Provide PPE kits to doctors & cops, increase testing: HC to T

1

The Telangana High Court on Thursday sought a status report from the KCR government in a public interest litigation (PIL) seeking to provide personal protective equipment (PPE) kits to medical frontline workers and police personnel in the state.

A petition was filed in the High Court raising concerns about the spread of Covid-19 among the frontline workers such as doctors, paramedic staff, police personnel and sanitary workers. The petitioner argued that the frontline workers, more particularly the doctors and police personnel, who are involved in containing the spread of the virus were not provided with PPE kits, masks and other medical gear. The High Court directive to the state government comes in the wake of increasing numbers of fatalities reported among the police personnel and doctors. Recently, two police personnel succumbed to Covid-19.

Hearing the petition on Thursday, the High Court directed the state government to provide the ward-wise details of the number of corona patients under GHMC limits to the respective colony associations. Further, the court also directed the government to increase the rapid antigen tests as per the ICMR guidelines in view of the increasing coronavirus cases. The court also asked the KCR government why random testing for COVID-19 is not possible in the State and also directed it to increase the number of tests amid a sharp rise in positive cases. Further, the High Court asked the state government to submit a detailed report on the measures it had initiated on June 29.

Gandhi Hospital superintendent Rajarao and public health director Srinivas Rao appeared before the court. On their part, the state public health director informed the High Court that around 75 doctors contracted the virus while treating the patients, while Gandhi Hospital superintendent told the court that the hospital was giving plasma therapy and anti-viral drugs for the treating Covid-19 patients.

PM to CMs: Prepare for Unlock 2 without harming our people

Prime Minister Narendra Modi said on Wednesday that the spread of the coronavirus is greater in certain big states and cities, with the high density of population, difficulty in maintaining physical distance and daily movement of people in huge numbers making it a challenging issue for the government. However, he asserted that going forward with ‘Unlockdown 2.0’ is the answer while being careful with hygiene and practices like wearing a mask.

The Prime Minister stressed that the collective commitment to fight against the virus will lead India to victory, while also talking about the need to speed up economic activities with due precautions in place. He talked about the need to fight “rumours of lockdown”, mentioning that the country is now in “phase of unlocking”.

“We need to now think about phase 2 of Unlock and how to minimise all possibilities of harm to our people,” he said.

Asking the states to take steps to boost infrastructure and construction related work, he listed steps taken under Aatma Nirbhar Bharat to provide a fillip to MSMEs, farming and agriculture marketing. He also underscored the need to remain alert to effectively tackle the challenges faced by the migrant labourers in the coming months.

However, vigilance being equal to the need to open up the economy was emphasised during the second day of the 6th PM-CM video conference on strategies dealing with the pandemic.

Modi talked about the presence of better health infrastructure and trained manpower to meet the challenge. “He highlighted the increase in domestic manufacturing capabilities of PPEs, masks, availability of diagnostic kits in adequate quantity, supply of ventilators made in India using PM CARES fund, availability of testing labs, lakhs of Covid special beds, thousands of isolation and quarantine centres, and adequate human resource through training,” a government statement said.

On Wednesday, PM Modi laid special emphasis on increased testing to quickly trace, track and isolate those affected. He cited the benefits of telemedicine and the need to create a big team of senior doctors who can guide and inform the sick through this means. He also talked about spreading timely and correct information through the helplines and the need to build a team of young volunteers to run the helplines effectively.

Meanwhile, the Centre underlined the emotional aspect of the battle against the virus, including battling fear of being afflicted and the stigma attached by making people aware of the high number of those who have defeated the virus and recovered. “Our priority must remain to help and support our corona warriors, doctors and health care workers,” said the PM.

Wednesday’s interaction was the second part of the two-day interaction, and witnessed participation of states and UTs including Maharashtra, Tamil Nadu, Delhi, Gujarat, Rajasthan, Uttar Pradesh, Madhya Pradesh, West Bengal, Karnataka, Bihar, Andhra Pradesh, Haryana, Jammu & Kashmir, Telangana and Odisha.

