujan Samaj Party had supported arch-rival Samajwadi Party candidates in Uttar Pradesh’s Gorakhpur and Phulpur seats. The SP-BSP front trounced the BJP in a shocking outcome amidst suggestions that opposition parties should put up joint candidates against the BJP-led NDA in the 2019 Lok Sabha polls.

The resolution, however, remained silent on the leadership of the grouping of like-minded parties but emphasised on the role of “a resurgent Congress” in winning back the idea of India.

“The 84th Plenary of the Congress gives a clarion call to its rank and file to rise to the occasion to defend the foundational values of our republic and constitutional democracy.

“A resurgent Congress alone shall win back the idea of India as envisioned by the founding fathers of our nation.”

The Congress had stitched an alliance to oust the first National Democratic Alliance government-led by Atal Bihari Vajpayee in 2004.

The resolution said all sections have been “betrayed” by the BJP-led government and core constitutional values were under attack.

“Under the BJP regime, the people of India – farmers, khet mazdoors, workers in the unorganised sector, self-employed, manual labourers, Dalits, minorities, traders, unemployed youth and the poor have been betrayed.

“Today, our core constitutional values are under attack. Our freedoms are in jeopardy. Our Institutions are under stress and their independence compromised. Our Republic must be protected at all costs,” it said.

The resolution said the Congress was prepared to make whatever sacrifices required to defend the ethos of the Constitution.

“We will purge the polity of the aberrations witnessed during the BJP regime, which has failed to honour its commitments to the people of India.”

It said the Congress was proud of its illustrious history, legacy and remains the party that truly represents India – multi-cultural, multilingual and multi-religious.

“Congress Party is committed to serve people of India at a time when the country stands at a crossroad as it faces the threat posed by authoritarian, divisive and disruptive forces,” it said.

Prof Nageshwar : Is the expulsion of MLA’s a grand Political strategy of TRS

In a rather unprecedented action, two congress MLAs have been suspended from the Telangana Assembly . Speaking in the house, chief Minister, KCR said that a similar action on two more congress MLAs is likely . What does this infer for politics? On the face of it , it is an action to regulate behaviour of erring MLAs. But, with the extreme action of expulsion, the two seats will now fall vacant. As the Parliament elections are not within the stipulated period, the by-elections are most likely .

As per the Indian Constitution and Supreme court judgement in Raja Ram Pal case , the courts do not interfere with the action of the speaker and the house. The legislature has a constitutional right to regulate its own proceedings. The validity of any proceeding in the legislature cannot be questioned before a court of law on the grounds of any alleged irregularity or irrationality .

In its judgement in Raja Ram Pal vs. the Hon’ble Speaker , Lok Sabha and others case, the Supreme Court held that the legislative proceeding can only be challenged in the court on the ground of illegality or unconstitutionality . The Speaker who is vested with the power to regulate the conduct of the business or to maintain order is not subjected to jurisdiction of the courts in exercise of those powers. The apex court also upheld the power of Parliament to expel its members from the house. This applies to state legislature (Practice and Procedure of Parliament by M.N.Kaul and S.L. Shakdher ).
Thus, the expelled Congress members may not get any relief even if they challenge the expulsion in any court of law. Therefore, the by-election in these seats seems to be imminent.

In fact, the ruling TRS is eagerly waiting for such an opportunity to prove that it still enjoys the popular support of the people of Telangana . This is more so essential as it comes before 2019 general elections. The TDP in the neighbouring state of Andhra Pradesh proved its capacity to win the polls through the Nandyal by-poll . The ruling TRS in Telangana is waiting for such similar opportunity to demoralise the opposition Congress.

More recently, when Revanth Reddy resigned from the state assembly , the TRS was more or less battle ready to prove its point. However, no clarity is available on the resignation of Revanth. It seems that Revanth Reddy and the party he joined in are not serious in precipitating by-elections due to the risks involved in such an exercise. However, the ruling TRS is not ready to take extra risk by seeking the resignation of all those who have joined the party from other parties. Any such mega exercise can prove to be counterproductive for the TRS .

Therefore, the TRWS is looking for a safer option to prove that it is still a force to reckon with and any talk of anti-incumbency is baseless.

At one point of time, there was speculation in political circles, that the TRS would go for by-elections in Nalgonda parliamentary constituency as Gutha Sukender Reddy was appointed as chairman of Rythu Samanvaya Samithi. But, given the fact that it is a sitting seat of Congress and the party is relatively stronger in the district the TRS seems to have revised its decision and proper precaution is taken so that Sukender Reddy would not attract the office of profit .

Now, that the two expelled members belong to Nalgonda and Mahbubnagar districts that fall in South Telangana, the ruling TRS finds it as a useful situation for it in the by-elections. If the congress wins, the TRS can simply claim that the party has only retained its seats. If the TRS wins, it will be a morale booster. The TRS is traditionally strong in Northern Telangana and any win in Southern Telangana would be a bonus for the party . Komati Reddy Venkat Reddy and Sampat , the two expelled members face serious infighting within the party. Komati Reddy is engaged in a direct fight with the PCC chief. The TRS expects to gain from the infighting in Congress.

