Is Jagan planning to send Botsa, Peddireddy to Rajya Sabha?

Is AP chief minister YS Jagan Mohan Reddy trying to implement Kamaraj Plan on some of his senior ministers? This is the hottest topic of discussion within the YSRCP circles these days. If sources are to be believed, he is trying to send some senior ministers and YSRCP functionaries to Rajya Sabha so that he can have a free run in the state.

Now what is Kamaraj Plan? When a young Indira Gandhi became the prime minister, she found it difficult to get along with the seniors in the Congress Party. So, a plan was hatched to make all the seniors resign from their posts in the government so that they do the party work. It appears that YS Jagan is now implementing the same plan in YSRCP.

According to highly placed sources, YS Jagan Mohan Reddy is finding handling few seniors very difficult. Despite his autocratic ways, some senior leaders are locally very powerful and are almost dictating terms in the districts. This is making things difficult for Jagan to promote young leaders from one district in north Andhra and one in Rayalaseema. This is proving frustrating for young leaders, who are getting increasingly restive.

For instance in Chittoor district, senior leader and minister Peddireddy Ramachandra Reddy is the one who calls the shots. He is stymieing the growth of young and trusted leaders like Rk Roja and Chevireddy Bhaskar Reddy. In fact, with Peddireddy himself being a minister, there is no possibility of another Reddy becoming a minister from Chittoor. Thus, the political careers of young leaders like Roja and Chevireddy have hit a permanent roadblock.

Ditto with Vizianagaram, where Botsa Satyanarayana calls the shots. It is becoming difficult to make decisions in the district without involving them. If sources are to be believed, there are plans to send both Botsa and Peddireddy to Rajya Sabha so that younger leaders could be promoted. But, will that be possible? Will that be a smooth transition.?

Botsa ultimate logic on ‘work from home’ demand

YCP’s most confusing minister Botsa Satyanarayana has given full clarity on one issue that is burning in Andhra Pradesh as of now. He has clearly clarified that ‘work from home’ is a concept that is meant for the IT industry. Only software professionals would be able to ‘work from home’ but not others. It is all the more difficult and impossible for the Government employees as they have to make themselves available in the field level.

Botsa’s clarification has come amidst the rising chorus from the employees’ associations from all over the State for giving them ‘work from home’ facility. Over 8 employees have died after getting infected with Covid at the State Secretariat in Amaravati Capital City. Several employees of the Tirumala Tirupati Devasthanams (TTD) have also succumbed. Hundreds of employees in different wings of the Government fell ill with the infections.

The Opposition leaders including Chandrababu Naidu have joined chorus demanding ‘work from home’ for the Government employees. Botsa asked Naidu not to confuse the employees with illogical arguments. The Minister told the IT-savvy former Chief Minister that what is possible in the IT industry would not be possible in the Government sector. The Government employees would have to be accessible to the people to provide various services.

Ministers give privilege notice against Ramesh Kumar

YCP Ministers Peddireddy Ramachandra Reddy and Botsa Satyanarayana have been making all sorts of allegations against SEC Ramesh Kumar ever since the panchayat polls began. In fact, they have started hurling personal abuses on him. One YCP leader even asked how Ramesh Kumar could become an IAS officer in the first place. In return, Ramesh also wrote a letter to the Governor seeking action against the Ministers and Advisors for their objectionable remarks.

Sharply reacting this, the YCP Ministers now took their battle to the next level. They gave a privilege notice to the Assembly Speaker saying that they were being insulted by the State Election Commissioner. They charged that the SEC was obstructing with their duties as the MLAs and Ministers. Consequently, there was total suspense as to what action Tammineni Sitaram would take against the SEC.
Analysts say that as usual, the Speaker would also join the YCP leaders in hurling abuses on the SEC just like how he did in respect of Chandrababu Naidu. But, the issue here is that Ramesh Kumar is also the head of a constitutional institution just like Tammineni. It is not constitutionally defendable on the part of the Speaker to unilaterally target the State Election Commission.

However, the political circles were waiting with a bated breath as to what would happen next. On his part, Ramesh Kumar is stepping up his attacks, telling the Chief Minister and his Ministers that it amounts to violation of the election code to pass needless remarks against the SEC.

17,000 townships to come up all over AP: Botsa

Municipal Administration Minister Botsa Satyanarayana has announced grand plans of their Government in the house sites distribution to the poor families. On Christmas day, the Chief Minister would formally launch distribution of over 30 lakh free house sites. At the same time, foundation stones will be laid for over 15 lakh houses.

