Like Abhimanyu in the Mahabharata epic battle, the young Chief Minister Jaganmohan Reddy was taking bold and adventurous decisions from the beginning and without any compromise. Just like Abhimanyu, Mr. Jagan Reddy is struggling for lack of exit plans to break the Padmavyuha. It happened with the PPAs, Polavaram, State Election Commissioner and now the latest instance of Rayalaseema Lift Irrigation Scheme. Senior most leaders and experts have already warned the CM not to take hasty decisions. They know how river water disputes become a constant irritant once they begin.

Now, Jagan Reddy’s Pothireddypadu lift scheme expansion to draw water from Srisailam for Seema needs has landed in litigation before the National Green Tribunal. Interestingly, the KCR government in Telangana and the Modi government at the Centre have petitioned the NGT against the AP project. It should be noted that while KCR was known for giving his all-out support to the AP CM, the BJP government at the Centre was seen as having secret understanding with Jagan Reddy for political reasons.

Already, Union Jal Shakti Minister has asked the Jagan regime to stop the Pothireddypadu expansion scheme. While this is the seriousness that the issue has acquired, YSRCP chief whip Gadikota Srikant Reddy says their government would put up a strong argument before Apex Council in favour of Rayalaseema lift scheme. Jagan regime is still not realising that it cannot go ahead with Seema project without taking approvals of Telangana and the Centre. As of now, Jagan rule is getting surrounded by all sorts of litigations just like how Abhimanyu was stuck in Padmavyuha.

Despite several chinks in his armour, Chief Minister Y S Jagan Mohan Reddy emerged as the third best performing CM in the country.

A bi-annual ‘Mood of the Nation’ survey conducted by the India Today Group in coordination with Karvy Insights had adjudged Uttar Pradesh’s Yogi Adityanath as the best performing CM for the third time in a row.

While Yogi Adityanath stood in the first place, Delhi CM Arvind Kejriwal and his Andhra Pradesh counterpart clinched second and third places. With 24 per cent votes, 48-year-old Adityanath was way ahead of Arvind Kejriwal (Delhi) and Jaganmohan Reddy (Andhra Pradesh), who secured 15 and 11 per cent votes respectively. Telangana CM K Chandrasekhar Rao stood in the ninth place with a mere three percent polling.

India Today Group has interests in magazines, newspapers, books, radio, television, printing and the Internet. Karvy Insights is a part of Karvy Group, much of its revenues come from Karvy Stock Broking Limited which was recently in news for the biggest stock market scam. Capital markets regulator Securities and Exchange Board of India (Sebi) prima facie found that Karvy Stock Broking Limited (KSBL) had pledged the securities of its clients — without any consent — to raise more than Rs 2,500 crore for its operations.

Reacting to the survey results, former Telugu Desam Party minister Ayyanna Patrudu remarked rather tongue-in-cheek that Jagan Mohan Reddy should have been named as the best chief minister. “I was surprised that Jagan stood in the third place. He should have been in the first place. He is numero uno in everything. He ranks first among the corrupt. In Corona, he has successfully put AP in the first ranking in highest single-day spikes. He comes first in corruption, land dealings, sand mafia. He comes first in slapping false cases and arresting opposition leaders. After becoming CM, AP ranks first in atrocities against Dalits and women in the last one year of governance. The survey has gone totally wrong in ranking Jagan as third best performing CM,” he stated in a sarcastic remark.

Ayyanna Patrudu was booked under the Nirbhaya Act. Narsipatnam municipal Commissioner Krishnaveni had filed a case against Ayyanna Patrudu when the TDP leader questioned why his grandfather Latcha Patrudu’s photo was removed from the municipal office. Krishnaveni had accused Ayyanna Patrudu of making objectionable comments against her and filed a police case against him. Ayyanna Patrudu was booked under Sections 354-A (4), 500, 504, 5050 (1) (B), 505 (2), 506 and 509 under the Nirbhaya Act. On his part, Ayyanna Patrudu moved the Andhra Pradesh High Court contending that the Jagan government was acting out of political vendetta by foisting false cases against him. He had urged the High Court to dismiss the cases filed against him. The High Court had granted anticipatory bail to Ayyanna Patrudu.

Chief Minsiter Y S Jaganmohan Reddy is gearing up for the foundation stone laying ceremony on August 16 for the formation of three capital cities – the executive capital at Visakhapatnam, the legislative capital at Amaravati and the judicial capital at Kurnool.

Jagan, it is learnt, is making all out efforts to get Prime Minister Narendra Modi’s appointment to invite him for the foundation stone laying ceremony on August 16.

Jagan wants to impress upon Modi to take part in the foundation stone laying ceremony either in person or via video-conference.

However, it is unlikely that Modi will participate as he had already laid the foundation stone on October 23, 2015
for the new capital in Amaravati when Chandrababu Naidu was the first chief minister of newly formed Andhra Pradesh.

At that time, Modi also promised support for the development of new state as promised in the AP Reorganisation Act, including special assistance. The
Prime Minister had also stated that the central government would fulfill all promises that had been made in the AP Reorganisation Act, 2014 and would be implemented in-toto.

