Amaravathi land scam: AP High Court directs CID not to take action against Naidu, Narayana

1

The Andhra Pradesh High Court on Friday (today) directed AP CID not to take any action against TDP chief and former CM N Chandrababu Naidu and former municipal minister in Naidu’s cabinet P Narayana in alleged Amaravathi land scam during the TDP regime.

The High Court ordered AP CID not to take any action against both the leaders for another three weeks.

The High Court also directed AP CID to file a counter in this case by April 19.

The High Court posted further hearing on this case on April 19.

It may be recalled that AP CID had file FIR in Amaravathi land scam on March 12 this year in which Naidu was named as A-1 (accused no.1) and Narayana as A-2.

The CID stated that both the leaders resorted to irregularities in the pooling of land for the construction of AP new capital city Amaravathi in 2015 when TDP was in power.

The CID had served notices to Naidu and Narayana directing them to appear before CID on March 23 and March 22 respectively for probe in the case.

The CID in its notices also threatened to arrest them if they did not appear before the CID for probe.

Naidu and Narayana approached High Court against CID.

On March 20, the High Court stayed CID probe against Naidu and Narayana until further orders.

South Korean top logistics company shifts from AP to Telangana!

11

The AP economy is already reeling under worst crisis due to cash dole out schemes of YSRCP government without creating assets and employment and also due to corona pandemic for the last one year.

The AP government’s priority should be to encourage industrialisation and employment generation to revive the economy.

But sadly, the YS Jagan government is focused more on elections and vote bank politics and Navaratnalu schemes.

A top South Korean company, considered to one among the top-10 logistic companies in the world, has planned to set up its stock point in Andhra Pradesh.

It submitted a proposal to AP government seeking 75 acres land in Amaravathi.

But the Jagan government kept this prooposal pending for months.

Upset with it, the company has now decided to shift the stock point to Hyderabad city outskirts.

The establishment of this company in Amaravathi would have provided direct and indirect employment to several thousands of people besides contributing huge tax revenues to AP government.

But Jagan who is on a mission to kill Amaravathi right from Day-1 of becomng CM in May 2019, ignored the company’s proposal to set up stock point in Amaravathi.

Since getting 75 acres land in Vijayawada, Guntur is difficult and expensive, the company proposed to set up its unit in Amaravathi, where the government has huge parcels of vacant land that was mobilised during TDP regime for the construction of Amaravathi capita

0

inisters, Y. S. Jagan Mohan Reddy and K. Chandrasekhar Rao, and Governors Biswa Bhusan Harichandan and Tamilisai Soundararajan extended Ugadi greetings on Monday.

“On this happy and auspicious occasion of “Ugadi”, the Telugu New Year Day, I extend my heartiest felicitations and greetings to the people of Andhra Pradesh and to the Telugu people living all over the world,” said Harichandan.

He said Ugadi is a festival of joy and happiness as the New Year brings new hope of a bright future for the people.

“I hope that ‘Sri Plava Nama Samvatsara Ugadi’ will usher in peace, prosperity, harmony and happiness among all the people and all sections of the society,” he greeted.

Rao said Ugadi is known as the beginning of agriculture year and primarily a festival of farmers and welcomed the end of fall and the beginning of spring season.

“It is also part of the age-old tradition that on Ugadi festival day people consume the special preparation, the Ugadi Pacchadi. It is made of fresh neem flowers, tamarind, raw mango, sugarcane and other ingredients which symbolizes various tastes from sweet, sour to bitter and this itself signifies various divergent experiences one encounters in daily life,” said the Telangana CM.

Along with Ugadi greetings, Soundararajan exuded confidence that ‘Sri Plava Nama Samvatsaram’ will usher in a healthy and pandemic free life to all the people across the globe.

Similarly, Reddy extended his Ugadi greetings and wished for abundant rains, bounteous crops and prosperity to farmers.

AP police arrest 10 treasure hunters for hammering Nandi idol

0

Andhra Pradesh’s Chittoor police arrested 10 persons for stealing and destroying a Nandi idol from a temple in a Dalit colony in Jagamarla village, believing that diamonds were embedded inside it.

