“Friday court bird” Jagan rushed to Hyd: CBI case or marriages?

Everyone knows that YS Jagan is a “Friday court bird” before he became Chief Minister of Andhra Pradesh.

He used to attend CBI court in Nampally, Hyderabad every Friday to face trail in disproportionate assets cases in which he is Accused No. 1 (A-1) till he became AP CM recently in May.

After he became CM, Jagan has been claiming exception from personal appearance in court on the ground that AP is facing severe financial and other problems and as CM he has to discharge his constitutional duties to improve the situation.

However, the CBI has recently filed a petition in the court opposing granting exemption to Jagan saying that Jagan influenced witnessed even when he was in Chanchalguda jail and when he was leader of oppostion. CBI said today Jagan is a powerful man as CM of AP and if Jagan is given exemption he will threaten witnesses and manipulate evidences to get away from his cases scot free.

The CBI court is scheduled to hear this petition today (Friday).

At this juncture, the sudden news about Jagan rushing to Hyderabad today broke out.

The Chief Minister’s Office claimed that Jagan is visiting Hyderabad only to attend few marriage functions of his close friends and relatives today

But it led to suspicion as CBI court is also hearing petition against Jagan on the same day against giving exemption from personal appearance.

The outcome of the CBI case will be known in the next few hours today.

KCR no more happy with Jagan!

The political grapevine in TRS circles has it that Telangana CM K Chandrasekhar Rao is no longer happy with his AP counterpart YS Jaganmohan Reddy.

This is because KCR strongly feels that the ongoing TSRTC strike due to which KCR and his TRS government are coming under severe attack from all quarters, is the fallout of YS Jagan’s decision to merge APSRTC with AP government.

KCR and Jagan displayed unusual ‘bonhomie’ prior to recent AP Assembly polls and after.

It’s an open secret that KCR extended ‘all kinds of help’ to Jagan to win Assembly elections and beat his arch rival N Chandrababu Naidu in AP.

After winning AP polls, Jagan as CM has been repaying his ‘debt’ to KCR.

Jagan left all assets located in common capital Hyderabad to KCR without insisting on any compensation to AP due to which AP suffered huge financial losses.

Jagan is now getting ready to even construct common irrigation projects with Telagnana to share Godavari and Krishna water without realising the cunning nature of KCR, who is famous for ditching everyone after his purpose serves.

However, all this ‘friendship’ seem to be now coming to an end with KCR reportedly angry at Jagan for ignoring his advice not to merge APSRTC with AP government.

As feared by KCR, the merger decision taken by Jagan in AP fuelled similar demand in Telangana with TSRTC union demanding merger with TS government.

When KCR said ‘no’, the TSRTC staff went on indefinite strike from October 5.

The strike intensified to such an extent that KCR now fears that Centre may dismiss his government any time citing ‘law and order issues’ in Telangana with TSRTC employees committing suicides and resorting to violent incidents across the state to press their demand.

KCR believes that all these consequences are because of Jagan, who took ‘hasty decision’ to merge APSRTC ignoring his advice as well as of experts in AP.

KCR is reportedly criticising Jagan terming him as ‘childish’ and ‘inexperienced’ in all the review meetings being held with ministers and officials on TSRTC strike for the past two weeks.

Jagan transfers AP income to Telangana!

Thanks to AP CM YS Jaganmohan Reddy, the income that should belong to Andhra Pradesh has gone to Telangana.

In a way, Jagan transferred income of the ‘revenue deficit state’ AP to ‘revenue surplus state’ Telangana.

Jagan’s decision to implement ‘liquor ban’ in AP in a phased manner starting from this year has led to huge rush of applications from AP liquor traders to set up liquor shops in Telangana.

The deadline to submit applications to set up liquor shops in Telangana ended yesterday (Wednesday).

Over 43,0000 applications have been received for 2,216 liquor shops in Telangana.

Of them, nearly half of the applications were from Andhra Pradesh.

Each applicant has to pay non-refundable deposit of Rs 2 lakh towards application fee alone.

AP liquor traders vied to submit applications by paying Rs 2 lakh deposit.

While the Telangana government earned nearly Rs 900 crore through application fees alone, the AP liquor traders alone contributed over Rs 400 crore.

