High Court rejects Dhulipalla quash petition

The High Court of Andhra Pradesh gave a rude shock to TDP former MLA Dhulipalla Narendra. It has rejected the quash petition filed by Narendra against the judicial remand given by the ACB court earlier. With this, Dhulipalla would have to stay in jail for the full 14-day term. He has been shifted already to the Rajahmundry Central Jail.

However, the High Court has also ordered the ACB to file its counter on full details in the judicial remand report. It has postponed the next hearing for May 5. This has raised some hopes in the Dhulipalla Narendra loyalists for the court relief in future. Their argument is that the State Government has no authority to interfere with the Sangam dairy management as it has no shares or financial contributions of any sort for the company.

The High Court has admitted two petitions that were filed against the Jagan Reddy Government’s decision to conduct the 10th and intermediate examinations. Some individual students and Praja Shanti Party KA Paul have filed these petitions saying that the exams would pose a threat to the lives of the students because of Covid infections.

Not a day passes when a handful of cases come up before the High Court every day challenging one or decision of the AP Government.

AP govt imposes penalty on Muralimohan’s “Jayabheri”!

1

The YSRCP government in Andhra Pradesh has imposed penalty on “Jayabheri Constructions”, the real estate company owned by veteran actor and former TDP Rajahmundry MP M Murali Mohan.

Murali Mohan is known to be a close aid of TDP chief N Chandrababu Nadu for long.

Jayabheri has taken up a huge construction project abetting the national highway in Kunchanapalli limits under Tadepalli mandal in Guntur district during the TDP regime in 2016.

However, the AP government has imposed Rs 1.50 crore penalty on Jayabheri saying that the company violated the norms and constructed buildings.

Tadepalli MRO Vaka Srinivas Reddy said that Jayabheri group had purchased seven acres of agriculture land and started construction of buildings without seeking approval for conversion of agriculture land into non-agricultural land.

The revenue department imposed penalty besides levying 3 per cent land coversion fees on Jayabheri for violation of these norms.

2020 Lockdown cost state Rs 20K cr, people lost 80K cr : YS Jagan

In an apparent indication of his views on lockdown, Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy said on Tuesday that public would lose four times the losses incurred by the government if lockdown is reimplemented.

The Chief Minister’s observations came while he was discussing the Covid situation in the state and other issues with the district collectors and SPs in the course of the ‘Spandana’ video conference.

Reddy directed the district collectors and SPs to be on high alert in the coming months in view of the rapid spread of the second wave of the Covid-19 pandemic.

According to a media release issued by the government, the Chief Minister pointed out that for every rupee lost by the government due to the lockdown, the common man will lose Rs 4.

“The lockdown cost the government nearly Rs 20,000 crore in 2020, which means a loss of about Rs 80,000 crore to the people,” he told the officials.

Noting that the 320-340 MT of oxygen being supplied every day is adequate in the present scenario, the Chief Minister said that people with SPO2 level less than 94 should be provided with oxygen.

He also said that the district collectors should take the onus for the 104 call centres and ensure their effective functioning.

“Beds should be arranged for Covid patients within three hours of calling the 104 call centre,” he said.

Govt brings new Chairman for Sangam dairy

0

The Jaganmohan Reddy Government is making quick moves to outwit rivals on the issue of taking over the Sangam dairy in the Guntur district. It is changing its strategies every few hours in order to gain an upper hand. Earlier, the Government issued GO removing the identity of Sangam dairy and the sub collector to take over the dairy. But soon, it has implemented a new strategy wherein a new Chairman is appointed.

The TDP has questioned the Government’s powers to interfere in the affairs of the Sangam dairy which is formed under the Companies Act. As if to overcome this, the ruling YCP leaders changed their game plan. An emergency meeting of the Sangam dairy directors was held at Chintalapudi in Ponnur mandal. Narra Venkata Krishna Prasad was elected as the new Chairman of Sangam dairy.

TDP leader and former Chairman of Sangam dairy Dhulipalla Narendra has been arrested and imprisoned. With the change of Chairman, the ruling YCP leaders are now bent on using the new management to carry out their plans.

