Jagan should feel ashamed to talk about socialism, says Yanamala

It is shameful that Chief Minister Jagan Mohan Reddy, who is a known factionist, is talking about socialism, said TDP politburo member and former minister, Yanamala Ramakrishnudu, on Friday.

Does socialism mean illegally occupying thousands of acres of assigned lands in Idipulapaya, Yanamala Ramakrishnudu asked in a press note released here. Building one place each in cities like Bengaluru, Yelhanka, Lotus Pond in Hyderabad, Tadepalle and Pulivendula mean socialism, Yanamala questioned.

It is really ironic that Jagan Mohan Reddy is revamping factionism which already had died a natural death, the TDP politburo member said. Jagan has no moral right to talk about socialism, he felt.

What is more ridiculous is Jagan talking about democracy and its values, Ramakrishnudu said adding that the whole world knows how democratic he is when he declared himself to be the permanent president of his own party, the YSRCP. The Ministers in his Cabinet are puppets in his hand and Mr Jagan is scared of going to the Secretariat, Ramakrishnudu observed.

How Jagan can talk about values when he has driven his own sister onto the roads and is defending the murderers of his own paternal uncle, he asked. The affidavit filed by his sister, Sunitha Reddy, before the CBI is evident enough that he is a cheat, the former minister added.

Are you not ashamed of filing false cases against the social media persons, he asked and said that it is the Chief Minister and his team who are using highly objectionable language against the political leaders.

Ramakrishnudu is of the opinion that Jagan Mohan Reddy has to pay a heavy price for all his misdeeds and the people will soon teach him a fitting lesson.

AP will become Nigeria if Jagan wins 2024 polls, says Yanamala

Former minister for Finance and senior TDP leader, Yanamla Ramakrishnudu is of the strong opinion that if Jagan Mohan Reddy continues as the Chief Minister of the State, Andhra Pradesh will soon turn into another Nigeria.

Ramakrishnudu said that in the past three-and-half years, Jagan Mohan Reddy totally devastated the State with no development in any corner. Several people who were in various kinds of professions lost their livelihood and he has pushed Andhra Pradesh into a serious crisis, Ramakrishnudu felt.

“If similar situation continues for some more time, the State will witness an unimaginable catastrophe,” he stated. With development coming to a standstill and the people bearing heavy financial burdens, it will not be a surprise if Andhra Pradesh turns into another Nigeria or Zimbabwe, Ramakrishnudu observed.

The latest Comptroller and Auditor General (CAG) report clearly indicated that the total debts of the State reached abnormal levels and the State capital touched an all-time low. The State revenue too has fallen to so low and the GSDP level too has fallen to single digit, he pointed out.

The total debts are not indicated in the budget thus taking the people for a ride, the former Finance minister said. The 15th Finance Commission has pulled up the State Government on these issues, he said adding that in the past three-and-half years the State government’s borrowings touched a whopping Rs 8 lakh crore following which the State has to pay over Rs 50,000 cr as interest alone, Ramakrishnudu maintained.

The former minister expressed serious concern that the interest amount may reach to Rs 1 lakh crore soon and asked when so much amount is paid as interest alone how development is possible. What is more dangerous is that a major share of the amount, almost 81 per cent, raised as loans is going as revenue expenditure, he stated.

Earlier investments in the State were very high following which employment was generated and job notifications too were issued thus increasing the State revenue, he recalled. Special incentives were also extended for women in the shape of Dwcra loans generating employment for them and SCs and BCs too were given loans to set up units. But now the situation is totally different and generating employment is a rare feature, Ramakrishnudu said.

Jagan stifling Oppn voice, says Yanamala

Former minister and Leader of Opposition in the State Legislative Council, Yanamala Ramakrishnudu, is of the opinion that the Jagan Mohan Reddy Government was trying to lower the prestige of the legislative bodies.

In a press release issued here on Friday, the senior TDP leader said that for both the ruling dispensation and for the Opposition parties, legislative bodies are like people’s courts. They are the platforms to discuss the problems being faced by the people and the style of the administration.

But the Jagan Mohan Reddy Government is only trying to bring down the importance of these legislative bodies, Yanamala Ramakrishnudu felt. Chief Minister, Jagan Mohan Reddy, is caught in a sort of fear psychosis as he feels that the Opposition will question his misdeeds and thus he miserably failed to conduct the proceedings of both the Houses, he added.

In the Constitutional framework it clearly indicated that it is the primary responsibility of the elected representatives to attend the legislative proceedings. But the Jagan Mohan Reddy Government is resorting to anti-democratic activities. The Assembly as well as the Council proceedings have not been conducted for more than 25 days in one year and last year both the Houses have met only for 15 days, which is far less than even the North-Eastern States, he pointed out.

The State Government has miserably failed in almost all the sectors, including both welfare and farming, he stated. The irrigation project works are moving on a snail’s pace while the condition of roads across the State are in a very poor condition.

The less said the better about the education sector and the people are facing various kinds of problems in the State, Ramakrishnudu felt. The session period of the legislative Houses has been cut short only to avoid facing the Opposition parties, he observed.

If any leader from the Opposition parties raises his or her voice, the State Government could not digest it and is trying to stifle their voices, the former minister maintained. The ruling party is forcibly bringing before the legislative Houses certain issues that are strongly opposed by both the Opposition parties and the common public, he noted.

Ramakrishnudu is of the opinion that the three-capital issue is being introduced in the House through backdoors though even the Supreme Court has found fault with it. Assembly is being convened only to get the bills passed but not to discuss the public issues, the senior TDP leader stated and demanded that the Opposition be allocated proper time to raise public issues.

Jagan’s Govt resorting to economic violations, says TDP

The Jagan Mohan Reddy Government has been resorting to economic violations, ever since it came to power, pushing the State into a deep financial crisis, alleged former finance minister and senior TDP leader, Yanamala Ramakrishnudu.

On the one side the ruling party is ignoring budgetary proposals and on the other defying the FRBM norms. The recent letter to the State by the Union Finance Secretary, Somanathan, amply reflects these facts, Ramakrishnudu said.

The Jagan Mohan Reddy Government, bypassed the Comprehensive Financial Management System (CFMS) and paid the bills through backdoors. In total contravention of the Treasury Code, the ruling dispensation paid the bills amounting to a whopping Rs 48,284.32 cr to their close associates.