If Modi attends the foundation laying ceremony, it will surely open up a can of worms and kick up a fresh political storm.
Questions will be raised on how the PM can lay the foundation stone for three capitals four years after he laid the foundation stone for the construction of Amaravati. Such a move will thoroughly expose the central government’s double standards on the capital issue.

Already, the Modi government exposed itself by claiming that the three capitals issue is a state subject and that the Centre has no role to play. The central government had filed an affidavit in the Andhra Pradesh High Court in this regard recently.

The Modi government’s affidavit exposed the BJP’s double standards on the capital issue as the saffron party had passed a political resolution in favour of Amaravati as the capital. The central government had sanctioned Rs 2,500 crore for the project and an amount of Rs 1,500 crore had already been released.

It is another matter that the BJP leaders are divided on the three capitals issue and have been talking in differnt tones.
When Kanna Lakshminarayana was state BJP president, he had written to Governor Biswabhusan Harichandan urging him not to give assent to the two capital bills.

The Governor had on July 31 given his assent to the two controversial bills — the Andhra Pradesh Decentralisation and Inclusive Development of all Regions Bill and APCRDA Repeal Bill paving the way for creating three capitals in Andhra Pradesh.

Rajya Sabha MP GVL Narasimha Rao and nrwly appoited state president Somu Veerraju stated capital creation was not in the purview of the Centre and that the two Bills were cleared as per the constitutional and legal provisions.

The Governor gave his assent to the two bills even as the matter is sub-judice. Further, the High Court had recently directed the AP government to maintain status quo till August 14 on the shifting of government offices from Amaravati. However, an impatient and defiant Jagan administration in a tearing hurry filed a Special Leave Petition in the Supreme Court seeking a stay on the High Court order.

The issue could be heard in the Supreme Court in the next two to three days. In the meanwhile, Jagan seems to be in a hurry to lay the foundation stone for the three capitals even as the matter is pending both in the High Court as well as the Supreme Court.

The Andhra Pradesh High Court had also sought complete details on the estimated cost of construction of the capital city in Amaravati and how much public money was spent so far.

The High Court expressed deep concern over the money that had so far been spent on construction of the capital in Amaravati. The High Court asked a volley of questions such as how many buildings were completed, how much money was spent and the outstanding amount to be paid to the contractors.

More than Rs 52,000 crore was spent on infrastructure, government buildings, water, power supply and other works as per CRDA records.

The case was posted for the next hearing on August 14.

AP races to unseat TN in Covid-19 count: Why Jagan is India’s Nero

After surpassing Delhi and Karnataka Andhra Pradesh is now racing ahead to become the country’s second worst-hit state in terms of coronavirus infections.

In the last 24 hours, AP reported another 10,980 new Covid-19 positive cases taking the total number of cases to 2,14,145.

In an alarming trend, the state is breaking its own daily spike in casualties. In the last 24 hours, 97 covid 19 patients succumbed to the infection taking the toll to 1,939.

On Friday, AP reported 89 new COVID-19 deaths. The 97 deaths reported in the last 24 hours is the highest single-day toll reported so far.

The state has been reporting highest single-day surge in the country for nearly a month. In the last 12 days alone, AP reported more than one lakh Covid-19 positive cases.

If AP continues to report more than 10,000 Covid-19 positive cases every single day, the day is not far when the state could unseat Tamil Nadu to claim the dubious second position in the country’s highest number of infections.

Andhra Pradesh has surged past a host of the states to become the country’s third most afflicted by coronavirus. A spike in cases has seen AP leapfrog Karnataka and Delhi to take third spot in numbers of COVID-19 infections. The state with over five crore people has now officially recorded 2,14,145 cases of COVID-19, more than the Karnataka, Delhi and host of other states. But it is still some distance behind Maharashtra which has had 4,79779 confirmed cases.

With 10,980 new cases, AP’s total number of cases climbed to 2,14,145 while Tamil Naidu’s Covid-19 tally stood at
2,85,024.

The state has 85,486 active Covid-19 patients who are currently taking treatment in various hospitals. The last 24 hours, AP conducted more than 64,000 tests. So far, the state has conducted 24,24,393.

While the state administration attributes the alarming rise to heightened testing, experts blame it on the callous approach of the AP government in handling the pandemic and its failure to take the warnings seriously early on.

Jagan has consistently sought to downplay the public health risk of the burgeoning pandemic while his administration has been slow to respond to the crisis.

While experts have cautioned that corona is different from influenza and that the virus appears to be more contagious and more deadly than the flu, especially because no vaccine is available, Jagan said people should not panic about Covid-19 and should be treated like fever and common cold.

“It not as bad as the seasonal flu. It is like fever. It will go if you take proper care, wear masks, take proper diet and improve your immunity. If you take these steps, you can fight corona,” he had prescribed.

In the days that followed as the Covid-19 situation worsened, Jagan had asked people to “learn to live with the virus” and that it will not be surprising if every single is infected with the virus.

Like Roman emperor Nero, Jagan fiddled with everything else but focus on combating the pandemic.

CMs of different states moved quickly to declare states of emergency and closed schools and non-essential businesses malls, cinema halls as a precautionary measure to contain and tackle the spread of virus.

However, Jagan and his administration was busy fighting legal battles on various policies decisions including English medium on government schools, YSRCP colors on government buildings, removal of Nimmagadda Ramesh Kumar as SEC, creation of three capitals among others.

