AP Police didn’t issue notices to Naidu

The AP Police created much hype and showed paper clippings how ex CM Chandrababu Naidu committed a crime by spreading panic over N440K. A team of the Kurnool police in fact set out to give a notice to Naidu in Hyderabad. But soon, they returned without giving any notice and there was suspense now on the Naidu case.

Not just Naidu, many people expressed concern over N440K at that particular time. YCP Fisheries Minister Seediri Appala Raju spoke live on a TV debate on how N440K originated in Kurnool and wreaked havoc all over. Based on this video, the TDP leaders in Kurnool made counter complaints and demanded criminal cases to be filed against the Minister just like how they did to Mr. Naidu. Kurnool SP Fakkeerappa, who spoke tough the other day, had to fall silent too.

Undoubtedly, the Jagan Reddy Government moved hastily and tried to embarrass Naidu by taking advantage of the N440K controversy. Without cross checking the scope for filing a criminal case, the AP Police went ahead, booked the case simply based on a stray complaint and created media hype. So much tension was created there were rumours that this time, Jagan Reddy would use this chance fully to put the TDP chief behind the bars for a few days.

But eventually, it turned out that the case against Naidu would not stand legally considering the fact that the YCP Minister himself made similar comments. The national media also published similar stories. Even the Supreme Court has told the State Governments to allow the political leaders to share their opinions on the Coronavirus.

AP e-pass for inter-state travel from Monday

AP DGP Gautam Sawang has announced stricter measures to deal with the Covid problem. He has asked the people to make use of the e-pass facility from Monday if they are required to do emergency travel to the neighbouring States. The e-pass facility can be accessed through the Police Seva app.

Actually, Tamil Nadu has made it mandatory for those coming from AP to take e-pass. Also, other States have restricted access to travellers from AP on their borders. As a result, the AP people going to the respective states are facing lots of problems. Moreover, the Covid second wave is only rising but not showing any signs of giving an early relief.

Amid this, the AP Police have no option but to start the e-pass facility immediately for the convenience of its citizens. This will help many Covid patients who are going to Chennai, Bangalore and Hyderabad for better treatment.

Mr. Gautam Sawang has also indicated that a final decision whether to continue the 18-hour curfew after May 18 or not would be taken only after reviewing the Covid situation at that time. Till then, there will be no permission for political or private meetings. For functions, they should take prior permission from the local officials.

Mr. Sawang said that section 144 would be in effect all over AP till further orders.

Andhra sets up high-level probe into limestone quarry tragedy

The Andhra Pradesh government has instituted a high-level enquiry into Saturday’s explosion that rocked a limestone quarry in Kadapa district, leaving 10 people dead, and several others critically injured.

The state’s Minister for Mines and Geology, Peddireddy Ramachandra Reddy stated on Sunday that a committee comprising of five departments, has been set up for the purpose.

The inquiry committee, headed by the Kadapa district joint collector (revenue), will submit its report to the government within five days he added.

The minister said that a sum of Rs 10 lakh is being sanctioned as ex gratia to families of each of the deceased, while those injured will be given Rs 5 lakh each.

Pointing out that the tragedy occurred because adequate safety precautions were not observed while unloading the explosives, the minister stated that action will be initiated against the mine’s leaseholder.

The incident had occurred near Mamillapalle village in Kalasapadu mandal when the labourers were unloading gelatin stick from a vehicle for using them at a limestone mine.

Such was the impact of the explosion that the body parts of the deceased were blown apart and the vehicle was completely burnt.

The workers hailing from Kalasapadu and Pulivendula mandals were carrying gelatin sticks for blasting the rocks at the mine.

TDP urges Jagan to declare journalists Covid warriors

TDP Repalle MLA Anagani Satya Prasad took up the cause of protecting the rights of journalists in the Corona time. He wrote a letter to Chief Minister YS Jaganmohan Reddy, urging for declaring the journalists as the Coronavirus warriors in Andhra Pradesh. Orissa, Kerala, Bihar, Madhya Pradesh, Tamil Nadu and other States have already done it. The AP Government should give accreditations to all the working journalists and provide them vaccines and medical facilities to survive the virus threat.