Fast paced developments have taken place in Sangam dairy in just two days. The TDP is now making last ditch efforts to convince the directors and the societies in order to prevent the dairy from falling under the YCP influence.

Andhra imposes more curbs to control Covid spread

With the raging second wave of the Covid-19 pandemic gripping the state, the Andhra Pradesh government has come out with more measures to control the situation.

The state’s principal health secretary, Anil Kumar Singhal, said on Monday that the government has decided to allow a maximum of 50 persons to attend any function.

The state government has also decided to temporarily shut down stadia, swimming pools and gymnasiums.

Singhal said that public transport and cinema halls will be allowed to operate with 50 per cent capacity. He also asked the people to maintain a distance of 50 yards from each other in all government offices.

The state government has set up a task force to monitor Remdesivir stocks. Similarly, the government is also monitoring oxygen requirements and its supply in the state, Singhal said.

“The Centre has allocated 341 MT of oxygen to the state. But it is not sufficient. We are observing the usage patterns. In many places, oxygen is getting wasted. In many cases, people are using oxygen even though they do not require it,” Singhal said

AP to hire hundreds of doctors, nurses to tackle Covid

“Government has issued orders to engage 1,170 specialists, 1,170 general duty medical officers, 2,000 staff nurses, 306 anesthesia technicians, 300 FNOs, 300 MNOs and 300 sweepers on contract basis purely on temporary basis,” said principal secretary Muddada Ravi Chandra on Sunday.

Diversion of oxygen to AP, T’gana unjustifiable: TN CM to Modi

3

Tamil Nadu Chief Minister K. Palaniswami on Sunday told Prime Minister Narendra Modi that the diversion of 80 MT oxygen supplies from the state to Andhra Pradesh and Telangana is “unjustifiable” and should be reversed.

In a letter to Modi, the text of which was released to the media here, he also said the allotment of 220 MT (metric ton) of oxygen for Tamil Nadu in the latest National Medical Oxygen allotment plan is wrong.

Citing the increasing trend of Covid-19 infections in Tamil Nadu, Palaniswami said the the state would require 450 MT shortly which would be more than its production capacity of 400 MT.

“As compared to the maximum active case number of around 58,000 during the previous surge in 2020, the active caseload has already increased to over a lakh today. This has increased the oxygen demand as stated above. All efforts are being made to provide uninterrupted and adequate oxygen supply,” he said.

Given this scenario, Palaniswami told Modi that the premise of allocating 220 MT of oxygen for Tamil Nadu and diversion of 80 MT of liquid oxygen from the manufacturing facilities near here to Andhra Pradesh, and Telangana is “wrong and unjustifiable”.

As per Petroleum and Explosives Safety Organisation (PESO) data, the consumption of oxygen in Tamil Nadu has already reached 310 MT as against the inadequate allotment made to the state of only 220 MT, he said.

Also, the states to which the allotment has been made have lower number of active cases than Tamil Nadu and also have major steel industries located within their state/close to their states, Palaniswami said.

“While Tamil Nadu has never imposed any restrictions so far and is always ready to support other states, such mandatory diversion of liquid oxygen from the needs of our state can lead to major crisis in Chennai and other districts.

“Hence, I request that diversion of 80 KL from Sriperumpudur plant in Tamil Nadu may immediately be cancelled,” Palaniswami said.

Peddireddy warns hospitals on Covid exploitation

2

YCP firebrand Minister Peddireddy Ramachandra Reddy has given serious warnings to the private hospitals following reports of excessive collections in the name of Covid treatment. After the second wave infections rose, reports have come that there is too much exploitation. Especially the remdesivir injections were being sold at very high rates. Each inject is just a few hundreds of actual price but the hospitals are collecting several thousands from the patients.

The Minister cautioned the hospitals against resorting to such undue exploitation. If any incident comes to the notice of the Government, then there would be serious punishment to its management. The remdesivir injections were being sold in black market, which would be taken very seriously.

