KCR opposes Centre’s move to take over irrigation projects

0

Telangana Chief Minister K. Chandrasekhar Rao on Friday found fault with the Centre for trying to take control of the state’s irrigation projects.

He told the Assembly that this is an issue of the state’s self-respect and he has requested the Centre to postpone implementation of the gazette notification in this regard and was waiting for its response.

He said if the Centre went ahead with the implementation of the notification from October 16, he would take an all-party delegation to New Delhi.

The Chief Minister accepted a suggestion of Majlis-e-Ittehadul Muslimeen (MIM) leader Akbaruddin Owaisi that an all-party delegation meet the Prime Minister on the issue.

KCR, as the Chief Minister is popularly known, said he raised the issue during his meetings with the Prime Minister, the Home Minister and the Jal Shakti Minister last month and claimed that they all gave an assurance that the notification will not come into effect.

“They plan to implement it from October 16. I requested them to better postpone it. They have given the assurance. Let us see what happens,” he said.

KCR said neighbouring Andhra Pradesh created some problems over sharing of river waters which led to the Centre issuing the notification.

The Union Jal Shakti Ministry on July 15 issued the notification to take over all the completed and ongoing major and medium irrigation projects on Krishna and Godavari rivers in Telangana and Andhra Pradesh.

The ministry last month stepped up efforts to implement the notification. A meeting was held with the Chairmen of the Krishna River Management Board (KRMB) and the Godavari River Management Board (GRMB) to finalise the modalities. The ministry appointed two chief engineers each for two boards to oversee the implementation of the gazette notification.

Telangana urges Centre to undertake caste census of BCs

0

The Telangana Legislature on Friday passed a resolution urging the Central government to conduct a caste wise census of backward classes while holding general census for 2021.

Both houses of the state legislature passed the resolution unanimously.

Chief Minister K. Chandrasekhar Rao, who moved the resolution in the Assembly, said that in view of the uplift of poorer sections of the society, it was necessary to maintain accurate statistics for taking up various welfare measures for benefiting poorest of the poor.

Speaker Pocharam Srinivas Reddy announced passing of the resolution unanimously.

The Legislative Council also unanimously adopted government resolution demanding the Central government to take up caste-wise census for backward classes in 2021.

The resolution was passed three days after the Chief Minister gave an assurance in the Assembly. He had urged the Centre to enhance the reservation quota of Scheduled Castes and also undertake caste census.

Rao had accepted the suggestion of All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Akbaruddin Owaisi for caste census and wondered why the Centre was not coming forward to undertake this.

“All kinds of nonsense is spoken in the absence of statistics. Unless you have the facts and figures, you can’t make the proper plans for upliftment of any section,” he had said.

Sharmila effect: KCR stops anyone from praising YSR in Assembly!

1

It’s been more than seven years since Andhra Pradesh was bifurcated and Telangana State for formed in 2014.

But whenever Telangana Legislative Assembly meets, the names of previous AP Chief Ministers YS Rajashekar Reddy or N Chandrababu Naidu often figures in the House.

This is because Telangana Chief Minister K.Chandrashekar Rao or his TRS MLAs often take YSR and Naidu names to attack them for their ‘anti Telangana stand’ and meting out injustice to Telangana during their regime in Undivided AP.

But there were several instances in TS Assembly earlier where YSR was praised for his various welfare schemes.

Even KCR praised YSR several times in TS Assembly for his Arogyasri scheme and 108 ambulances scheme.

Not to mention AIMIM leader Akbaruddin Owaisi who praises YSR in the House during every Assembly session saying that YSR gave 4% reservations to Muslims and also implemented several various schemes for the welfare of Muslims.

However, KCR got angry when Owaisi praised YSR again in the Assembly on Friday (today).

KCR told Owaisi that it’s under YSR’s rule Telangana suffered a lot in terms of water and funds and Telangana Muslims suffered a lot as he auctioned valuable Wakf lands in and around Hyderabad and gave them to Lanco Hills etc and it hurts him if anyone praises YSR in Telangana.