Even if AP traders fail to secure licenses to set up liquor shops in the draw of lots, there is nothing to lose for Telangana.

Because, it is non-refundable deposit and AP traders and AP state will be the losers.

AP traders are attempting to set up liquor shops in Telangana in partnership with their relatives and friends in Telangana.

In this way, the Telangana government became richer by Rs 400 crore, thanks to AP CM Jagan.

While Jagan is going for overdraft (OD) to mobilise funds for his ‘navaratnalu’, due to pathetic financial conditions of AP, the Telangana government, is minting money from AP traders who are running to Telangana to protect their liquor business and their earnings.

Telangana government heads and officials now hope for Jagan to take some more ‘reverse decisions’ in future to increase the revenues of Telangana.

DCM stunned by Jagan reply on development funds

The Ministers and YCP MLAs are under tremendous pressure to bring funds from the government to take up development works in their respective assembly constituencies. However, they are not able to get major allocations. The ruling party MLAs are facing criticism as well because of their failure to undertake development works though they are in ruling.

Deputy chief minister Amjad Bhasha raised the issue in the state cabinet. He was left stunned on hearing the reply of CM Jaganmohan Reddy. Jagan told his cabinet colleagues that the financial situation is very bad. With great difficulty, Rs. 5,000 Cr could be mobilised for the important Rythu Bharosa scheme. Jagan finally mentioned that his government is having big trouble to find resources to repay Rs. 65,000 pending bills left by Chandrababu Naidu.

But will the general public keep silent if the government goes on blaming the previous regime? Certainly, the coming days will force YCP MLAs and Ministers to face angry public regarding development works in their respective constituencies.

Jagan gives big blow to ABN Radhakrishna

The previous Chandrababu Naidu government allotted one acre and a half to Amoda Publications in Visakhapatnam city. Andhra Jyothi Managing Director Radhakrishna has not taken up any constructions in this land till now. This prime land is now worth Rs. 40 cr in open market. The Jagan Reddy government has cancelled this land allotment on the plea that there is no public interest in this. Information and Public Relations Minister Perni Nani has announced this already.

The Minister accused the previous TDP Regime of handing over the costly land at just Rs. 50 lakh. The latest decision has given a rude shock to ABN. Already, the YCP government has stopped all kinds of advertisements to Andhra Jyothi ever since it came to power.

On its part, Andhra Jyothi condemned the AP Cabinet decision. It said that the so called land was allotted to it as a compensation for the land taken from it under road widening. The alternative land towards compensation was allotted at Paradesipalem by the then District Collector. Andhra Jyothi is all set to begin a legal struggle against Jagan Circar.

Jagan Cabinet sops to weavers, fishermen, lawyers

The AP Cabinet today announced financial assistance to weavers’ families to the tune of Rs. 24,000 per family. CM Jaganmohan Reddy, who chaired the Cabinet meeting, gave his green signal for YSR Nethanna Nestam. Under this, each weaver’s family will get Rs. 24,000 per year. All this amount would be transferred through bank in one single installment. As per records, the scheme will benefit nearly 90,000 weavers in the state. It would require Rs. 216 crore budget.

In addition to this, the Cabinet has also okayed the distribution of Rs. 10,000 assistance to the fishermen. This would be given during fishing ban. Also, the government would open its own diesel filling stations in coastal areas to provide diesel to fishermen on subsidy.

Also, Rs. 5,000 financial incentive would be given to lawyers. The Cabinet announced all these sops as per the promises made by CM Jagan during his Padayatra before the general election. These cash transfer schemes will bring additional burden on the state treasury. Already, the government is struggling to mobilise funds to pay farmers under Rythu Bharosa.

Pawan demands apology from Jagan on Bharosa

Jana Senani Pawan Kalyan advised AP CM YS Jaganmohan Reddy to fully implement his election promise on Rythu Bharosa. Pawan said that as per this Navaratnalu promise, Jagan should have to pay a total of Rs. 12,500 to each farmer towards crop investment support. So, the state government’s share is Rs. 12,500 while that of the Centre is another Rs. 6,000. As of now, Jagan Circar is making arrangements to pay just Rs. 13,500 in three installments. But it should pay a total of Rs. 18,500 including state and central share.