Botsa Satyanarayan said that in all, their Government was bent on distributing over Rs. 23,538 Cr worth house sites. This has been a prestigious programme for the ruling YCP ahead of the local body elections. The Government is planning to go ahead with the elections whenever they are held. As of now, the High Court has left the decision to the State Election Commission but there is a chance that the YCP regime would again contest this in the Supreme Court.

As such, the local polls can be held only after SEC Ramesh Kumar retires in March. This is exactly what the YCP has been planning for.

Botsa Satyanarayana says that the housing programmes are also prestigious for them. Over 15 lakh houses would be built immediately. A house of 300 sft would be given to the beneficiaries at just Re. 1. Those poor families having their own sites would be given houses at Rs. 1.8 lakh. This massive housing programme would create nearly 17,000 townships in both rural and urban areas in the State in the coming months.

Chandrababu following BJP agenda, says Botsa

YCP’s crisis manager and Minister Botsa Satyanarayana has come up with his typical allegations against the TDP once again. He says that Chandrababu Naidu is following the BJP agenda. It is only because of this, the TDP is trying to obstruct the YSRCP Government’s efforts to make Visakhapatnam the Executive Capital of AP. In the name of attacks on temples, the TDP boss is trying to create hurdles for the Government but that will not stop capital shifting.

The Jagan Reddy regime has been facing lots of allegations for ‘not taking’ action against the culprits in the attacks on temples and also burning of sacred chariots. This has become an advantage for the YSRCP Ministers to convert this crisis into an opportunity. Instead of responding to the challenges of TDP on temple incidents, the Ministers were now saying that by raising the issues of temples, the TDP is simply following the BJP agenda in the State.

Only a few days ago, YCP MP Vijayasai Reddy praised the Modi Government to the skies in the Rajya Sabha. The YCP MPs gave their wholehearted support to the BJP’s two farmers Bills in the Parliament. This was also at a time when even friendly parties of BJP like Akali Dal were opposing the same.

Everybody knows that both YCP and TDP were following the BJP agenda at the national level. Neither party is in a moral standing to accuse the other of being hand in glove with the ‘communal’ BJP.

Is Botsa buying a fort belonging to Vizianagaram Rajas?

YCP crisis manager and Minister Botsa Satyanarayana has risen from humble beginnings to high peaks in a long political career. He is now in the unenviable position of defaming and demolishing Amaravati Capital at the behest of the Chief Minister. Botsa has passed damaging remarks against Amaravati now. Greatly provoked at this, TDP Politburo Member Varla Ramaiah demanded the Minister to explain to the people how he rose from a lower middle class background to become so rich that he was now trying to buy a fort of the Vizianagaram Maharaja’s family. Because of his corruption background, Botsa has no moral standing to criticise Chandrababu Naidu.

It is well known that Botsa was held responsible for Volkswagen not coming to Andhra Pradesh and his comment on loss of Rs. 11 Cr in the scandal was still considered a laughing stock in the state. The TDP argues that if Volkswagen came to the state, it would have created 50,000 jobs by now to the youth of AP. Unlike Mr. Naidu, the YSRCP leaders were committed only to amassing their personal wealth through mindless scams and corruption.

Varla Ramaiah scoffed at the Minister’s comment that Amaravati was developed for benefitting only one caste. Botsa seemed to have no educational qualifications also going by how he was making meaningless statements. If Capital lands belong to only one rich caste, then the Minister should prove it. In fact, of the total 29,881 farmers who sacrificed their lands for Capital city, there were 20,490 small and marginal farmers who contributed less than an acre. There were only 12 farmers who contributed between 20 and 25 acres. Another 142 farmers contributed 10 to 20 acres. Botsa should check these facts before making false allegations against the TDP.

Naidu politicising Vizag Capital, says Botsa

Confusion Minister Botsa Satyanarayana tried to remove latest confusion on the alleged hidden parts of the GN Rao and Boston committees reports which suggested against Vizag Capital. He told the media and the people that there’s a negative campaign by opposition on Vizag. Botsa blamed Chandrababu Naidu for the prevailing confusion on the government policies now. He asked Naidu to stop politicising the Vizag Capital since the government is moving ahead with clarity on the 3 Capitals decision.

Botsa asked the media not to mislead the public by publishing false reports. The government has taken the full reports of GN Rao, Boston and High Power Committee before selecting Vizag for Executive Capital. Naidu burnt these reports in Bhogi bonfires at that time. But now, the same Naidu is running campaign on these reports.

