Adimulapu Suresh defiant, Jagan govt in no mood to follow Modi’s ‘mother tongue’ policy

The YSRCP government seems to have not learnt any lesson from its past mistakes and continues to be in a defiant mode despite several adverse court verdicts against its policy decisions.

In a display of sheer defiance, education minister Adimulapu Suresh stated that the Jagan government was firm on its policy decision to implement English medium instruction in government schools at primary level.

Making a frontal attack against the Union Cabinet’s directive to impart primary education in mother tongue in all government schools across the country, the education minister said “In the guise of New Education Policy, attempts were being made to scuttle the Andhra Pradesh government’s move to implement English medium in government schools at primary level. As per the central government policy, the new education policy should also be implemented in private and corporate schools. It is wrong to mislead people. I don’t want to say more since the matter is currently pending in the Supreme Court,” Suresh noted.

He also reminded that the Andhra Pradesh government carried out a survey and that a whopping 97 per cent of parents whose children study in government schools in Andhra Pradesh favoured English medium.

“Parents in Chandrababu Naidu’s constituency also favoured English medium education,” he pointed out. Further, the education minister claimed that the state government has already started implementing several reforms in line with the New Education Policy.

‘Been There, Done That’

“Our Chief Minister also gave several suggestions and advice when the central government was preparing a draft education policy. Jagan’s vision for educationational reforms mirrors in the new education policy. The Andhra Pradesh government is the first state in the country to change the name of the Ministry of Human Resource and Development (MHRD) to the Ministry of Education long before the NEP guidelines were issued. The central government has changed the name now, much after we did. We were the first to change Anganwadis to primary schools, we were the first to introduce digital education, coding and computer education for children of Class VI to Class VIII. Now, the central government is following the same policy,”

The education minister’s comments come in the wake of the New Education Policy of the central government that had recommended that mother tongue be the medium of instruction in primary education in government schools up to Class V which can be extended to Class VIII.

Around 17,87,040 students will be in Classes 1 to 5 for the 2020-21 academic year. In the past, Adimulapu Suresh admitted that the government had

already started printing textbooks as per the new syllabus, and that teachers were trained to teach in English.

While the state education minister claimed that the central government took the views of the Jagan government in formulating the NEP, Union cabinet minister Dr. Ramesh Nishank had appreciated appreciated Jana Sena Party president Pawan Kalyan stating that his views on education reforms were incorporated while formulating the ew policy.

Legal Roadblock

The AP government’s move to implement English medium in government schools hit a legal roadblock after the High Court struck down G.O. Ms No.85 which made English medium education compulsory from classes I to VI in primary, upper primary and high schools under all managements from 2020-21.

However, the government had filed a Special Leave Petition in the Supreme Court challenging the HC verdict on its plan to introduce English as medium of instruction from classes I to Class VI in government schools.

Political storm

The move also snowballed into a major political controversy with all leaders cutting across parties, including TDP, BJP and Jana Sena Party have slammed the Jagan government over the issue.

YSRCP’s own leader and Lok Sabha MP Raghurama Krishna Raju was highly critical of the move to implement English medium in government schools and sought the central government’s intervention in ensuring education in mother tongue in primary classes.

As a matter of fact, he had raised the issue in Parliament seeking protection of Telugu language. Jagan took a serious view as this flew in the face of his government’s decision to introduce English medium in government schools for classes I to VI.

Finally, CM Jagan reinstates Ramesh Kumar as SEC

The Jaganmohan Reddy Government, after a prolonged legal battle, has finally withdrawn its adamant stand. The government has issued a midnight order and reinstated Nimmagadda Ramesh Kumar as the State Election Commissioner of Andhra Pradesh. The decision was taken as all doors were closed for the Jagan Reddy regime to further block the reinstatement of Ramesh Kumar. Both the High Court of Andhra Pradesh and the Supreme Court of India have already ordered the Jagan Reddy rule to undo the Constitutional violations in respect of the removal of Ramesh Kumar from the SEC post.

Even the Governor of Andhra Pradesh has directed the Jagan Reddy Government to consider the reinstatement of Ramesh Kumar. In the face of strong opposition from all sides and left with no choice, the Government has changed its stand. Like in most controversial policies, the Jagan regime has issued the latest GO regarding Ramesh Kumar late at night.

The latest notification was issued in the name of the Governor stating that Ramesh Kumar would take over as the SEC. Now, Ramesh Kumar is expected to take charge again on Monday. For over three months, Ramesh Kumar has fought a relentless legal battle against the mighty Jagan Reddy Government both in the High Court and the Apex Court. In the war of ego, the Jagan regime has no choice but to reappoint the same officer whom it has removed by bringing a special Ordinance.