Senani pointed out that Jagan should not mix state and Central schemes in order to reduce the cash incentive that is due to the farmers. If Jagan cannot pay Rs. 18,500, he should tender an apology to the farmers explaining why his government is not able to fulfill its election promise.

The Rythu Bharosa is giving a very tough time to Jagan Regime. From the beginning, some controversy or the other is complicating this scheme. As it is concerning the farmers at the grassroots level, any small issue is raking up big controversy attracting criticism from the opposition parties.

AP bank balance zero, Jagan goes for overdraft!

AP Chief Minister YS Jaganmohan Reddy has broken his promise of not going for an overdraft (OD) after AP government’s bank balance became zero.

For the first time, Jagan has gone for OD and mobilised Rs 800 crore to fund his pet scheme Rythu Bharosa, which was launched amid much fanfare on Tuesday.

When previous CM Chandrababu Naidu opted for OD, Jagan as Opposition leader strongly opposed it. After coming to power, Jagan promised that he will never go for OD and will run the government and the schemes with whatever funds available by spending judiciously.

The OD allows the account holder to continue withdrawing money even after the account has no balance or insufficient funds.

Jagan decided to launch Rythu Bharosa on October 15 despite knowing very well that the government has no funds for the scheme.

This forced officials to run around Reserve Bank of India (RBI) to mobilise funds through OD, ways and means and sale of government bonds at the last minute.

Officials mobilised Rs 800 crore through OD, Rs 1,510 crore through ways and means and Rs 1,000 crore through sale of bonds.

The government needs to repay Rs 1,510 crore to RBI secured through ways and means within three working days.

Under FRBM Act, the AP government is allowed to make debt of Rs 32,000 crore for this year (2019-20).

Of this, the AP government also took loans of Rs 23,000 crore so far while there are still six months left for the current financial year to end.

In the remaining six months, AP government can take loans of just Rs 9,000 crore.

The AP government revenues too are coming down as there is not much commercial and real estate activity in AP after Jagan became CM due to his ‘reverse decisions’.

AP goes to court against Centre’s LoC order

The financial situation of Andhra Pradesh is in deepest crisis. It is not in a position to make payments of any sort. This is why it is unable to give Letters of Credit to the solar companies towards power supply dues. At such a time, the Centre ordered AP to issue LoCs failing which the state will be blocked from buying power in the Electricity Exchange. Pushed to a corner, AP Government has challenged the Centre’s order in the High Court. It narrated about its weak financial position. The court gave stay orders for three weeks.

The differences between AP and the Centre are increasing day by day. CM Jagan’s adamant attitude towards solar companies is making the Centre take a tougher stand against AP. The power department officials are worried that the Centre may take a final hardline against AP. In such a situation, all cooperation will be stopped and AP will face acute power shortage and also supply cuts continuously. Chief Secretary LV Subrahmanyam tried to resolve the crisis by asking respective departments to pay dues to solar companies but there’s no money available. No bank is coming forward to give new loans thanks to anti-development tag of Jagan Circar.

YCP leaders’ favourite slogan about CM Jagan is ‘Mata thappadu, Madama Thippadu’ (Never breaks his word, Never turns his heel). But the prevailing economic breakdown in Andhra has made the young CM go back on many of his election promises. Now, Jagan is seen breaking his word and turning his heel on his favorite scheme Rythu Bharosa. This is also the first promise mentioned in the Navaratnalu Cash Transfer welfare schemes.

Jagan has broken his pre-poll promise of one-time payment of Rs. 12,500 to farmers towards crop investment support. During election campaign, Jagan criticised and poked fun at Chandrababu Naidu for not giving loan waiver to farmers at one go. Naidu paid loan waiver amounts in installments. Last two installments amounts were not paid at all which Jagan is unwilling to pay now.

The same Jagan is now wanting to pay Bharosa amount in three installments every year. Farmers are saying that smaller amounts in three installments will not be of much use to them. They will be wasted without serving any purpose. If the total amount is given at one time, it will be used to carry out some agricultural activities. Jagan has also reduced coverage of Bharosa to just 40 lakh farmers as against 70 lakh identified in socio economic survey.