Police arrested M. Venkata Chalapathi (43), K. Srinivasulu (34), K. Hari (34), B. Sridhar (27), G. Venkatesh (24), P. Dasaradaiah (40), G. Narasimhulu (60), K. Ranga Babu (40), D. Prakash (34) and B. Munendra (29).

On April 4, police received a complaint that the Nandi idol belonging to Vandana Malleswara Swamy temple, located in the Koundyana forest area near the Scheduled Tribes (ST) colony in Devalampeta locality of Jagamarla village in Palamaneru mandalam was stolen.

Acting on temple priest S. Narasimhulu’s complaint, police registered a case under IPC Section 379 and started investigation.

Around 6.30 p.m. on Saturday, police received a tipoff that five people were moving suspiciously in Jagamarla forest area, prompting the cops to round them up and question.

“On questioning, they admitted that they decamped with the Nandi idol, believing that it had diamonds inside it. Another five more persons have been arrested as part of the probe,” said a police official.

Chittoor superintendent of police (SP) S. Senthil Kumar said that Srinivasulu, also known as Ashwathama, belonging to Nagarkurnool district in Telangana and his local friend Hari from Kandada together went to check the idol on March 21, which they would eventually decamp with.

Kumar said on March 26, Srinivasulu dispatched Hari, who along with Chalapathi, Sridhar, Venkatesh and Ranga Babu stole the idol and hid it in a pond at Gangasagaram village belonging to one Munindra.

The treasure hunters planned to break open the idol on March 27 but one of the thieves, Ranga Babu, came with Prakash Naidu, Narasimhulu, Dasaradhayya and Gopi to steal it again from the place where it was hidden.

In the second theft of the idol, Ranga Babu and his accomplices stole it away to Poyya village in Thottembedu mandalam and buried it.

On April 2, they dug out the idol and hammered it into pieces to find no diamonds in it. Since abandoning the idol pieces will raise suspicion, they threw the Nandi pieces in Swarnamukhi river.

“Gopi, who broke the idol into pieces died in a road accident three days ago while the remaining 10 accused have been arrested, along with the confiscation of an auto rickshaw, one Tata Ace, three two-wheelers and the idol pieces,” he said.

This incident comes in light of several alleged temple attacks which already rocked the southern state.

Under the TDP government, 163 temple offences were reported in 2015, 139 in 2017, 123 in 2018 and 177 in 2019, when the government transitioned to the YSR Congress Party (YSRCP).

In 2020, a year which saw an uproar following the chariot burning at the Sri Lakshmi Narasimha Swamy temple in Antarvedi, there were 143 alleged temple offences.

Andhra’s Tika Utsav target hits wall on depleted stocks

Despite grand plans to vaccinate six lakh people per day, during the Tika Utsav which began on Sunday, Andhra Pradesh has had to settle for just one lakh vaccinations – its entire stock in hand. The depleted vaccine stocks have forced the officials to postpone the campaign in some districts, and organise it on a lower scale in other districts.

Chief Minister Y.S. Jagan Mohan Reddy had announced that the state would be vaccinating six lakh persons per day, during the four day Tika Utsav campaign called by Prime Minister Narendra Modi. The chief minister had also written to the centre, requesting 25 lakh doses of covid vaccine, in this regard.

But with the central government yet to respond to the state’s request, the stocks have dropped abysmally. As a result, the Utsav had to be postponed till the arrival of fresh stocks in Anantapur district. District authorities said that vaccination would commence on a war footing in the district, as soon as fresh stocks arrive.

The situation is not very different in most of the other districts which are grappling with low stocks and growing demand. State officials said that East and West Godavari, Nellore, Prakasam, Visakhapatnam, and other districts are using the available stocks to vaccinate people in urban areas. In some other districts, the authorities are using the limited stocks for vaccination in both, urban rural areas.

With no sign of fresh stocks arriving soon, and Covid cases on the rise with every passing day, authorities are a concerned lot in Andhra Pradesh.

YSRCP MPs wil resign if TDP wins Tirupati LS bypoll!

