Centre’s move to keep KCR out of national agri panel draws flak

The Centre’s move to leave out Telangana Chief Minister K. Chandrashekhar Rao from a high-powered committee of chief ministers on agriculture has drawn flak from his Telangana Rashtra Samithi (TRS).

The TRS believes that keeping out KCR, as Rao is popularly known, is a political decision by Bharatiya Janata Party (BJP)-led government at the Centre.

The party feels that the country could have benefited from KCR’s vision and his ideas in transforming agriculture as the Centre was already replicating his ‘Rythu Bandhu’ scheme to provide investment support to farmers.

Prime Minister Narendra Modi on Monday constituted a nine-member committee of Chief Ministers, headed by Maharashtra Chief Minister Devendra Fadnavis, to help transform agriculture by increasing farmers’ income.

The panel — comprising Chief Ministers of Karnataka, Haryana, Arunachal Pradesh, Gujarat, Uttar Pradesh and Madhya Pradesh — has been asked to submit in two months, its report suggesting policy measures to transform agriculture by attracting investments and raising growth in food processing.

Union Agriculture Minister Narendra Singh Tomar and NITI Aayog member Ramesh Chand are also part of the panel.

“It is unfortunate if they don’t appreciate KCR’s efforts for the development of agriculture in the state and also his contribution at the Centre. It is also unfortunate that even after replicating Telangana’s schemes like ‘Rythu Bandhu’, they do not think his experience and vision is needed for the country,” TRS spokesman Abid Rasool Khan told IANS.

He pointed out that Telangana was path-breaker in the agriculture sector as it reduced farmers’ suicides by providing them 24-hour electricity and ample water, completing irrigation projects in record time and implementing innovative schemes like ‘Rythu Bandhu’ to provide financial assistance for cultivation and ‘Rythu Beema’ to offer free life insurance.

“All his experience would have helped the Centre in policy making. I think, it is only a political decision they have taken,” said Khan.

The pro-TRS media has also found fault with the Centre’s move to keep KCR out of the panel, saying it reeked of prejudice against states that had success stories to tell.

KCR, who had mooted a Federal Front comprising non-BJP and non-Congress parties before the Lok Sabha elections, had also announced that agriculture would be top on the national agenda of the proposed alliance.

The Federal Front could not take off as BJP-led NDA retained power with a huge majority.

KCR making Tughlaq decisions: Congress

Congress senior leaders visited present buildings of Assembly and Secretariat in Hyderabad. They criticised that CM KCR’s decision to demolish these buildings is nothing but a Tughlaq action. It will lead to only sheer waste of public money. Congress leaders Revanth Reddy, Bhatti Vikramarka, Jeevan Reddy, V Hanumantha Rao, Sridhar Rao and others visited the buildings. They say that the present buildings are in a strong condition and can be used for another 40 to 50 years.

Lot of police descended at the buildings in view of Congress leaders visit. The leaders said that KCR is just fascinating to build new buildings like in the case of Amaravati capital city. KCR is trying to waste thousands of crores of rupees at a time when Telangana already has debts of over Rs 2 lakh crore. Congress leaders are asking why these good buildings are being demolished. Despite their agitation, government is shifting furniture to demolish the structures where new buildings will come up.

Will KCR give a reasonable deal to AP?

All Andhra people know how TRS boss Chandrasekhara Rao has whipped up anti-Andhra feelings and misled Sonia Gandhi to get separate Telangana statehood. KCR did not come forward for solving the reorganisation issues with AP government till there was Chandrababu Naidu as CM. But now, the same KCR is showing never before enthusiasm to solve all bifurcation issues amicably and for giving equal justice to both the states.