The GO 80 was released only to defend itself from the violation of norms and its backdoor operations. There are no accounts for the Rs 1.04 lakh cr raised under ways and means and another Rs 31,000 cr overdraft (OD), Ramakrishnudu deplored.

The Rs 8,305 cr raised through liquor bonds and another Rs 25,000 cr loan are totally in violation of the laid down norms under Article 293 (3) of the Constitution. The YSRCP Government is on the top in the country in borrowing funds.

In the past three years, the Government has raised funds through OD for a total of 306 days, in 2019-20, 57 days, in 2020-21, for 103 days and 2021-22, for 146 days, he said. However, in contrast the TDP during its 5-year tenure has gone for OD only for 35 days, the former finance minister felt.

Going by this trend, by that time the Jagan Reddy Government term ends, the State will be in a total debt of 10,000 lakh cr. The State is pushed into a deep financial crisis due to the Jagan Reddy Government’s faulty economic policies and the total collapse of the system.

No employment creation and no investor is willing to set up industry in the State. Following this, the youth in utter confusion and disappointment and the unemployment rate has risen to 12 per cent now, Yanamala maintained.

YSRCP throwing future of youth in AP into threat

Former minister and TDP politburo member, Yanamala Ramakrishnudu, said that the future of youth under Chief Minister Jagan Mohan Reddy is facing a serious threat.

Ramakrishnudu, in a press release here, said that Jagan Mohan Reddy, who came to power by making several promises to the youth, did nothing for them in the past three years. Employment to the youth in Andhra Pradesh has become a dream, he stated.

Recalling the assurance given by Jagan to the youth that soon after coming to power he would fill 2.3 lakh vacancies and release the job calendar every year, the senior TDP leader felt that no job calendar was released in the past three years thus cheating them.

The condition of the State in providing employment and creating job opportunities has become pathetic, he felt. As the industrial sector has not been recognised as a priority sector, the future of the youth is thrown in a dilemma, the TDP politburo member felt.

There is no proper action plan to fill the job vacancies and no investments in the State after Jagan Mohan Reddy came to power. In fact, industrialists are withdrawing their investments following which the unemployment rate has gone up following which indiscrimination has reached its peak, he stated.

Jagan Mohan Reddy, who came to power promising regularisation of the services of the contact employees, has in fact removed them from their jobs, throwing them onto the roads.

The unemployment allowance provided by the TDP regime for six lakh youth has been withdrawn by YSRCP doing great injustice to them, Ramakrishnudu said. SCs, STs and BCs lost complete confidence in the YSRCP rule as the benefits provided to them by the TDP government have been discontinued.

The special category status has been given a goby and mortgaged the demand to the Centre because of his criminal cases, Ramakrishnudu felt. The youth should realise these facts and should unite to fight for their rights, the TDP politburo member said.

Jagan has no right to talk on corruption, says TDP

Telugu Desam Party (TDP) politburo member Yanamala Ramakrishnudu on Thursday termed Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy describing bribe taking as a crime as a joke of the century.

The TDP leader was reacting to Jagan Mohan Reddy’s remarks made after launching a mobile app for people to lodge complaint against officials demanding bribe.

The TDP leader expressed surprise that having looted all systems and sectors in the state, CM Jagan was now talking about rooting out corruption. Jagan Reddy plundered public property during his father YSR’s rule and started looting several times more after becoming CM himself.

The former minister asserted that Jagan has no moral right or standing to speak about corruption as he himself is accused number one in over 14 quid pro quo chargesheets. When official corruption should be considered a crime, then what about Jagan looting through quid pro quo deals? he asked.

Ramakrishnudu said that the so-called social justice that Jagan Reddy was boasting about was just lip service which had zero implementation in practice.

The TDP leader said Jagan Reddy has not done justice to any social group or community in the past three years.

Jagan had crushed poorer sections so much that AP stood in 20th place in the whole country in the multidimensional poverty index (MDPI) taken by the Oxford University. AP has climbed from 34 to 43rd place in economic imbalances, he said.

Ramakrishnudu dared the chief minister to explain why AP fell to 19th place in the country in direct benefit transfer (DBT). Amma Vodi was not being given to eligible families. As a result, their students were not getting admissions in colleges. He allege that Jagan has failed totally to provide educational opportunities to the weaker sections.

The TDP leader deplored that the National Achievement Survey (NAS) 2021 report by the Union education department has exposed how badly the AP education system has been harmed. The NAS report revealed AP’s failure to reach digital classes to 50 per cent children during the Coronavirus pandemic. Ninety per cent of children in Government schools belonged to the weaker sections and backward classes.

Ramakrishnudu said the future of children belonging to Dalits, Tribals and BCs was getting destroyed because of the anarchic policies. The earning and spending capacity of all sections of people in AP had fallen drastically in just three years.

The TDP leader asserted that while the per capita income stood in two digits in the TDP regime, it has come down to an alarming single digit of 1.03 per cent in the past three years. The GSDP growth rate, which was two digits in the Chandrababu rule, has slipped to negative growth of -2.58 per cent.

2019-2020 Jagan’s Quid Pro Quo II period: Yanamala

Senior TDP leader Yanamala Ramakrishnudu demanded a high-level investigation into the quid pro deals in Kakinada Special Economic Zone and Visakhapatnam Bay Park area. Yanamala alleged that Jagan and his team had acquired prime lands in Rushikonda worth Rs 300 crore in various benami deals.

After amassing huge wealth through illegal means by misusing the office of his father Y S Rajasekhara Reddy, Jagan is now back at what he is best – benami transactions and quid pro quo deals.

“According the CBI chargesheet, Jagan accepted Rs 1,172 crore from various investors as a bribe and in turn helped them get favours from the state government. The favours are mainly land, mining leases and licences for new industries. 2004-2009 can be called the Quid Pro Quo I period when Jagan had amassed massive wealth. 2019-2020 can be the Quid Pro Quo II period,” Yanamala alleged.

The CBI in its First Information Report (FIR) had named 73 firms and individuals in connection with the quid pro quo case, apart from Jagan as accused number oneand his financial advisor V Vijayasai Reddy as accused number two, Aurobindo Pharma (accused three) and Hetero (accused four), Yanamala reminded.