3

All the YSRCP Lok Sabha members will resign to their posts if the TDP wins the upcoming Tirupati Lok Sabha bypoll to be held on April 17, declared senior YSRCP leader and minister Peddireddy Ramachandra Reddy on Sunday (today).

Peddireddy said the YSRCP has accepted the challenge thrown by TDP chief N Chandrababu Naidu to treat Tirupati bypoll as a ‘referendum’ on two-year old Jagan government.

However, Peddireddy has put a condition that three TDP Lok Sabha members along with YSRCP rebel MP Raghurama Krishna Raju, who is with TDP camp now, should also resign, if YSRCP wins.

If Chandrababu agrees to our challenge, the YSRCP is also ready to accept his challenge.

Peddireddy alleged that TDP, BJP and Janasena are ‘hand in glove’ in Tirupati bypoll.

He said these three parties entered into a tactical understanding to defeat YSRCP in Tirupati but people are behind YSRCP and YSRCP wil retain Tirupati seat with a bumper majority.

Peddirdddy rubbished reports that Jagan cancelled his election meeting in Tirupati on April 14 due to fear of losing the election if he campaigns as there is public anger against Jagan.

The minister clarified that Jagan cancelled his meeting only because of increasing corona cases in Chittoor and Nellore districts.

Will Tirupati voters elect a new face in by-election?

3

Being in power is considered the major advantage for the ruling YCP in the Tirupati by-election. In addition to this, it has won the seat in both 2019 and 2014. As such, the YCP leaders are fully confident of victory. At the same time, they are worried whether they can achieve the goal of winning with a far higher majority in accordance with the instructions of CM Jaganmohan Reddy.

Amid this, political circles are making calculations as to which disadvantages are likely to upset the wishes of the Chief Minister and his party. The immediate disadvantage seems to be the fact that Mr. Jagan Reddy has straightaway put a new face as their party nominee. Dr. Gurumurthy is not known to the YCP party leaders themselves till his candidature was announced.

Analysts are saying that in the 2019 election, there was a Jagan wave in all sections of people and the voters elected whoever was put up by him in that election. Nandigam Suresh was one example as he won the Bapatla parliamentary seat despite being a new face there. But, the situation is no longer the same in this bypoll. Since they are voting to elect an MP, the Tirupati voters are more likely to look at the past two years performance of Jagan Reddy and their party candidate’s capabilities.

Also, the YCP is facing another disadvantage from the too many controversies erupting surrounding the Tirumala Tirupati Devasthanams (TTD). Moreover, the general public are also discussing the industries that were brought under the previous TDP regime and the lack of new initiatives under the YCP rule.

Now, Jagan to assess the performance of IAS, IPS officers!

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is grabbing all the powers one after the other.

In the latest orders issued by the AP government on Saturday, it was mentioned that the CM will assess the performance of IAS and IPS officers working in the state henceforth.

Normally, Chief Secretary has the powers to assess the performance of IAS and IPS officers.

However, the AP government on Saturday amended service rules of All India Service (AIS) officers like IAS, IPS officials.

The CM’s performance report will now be the basis for promotions to IAS and IPS officers.

Even for sending IAS, IPS officers for central deputation, the CM’s performance report will be the basis.

With this, all IAS and IPS officers in Andhra will now have to strive hard to be in the good looks of Jagan to get promotions or central deputations.

Surprisingly, Jagan has exempted Governor’s secretary from his purview.

Andhra needs 25L vaccines to make ‘Tika Utsav’ a success

1

Staring at Coronavirus vaccine shortage in time for ‘Tika Utsav’ (vaccine utsav), Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy wrote to Prime Minister Narendra Modi to supply 25 lakh more vaccine doses.

“There is an urgent need for another 25 lakh doses for our state which if made available to us before April 11, Tika Utsav can be celebrated under your able leadership in my state in a grand manner and it can be showcased at the national level,” wrote Reddy on Friday.

He highlighted that the southern state has only 2 lakh vaccine doses currently and another 2 lakh doses were expected to be received on Friday.

Following Modi’s video conference with chief ministers on Thursday, Reddy directed officials to vaccinate at least 6 lakh people a day during the ‘vaccination utsav’ between April 11 – 14.

