AP HC posts Amaravati farmers case hearing to Tuesday

The AP high court on Monday posted the hearing of Amaravati farmers to next Tuesday, September 12. The farmers have filed a petition in the court seeking direction to the State government and the APCRDA to pay annuity to them.

The farmers told the court that the annuity is to be paid in the month of May every year. Though the farmers have been asking for the payment, they told the court that the government was not paying it.

Senior advocate Unnam Muralidhar told the court that the government was not responding to the requests of the farmers. He also told the court that the farmers are depending only on the annuity as they have parted with their lands.

He further told the court that the government had paid the annuity to a single farmer who filed the case in the court in the past. He wanted the court to give a clear direction to the government and the APCRDA to pay the annuity to all the farmers.

The high court asked the state government advocates whether the government has intention to pay the annuity. The court also wanted to know the reason for the delay in paying the annuity.

The advocates arguing for the government and the APCRDA told the court that they would get the clarification from the government. They further told the court to differ the case to another date as they would require getting the clarification.

The court, on hearing from the advocates, posted the case for next hearing on September 12. The court also directed the advocates to get the clarification from the government and the APCRDA on payment of annuity to the farmers.

AP HC issues notices to govt on Amaravati farmers issue

The AP high court on Tuesday issued notices to the state government and the AP Capital Region Development Authority (APCRDA) on payment of annuity to the Amaravati farmers. The farmers filed a petition in the court alleging that the government was not paying the annuity to them as promised by the previous government.

The previous government which pooled the farmers’ lands to build Amaravati capital had promised annuity of Rs 30,000 per acre to the dry lands and Rs 50,000 per acre for the wetlands. The APCRDA was made responsible to pay this annuity every year.

The farmers said that the present government was delaying the payment despite repeated requests. The Amaravati farmers association and the Capital farmers association have filed the petition seeking the court to direct the state government to pay the annuity without further delay.

It is to be seen how the state government would react to the notices given by the high court. The Jagan Mohan Reddy government is firm on having three capitals with Amaravati as the legislative capital. Though this was against the state government’s commitment given in writing to the farmers, the Jagan Mohan Reddy government is firm on moving the executive capital to Visakhapatnam.

There is a problem with the government’s plans on shifting the AP high court to Kurnool, which was named as the judicial capital. The state government and the high court have to take a common call on the issue.

The Central government had directed the chief minister and high court chief justice to sit across the table and resolve the issue. However, this did not happen in the last four years. It is to be seen how the state government would implement its three capitals’ plan.

It is also to be seen how the Amaravati farmers would react to the government’s plans on the issue, besides protecting their rights.

Amaravati farmers meet cricketer Ambati Rayudu

The agitating farmers of Amaravati capital villages met cricketer Ambati Rayudu in Velagapudi on Monday. The cricketer visited local Sri Veerabhadra Swamy temple and offered prayers to the deity.

On learning about the cricketer’s visit to their area, the farmers went to the temple and met him. They requested him to visit their protest camp at Mandadam and listen to their problems. They asked him to pay one visit to the camp as he had already visited the capital area.

However, Ambati Rayudu turned down their request and said that he would come some time later. He said he had come to the temple to worship and is not interested in speaking politics. He said he would speak about the issue at a later date.

When the farmers requested him to say Jai Amaravati, the cricketer softly rejected the request. He said he had come only to the temple and not to make any political statement. He further told them that he is aware of their issue as he had been visiting a few places in the state in the recent past.

He also told them that Amaravati would remain the capital of the state. However, he did not give clarity on his statement whether Amaravati would be the only capital of the state or would be part of the three capitals as declared by the state government.

The farmers who pinned hopes on the cricketer to say a few words in their favour were disappointed. They said that they expected the cricketer to visit them and say a few words to them after listening to their problems. However, they expressed confidence that the cricketer would support them one day, as he is aware of their problem.

Amaravati farmers for another padayatra from July 17

The beleaguered farmers of Amaravati villages are getting ready for another round of padayatra in the state demanding that Amaravati be the only capital of Andhra Pradesh. The padayatra this time would start from Hyderabad and end in Amaravati villages.

According to the schedule released by the farmers, the padayatra would begin on July 17 at NTR Ghat in Hyderabad and end at Uddandarayunipalem in Amaravati. The farmers have held two padayatras so far and all the two started from Amaravati.