Despite receiving several setbacks in both the High Court and the Supreme Court, Chief Minister Y S Jagan Mohan Reddy seems to have not learnt any lesson and continues to be in a defiant mode.

After the High Court directed the YS Jagan Mohan Reddy government to maintain status quo with regard to Amaravati as the capital city, the Andhra Pradesh government on Saturday filed a Special Leave Petition in the Supreme Court seeking a stay on the HC order.

The Andhra Pradesh High Court on August 4 directed the State government to maintain status quo for 10 days on the shifting of government offices from Amaravati.

A dvision bench comprising Justice Rakesh Kumar, Justice Akula Venkata Seshasai, and Justice M Satyanarayana Murthy directed the Jagan government to file a counter to the petitions by August 14, but an impatient Andhra Pradesh government has now filed a Special Leave Petition seeking a stay on HC order.

The Modi government has already washed off its hands on the issue of shifting capital to Vizag from Amaravati by making its stand clear that it is a state subject and that the central government has no role to play.

The central government also filed an affidavit in the Andhra Pradesh High Court that it has no role in capital creation.

Further, the union government contended that it is the prerogative of a state to decide the location of its capital city. With the counter affidavit, it has now become clear that the Modi government will not interfere in the decision of the Y S Jagan Mohan Reddy government in Andhra Pradesh to shift the administrative capital of the state from Amaravati to Visakhapatnam.

Earlier, the High Court had sought complete details on the estimated cost of construction of the capital city in Amaravati and how much public money was spent so far.

Hearing a batch of petitions, a three-bench judge comprising Justice Rakesh Kumar, Justice M Satyanarayana Murthy and Justice A V Sesha Sai asked advocate Unnam Muralidhar to submit the details over capital construction in Amaravati.

The court served notices to the State Accountant General asking him to submit a detailed report on the source of the funds. The case was posted for the next hearing on August 14.

On his part, Unnam Muralidhar submitted before the court that so far Rs 52,000 crore had been spent as per the AP Capital Region Development Authority (CRDA) records.

The High Court advocate stated that more than Rs 52,000 crore was spent on infrastructure, government buildings, water, power supply and other works.

After entering into a legal battle over water sharing, the Andhra Pradesh and Telangana governments are now flexing muscle over electricity sharing. In a fresh row, the Andhra Pradesh government has entered into a tussle over ‘power’.

The Jagan government is putting up a fierce opposition to Telangana Genco’s attempts to generate extra power from major hydel reservoirs of Srisailam and Nagarjunasagar on the Krishna river.

The AP government complained to the Krishna River Management Board (KRMB) that TSGenco was generating power against the agreed ratio of 50:50 for the year 2020-21.

Following this, KRMB wrote a letter to the ministry of Jal Shakti with an appeal to direct the TSGenco to stop further drawls of water from Srisailam project for power generation and following the agreed protocol ratio of 50:50 for the year 2020-21.

With Telengana government firm on generating power in spite of objections by AP, the latter has knocked at ministry of Jal Shakti and the Krishna River Water Management Board to resolve the issue.

The AP government’s bone of contention is that the generation of power at the Srisailam would drain out water from the reservoir as it is necessary to maintain water level at a minimum draw down level to supply drinking water to the Rayalaseema region.

Already, both the states have locked their horns over water sharing from Srisailam reservoir. The Telangana Irrigation Department had urged the Krishna River Management Board (KRMB) to prevent the Andhra Pradesh government from taking up any further action with regard to GO 203, issued on May 5 to divert 8 tmcft water from Srisailam to Rayalaseema.

Further, the Telangana government had moved the Supreme Court with an appeal to direct AP to halt the tender process for the irrigation project in violation APRA and the instructions of the Krishna River Management Board (KRMB).

The Andhra Pradesh government had proposed for construction of Rayalaseema Lift Irrigation Scheme, expansion of Pothireddypadu project and also increasing the capacity of the Srisailam Right Bank Canal under GO 203 issued in May this year.

Tenders for the works had already been called for. On its part, the Telangana government objected to the GO 203 stating that it is violative of the AP Reorganisation Act and sought stay orders against the GO. KRMB had also sent a letter to Andhra Pradesh special chief secretary for water resources development stating that even calling for tenders for work on the Rayalaseema Lift Irrigation Scheme would violate the APRA.

The water and power sharing between the two states has caused a strain on the bonhomie that chief minsiters K Chandrasekhar Rao and Jaganmohan Reddy. It remains to be seen how the two CMs will resolve the water and power issues between the two states in the days to come.

The TTD SVBC channel did not telecast the foundation stone laying ceremony at Ayodhya Ram Temple yesterday. None other than Prime Minister Modi laid the foundation for the Temple. This event was telecast by over 250 channels in India and abroad. The non-telecast of the high-profile event of the recent times by TTD channel came in for lots of criticism. Especially the BJP AP leaders began launching a scathing attack. They asserted that this incident has hurt the sentiments of devotees all over the country.

BJP leader Dinakar demanded that the AP Government take action against the TTD officials responsible for the Ayodhya puja. He pointed out that the TTD was mainly aimed at dissemination of the Hindu Dharma but not individuals’ priorities.