Doesn’t KCR know that the highest revenue-earning Hyderabad capital city was bagged by Telangana? AP had no capital city nor any resources. When AP leaders demanded fulfillment of Special Status promise to their States, KCR began demanding the same for Telangana. Now the same KCR is promising a better deal to Team Jagan to solve AP Bhavan, electricity dues, 9th and 10th schedule organisations.
KCR is saying that AP Bhavan in Delhi has been a heritage asset of Telangana. He has set his sights on this centrally located building in the country’s capital city. But as per the bifurcation act, AP has to get its share of 58 per cent while Telangana will get only 42 per cent as per population figures. AP is arguing that AP Bhavan should be divided as per this ratio. Will KCR give an equal and reasonable deal to AP? Analysts say that going by track record, KCR is sure to outwit Team Jagan and deprive AP further.

KCR Double bed rooms houses turned to Medical College Students Hostel

KCR Prestigious Double bedrooms which are ready for occupation have been allocated temporarily to Medical colleges as hostels in Siddipet and Nalgonda. This has come as a shocker to the BPL families who are waiting for their double bedroom flats.

This decision was taken in a bid to please the Medical Council of India (MCI) teams, as they were visiting these districts for inspection of the college’s infrastructure.

KCR has sanctioned Medical Colleges to be built in Siddipet and Nalgonda and admissions are expected to start by August 1st this year. As there are no hostels in town to accommodate the students, the district administration has decided to arrange hostels for medical students in the finished double bedroom houses.

The decision to get approvals from MCI and start Medical classes by this August 1st is a good decision but the district administration would have planned more effectively to build hostels also at the same time so that poor familes need not wait for their houses. Also, there is no official confirmation from district officials on when students will vacate these houses and these will be allocated to the poor families.

Hope Telangana Government looks into this and allocates double bedrooms houses to eligible poor families.

KCR and Jagan meeting good for both the states or just political strategies?

Telangana and Andhra CM had a long meeting today which lasted for more than 5 hours and discussion happened on Interstate issues starting from Godavari and Krishna water linking and State Reorganization bill issues.

It is good to see two states CM’s meeting to resolve long pending issues which is beneficial for both the states. We did not have this kind of environment due to differences between KCR and CBN and many issues were kept on hold like Power bills and so on. It will be good if both the state problems are resolved.

Some political rivals are commenting that this a plan of KCR, inviting neighbouring state CM’s and show that he is a changed man who is not ready to fight but ready to work for the welfare for the state with other states CM’s. KCR has invited Maharashtra CM Fadnavis too for Kaleshwaram project opening. Since KCR felt that BJP is gaining some hold in Telangana it is time for KCR to attract a particular community who rally behind Jagan and there are districts like Khammam and Nalgonda where there are people who are sympathizers of YCP and Jagan. KCR can get support from this particular community being good with Jagan and inturn Jagan may support KCR in future.

Keeping the politics aside it would be great if Telugu states CM’s work for both Telugu states development.

KCR-Jagan discuss diversion of Godavari waters

Telangana CM K Chandrasekhar Rao and AP CM Jaganmohan Reddy met along with Ministers and officials at the Pragati Bhavan in Hyderabad today. Their marathon meeting is focusing on a variety of issues from river linking to the resolution of existing AP Reorganization problems.

KCR put his plans before Team Jagan on diverting over hundreds of TMC water from the Godavari river to the Krishna. This has to be done to take Godavari water from Dummugudem and Pranahita to Nagarjuna Sagar from where the water can be taken to Srisailam. Also, Godavari water has to be taken from Indravati to Srisailam. All plans require Godavari water to be taken through the Telangana soil.

KCR told Team Jagan that these projects would help to provide water supply to all corners of the Telugu states.

Twin Telugu CMs in buildings controversies

The actions of two Telugu CMs are sending out curious signals to the people these days. Chandrasekhara Rao and Jaganmohan Reddy are very close as of now. Telangana has got existing, well-furnished buildings for Secretariat and Assembly but KCR is constructing new buildings. AP has to build a new capital city but Jaganmohan Reddy is bringing down existing buildings in the name of illegal constructions.

KCR is very experienced with a long career in agitation and administration. But Jagan has just come to power. KCR was mainly responsible for YCP losing its total existence in Telangana. He attacked and criticised YSR but now he could renew his friendship with Jagan.

