Jagan’s “Amma Vodi” dilemma: Free cash or laptop?

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is in dilemma over the implementation of “Jagananna Amma Vodi” scheme this year.

Amma Vodi is the flagship scheme of YS Jagan’s government which is part of his “navaratnalu” schemes.

Under Amma Vodi scheme, the AP government is providing financial assistance of Rs 15,000 per year to nearly 43 lakh mothers or guardians to send their children to school till Class 12th. The cash is directly credited in the bank accounts of beneficiaries.

The scheme was launched in the last academic year 2020-21.

However, in the new academic year 2021-22, Jagan is in a dilemma whether to give cash or give free laptops in lieu of cash.

Jagan has decided to seek the opinion of mothers on this issue.

But officials are worried that giving laptops wil put more burden on state government.

A laptop costs in the range of Rs 25,000 to Rs 27,000 in the market.

Even if government places order in bulk, it can negotiate the price to around Rs 20,000.

Despite this, it will be an additional burden of Rs 5,000 for each beneficiary.

Last year, the government incurred over Rs 6,000 crore expenditure to disburse Rs 15,000 cash to each beneficiary.

This will increase further if laptops are given.

Andhra wins 13 national panchayat awards, but villagers unimpressed

At a time when several villages in Andhra Pradesh are facing major issues such as lack of potable water, among others, Panchayat Raj principal secretary Gopal Krishna Dwivedi has said that the state has won 13 national panchayat awards under various categories in 2021.

“Andhra Pradesh gets 13 national panchayat awards in different categories. Congratulations to the awardee districts, mandals and villages,” Dwivedi said late on Wednesday.

He said Guntur and Krishna districts won panchayat awards in the general category while Sodam, Kakinada Rural, Penukonda and Vijayawada Rural won in similar category under the intermediate or block tier category of panchayats.

At the gram panchayat level, Renimakulapalle, Peda Labudu, Gullapalli and Varkur won the awards under the general category. Tallapalem and Tada Kandriga village panchayats won under the category of thematic e-governance, while Kondepalli gram panchayat is the lone winner in the thematic marginalised sections improvement section, as per the information shared by the principal secretary.

However, despite Dwivedi’s claims, several villages in a majorly water surplus district such as West Godavari are deprived of clean drinking water, especially the villages near Bhimavaram such as Doddanapudi, Kalla and Seesali, among others.

All these village panchayats have been supplying muddy water for several years, compelling the villagers to buy water for drinking as well as cooking purposes.

Eyeing a business opportunity, many enterprising individuals have drilled bore-well water facilities to sell water to the villagers. It is a common sight to see villagers going around with 20 litre cans to buy water from several sellers.

Numerous villagers are suffering this plight, despite the district being fed by the colossal Godavari river with plenty of water.

During Chief Minister Y.S. Jagan Mohan Reddy’s padayatra through these villages before coming to power, people showed him the quality of water the panchayats supplied to them.

Not just water, even street lights do not work properly in these villages and complaints from the tax paying villagers are flatly disregarded by the panchayat officials.

“We have been pleading with the village panchayat secretary for more than eight months already to lay a short stretch of cement road to avoid flooding during the rainy season, but he just ignored us. Despite escalating demand, he is yet to complete the job,” said Suguna Rao from Kalla village.

Meanwhile, panchayat officials are sending village volunteers to the villages in this district to ask people to pay house tax and water bill, warning that legal action would be initiated in the event of failure to pay tax.

But the villagers contend that why should they pay taxes when they are not even being provided with potable drinking water and street lights.

Can’t Jagan’s ministers afford to buy cars?

The YSRCP government in Andhra Pradesh has already pushed AP into a severe financial crisis within two years of coming to power.

Today AP tops in India in taking loans from banks and various financial instutions.

The recent CAG report also certified that AP is No.1 in loans.

Despite this, the Jagan government is least bothered to put state’s financial condition on track by adopting strict financial discipline.

It continues to waste public money for the benefit of YSRCP leaders.

Latest, Jagan government issued a GO (government order) extending Rs 20 lakh financial assistance to ministers in YSRCP government to purchase cars.

Earlier the limit was Rs 10 lakh which the Jagan government has now increased to Rs 20 lakh.