The BJP leaders recalled that the SVBC channel telecasted live the AP Chief Minister’s visit to Sarada Peetham in Visakhapatnam. In that case, it was not clear why the TTD ignored such a historic incident like Ram Mandir puja now.

BJP leader Vishnuvardhan Reddy demanded the removal of SVBC Channel CEO Venkata Nagesh immediately for this gross negligence. This mistake was deliberately made. The CM, Endowments Minister and TTD chairman SV Subba Reddy should urgently give their response on this violation. It was unfortunate that the basic objective of the TTD to strive for the Hindu ideals was subverted in the present instance.

The YSRCP leaders are setting new records in their hurry to show their loyalty to CM Jaganmohan Reddy. They have begun construction of a temple for the Chief Minister at Rajampalem in Gopalapuram mandal in West Godavari district. Amid celebrations, the foundation stone was laid for the Jagan Temple by the ruling party’s Gopalapuram MLA Talari Venkat Rao.

Speaking on the occasion, the MLA said that the temple idea was taken up to cherish forever the untiring efforts being made by their Chief Minister to save the lives of people from Coronavirus threat. The MLA heaped praise on Jagan Reddy, saying that the CM was rescuing people from the impact of virus infections while, at the same time, taking all measures necessary for the development of the State. Such a balancing act could be possible only for a dedicated and committed leader like YS Jagan.

Interestingly, the YSRCP MLA made it sure that the foundation stone laying ceremony for Jagan Temple be taken up on Wednesday to coincide with the foundation ceremony for Ayodhya Ram Temple. It may be recalled that Prime Minister Modi laid the stone for Ayodhya Temple amid nationwide acclaim. MLA Venkat Rao said that it was a good fortune for him to begin Jagan Temple on the same day when Ram Temple works were begun at Ayodhya.

Blow to Jagan: HC directs state to maintain status quo on three capitals bill

Nearly a week after Governor Bishwabhushan Harichandan gave his nod to the two controversial bills, the Andhra Pradesh government received a big blow to its proposed move to create three capitals in the state.

The Andhra Pradesh High Court on Tuesday directed the Jagan government to maintain status quo on its move to trifurcate the state. Hearing a batch of petitions, the HC stayed the two bills- Decentralization of development and CRDA repeal bill till August 14

The High Court directed the government to file a counter while posting the next hearing to August 14. The petitioners, including Amaravati farmers and Joint Action Committee filed petitions in the HC seeking stay on the gazette issued by the governor

The petitioners through their counsels Shyam Diwan and Muralidhar argued that the bills were approved in the most unconstitutional manner. Governor Bishwabhushan Harichandan last week approved the two controversial bills — the Andhra Pradesh Decentralisation and Inclusive Development of all Regions Bill and APCRDA Repeal Bill paving the way for creating three capitals in Andhra Pradesh — Visakhapatnam as executive capital, Amaravati as legislature capital and Kurnool as the judicial capital. His assent to the two bills comes in the midst of demand by the Opposition parties to refer them to President Ram Nath Kovind. The matter if sub-judice, yet the Governor gave his green signal to the two bills.

On July 18, the Jagan government had sent the AP Decentralisation and Inclusive Development of All Regions Bill, 2020 for setting up three capitals in the state to the Governor for his assent.

Both the Bills were passed in the Assembly in January and introduced in the Council, while the chairman referred them to the Select Committee. The bills were halted in the Assembly for the second time as the session was suspended amid pandemonium.

The previous TDP government has acquired over 35,000 acres of land from over 28,000 farmers in Amaravati. Soon after riding to power, Chief Minister Jagan Mohan Reddy had proposed three capitals — Amaravati as the legislative capital, Visakhapatnam as the executive capital and Kurnool as the legal capital. This triggered massive protests from thousands of farmers who gave their lands for the capital construction at Amaravati. ; they have been protesting against the move for more than 230 days now.

The Governor’s approval triggered a fresh political row in the state. TDP president and former chief minister N Chandrababu Naidu termed it as a historic blunder AP Governor’s approval to the two bills and slammed Jagan for the proposed three capitals move stating that it was an unlawful decision in violation of the AP Reorganisation Act 2014.

Naidu said Jagan has betrayed the farmers by announcing that the capital will be shifted to Vizag from Amaravati. He reminded Jagan that he once spoke in favour of Amaravati as the only capital of the state on the floor of the Assembly when he was the Opposition leader prior to 2019 elections. But, after coming to power, the chief minister reversed his decision . “This is betrayal. The dreams of five crore people of Andhra Pradesh remain shattered and farmers aspirations have been butchered by this chief minister,” Naidu criticized.

Naidu also threw a challenge at Jagan to seek re-election as a referendum on the three capitals issue. He challenged the YSRCP leaders to resign and seek fresh voting on Amaravati. He said the TDP leaders, including himself, are ready to resign and seek re-election. “We are ready to quit. Will you also resign and seek a fresh vote on Amaravati and your unwise decision to create three capitals,” Naidu had asked.

Former Minister Yanamala Ramakrishnudu on Tuesday demanded that Chief Minister YS Jaganmohan Reddy and the ruling YSRCP leaders should come forward to face the challenge thrown to them by former Chief Minister N Chandrababu Naidu on the 3 capitals decision.