Krishna Water Board blocks new lift irrigation project proposal

The Krishna River Water Board has instructed the Andhra Pradesh government to immediately stop the lift irrigation projects being constructed to lift water from the Krishna River. The Board halted the Rayalaseema Lift Irrigation Project and ordered the State not to move forward. Also, the Board wrote a letter to the AP Regime asking for a detailed report on any new project being taken up as per the AP Reorganization Act 2014.

The latest orders came as a big jolt to CM Jagan Reddy’s promises to give irrigation water to nook and corner of the Rayalaseema region. The previous TDP regime also made additional efforts to supply water to Seema. Chandrababu Naidu used to claim having supplied water to Pulivendula, the native assembly constituency of YS family.

Now, the water disputes are arising with Telangana making objections to the AP projects. The Krishna Board says that it will send reports on new projects to the Central Water Commission and the Apex Council. The Board has written a formal letter to Special Chief Secretary Adityanath Das.

Why is the Krishna Board taking a tough stand after having ignored these projects previously? Analysts say that the Board cannot remain a silent spectator when any one State comes out with objections. With neighbouring states strongly trying to protect their water resources and rights, AP is expected to face greater hurdles in implementing its water projects in future.

Blow to Jagan govt: Union Cabinet makes mother tongue compulsory for primary education

In a major blow to Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy’s ambitious programme to implement English medium in government schools at primary level, the Union Cabinet on Wednesday approved a new policy that makes it mandatory to impart primary education in mother tongue.

At a high-level Union Cabinet meeting chaired by Prime Minister Narender Modi, the government has approved the new policy making it compulsory to impart education in medium of instruction in mother tongue or local language regional language at least up to Class 5 under the National Education Policy(NEP) 2020. At the Cabinet meeting it was decided that English could be optional up to Class 8.

As a matter of fact, YSRCP’s own LS MP Raghurama Krishna Raju was highly critical of the move to implement English medium in government schools and had raised the issue in Parliament seeking protection of Telugu language and the central government’s intervention in ensuring education in mother tongue in primary classes.

The Union Cabinet decision also comes at a time Jagan Mohan Reddy and his team are preparing to introduce English as a medium of education in the state’s government schools at primary level. A petition was filed in the Andhra Pradesh High Court by Sudheesh Rambhotla and Guntupalli Srinivas. The petitioners had appealed to the court to declare the said GO as ultra vires of the provisions of Right of Children to Free and Compulsory Education Act, 2009 and violative of Articles 14, 21 and 21-A of the Constitution.

Subsequently, the Jagan government suffered a major setback with the High Court striking down G.O. Ms No.85 which made English medium education compulsory from classes I to VI in primary, upper primary and high schools under all managements from 2020-21. It was to be gradually extended to each further class from the next consequent academic years. However, the Andhra Pradesh government filed a Special Leave Petition in the Supreme Court challenging the HC verdict on its plan to introduce English as medium of instruction from classes I to Class VI in government schools

Further, the Union Cabinet on Wednesday also revised the curriculum and pedagogical structure from a 10+2 system to a 5+3+3+4 system covering ages 3-18, with focus will be on language and mathematics in Class I to III. Under the education policy, the students need not stick to the traditional three-year or four-year degree programmes.

Students can decide whether to complete the full-year programme for entry and exit. Undergraduate degree programmes will last three or four years with multiple exit options. Exit options include, certificate after completing one year in a discipline, diploma after two years, bBachelor’s degree after a 3-year programme and 4-year Multidisciplinary Bachelor’s programme.

Veerraju’s all out efforts to get rid of pro-Jagan tag

One more Raju Garu from Godavari belt is going to give a tough time to CM Jaganmohan Reddy. Somu Veerraju is not a Raju by caste but a Kapu leader. But, he is known for his own controversial and aggressive style just like YCP rebel MP Raghu Rama Raju. Veerraju began removing his image as being a pro-Jagan and anti-TDP leader in the BJP. Immediately after becoming BJP State President, Veerraju gave a full-length interview to ABN Andhra Jyoti Channel’s Venkata Krishna. Veerraju tried his best to leave an impression that his appointment would not change any policies of BJP AP that were laid out during Kanna Lakshminarayana’s regime.

he first thing he said was that he was not in favour of CM Jaganmohan Reddy. Veerraju asked how Jagan can construct 3 Capitals when Chandrababu Naidu could not complete even a single Capital in five years. The new BJP AP president asserted that Amaravati shall remain the only one Capital City for Andhra Pradesh. There shall be no uncertainty or confusion or dilution of the BJP stand in this regard.