Now, KCR is facing controversies for needlessly wasting people’s money on new constructions. The present Secretariat building has much more long life but KCR is wanting to vacate it and building a modern building worth Rs. 400 crore. Whereas, Jagan is not at all talking about Secretariat or Assembly buildings but he is only focusing on his party’s pet manifesto social welfare schemes. Analysts say KCR is very cleverly advising Jagan a lot on irrigation but not giving a single suggestion on Amaravati and other constructive matters.

Does Telangana really need new secretariat and new Assembly buildings?

As you all know that today morning at 11 AM KCR has laid the foundation stone for new secretariat and new Assembly buildings.

Considering the Telangana financial situations one may wonder what is the need for the new secretariat and new Assembly buildings by spending 500 crores when we have already have a functioning secretariat and assembly buildings. At present, there is no need to built these building since there are not mandatory and can be postponed. However, KCR has own plans and he generally does not bother about criticism.

If you look into Telangana financial situation the debts have already crossed 1.5 lakh crore and debts increased 159 % in these 5 years as announced by Central Finance Minister Nirmala Sitharaman. So under this crunch situation, it is not needed to take up this task. Also, there is a lot of development needed in Telangana state. Hyderabad city and Kaleshwaram project will not suffice for the development of Telangana and there are lot of issues in Telangana in terms of infrastructure, roads, drainage systems and so on. There are districts like Adilabad which needs more attention for development. Without developing all the districts there would be no use if unnecessary expenses are spent. KCR should note that Public may get unhappy with unnecessary spending and this may create him problems in near future.

Stone laid for Telangana new Assembly and Secretariat

CM K Chandrasekhar Rao’s long-standing plans are beginning to bear fruit. The foundation stones are laid for the Rs 100 Cr new Assembly building and for the Rs 400 Cr new Secretariat building today. The old Assembly building was there from the Nizam rulers time. This is not meeting the present day needs. Because of this, the new Assembly is being built in 17.9 acres land available at the R&B premises in Erramanjil.

The critics are asking why KCR is not preferring to use the existing buildings as they are serving the purpose. But KCR eventually went ahead with his plans saying that modern buildings are the need of the hour. Political circles are surprised as there is no talk of constructing buildings for Assembly and Secretariat in AP at all. But Telangana is going to have a new second set of buildings for the same.

KCR-Jagan duo avoids water wars at whose cost?

There were many disputes and litigations between Telangana and Andhra when Chandrababu Naidu was in power. AP objected to Kaleswaram and other projects. Similarly, Telangana complained against Polavaram, etc. The scene changed overnight. Telangana CM K Chandrasekhara Rao is now talking about water friendship between the twin Telugu states. He says that mutual efforts would lead to mutual benefits to lakhs of farmers in both states.

Amid these changing policies, KCR is meeting AP CM Jaganmohan Reddy on June 28 especially to discuss river-linking opportunities. Major opportunity is bringing Godavari water to Srisailam project. Nearly 250 to 300 tmc floodwaters of Godavari could be utilised properly if plans are made in this regard.

KCR has proposed three ideas to divert flood waters. There is a chance to bring waters from Godavari to Srisailam where Indravati river joins Godavari. Water can also be brought from Dummugudem on Godavari to Srisailam project on Krishna river. Finally, Polavaram waters can be brought to Prakasam barrage. Both CMs will discuss these things with officials.

3 BJP workers hurt while setting afire KCR’s effigy

Three Bharatiya Janata Party (BJP) activities, including two women, sustained burns while setting afire an effigy of Telangana Chief Minister K. Chandrashekhar Rao during a protest, here on Monday.

They were taking part in a protest against rape and murder of a nine-month-old girl in Warangal town. They were demanding stringent punishment for the alleged rapist and killer.

The incident took place when a party worker poured petrol on the burning effigy of the Chief Minister popularly known as KCR.

BJP Warangal Urban district chief Rao Padma suffered burns on her hands, a party worker identified as Srinivas sustained multiple injuries and another BJP woman activist minor injuries.

They were admitted to a hospital, where Srinivas’ condition is stated to be critical.

KCR’s veiled threat to Harish Rao?