The various Chief Ministers talked about health infrastructure available to meet the challenge and steps taken to strengthen it further, support provided to frontline workers, monitoring in containment zones, campaigns to encourage usage of masks and other safety precautions, increase in testing, and providing gainful employment opportunities to the migrants who have returned.

Home Minister Amit Shah requested all Chief Ministers to encourage download of Aarogya Setu to act as a self-shield for protection. Meanwhile, the OSD of the Health Ministry briefed about the positive outcomes of lockdown including a large number of cases averted and lives saved, spread of awareness, and ramping up of health infrastructure. He also informed that the number of cases and deaths per lakh of population in India are amongst the lowest in the world.

Andhra legislature session begins under COVID-19 shadow

Andhra Pradesh Legislature became the first state Assembly in the country to hold its sitting under the shadow of the COVID-19 pandemic as the Budget Session began on Tuesday amid unprecedented measures.

Governor Biswabhushan Harichandan addressed the state Legislature through video conferencing from Raj Bhavan to formally mark the beginning of the session. This is perhaps the first time in the history of any state Legislature in the country that the Governor remotely delivered the customary address.

Members of the Assembly and Council sat in their respective Houses as the Governor’s address was beamed live on the screens.

Wearing face masks the Legislators sat as per the new seating arrangement to ensure social distancing. Chief Minister Y. S. Jagan Mohan Reddy, some of his cabinet colleagues and MLAs, however, were seen without masks.

The authorities made special arrangements to ensure strict adherence to the guidelines to contain spread of COVID-19.

Every seat in the Assembly and Council was sanitized while health department has made arrangements to conduct COVID-19 tests on those Legislators who had not undergone the tests earlier.

Officials said no visitors will be allowed during this session while the media would be allowed to cover the proceedings only from the press gallery.

Usually the budget session lasts for at least two weeks, but this time it is likely to be a short affair in view of the COVID-19 situation.

For the first time the Budget is being presented on the very first day of the session.

Finance Minister B. Rajendranath will present the Budget for 2020-21 in the Assembly in the afternoon session.

In the Council, leader of the House and Deputy Chief Minister P. Subhash Chandra Bose will present the budget.

Agriculture Budget will be presented separately by Agriculture Minister Kanna Babu in the Assembly and the same will be tabled in the Council by Minister for Animal Husbandry and Fisheries Mopidevi Venkatramna.

The session is likely to conclude in two days with the discussion on the Budget and passing of the Appropriation Bill on Wednesday.

Business Advisory Committee (BAC) headed by Speaker T. Seetharam will meet after the Governor’s address to decide the duration and the agenda of the session.

The government could not present the full budget in March due to the coronavirus crisis. It instead issued an ordinance for vote on account for the three month period ending June 30.

1

Prime Minister Narendra Modi on Saturday reviewed the coronavirus situation across the country at a high-level meeting here and discussed the future road map to contain the pandemic as India has surpassed the UK to become fourth worst affected country with a total of over 3.08 lakh cases so far.

In the meeting, the Prime Minister reviewed the preparation to tackle the disease and also took stock of the situation in different states and Union Territories, including Delhi.

“Reviewed the COVID-19 situation across the nation during a high-level meeting. We also reviewed the road map ahead, and steps to contain the pandemic in the parts where most cases are coming from,” the Prime Minister’s Office tweeted.

The meeting was attended by Home Minister Amit Shah, Health Minister Harsh Vardhan, PM’s Principal Secretary P.K. Mishra, Cabinet Secretary Rajiv Gauba, Health Secretary Preeti Sudan, ICMR DG Balram Bhargava and other related officials of the Empowered Groups.

Vinod Paul, NITI Aayog Member and Convener of the Empowered Group of Medical Emergency Management Plan, made a detailed presentation on the current status and likely scenario of Covid-19 cases in the medium term.

It was observed that out of the total cases, two thirds are in five states — with an overwhelming proportion of cases in big cities. In view of the challenges being faced, particularly by the large cities, it was discussed to augment testing as well as the number of beds and services to effectively handle the peak surge of daily cases.