In his inimitable style, Veerraju once again asserted that a new Chief Minister would emerge on the AP political scene in 2024 elections. That CM would be from the BJP-Jana Sena Party. As of now, BJP has got less than 1 per cent vote share as against Jana Sena’s nearly 7 per cent as per 2019 poll results.

In the first two days of his appointment, Veerraju has given all indications that the coming days will see two Rajus from Godavari belt giving Jagan Reddy a hell of a time. Incidentally, RRR is also becoming close to BJP Delhi leaders.

Not hiding Covid cases: CM Jagan on 1 lakh milestone

AP chief minister YS Jaganmohan Reddy has sought to defend his government in the face rising Coronavirus cases in the state. Alarmingly, AP is contributing 6,000 to 8,000 cases each day these days to the rising virus numbers in the country. Criticism is rising that AP Covid situation is slipping out of hands.

Whereas, Jagan Reddy has now asserted that AP tops all other states in conducting the highest number of tests. This was why the AP state was reporting more cases than other states. Interestingly, the CM said that their government was not hiding facts about the new cases being reported. Recalling the reports given by officials, the CM said that over 6,000 new cases were reported in a single day yesterday.

CM Jagan once again asserted that Covid comes and goes and that the people would have to coexist with the disease. He said that AP is the only state in the country to carry out 50,000 tests per day. In every million people, 31,000 tests were being conducted. Nearly 90 per cent coverage was achieved in testing in the Coronavirus tests.

The CM pointed out that though AP crossed one lakh mark, half of the patients have fully recovered.

Jagan became popular as a ‘reverse growth CM’, says Yanamala

Former Finance Minister Yanamala Ramakrishnudu has alleged that in just one year of its regime, the YSRCP government took such massive loans that were equal to the total loans procured by the previous governments over a period of 30 years. The credit rating of Andhra Pradesh has now touched a new low even as its interest and principal loan payments are expected to touch Rs. 1 lakh Cr in the next four years. The State’s financial crisis was fast becoming unmanageable because of the ‘failed’ policies of the ruling party.

The TDP Floor Leader in Council said AP has already reached 4th place in the country in giving highest guarantees for loan repayments while, at the same time, the State has climbed to 6th place in taking largest loans. In his first 14 months rule itself, YS Jaganmohan Reddy has become popular as a ‘reverse growth CM’ and created a record thanks to cancellation of PPEs and reverse tendering. At the current rate of taking loans, the interest and principal repayments would touch Rs. 50,000 Cr per year. By the time the YSRCP 5-year-rule ends, these repayments would reach about Rs. 1 lakh Cr per year. The Credit Rating was badly hit because of the heavy dependence of the State on loans. In future, nobody would come forward to lend loans to AP. The State would fall into total bankruptcy due to total lack of development as well as welfare.

The TDP leader said that the average loans taken by successive governments since 1956 till 2020 came to Rs. 5,000 Cr per year while the Jagan Reddy regime got dubious distinction of procuring Rs. 70,000 Cr in just one year, during 2019-`20. Along with loans taken by YSRCP rule, the total outstanding loans of AP now stood at Rs. 3,04,500 Cr. Going by the current trend, a total of Rs. 3.5 lakh Cr loans would be brought in YSRCP’s five-year rule at the rate of Rs. 70,000 Cr per year.

Accusing the CM of taking all reverse policies, Mr. Ramakrishnudu said selling away the government lands in the name of ‘Build AP Mission’ was another bankrupt policy. Actually, it was a ‘Build YCP Mission’ being used by the ruling party leaders to grab prime lands at cheap rates. This would lead to lack of any government lands for infrastructure and development projects in future. Even the courts were commenting these days asking whether Andhra Pradesh has become bankrupt. The government should take this as a wake-up call. All the goodwill of AP as a favourite investment destination was lost because of the discredited and chaotic policies of CM Jagan. The Chief Minister has no time for review of any project or programme, which was why nobody was talking about what was happening really. Sand shortage crisis was created because of the ruling party leaders’ greed only. Along with that, the Coronavirus epidemic has dealt another serious blow.

Mr. Ramakrishnudu deplored that not a single project was taken up or completed, nor a single road was laid nor a single bridge was constructed in the past one year. The daily incomes of the people were badly hit because of sand shortage and thoughtless financial policies. At such a juncture, the proposal to take massive loans from foreign private firms was another ruinous and disastrous policy. Jagan Reddy should take responsibility for all the destruction that was going on. He should set aside vendetta and start reconstructing the State.