By now it is clear that there are irreconcilable differences between Telangana CM Chandrasekhara and his popular nephew T Harish Rao. Rumour is that both BJP and Congress are rolling a red carpet for Harish Rao. But he is interested to begin his own party. In this backdrop, KCR made a surprising statement that there should only Telangana-based regional parties in the state but not the national parties.

Analysts say that this is nothing but a veiled threat from KCR to his nephew. KCR has dropped enough indications of how he will politically embarrass Harish if he joins either BJP or Congress. There has been overwhelming support and sympathy to Harish ever since he was deliberately humiliated by not being invited to KCR’s prestigious Kaleswaram inaugural function.

There is some disturbing news as well for KCR. Even if Harish starts his own party, there is a likelihood of his having an alliance with some national party for 2023 assembly election. But what KCR fears most is that Harish Rao would be more harmful if he joins BJP or Congress. He will be a lesser threat only when he begins his own party.

Telangana CM K Chandrasekhara Rao is caught up in a controversy involving the TRS-BJP strained relations. He has not attended PM Modi’s Delhi meeting today on One India One election debate. Now KCR has also not invited Modi for his grand inaugural function of multi-crore Kaleswaram Lift Irrigation Project tomorrow. This has triggered a political storm in Telangana on whether he is on a collision course with BJP.

KCR is projecting Kaleswaram project as a man-made wonder and engineering marvel achieved by his government. He has invited Maharashtra Governor Ch. Vidyasagar Rao, AP Chief Minister YS Jaganmohan Reddy and Maharashtra Chief Minister Devendra Fadnavis. He has not invited any of the BJP leaders from national or state levels.

As rumours are spreading on this very fast, KCR asked why he should invite Modi for each and everything. He further said that PM was invited for Mission Bhagiratha and Kakatiya for which Rs. 24,000 crore central funds were requested. Not a single rupee was granted. KCR reminded his critics that he had called Modi a fascist in the past for his not helping the cause of Telangana. It looks he is drawing battlelines with BJP for 2023 Telangana assembly election already.

TRS to continue issue-based support to NDA

The Telangana Rashtra Samithi (TRS) will extend issue-based support to the BJP-led NDA government as it did during the latter’s previous term, party President and Telangana Chief Minister K. Chandrashekhar Rao said on Tuesday.

Stating that the state neither had a confrontation with the Centre nor it wants one, the TRS chief said it would maintain constitutional relations.

He told here that the whole world knows that the TRS is not part of the National Democratic Alliance (NDA).

“I promoted Federal Front and I still stick to it. Yes. What is wrong in it?” asked Rao during his first interaction with media after Lok Sabha polls.

“People have given (Prime Minister Narendra) Modi the opportunity. He will do what he has to do. We are in power here and we will do what we have to do,” said KCR, as the TRS chief is popularly known.

The Chief Minister found fault with the opposition parties and a section of media for what he called “silly stories” and “imagination” over his non-participation in NITI Aayog meeting chaired by Prime Minister Modi last Saturday.

“We are a state government and we are here with required political stability. We are breaking records. We won Assembly elections with three-fourth majority, got majority of seats in Lok Sabha. We swept local body elections. This is not to the liking of many people,” he said in an obvious reference to the criticism by state BJP leaders that KCR skipped the meet as he was yet to get over the shock of defeat.

KCR said he will also not attend meeting of leaders of all parties called by the Centre on Wednesday as he was busy with the arrangements for inauguration of Kaleshwaram lift irrigation project on June 21 for which he had invited his counterparts from Andhra Pradesh and Maharashtra.

TRS Working President K. T. Rama Rao, who is son of KCR, will be attending the meeting.

“Do we have to invite him for everything,” quipped KCR when a reporter asked why he did not invite Modi for inauguration for Kaleshwaram project. “I am doing it. Are you not happy. I am the achiever.”

KCR also did not agree when a reporter pointed out that he had good relations with Modi for five years.

“You are wrong. First year was bitter. When he snatched our mandals and power project, I said the Prime Minister is fascist,” he said.