One wonders whether ministers are so poor in AP that they cannot afford to buy even cars on their own and need government’s financial assistance to purchase cars.

Already YSRCP ministers, MLAs and other leaders are accused of minting crores of rupees every month through illegal sand mining, liquor business, mining business etc and what not.

Leave ministers, even their family members and friends are roaming in luxurious cars worth several crores of rupees.

Where is the need for government to extend financial assistance to YSRP ministers, MLAs, MLCs to buy cars?

New Andhra legislative council members sworn in on Thursday

Six new members of the Andhra Pradesh Legislative Council were on Thursday sworn in as MLCs by Chairman A. M. Shareef.

He officiated the oaths of office to Karimunnisa, Duvvada Srinivas Rao, Sheik Mohammed Iqbal, Balli Kalyan Chakravarthy, C. Ramachandraiah, and Sheikh Sabji.

Sabji got elected as an MLC under the teachers quota from East and West Godavari districts recently.

Karimunnisa worked as a corporator in Vijayawada while Srinivas is the ruling party’s in-charge for Tekkali constituency in Srikakulam district.

Chakravarthy is the son of deceased Tirupati MP Balli Durga Prasad.

Following the death of Prasad, the Chief Minister met with his family members and promised that he would accommodate his son as an MLC.

Congratulating the new MLCs, the legislative council chairman handed them over rules and regulations of the house.

Deputy Chief Ministers Amjad Basha, Dharmana Krishnadas and Assembly secretary Balakrishnamacharyulu participated in the event.

Did Jagan make April fools out of AP people?

The day began with a highly unexpected, shocking story in the Deccan Chronicle. It carried a front page banner story ‘TDP merges with the BJP’. But the ultimate twist was given in the second part of the story that was published in the inside pages. The paper indirectly claimed the story to be an ‘April Fool joke’. Then the questions arose as to how it could be a joke when there was a serious war going on between the ruling YCP and the TDP.

Then, the TDP started an all out attack, saying that CM Jagan Reddy used DC owner Venkataram Reddy to play the wicked April fool joke. Not stopping at that, Nara Lokesh, Atchannaidu, Ayyanna Patrudu and all others joined the attacks. They said that it was CM Jaganmohan Reddy who has made April fools out of all the 5 crore people of Andhra Pradesh with his lies, falsehoods and false promises.

The issues of Capital shifting, Special Status, Polavaram funds, Sanna Biyyam, pensions for 45 year old people and Council came into the picture. CM was accused of taking U-turn on all these and betraying the AP people after coming to power with their votes. For just one story in the Deccan Chronicle, the TDP ran a full scale battle. The party has also released a short video film on how Jagan Reddy has made AP an April fools state with his betrayals and false statements.

Jagan clears Telangana origin govt staff’s return to home state

It was a red-letter day for 711 Andhra Pradesh government employees who hail from Telangana, as Chief Minister Y.S. Jagan Mohan Reddy on Wednesday gave his nod for relieving them.

The employees were allotted to Andhra Pradesh as per the guidelines drafted for the state’s bifurcation, and were working here but wished to return to Telangana.

A delegation of AP Government Telangana Native Employees called on the Chief Minister at his camp office here on Wednesday and requested the latter to relieve them from services in Andhra Pradesh so that they could join duty in Telangana.

The Chief Minister agreed to their request and extended his best wishes to the employees.

The Chief Ministers of Telangana and Andhra Pradesh had discussed the issue previously, and had agreed to resolve the matter.

Jagan to launch vaccination at Grama Secretariats

The Central Government has given the green signal for giving vaccination to all those above 45 years from April 1 regardless of their health conditions. Following this, the State Government has made arrangements. AP Chief Minister YS Jaganmohan Reddy is going to launch this programme today.

Unlike in other States, the Jagan Reddy regime has decided that the vaccination be taken up at the Grama and Ward Secretariats. This is expected to bring the vaccination drive within the reach of the common public. The Chief Minister is going to launch this programme at the Bharatpet 140th ward in Amaravati Road in Guntur city today.

At the same venue, Mr. Jagan Reddy is going to get Covid vaccine himself. The authorities and medical doctors have made all the arrangements for administering the vaccine to the Chief Minister.