KCR-Jagan shaming courts and media fearlessly: RK

It was known that in his term as Chief Minister of United AP, YSR on several occasions bypassed the orders of the courts. That was done sheerly for some political or personal benefit. YSR did not cross a limit where the courts would sit up and take notice of such violations. It was because YSR was a CM in a national level party and he had his own limitations. Now, the scene has changed dramatically in Telugu States. The general public and common man were stunned at the way the two governments were totally ignoring the courts’ orders and literally playing political games with judicial verdicts. The heads of the two regional parties, KCR-Jagan, were crossing all limits and nobody would dare correct their behavior.

First, KCR began shaming the courts as well as the media in Telangana in his own style. He has craftily used the sentiment as yet another ingredient to make his vote bank strategies give good results. He violated the laws and went on to strip the Congress of its Opposition party status by winning over its MLAs and grassroot leaders. Now, Jagan Reddy was trying to use the same strategy to attack and weaken Chandrababu Naidu. As is well known, CM Jagan has been taking KCR as a model in all things unethical and unconstitutional. Just like KCR, Jagan Reddy aimed at winning all local bodies in the elections. But, that could not be achieved as State Election Commissioner Ramesh Kumar postponed elections. An enraged Jagan started a witch hunt against Ramesh.

As on today, things were turning upside down. The courts were strongly objecting to policies of KCR in respect of Coronavirus prevention and to those of Jagan Reddy in removing Ramesh Kumar. In his latest political comment, ABN Radha Krishna says that the two CMs should realise at least now why the courts started countering their unethical strategies.

Jagan running an anti-Dalit ‘Jungle Raj’: TDP to NHRC

Telugu Desam Party General Secretary Varla Ramaiah on Thursday appealed to the National Human Rights Committee (NHRC), Delhi, to take cognizance of unchecked atrocities being committed against Dalit weaker sections under the YSRCP government in Andhra Pradesh. In a letter to the NHRC Chairman here, Mr. Ramaiah urged for stringent action against the perpetrators of atrocities on Dalits. He accused the Jaganmohan Reddy government of running an anti-Dalit ‘Jungle Raj’ in the state ever since it came to power in June, 2019. There is overall deterioration in the law and order situation and there has been a spate of attacks also against Backward Classes (BCs), Women and other vulnerable sections of the society.

Recalling the latest attack on Dalit youths, Mr. Ramaiah told NHRC Chairman that the ruling YSRCP leaders are involved in illegal quarrying and transportation of sand in an indiscriminate fashion. In this backdrop, July 18, this year, a truck illegally transporting sand hit one Vijay under Sitanagaram police station limits in East Godavari district. Then, Indugumilli Vara Prasad stopped the truck while helping Vijay to get up. At this juncture, local YSRCP MLA’s follower Kavala Krishnamurthy came to the location and got furious at Vara Prasad. Krishnamurthy rashly opened his car door that injured Vara Prasad. Krishnamurthy had also scolded Vara Prasad in the name of his caste.

Mr. Ramaiah said that the YSRCP leader gathered around 40 of his henchmen and attacked Vara Prasad and his friends, Sandeep, Anil and Akhil. Then, Krishnamurthy filed a complaint at Sitanagaram PS against Vara Prasad, Sandeep, Anil and Akhil on July 19. Accordingly, the police registered an FIR under Cr. No. 256/2020 under IPC 324, 354, 341, 427, 506 r/w Section 34. Mr. Krishnamurthy even pressurised the police to open rowdysheet against all the four.

Mr. Ramaiah deplored that on July 20, the Sitanagaram police arrested Vara Prasad, Sandeep, Anil and Akhil. At the police station, all the four were brutally beaten with lathi sticks, belts and boots. More humiliatingly, Dalit youth Vara Prasad’s head was tonsured as a part of ill-treating them. Tonsuring the head of a Dalit forcefully is a punishable crime under SC/ST (PoA) Act. Even when Vara Prasad’s mother visited the police station, she was scolded and ill treated and sent away. On July 21, all the four were released and undergoing treatment at their respective homes, while the Deputy Superintendent of Police (DSP) advised Vara Prasad not to go to hospital as there are lot of COVID cases.