Mr. Ramakrishnudu said the CM and his party Ministers and MLAs have clearly developed a fear complex about facing the elections just because their government’s rising unpopularity all over the State. From the beginning, Jagan Reddy adopted destructive policies rather than development-oriented programmes.

In a statement here, the Opposition Leader in Council termed it as ridiculous on the part of the YSRCP to kill Amaravati when the Ministers were talking about comprehensive development of all the 3 regions in the State. The ruling party should realise that the question of caste, region or religion would not arise but the overall development of the State could be achieved with Amaravati as Capital.

The TDP leader told the YSRCP leaders that a greater damage would be done to AP if 3 Capitals became a reality. Already, the Jagan Reddy regime has pushed the State into doldrums, chaos and turmoil during its 14 months. The economists were predicting that the coming years would be as bad as the first year of the YSRCP regime.

Stating that no development took place in Rayalaseema in the last one year, Mr. Ramakrishnudu said that the CM was only cheating the people of Seema districts by promising Judicial Capital in Kurnool. Actually, this was not in the hands of the AP Government. The AP High Court was established in Amaravati only after an order was issued by the President of India in consultation with the Supreme Court.

Mr. Ramakrishnudu asked how the Government could go ahead with the shifting of Capital when Amaravati was already selected as per the laws and also developed to a large extent. The idea of developing 3 Capitals was nothing but an effort to betray and cheat the people of the whole state. The people should be alert and do everything possible to protect their future from the destructive policies of Mr. Jagan Reddy.

The TDP leader said after Mahamad Bin Tuglaq shifted his capital from Delhi to Daulatabad and, again from Daulatabad to Delhi, his people saw irreparable damage. That had emptied the treasury and ultimately led to the collapse and fall of the Tuglaq dynasty. Same thing is likely to happen in Andhra Pradesh. Firstly, AP CM Jaganmohan Reddy is currently very, very busy to shift Secretariat and CMO to Visakhapatnam to start governance from there from August 15 itself. The CM is giving an undivided attention to this. He has no time for accepting political challenges.

Secondly, Mr. Jagan Reddy believes in gaining the trust and credibility of his own close followers and party functionaries but won’t care for the larger public opinion. In the first 14 months of his rule itself, the CM has unveiled how much of an adamant ruler and how unhesitating to break laws, Constitution and democratic traditions.

Thirdly, YSR son has been from the beginning in the habit to do exactly opposite of what Chandrababu Naidu would do. While Naidu constructed Praja Vedika, he demolished it in the first two days itself. Naidu planned for developing a centrally located Capital city that would have a global potential to attract investments. Whereas, Jagan preferred 3 Capitals model that would enable his future political plans to take ultimate control of the whole State for the next 30 years which is what his dream and personal conviction.

Fourthly, Mr. Jagan Reddy has no reason to be afraid of the AP voters or the Opposition unity as long as he has got blessings from a section of the BJP national leaders. He has got managers who can get anything done in Delhi power corridors, in the courts and what not.

Fifth and last, Mr. Jaganmohan Reddy cannot afford to confront the voters in an election right now, considering rising dissatisfaction from all sections against his policies on sand, liquor, Amaravati, demolitions, welfare, mining, political harassment, ill treatment to Dalits and so on. No doubt, Chandrababu has quickly caught the public pulse that the common voter is no longer in a mood to accept the CM’s hasty decisions. Why, then, would Jagan Reddy take a risk at this time?

Forrmer chief minister and TDP president Chandrababu Naidu on Monday threw a challenge at Chief Minister Y S Jaganmohan Reddy to seek re-election as a referendum on the three capitals issue.

Naidu challenged the YSRCP leaders to resign and seek fresh voting on Amaravati. He said the TDP leaders, including himself are ready to resign and seek re-election. “We are ready to quit. Will you also resign and seek a fresh vote on Amaravati and your unwise decision to create three capitals,” Naidu asked.

Naidu said Jagan Mohan Reddy has betrayed the farmers by announcing that the capital will be shifted to Vizag from Amaravati. He reminded Jagan that he once spoke in favour of Amaravati as only capital of the state on the floor of the Assembly when he was the Opposition leader prior to 2019 elections. But, after coming to power, the chief minister reversed his decision . “This is betrayal. The dreams of five crore people of Andhra Pradesh remain shattered and farmers aspirations have been butchered by this chief minister,” Naidu criticized.

Naidu termed it as a historic blunder AP Governor’s stamp of approval to the Decentralisation and Inclusive Development of All Regions Bill and the CRDA Repeal Bill. The TDP slammed the chief minister for the proposed three capitals move stating that it was an unlawful decision in violation of the AP Reorganisation Act 2014.

The TDP leader pledged his support to the farmers and stated that his party will join the agitation in response to the call given by the Amaravati Joint Action Committee all over the State. He also appealed to intensify the agitation against ‘vicious and atrocious’ capital shifting.

If you have guts, take up Naidu’s challenge: Yanamala to Jagan

Former finance minister and TDP floor leader in the State council Yanamala Ramakrishnudu asked Chief Minister Y S Jagan Mohan Reddy to take up the open challenge thrown at him by TDP president and former chief minister N Chandrababu Naidu and seek re-election by dissolving the Assembly over the three capitals issue.