KCR told Owaisi not to praise a leader like YSR who discriminated Telangana.

KCR’s comments created a buzz in political circles as to why he objected to praising YSR when he himself praised YSR in the Assembly several times earlier.

Political analysts say it’s the impact of YS Sharmila launching YSRTP in Telangana and criticising KCR and TRS daily. Also, KCR’s relations with AP CM YS Jagan have also spoiled due to the Krishna water dispute.

For these reasons, KCR doesn’t want anyone in Telangana to praise YSR.

Mamta Didi’s men come scouting for leaders in Telangana

1

Is Mamta Banerjee trying to foray into Telangana? She is trying to expand her party in the state and emerge as a force to reckon with? Is she trying to emerge as a truly national party with presence in several states? Mamta Didi’s moves are raising these questions and the political class is hotly debating her moves.

Soon after her stupendous victory in West Bengal, Mamta has announced that she would emerge as an alternative to the BJP at the Centre. She has also indicated that she would expand her party in every state. Accordingly, she appointed her nephew Abhishek Banerjee as the secretary general of the party for expansion into newer areas. Soon after elections, attempts were made to revive the party in Assam and Tripura. In Tripura, the party got considerable success when a couple of MLAs from the BJP joined her. In Assam, former minister Santosh Mohan Dev’s daughter Sushmita Deb too has joined the Trinamool. Recently, led by former Goa CM Luzinho Falerio, several former ministers and MLAs have joined the TMC.

The latest is that Mamta Banerjee’s representatives have toured Hyderabad and several other important towns and met several former MLAs and MPs to seek their support. Some ministers reportedly showed interest in the Trinamool Congress Party. Even some TRS leaders, who are not very sure of getting a TRS ticket in 2023 are said to have approached Mamta’s representatives.

The TRS and the other political parties are said to be watching these moves with some concern. According to reports, every major political party in Telangana has its own set of dissidents and is worried that they could leave the party to join hands with the TMC.

Did KCR humiliate Errabelli in Assembly?

0

Telangana panchayat raj and rural development minister Errabelli Dayakar Rao is learnt to be very upset at his boss TRS president and Telangana Chief Minister K.Chandrasekhar Rao ill-treating him Legislative Assembly on Thursday.

There was a debate on Palle Pragathi and Pattana Pragathi schemes of TRS government in the Assembly.

Normally after the debates in the Assembly, ministers of respective departments give a reply to the debate.

Pattana Pragathi comes under KT Rama Rao being a minister for municipal administration and rural development minister while Palle Pragathi comes under Errabelli being a minister for panchayat raj and rural development.

CM KCR was present in the House throughout the debate.

But after the debate, he asked KTR to give reply on Pattana Pragathi.

After that, when the turn of Palle Pragathi came, Errabelli got ready to reply.

But CM got up and started giving reply to the debate.

He asked Errabelli to sit behind his back.

Errabelli is a senior politcian and a colleague of KCR when he was in TDP.

Errabelli is a six-time MLA from Warangal district. He was elected five times as MLA from TDP from 1994 till 2014. But in 2016, he defected to TRS and got elected as MLA from TRS in 2018.

KTR is very junior compared with Errabelli though he might be the son of KCR.

The CM has the privilege to intervene on any issue in Assembly and give answers on any department.

If CM was keen to give reply to debate on Palle Pragathi and Pattana Pragathi, he could have give reply to both the subjects as a common debate for held for both the subjects.

But he allowed KTR to give a reply on Pattana Pragathi and did not allow Errabelli at the same time.

This ill-treatment led to debate among MLAs in Assembly from all the parties who said it’s a clear case of humiliation for a senior leader like Errabelli.

They opined that Errabelli joined TRS only for the sake of minister post but now paying the price as he is forced to accept humiliation and ill-treatment meted out by KCR.