Mr. Ramaiah said seeing the visible injuries on Vara Prasad’s body, former MLA Pendurthy Venkatesh and former MP Harsha Kumar admitted him in a hospital. In this regard, the NHRC should intervene and initiate stern action against the culprits. A section of police are in connivance with the YSRCP leaders. Further, the YSRCP-led Government issues a government order (GO) to pay half of basic pay to the Government officials who are in vacant reserve/compulsory wait. As a result, many of the officials simply surrendered to the ruling YSRCP leaders.

Spotlight on AP Governor as two Bills reach Raj Bhavan

All sections of the Opposition, from the TDP to the RSS, have strongly opposed the two controversial bills for 3 Capitals and CRDA Repeal. But, the Jagan Reddy regime was taking it as a prestigious issue. Now, the Chief Minister has approved the bills after the same were cleared by the law department. Finally, the bills have reached Raj Bhavan. For another day in a succession, the spotlight has turned on Governor Biswabhushan Harichandan. The pressure is very high on the Governor in the light of the fact that the RSS and the Sangh Pariwar organisations were also very upset with the two bills. They have decried the bills as an attack on Hinduism.

Amid this, political temperatures went up for one more day. There was high tension and rising curiosity over whether the Governor approves the bills or not. On the other hand, the YSRCP leaders were confident that they would get the bills approved by the Governor and later by the President as per the procedure. Whereas, the Opposition leaders were saying that the two bills were unconstitutional since they were not passed nor cleared by Select Committee in the Legislative Council till now.

Analysts say that going by the Governor’s decision on the SEC issue yesterday, it is clear now that Mr. Harichandan is expected to consult legal opinion and then refer the bills to the Central government. The RSS has also demanded that the Governor should not approve the bills as they would harm the prospects of Amaravati Capital city. If the Governor refers the bills to the Central government, then it would indeed be a big blow to the Jagan Reddy regime. Just like, the Council abolition resolution, the two bills would also get stuck in uncertain future in Delhi. The more Jagan Reddy is pushing his Capital bills forwards, the greater is the speed with which they are coming backward.

Finally Jagan wears face mask at Raj Bhavan

With an increasing number of his colleagues contracting the deadly virus, Chief Minister Y S Jagan Mohan Reddy perhaps for the first time was seen wearing a mask at the Raj Bhavan for the swearing-in ceremony of the two ministers who were inducted into his Cabinet on Wednesday.

The Chief Minister and many of his legislators attended the recently held two-day Assembly session without wearing masks.

Although the state government had announced a fine of Rs 1,000 for not wearing masks in urban areas and Rs 500 in rural areas, the public representatives, including the Chief Minister, were seldom seen wearing a face mask.

However, the Chief Minister seems to have jolted out of his stupor with an increasing number of his colleagues contracting Covid-19 including his second-in-command Vijayasai Reddy. After Vijayasai Reddy and Ambati Rambabu testing positive for coronavirus, a worried Jagan was finally seen wearing a mask at the swearing-in ceremony of the two ministers at the Raj Bhavan.

The YSRCP leaders were blamed for being ‘Super Spreaders’ of the deadly virus with their irresponsible rallies and meetings since the day the pandemic outbreak in the state. The YSRCP leaders had often thrown caution to the wind even as the Opposition TDP had advised the ruling party leaders to wear face masks. As a matter of fact TDP president and former Chief Minister N Chandrababu Naidu and party general secretary Lokesh have urged Jaganmohan Reddy to lead by example and wear a facemask when in public. However, Jagan and his colleagues continued to appear in public meetings without a face mask.

Several YSR Congress legislators have been infected with the Coronavirus in AP. Tenali MLA Annabathuni Siva Kumar, Ponnur MLA Kilari Venkata Rosaiah Kodumuru MLA Sudhakar were tested positive for Covid-19 earlier. Deputy Chief Minister Amzath Basha and Sullurpeta MLA Kiliveti Sanjeevaiah were recently shifted to private hospitals in Hyderabad. Another Deputy Chief Minister Narayana Swamy and his family were in home quarantine after two security personnel at his residence in Puttur tested positive for the COVID-19.

Andhra Pradesh has reported a total of 4,944 new Covid-19 cases and death of 62 Covid-19 patients in the last 24 hours. The state now has 58,668 cases.

Since CM Jaganmohan Reddy came to power, Andhra Pradesh is facing both natural and man-made disasters. It all began with the unchecked sand smuggling that resulted in severe sand shortage and unprecedented collapse of the whole construction sector in the state. Masons, coolies, plumbers, electricians and other workers dependent on the construction industry were thrown on the roads. Many workers committed suicides. More than that, thousands of crores of investments were stopped. Real estate investors shifted their base from AP to Hyderabad, Bangalore, Chennai and even Bhubaneswar. On the other hand, the ruling YSRCP leaders and close confidants of Jagan Reddy were gathering more financial muscle. It was evident from the seizure of Rs. 5.27 Cr from AP persons in just one catch in Tamil Nadu border.