Aurobindo and Hetero groups were allotted more than 60 ha on lease at Rs 17.5lakh a ha in the green industrial park of APIIC at Jadcherla in Mahbubnagar without proper assessment of requirement of land, Yanamala recalled.

After acquiring lands in Kakinada SEZ through benami and quid pro quo transactions with Aurobindo Group, Jagan has now usurped the lands in Vishakapatnam Bay Park area by entering into quid pro quo deals with Hetero Group.

“During the TDP regime, we have developed an eco-tourism project and Bay Park on 76 acres of land in Rushikonda at a cost of Rs 120 crore. The land is now worth Rs 300 crore and has exchanged hands. The government is handing over around 9 acres of land which is worth Rs 225 crore. This is a benami transaction. The central government should order a high-level probe into the land deal,” Yanamala charged.

He stated that the TDP will bring the issue to the notice of the central government and demand a thorough investigation into the Vizag Bay Park area benami and quid pro quo deals.

TDP decries delay in sending Capital Bills to Centre

Former Finance Minister Yanamala Ramakrishnudu has accused the Jaganmohan Reddy Government of running a feudalistic and unconstitutional regime in Andhra Pradesh in violation of the country’s federal-cum-unitary framework. He asked why AP Governor was not sending the ‘unlawful’ Decentralisation and Inclusive Development of All Regions Bill and the CRDA Repeal Bill to the Central Government as per Article 200 of the Constitution of India. Inordinate delay was being caused in such an important Constitutional issue. The TDP leader demanded clarification why a lot of delay was being caused in reinstatement of Nimmagadda Ramesh Kumar as State Election Commission. The reinstatement should be done as per the orders of the AP High Court and the Supreme Court of India. As these violations created a Constitutional crisis, the Centre should interfere and settle the issues without further delay. The Constitution named India as a ‘Union of States’ while Andhra Pradesh became an exception as it was being run by a feudalist who was violating all federal and unitary norms.

Mr. Ramakrishnudu asserted that as the courts have already said, Article 243 (k) was violated in Andhra Pradesh. Hence, a dire necessity has arisen for the Central Government to invoke Articles 355, 256 and 257 to make sure the AP Government would be run in accordance with the provisions of the Constitution of India. The TDP was not demanding Articles 356 and 360 for the President’s rule or financial emergency as of now. But, the Centre’s intervention was needed as the YSRCP Government’s 3 Capitals and CRDA Repeal Bills were grossly violating the AP Reorganisation Act 2014. The Two Bills indisputably came under the purview of the Reorganisation Act 2014 that was passed by the Central Government. It was not clear why the Centre was not interfering when these Bills were brought amid such gross violations. Though administrative, legislature and financial powers were demarcated between the Centre and the States, the Constitution gave key powers to the Centre under Articles 2, 3, 4, 200, 256, 257, 355, 356, 360, etc. Under these Articles, the Centre can interfere and bring back order in any State where the Constitutional violations crossed a tolerable limit.

Mr. Ramakrishnudu categorically said that the Governor should not sign on the two Bills without taking prior approval of the President as per Articles 200 and 201. Though the AP Government has the power to introduce these Bills, it cannot implement the same without the approval of the Central Government or the President. The Bills were in violation of AP Reorganisation Act 2014. So, the Governor has no option except to take prior approval of the President as per Article 200. It may be recalled the President signed on the Reorganisation Act 2014 on March 14 ‘for the reorganization of existing state of Andhra Pradesh and ‘for matters connected therewith’. The Section 5(2) Sub-Section (1) of Reorganisation Act has clearly mentioned the creation of ‘a Capital’ but not 3 Capitals. As part of this, Amaravati was identified and finalised as the new Capital City for AP in accordance with the Reorganisation Act. Hence, the Centre should interfere on the issue of the Two Bills just as it has suggested to the State Government not to go forward with the cancellation of PPAs of solar power companies. The question of violations of federal spirit would not arise as the Centre can interfere if a State Government crosses a line with regard to the Constitutional violations.

Mr. Ramakrishnudu said that the Constitution has laid down that none of the entities should cross their boundaries of authority but in Andhra Pradesh, this was being violated blatantly. Constitutional expert Prof. KP Mukherjee has clarified that India is federal in nature but unitary in soul. There is only one Constitution for the whole of India but there are not separate Constitutions for the States. Hence, the Centre should set things right in respect of the two unconstitutional Bills being pursued in AP now.

‘Laughable’: Yanamala on Sajjala’s comments on Bills

The YSRCP government’s multiple advisors are raising lots of questions on different public issues including the controversy-ridden two Bills relating to the Capital shifting. A latest question was asked by Sajjala Ramakrishna Reddy, Chief Minister’s Advisor (Public Affairs), on whether the previous TDP regime took approval of the President of India or not for the construction of Amaravati. It has created a political storm. The Advisor was oblivious of the fact that Amaravati was identified and developed as per the AP Reorganisation Act, 2014, which was passed with the express consent and approval of the President at that time.

TDP former Minister Yanamala Ramakrishnudu reminded the Government’s Advisor once again of how the Central Government formed the Experts Committee that recommended Capital for residual Andhra Pradesh in the region of Amaravati which is located in between the two cities of Vijayawada and Guntur. Based on this Experts Committee’s recommendation alone, Amaravati was finalised as Capital. Hence, it would require again the signature of the President and the approval of the Central Government for shifting Capital from its present location.

Mr. Ramakrishnudu, also TDP Floor Leader in Council, said that the President’s signature was required for any law made by the State Government if it violated an Act already being implemented by the Centre. The Section 5 (2) and Sub Section (1) in the Reorganisation Act clearly mentioned development of ‘a Capital’ but not 3 or multiple Capitals for AP. Whereas, Section 6 led to appointment of the Experts Committee for identifying ‘a Capital’. The CM’s Advisors should keenly study all these laws and sections so as to get clarity. Only then, they would be able to give proper and constructive advice to the State government.