Will TS govt continue Samantha as ‘brand ambassador’ to promote handlooms?

0

Actress Samantha might be in the news for all the wrong reasons these days but that is not going to impact her assignment as the brand ambassador of Telangana state government to promote handlooms in the state.

Telangana government had announced her as a brand ambassador to promote handlooms in Telangana in February 2017.

Samantha visited handloom clusters in various districts of Telangana later and promoted handloom saris and others produced by weavers.

Although Samantha is not been that active as a brand ambassador for the last two years due to Covid and other reasons, she continues to be the brand ambassador.

After Samantha’s divorce from Akkineni Chaitanya recently, speculations surfaced over whether she will be continued as a brand ambassador or not.

However, Telangana government handlooms department officials say she would continue as brand ambassador as usual.

Handlooms minister K.T.Rama Rao reportedly wants Samantha to continue as a brand ambassador as she played a key role in promoting handloom products in Telangana during the past four years by undertaking various promotional programmes.

Telangana to dry run first smartphone based eVoting solution

0

Telangana has developed India’s first smartphone-based eVoting solution considering the Covid-19 pandemic that has rushed the world into all-digital operations.

The initiative has been driven by Telangana State Election Commission (TSEC) with the implementation support of Emerging Technologies Wing of Information Technology, Electronics and Communications Department, Government of Telangana and the technical development by Centre for Development of Advanced Computing (CDAC).

The technical development has also been guided by an expert committee comprising Prof Rajat Moona, Director of IIT Bhilai and Technical advisor to ECI, and professors from IIT Bombay and IIT Delhi.

The initiative originated from the State Election Commission’s plan to enable ‘e-Voting’ facility to certain section of voters such as Persons with Disabilities (PWD), senior citizens, citizens employed in notified essential services, sick people, polling personnel, IT professional etc.

TSEC partnered with Emerging Technologies Wing, whose mandate is to support GovTech projects, to initiate the development and deployment of project on a pilot basis by leveraging emerging technologies to ensure it meets the strict requirements of the voting process.

The solution has been successfully developed and tested, and its dry run in the form of a dummy election is being conducted in Khammam district with the registration on the application open from October 8 to 18, and the dummy voting on October 20. Although the initial scope was limited to a subset of citizens, the dry run is open for all citizens of the district, officials said on Wednesday.

The solution leverages Artificial Intelligence for a three-factor authentication of valid voter viz name matching with Aadhaar, liveness detection of individual, and image matching with EPIC Database (with up to 15-20 year old records).

Further, Blockchain (Distributed Ledger) technology has been used to secure the de-identified and encrypted votes so that they are maintained as immutable record. The smartphone application follows a minimalist design approach and supports both English and Telugu, and also has a detailed help section with tutorial videos and helpline number to aid the citizens.

The ‘TSEC eVote’ Android app, to be used for the dry run, is a Security Hardened Mobile Application to prevent tampering and also binds a device ID and phone number to a specific citizen registration process such that only the same device can be used during voting, thereby enhancing security by design itself, said an official of IT, E&C Department.

The entire process can be monitored and controlled by the admin using a web portal, wherein the generation/access of results is further protected with the requirement of a physical security token based decryption. Additionally, the entire data is being stored in the State Date Centres (SDCs) as an added security consideration.

“Artificial Intelligence and Blockchain are two of the most versatile emerging technologies that already empower various of our GovTech projects. We are glad to have supported Telangana State Election Commission in this initiative of building an eVoting solution for our citizens and especially those that may face challenges with physical voting with or without Covid-19 pandemic. The support and confidence of election commission in the such technologies is a testament of India’s growing strength in the field,” said Jayesh Ranjan, Principal Secretary, Government of Telangana.

The money was then transferred to the society’s account in Agrasen Bank, Siddiamber Bazar branch.

The accused withdrew the cash from Agrasen Bank and distributed among themselves, as per their role with the biggest share going to Sai Kumar.