Right now, the Covishield vaccine made by the Serum Institute of India is being given to the people mostly. To some extent, Covaxin is also being given at a concessional rate of Rs. 250. Today, the officials are going to administer Covaxin to Mr. Jaganmohan Reddy in Guntur city. Covaxin is made by Bharat Biotech, Hyderabad and it is reported to have higher percentage of success.

Jagan releases Rs 254 Cr towards YSR Beema

AP Chief Minister YS Jaganmohan Reddy has released Rs 254 Cr for the beneficiaries under the YSR Beema programme. The benefits were being given to those whose names were enlisted in the banks. Assistance was given to the families of over 12,000 persons who met with accidental deaths.

Speaking on the occasion, Mr. Jagan Reddy has said that the insurance benefit to these uncovered families was being borne by the State Government out of humanitarian considerations. The State Government was totally implementing the insurance programme with its funds totally.

In the past, 50 per cent contribution used to come under the PMJJBY and PMSBY. This benefit was not available now. The Central Government has withdrawn its 50 percent contribution, but the State was continuing the scheme. Free insurance was being given to 1.41 Cr people every year by spending Rs. 510 Cr.

The Chief Minister has said that with the help of the volunteers, over 61 lakh families were given help to open their accounts in the State.

Andhra CM lays foundation stone for 1.5 km wall

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Wednesday laid the foundation stone to construct a retaining wall on the left bank of Krishna river to protect thousands of houses from flooding during the monsoon season.

Costing Rs 123 crore, the 1.5 km retaining wall will stretch from the Kanakadurgamma bridge to Kotinagar.

The wall will bring the much needed relief from floods to about 31,000 people living in Ranigarithota, Tarakaramanagar and Bhupesh Gupta Nagar.

“More than 3,000 families and thousands more will not have any problem even when there are floods,” said Krishna district collector Imitiaz.

Earlier, Endowments Minister Vellampalli Srinivas criticized former Chief Minister and Telugu Desam Party (TDP) supremo Nara Chandrababu Naidu for not solving this problem being faced by these people for several years.

“During the first floods soon after becoming the CM, Y.S. Jagan Mohan Reddy has decided to build a retaining wall here,” said Srinivas.

The foundation stone laying ceremony was attended by Vijayawada Mayor Rayana Baghyalakshmi, Ministers Kodali Sri Venkateshwara Rao, Perni Venkatramaiah, other ministers and several officials.

Nimmagadda’s last press meet as SEC: No fireworks!

When Andhra Pradesh State Election Commissioner (SEC) Nimmagadda Ramesh Kumar announced yesterday (Tuesday) that he will hold a press conference at 10 am today (Wednesday) on the occasion of his retirement on Wednesday, everyone expected that he will lash out at YSRCP government and Chief Minister YS Jaganmohan Reddy for removing, troubling, harassing him and obstructing him from performing his duties as SEC since March last year.

However, Nimmagadda’s press meet ended today without any fireworks.

He avoided taking even the names of YSRCP government or YS Jagan.

Instead, he thanked the state government for cooperating with him in conducting the recent elections for local bodies in AP successfully.

Nimmagadda thanked Chief Secretary Adityanath Das and other government officials and staff saying that he could successfully hold elections due to their support and cooperation.

However, there was only one issue on which Nimmagadda expressed anger.

That was denying him voting right in AP during local polls.

He said he will approach AP High Court as a common citizen to secure his voting right.

Nimmagadda said he had cancelled his vote in Hyderabad and applied for a vote in his native village in AP but the district collector concerned kept his application pending even today.

In a way, Nimmagadda’s five-year term ended on a peaceful note on Wednesday contrary to all expections.

AP BJP leaders pressurise Bandi Sanjay for Tirupati campaign

The Andhra Pradesh BJP leadership is stepping up pressure on BJP Telangana unit president Bandi Sanjay to campaign for BJP candidate in upcoming Tirupati Lok Sabha by-poll on April 17.

Bandi Sanjay is known as a ‘hard core Hindutva leader’ in BJP party.