Over 7,000 journalists were working all over the State in both the print and electronic media. Now, the journalists associations were not able to fight for the rights of their members since they were removed from the accreditation committees at the State and the district levels. Since the YCP came to power in 2019, the accreditations were not being given to these journalists. Tough rules were introduced to deny accreditations in the name of circulation figures. Over 60 journalists died due to the Corona infections during the second wave alone. Hundreds of journalists and their families were admitted to hospitals and unable to pay huge amounts.

The TDP MLA demanded the Government to give vaccine and medicines to the journalists immediately. At least Rs. 2 lakh financial support should be provided to the infected journalists’ families. The Government should give Rs. 20,000 financial assistance to every journalist’s family to help deal with the epidemic threat. The mediapersons were risking their lives to continue to work in their line of duty. Oxygen supply, ventilators and hospitals beds should be specially allotted for the journalists who were on duty in every district.

Eastern Naval Command to operate oxygen plants in Andhra hospitals

The Eastern Naval Command (ENC) will operate and maintain oxygen plants in all government and teaching hospitals across Andhra Pradesh.

The decision was taken at a meeting the state government’s representative M.T. Krishna Babu had with the Flag Officer Commanding-in-Chief (FOC-in-C) of Eastern Naval Command and the Chief Managing Director of Vizag Steel Plant on supply, storage and maintenance of oxygen in the state, here on Saturday.

The ENC will take the responsibility of fixing leakages in oxygen plants, monitoring the condition of the plants and chalking out the precautions to be taken there. Four special teams have beenn formed and each team will be in-charge of three to four districts.

Arrangements are being made to airlift these teams to the required locations if necessary. These teams will fix the problems in the supply of oxygen besides solving other issues, an official release said.

The Navy has agreed to extend support to the state government in rectifying the technical errors in the oxygen plants. It agreed to transport 25 cryogenic oxygen cylinders, which are coming to the state from Singapore, Thailand and Malaysia.

The Navy officials have approved to provide special vehicles for transportation of liquid medical oxygen containers for regular use and also to supply oxygen concentrators, D-type oxygen cylinders and other medical equipment required for Covid treatment.

Officials of Eastern Naval Command have agreed to allot 10 oxygen beds along with 60 normal beds for Covid treatment at the INS Kalinga hospital.

They have also agreed to develop infrastructure for an 150-bed temporary Covid hospital in Kancherapalem in Vishakapatnam district and requested the district administration to make arrangements for the required doctors and medical staff. The Navy has come forward to donate 200 D-type cylinders.

Meanwhile, Vizag Steel Plant (VSP) officials informed the state government that only 100 tonnes of MLO is being produced in two units, which have the capacity of producing 850 tonnes.

VSP also agreed to set up a 50-bed hospital with oxygen facility for Covid treatment at Gurajada Kalakshetram in Vishakapatnam. The Chief Managing Director of Vizag Steel Plant has said that an additional 150 beds will be arranged in that hospital by May 15.

The steel plant officials said that 250 beds will be available by May 30 while 600 beds will be available by June in that hospital, and requested the district administration to ensure that required doctors and medical staff are available accordingly.

The officials of Eastern Naval Command and Vizag Steel Plant also thanked the state government for providing 4,000 doses of Covid vaccine to the staff and their family members.

MEIL to supply 600 free oxygen cylinders to hospitals in Telangana, Andhra

Megha Engineering and Infrastructures Ltd (MEIL) has come forward to augment supply of oxygen by 35 lakhs litres per day in Covid-hit Telugu states of Telangana and Andhra Pradesh.

The company will be offering free supply of medical oxygen B type cylinders free of cost to match the increasing number of Covid patients who are in dire need of oxygen. It has submitted its proposal to the Telangana government.

MEIL is planning to supply 500 to 600 oxygen cylinders per day with each cylinder having a capacity of 7,000 litres. The total quantum of supply of oxygen thus will be around 35,00,000 litres.

MEIL has received request to refill oxygen cylinders from Nizam’s Institute of Medical Sciences (50 cylinders), Sarojini Devi Eye Hospital (200), Apollo Institute of Medical Sciences (100) and Hyderabad Care Hi-tech hospital (50). These hospitals have augmented their Covid bed strength based on the spurt in cases.

On the other hand, MEIL, with the technical support of DRDO, is planning to construct 30-40 oxygen generation plants. Each plant can generate 150-1000 litres per minute based on the technology of on-board oxygen generation used in fighter planes.