The first padayatra started at the high court and concluded at Tirupati with a public meeting. The second padayatra started at Venkatapalem in Amaravati and was suspended in East Godavari district, following the police insisting upon the farmers to show identification cards to participate in the padayatra. This was followed by the high court order, which permitted only the farmers to take out the padayatra and not others.

Now, this round of the padayatra is the first one starting outside Amaravati and concluding in Amaravati. The farmers are planning to have a massive public meeting on the concluding day at Uddandarayunipalem. Interestingly, it was in this village that Prime Minister Narendra Modi laid the foundation stone for Amaravati capital in October 2015.

Amaravati Parirakshana Samithi leader Kolikapudi Srinivasa Rao is said to be making arrangements for the padayatra. The padayatra coincides with the birth centenary of late N T Rama Rao and hence the marathon walk will begin at NTR Ghat in Hyderabad.

Advocate Sravan to fight for Amaravati farmers

Advocate and former judge, Jada Sravan Kumar, on Wednesday said that he would continue to fight for the Amaravati farmers who have given their lands to the government for capital development. Sravan Kumar, who is also the president of Jai Bheem Bharat Party, was arrested by the Thullur police for holding a protest.

Sravan Kumar said that Chief Minister Jagan Mohan Reddy had betrayed the farmers by not developing the capital on the lands given by them. He further alleged that Jagan Mohan Reddy was pursuing criminal and vendetta politics against the spirit of the constitution.

Stating that Jagan Mohan Reddy had promised democratic governance before the 2019 general election, the advocate-turned-politician said that the YSR Congress chief had become a dictator. There was no place for civil rights and freedom in Andhra Pradesh under Jagan Mohan Reddy’s rule, he said.

He took strong exception to the state government proposing to give house sites to the poor in Amaravati lands. He said that the lands in Amaravati were acquired to build capital, not houses or housing colonies.

Sravan Kumar appealed to the people of Amaravati villages to oppose the chief minister launching the housing programme on May 26. He said he would lead a protest rally to the proposed Ambedkar memorial in Amaravati against distribution of house sites by the chief minister.

He called upon the people to join his rally on May 26 and dared the police to stop him. He said he would seek judicial intervention if the police refused permission for his rally on the day.

Amaravati farmers take out rally opposing new residential zone

The farmers of Amaravati villages took out a rally opposing the state government’s plan creating a new residential zone – R5 – to accommodate new housing plans. The farmers said that the new zone is aimed at disturbing the original Amaravati plan drawn by the previous government.

The TDP regime, which created the Amaravati capital region development authority, had created four residential zones in the master plan. The present government had kept the master plan aside in the name of decentralization of administration and had proposed three capitals.

Amaravati was made the legislative capital of the state, while Visakhapatnam was proposed as the executive capital and Kurnool as the legislative capital. The state government had proposed to shift the high court and the legal department to Kurnool as part of its plans.

The government also plans to shift the secretariat to Visakhapatnam and chief minister Y S Jagan Mohan Reddy had recently announced that he would start working from Visakhapatnam from July this year.

However, there are cases pending in the Supreme Court on the Amaravati issue. The state government had challenged the AP High Court’s order asking the government to develop Amaravati as capital in six months. The state government also challenged the high court’s observation that the state legislature has no powers to decide on the capital.

The farmers now allege that the state government was destroying the Amaravati plans which were to make it the only capital of the state. They said that they have given the lands to the government only on the promise of developing it as the only capital and not one of the three capitals.

The farmers conducted the padayatra connecting Venkatapalem, Mandadam, Krishnayapalem, Inavolu and Nidamarru villages. They would also hold a public meeting at Nidamarru opposing the plans of the present government including the new residential zone.

Amaravati farmers take protest over three capitals to Delhi

Demanding that Amaravati be developed as the only state capital of Andhra Pradesh, farmers from the region on Saturday staged protest in New Delhi.

Leaders and workers of Amaravati Parirakshana Samithi (APS), which is spearheading the movement against proposed three capitals, organised the sit-in at Jantar Mantar.

They demanded that the YSR Congress Party (YSRCP) government drop its move to develop three capitals and fulfill the commitments made to the people of Amaravati.

With the slogan of ‘Dharani Kota to Erra Kota’, the APS organised the protest to mark three years of the announcement of YSRCP government for trifurcation of the state capital.