Bandi already created a flutter in AP politics earlier prior to issuance of Tirupati Lok Sabha election notification asking Tirupat voters to choose whether they want “Bible party” or “Bhagawadgita party”.

Bandi was referring to ruling YSRCP as “Bible party” terming YSRCP chief  and AP CM YS Jagan as a Christian and BJP as a Hindu party.

Bandi’s statement earned him popularity among Hindu community in AP.

The AP BJP leadership is hoping that if Bandi campaigns in Tirupati, it will polarise Hindu votes in favour of BJP and ensure BJP’s victory as Tirupati is the holy place for Hindus.

The AP BJP is planning to hold a huge rally in Tirupati on April 14 and is trying to rope in Bandi for this public meeting.

Who will repay Jagan regime massive loans?

Commentators, especially middle class people, are coming out with sharp reactions to the defensive arguments made by the YCP Government on the issue of huge loans. Chandrababu Naidu has also procured massive loans in his time but there was a balance of development and welfare at that time. They used to support their arguments saying the loans were used in developing basic infrastructure in health, education, agriculture and other sectors.

Now, the situation has become quite strange. The Jagan regime has come out with a smart argument that it has not not misused the huge loans but only distributed them towards cash benefits being given to the poor people. But then, the question is raised whether this massive welfare spending has helped in raising the living standards and spending capabilities of the poorer sections in a big way.

The middle class sections, who consist of the largest tax paying segment, are particularly concerned over the manner in which the YCP Government tried to defend its bringing huge loans. While the ultra rich default the banks and get away with that, the poorer sections are getting cash benefits from the Governments enough not to work. Eventually, it is the middle class segment and employees and small businesses who are made to suffer.

If the Government goes on bringing huge loans to give free cash benefits to the poor, then how it has to be repaid. The Government itself is saying the revenue has fallen by 3.37 percent during 2019-2020. The YCP arguments have undoubtedly triggered greater concerns like never before on the economic situation and State debts among the people.

Gandhiji Gram Swaraj falls at YCP volunteers’ feet?

For decades, there have been demands for upholding the powers of sarpanches for the sake of good governance in villages. But, all through, the higher level elected representatives always infringe upon their rights. Now, a more serious attack is made on the rights of the sarpanches in AP. The GO No. 2 issued by the Jaganmohan Reddy Government goes an extra step to obviously clip the powers of the elected sarpanches.

Despite rising criticism, the YCP has been bringing such GOs which are eventually landing in the courts. The GO 2 is being seen as something antithetical and inconsistent with the 73rd Amendment of the Constitution that vested the sarpanches with special rights and responsibilities. With this, Mahatma Gandhi’s noble dream of Gram Swaraj now falls at the feet of the volunteers who are being dubbed as the YCP appointed political activists rather than local public servants.

Strongly condemning the GO 2, TDP MLC Nara Lokesh has said that this would go against the spirit of the 73rd Amendment and also against Article 243G of the Constitution. He deplored that the ruling party was coming out with unimaginable GOs continuously only to continue its suppression of all sections of the people. He demanded immediate withdrawal of the GO 2 and accused the YCP regime of scheming to detach sarpanches from Grama Secretariats though these became the focal points of panchayat administration.

Naidu under huge pressure to rediscover TDP

In the last leg of his long political career, former Chief Minister N Chandrababu Naidu is faced with a challenging task of saving the Telugu Desam Party (TDP) from the rival onslaught. In the Mahabharata, they say that there were countless reasons for the tragic end of Karna. In the case of the TDP too, there are too many challenges that appear almost unsolvable considering the ruthless attacks from the YCP, the BJP and the Jana Sena parties.

Amidst this, Mr. Naidu is under unforeseen pressure to rediscover his party and refurbish it from top to bottom. But the question is how to go about this. Usually, they say one needs a thorn to remove a thorn. Presently, the biggest real challenge for the TDP is to deal with the dangerous attack launched by CM Jagan Reddy and his party from micro and macro levels. The all round rowdyism, money and muscle power coupled with the captive religious vote bank have made Mr. Jagan Reddy an unchallengeable leader overnight after his victory in the 2019 election.