The Prime Minister took cognisance of the recommendations of the Empowered Group on city- and district-wise requirements of hospital beds and isolation beds which will be required and instructed Health Ministry officials to undertake emergency planning in consultation with the states and UTs.

Modi also advised the Ministry to ensure suitable preparations in view of the start of the monsoon season.

The present and emerging scenario of the COVID-19 disease in the capital was discussed and the projections for next two months was deliberated.

The Prime Minister suggested that the Home Minister and the Health Minister convene an emergency meeting with the Delhi Lt Governor and Chief Minister in the presence of all senior officials of central and Delhi governments and officials of the Municipal Corporations of Delhi to plan a coordinated and comprehensive response to handle the challenge posed by rising cases of Covid-19.

It was noted and appreciated that there have been many instances of outstanding work done by several states, districts and cities in containing and controlling the outbreak successfully. These success stories and best practices should be widely disseminated to provide inspiration and innovative ideas to others.

Presently, there are 1,45,779 active cases in India and all are under active medical supervision, official data says.

19 members of Telangana family test positive for Covid-19

1

As many as 19 members of a family in Telangana’s Zaheerabad town have tested positive for Covid-19, officials said on Saturday.

According to the health department officials, all of them are relatives of a 55-year-old woman, who had died at a private hospital in Hyderabad on June 9.

Her body was brought to Zaheerabad and was buried the same day. The next day, the hospital authorities informed her family members that the samples collected before her death have tested positive for Covid-19.

The health department and municipal officials went on alert and shifted the deceased’s family members and relatives to an isolation centre. They collected samples of 25 people and of them, 19 returned positive. They include women and children. The results were known late on Friday.

The officials shifted all those who tested positive to the district hospital in Sangareddy. The area where the woman’s house is located has been declared a containment zone.

District officials said that efforts were being made to trace all those who had attended the woman’s last rites.

Meanwhile, Greater Hyderabad Mayor Bonthu Rammohan on Saturday tested negative for Covid-19. He had undergone the test on Friday after his driver had tested positive.

The driver was found positive after tests were conducted on employees working in the mayor’s chambers in the Greater Hyderabad Municipal Corporation (GHMC) office after an employee had tested positive.

Since the driver had accompanied him during his visit to various parts of the city, Rammohan went into quarantine and also underwent the test.

This was the second time in less than a week that the mayor has undergone the Covid-19 test. Earlier, he had given his samples for the test on June 7 and the result returned negative.

Rammohan had voluntarily come forward to undergo the test after a worker at a hotel, where he had tea on June 1, had tested positive.

After participating in a sanitation programme, the mayor had tea at a hotel in Adikmet. It was later found that a worker at the hotel had tested positive.

The mayor said the worker had left the hotel nine days before he had tea there and though the chances of catching Covid-19 were ruled out, he was still going for a test as a precautionary measure.

Now, body goes missing from Gandhi Hospital

1

The staff of Gandhi Hospital and the police are in a tizzy as the body of the corona patient who succumbed has gone missing from the morgue.

On June 9, Rasheed Alikhan, a resident of Asifnagar, was admitted to the Gandhi Hospital after testing positive for coronavirus. The next day (on June 10), he passed away in the hospital while undergoing treatment. When the relatives went to Gandhi Hospital to take the body of the deceased, to their utter shock and disbelief, they were told that the body was missing from the mortuary.

After learning that the body was missing, the family of the deceased approached the police who lodged a complaint. The relatives of the deceased bemoaned that the hospital management have not updated them about the body.
This is not the first incident of a body missing from Gandhi Hospital mortuary.

Earlier, the body of a resident of Vanstalipuram who succumbed to Covid-19 went missing. 42-year-old Madhusudan was admitted with coronavirus symptoms and was tested positive on April 30. He succumbed to the virus on May 1. When Madhusudan’s wife A Madhavi went to claim the body, she was shocked after being informed about the news of the death and cremation of her husband. Madhavi had tweeted to Telangana IT Minister K T Rama Rao saying that her husband, who was being treated at the Gandhi Hospital with COVID-19, has gone missing. Responding to Madhavi’s tweet to KTR, Dr M Rajarao, the superintendent of Gandhi Hospital, retweeted her saying her husband was cremated after he succumbed to the COVID-19 infection.