APS president Shiva Reddy, secretary G. Tirupati Rao and other leaders staged the protest to highlight their demand in the national capital. Leaders of the Left parties and farmers’ organisations participated in the protest to show solidarity with Amaravati farmers.

The APS leaders will meet leaders and MPs of various political parties on Sunday and Monday to seek their support for their movement.

The Amaravati farmers will also participate in Monday’s protest by Bharatiya Kisan Sangh at Ramlila Grounds in support of various demands of farmers.

Bharatiya Kisan Sangh has included the movement by Amaravati farmers in the agenda for the meeting.

It was on December 17, 2019 that Chief Minister Y. S. Jagan Mohan Reddy had announced in the state Assembly that three state capitals will be developed reversing the decision of the previous TDP government to develop Amaravati as the state capital.

The YSRCP government mooted Visakhapatnam as administrative capital, Kurnool as judicial capital and Amaravati as legislative capital.

This triggered massive protests from farmers of Amaravati, who had given 33,000 acres of land for the capital and the previous government had also undertaken the works on some components of the mega project.

As part of the protest, Amaravati farmers had launched Maha Padyatra from Amaravati to Arasavalli on September 12. It was scheduled to end at Arasavalli on November 12. However, on October 22, the organisers stopped it en route alleging that the YSRCP government is creating hurdles in their long march.

The farmers had organised a Maha Padayatra from Amaravati to Tirupati last year to mobilize public support for their demands.

On March 3, 2022, Andhra Pradesh High Court had directed the state government to develop Amaravati as the state capital in six months. A bench of three judges had pronounced the judgment on 75 petitions filed by Amaravati farmers and others challenging the government’s move on three capitals.

However, the state government filed an appeal in the Supreme Court. Last month, the Supreme Court stayed the High Court order saying the court cannot act like a town planner or an engineer.

AP High Court dismisses petitions on Amaravati padayatra

The AP high court on Tuesday dismissed the petition filed by DGP K V Rajendranath Reddy to cancel the Amaravati farmers padayatra. The court also dismissed the petition filed by the Amaravati Farmers Joint Action Committee to give relaxation to the HC’s earlier order.

The court said that it would not make any alterations to the earlier orders issued by the bench while giving permission for the padayatra. The court said it would not allow others to join the padayatra. It wanted the 600 farmers to participate in the yatra and show the identification cards whenever asked by the police.

The court also observed that those who are supporting the yatra could do so by standing on both sides of the roads. The court further observed that there are several other forms to express solidarity to the Amaravati yatra.

The court had strictly warned the farmers against using more than four vehicles in the padayatra to carry infrastructure to those who are walking. The court said it would not allow more vehicles in the padayatra as requested by the joint action committee.

The court also dismissed the petition filed by the DGP who complained to the court that the participants were throwing open challenges to the supporters of the three capitals. They were also making provocative statements against the government, the DGP complained in his petition.

The court had told the DGP to come back to the court whenever the participants were found violating the guidelines of the high court.

AP High Court reserves judgment on Amaravati padayatra

The Andhra Pradesh high court on Friday reserved its judgment on the Amaravati padayatra to Arasavilli in Srikakulam. The padayatra was stopped in Ramachandrapuram of Dr B R Ambedkar Konaseema district last week, as the police insisted upon those who have identification cards only to participate in the padayatra.

The farmers have filed a petition in the high court seeking relaxation from the rules, while the State government filed a petition seeking cancellation of permission for the padayatra.

The court heard the case on both sides on Thursday and Friday.

The advocates for the Amaravati activists alleged that the police were harassing them in the name of identification cards and were not allowing the supporters to join the padayatra. The Amaravati activists also alleged that the ruling YSR Congress activists and leaders were also causing troubles for them by organising counter rallies in the state.

On the other hand, the government argued for cancellation of the padayatra. The Advocate General told the court that the activists of the TDP and Jana Sena, in the name of Amaravati farmers, were making allegations against the ruling party and the government. The advocate general also told the court that the activists were challenging the ruling party leaders and making political statements.

Though the court had told the Amaravati Joint Action Committee leaders not to make political statements during the padayatra, the advocate general informed the court that everyday they were making only political statements and asking people to vote against the YSR Congress.

The advocate general also informed the court that the people of the state were also asking for decentralisation of capital and Uttarandhra people were fighting for declaration of Visakhapatnam as the executive capital.