Andhra launches ‘Rythu Bharosa’ scheme for farmers

Fulfilling a major poll promise, Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Tuesday launched ‘YSR Rythu Bharosa scheme-PM Kisan’ scheme, under which each farmer will get Rs. 13,500 as input assistance every year.

The Chief Minister launched the flagship scheme at Kakutur in Nellore district by handing over cheques to beneficiaries.

The scheme is expected to benefit 54 lakh farmers including landless tenant farmers across the state. The amount will be deposited in the bank accounts of the beneficiaries.

Addressing a public meeting on the occasion, Reddy said though YSR Congress Party (YSRCP) during the elections had promised financial assistance of Rs. 12,500 per year, the government has decided to increase it by Rs. 1,000.

The Chief Minister said despite the financial constraints, his government was committed to implement the scheme for five years.

He said though the previous government had identified 43 lakh beneficiaries, YSRCP government conducted a transparent survey to include all those eligible beneficiaries who were left out during the previous survey.

He claimed that Andhra Pradesh is the only state to implement such a huge financial assistance scheme for tenant farmers. Three lakh tenant farmers belonging to the Scheduled Castes (SC), Scheduled Tribes (ST), backward classes and minority communities are among 54 lakh beneficiaries.

Reddy said YSRCP had promised to implement the scheme from May 2020 but it has advanced the implementation by eight months.

The beneficiaries under PM Kisan Nidhi scheme of the Centre will get Rs. 6,000 while the remaining amount will be paid by the state government. Those not covered under the Centre’s scheme will get the entire assistance from the state.

He said beneficiary farmers were given Rs. 2,000 each in June and now they will get Rs. 9,500. Another Rs. 2,000 will be paid during ‘Sankranthi’.

From next year, every beneficiary will get Rs. 7,500 in May at the beginning of Kharif sowing season, Rs. 4,000 in October for harvesting Kharif crop or for Rabi needs. The remaining Rs. 2,000 will be paid on the occasion of ‘Sankranthi’.

Kanna wants renaming all schemes with PM name

Following demands from BJP, AP CM YS Jaganmohan Reddy has renamed his Navaratnalu farmers’ scheme as ‘YSR Rythu Bharosa PM Kisan’. This has been welcomed by BJP State President Kanna Lakshminarayana. In his twitter message, Kanna thanked Jagan for duly acting on their demand and for recognising Centre’s contributions. Such cooperation was not there during Chandrababu Naidu regime.

At the same time, Kanna made another request to CM Jagan. Just like Rythu Bharosa, he wanted renaming all other Centrally sponsored schemes and programmes in the state. There are many welfare programmes in education, women and child welfare, irrigation and so on in which the Central funds are used in a big way. Now, Jagan would come under pressure to consider including PM name in all these programmes.

By renaming Rythu Bharosa, Jagan has successfully reduced the growing gap between YCP and BJP in the state. There will be less criticism from BJP side on this count. BJP state leaders are considering it their big achievement. No doubt, it is not easy to make a state government to include PM name in their flagship welfare programme.

Chiranjeevi calls on Andhra Pradesh CM

Telugu superstar and former Union Minister K. Chiranjeevi on Monday called on Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy.

Accompanied by his wife Surkeha, Chiranjeevi called on Reddy at his official residence, where the Chief Minister and his wife Bharati hosted lunch for the couple.

Officially it was described as a courtesy call. Chiranjeevi, whose multilingual period film “Sye Raa Narasimha Reddy” was released earlier this month, reportedly called on Reddy to request him to watch the movie and to thank him for allowing additional shows of the film at theatres in the state.

However, the meeting set off speculation that they discussed politics, especially in the backdrop of the ruling YSR Congress Party’s efforts to get closer to the Kapu community.

Chiranjeevi, who is from the Kapu community, has been staying away from politics since 2014 and is focusing on his acting career. This was his first meeting with Reddy after the latter became the Chief Minister in May.

The “Megastar”, as Chiranjeevi is popularly called by his fans, had entered politics by floating the Praja Rajyam Party (PRP) before the 2009 elections in then undivided Andhra Pradesh. However, the party faced a drubbing, winning just 18 seats in the 294-member Assembly besides drawing a blank in Lok Sabha polls.