Botsa asked whether Naidu is for or against the decentralised development of all the regions in the state. On their part, the YCP is committed to development of backward regions on a par with developed areas. So, there is no turning back on Vizag Capital.

Confusion Minister Botsa Satyanarayana made lots of noise during deadlock in the 3 Capitals Bill debate in Legislative Council. But ever since the Bill was referred to Select Committee, Botsa had fallen silent and not to be seen much. Rumours say that CM Jagan Reddy is not even calling the Minister for Amaravati Demolition to his latest strategy meetings also.

Prior to the Assembly session, Botsa was stated to have given confidence to Jagan Reddy on getting the Vizag Capital Bill positively passed in the Council. But the TDP MLCs gave no chance despite threatening and inducement tactics of Botsa. Then, the Minister promised to get the Bill rejected in the Council. This wasn’t why Botsa lost control and used foul language against Council Chairman Sharif. Even then, the Chairman stuck to his position and referred the Bill to the Selection Committee. The surprise strategies of Chandrababu Naidu gave nightmares to Botsa in Council episodes.

Now that the government suffered huge blow, Jagan Reddy has showed his displeasure against Botsa. The CM himself began taking direct control of the controversy by abolishing the Council altogether.

Black day for democracy? 3 Capitals halted in Council

CM Jagan Reddy’s 3 Capitals Bill was halted for a minimum of one month as it was referred to the Select Committee by the Legislative Council Chairman Sharief tonight. Ministers Buggana Rajendranath Reddy and Botsa Satyanarayana immediately held a press conference to call it a black day in AP democracy and its legislature history. They accused Chandrababu Naidu of deliberately causing too much delay in the passage of the Capitals Bill eventually.

Minister Buggana also accused Council Chairman Sharief of going against democratic norms by using his discretion to send the decentralisation bill to Select Committee. Buggana felt very bad and said that the TDP could have defeated the Capitals Bill instead of going for Committee. The Minister said that it was evident that the Opposition leader personally camped in the Council gallery to ensure that Chairman disrupt democracy.

Now, the YCP had no choice but to wait for one to three months till the Council Select Committee submits its report. Only then, the Assembly once again can take up the Bill for further consideration.

The YCP Ministers addressed the people of AP and said that while their CM was striving hard to develop all three regions of the state equally, Chandrababu is using his 40 years industry to create all know kinds of hurdles.

There is no doubt that Municipal Minister Botsa Satyanarayana is more targetted than even CM Jagan Reddy on the Capital shifting issue. The Amaravati farmers and their families are criticising Botsa on a daily basis for their present saddest situation. It is well known how Jagan Reddy cleverly put innocent-looking Botsa in charge of executing the most controversial task of crippling the Amaravati Capital City project. Since then, the people in the Capital City districts are cursing Botsa family just as they are wishing as much bad luck to the Jagan Reddy family. Botsa’s sudden puja at a Hindu temple surprisingly came amid growing hurdles for Capital shifting. This triggered speculation whether the Minister is upset about any likelihood of the Centre stopping Vizag Capital at the last hour. If all goes well, the location of Executive Capital at Bheemili beach would be very nearer to Vizianagaram. This is why Botsa is excited about this right from the beginning. If Modi-Shah stopped Capital shifting, all the efforts of Botsa till now would go waste. Pawan reading script given by Naidu: Botsa on Capital

Municipal Minister Botsa Satyanarayana is trying to speak with some clarity on Amaravati shifting these days. He says that both Jana Senani Pawan Kalyan and the Capital City farmers are innocently following the script given by former CM Chandrababu Naidu. They have no idea of their own. In the last two days, protests thoroughly shook up Capital villages because of Pawan and Naidu visits. Now, Botsa advises Naidu and his wife Bhuvaneswari to return their lands back to farmers rather than donating small things like bangles. Naidu family is being accused of doing insider trading to buy Capital farmers’ lands at cheaper rates prior to Capital announcement. Botsa asked farmers and Pawan not to remain in the trap of TDP boss. It was because of Naidu that AP has gone back by 25 years. Why did not Naidu complete Capital construction? Botsa blamed Naidu for committing irregularities which eventually led to incomplete Capital buildings even after five years.