Director DRDO Col. B.S. Rawat has appointed senior scientist Raghavendra Rao to coordinate the initiative.

MEIL is currently manufacturing a 30 metric tonnes per day Cryogenic Oxygen Liquefaction Plant and the same will be installed and commissioned at ITC Bhadrachalam by May 13. The cryogenic Oxygen will then be converted into usable liquid oxygen for medical purposes at the MEIL facilities.

Sources say that if required by the state governments, MEIL is ready to import 2 – 3 cryogenic oxygen tanks from its own unit in Spain which will help in the sourcing and movement of liquid oxygen.

Andhra Police traces missing oxygen tanker, saves 400 patients

The Andhra Pradesh Police tracked a missing oxygen tanker and ensured its delivery on time, thus saving the lives of nearly 400 patients on Friday.

A Vijayawada-bound tanker carrying 18 tonnes oxygen from Odisha went missing late Thursday. According to police, the oxygen supply was critical for nearly 400 patients undergoing treatment at the Government General Hospital in Vijayawada. Hospital authorities were waiting for the tanker.

However, the tracking system failed and within minutes, Vijayawada Police Commissioner alerted all the Superintendents of Police who have jurisdiction on the Odisha-Vijayawada route.

All the alerted units of Andhra Pradesh Police swung into action and traced the missing tanker at a dhaba in Dharmavaram in East Godavari district.

Investigation revealed that the driver had stopped at the dhaba due to fatigue caused by the number of trips driven by him. Understanding the situation, orders were given by higher officials to the local police to ensure that an experienced home guard accompanies the driver throughout the journey and that the tanker is escorted to the destination using the ‘green channel’, as soon as possible.

Due to the proactive steps taken by the police force, the oxygen reached GGH Vijayawada on time and the patients could continue their fight against Covid-19.

HC suspends Jagan GO on Sangam dairy takeover

The High Court of Andhra Pradesh has taken a serious view of the manner in which the State Government has taken over the management of the Sangam Dairy in the Guntur district. After hearing both sides, the HC suspended the GO issued by the Jaganmohan Reddy regime to meddle in the affairs of Sangam. The court has also asked the Government to allow the directors of the dairy company to run their organisation as per their own decisions.

This was being seen as a big blow to the Government since it has already taken advance steps and made the Tenali Sub Collector to take over the dairy. Today’s court orders have totally reversed the process initiated by the Jagan regime. The Sangam Dairy directors have already said that their company was being weakened for the sake of helping the Amul Dairy Company with an ulterior motive.

The High Court also heard the petition for stopping the Government to sell the properties of the Sangam Dairy. It gave an instruction to the Government not to sell any properties without informing it.

The HC has also directed the ACB Court to hear the petition by Dhulipalla Narendra to quash the case filed by the ACB. It also ordered daily panchanama of the investigations being made by the ACB officials in the Sangam Dairy premises. The petitioners complained that the investigating police officials were passing over crucial information of Sangam to private persons.

AP Assembly Secretary P. Bala Krishnamacharyulu retired on April 30, 2020 itself. At that time, he was given one more year for his unfailing loyalty shown to CM Jaganmohan Reddy in the Capital issue. That extended term has expired on April 30. However, the Government issued fresh orders once again extending Krishnamacharyulu’s term. This time he is given 2 years extension and will stay in office until April 30, 2023.

From the beginning, the YSR family has been known for giving maximum benefits to their loyal warriors. But if any officers does not fall in line, they will be hunted down and persecuted. The most bitter experience came to retired Chief Secretary LV Subrahmanyam who was transferred and posted at a place where there was no personal assistant available.

Krishnamacharyulu’s support to the Jagan regime was by no means small. As the Assembly Secretary, he did not process the procedural order issued by Council Chairman Sharif to appoint a Select Committee on the 3 Capitals bills. Indeed, that decision was bold considering how it amounted to the violation of orders of the head of a constitutional body like the AP Legislative Council itself.

Experts say if Krishnamacharyulu did not defy the Council Chairman at that time, that would have derailed Jagan Reddy’s Capital shifting plan at that time itself.

Andhra to begin construction of Jagananna Colonies from June 1

The Andhra Pradesh government is all set to launch construction for its ambitious housing for the poor scheme – Jagananna Colonies – from next month.