Even for educational opportunities, most youth joined engineering colleges in other states thinking they would find jobs in IT hubs in the respective metro cities. In the first few months of the Jagan regime, workers migrated to other cities but they had to migrate back to AP following Coronavirus restrictions and loss of work opportunities. Even multi-national companies including Kia Motors tried to relocate to other States unable to bear the victimisation from YSRCP leaders.

Now, a more threatening situation is emerging in AP. Complaints are coming against quality of food and facilities at Government quarantine centres. Serious Corona cases with previous health issues are forced to go to other States. Even those with mild symptoms of the virus are preferring to join corporate hospitals in surrounding states. The ruling party leaders were standing in the front row going to other States for Covid treatment.

Jagan sets up 52 BC corporations, top posts to be filled soon

In a significant decision, Chief Minister Y S Jagan Mohan Reddy on Monday decided to fill the posts of chairmen and directors of BC corporations’ by the end of this month. A decision to this effect was taken at a high-level ministerial review meeting at the CM’s camp office in Tadepalli on the formation of various sub-caste corporations within the BC community.

At the meeting, the Chief Minister expressed his willingness to constitute 52 BC corporations. The Chief Minister resolved to set up separate corporations for the BCs in three categories on the basis of population (ranging from 10,000 to 1,00,000; 1,00,000 to 10,00,000; and above 10,00,000).

Accordingly, Jagan has decided to constitute BC corporations – six corporations with population of 10 lakh, 27 corporations for population above 1 lakh and below 10 lakh and 19 corporations with population below 1 lakh. The constitutions of BC corporations based on population was recommended by a committee constituted by the party before the 2019 elections with Janga Krishna Murthy as its chairman.

The high-level meeting was attended by Deputy chief minister Pilli Subhash Chandrabose, ministers Shankara Narayana, Botsa Satyanarayana, Dharmana Krishnadas and Mopidevi among others. Jagan had directed the ministers to ensure that the welfare schemes reach the respective BC corporations.

Corona: Jagananna rice and chickpea to ration card holders

The AP government was giving ration to poor families to tide over problems since the Coronavirus epidemic has set in. The officials have made all arrangements for distributing 5 kg rice and 1 kg chickpea to all ration card holders from today. This is the 8th phase distribution. The rice card holders will be given free ration till July 28. Since March 29, over seven phases of free distribution are completed. In the 8th phase, over 1.49 crore families are expected to benefit from this.

This time also, biometric identification of ration card holders will be taken up for rice distribution. Physical distancing norms are being implemented considering the massive crowds gathering at the ration shops. Sanitisers are also being made available. The officials have said that the card holders can claim ration from anywhere as the portability service is being extended to them in view of the epidemic problems rising all over the state.

The government is not taking the risk of sending volunteers to deliver ration at the doorsteps of the poor families. Widespread complaints are coming that at a very poor pay, the volunteers are already burdened with too much work. Moreover, they may contract the virus during door delivery. The opposition parties have demanded Rs. 5,000 financial assistance for poor families in view of the loss of work opportunities since Covid infections began all over. Steps were also sought to avoid crowds at ration shops.

Why is CM Jagan preferring very high interest private loans?

Why was Finance Minister Buggana Rajendranath Reddy not able to defend on why their government was preferring high interest loans of 8 to 10 per cent from foreign private firms while loans at far less interest rates were available? The World Bank, the Asian Infrastructure Investment Bank, the Asian Development Bank and the Japan International Cooperation Agency were giving massive loans at very low interests of 1.4 to 3.2 per cent.

Raising this point, TDP spokesperson K. Pattabhi demanded an investigation into the money laundering resorted to by over four suitcase companies being run by the YS family in Chennai at a single address. The seizure of Rs. 5.27 Cr from a car allegedly having Minister Balineni Srinivasa Reddy’s sticker was just an example of how the ruling YSRCP leaders were looting AP people’s money and moving it out of the country to turn it into white money through their trusts. Mr. Rajendranath claimed that the AP revenue receipts stood at Rs. 1.14 lakh Cr for 2019-`20 under the YSRCP government. But the fact is that this was achieved during the previous year, 2018-`19, under the TDP regime. There was a 37.9 per cent fall in revenue in the first one year rule of Mr. Jaganmohan Reddy. The TDP hit back saying that obviously, Buggana was getting confused as he was unable to make wrong projections in a convincing manner. It was clear that the Minister’s confusion was because he was under tremendous pressure from the Chief Minister to attack the Opposition TDP leaders whether there was logic or not.