“We have drawn out an action plan to cover 6 lakh people (4 lakh in rural areas plus 2 lakh in urban areas) per day, totalling to 24 lakh people in four days of the Tika Utsav. However, for ensuring that Tika Utsav is a success, vaccine supplies must be assured,” he noted.

The chief minister requested the Prime Minister to instruct health ministry officials to supply 25 lakh doses.

Reddy promised that the state government will extend full cooperation to the Union Government in all aspects with regard to Coronavirus management and vaccination.

Meanwhile, the CM also took the opportunity to showcase the village and ward volunteer system put in place to distribute governance to the grassroots and how useful it will prove to be during the ‘Tika Utsav’.

“My state has a system of volunteers where a dedicated volunteer takes care of the needs of 50 families. These volunteers would be roped in to mobilise eligible persons for vaccination,” said Reddy.

According to the Chief Minister, during the special vaccination drive, 1,145 villages and 259 wards covering respective areas of 1,140 primary health centres (PHCs), and 259 UHCs will be covered.

“In four days, 4,580 villages and 1,036 urban wards shall be covered to ensure all persons above 45 years of age are vaccinated on a saturation basis,” Reddy said.

He said all the district administrations would be involved in this drive so that the programme gets a festive look.

Jagan’s comprehensive land survey, a non-starter

1

Andhra Chief Minister YS Jaganmohan Reddy launched a comprehensive land survey amid much fanfare in December 2020.

At that time, Jagan announced that his government will complete land survey using modern technology within two years and resolve all land ownership disputes and make Andhra Pradesh, a ‘land dispute free state’.

He said state government will issue new pattadar passbooks and provide dispute-free ownership rights to all landowners.

However, after four months, there is no progress in the survey.

Worse still is, even the preliminary survey could not be completed in Krishna district so far, which has been selected for the pilot project.

Only one survey drone was allotted for the survey in the district.

Even this drone crashed due to a technical glitch. The government failed to allot another drone. With this, the survey came to a halt.

Krishna district was divided into three parts for the survey to cover 1,005 villages in 53 mandals. In the first phase, 332 villages were identified.

The target was to complete each phase in six months. However, not even village maps were prepared in the last four months.

Tackle human trafficking with victim-centred approach: Andhra Guv

0

Andhra Pradesh Governor Biswa Bhusan Harichandan has stressed on the need to tackle the menace of human trafficking with a victim-centred approach.

“The set of five user-friendly handbooks on human trafficking will be helpful to the duty-bearers in Andhra Pradesh as a useful tool in the prevention and tackling of human trafficking in the state,” said Harichandan on Thursday during the launch of the ‘handbooks on countering human trafficking’.

The book was brought out by Prajwala, an NGO devoted to eradicate forced prostitution and sex trafficking.

The Governor called Prajwala’s initiative unique and designed to assist duty bearers such as judicial officers, prosecuting officers, child welfare committees, labour officers and civil society organisations.

Jagan more worried about AP economy: 2nd wave

3

AP Chief Minister YS Jaganmohan Reddy is usually cool even in the face of unexpected challenges. He took bold steps on shifting Capital City regardless of the huge loss to the State economy. He went for reverse tendering on Polavaram despite knowing difficulties to get the Central funds. His Government did not care when YCP leaders harassed solar power projects and Kia Motors. All these factors led to near zero investments by large multi-nationals.

Such a confident Chief Minister is now worrying about the second wave of Coronavirus and its possible impact on the AP finances. Already, the State suffered a loss of Rs. 21,000 Cr in the first wave. The special Central funds and huge donations could not even help to tackle the health crisis properly at that time.
Reduced State revenue has made the Jagan Reddy Government to look for loans even for payment of salaries. Even the payments of pensions to the retired employees were being delayed. As AP was taking more loans, the Modi regime has imposed a ceiling on its borrowings.

Amid this, CM Jagan is asking AP health officials to be alert and take all preventive measures possible. Another lockdown would cripple the State. Doubtless to say, if neglected, the second wave is expected not just to cause huge human loss but it will destroy economies and people’s incomes severely.