Chief Minister Y.S. Jagan Mohan Reddy said on Wednesday that construction of houses in Jagananna Colonies will start from June 1.

Under the programme to be implemented in two phases, around 28.30 lakh houses are to be constructed on YSR Jagananna layouts across the state.

During a review meeting held here on Wednesday, the Chief Minister directed the officials to complete the groundwork by May 25.

He insisted that the works should not be held up by the Covid curfew, and construction activities should be held from 6 am to 12 noon, adding that water and electricity facilities should be provided in the colonies immediately as they are important to start construction work.

He said the construction of these houses during the pandemic will contribute to economic growth as workers will get work and also business transactions will continue due to the purchase of steel, cement and other materials.

The Chief Minister is planning to approach the Central government for additional funds for the housing project as the houses are being constructed on a large scale.

Officials said that after the construction work begins in June, the basements will be completed by September, walls will be built by December and the houses will be completed by June 2022.

Municipal and Urban Development Minister Botsa Satyanarayana, Housing Minister Cherukuvada Sriranganatha Raju, and other senior officials were present at the review meeting.

The 16-hour curfew from 12 noon to 6 a.m. is being strictly implemented in Andhra Pradesh. All vehicles are being stopped on the inter-State borders during the curfew hours. The Jagan Reddy Government’s plan has served its purpose to silence rising criticism over the deadliest second wave of Covid in AP. Already, Orissa and Tamil Nadu have taken strict measures to restrict people’s movement from AP into their States.

With the latest curfew, the traffic in both directions between Hyderabad and Andhra Pradesh was badly hit. The AP police were not allowing vehicles during the curfew hours. Even the RTCs of both States have suspended the services during this restricted period.

Jagan’s Advisor for Public Affairs Sajjala Ramakrishna Reddy is saying that their Government has taken the strictest measures to control the epidemic infections. The 16-hour long curfew would badly impact the economy but still it is being implemented with a strong determination to tackle the dreaded virus. Obviously, his clarification came as a clear answer to Chandrababu Naidu’s demand for lockdown as the only option to save AP from second wave rage.

There are fears that the public and migrant workers would suffer more if a total lockdown is imposed again in the place of partial curfews.

Andhra officials worried as new strain suspected behind Covid spike

With Andhra Pradesh reeling severely under the Covid-19 crisis, health officials suspect that the N440K variant, discovered by the Centre for Cellular and Molecular Biology (CCMB), might be the reason behind the rapid deterioration of the health conditions of Covid patients in the last few days, in Visakhapatnam as well as other parts of the state.

The new Covid variant, named as the AP strain, which was identified in Kurnool district, is believed to be 15 times more deadly and stronger than other Indian variants.

The Visakhapatnam district health authorities are closely monitoring the developments.

“We are yet to confirm, which strain is in circulation right now, as samples have been sent, for analysis,to CCMB. But one thing is certain that the variant, currently in circulation in Visakhapatnam, is quite different from what we have seen during the first wave last year,” Visakhapatnam District Collector V. Vinay Chand said.

Experts said that as compared to the first wave experienced last year, this year, the virus can be acquired through a shorter exposure.

The net result is that more people can end up getting infected in a lower time frame.

According to a senior health official in the district, earlie, a Covid patient would reach the hypoxia or dyspnea stage, in about a week. However, in the current scenario, patients are reaching the serious condition stage in barely three to four days.

Experts are especially concerned about the highly unpredictable nature of the AP variant.

“The younger generation is being majorly affected. Not everyone responds to the treatment too.” the official adds.

Apart from the overall sense of panic, the net effect of the possible new Covid strain is evident in the growing demand-supply gap for beds with oxygen, and ICU beds.

AP to take Rs 1,860 Cr loan for school education

The Jaganmohan Reddy Government in Andhra Pradesh is bringing revolutionary changes in the school education in the State. Already, English education is introduced in the Government schools. Now, it has proposed to introduce the CBSE syllabus in all schools from the 7th class. For this, the infrastructure will be increased. The Government has proposed to take Rs. 1,860 loan from the World Bank to fund the new programmes in the school education.