Peddireddy reviewed the Covid preparedness with the officials today. He asked the hospitals to make available as many ventilators as possible.

If needed, the engineering colleges would be turned into Covid treatment centres. The hospitals should take all steps to give test reports to the patients the same day without any delay. No patient should be put needless trouble in this Coronavirus difficult time.

Marginally better off Andhra in grip of Covid second wave

2

Andhra Pradesh, which was marginally better off a few days ago compared to several states with respect to the Coronavirus pandemic is in the grip of the second wave now.

Starting Saturday, as directed by Chief Minister Y.S. Jagan Mohan Reddy, the state will follow night curfew from 10 p.m. to 6 a.m.

With infections rising by a 10,000 cases daily, the southern state on Saturday recorded 11,698 new cases, increasing its active Covid cases tally over 81,00 while the view of the common man is a little worrisome.

Sending alarm bells ringing, some pilgrims who returned from the Kumbh Mela have also turned positive in villages such as Seesali, Yelurupadu and others and their exact numbers are not known yet.

“The situation is worse right now. Business is completely down as fear gripped public minds and curfew will start from Saturday,” told Miriyala Avinash to IANS, general manager of M6 Kitchen and Lounge in Rajamahendravaram.

Avinash highlighted that restaurants are worse off compared to other industries as they depend on people to visit them. He particularly pointed out the curfew times and said that the inflow of guests in restaurants is generally lesser during the day compared to evenings and nights, a time which now clashes with the curfew.

The hospitality professional said his restaurant used to do business of more than Rs 1 lakh during night time, compared to less than one-tenth of it during the whole day recently.

He noted that Covid is wreaking havoc with many restaurants, whose owners invested precious capital thinking that the pandemic is over.

“Government gives relief and relaxation to all industries but nothing to the hotel industry or its employees,” lamented Avinash.

Since two days, he said most of the demand vanished owing to the severity of Coronavirus second wave.

Not just demand in restaurants, even the traffic and movement of vehicles on the roads has drastically reduced in the past few days, indicating falling economic activity.

Movement of vehicles on the roads was showing signs of slow recovery after infections started falling at the end of second wave in 2020, all of which has been massively interrupted now.

At many places in AP, police have already started instructing some commercial establishments to shut shops around 6 p.m., even before the night curfew was announced, bringing back not so long ago memories of the 2020 lockdown.

Meanwhile, the southern state is witnessing examination politics amid surging cases. Though the state government cancelled examinations for all students from classes I to IX and promoted them to the next class, it decided to stick to the examinations for Xth, intermediate, degree and engineering courses.

Recently, Education Minister Adimulapu Suresh said the state government is striving to salvage the academic years of Xth standard and intermediate students by conducting examinations, duly following the coronavirus protocols.

However, several opposition leaders demanded otherwise, especially Telugu Desam Party (TDP) national general secretary Nara Lokesh, who gave 48-hour ‘deadline’ to the government.

“It seemed that CM Jagan Reddy had taken an even more stubborn attitude with total disregard for the safety of the students. This is why this chief minister was being called ‘murkhapu Reddy’ (headstrong CM) who was only concerned about his comfort and safety but not the general wellbeing of the people,” slammed Lokesh.

The second-in-command of TDP also alleged that there is a shortage of beds, oxygen and rising deaths.

Despite these accusations and fears, Principal Secretary (Medical, Health and Family Welfare) Anil Kumar Singhal recently said that the Covid situation in the state is under control.

For the moment, the state is saved from the horrific scenes being witnessed in larger cities such as Delhi, Mumbai and others, maybe the lack of a large city of that kind and all the trappings which come from such geographies may be helping.

How resiliently AP will weather the second wave of the Covid storm can be scrutinised in the coming weeks.

On Friday, the chief minister emerged as one of the first to announce free vaccination for all in the state, which will turn out to be a boon.