Jagan writes letters to reach out to Tirupati voters

0

The Opposition leaders have stepped up their campaign in the Tirupati by-election. TDP chief Chandrababu Naidu and Nara Lokesh took a direct plunge into the campaign. TDP candidate Panabaka Lakshmi, BJP candidate Ratna Prabha and others have been vigorously campaigning in nook and corner of the constituency. YCP nominee Dr Gurumurthy is matching with the profiles of Panabaka who is a former Union Minister and Ratna Prabha, who is a former Chief Secretary.

Ministers are campaigning on behalf of their party candidates. But still, there is some gap with Chief Minister Jaganmohan Reddy not starting his campaign early. He is expected to take part in a public meeting towards the end of the election campaign on April 14.

In order to bridge the cap, the Chief Minister has written letters to each and every family in the Tirupati parliamentary constituency. He has explained in the letters how his Government has implemented the welfare schemes and cash promises with determination.

CM Jagan did not make any political comments or election related statements in his letters. He has scrupulously avoided making comparisons to the previous Government also. He simply urged the voters to vote for fan symbol and elect his party nominee.

KCR’s “PRC pressure” on Jagan

0

Telangana Chief Minister K Chandrashekar Rao recently announced 30% fitment (salary hike on basic pay) for state government employees as part of implement new PRC (pay revision commission) recommendations in Telangana.

The new PRC came into force in Telangana from April 1, 2021.

Telangana employees will draw higher salaries than Andhra employees from this month.

With this, AP employees associations are bringing pressure on AP CM YS Jaganmohan Reddy to implement new PRC in AP along the lines of Telangana PRC.

However, the AP government’s financial condition has become worse under Jagan’s rule.

It is not able to pay even salaries for staff in time. Normally, the state government employees receive salaries on the last working day of the month. But under Jagan’s rule, they are getting salaries by the 10th of the subsequent month.

In this situation, if Jagan implements 30% PRC for employees like Telangana, the AP government has to bear nearly Rs 10,000 crore additional burden every year.

Jagan government is struggling to pay even the existing salaries.

Despite this, Jagan’s ministers are making false promises to employees that Jagan will soon announce PRC higher than Telangana.

Centre’s meeting with AP, TS to resolve bifurcation disputes failed!

0

The Centre’s fresh attempt to resolve state bifurcation related disputes between Telangana and Andhra Pradesh by conducting a meeting with top officials of both the states on Wednesday (today) in Delhi has ended inconclusively.

The chief secretaries of both the states besides top officials of various departments attended the meeting convened by union home secretary Ajay Kumar Bhalla through video conference.

In the meeting, both the states sparred over the division of assets and liabilities of common institutions located in Hyderabad as usual.

While Telangana argued that all the assets in Telangana belonged to the Telangana government based on their location, the AP government argued that they should be bifurcated on the ratio of the population (52:48), that is 52% should be allotted to AP and 48% to AP as those institutions were built in Hyderabad with the utilisation of entire state funds in Undivided AP since Hyderabad was the capital city of Undivided AP.

The Telangana government refused to share these assets with AP.

Several institutions located in Hyderabad have assets in the form of huge buildings and vast lands which are worth several thousands of crores of rupees.

Besides, these institutions have bank deposits were worth several thousands of crores of rupees lying in banks since 2014.

Both AP and TS government are staking claim over these assets and bank deposits and approached courts against each other.

But nothing happened even after nearly seven years of bifurcation of AP.

Modi will remove reservations for SC, STs: Panabaka

5

The Tirupati bypoll campaign is reaching peak levels now. The rival parties are levelling non-stop and hard hitting allegations against each other. Now, TDP nominee Panabaka Lakshmi has raised her voice against the Prime Minister himself, saying that Mr. Modi is deliberately causing problems for the people by going ahead with the privatisation of the Visakha Steel Plant. This is going on despite all round criticism including the YSRCP.

Ms. Lakshmi feared that going by the Prime Minister’s, there would be no wonder he would also remove all sorts of reservations for the SC, STs in the country. These reservations were provided by Dr. Ambedkar in both jobs and competitive examinations. It was meant for giving a level playing field for the weaker sections. The BJP, which is selling away all public sector units, may one day announce that there would be no reservations for anybody.