Nothing seems to be going right in Gandhi Hospital – missing bodies in the hospital, junior doctors on strike, increasing attacks on medical staff and lack of adequate medical equipment.

The hospital is teeming with corona positive patients as infection cases are on the surge in Telangana even as doctors are working over-time treating patients. The hospital has already reached its full capacity with 100 patients admitted last Friday and 200 on Saturday. Around 805 new Covid-19 cases were admitted in the hospital in the last 10 days.

The pandemic is wreaking havoc by increasing the pressure on an already overstretched healthcare system. Junior doctors are on strike over growing physical assault against the medical staff demanding that the government provide Special Police Protection.

Recently, 33-year-old TV5 crime reporter Manoj who had tested positive for the coronavirus a few days back had succumbed while undergoing treatment at the hospital. Manoj recorded the facilities or the lack of it in Gandhi Hospital while he was undergoing treatment. These visuals went viral and created a flutter in social media over the treatment facilities in the hospital. Manoj’s sensational revelation has exposed the shallowness of medical facilities in Gandhi Hospital. “The hospital has failed to provide oxygen. Doctors and paramedic staff are not properly and adequately attending to corona patients. The facilities even in ICU leaves much to be desired,” these were the last words of Manoj before he had succumbed to Covid.

Central team in Hyderabad to review corona situation

0

More than a month after reviewing the measures initiated in Telangana to combat coronavirus, an Inter-Ministerial Central Team on Tuesday arrived in Hyderabad to take stock of the situation in the state in view of the sudden spurt in Covid-19 cases. On Tuesday, the state reported 173 new cases taking the tally to 3,920. The death toll rose to 148 after six fatalities were reported on Tuesday. This will be the second visit of the central team to visit Hyderabad.

The ICMT team will monitor hotspot areas in the state and assess health infrastructure, disaster management, hospitalization facilities in the state, shelter homes, drug stores, availability of beds, number of hospitals and care centres dedicated to Covid-19 management. Each team constituted six members including a senior public health specialist and a senior officer of National Disaster Management Authority (NDMA).

The central team will once again review the facilities at the Gandhi Hospital, Gachibowli Covid-19 hospital, King Kothi Hospital and other medical facilities set up by the Telangana government. The team assessed the level of testing, availability of PPE and masks for health professionals, availability of oxygen beds, ICUs, number of surveillance teams.

Gandhi Hospital, which was designated as Covid-19 hospital, is teeming with corona positive patients as infection cases are on the surge in Telangana even as doctors are working over-time treating patients. 33-year-old TV5 crime reporter Manoj who had tested positive for the coronavirus a few days back had succumbed while undergoing treatment at the hospital. Manoj had recorded the facilities or the lack of it in Gandhi Hospital while he was undergoing treatment. These visuals went viral and created a flutter in social media over the treatment facilities in the hospital. “The hospital has failed to provide oxygen. Doctors and paramedic staff are not properly and adequately attending to corona patients. The facilities even in ICU leaves much to be desired,” these were the last words of Manoj.

Telangana has lifted its complete lockdown in non-containment zones from June 8. Transport and most businesses like malls, restaurants and places of worship have re-opened although cinemas, theatres and schools remain closed. The move could see a spurt in corona cases, experts believe.

After a thorough assessment, the team will submit a detailed report on the situation in the state and give suggestions to the Telangana government.

Corona enters Telangana CMO, Jagan’s Peshi

Even as the Telangana government has been relentlessly battling to contain the spread of Covid-19, the infection has now entered the Chief Minister’s Office (CMO).