They used a large part of the money to give loans, acquire properties and for business dealings.

The joint commissioner of police said that some accounts were freezed and some money was recovered from the possession of the accused, but it was a very small amount, around Rs 15-17 lakh.

Mohanty said the police will seek remand of the accused to gather more information as to where they spent the money.

The police commissioner said that as per the rules, the entire liability lies with the banks to compensate the money to their owner, which in this case is the government of Telangana.

Telangana CM demands caste census, increase in SC quota

0

Telangana Chief Minister K. Chandrasekhar Rao on Tuesday urged the Centre to enhance the reservation quota of Scheduled Castes and also undertake a caste census.

Speaking in the Assembly, he demanded that the Centre should increase the SC quota beyond the existing 15 per cent in view of changed dynamics.

Replying to debate on Dalit Bandhu scheme launched by his government, he said that the population of SCs has increased since the enactment to provide them 15 per cent reservation.

KCR, as Rao is popularly known, pointed out that contrary to general perception that Dalits are only 15 per cent of the total population in Telangana, statistics show that they are 17.53 per cent.

He said in some districts, Dalits are more than 20 per cent of the population. Mancherial district has the highest population of Dalits at 25.64 per cent. He said out of 1.03 crore families in Telangana, nearly 18 lakh are Dalits.

The Chief Minister also urged the Centre to undertake caste census. He announced that the Assembly will pass a resolution in this regard and send it to the Centre.

KCR backed the suggestion of All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Akbaruddin Owaisi for caste census and wondered why the Centre was not coming forward to undertake this.

“All kinds of nonsense is spoken in the absence of statistics. Unless you have the facts and figures, you can’t make the proper plans for upliftment of any section,” he said.

KCR also pointed out that unlike other countries, India has no national identity card. “Even our neighbouring country Myanmar has issued identity cards. With great difficulty, we had Aadhaar but for some strange reasons, even this is not accepted as a national identity card,” he said.

The Chief Minister also underlined the need for categorization of SC reservation. He said he raised the issue many times during meetings with the Prime Minister and a resolution was passed in the Assembly and sent to the Centre. He advised BJP leaders of the state to make their government at the Centre accept this demand and offered to accord them warm welcome and felicitate on their return from the national capital.

KCR brings Dalit leader to Assembly, offers plum post!

TRS president and Telangana Chief Minister K.Chandrashekar Rao’s entire political activity is revolving around “Dalits” ever since Etala Rajender quit TRS forcing bypoll in Huzurabad scheduled to be held on October 30.

He is giving more prominence to Dalit leaders and rewarding them with cabinet rank posts.

Huzurabad TRS leader Banda Srinivas was appointed as chairman of SC Development Corporation recently.

Now, it’s the turn of Mothkupalli Narasimhulu, a senior and noted Dalit leader in Telangana.

Mothkupalli and KCR worked together in TDP for several years. But after KCR quit TDP and launched TRS, Mothkupalli continued in TDP.

He was a bitter critic of KCR and often used foul language against KCR and his family members.

Mothkupalli quit TDP and joined BJP in 2019. He was in BJP until recently.

He suddenly quit BJP in July this year after Etela Rajender quit TRS in June and started praising KCR for bringing Dalit Bandhu scheme for the upliftment of dalits.

KCR too responded positively and invited Mothkupalli for Dalit Bandhu meetings held by CM in Pragathi Bhavan although Mothkupalli did not TRS so far.

On Tuesday (today), when KCR arrived in Telangana Legislative Assembly, everyone present there were shocked to see Mothkupalli accompanying him.

He was in KCR’s chamber in Assembly all through the day triggering speculations that KCR will soon reward him with a cabinet rank post.

Mothkupalli offered to join TRS soon and KCR reportedly offered him to appoint him as chairman of Dalit Bandhu and assist CM in the effective implementation of Dalit Bandhu scheme in Telangana.

This Telangana BJP MLA giving jitters to party!