In a statement, Yanamala Ramakrishnudu asked the Andhra Pradesh government if it had the guts to dissolve the Assembly and go for re-election over the three capitals row as demanded by Naidu.

“Will the YSRCP take up the challenge and dissolve the assembly? Naidu gave 48 hours time, will the Jagan party respond to it and seek re-election on the Amaravati and trifurcation of the state. If the Jagan government thinks creation of three capitals is a wise decision, let it go to people and see its opinion by going for re-election,” Yanamala stated..

The TDP floor leader in the State council asked the YSRCP government to elicit public opinion and know what people were thinking about the proposed trifurcation of the capital before taking any decision that would have far-reaching implications for the State.

Yanamala Ramakrishnudu further reminded the YSRCP leadership that the TDP government had decided to set up capital in Amaravati as per the Sivaramakrishnan Committee’s recommendations, and pointed out that the Act envisaged development of a single capital city, but not three capitals as mooted by Jagan Mohan Reddy.

He also said the capital formation is not a state subject, but wrested with the Central government reminding that the three capitals cannot be possible without making amendments to the AP Reorganization Act, 2014. “The decision on three capitals solely wrested with the central government since AP Reorganization Act was enacted by Parliament,” the senior TDP leader reminded.

The government has no concern for the farmers who have been demanding that Amaravati be retained as the capital. When Jagan Mohan Reddy was the Leader of Opposition in the Assembly he supported Amaravati as the capital. But he made a U-turn after riding to power. This clearly shows that Jagan has betrayed the farmers and the people of Andhra Pradesh. Jagan is a tughlaq. The trifurcation of the state has become the biggest joke in the country,” Yanamala commented.

The people of Andhra Pradesh are in a state of shock and disbelief since the Governor approved 3 Capitals and is preparing to hoist the National Flag for next Independence Day in Visakhapatnam. The Amaravati farmers and residents of Capital districts are especially upset because of the shifting of Executive Capital out of their land. At this juncture, Chief Minister YS Jaganmohan Reddy was going to please the people and raise their hopes with a new promise.

Mr. Jagan Reddy is soon going to give return gifts to all the regions. He has proposed six ‘Regional Development Boards’ to cover all the 13 districts in the State. This is based on the recommendations made by the Boston Consulting Group. With this, whatever development that may be missing, will come back to nook and corner of the State. These boards will also fill the gap that the Capital is not centrally located once Secretariat and CMO begin function from Visakhapatnam.

The Government’s proposal is to form these Regional Boards consisting of the districts as follows:

1. North Andhra Board – Srikakulam, Vizianagaram and Visakhapatnam.
2. Godavari Delta Board – East Godavari and West Godavari.
3. Krishna Delta Board – Krishna and Guntur.
4. South Andhra Board – Prakasam and Nellore.
5. East Rayalaseema Board – Kadapa and Chittoor.
6. West Rayalaseema Board – Kurnool and Anantapur.

The YSRCP government seems to have not learnt any lesson from its past mistakes and continues to be in a defiant mode despite several adverse court verdicts against its policy decisions.

In a display of sheer defiance, education minister Adimulapu Suresh stated that the Jagan government was firm on its policy decision to implement English medium instruction in government schools at primary level.

Making a frontal attack against the Union Cabinet’s directive to impart primary education in mother tongue in all government schools across the country, the education minister said “In the guise of New Education Policy, attempts were being made to scuttle the Andhra Pradesh government’s move to implement English medium in government schools at primary level. As per the central government policy, the new education policy should also be implemented in private and corporate schools. It is wrong to mislead people. I don’t want to say more since the matter is currently pending in the Supreme Court,” Suresh noted.

He also reminded that the Andhra Pradesh government carried out a survey and that a whopping 97 per cent of parents whose children study in government schools in Andhra Pradesh favoured English medium.

“Parents in Chandrababu Naidu’s constituency also favoured English medium education,” he pointed out. Further, the education minister claimed that the state government has already started implementing several reforms in line with the New Education Policy.

‘Been There, Done That’

“Our Chief Minister also gave several suggestions and advice when the central government was preparing a draft education policy. Jagan’s vision for educationational reforms mirrors in the new education policy. The Andhra Pradesh government is the first state in the country to change the name of the Ministry of Human Resource and Development (MHRD) to the Ministry of Education long before the NEP guidelines were issued. The central government has changed the name now, much after we did. We were the first to change Anganwadis to primary schools, we were the first to introduce digital education, coding and computer education for children of Class VI to Class VIII. Now, the central government is following the same policy,”

The education minister’s comments come in the wake of the New Education Policy of the central government that had recommended that mother tongue be the medium of instruction in primary education in government schools up to Class V which can be extended to Class VIII.

Around 17,87,040 students will be in Classes 1 to 5 for the 2020-21 academic year. In the past, Adimulapu Suresh admitted that the government had

already started printing textbooks as per the new syllabus, and that teachers were trained to teach in English.

While the state education minister claimed that the central government took the views of the Jagan government in formulating the NEP, Union cabinet minister Dr. Ramesh Nishank had appreciated appreciated Jana Sena Party president Pawan Kalyan stating that his views on education reforms were incorporated while formulating the ew policy.