The BJP is not strong in Tirupati now. The fight is mainly between the YCP and the TDP. But still, Panabaka Lakshmi is making special mention of the BJP. Analysts say that the TDP has every reason to worry about the BJP presence. If it loses the election by a thin margin, then the BJP might become responsible for it. Any vote split caused by the BJP would harm only the TDP but not the YSRCP or the Congress.

SEC challenges HC stay on parishad polls

2

It is back to square one. State Election Commissioner Nilam Sawhney has challenged the latest High Court stay order on the ZPTC, MPTC elections. She moved a house motion for immediate relief so that the elections can be continued as per the schedule from tomorrow. She filed the fresh petition in the division bench of High Court after its single judge bench issued the stay order.

Nilam’s fresh petition will come up for hearing today. CM Jagan Reddy’s Advisor Sajjala Ramakrishna Reddy has also said that the SEC should approach the division bench. The parishad polls should be completed as early as possible. This only would help speed up the Coronavirus vaccination process in the State.

Sajjala has been repeatedly making allegations that the TDP is deliberately filing the court cases just to create hurdles in the election process. Because of this, the Government is facing difficulties to effectively take forward the vaccination. The TDP is acting against the interests of the public at such a critical time.

Analysts say that the SEC fresh petition is nothing unexpected. It is in accordance with the Jagan regime’s routine to first file petitions before the single judge bench and then before the division bench of the High Court. If there is no favourable order there, they go to the Supreme Court. Litigation seems to be an effective tool for CM Jagan Reddy to get things done his way.

High Court orders stay on AP parishad polls

6

In a major blow to the Jaganmohan Reddy regime, the High Court of Andhra Pradesh has given stay order on the latest election notification issued by the State Election Commission. SEC Nilam Sawhney issued the notification for the ZPTC and MPTC polls the same day she assumed charge as the new SEC. She gave this notification without completing the constitutional formality of holding the all political parties meeting.

The Opposition parties have approached the High Court seeking dismissal of the Nilam Sawhney poll notification. The HC found fault with the SEC not following the Supreme Court guidelines that four weeks gap should be there between the polling day and the election notification.

Besides issuing the stay order, the High Court has also asked SEC Nilam Sawhney to file her affidavit in the court before April 15. With this, it became clear that the SEC would be left with no choice but to postpone the parishad polls. The High Court has ordered Nilam Sawhney not to take any further steps to take forward the election process.

This is undoubtedly the first major shock to the Jagan Reddy regime since Justice A.K. Goswami took over as the Chief Justice of Andhra Pradesh.

Tirupati bypoll exposes infighting in YSRCP!

2

The ruling YSRCP remains strong and unbeatable in Andhra politics since 2019 Assembly polls.

However, the infighting among YSRCP leaders is adversely affecting the ruling party.

More than opposition parties, it’s the YSRCP own leaders who are harming the interests of the party.

The upcoming Tirupati Lok Sabha bypoll has yet again exposed how infighting has reached alarming levels in YSRCP.

Following the directions of YSRCP chief and AP CM YS Jaganmohan Reddy, the party’s top leaders held roadshows and a public meeting in Tirupathi on Sunday.

Shockingly, not even 1,000 people turned up for these meeting. With this the road shows conducted by ministers, YSRCP MLAs and other party leaders turned out to be a disaster.

YS Jagan reportedly issued stern warning to warring leaders to mend their ways else he will be forced to take stringent action against them.

Jagan told party leaders that if roadshows and public meetings are held without reasonable crowd, then it will send a wrong signal that people are losing interest in YSRCP.

Ministers Anil Kumar Yadav, Peddireddy Ramachandra Reddy, deputy CM Narayana Swamy, MLAs Prakash Reddy, Varaprasad Rao, MLC Balli Kalyan Chakravarthy, TTD chairman YV Subba Reddy, Rajahmundry MP Margani Bharat and YSRCP leader Nedurumalli Ramkumar Reddy held roadshows and public meeting in Tirupathi.

However, the local YSRCP leaders did not cooperate and mobilised the crowd due to infighting among them.