0

The BJP in Telangana has fought a big battle with the ruling TRS in Dubbak Assembly bypoll held in November 2020.

Despite Dubbak falling under Undivided Medak district which is represented by none other than TRS president and Chief Minister K.Chandrashekar Rao and finance minister T.Harish Rao and known to be the fortress of TRS since its inception in 2001, BJP’s candidate M.Raghunandan Rao emerged victorious although with a slender margin of nearly 1,500 votes.

Before Dubbak bypoll, BJP was represented by lone MLA in Telangana Assembly, who is Raja Singh from Goshamahal constituency.

With Raghunandan’s entry into Assembly, the BJP strength in the House increased to two.

Everyone expected Raghunandan Rao to wage a battle against TRS government in the Assembly. But Raghunandan Rao is not showing any aggression against KCR and TRS.

In fact, Raghunandan is conducting himself in the Assembly in such a manner that it pleases TRS MLAs and its boss KCR.

On Tuesday (today), there was an interesting exchange of friendly words between KCR and Raghunandan.

KCR said it’s a good sign that young leaders like Raghunandan are entering politics and Assembly in Telangana and wished that Raghunandan learns more in politics and attain higher positions in future.

In response, Raghunandan thanked KCR for his encouraging words and stated that he will put up more efforts as told by KCR and attain higher positions in future.

Raghunandan’s friendly behaviour with KCR and TRS is reportedly not going down well with Telangana BJP leadership.

They suspect whether Raghunandan remain with BJP or return to TRS from where he came.

Raghunandan comes from Velama community to which KCR belonged. He was also very close to KCR during Telangana statehood agitation days and KCR appointed him as TRS Medak district president. However, he was sacked from the party in 2013 on charges of maintaining ‘secret ties’ with TDP chief N.Chandrababu Naidu.

BJP’s Huzurabad candidate Eatala Jamuna richer than her husband

Former Telangana minister and BJP candidate for Huzurabad bypoll Eatala Rajender and his wife Eatala Jamuna have combined wealth of over Rs 35 crore but she is richer than him.

This was revealed in the affidavit submitted by Jamuna to the election authorities while filing her nomination for the October 30 bypoll to the Assembly seat.

Jamuna, who had been campaigning with her husband for the last few weeks, filed her papers on behalf of the BJP. According to party sources this has been done as a precautionary measure in case Rajender is arrested before the elections.

Rajender was dropped from the State Cabinet in May by Chief Minister K. Chandrasekhar Rao following allegations that he encroached on the lands of some farmers in Medak district for the poultry business owned by his wife, son and other family members.

The state government also ordered two probes against Rajender for allegedly encroaching farmers’ lands in Medak district and endowment lands in Medchal Malkajgiri district.

He had later resigned from ruling Telangana Rashtra Samithi (TRS) and also quit from Assembly. Rajender joined BJP in June.

Rajender’s wife on Monday filed her nomination for Huzurabad bypoll. The 56-year-old, who has studied up to Class 12, is a businesswoman.

Jamuna stated in her affidavit that her annual income was Rs 1,33,40,372, while that of her husband was Rs 30,16,592.

According to the affidavit, she has movable assets of over Rs 28.68 crore, but her husband owns movable assets of only Rs 6.20 lakh.

Jamuna’s movable assets include two Innova vehicles while Rajender has no vehicle in his name. She also has 1,500 grams of gold jewelry worth Rs 50 lakh. She has given personal loans/advances to the tune of Rs 23.23 crore.

Her immovable assets are worth Rs 4.89 crore while Rajender owns immovable assets of Rs 3.62 crore.

Jamuna’s liabilities are Rs 4.89 crore while that of her husband are Rs 3.62 crore.

Meanwhile, Rajender alleged that if the Huzurabad bypoll was conducted in a free and fair manner, the TRS would not even get its security deposit back.

He alleged that the ruling party has spent Rs 4,700 crore to win the bypoll. He also alleged that Chief Minister KCR is hatching plans at Pragathi Bhavan, while Finance Minister T. Harish Rao is implementing them.