A CMO staffer working in the Metro Rail Bhavan was tested positive for the infection. Recently, the employee’s son who visited Maharashtra was tested positive for coronavirus. It is learnt that the employee has contracted the virus from his son. The CMO went into a tizzy after the employee contracted the virus. Following this, the CMO employees were asked not to report to work. The government has sanitised the CMO. Dr Rajiv Sharma, Chief Advisor to Government of Telangana as well as the Chairman of Telangana State Pollution Control Board, has been directed to oversee the sanitisation efforts. Samples of around 30 employees of the CMO were taken to conduct corona tests.

Most of the employees working the CMO are believed to be senior citizens. The CMO has been sealed for sanitisation after the employee tested positive for the coronavirus. In view of this, the state government had decided to close the CMO until normalcy is restored.

In Andhra Pradesh too, Secretariat, the seat of governance, has turned into a hotspot of corona infection. The state Secretariat located at Amaravati has reported five more COVID-19 positive cases. Tadepalli, seat of CM camp office, in grip of COVID scare

1

The Guntur district officials have seized Tadepalli area following four virus cases in just a single day today. Of these, two positive patients were identified as volunteers. What more, these volunteers went door to door during recent distribution of face masks and other benefits.

Three days ago, these volunteers have also distributed pensions among the local people. This has created panic and scare in the area. The officials have begun thorough disinfectant operations in NTR Katta and Christianpeta colonies.

The administration became alert as Tadepalli happens to be the seat of CM Jaganmohan Reddy’s camp office. Moreover, most review meetings and officials visits are taking place here itself. As a result, the officials have strictly regulated movements of local people. Barricades were erected to ban public movement there.

The virtual agent is deployed in a web browser and it is built in a way that it safeguards the privacy of the users, the company added.

“While the government is putting all resources available at its disposal to use, efforts like these go a long way in helping citizens meet their information needs,” Bhaskar Katamneni, Mission Director, National Health Mission and Commissioner of Health, Medical and Family Welfare Department, Andhra Pradesh, said in a statement.

“I also appreciate the quick turnaround time of the IBM team to include Telugu, the official language of state, into the Watson virtual agent.”

The objective of this type of advanced technologies — chatbots or virtual agents — is to help reduce the waiting times for calls that users make to the telephone lines of state services relating to the novel coronavirus.

“In these unprecedented times, access to accurate information plays a critical role in allaying fears, dispelling myths and building trust among citizens,” said Sandip Patel, General Manager, IBM India/South Asia.

“IBM is the innovation partner to businesses, governments and citizens across the world, and is committed to marshalling its resources, technology and expertise towards initiatives that help to manage COVID-19 outbreak,” Patel added.

Five more medicos of Hyderabad’s OMC test Covid-19 positive

0

Five more post-graduate medicos of Osmania Medical College (OMC) in Hyderabad on Tuesday tested positive for Covid-19, taking the total number of affected medicos to 12.

The fresh cases were reported after all 296 medicos staying in OMC hostels were screened for Covid-19.

Sources said that the results of samples of only 100 students have come while the test results of the remaining medicos were expected on Wednesday.

The OMC authorities have shut down reading room as a precautionary measure and asked the medicos to use Personal Protection Equipment (PPE) kits while examining the patients.

The Covid-19 cases have sent panic among students at a time when they were preparing for PG examinations.

Authorities have assured them that special arrangements would be made for the students tested positive to write the exams.

Medicos suspect that Covid-19 might have spread in the hostels as they had been interacting with each other while preparing for PG examinations scheduled from June 28.

The Telangana Junior Doctors’ Association (TJUDA) has demanded that the examinations be postponed.

There are 180 female medicos and 116 male medicos in the two hostels in OMC campus. They provide services in 10 hospitals which come under OMC.

Three students had tested positive on Monday. Personnel from the Health Department and Greater Hyderabad Municipal Corporation (GHMC) swung into action to take up disinfection of hostels.

A woman gynaecology PG medico was infected five days ago while discharging duties at Government Maternity Hospital in Petlaburj and other medicos were suspected to have picked up the virus from her. Her roommate was among those tested positive.

All the 12 medicos have been admitted to King Koti and Gandhi Hospital for treatment.