TDP said Mr. Rajendranath Reddy has neither experience nor moral standing to find fault with former Finance Minister Yanamala Ramakrishnudu on the budget figures and calculations. Mr. Pattabhi Ram asserted that Mr. Ramakrishnudu’s analysis was correct that the AP income came down by 37.95 per cent from Rs. 1.78 lakh Cr to Rs. 1.10 lakh Cr under YSRCP rule. But in a very ignorant manner, Mr. Rajendranath Reddy was claiming that there was just a 2.2 per cent decrease. This was nothing but a comedy skit being played by the Minister in order to betray the people of the state. The revenue expenditure has increased by 6.96 per cent from Rs. 1.28 lakh Cr in 2018-`19 to Rs. 1.37 lakh Cr in 2019-2020.

YSR name fades as Jagananna schemes rise in number

One of the election slogans of CM Jaganmohan Reddy was that he would give such a people-friendly rule that the poor voters will forget even his father YSR regime. Is the CM really bent on doing this? This question is arising as more and more new Cash Transfer programmes were being launched not in the name of YSR. All these schemes were given the title ‘Jagananna’.

For example, these are a few instances – Jagananna Vidya Deevena, Jagananna Vasati Deevena, Jagananna Ammavadi, Jagananna Cheyutha and Jagananna Thodu and so on. Under all these programmes, the Government was giving huge publicity on the day when the CM would press the computer button from his Tadepalli residence to transfer cash to the beneficiaries. No such immediate cash transfer scheme has been named after YS Rajasekhara Reddy.

Now, YSR admirers and old time politicians are wondering what happened to the repeated slogan of Jagan Reddy that he used to capture people’s attention in the polls. Jagan used to constantly say ‘Aa Maha Neta, Priyatama Nayakudu’ (that great leader and beloved statesman) in election campaign that helped him catch the imagination of poor voters.

Analysts say that Jagan Reddy was indeed increasingly uncomfortable with the way common people were beginning to compare his regime with that of YSR. All said and done, in YSR time, there was no sand shortage and no major job crisis like the one faced by construction workers and daily wage coolies under Jagan rule. Hence, the CM’s eagerness to slowly ensure that YSR name fades away among the public in order to avoid any future trouble politically.

Every single person can contract Covid-19: Jagan

If Covid-19 tested and tried the patience of people faced with a menace to life that is both frightening and invisible, the pandemic has thrown newer challenges to ruling dispensations across the world and inarguably the virus had been the biggest test of political leadership the world has ever witnessed in recent times. Political leaders across the world reacted differently and every leader will be judged by the results.

Chief Minister Y S Jagan Mohan Reddy briefings are a circus-like spectacle from his statements early on that paracetamol and bleaching powder can keep corona at bay. It had once stated that the virus is just like common cold and fever that “comes and goes”. As the positive cases surged, the CM stated that it “comes but does not go”.

Jagan on Wednesday dropped a bombshell on five crore people of Andhra Pradesh saying no one will be spared by Covid-19. “Every single person can contract the infection. No one can stop the spread of the virus. We have to live with it,” Jagan said. Jagan’s latest remarks add to the lengthening charge list of failures in both planning for a pandemic and executing an adequate response when it broke out. The public confidence in the government could further erode with such statements coming at a time when the onus of infusing confidence lies largely on the political dispensations.

Further, Jagan also admitted that containing the virus is near impossible with free movement across inter-state borders. “We have Telangana on the one side where cases are on the surge, we have Tamil Nadu on one side, Orissa on one side and Maharashtra on the other. There is free movement of people from across these borders. Therefore, it is impossible to contain the spread of virus from the border states,” he pointed out, clearly blaming the neighbouring states for the spread of virus in Andhra Pradesh and not admitting his own administration for its failure to properly and effectively combat the pandemic.

His remarks come in the wake of a new record high of 2,432 fresh cases of coronavirus were reported in Andhra Pradesh on Thursday as the state’s aggregate shot past the 35,000 mark while 44 deaths took the overall toll in the state to 452.

With the alarming rise in the Covid-19 cases, the CM stated that nothing can be done to contain the virus. “The only way is by scaling up awareness among people on COVID-19. People should take all precautionary measures. Those who contract the virus will have to take medicines,” Jagan stated. However, there are currently no proven medicines to treat Covid-19 patients.