The pro-YCP commentators try to weaken the morale of Mr. Naidu by saying that only Jr. NTR would be able to breathe new life into the TDP. They are always ready to brand Nara Lokesh as inefficient. On the other hand, political analysts ask how Jr. NTR could face the mighty muscle power of Jagan Reddy. Even Pawan Kalya, who is known as the Power Star, could not stand the street power of the YCP and joined hands with the Modi-Shah duo to protect his cadres from the YCP political harassment.

Undoubtedly, Mr. Naidu’s immediate challenge seems to be preparing his party to match with the mob power of the YCP at the village, mandal, district and State levels. Along with this, the TDP must focus on socio-economic and political reengineering focusing on elimination of total opposition in favour of a single party existence.

Can TDP face YCP-BJP onslaught in Tirupati?

The political circles are eagerly waiting to see how the rival parties will clash with their strategies in the Tirupati bypoll. TDP nominee Panabaka Lakshmi has already filed her nomination and started campaigning. YCP nominee Dr M Gurumurthy and BJP nominee K. Ratna Prabha will file their nominations today. While Gurumurthy chose to seek blessings at Dr Ambedkar statue, Ratna Prabha is visiting Tirumala for Sri Vari blessings.

Tirupati parliament segment consists of four assembly segments in the Nellore district and three districts in the Chittoor district. In both these districts, the YCP has gained an indisputable upper hand over the TDP in the 2019 elections. Especially, Chittoor is posing a bigger challenge for Naidu considering rising threat from Minister Peddireddy Ramachandra Reddy, Chandragiri MLA Chevireddy Bhasker Reddy and their party followers.

It was Peddireddy and Chevireddy who played a crucial role in ensuring a historic defeat to the TDP in the panchayat polls in Chandrababu’s own Kuppam assembly segment in the Chittoor district.

With renewed enthusiasm, the YCP has been claiming that they would aim at a majority of 4 lakh this time. The YCP got 2.28 lakh majority in 2019. On its part, the BJP is threatening to split the TDP vote considerably. Doubtless to say, it is going to be a greater challenge for Naidu to face the YCP-BJP onslaught.

Can Jagan rule persuade High Court on 3 Capitals?

The High Court of Andhra Pradesh under the leadership of present Chief Justice AK Goswami is silently giving challenges to the Jagan Reddy regime. No judge, not even the CJ of AP, are making any adverse comments on the Jagan administration style. But they are giving tough verdicts in tune with the law. The recent decision of the High Court bench to hear 3 Capitals petitions afresh is being seen as a major challenge for CM Jagan and his Ministers immediately.

Against this backdrop, Municipal Administration Minister Botsa Satyanarayana once again made confusing comments. He has asserted that their Government is not losing hope on the 3 Capitals bills. The Jagan Cabinet is confident of winning the cases that were filed against the Capital shifting.

Botsa says their Government would persuade the High Court on the need for decentralised development. They were ready to show all the facts why 3 Capitals were badly required for the people of all the three regions.

The Minister did not just show his party confidence but he confirmed that they would certainly create 3 Capitals by shifting Executive Capital to Visakhapatnam.
The political circles, especially the TDP leaders, are indeed stunned at the new confidence of the Jagan regime. The legal battle on Capital shifting is undoubtedly going to be a big sensation all over the country.

YCP MLA dies due to prolonged illness

YCP’s Badwel MLA Dr Venkata Subbaiah has passed away while receiving treatment for a prolonged illness. For the past few weeks, the MLA has been suffering relapses of his disease. He received treatment at a private hospital in Kadapa. He has later shifted to Badwel where he breathed his last.

Chief Minister YS Jaganmohan Reddy, Opposition Leader N Chandrababu Naidu, Deputy CMs, MLAs and others have conveyed their condolences to the bereaved family members. The YCP activists and sympathisers arrived at the MLA residence after hearing about the news.

The YCP leaders have recalled the services rendered by Dr. Venkata Subbaiah both as a doctor and as a legislator for the local people.

With his death, the Badwel bypoll would have to be held in the next six months. Already, Tirupati MP seat bypoll is slated for April 17 because of the death of YCP MP Balli Durgaprasada Rao. He died due to Covid infection at the height of the epidemic spread last year.