Two years later, Chiranjeevi merged the PRP with the Congress and became a minister at the Centre. He campaigned for the Congress ahead of the 2014 elections but as the party faced a humiliating defeat due to the public anger over the bifurcation of Andhra Pradesh, he stopped his political activities.

Chiranjeevi’s younger brother and actor Pawan Kalyan is still active in politics. However, Jana Sena, the party floated by Pawan Kalyan, could manage just one seat in the 175-member Andhra Pradesh Assembly in the recent elections.

AP CM Jaganmohan Reddy made a big political step to counter the BJP’s ‘Sticker CM’ allegations against him. He renamed farmers investment support scheme as ‘YSR Rythu Bharosa PM Kisan Yojana’. This is undoubtedly done following allegations by BJP AP President Kanna Lakshminarayana that Jagan became just like Chandrababu Naidu in claiming central schemes as their own. Naidu never tried to give any credit to BJP but now Jagan made a difference.

With this, CM Jagan has also become one step closer to the Modi-Shah duo. Analysts say that Jagan has clearly broken a tradition where State governments never give advantage to Centre in welfare schemes. However, Kanna’s one suggestion was not completely implemented. Kanna actually requested for using Modi’s name in Rythu Bharosa.

Interestingly, AP will not give Rythu Bharosa amount in one go. The amount is increased from Rs. 12,500 to Rs. 13,500 with State contributing Rs. 7,500 and Centre Rs. 6,000. This will be given in three installments. Jagan has proposed to give Rs. 7,500 to farmers in May, Rs. 4,000 in October and Rs. 2,000 in Sankranthi. Centre is also giving its component in three installments. Reports say that Jagan made a smart move to make the entire Bharosa funds look like his government’s support to the farmers.

Jagan effect: APNRT Icon Tower in Amaravathi on brink of closure!

Ever since ‘reverse’ Jagan became Chief Minister of Andhra Pradesh four months ago, the only news one hears about Andhra Pradesh are about Jagan cancelling, reviewing, scrapping development projects initiated by previous Chief Minister N Chandrababu Naidu to satisfy his ‘personal ego’ and settle ‘personal scores’ with Chandrababu at the cost of AP development and people.

Jagan’s ‘reverse decision’ to stop all kinds of activities in AP’s new capital city Amaravathi after he became CM, because it was initiated by Chandrababu, has now cast shadow on one of the iconic project in Amaravathi, and for that matter the entire AP.

Non-Resident Telugus (NRTs) of AP origin residing in various countries took the initiative on their own to construct “APNRT Icon Tower” in Amaravthi, by mobisling their own funds, with a hope that this will bring global recognition to new capital city and prompt others to make investments in Amaravathi.

Then CM Chandrababu and Jana Sena chief Pawan Kalyan laid foundation for this project an year ago in November 2018.

Such was the demand for this project that about 104 premium flats were sold out on the date of launch itself even though not a single brick was laid and construction activity started.

Each NRT paid nearly Rs 32 lakh at the rate of Rs 5,500 per sft to the APNRT society, which is the promoter of the project along with AP government.

But after Jagan became CM, this project has landed in trouble as Jagan stopped all activities in Amaravathi giving hints that he plans to shift the capital city from Amaravathi to some other place in AP.

With no construction activity at Icon Tower even after an year, the worried NRTs are now demanding that their advance money should be returned.

The NRTs are worried that if Jagan shifts capital, this project will become a disaster and there is no point in investing their hard-earned money on a loss-making project.

The construction works were supposed to begin from February this year but due to Assembly elections in May, they could not make headway.

With TDP losing power and Jagan becoming CM, this project lost its sheen even before the construction has started.

Poor NRTs are now cursing their fate for investing in this project and for AP people electing Jagan as CM who is taking AP in a ‘reverse direction’.

“Reverse” Jagan’s rude jolt to unemployed!

AP Chief Minister YS Jaganmohan Reddy, who became popular as ‘reverse Jagan” within four months of coming to power with his ‘reverse decisions’ on Amaravathi, power purchase agreements, sand policy etc, has dealt a huge blow to over 2 lakh unemployed youth in AP with his ‘trademark’ reverse step.

Jagan issued orders cancelling self-employment loans to 2.17 lakh youth that were earlier sanctioned by previous CM N Chandrababu Naidu.