Telangana governor worried over surge in Covid cases

1

Telangana Governor Dr Tamilisai Soundararajan on Monday said that she is worried about the surge in coronavirus positive cases in Telangana in spite of the efforts to contain its spread.

“Single day’s largest jump of 199 cases, 2 PG medicos & other front line warriors including police, warrants united aggressive fight against Corona. Stepping up Covid fight is needed,” the governor tweeted.

She, however, added that there is no need to panic over the single day surge. “But it is a warning to be cautious & careful. Relaxation in lockdown restrictions doesn’t mean relaxation of safety precautions & practices learned recently. Luckily we are moving towards unlock 1 and not lockdown 5,” she wrote.

The governor’s tweet came a day after Telangana recorded highest single day jump in Covid-19 cases. A total of 199 people tested positive for the virus during 24 hours, ending 5 p.m. on Sunday.

The highest single day surge pushed the state’s tally to 2,698. Five more people died of Covid-19 during the same period, taking the death toll to 82.

The governor in her tweet also referred to the news of two post-graduate doctors from gynecology and dermatology departments at Osmania Medical College (OMC) and General Hospital testing positive on Sunday. The gynecology PG medico was reportedly infected while discharging duties at Government Maternity Hospital in Petlaburj while dermatology PG medico was the primary contact of the former.

With this the number of PG medicos tested positive at OMC has gone up to four. On Saturday, two medicos including the one discharging duties at Government Maternity Hospital in Petlaburj had tested positive.

“Following these cases, we have asked the doctors to be careful during physical interaction with women. We are ensuring strict adherence to safety measures and taking all steps to break the transmission chain,” said Government Maternity Hospital Superintendent Dr Naga Mani.

A traffic police constable in Hyderabad was also tested positive for Covid-19 on Sunday. With this the number of policemen who tested positive so far rose to 29. One of them succumbed to the infection on May 21.

Covid spread not alarming despite relaxations, says KCR

0

Telangana Chief Minister K. Chandrashekhar Rao on Wednesday said that people should not be scared or feel fearful about coronavirus, as the spread was not on an alarming scale despite relaxations in the lockdown. He, however, said people should be cautious and alert.

He said according to some estimates, positive cases may increase in the country in the next two to three months. “But people should not entertain any fear or anxiety. The government is ready to provide treatment to any number of cases in the state. The required PPE kits, test kits, masks, beds, ventilators, hospitals are all ready,” a statement from the Chief Minister’s Office quoted him as saying at a high-level meeting called by him to review Covid-19 situation.

Medical Officers, experts and state level committees examining the developments that are taking place on Covid-19 all over the world explained the present situation to the Chief Minister and Ministers.

“The developments world over point out that one should not be scared about the corona issue. According to the studies conducted all over the world and estimates by the World Health Organisation (WHO) despite spread of the virus, the symptoms are not appearing in a majority of people. About 80 per cent of those having the virus have no symptoms and they need no treatment.”

They pointed out that only 15 per cent of them have Influenza-like symptoms, cold, cough, and difficulty in breathing. People with this Influenza Like Symptoms (ILI) will recover fast. Only 5 per cent of them have the Severe Acute Respiratory Illness (SARI). More care should be taken about these patients. A majority of deaths happened in this category. The death rate in the country is 2.86 per cent and in Telangana state, it is 2.82 per cent. These patients had the history of other ailments.

It was also observed that though there was movement among the people after the relaxations, the virus did not spread rapidly. “This is a good development. In all, it is proved that nobody should entertain fear about Corona. Since there is no medicine and vaccine for Corona, people should be on alert. They should take personal precautions,” the medical officers and experts said.

KCR, as the Chief Minister is popularly known, urged people to take precautions though there was relaxation in the lockdown guidelines. He also asked the medical and health department to be alert. “People who got the virus were asymptomatic. Hence there is no room for any anxiety. But some are having symptoms. We have to provide good medical treatment to them. There is a need to take extra care about patients in serious health condition,” he said.