Jagan Cabinet okays committee for new districts

The Andhra Pradesh Cabinet took various decisions at its two-hour long meeting in Amaravati. The Cabinet gave its approval for forming a committee to study the issue of forming new districts in the state. A timeframe was given to the committee to make such recommendations so that the formation of new districts could be completed before March 31, 2021.

It may be recalled that the CM has been hinting at formation of each Lok Sabha constituency into a district. The YCP leaders were asserting that this was as per the promise given by Jaganmohan Reddy in the election campaign. The government has decided to go forward in this respect despite largescale objections from both the opposition and ruling party leaders.

Critics say that in some LS segments, the headquarters town would not be centrally located. For example, Sarvepalli assembly segment is located in Tirupati LS segment. Some villages in Sarvepalli are located in just three to four kms radius from Nellore town. Even Sarvepalli village is just seven to ten kms from Nellore town, which is currently the district headquarters.

Today’s Cabinet meet has discussed over 22 items on the agenda. Of these, some of the issues were formation of sand corporation, export of renewable energy and so on.

Declare Hindupur as separate district, Balakrishna writes to Jagan

Actor turned politician Balakrishna on Monday dashed off a letter to Chief Minister Y S Jagan Mohan Reddy with an appeal that Hindupur be declared a separate district.

With the Jagan government proposing to carve out new districts based on Parliamentary Constituency geographical limits, Balakrishna urged the Chief Minister to include Hindupur in the list of new districts. The YSRCP government had already sent out a signal that the number of districts will be increased from 13 to 25 for decentralisation and better administration.

Balakrishna, who represents Hindupur constituency as TDP MLA, also urged the Chief Minister to set up a medical college stating that it would help not just students from Hindupur but also benefit those from the entire Rayalaseema region. The Andhra Pradesh government had already announced to set up a new medical college in Hindupur

Hindupur has been a strong basiton of the TDP since the time of former Chief Minister and matinee idol N T Rama Rao, the illustrious father of Balakrishna. NTR, as he was popularly known, won thrice as MLA from Hindupur constituency. The NTR’s family held sway in Hindupur for three decades starting from NTR’s first victory in 1989. NTR’s elder son Nandamuri Hari Krishna was elected as MLA in 1996, while Balakrishna was elected twice as MLA in 2014 and 2019 Assembly elections.

Currently, Hindupur falls under the Anantapur district which is one of the four districts in Rayalseema region. The Andhra Pradesh government also seems to be in favour of making Hindupur as a separate district. It is learnt that the government is likely to create Anantapur and Hindupur parliamentary constituencies as two separate districts. Puttaparthi could become another district.

The Jagan is likely to announce new districts taking Lok Sabha constituencies as the basic eligibility for the creation of new districts. The controversial move to create new districts in Andhra Pradesh could hit a legal hurdle. Already, the government’s three capitals decision has hit a legal roadblock with different stakeholders filing cases against the move. Political observers have criticised the Jagan government’s move to create new districts based on Lok Sabha constituencies terming it a flawed policy.

Jagan Cabinet to decide on new districts in two days

Andhra Pradesh political scene is going to receive yet another severe jolt. The Jagan Reddy Cabinet is all set to take a final decision on the formation of new districts on July 15. Chief Minister Jagan Reddy has long been indicating that each Lok Sabha constituency will be formed into a district. Thus, in place of existing 13 districts, AP will have 25 new districts. Just like in many other major issues, the ruling YCP has not taken opinions of either Opposition parties of civil society on new districts. Its game-changing 3 Capitals decision was still stuck in a protracted legal battle with different stakeholders filing cases against the move.

From the beginning, there have been lots of dissenting voices against the new districts. Its very proposal to form new districts based on Lok Sabha constituencies was seen as an erroneous and faulty idea. As it is, LS constituencies undergo geographical changes from time to time because of delimitation. Then, it will have an impact on the functioning of the new districts.

Moreover, in Guntur district, there were four Lok Sabha seats which are Guntur, Tenali, Bapatla and Narasaraopet. Tenali was removed in delimitation and it ceased to be a Lok Sabha seat since 2009 polls. Bapatla LS constituency has got many assembly segments located in Prakasam district. If new districts are formed as per Jagan plan, just Guntur district will have three new districts.

There are allegations that the CM has not even consulted leaders within his party before forming the new districts. He did not also take any party’s opinion before announcing 3 Capitals in the State Assembly.