This would create a law-and-order problem if the Amaravati activists entered Visakhapatnam with Amaravati as the only capital of the state, while the people of Visakhapatnam were fighting for executive capital.

The court, after hearing the arguments from both sides on Friday, reserved the judgment.

The Andhra Pradesh high court had posted the petitions on Amaravati padayatra to October 28. As the petitions came up for hearing on Thursday, the court asked both the Amaravati Joint Action Committee and the state government to file fresh petitions by Friday.

The farmers alleged that the police were creating trouble for them in the name of checking identification cards. The advocates for the Amaravati activists told the court that the police were disturbing the activists even at the lunch and night camps.

The advocates told the court that it was not possible for all the 600 activists to continuously follow in the padayatra. It was also not possible to drop the supporters from the yatra in every village. The advocates told the court that those supporting the Amaravati issue were joining the padayatra in their respective areas.

The government filed a petition requesting the court to cancel the permission given to them earlier for the padayatra as the participants have violated the conditions. The government also told the court that the participants of the yatra were throwing challenges to the politicians and the supporters of the decentralisation.

The government also expressed fears that the yatra would create law and order problems in the state once the participants reach Visakhapatnam, which is proposed as the executive capital of the state. The residents of Uttrandhra region have already formed a joint action committee seeking Visakhapatnam to be declared as the executive capital of the state.

The advocates for the Amaravati JAC told the court that 600 people participating in the padayatra continuously is not possible and requested the court to give relaxation. They have also argued that the supporters of the Amaravati be allowed in every village and town along the route.

The court, on hearing both sides, directed both the parties to file clear affidavits by Friday.

Botsa predicts that Amaravati padayatra will not resume

Minister for Education, Botsa Satyanarayana, on Tuesday predicted that the Amaravati farmers’ padayatra would not resume. He said that the padayatra is closed once for all.

The Minister said that the court had given permission to 600 farmers to participate in the padayatra showing their identification cards to the police. However, it was found that only 70 farmers have the identification cards while the rest are from other places, the minister said.

The police have tried to implement the high court direction following which the farmers withdrew their padayatra, he said. He further added that the court had also directed the police to ensure that only farmers participated in the padayatra, while others remained on the road margin.

The court had categorically told the police not to allow outsiders in the padayatra and ensure that every participant carried the identification card. The court had earlier issued permission for the padayatra with the condition of 600 participants carrying their identification cards.

The court intervened as the DGP denied permission for the padayatra on the ground that in the earlier padayatra to Tirupati, there were 70 criminal cases filed against the padayatra participants. The DGP also quoted the sentiments of the Uttarandhra people on having Visakhapatnam as the executive capital of the state and Amaravati padayatra might lead to law-and-order problems.

However, the court directed the police to take care of the law-and-order problem and gave permission to the farmers, the minister recalled.

He also told the media persons that the Joint Action Committee would soon come out with an action plan to press for Visakhapatnam as the executive capital. The JAC would give a road map for the supporters of decentralisation of administration, the minister said.

TDP senior leader and former minister Chintakayala Ayyannapathrudu took strong exception to the excess behaviour of the Andhra Pradesh police towards the Amaravati farmers. He blamed the police for troubling the Amaravati farmers during their walk in Dr B R Ambedkar Konaseema district, three days ago.

Ayyannapathrudu alleged that the police have interrupted the padayatra in the name of checking the identification cards. He said that the high court had given permission for 600 farmers and four vehicles to participate in the padayatra. Accordingly, the farmers were walking, he said, adding that those supporting the Amaravati as capital issue were joining them everywhere.

The TDP former minister wondered why the police had stopped these supporters and created trouble for them. He alleged that the farmers had to give a break to the padayatra to settle the issue in the high court.

Ayyannapathrudu expressed confidence that the farmers would resume their padayatra once the court gives clear instructions to the state police. He sought to advise the police to stop working as the ruling party activists and target the opposition parties.

The former minister expressed confidence that the farmers would resume their padayatra and it would pass through the Narsipatnam Assembly constituency shortly. He made an appeal to the TDP leaders to get ready for a battle with the ruling YSR Congress activists.

The former minister also emphasised the need to defeat the YSR Congress in the next elections to restore democracy in the state. He said that the YSR Congress was destroying the democratic institutions in the state and was closing the voices of the opposition.