Legal Roadblock

The AP government’s move to implement English medium in government schools hit a legal roadblock after the High Court struck down G.O. Ms No.85 which made English medium education compulsory from classes I to VI in primary, upper primary and high schools under all managements from 2020-21.

However, the government had filed a Special Leave Petition in the Supreme Court challenging the HC verdict on its plan to introduce English as medium of instruction from classes I to Class VI in government schools.

Political storm

The move also snowballed into a major political controversy with all leaders cutting across parties, including TDP, BJP and Jana Sena Party have slammed the Jagan government over the issue.

YSRCP’s own leader and Lok Sabha MP Raghurama Krishna Raju was highly critical of the move to implement English medium in government schools and sought the central government’s intervention in ensuring education in mother tongue in primary classes.

As a matter of fact, he had raised the issue in Parliament seeking protection of Telugu language. Jagan took a serious view as this flew in the face of his government’s decision to introduce English medium in government schools for classes I to VI.

The Jaganmohan Reddy Government, after a prolonged legal battle, has finally withdrawn its adamant stand. The government has issued a midnight order and reinstated Nimmagadda Ramesh Kumar as the State Election Commissioner of Andhra Pradesh. The decision was taken as all doors were closed for the Jagan Reddy regime to further block the reinstatement of Ramesh Kumar. Both the High Court of Andhra Pradesh and the Supreme Court of India have already ordered the Jagan Reddy rule to undo the Constitutional violations in respect of the removal of Ramesh Kumar from the SEC post.

Even the Governor of Andhra Pradesh has directed the Jagan Reddy Government to consider the reinstatement of Ramesh Kumar. In the face of strong opposition from all sides and left with no choice, the Government has changed its stand. Like in most controversial policies, the Jagan regime has issued the latest GO regarding Ramesh Kumar late at night.

The latest notification was issued in the name of the Governor stating that Ramesh Kumar would take over as the SEC. Now, Ramesh Kumar is expected to take charge again on Monday. For over three months, Ramesh Kumar has fought a relentless legal battle against the mighty Jagan Reddy Government both in the High Court and the Apex Court. In the war of ego, the Jagan regime has no choice but to reappoint the same officer whom it has removed by bringing a special Ordinance.

Krishna Water Board blocks new lift irrigation project proposal

The Krishna River Water Board has instructed the Andhra Pradesh government to immediately stop the lift irrigation projects being constructed to lift water from the Krishna River. The Board halted the Rayalaseema Lift Irrigation Project and ordered the State not to move forward. Also, the Board wrote a letter to the AP Regime asking for a detailed report on any new project being taken up as per the AP Reorganization Act 2014.

The latest orders came as a big jolt to CM Jagan Reddy’s promises to give irrigation water to nook and corner of the Rayalaseema region. The previous TDP regime also made additional efforts to supply water to Seema. Chandrababu Naidu used to claim having supplied water to Pulivendula, the native assembly constituency of YS family.

Now, the water disputes are arising with Telangana making objections to the AP projects. The Krishna Board says that it will send reports on new projects to the Central Water Commission and the Apex Council. The Board has written a formal letter to Special Chief Secretary Adityanath Das.

Why is the Krishna Board taking a tough stand after having ignored these projects previously? Analysts say that the Board cannot remain a silent spectator when any one State comes out with objections. With neighbouring states strongly trying to protect their water resources and rights, AP is expected to face greater hurdles in implementing its water projects in future.

In a major blow to Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy’s ambitious programme to implement English medium in government schools at primary level, the Union Cabinet on Wednesday approved a new policy that makes it mandatory to impart primary education in mother tongue.

At a high-level Union Cabinet meeting chaired by Prime Minister Narender Modi, the government has approved the new policy making it compulsory to impart education in medium of instruction in mother tongue or local language regional language at least up to Class 5 under the National Education Policy(NEP) 2020. At the Cabinet meeting it was decided that English could be optional up to Class 8.

As a matter of fact, YSRCP’s own LS MP Raghurama Krishna Raju was highly critical of the move to implement English medium in government schools and had raised the issue in Parliament seeking protection of Telugu language and the central government’s intervention in ensuring education in mother tongue in primary classes.

The Union Cabinet decision also comes at a time Jagan Mohan Reddy and his team are preparing to introduce English as a medium of education in the state’s government schools at primary level. A petition was filed in the Andhra Pradesh High Court by Sudheesh Rambhotla and Guntupalli Srinivas. The petitioners had appealed to the court to declare the said GO as ultra vires of the provisions of Right of Children to Free and Compulsory Education Act, 2009 and violative of Articles 14, 21 and 21-A of the Constitution.

Subsequently, the Jagan government suffered a major setback with the High Court striking down G.O. Ms No.85 which made English medium education compulsory from classes I to VI in primary, upper primary and high schools under all managements from 2020-21. It was to be gradually extended to each further class from the next consequent academic years. However, the Andhra Pradesh government filed a Special Leave Petition in the Supreme Court challenging the HC verdict on its plan to introduce English as medium of instruction from classes I to Class VI in government schools

Further, the Union Cabinet on Wednesday also revised the curriculum and pedagogical structure from a 10+2 system to a 5+3+3+4 system covering ages 3-18, with focus will be on language and mathematics in Class I to III. Under the education policy, the students need not stick to the traditional three-year or four-year degree programmes.