The Government is thinking that the aided schools are not providing proper educational services to the students. Hence, it would be better to transfer the aided schools to the Government control completely. If they don’t want that, they should have to manage them completely under private control. It is the ruling party’s resolve to make every student in the Government schools to speak English fluently and rise to great positions in life.

The CBSE syllabus is being introduced to give a greater advantage for the students in both their higher education and future career opportunities. The CBSE syllabus will be introduced at all the 44,639 schools in the State beginning with 7th class. It is decided that the AP 10th class students will write the 2024-125 exams in the CBSE syllabus only.

Also, the Government has decided to get powers to allot 35 percent seats in the private universities in order to ensure justice to the students.

Jagan to write to PM for vaccine: Cabinet decision

Amid growing second wave threat, the AP Cabinet met in Amaravati today and took several decisions to contain the damage on an emergency basis. It was decided that Chief Minister YS Jaganmohan Reddy should write a letter to the Prime Minister urgently for providing vaccines without further delay. Already, the AP people were not able to get their second dose of the vaccine while it was yet to be taken for those in the 18 to 45 years age group.

The AP Government has made several appeals to the Centre for vaccine supply but there has been no positive response. The Cabinet thought the CM letter would create some impact. The CM should impress upon Modi the urgency for procuring and supplying vaccines to AP.

The Cabinet has also decided that the RTC buses should also be stopped during the partial day curfew hours. So, buses will ply only till 12 midday. Also, the colleges will run classes till 11.30 a.m. only. First priority should be given to those above 45 years of age during the vaccination.

If there is a possibility, the oxygen should be brought from Orissa, Tamil Nadu and other States to save the lives of the people in the State. The curfew should be implemented strictly from tomorrow. The shops and establishments should function only during the permitted hours in the morning shift.

Jagan decision challenged in court: TTD chief priests

The legal battles on the Chief Priest posts of the TTD are historic, countless and endless. Once again, the appointment of Ramana Deekshitulu is challenged in the High Court of Andhra Pradesh. Another TTD Temple Chief Priest Venugopala Deekshitulu filed this petition now. As a result, the court issued notices to the Jagan Reddy Government, the TTD and also to Ramana Deekshitulu at his individual level.

Ramana Deekshitulu’s direct appointment as Chief Priest created political ripples ahead of the Tirupati by-election. His comments describing CM Jagan as an avatar of Vishnu also raised eyebrows at that time. Those comments were seen as aimed at reciprocating for the CM’s blessings.

Now, Venugopala Deekshitulu petitioned the court that Ramana Deekshitulu’s appointment would not be legal or constitutional. It was because already Venugopala Deekshitulu was already functioning as the Chief Priest from the ‘Gollapalli family’. Ramana Deekshitulu also hailed from the Gollapalli family. As such, he cannot be given this post considering that Venugopala Deekshitulu was already there in that post in their family quota.

The TTD Chief Priests posts became controversial as the eligible candidates were taking political patronage to get the posts through the backdoor.

High Court twist to AP Govt move on 10th exams

Only after a lot of pressure, the Jaganmohan Reddy Government postponed the Intermediate exams at the last minute. But it did not make any changes in the schedule given for the 10th class exams. Hence, the arguments continued on this aspect in the High Court of Andhra Pradesh. The Government advocate told the court that there would be no change in 10th exams since there was a long gap and these exams would be held from June 7 in AP.

The Government, however, assured to change the exam schedule if the Coronavirus cases increased further in the State during the meantime. The court pointed out that already, there were the virus forecasts and experts’ warnings about the rising infections in the next one to two months.

Even then, the Government pleader has said that no decision has been taken on 10th class exams since there is over a month’s time for them to begin. Anything may happen in this gap. Any decision would be taken by reviewing the virus situation a few days prior to the June 7 exams. Then, the High Court postponed the hearing for June 2 and asked the Government to submit its observations on the Covid situation and its policy on 10th exams on that day. The NEET exams were postponed for three months. Most Central exams were being postponed for two to three months. It looks difficult to hold AP 10th exams as per present schedule.

TDP seeks ‘AP lockdown’, cites deadliest N-440K attack

The Telugu Desam Party (TDP) is taking tough decisions these days. Already, it forced the Government to postpone examinations. Now, the TDP took a tougher decision at a meeting presided over by party National President and former CM Chandrababu Naidu today. The TDP has now demanded lockdown in AP. It is because there is a bigger threat from the dreaded N-440K variant of Coronavirus in Andhra Pradesh. The N-440K was found to be the most dangerous of all mutants. It has the ability to cause 10 times more harm to human lives when compared to other strains.