Jagan weekend revenge against TDP leader

The ruling YCP attacks on the Opposition TDP leaders are continuing unabated. Two days after Dhulipalla Narendra was arrested and sent to jail, now the TDP Vizag leader and former MLA Palla Srinivas became the target. The Vizag municipal authorities demolished the ‘illegal building’ of Palla Srinivas in Patha Gajuwaka centre today. This demolition was also taken up on a Sunday so that the victims would have no immediate access to the court.

Dhulipalla was also arrested towards the weekend holidays. Regardless of the nature of his crime, he was sent to 14 days judicial remand by the ACB court. The YCP Government’s holiday tactics were indeed taking the TDP leaders by surprise. They were not able to get immediate relief.

No doubt, Palla Srinivas gave huge embarrassment to CM Jagan Reddy at a very personal level. The moment the Vizag Steel Plant privatisation became politicised, Palla went on a fast unto death protest in Gujuwaka. Then the Opposition parties rallied together and began their own agitation. The ruling YCP leaders, who initially supported the privatisation, had then no option but to change their tune.

At that time, the Government foiled the indefinite fast of Palla Srinivas. But today, his buildings were brought down which was being termed as the continuing political vendetta of the Jagan regime.

1

Senior YSR Congress Party (YSRCP) leader and Rajya Sabha member V. Vijayasai Reddy said on Thursday that a proposed mega job fair in Andhra Pradesh has been postponed amid the raging second wave of the Covid-19 pandemic.

“On the directions of the authorities, after careful consideration, and in the light of the spread of coronavirus, we are postponing the mega job fair to a later date,” the ruling party leader said.

Reddy said that a suitable future date would be announced soon and called on the job aspirants to continue registering at ysrcpjobmela.com.

TDP ex Minister arrested by ACB in morning raid

5

In a post-dawn raid, the ACB officials have arrested ex Minister and TDP leader Dhulipalla Narendra Kumar today. The arrest was made amid dramatic circumstances. Over a 100 policemen assisted the ACB officials to pick up Dhulipalla from his residence in Guntur district.

The early morning arrest came as a rude shock to the family members of Dhulipalla. Around 7 a.m. itself, hundreds of police arrived in Chintalapudi village in Ponnur mandal. They declared the arrest of the former Minister. The TDP leaders were plunged into confusion over the sudden raid.

Afterwards, the ACB police gave a notice to the family members of Dhulipalla saying that he was arrested on corruption charges in the Sangam Dairy. Dhulipalla Narendra is also the chairman of the Sangam Dairy for a long time. The ACB levelled charges against him under sections 408, 409, 418, 420, 465, 471, 120b red with 34.

The ACB officials clarified that the ex Minister was charged with non-bailable sections and hence it would not be possible to grant bail at the police station level. The Jaganmohan Reddy Government is targetting the former Ministers and TDP leaders one after another. It has given a tough time to Atchannaidu, Kollu Ravindra, Devineni Umamaheswara Rao and others already.

Can AP people survive a 2nd wave lockdown?

It is by now clear how the second wave of Coronavirus has hit the country hard at a short notice. But still, neither the Centre nor the States are prepared to go for economic lockdowns. Even the Prime Minister has advised the States to use the lockdown as a last resort only. Amid this, questions are being raised whether the Jagan Reddy Government in Andhra Pradesh would be able to deal with second wave without going for lockdown.

The AP people suffered greatly at the time of first wave last year. Especially the lockdown between AP and Telangana have put untold hardships to them. The collapse of construction industry and general economic activity has dealt a severe blow to all sections. The AP workers could neither find work in their State nor go to Hyderabad, Chennai, Bangalore, etc for opportunities.

The AP liquor policy, which led to illegal smuggling, gave more problems to the people on the inter-state borders. At the height of Covid infections, people were held up and made to stand in long queues at the AP-Telangana border. While people moved into Telangana freely, they found it very hard to enter AP at that time.

Experts say that preventive steps are needed on a war footing to fight second wave. Massive awareness campaigns and accountability are required. The Jagan regime cannot afford to go for another lockdown considering how the State is already steeped in debts and economic distress.