Asking the Advisors to follow the bifurcation Act carefully, the TDP ex Minister said the AP Capital issue was inseparably interlinked with the Parliament Act. The TDP was only strongly objecting to the attempts by the ruling YSRCP to bring a different law through the backdoor. The State would have to mandatorily take the President’s consent for any law that it was trying to make in violation of a previous law passed by the Parliament.

Mr. Ramakrishnudu asserted that the two Bills brought by YCP were pending with the Select Committee in the Legislative Council. The AP Government Advocate General has already informed this to the High Court of Andhra Pradesh. From this, it was clear that the YSRCP regime adopted dual standards by taking the two bills for approval of the Governor while it already told the Court that the bills in question were with the Select Committee. This was nothing but proof of the AP government’s yet another irresponsible action in contempt of the High Court.

The TDP leader slammed the AP government for ‘violating’ the Constitution and democratic traditions by adamantly ignoring the laws approved by the President. Considering the rising public opinion against the government’s actions, the YSRCP rule should at least start respecting the President, Courts and the Parliament. It should say goodbye to its unilateral and unlawful activities with regard to the Capital issue and behave in a constructive way.

Refer 3 Capitals and CRDA Bills to Prez, Yanamala plea to AP Governor

Former Finance Minister Yanamala Ramakrishnudu has appealed to Governor Biswabhushan Harichandan to send the 3 Capitals and CRDA Bills being pursued by the AP Government for the consideration of the President of India.

He said that the Governor may take the opinion of the Attorney General of India (AGI) before taking a decision as the 3 Capitals bill (AP Decentralisation and Inclusive Development of All Regions Act, 2020) and the CRDA bill (AP Capital Region Development Authority Repeal Act, 2020) were in violation of a Parliament Act and the Constitution of India.

Mr. Ramakrishnudu wrote a letter to the Governor, saying that the YSRCP Government was reportedly intending to send the twin bills for his assent (Governor’s) on the supposition that the Legislative Council did not approve the same in 30 days as per Article 197(1) and 197(2) of the Constitution. Whereas, the fact was that the Council did not even introduce the bills for discussion because they were pending with the Select Committee. Moreover, the matter regarding Amaravati capital city was also pending with the High Court of Andhra Pradesh and therefore it was sub judice.

Stating that any deviation at this juncture would be in violation of the Constitution, Mr. Ramakrishnudu said that as per Section 5 (2) of the AP Reorganisation Act, 2014, enacted by the Government of India, Hyderabad shall be the capital of Telangana and there shall be a new capital for Andhra Pradesh. Further, as per the Section 6 of the Reorganisation Act, the Government of India constituted an expert committee for the study of various alternatives regarding the new capital and accordingly, Amaravati was finalized.

The TDP leader told the Governor that as per the Reorganisation Act, the Central Government shall facilitate the creation of a new capital for the successor State of Andhra Pradesh and, if considered necessary, by notifying degraded forest land. Therefore, the mandate was clear that the State of Andhra Pradesh is to have one capital and not more than that. Even according to the other enactments and the Constitution of India, a Capital city gives no other meaning other than the meaning of One Capital. Hence, the bills introduced by the present YSRCP-led Government come in conflict with the Reorganisation Act enacted by the Parliament in 2014.

Mr. Ramakrishnudu said that the Governor was under obligation to abide by the Constitution of the country and the law of the land to send the bills to the President. The YSRCP regime was making all attempts to ruin Amaravati and replace it with three capital cities. For this purpose, the bills were introduced and passed in the AP Legislative Assembly during the sessions held in January 2020. But the AP Legislative Council did not pass the bills and referred the same for Select Committees as per the ruling of the Chair.

The TDP leader said that the ruling party, with a mala fide agenda, tried to reintroduce the two bills in the Council during the June 2020 budget sessions by using muscle power. However, the Council did not introduce the bills since they were pending with the Select Committee. The question of Council rejecting the bills does not arise.

Govt gave false report to NHRC on Anna Canteens, says Yanamala

Former Finance Minister Yanamala Ramakrishnudu has termed it as a betrayal on the part of the Jaganmohan Reddy government to tell the National Human Rights Commission (NHRC) that Anna Canteens have not been closed down in Andhra Pradesh. The government was not only betraying the poor workers, daily wage coolies and others but also the national level Constitutional institutions like the NHRC. The ruling party was insensitive and indifferent to the need for ensuring justice to the very poorer sections with whose votes it came to power.

In a statement here, the Opposition Leader in Council pointed out that by not releasing funds, the Jagan Reddy regime has caused the Anna Canteens to shut down. This was despite the fact that the Canteens served food at just Rs. 5 to poor workers. Just like Praja Vedika, the Anna Canteens project was also demolished in the State. CM Jaganmohan Reddy himself holds the remote control in his hands for carrying out all these demolitions and destruction.

Condemning the government for giving false report to NHRC, Mr. Ramakrishnudu deplored that the ruling party was obviously crushing the pro-poor Anna Canteens just because they were introduced during the Chandrababu regime. While in Opposition, the CM went on spreading false information about the TDP but even after coming to power, Mr Jagan Reddy was continuing his vicious misinformation campaigns. The CM was solely responsible for demolition of institutions and systems. He was the pilot and co-pilot of this regime with none else having any say in the decision-making at any level.

Mr. Ramakrishnudu condemned the attack by YCP leaders on a Dalit judge which reflected absence of security to the weaker sections under the autocratic and oppressive Jagan Reddy rule. It was clear that the Chittoor-based YCP leaders were behind the attack on the judge. It was nothing but an attack on the judiciary. But, the AP police were not filing a case based on the complaint given by the judge. There was no securrity to the common man when a judge was himself facing such victimisation. The TDP leader said that the Sand Corporation was yet another scheme to commit an employment scam for rehabilitating the ruling YCP leaders and activists. This would not bring any benefit to the common public.

Already, the people faced untold miseries because of sand shortage even as the construction workers passed through starvation and suicides. There is no need for a sand corporation when there is an existing mining corporation. It is well known how the government has crushed the BC, SC, ST welfare corporations by not giving any funds for them.

Mr. Ramakrishnudu flayed the government for not handing over the completed houses to the poor beneficiaries even after the High Court has passed strictures against it. The court has found fault with the government for not giving current connections in the past 14 months of its regime. Over 8 lakh houses were not being handed over to the beneficiaries just because those houses were constructed under the TDP rule.