Admitting that the TRS later supported NDA on issues like election of President and Vice-President, the TRS leader said the party would extend similar issue-based support.

KCR also claimed that the Centre did not extend the help of an extra rupee during last five years. “NITI Aayog asked the Centre to provide Rs 24,000 crore for Mission Kakatiya and Mission Bhagiratha. They did not even give Rs 24,” he said.

The Chief Minister said the Centre did not provide any help for construction of Kaleshwaram project.

“We will request if they give we will accept and if not, we will move ahead,” he said when asked if he will again approach the Centre for funds for various projects.

Minister of State for Home has become a joke: KCR

Telangana Chief Minister K. Chandrashekhar Rao on Tuesday said that Union Minister of State for Home G. Kishan Reddy has become a joke by stating that Hyderabad is a “safe zone for terrorists”.

“People are laughing at him. He has become a joke,” Rao said at a news conference on Tuesday night.

KCR, as Rao is popularly known, said there was not a single incident of communal violence in Telangana during last five years and the Union Home Ministry also went on record to state that the crime rate in the state had come down.

“There was no terrorist attack. We are an active government. This is a neat and clean state. In fact there is no other state like this in India,” he said.

Kishan Reddy, who is a member of Parliament from Secunderabad, had said after taking oath as the Minister of State on May 30 that Hyderabad had become safe zone for terrorists as any terror incident in the country would have a link to the city.

KCR said since the Andhra Pradesh government had handed back the buildings at the secretariat to Telangana, a new secretariat complex would be built at the existing premises. He said the foundation stone for the new secretariat building will be laid on June 27. The complex with 5-6 lakh square feet space will be built at a cost of Rs 400 crore.

The Chief Minister also announced that the existing Assembly building will be preserved as heritage structure and a new legislature complex comprising legislative Assembly and legislative Council will be built at Yerrum Manzil at a cost of Rs 100 crore.

He said Telangana and Andhra Pradesh governments had agreed to hold talks to solve all outstanding issues with regard to distribution of waters of Godavari and Krishna rivers.

KCR said a delegation of top irrigation officials of Andhra will visit Hyderabad on June 27 or 28 for first round of talks.

Why is KCR talking less of Telangana?

These days, Telangana CM K Chandrasekhara Rao is talking more and more about the combined interests of Telugu people. At the same time, he is talking less and less about Telangana sentiment, which is nothing but his favourite anti-Andhra sentiment. Now, KCR has proposed to AP CM Jagan to make joint, harmonious efforts for better utilisation of water in Krishna and Godavari rivers to benefit farmers in both the Telugu states.

KCR is talking a lot about common welfare and progress and prosperity of Telangana and Andhra. He is giving details about how much water is flowing wastefully in the two rivers and how much water can be used with joint efforts to give supply to every nook and corner of twin states.

It is the same KCR who whipped up anti-Andhra sentiment in 2018 Telangana election. He was solely responsible for reviving Telangana statehood agitation and continuing it by provoking feelings against Andhras there. Now, KCR is talking about the welfare of Andhras. What more, the irrigation ministers and departments of both states are going to meet discuss joint strategies. Analysts say that no doubt, KCR will take total advantage in this too.

Jagan trusting KCR assurances on AP future?

Telangana CM K Chandrasekhar Rao has successfully convinced AP CM Jaganmohan Reddy on mutually solving the reorganization problems of the two states. KCR is assuring Jagan that he will cooperate in solving the division of electricity employees and power arrears and other issues in just a month’s time. Jagan has obviously trusted KCR and gave his word to attend the Kaleswaram project inaugural function as chief guest.

In the deliberations with KCR, only close leaders assisted Jagan. They were Peddireddy Ramachandra Reddy, Chevireddy Bhaskar Reddy and YV Subba Reddy. KCR told them that the distribution of schedule 9, 10 public sector organisations will also be completed. KCR also said that Godavari water flow to AP will not be affected because of Kaleswaram.

Analysts say that KCR is a hard bargainer and a known advantage taker. If Jagan team is not extra careful, it will hurt AP too badly.