Rajender is likely to file his nomination in a day or two. The constituency is likely to see a three-cornered contest.

TRS candidate Gellu Srinivas Yadav has already filed the nomination while Congress party has named Balamoor Venkat as its candidate.

As per the schedule announced by the Election Commission of India last week, the last date for filing of nominations is October 8.

Scrutiny of nominations will be taken up on October 11. The last date for withdrawal of nominations is October 13. Polling will be held on October 30 while counting will be taken up on November 2. The entire poll process has to be completed by November 5.

Centre neglecting Telangana in tourism, says KCR

Telangana Chief Minister K. Chandrasekhar Rao on Monday alleged that the central government is neglecting Telangana in tourism and other sectors.

Speaking in State Legislative Assembly, he slammed the Centre for its indifference towards the state. He said though Telangana has a very rich culture, long history, traditions and a land of great arts, it was neglected by the government at the Centre.

The chief minister made an intervention during the question hour when tourism minister was answering a query about Ramappa temple, which was recently designated as UNESCO World Heritage site.

KCR, as the chief minister is popularly known, said for 58 years when Telangana was part of Andhra Pradesh the region was neglected in all sectors. He said Telangana was never promoted though it had several historic monuments and a glorious past.

He pointed out that Telangana also has several places of tourist attraction. He said the state has beautiful waterfalls and historic forts but it was not given the due recognition.

The chief minister also found fault with the Centre for not recognizing the artists and distinguished personalities of Telangana by conferring them with Padma awards. He said he has already asked Prime Minister Narendra Modi and Home Minister Amit Shah whether they wanted Telangana to send the names for Padma award or not. He said they promised necessary action in this regard.

KCR said his government has constituted a committee with MLAs from all districts to showcase various historical sites, forts, scenic locations and unique temples before the world.

The chief minister said it has been six-and-a-half years since the state government has urged the Centre to sanction airstrips to the state but there has been no action. He alleged that the union government was procrastinating the proposals though the state government offered to develop the airstrip with its own funds.

KTR commends traffic policemen who issued challan on his vehicle

0

Telangana Minister K.T. Rama Rao on Monday commended two traffic policemen for imposing a fine on his car for a traffic rule violation.

Two days after the policemen – Sub-Inspector of Police Ilaiah and constable Venkateshwarlu – issued a ‘challan’ for the minister’s vehicle for plying on the direction, he called them to his office to expressed his appreciation by presenting them bouquets and shawls in the presence of Hyderabad Police Commissioner Anjani Kumar.

The Minister, who is also son of Chief Minister K. Chandrasekhar Rao, appreciated the policemen for discharging their duties sincerely and assured that he will always stand by such officers.

Stating that he will always be in forefront in obeying traffic rules, he clarified that he was not in the vehicle when it was fined for traffic rule violation. He also paid the fine imposed.

KTR, as the minister is popularly called, said rules are same for all whether they are general public or public representatives in power. He said he congratulated the traffic policemen to convey right message to his party workers and leaders.

The policemen imposed fine on KTR’s vehicle when it was being driven in the wrong direction near Bapu Ghat under the limits of Langar Houz police station on October 2. This happened when the minister was about to leave Bapu Ghat after paying tributes to Mahatma Gandhi along with Telangana Governor Tamilisai Soundararajan, Haryana Governor Bandaru Dattatreya and Home Minister Mahmood Ali.

As the road was blocked due to the movement of the Governors’ convoys, the driver of KTR’s vehicle took the wrong route to reach Bapu Ghat. The policemen stopped the vehicle and this reportedly led to an argument between them and some TRS leaders. Some police officers reportedly clarified that the policemen who stopped the vehicle did not know that it belong to the minister.

The incident also triggered debate on social media with many netizens praising the policemen for discharging their activity and criticized those who raised an objection and entered into an argument with them.