Sunrise AP pushed into debts and financial mess: Yanamala

Former Finance Minister Yanamala Ramakrishnudu has slammed the Jaganmohan Reddy Government for ‘mismanaging and hurting’ Andhra Pradesh state economy and its financial situation as a whole with a spree of retrograde and self-defeatist policies. Even the so-called welfare sector about which CM Jaganmohan Reddy makes tall claims was reduced to a mere farce with majority deserving sections not getting these benefits. In the first year of his rule, Jagan Reddy has miserably failed in all sectors pushing the sunrise AP into debts.

Mr. Ramakrishhnudu deplored that the development has come to a standstill while the people were being misled with a false misinformation campaign on welfare. The double digit growth rate achieved during the TDP regime was reversed and it came down to 8.16 per cent in just one year as per the Government records alone. In actual figures, the growth was just half of these claims. With an ulterior motive, the socio-economic survey was filled with lies. Revenues have come down drastically while revenue expenditure has gone up. Capital expenditure was raised two-thirds thereby causing a steep gap in fiscal deficit.

Stating that capital expenditure fell by 35 per cent in 2019-`20, Mr. Ramakrishnudu said this showed how YCP has brought nil development in its first one year rule. It is due to the utter failure of the Government. Revenue collections came down by Rs. 67,826 cr, which is about 37.9 per cent. But revenue expenditure went up by 6.96 per cent which is Rs. 8,949 Cr. Total budget expenditure also came down by Rs. 10,798 cr which is about 6.6 per cent. Whereas, the TDP achieved 100 per cent budget spendings in its five year regime. Capital expenditure fell by Rs. 7,131 Cr which is big blow to the economy.

The Opposition Leader in Council said in last one year, YCP failures were responsible for revenue deficit going up by Rs. 12,748 cr, about 91 per cent. This was due to increased and thoughtless spendings on unproductive sectors. Fiscal deficit went up by 14 per cent which is Rs. 5,053 cr. Public debt repayments and interest payments increased by Rs. 5,501 cr, nearly 20.9 per cent.

Mr. Ramakrishnudu expresed concern over market borrowings of Rs. 25,243 cr brought in just one year which came to over 72.6 per cent. If YCP goes on borrowing Rs. 60,000 cr per year, the total State debt would go up from Rs. 3,02 lakh cr now to Rs. 6.5 lakh cr by 2023-`24. The interest burden alone would go up to Rs. 3.47 lakh cr, about 115 per cent, in YCP five years. So, even interest payments would come to Rs. 34,000 cr per year. In the next four years, Jagan Reddy rule will have to get Rs. 1.6 lakh cr loans only to pay interest on loans it would take. It is obvious that YCP pushed the State into Rs. 60,000 cr debt while it took 64 years for AP to get Rs. 3 lakh cr debt over prior to Jagan Reddy regime.

The TDP leader deplored that when compared to the GSDP, debts were increased from 27 per cent to 34.5 per cent. YCP indifference to development projects was evident from how it spent just Rs. 4,000 cr on irrigation projects in 2019-`20 while TDP spent Rs. 14,000 cr in 2018-`19. Agriculture was totally ignored with false claims. Industrialisation took a back seat even as an anti-investment climate was deliberately created.

Mr. Ramakrishnudu said half of sub-plan funds meant for weaker and backward sections were not spent while even those meagre funds spent under sub-plans were being shown as welfare spendings for the downtrodden sections. All 34 welfare programmes of TDP were cancelled. Financial mismanagement of YCP has eventually caused steep socio-economic decline in the State.

Internal revolt in Jagan Reddy rule exposed its 1-yr failures: TDP

Former Finance Minister and senior TDP leader Yanamala Ramakrishnudu has launched a tirade against the Jaganmohan Reddy Government, saying that the ruling party MLAs’ comments were enough to say how much unpopular the Chief Minister became in just one year of his rule.

He said the internal revolt within the ruling party exposed the misdeeds and failures of Jagan Reddy regime in all sectors. Unable to face the people directly, the CM is trying to divert the public attention with the help of recorded videos.

Mr. Ramakrishnudu, in a statement here, said the YCP MLAs were openly revolting against Jagan Reddy only after sensing the rising tide of anti-Government feelings among the people. The TDP has already expressed concerns over total corruption and absence of any development in the past one year. Ruling party MLAs were also saying the same thing against their own Government. Under this rule, development is nil but corruption is full.

The TDP leader said that the CM was making futile efforts to suppress rival criticism with the help of some party leaders who were not able to counter effectively on corruption allegations. What Jagan has brought in Andhra Pradesh was not a welfare state but a mafia rule. The CM was presiding a rule by rampant corruption. It is a kleptocracy in which the rulers exploit both the people and all natural resources of the state to extend their personal wealth and political power.

Stating that the CM was not able to digest criticism, Mr. Ramakrishnudu said there were ample proofs of how the mafia has got total control of the sand, land, soil, liquor and mines in the state. The people are very unhappy about this mafia regime which has triggered open defiance by the ruling party MLAs against their own party leadership.

The TDP leader warned of serious consequences if the YCP leaders continued to harass and torment the people with their land grabs and related mafia deals. He said the YCP would meet with the same fate as that of Karna whose chariot got sunk into the land that led to defeat of the Kauravas in the Kurukshetra war. Even Minister Botsa Satyanarayana admitted to irregularities taking place in some places. While the Minister was saying the mistakes would be corrected but there was no such clarification from the Chief Minister till now.

The Opposition Leader in Council said that while the crops were getting destroyed due to locust swarms, the overall state was being devastated due to YCP attacks. Agriculture, industries and services sectors collapsed like never before in Andhra Pradesh. In just one year, they brought untold disrepute to the Telugu society as a whole.

Mr. Ramakrishnudu deplored that Jagan Reddy was neither ready to admit to his mistakes nor was he willing to correct them. While YCP leaders were becoming fat with corruption money, the poor families suffered heavily during Coronavirus lockdown. BCs and MBCs were the worst affected with their professions having totally collapsed. The Government has not made minimum efforts to help weavers, toddy tappers, fishermen, yadavas, nayi brahmins, rajakas and others. Their sub plan funds were diverted and no special package has been announced for the poor families.