He came down heavily on chief minister Y S Jagan Mohan Reddy for dictatorial governance in the state. He said he had never seen a destructive leader like Jagan Mohan Reddy and called upon the people to send Jagan Mohan Reddy home. “Let people send Jagan home and the CBI will send him to jail,” Ayyannapathrudu asserted.

Amaravati farmers give a break to padayatra

The farmers of Amaravati announced that they were giving a break to their padayatra and resuming it with clear order from the high court. They announced this decision at Ramachandrapuram of Dr B R Ambedkar Konaseema district on Saturday.

The decision was taken by the farmers following the police insisting upon them to show the identification cards of the participants in the padayatra. The high court on Friday had told the police to ensure that only 600 farmers who were given permission by the court earlier before starting of the yatra 42 days ago.

The State police have refused permission for the padayatra sensing trouble as the sentiments of the people who are supporting three capitals also increase. The Uttarandhra people are asking for executive capital at Visakhapatnam and the police sensed trouble if the Amaravati farmers conduct their padayatra in Uttarandhra region.

Meanwhile, the Amaravati farmers were facing stiff resistance from the supporters of the three capitals. Moreover, the farmers too are throwing open challenges to leaders like former minister Kodali Nani inviting trouble.

The court on Friday took strong exception to these developments and had advised the state police not to allow outsiders to join the padayatra. The court told the police to ensure that whoever is supporting the farmers should stand on both sides of the road when the farmers walk and not join the walk.

Accordingly, on Saturday, the police insisted on the farmers to show their identification cards to move forward in the padayatra. The police also did not allow outsiders to join the padayatra and told them the high court had given clear orders.

The police also refused to allow the vehicles which have no permission to follow in the padayatra. Protesting at the police action, the farmers announced that they would approach the high court and get clearance and resume the padayatra.

Police stop Amaravati farmers at Palasa, farmers protest

The police on Friday stopped the Amaravati farmers at Palasa in BR Ambedkar Konaseema district during the second half of their yatra. The police intercepted the farmers and asked them to show their identification cards before proceeding further.

The farmers protested against the police intervention and sought identification cards. They alleged that the police were behaving like the YSR Congress activists and tried to move forward leading to clashes between the police and the farmers.

The police said that they would not allow more than 600 persons in the padayatra as directed by the court. They said that the court had given permission to 600 persons and directed them to give those details to the police whenever they are asked.

However, the farmers refused to reveal their identity and protested against the police intervention.

Meanwhile, the high court on Friday directed the police to provide protection to the farmers during their padayatra. The court also told the police to verify the identification cards of the participants. The court also told the supporters of the Amaravati to stand on the road margin as a mark of support and greet the farmers when they walk through their village.

The court also directed the police to take special care to ensure that the supporters of three capitals or decentralisation or any others to restrain from approaching the Amaravati farmers during the padayatra.

The court wanted the police to protect the farmers. At the same time, the court told the farmers not to allow others into the padayatra without the permission of the local police.

The state government told the court that the farmers were making provocative statements and were criticising the government during their padayatra. The court showed some visuals in which the farmers were abusing the government and the ruling party leaders.

Andhra Pradesh High Court on Thursday asked the state government to file its response on the Amaravati farmers’ padayatra. The court took up hearing on the farmers’ petition which alleged that the ruling YSR Congress leaders and the state government were creating problems for them to proceed further in the yatra.

The court asked the state government what problems that it found with the padayatra of the farmers.

The government told the court that though the court permitted only 600 farmers to participate in the padayatra, there were more people added to the yatra. The advocate for the farmers told the court that people in the neighbouring villages were joining them extending support to them. Their supporters were joining the yatra in every village, the advocate said.

The court asked the state government to give its reply to the petition and posted the case for hearing on Friday. The court also wanted the farmers to file a clear reply to the court on the padayatra and the number of people participating in the padayatra.

The court wanted the state government to ensure that the padayatra is conducted peacefully. The court said that it would not accept any violations of the orders issued by the court earlier.

The padayatra is facing opposition from the supporters of the three capitals. The supporters were holding black flags and releasing black balloons to the Amaravati farmers and in support of three capitals.

The ruling YSR Congress had also sponsored a joint action committee to take forward the three capitals issue. The JAC had already held a massive rally in Visakhapatnam in support of three capitals, particularly the declaration of Visakhapatnam as the executive capitals.