Students can decide whether to complete the full-year programme for entry and exit. Undergraduate degree programmes will last three or four years with multiple exit options. Exit options include, certificate after completing one year in a discipline, diploma after two years, bBachelor’s degree after a 3-year programme and 4-year Multidisciplinary Bachelor’s programme.

Veerraju asked how Jagan can construct 3 Capitals when Chandrababu Naidu could not complete even a single Capital in five years. The new BJP AP president asserted that Amaravati shall remain the only one Capital City for Andhra Pradesh. There shall be no uncertainty or confusion or dilution of the BJP stand in this regard.

In his inimitable style, Veerraju once again asserted that a new Chief Minister would emerge on the AP political scene in 2024 elections. That CM would be from the BJP-Jana Sena Party. As of now, BJP has got less than 1 per cent vote share as against Jana Sena’s nearly 7 per cent as per 2019 poll results.

In the first two days of his appointment, Veerraju has given all indications that the coming days will see two Rajus from Godavari belt giving Jagan Reddy a hell of a time. Incidentally, RRR is also becoming close to BJP Delhi leaders.

AP chief minister YS Jaganmohan Reddy has sought to defend his government in the face rising Coronavirus cases in the state. Alarmingly, AP is contributing 6,000 to 8,000 cases each day these days to the rising virus numbers in the country. Criticism is rising that AP Covid situation is slipping out of hands.

Whereas, Jagan Reddy has now asserted that AP tops all other states in conducting the highest number of tests. This was why the AP state was reporting more cases than other states. Interestingly, the CM said that their government was not hiding facts about the new cases being reported. Recalling the reports given by officials, the CM said that over 6,000 new cases were reported in a single day yesterday.

CM Jagan once again asserted that Covid comes and goes and that the people would have to coexist with the disease. He said that AP is the only state in the country to carry out 50,000 tests per day. In every million people, 31,000 tests were being conducted. Nearly 90 per cent coverage was achieved in testing in the Coronavirus tests.

The CM pointed out that though AP crossed one lakh mark, half of the patients have fully recovered.

Jagan became popular as a ‘reverse growth CM’, says Yanamala

Former Finance Minister Yanamala Ramakrishnudu has alleged that in just one year of its regime, the YSRCP government took such massive loans that were equal to the total loans procured by the previous governments over a period of 30 years. The credit rating of Andhra Pradesh has now touched a new low even as its interest and principal loan payments are expected to touch Rs. 1 lakh Cr in the next four years. The State’s financial crisis was fast becoming unmanageable because of the ‘failed’ policies of the ruling party.

The TDP Floor Leader in Council said AP has already reached 4th place in the country in giving highest guarantees for loan repayments while, at the same time, the State has climbed to 6th place in taking largest loans. In his first 14 months rule itself, YS Jaganmohan Reddy has become popular as a ‘reverse growth CM’ and created a record thanks to cancellation of PPEs and reverse tendering. At the current rate of taking loans, the interest and principal repayments would touch Rs. 50,000 Cr per year. By the time the YSRCP 5-year-rule ends, these repayments would reach about Rs. 1 lakh Cr per year. The Credit Rating was badly hit because of the heavy dependence of the State on loans. In future, nobody would come forward to lend loans to AP. The State would fall into total bankruptcy due to total lack of development as well as welfare.

The TDP leader said that the average loans taken by successive governments since 1956 till 2020 came to Rs. 5,000 Cr per year while the Jagan Reddy regime got dubious distinction of procuring Rs. 70,000 Cr in just one year, during 2019-`20. Along with loans taken by YSRCP rule, the total outstanding loans of AP now stood at Rs. 3,04,500 Cr. Going by the current trend, a total of Rs. 3.5 lakh Cr loans would be brought in YSRCP’s five-year rule at the rate of Rs. 70,000 Cr per year.

Accusing the CM of taking all reverse policies, Mr. Ramakrishnudu said selling away the government lands in the name of ‘Build AP Mission’ was another bankrupt policy. Actually, it was a ‘Build YCP Mission’ being used by the ruling party leaders to grab prime lands at cheap rates. This would lead to lack of any government lands for infrastructure and development projects in future. Even the courts were commenting these days asking whether Andhra Pradesh has become bankrupt. The government should take this as a wake-up call. All the goodwill of AP as a favourite investment destination was lost because of the discredited and chaotic policies of CM Jagan. The Chief Minister has no time for review of any project or programme, which was why nobody was talking about what was happening really. Sand shortage crisis was created because of the ruling party leaders’ greed only. Along with that, the Coronavirus epidemic has dealt another serious blow.

Mr. Ramakrishnudu deplored that not a single project was taken up or completed, nor a single road was laid nor a single bridge was constructed in the past one year. The daily incomes of the people were badly hit because of sand shortage and thoughtless financial policies. At such a juncture, the proposal to take massive loans from foreign private firms was another ruinous and disastrous policy. Jagan Reddy should take responsibility for all the destruction that was going on. He should set aside vendetta and start reconstructing the State.