The Botsa Satyanarayana family is dominating Vizianagaram district politics ever since YSR regime. They have got strong money and muscle power over two decades. Their good fortune is the rival Gajapathirajus do not indulge in local politics on a daily basis. Now, Botsa family has become hyper active. What more, the Minister’s brother Botsa Adi Babu is striking fear among neighbours in his residence at Satyasainagar in Vizianagaram town. He is grabbing house sites and lands in vicinity of his house. The suffering neighbours were ignored by local police and revenue officials as usual. They believed CM Jagan Reddy’s words and made complaints in Spandana programme before District Collector and Joint Collector and RDOs. The officials duly received complaints promising to take action. Days and weeks are passing by but there is no real action.

The affected persons are now left with no choice but to seek justice in courts. Why is Botsa family so cruelly treating neighbours like never before? Local people are talking that these atrocities have increased in the past six months. Obviously, Botsa family have an idea that AP Capital will be shifted to Visakhapatnam. Botsa himself is Urban Development Minister. This became a golden opportunity. Vizianagaram is just 25 kms from Bheemili where new Capital will be constructed. Botsa properties will double and triple naturally.

Botsa continues sarcasm on Naidu and Capital farmers

Minister Botsa Satyanarayana appealed to the agitating farmers of Amaravati not to remain in the trap of Chandrababu Naidu. He said that Naidu and TDP leaders grabbed the fertile lands of Capital City farmers in the name of land pooling and false promises of global city development. The Minister asked why Naidu failed to construct permanent capital in five long years. Why is Naidu now provoking farmers to demand Secretariat in Amaravati. Naidu himself is saying that the Outer Ring Road (ORR) and IT companies brought in massive development in Hyderabad. Unfortunately, Naidu is visiting protesting farmers and shedding crocodile tears. Naidu pushed AP into Rs 1.90 lakh cr debts but he spent only Rs 5,000 Cr on Amaravati which shows his lack of commitment to Capital City.

Botsa told farmers that the lands would be developed and returnable plots would be given to them. He asserted that their government is not here to protect one particular caste or one particular religion. It would work for the all round development of all regions. The Minister dismissed Amaravati farmers’ agitation as very insignificant. The farmers should at least now realise their mistake and stop their protests. Botsa accused the media of over highlighting the protests in Capital City limits. He assured farmers to develop Amaravati as an educational hub.

No clarity yet on Amaravati: Botsa reverse talk

In just one day, Confusion Minister Botsa Satyanarayana changed his statement on AP Capital status. He told Legislative Council yesterday that their government is not changing Capital. But today, the Minister announced in Vizag that there is no clarity yet on the status of Amaravati. Any clarity would come only after the GN Rao Experts Committee submits its report to the government. Interestingly, everytime Botsa speaks with clarity, it is sure to create more and more confusion on the Capital issue.

Botsa’s comments left political circles wondering whether CM Jaganmohan Reddy is still adamant to shift Capital City to another location. Everybody knows that Jagan is committed to demolishing Amaravati city and erase Chandrababu Naidu memory forever. Analysts say that none of the YCP Ministers can be trusted on their statements. We have seen how Kodali Nani has spoken utter lies on the promise of supplying super fine ‘sannalu’ variety rice to the ration card holders in the state. Botsa is no different. It’s not clear whether Jagan Reddy shifts Capital or he would just use present buildings in Amaravati without completing or constructing any structure there.

No change in AP Capital: Botsa tells AP Council

Confusion Minister Botsa Satyanarayana gave a written reply in the AP Legislative Council that their government is not going to change AP Capital from Amaravati. He gave this reply to a question asked by a TDP MLC on whether the government is shifting Capital. Botsa’s official statement came as a big surprise to the opposition members as well as Andhra the political parties. Can the Minister be believed? He is always known for creating lots of confusion on issues especially Amaravati. But now, he told Council with clarity that capital city will not be changed. However, in this brief reply, Botsa did not talk about the retired IAS GN Rao Committee which is currently gathering public opinion on Capital shifting.

In the past, YCP Ministers have repeatedly said that Capital shifting would be decided based on the report of GN Rao Experts Committee. Now, Botsa made a different statement. It is not clear yet when the experts committee would submit its report. Political analysts say that Jagan Reddy Circar has been changing its stand from time to time on Amaravati. CM is still considering Amaravati as real estate project of a particular caste. Moreover, Jagan is treating Capital city as a far lesser priority compared to his election manifesto’s Navaratnalu promises which require thousands and thousands of crores.