The former Minister said the YCP alone would get the credit for carrying out corruption even in Coronavirus related issues while Kerala and other states made sincere efforts to protect their people. YCP leaders freely violated lockdown and illegally transported sand, gravel, soil and liquor. Scams took place in COVID kits, face masks and also bleaching powder.

Former Finance Minister Yanamala Ramakrishnudu has termed it as a great misfortune of the Andhra Pradesh people to have got an inexperienced Chief Minister like Jaganmohan Reddy who does not have basic understanding of how a state or country’s economy works. While the previous TDP regime achieved 11.02 per cent double digit growth rate in 2018-`19, the present Government reduced it to single digit 8 per cent in the last one year with its self-destructive and debilitating economic policies.

Mr. Ramakrishnudu said AP emerged as a favourite destination for national and international investments but the State’s image took a severe beating since Jagan Reddy began his Tughlaq rule with demolitions, cancellations, atrocities and destructions. Highest priority was given to crippling of systems and institutions under YCP rule. Just like Tughlaq, Jagan Reddy has started shifting Capital City and ended up lapping up severe public backlash.
The Opposition Leader in Council said that the previous TDP rule achieved a per capita income of Rs. 93,000 to Rs. 1.64 lakh in 2018-`19. In just five years between 2014 and 2019, AP witnessed rapid strides in development. All sections of people led happy lives during Chandrababu regime just like history remembers the golden age of the Guptas in Indian history. All sectors of the AP economy witnessed growth and prosperity.

Mr. Ramakrishnudu blamed the failed economic policies of Jagan Reddy for the ‘increasing debt burdens’ on AP people now. Just like Tughlaq, Jagan Reddy has also emptied the state treasury and ripped apart the economy beyond repair. Jagan Reddy regime brought Rs. 80.000 Cr loans in a year as against Rs. 24,000 Cr yearly average of TDP regime. AP used to be in 3rd place in its contributions to the country’s GDP but now it has slipped to 9th place.

The TDP leader asked how the State could get income when the ruling YCP leaders were exploiting and plundering all the natural resources from sand to minerals. The police machinery was weakened and subjugated to protect the ruling party mafia. The orders and judgements of the courts were not being adhered to. The Government money was being distributed to the YCP activists by giving them volunteer posts. The YCP plans were to hijack elections by using its money and muscle power.

Mr. Ramakrishnudu deplored that even the poorer sections were facing lots of problems because Jagan Reddy was implementing his grandfather Raja Reddy Constitution but not Ambedkar’s Constitution. The Dalit doctor Sudhakar was humiliated, ex MP Harsha Kumar was jailed, Andhra University Professor was harassed and so on.

Does YCP rule deserve 100% marks for torturing people? asks Yanamala

Former Finance Minister Yanamala Ramakrishnudu has taken a dig at the ruling YCP leaders’ claims on 100 per cent satisfaction levels among the people about the Jaganmohan Reddy government’s first one year rule. People are asking whether the ruling party deserves 100 per cent marks for subjecting all sections of people to unprecedented misery, atrocities, financial crisis and non-stop harassment. The entire Andhra Pradesh has become an ever burning cauldron of unsolvable problems just like Ravana Kashtam ever since YCP came to power.

In a statement here, Mr. Ramakrishnudu said that the YCP has no moral right to call it a ‘year of welfare’ since CM Jagan Reddy has not implemented any of his election promises and he has reduced Navaratnalu to just a bundle of nine untruths and half truths. The existing schemes like Anna Canteens and Pelli Kanuka were cancelled. Except the ruling party leaders and Jagan Reddy’s yes men, all other sections of people in the state were dissatisfied 100 per cent about the misgovernance and misdeeds of this CM.

The Opposition leader in AP Council further asserted that in the past one year, the ruling party used all its energies and intelligence to drown the AP people into deep wells of problems and leaving them in deeper crisis situations than ever before. By foisting false cases, all sections of people were being tortured and subjected to mental agony. The YCP would get the credit for leaving so many people in a depressive state within a short period of time. Not even in one single sector can progress be achieved just because the CM was only interested in demolitions and cancellations rather than developing the state with a positive mindset.
Mr. Ramakrishnudu deplored that the farmers had to destroy their horticulture crops for lack of buyers while works on several projects were stalled due to reverse policies of this government. Solar power plants companies were threatened and intimidated with pistols even as no steps were taken to revive confidence while lots of industries were leaving AP in search of better opportunities. Youth have lost their job opportunities due to lack of industrial and general development. Attacks were made on Dalits and even doctors. Assignment lands were snatched away from the poorer sections of people.

Stating that lawlessness and distress increased in the state, Mr. Ramakrishnudu said that nobody would be hundred per cent satisfied for YCP making Rs. 80,000 Cr loans in just one year without showing commensurate development or welfare activities. Liquor from neighbouring states was flowing unchecked in the state. Construction workers have committed suicide due to collapse of the industry because of artificial sand shortage. Scams were committed even in bleaching powder and virus kits.

The TDP leader accused the government of crippling Constitutional institutions, depriving poor people of their livelihoods and shifting Amaravati Capital City in an atrocious manner. The sadistic government is now celebrating festivals while the general public were deeply shocked at the looming collapse of the state as a whole because of the non-stop misdeeds of the ruling party.

TDP demands white paper on demolitions and betrayals: YCP One Year Rule

Opposition Leader in AP Council and former Finance Minister Yanamala Ramakrishnudu on Thursday strongly objected to the YSRCP celebrating completion of its one year rule in a big way though there were no achievements to its credit to deserve such celebrations.

He said that while the people were suffering on all fronts, the YCP leaders have begun celebrating for apparently spreading Coronavirus during lockdown, for cancelling popular programmes like Anna Canteens and for not keeping its Navaratnalu promises.

In a statement here, Mr. Ramakrishnudu demanded that the YCP Government publish a white paper on the revenue and expenditure on welfare programmes since it was claiming to have fulfilled 90 per cent promises in its manifesto. Comparative figures on state finances and per capita income for 2018-`19 and 2019-`20 should be given. YCP should give clarify how much was spent on infrastructure, Navaratnalu and each welfare programme.