As such, the TDP demanded ‘lockdown’ immediately in the State. The scientists of the Hyderabad-based Centre for Cellular and Molecular Biology (CCMB) first discovered the N-440K strain in Kurnool samples. This dangerous variant had already spread up to 30 percent among the existing patients and it was spreading at a much faster pace.

Only a few days ago, CM Jagan’s Advisor Sajjala Ramakrishna Reddy has ruled out opting for lockdown considering its impact on the people’s jobs and work opportunities. But the TDP says that already, the Orissa State Government has announced a 14-day lockdown.

Similar tough measures were required in Andhra Pradesh on a war-footing and with stronger focus. Saving the lives of the people should be the immediate concern for the rulers but not any other issue. Principal Secretary of Health Anil Kumar Singhal has already admitted that there was a paucity of beds in the State. Together with shortage of vaccine and oxygen, this was going to create havoc and cause a calamity in AP.

Partial curfew in Andhra from Wednesday

With Covid cases continuing to rise with each passing day, the Andhra Pradesh government on Monday decided to impose a partial curfew in the state with effect from Wednesday.

As per the restrictions which will be in force for a period of two weeks, shops and establishments will be allowed to operate between 6 a.m. and 12 noon.

Section 144 will be in force during these hours.

From 12 noon onwards, curfew will be in force, and only emergency services will be allowed to function.

On Monday, Chief Minister YS Jaganmohan Reddy, Ministers, and officials met to review the prevailing situation and decide upon measures to tackle the pandemic situation in the state.

Health minister Alla Nani said: “The Chief Minister has instructed to impose curfew in specified hours. Along with covid control measures, he has directed us to increase bed capacities in hospitals.”

Andhra Pradesh has been reporting progressively higher Covid cases with every passing day. On Sunday, the number touched the all-time high of 23,920 cases.

Amara Raja Hospital targetted by Jagan social media

The YCP Government is continuing its relentless attacks on the industries, property and hospitals belonging to the family of TDP MP Galla Jayadev. The latest attack was made on the Amara Raja Hospital owned by Jayadev’s sister Rama Devi in Tirupati town. The YCP leaders began a social media campaign saying that the negligence of the hospital management led to the untimely death of engineer Sekhar.

The social media activists spread rumours that the Covid-infected engineer died outside the Amara Raja hospital because the staff did not give timely admission and healthcare. The videos went viral on social media. The hospital management had no option but to issue defensive arguments.

Hospital Medical Director Rama Devi has clarified that the engineer died due to heart attack and also because of pulmonary embolism. Their staff tried to admit the patient in the emergency room but he passed away by that time. There was no negligence on the part of the staff. The engineer was treated for Coronavirus infection at a different hospital but not at Amara Raja.

Already, the Amara Raja Batteries had to be closed down after the Government cut off power supply citing reasons of pollution.

Andhra’s ruling YSRCP comfortably retains Tirupati LS seat

Andhra Pradesh’s ruling YSRCP on Sunday retained the Tirupati Lok Sabha seat with a thumping majority over its nearest rival, the TDP.

YSRCP’s M. Gurumoorthy trounced his nearest rival, Panabaka Lakshmi of the TDP, by a margin of 2,71,319 votes.

The YSRCP candidate polled 6,25,820 votes. In contrast, the TDP candidate garnered 3,54,253 votes, while the BJP’s Ratnaprabha polled 57,070 votes.

The YSRCP victory margin of 2.71 lakh votes in the Tirupati bypoll is greater than its victory margin of 2.28 lakh votes in the 2019 Lok Sabha polls.

The vote counting process was spread over 25 rounds, under strict Covid protocols at 10 halls of the SV University campus in Tirupati, and seven halls of the DKW college.

Tirupati Lok Sabha bypoll was necessitated by the death of YSRCP’s sitting member Balli Durgaprasad in September 2020. There were 28 candidates in the fray that saw a concerted battle between the ruling YSRCP, the opposition TDP and the BJP.

Voting for the bypoll had taken place on April 17, with overall turnout of 64 per cent.