Botsa asks why Naidu couldn’t build Capital

AP Minister Botsa Satyanarayana took strong objection to Chandrababu Naidu’s statement that CM Jagan stopped Amaravati works as it would bring good name for Naidu. Botsa described it as a ridiculous statement as there is nothing Naidu had done for Capital City. On the other hand, Chandrababu brought Rs. 1 lakh crore loans but failed to construct one single permanent building in Amaravati itself.

Botsa demanded an explanation from Naidu what he did with the massive loans. Naidu did nothing but pushed the state into debts. The Minister asked why no building was constructed though all approvals were given. Did anybody make the buildings built by Naidu disappear into thin air?

Botsa asserted that the constructions in Amavarati were against rules and guidelines. Chandrababu has damaged all the systems for his selfish gains. The Minister said that greater harm was done to Andhras during TDP rule than at the time of united AP bifurcation. Given what he has done, Chandrababu has no right to pose questions to Jaganmohan Reddy on the Capital city. Botsa said that the Capital should be built for all people of the state but not for a single community.

Very difficult to pay even salaries: Minister Botsa

Municipal Administration Minister Botsa Satyanarayana has admitted how AP economy is in a deep crisis. He is blaming the previous TDP government for the present situation. Right now, AP is finding it very difficult to even pay salaries to the employees. Botsa says that till now, most of government funds area used to clear the dues left pending by Chandrababu Regime.

His comments came as a big surprise for the analysts. How can a minister talk like this even four months after his party came to power? The hard fact is that the state revenue has started going steeply down because of the demolition policy against Amaravati Capital City and unforeseen crisis in construction industry. Recession has also hit revenue transfers from the Centre. No Central funds are coming due to Jagan differences with the Modi Circar.
On the other hand, Navaratnalu welfare programmes will require huge funds. Jagan is already under heavy pressure to pass these benefits to his votebanks.

It is now four months in rule. People are expecting YCP to start fulfilling its poll promises instead of blaming others forever.

Andhra Minister appears in CBI court in Volkswagen case

Andhra Pradesh Cabinet Minister Botsa Satyanarayana on Tuesday appeared in a special Central Bureau of Investigation (CBI) court as a witness in the 14-year-old Volkswagen case.

The Minister for Urban Development appeared in response to the summons issued last month.

Satyanarayana is expected to record his statement as the 60th witness in the case.

He was the Industry Minister in the Y.S. Rajasekhara Reddy government in undivided Andhra Pradesh in 2005 when the scandal had surfaced.

The state government had allegedly paid Rs 11.67 crore to Vashishta Wahan Pvt Ltd floated for setting up a Volkswagen manufacturing unit at Visakhapatnam.

Vashishta Wahan, however, turned out to be a fictitious entity.

The scam came to light in 2005 when Volkswagen sacked its then head of Indian operations Helmut Schuster on charges of corruption in some other dealings. Schuster was negotiating on behalf of Volkswagen with the Andhra government for setting up the car plant.

Following allegations by the opposition that Satyanarayana and some others had paid the money to Vashistha Wahan through “dubious” means, the state government ordered the probe by the CBI.

The CBI in 2010 filed a chargesheet against six accused including Schuster. They were charged with criminal conspiracy and cheating. However, Satyanarayana was included as a witness in the case.

The other accused include businessman Jagdish Alaga Raja and his sister Gayatri Chandravadanan, Ashok Kumar Jain, Bhuwan Kumar Chaturvedi and Joseph V. George. They allegedly colluded with Schuster in floating Vashishta Wahan.

In 2015, the Enforcement Directorate had also filed a chargesheet in the case.

Is there any logic behind YCP insider trading allegations ?

The Jaganmohan Reddy government is finally giving details of real estate irregularities allegedly committed by the TDP leaders in Amaravati area during the Chandrababu Regime. Everybody expected YCP to give strong blows to the Opposition. But the government allegations are now turning out to be damp squib without logic.

It is clear now that the so-called lands of TDP leaders are not located in the seed capital area. The lands mentioned by Minister Botsa Satyanarayana are located far away at distances of 50 to 70 kms from Amaravati. Analysts are wondering whether the YCP insider trading charges are made about the lands located in 100 kms radius of Amaravati.

One of the reasons being given by YCP to shift Andhra Pradesh is insider trading. One particular caste and one particular party is deriving maximum benefit. Naturally, Amaravati will benefit the residents of Guntur and Krishna districts the most. The dominant communities here will stand to gain more. If the Capital is shifted to some other place, the same problem will arise as the dominant communities there will definitely take more benefit. If Jagan shifts Capital on petty grounds now, won’t the next government reverse his decision in the same way? Is reverse governance good for the people?