He deplored that YCP one year rule was marked by demolitions, atrocities, betrayals and cancellations. Instead of preventing Coronavirus, YCP leaders took out rallies, flower showerings, public meetings and door to door campaigns which only triggered further virus spread.

The TDP leader said that without any achievements to its credit so far, the Jagan Reddy Government was celebrating ‘Varotsavalu’ from May 23 and its one year rule festival from May 30. Was this a time for holding celebrations? After causing problems like opening liquor shops in virus lockdown, the YCP was celebrating in a fascist manner. Ammavadi was denied to 40 lakh people and another 40 lakh farmers were not given Rythu Bharosa.

Mr. Ramakrishnudu said that BC, SC, ST and Muslim minorities were betrayed while mangroves were felled in seacoast and YCP looted Rs. 400 Cr in ‘Aava’ lands. He asked whether the one year was being celebrated for putting Rs. 80,000 Cr loans burden on the state. Untold harm was done to AP because of stalling of Amaravati Capital City and Polavaram lifeline project. The Government should tell facts on unproductive expenditure and misuse of thousands of crores of public money. The YCP should clarify on what assets it had created in the last one year.

Expressing concern over YCP policies, Mr. Ramakrishnudu said that the one year rule began with demolition of Praja Vedika and the destruction spree continued nonstop. In the name of Judicial Capital, Kurnool was plunged into Coronavirus crisis. Visakhapatnam people were lured with Administrative Capital but they were harmed with toxic vapours that put thousands of people in danger. Even irregularities were freely committed in virus preventive measures as well. Corruption was rampant in kits, masks, bleaching power, sand mining, lands and everywhere.

Mr. Ramakrishnudu said that instead of holding celebrations, YCP should do brainstorming on Jagan Reddy’s demolitions and the unchecked looting that went on and also on land grabings and false cases against opposition parties and general public. Bus charges were collected from even migrant workers without considering their plight.

Jagan Govt hiding details of increased liquor revenue: Yanamala

Former Finance Minister Yanamala Ramakrishnudu on Sunday demanded that the YSR Congress Party Government explain to the people why it was not giving details of excise revenue following steep hike in prices of liquor in the state. While boasting about 13 per cent reduction in liquor shops in today’s media advertisements, the Government avoided any mention of the revenue just because it had increased apparently.

The Opposition Leader in AP Council stressed the need for giving a special package to the media organisations considering their vital role in a democracy and their financial crisis on account of Coronavirus epidemic lockdown. It would not be correct on the part of the Government to spend public funds indiscriminately on improper advertisements.

Strongly objecting to 75 per cent hike in liquor prices, Mr. Ramakrishnudu said that this has become a grave threat to the weaker sections people mostly because 80 per cent of their families come under direct impact of liquor as per a survey. Only 7.5 per cent among upper castes and 59 per cent among muslim minorities are affected. Now, the steep price hike would further cripple the lives of weaker sections who were already financially suffering due to loss of work in lockdown period.

The TDP leader deplored that lakhs of poor families were not only losing what little money they have but also suffering serious health risks because of poor quality liquor. While no Government has imposed additional taxes or burdens on people anywhere in the world and the country, AP Government was giving lots of problems to poor families instead of providing proper relief to them in this COVID crisis. The YSRCP was giving direct and indirect support to illegal businesses. Non-duty paid liquor was flowing all over the State causing major loss to the State exchequer.

Mr. Ramakrishnudu deplored that CM Jaganmohan Reddy was only interested in hiking current bills, RTC fares, liquor prices and other taxes rather than rescuing people in times of crisis situations like Coronavirus and gas tragedy. The CM has not shown any enthusiasm to prevent rise in COVID cases and failed to extend timely relief to gas mishap victims. Problems of Amaravati Capital City farmers, migrant workers and agricultural growers have multiplied.

Stating that COVID cases were rising alarmingly in the state, Mr. Ramakrishnudu said that now AP had come up to 4th position in the country in terms of total virus infections due to miserable failure of the YSRCP Government. In Corona related deaths, AP stood in first place in South India and standing at 7th position all over India. As said earlier, CM’s negligence was leading to AP fast crossing the 2,000 mark in virus cases in a day or two.

‘Small fever’ has crippled lives and whole economies: Yanamala

TDP is mounting its attack on the ‘small fever’ comment of CM Jagan Reddy. Former Finance Minister Yanamala Ramakrishnudu has accused the YSR Congress Party Government of looking for electoral advantage with a faction mindset and showing no concern to save lives and livelihoods of common people from the Coronavirus destruction. CM Jaganmohan Reddy was still dismissing it as a ‘small fever’, once again unveiling his factionist attitude and negligence towards burning problems. Jagan should realise that the same ‘small fever’ had now wrecked livelihoods of crores of people and crippled even developed economies.

Mr. Ramakrishnudu has expressed concern over how Andhra Pradesh had now alarmingly risen to occupy 2nd place in entire country in virus cases. AP was reporting an average rise of 80 cases per day as against 1,500 in the country. Jagan Reddy’s initial statements on paracetamol and bleaching powder made official machinery complacent. Now, the state has occupied second place in rate of cases increase and sixth place in virus deaths. The YSRCP claims on the countrywide top testings in AP were rubbish. The ruling party leaders were continuing to betray the people by attributing cases rise to increased tests. On the other hand, YSRCP was underreporting and suppressing many cases. Despite this, AP had overtaken Telangana in number of cases in just a week’s time and may soon overtake Tamil Nadu.
The Opposition Leader in Legislative Council held YSRCP regime responsible for lowest recovery rate of 4.7 per cent in AP as against 98.8 per cent in Kerala, 98.3 per cent in Haryana and 97.7 per cent in Tamil Nadu. AP stood at lowest second place in discharge rate. Number of discharged cases was 287 in AP, 1,210 in Tamil Nadu, 409 in Telangana, 369 in Kerala and 216 in Karnataka. While the AP situation was deteriorating each day, YSRCP leaders were making irresponsible and negligence statements.

Mr. Ramakrishnudu warned that if the Government continued hiding number of Corona deaths, it would only create confusion and aggravate the infections in the state. Studies have revealed how cases were increasing alarmingly in AP while a declining trend was reported in Kerala, Telangana and Tamil Nadu. The YSRCP rallies with flexis and crowd gatherings had caused virus spread in Srikalahasti, Narasaraopet and other places.