Any show of strength ahead of 2019 general elections would be a major strategic advantage for the ruling party. The TRS is already planning for mega public meetings in both Nalgonda and Mahbubnagar. The ruling party strongly feels that its strength has increased after the 2014 mandate due to defections from other parties and the pro-incumbency enjoyed by KCR government. The TRS leaders cite the example of Warangal parliamentary by-poll necessitated by the resignation of deputy chief minister, Kadiyam Srihari. The TRS retained the seat with higher margin as compared to 2014 .

Thus, the expulsion of congress MLAs will now translate into a political battle from that of a legislative battle.

Modi puts Karnataka Congress government in tricky situation

Jamili elections. The topic that was debated a lot in last one year(https://www.telugu360.com/analysis-jamili-elections-projected-panacea/). However, as of now, it is confirmed that center is not going for Jamili elections, i.e. simultaneous elections in all states, for 2019. But Center is planning to postpone Karnataka election and give Siddaramaiah led congress an addition 6 months of ruling, as per reports.

The Fourteenth legislative assembly election was held on 5 May 2013 to elect members from 223 constituencies in the Indian state of Karnataka. Congress party under the leadership of Siddaramaiah won the election and formed the government. Now by May 2018, the government finishes 5 years of people mandate and has to face elections. However, in a shocking move, Karnataka state government received a letter from the BJP led Central government which asks the Congress led State government to consider the proposal to defer Assembly elections for six months. The reason for this is to hold Karnatka elections along with other state elections due in November. This is in sync with PM Modi’s call for ‘one nation; one election’ (Jamili) strategy. Moreover, despite the fact that elections are due in May 2018 which is just 2 months from now, Election Commission has not confirmed election dates yet.

However, Karnataka government seems to be in dilemma yet on whether to enjoy power for another 6 months or not. If they agree for proposal, implicitly it will give positive edge for BJP for letting their rival party get additional 6 months of power. Also, it will give BJP more time to recoup in the state. On the other hand, if they go for elections immediately they will get negative remark for not cooperating on “One nation, One election strategy” and wasting more resources and public money. On the other hand, Modi also proves his sincerity for Jamili elections by giving such opportunity for other party ruled states rather than giving extra benefit for BJP ruled states.

Overall, Modi’s multi-pronged strategy puts Congress in a big dilemma. We have to wait and see how Congress reacts.

KTR ‘gussa’ over Congress leaders blistering attack

KTR might have forgotten Newton’s Laws of Motion, while he lashed out Congress party leaders couple of days ago. According to Newton’s 3rd law, ‘for every reaction, there is an equal and opposite reaction’. We are not trying to bring physics into politics. Rather, we just reminded that Newton’s laws are also valid at times in politics.

The Congress leaders took the attack to KTR, KCR and even Kavitha after being irked by KTR comments. Jana Reddy’s comment, ‘I lowered myself to KTR’s level by responding to his comments.’ While Shabbir Ali and other leaders referred KTR as ‘Baccha (kiddo)’.

Reacting to these comments, KTR said, ‘wait and see what kind of response you will receive, if you once again call me a Baccha. They criticize that I am speaking American language if I speak while I am in a suit. Similarly, if I speak in local language, they allege in other ways.

My comments might have irked Congress leaders. But I spoke facts. Shocked by KCR’s welfare programs in all the districts, the Congress leaders have lost their mind.’

Both KTR and Kavitha were busy in covering up the remarks passed by CM KCR against PM Modi until today morning.

Renuka Chowdhury furious over ‘Ramayana’ remark by Modi (on her) in Rajya Sabha!

Congress leader and Rajya Sabha MP Renuka Chowdhury, took her attack to PM Modi this time. She lashed out at the PM after the latter referred her to a character in Ramayana. Quickly rewinding the tape, Renuka Chowdhury laughed in a derogatory manner that seemed as if she was mocking the PM’s speech.
Immediately, Rajya Sabha speaker Venkaiah Naidu intervened and asked MP Renuka Chowdhury to consult a doctor if she is suffering from throat infection. Soon PM Modi resumed his speech and made moot remarks on Renuka Chowdhury. ‘It is the first time I’m hearing such a laugheter after Ramayana’, said the PM. The whole house burst into laughter with Modi’s comments.

As expected, things did not go well with the Congress MP. After the conclusion of the Rajya Sabha proceedings for the day, Renuka Chowdhury spoke to the media. ‘What more can I talk about a person who makes personal remarks? I cannot stoop to a low level by reacting to such remarks. In a way, the PM Modi has humiliated the women in the Nation’, said Renuka Chowdhury, addressing the media representatives outside the Parliament.

Meanwhile, the social media is busy trying to understand whom Modi referred to Renuka Chowdhury; is it Hidimba? Or Surpanaka?