Andhra CJ commemorates Anantapur court’s centenary celebrations

Andhra Pradesh Chief Justice Arup Kumar Goswami on Saturday commemorated the centenary celebrations of the Anantapur district court.

As part of the event, Goswami unveiled a pylon to mark 100 years of the Court’s establishment. Later, he inaugurated the bar extension building in the Court.

Anantapur district court was established in 1920. British judge J.W. Hughes was the first district and sessions judge of this court.

Aruna Sarika is the current principal district judge.

Other High Court judges who accompanied Goswami included C. Praveen Kumar, Uma Devi, M. Ganga Rao, M. Venkataramana, R. Raghunandan Rao and K. Suresh Reddy.

Telangana High Court Judge C. Kodandaram also attended the celebrations.

AP CM relaunches refurbished Spandana portal

Andhra Pradesh government launched a refurbished Spandana portal, a one-stop public grievances redressal platform.

Chief Minister Y S Jagan Mohan Reddy relaunched the modernised portal on Friday and directed the officials to keep a track of the grievances being addressed by the concerned departments.

The renovated portal comes with the option of reopening grievances.

“Citizens can reopen the grievances in case they are not satisfied with the redressal. Reopening of grievances can be done twice, first at the district level and second at the head of the department level,” said an official.

They can be categorised into critical, high and general.

Public grievances can be raised at the village and ward secretariats through call centres, self-service through the portal or app.

Likewise, citizens can check the status of grievances through a web link provided to them, calling at 1902 or visiting the nearby village or ward secretariats.

The new Spandana portal enables citizens to give feedback through a link or over a phone call from a call centre agent.

As part of the new system, regular field level surveys will be carried out to ensure grievances are thoroughly redressed.

On the submission of a complaint by a citizen, officials are required to directly track and resolve it. Officials are required not to leave grievances unresolved and when rejecting a grievance, they should point out the exact reason why a grievance is being rejected.

“There should be a fortnightly review by the secretaries at the state level and district collectors at the district level to monitor the quality redressal and effectiveness of Spandana portal,” said Reddy.

He approved the erection of a digital screen at his camp office which displays Spandana dashboards.

At a time when rebel Yuvajana Sramika Rythu Congress Party’s (YSRCP) Narasapuram MP Kanumuru Raghu Ramakrishna Raju is incessantly lecturing about morals, ethics, integrity and other virtues, another Central Bureau of Investigation (CBI) case was registered against him for alleged bank forgery scam worth Rs 238 crore.

The CBI has registered cases against Raju and his family members for alleged criminal conspiracy, cheating, forgery of valuable security, forgery for the purpose of cheating, using forged documents as genuine and criminal misconduct by a public servant.

Acting on a complaint from S. Ravichandran, deputy general manager of the State Bank of India, SAMB in Chennai, the CBI has registered the case.

In his complaint, Ravichandran alleged that nearly a total amount of Rs 238 crore has been stolen from the bank by Raju and other officials from Ind Bharath Power Gencom Ltd.

“A complaint dated March 23 has been received from Ravichandran, DGM, SBI, SAMB, Chennai wherein it has been alleged that the borrowing company, its directors and other unknown persons and public servants conspired and committed the acts of cheating,” the FIR mentioned.

According to the first information report (FIR), Raju, Kanumuru Rama Devi, Kanumuru Indira Priyadarshini, Ganta Ambedkar Rajkumar, Dumpala Madhusudhana Reddy, Narayana Prasad Bhagavathula, Ramachandra Iyer Balakrishnan and other unknown persons and public servants have been listed as the accused in the scam.

The accused allegedly indulged in forgery using valuable securities, used forged documents as genuine, engaged in criminal misconduct and cheated the lending bank.

The CBI booked the accused under IPC Sections 120 – B read with 420, 467, 468 and 471 and Sections 13 (2) read with 13 (1) (d) of PC Act, 1988.

“As per RBI’s master directions on frauds, the complaint shall be lodged with the CBI by the PSU bank with the largest exposure to the account in the consortium. And since Axis Bank, the lead lender being the private bank in the consortium, SBI is filing the complaint,” said the SBI DGM in his complaint.

Ravichandran urged the investigation agency to take necessary action against the accused persons as per the provisions of the criminal law.