Mr. Ramakrishnudu asked whether Coronavirus was a relative or guest of Jagan Reddy to come and go whenever he would invite it. While scientists and world leaders were wracking their brains on developing a vaccine, AP CM was refusing to acknowledge COVID as a serious threat. It was nothing but self-deception to say that Corona was just a regular fever.

YSRCP betrayed poor SHG women with false promises?

CM Jagan Reddy not only planted kisses but also made very huge promises to poor women. Now, rival leaders are raising countless questions on this aspect. Yanamala Ramakrishnudu, Opposition Leader in Legislative Council, advised Jagan Reddy government to save the people’s lives from Coronavirus danger instead of telling lies and making false claims on welfare programmes like ‘zero interest’ scheme. He described the YSRCP regime as a zero rule, saying that its ‘YSR Sunna Vaddi Pathakam’ was nothing new and devoid of zero additional benefits to the poor DWCRA women. Everybody knows how CM Jagan Reddy tried to take credit for zero interest programme on the floor of the Assembly but soon had to change his word after the Telugu Desam Party proved with documents how the scheme was implemented during its previous regime. While YS Rajasekhar Reddy brought ‘pavala vaddi pathakam’, Kiran Kumar Reddy implemented ‘zero interest scheme’. It was an ongoing scheme which the previous TDP regime also implemented in the interests of poor women’s groups.

Mr. Yanamala strongly objected to YSRCP government not paying dues under existing schemes, saying that this was against the spirit of democratic and administrative norms. He said that the TDP regime had cleared huge pending dues that came down from previous governments which was why Rs. 2,500 Cr dues piled up under zero interest scheme between 2016 and `19. The present government did not clear these pending dues but has paid interest for 2019-2020 without maintaining continuity and in a very bankrupt manner.

Asserting that governance is a continuing process, Mr. Yanamala condemned YSRCP government for paying only this year’s interest without clearing previous dues. That too, only part of this year’s dues were paid. By withholding payments on a largescale, Jagan Reddy regime has openly cheated the DWCRA women members. In the past, YSR government gave Rs. 267.52 Cr for ‘pavala vaddi’ and Kiran Kumar Reddy government Rs 2,039 Cr whereas the TDP government released Rs. 2,514 Cr during its previous 5 year rule. The self help groups women would not trust whatever lies being told by YSRCP leaders.

Mr Yanamala accused Jagan Reddy regime of cheating poor women by not implementing its Navaratnalu poll promise of giving pension to all poor women aged above 45 years of age. Jagan Reddy promised to waive loans worth Rs. 21,000 Cr for DWCRA women in four phases but even the first phase was not implemented till the past one year. CM changed word and promised to pay Rs. 75,000 to each woman, which was also thrown to winds. Rs 10,000 salary to VAOs was also not being implemented. Remuneration was not being paid to Kalyana Mitras. No wages were paid to over 5,000 ‘pasu mitras’ for over one year.

Mr. Yanamala deplored that it was the misfortune of AP people to have an irresponsible government in a time of dangerous virus epidemic threat in the state. Medical grade personal protection equipments (PPEs) should be provided to doctors, nurses and paramedical staff. Ignoring safety of frontline warriors would only throw COVID preventive measures out of control.

The YSRCP regime is facing more and more questions from Opposition each passing day. Now, Yanamala Ramakrishnudu, Leader of Opposition in AP Legislative Council, is asking what the Jaganmohan Reddy government has done with Rs. 4,000 Cr borrowed this month alone. He held the government’s alleged bankrupt political agenda responsible for what he described as a rapidly deteriorating Coronavirus situation in Andhra Pradesh.

He accused the Government of suppressing virus +ve cases in order to get the local body elections held as early as possible to suit its political priorities. It was high time for the Central Government to intervene and save the AP people from the bankrupt and dangerous policies of the Jagan Reddy government. Though Kerala was suffering from financial problems, they had announced Rs. 20,000 Cr Coronavirus relief package while AP Government was not taking any such effective steps to come to the rescue of people in a crucial time. YSRCP Government borrowed Rs. 4,000 Cr this month but there were no funds released to fight the virus and to pay full salaries to employees. AP received sufficient funds in the form of Central devolutions but the YSRCP leaders were talking about financial crisis.

Mr. Yanamala said that Kerala emerged as an ideal state by taking proactive pro-people steps despite financial problems while AP Government gave priority to making payments to its favoured contractors. YSRCP allocated Rs. 3,000 Cr for market intervention but not a single rupee was spent so far to save farmers from losses. AP is fast slipping into food insecurity because of the Government’s negligence and indifference.

Mr. Yanamala charged the YSRCP of fudging financial numbers to divert the people’s attention from its failures and the ill effects of its misgovernance on overall state economy. The former finance minister said that in the name of deepening financial crisis, the YSRCP is planning not to spend any funds on development activities this year as well. On the other hand, the government is not explaining what it is doing with the funds saved by discontinuing Anna Canteens, unemployment allowance, festival gifts and other programmes.

Mr. Yanamala dismissed as a lie the government’s claim to have spent hundreds of crores for the Rs-1,000 cash distribution to poor families. These funds were provided by the Centre while the State has not given any funds of its own so far. Compared to other states, AP has not given much and ration was not given to over 25 lakh beneficiaries whose ration cards have been cancelled on petty reasons. There were also complaints about distributing 1 kg less out of 5 kg and also Rs. 100 to Rs 250 cut from Rs. 1,000 assistance.

Stating that Rs. 4,000 Cr expenditure on Corona treatments and prevention was a lie, Mr. Yanamala said that South Korea spent just Rs. 870 Cr for virus fight but it could conduct over 4 lakh tests. Whereas, AP government is showing Rs 4,000 Cr spendings though it held just 20,000 tests so far. When so much less testing and lesser +ve cases were reported, it would not be proper to show huge expenditure on virus fight in AP.

Mr. Yanamala said that all attempts by YSRCP were to project that Corona lockdown caused much greater financial losses. The government is obviously preparing people for future fund cuts for poor people’s welfare programmes in addition to development works and projects which were already ignored.