Naidu had sanctioned loans worth Rs 3,783 crore to 2.76 lakh unemployed youth in the final year of his tenure as CM.

But he could release only 1.27 lakh unemployed youth as election code came into force.

However, Naidu ensured that the required funds are allotted in the Budget for 2019-20.

With Naidu losing power after Assembly polls and Jagan becoming CM, these loans have been stopped abruptly.

Jagan as usual decided to ‘review’ all the decisions taken by previous TDP government.

He ordered officals not to sanction loans until he approves.

After four months, Jagan issued orders cancelling all the loans sanctioned by TDP government.

Jagan now wants to disburse these loans through his ‘village/ ward volunteer system.’

Everyone knows, village/ward volunteer system in nothing but to distribute public money to YSRCP activists and supporters.

The criterion to get unemployed loan now will be based on whether the applicant is a Jagan or YSRCP supporter or not.

The loans to unemployed scheme in AP has now turned out be an ’employment scheme for YSRCP activists, supporters’, thanks to Jagan’s ‘reverse decision’.

KCR-Jagan avoiding Centre’s apex council meet

Union Jal Shakti Minister Gajendra Singh Shekawat has asked AP Chief Minister Jaganmohan Reddy and Telangana CM Chandrasekhara Rao to attend apex council meeting on river water issues. The apex council was formed to iron out differences between AP and Telangana on sharing of the Krishna river waters after reorganisation. The first council meeting was attended by KCR and Chandrababu Naidu in 2016.

But now, KCR is unwilling to involve the Centre in the water issues any more. He has already intimated to the Union Jal Shakti Ministry that the Telugu states have no disputes to be resolved any more. This is why there is no need for any further meeting of the apex council.

But Andhra officials say that many Telangana irrigation projects have no approval of the apex council till now. If KCR is allowed to get the meeting cancelled, it will cause harm to Andhra. It is not yet known what Jagan has decided to do.

Jagan shock treatments to Amaravati farmers

Like there’s no end, the Amaravati Capital City farmers are receiving one blow after another from AP CM Jaganmohan Reddy. They are already worried what would be the fate of their Capital City lands once Secretariat shifting is completed. Now, the farmers have another big problem. The CID officials are visiting their homes and asking questions about their land transactions in the past TDP Government. These enquiries are making the farmers very uncomfortable and insecure.

The CID officials are asking details about who are the persons who bought lands in Capital City area. Whether they have relations with TDP? Obviously, the officials are asked by Jagan Circar to bring proofs of TDP leaders who bought Amaravati lands using benami names. Dutifully, the CID officials are asking farmers all uncomfortable and unwarranted questions. Reports say that Jagan Team has now become very desperate to prove insider trading in land pooling scheme.

Four months are over since coming to power, the YCP government is not able to establish evidence of TDP irregularities in Capital City lands till now. Even CRDA Chairman and Mangalagiri MLA Alla Ramakrishna Reddy could not give one single proof of TDP benamis. Government enquiries revealed that only 180 out 33,000 acres changed hands.

No Amit Shah appointment for Jagan again

For the second time in a week, Andhra Chief Minister YS Jaganmohan Reddy could not get appointment with Union Home Minister Amit Shah. As a result, his scheduled Delhi tour today is cancelled. During his last week’s visit, Jagan met with PM Modi but could not meet Shah. Jagan planned to wait for another day there in Delhi for a talk with Shah. But it could not be possible. In a short span of time, Andhra CM has made all out efforts to meet Shah. This is certainly sending out all the wrong signals.

Are alarm bells indeed ringing for YCP leaders? They are not able to guess what the true intentions of BJP Delhi leaders are. BJP AP President Kanna Lakshminarayana is visiting Delhi in a day or two. He will be briefing Modi-Shah duo about the latest Andhra political situation.

On the other hand, time is running out for Jaganmohan Reddy. The CBI has indeed caused lot of embarrassment to him by objecting to his request for exemption from personal court appearances every week. There are also doubts that the CBI is also slowly planning to get Jagan’s bail cancelled. If that is the case, the YCP party as a whole will turn upside down. Analysts say that this is going to be a national shame for not just the ruling party leaders but for the entire Andhra.