Amaravati farmers face protest at Nidadavole

The farmers from Amaravati who are on maha padayatra to Arasavilli seeking Amaravati as the only capital of the state, protested at Nidadavole town in West Godavari district on Friday. As the farmers reached the town, the supporters of three capitals and decentralisation, also reached the road in large numbers.

The supporters of the three capitals released black balloons and raised black flags against the Amaravati farmers. They wanted Visakhapatnam and Kurnool too to be developed as alternative capitals of the state and not just Amaravati.

They also raised slogans against the Amaravati farmers and alleged that these farmers are the activists of the opposition TDP. They also accused the farmers of going to Uttarandhra only to create unrest among the people, who have been waiting for the government to declare administrative capital at Visakhapatnam.

However, the police stopped the activists from coming on to the roads. They also used ropes to block the road for these activists and allowed the Amaravati farmers to move forward.

Meanwhile, the Amaravati farmers alleged that the ruling YSR Congress was sending its activists to create problems for them. They accused the ruling YSR Congress for creating regional differences among the people of the state.

“We went to Tirupati in Rayalaseema last year seeking Amaravati development. But there were no counter protest rallies. This time, the ruling party is encouraging counter protests to create a law and order problem,” the Amaravati farmers alleged.

Meanwhile, TDP MPs, Galla Jayadev and Kanakamedala Ravindra Kumar, made an appeal to the Union Home Ministry to give Central government protection to the farmers. They gave a representation to the Union Home Ministry in Delhi citing the YSR Congress party’s counter agitations to create law and order problems and even cause damage to the farmers.

The Tanuku town in West Godavari district witnessed a tense situation with the Amaravati farmers facing the supporters of three capitals on Wednesday. As the padayatra reached the town from Velpuru village, the supporters of three capitals gathered at the junction raising slogans against the Amaravati farmers.

The decentralisation supporters held black flags and banners against the Amaravati farmers and walked towards the farmers raising slogans against them. They said that Amaravati is a real estate project and the farmers are the opposition TDP activists.

They also alleged that the TDP activists in the name of Amaravati farmers were taking out political rallies to campaign for the TDP. They asked the farmers to go back and raised slogans in favour of chief minister Y S Jagan Mohan Reddy.

The activists also released black balloons in the air against the Amaravati farmers and said that they welcomed only the decentralisation plan of the state government.

However, the Amaravati farmers too proceeded further with the support of the local police. The police held ropes around the Amaravati farmers and helped them continue their padayatra. The farmers too gave counter slogans in support of Amaravati as the only capital for Andhra Pradesh.

The Amaravati farmers alleged that the state government was encouraging the ruling party activists to create law and order problems and thus stop their padayatra to Arasavalli. The farmers said that they would continue the padayatra despite the ruling YSR Congress Party’s attempts to disturb them.

Earlier in the day, as the farmers entered the Tanuku town, the locals and the supporters of TDP, Jana Sena and the BJP welcomed them. They extended support to the farmers and backed their demand for Amaravati as the capital of the state. The local TDP and Jana Sena activists also raised slogans in support of Amaravati.

YSR Congress activists hold protest at Amaravati farmers yatra

The supporters of the YSR Congress made an attempt to stop the Amaravati farmers’ padayatra in Achanta Assembly constituency on Tuesday. The activists holding black flags and black balloons raised slogans against Amaravati and in favour of three capitals.

As the farmers were walking from Achanta to Tanuku Assembly constituency, the YSR Congress supporters gathered on one side of the road near Ithampudi village raising slogans against Amaravati and the farmers.

Looking at the protesters, the Amaravati farmers raised slogans in support of Amaravati. The YSR Congress supporters too raised slogans against Amaravati.

At this point the police intervened and sent away the YSR Congress supporters from the scene. The police provided security for the Amaravati farmers along the road to ensure that the yatra passed peacefully.

Meanwhile, YSR Congress rebel MP, K Raghurama Krishnam Raju, wrote a letter to Union Home Minister Amit Shah seeking Central forces protection to the Amaravati farmers padayatra. He said that the ruling YSR Congress activists were trying to disturb the padayatra.

The MP also alleged that the YSR Congress activists were posing a threat to the Amaravati farmers in the name of decentralisation. He further said that the YSR Congress had formed a Joint Action Committee against Amaravati and in the name of three capitals.

Raghurama Krishnam Raju alleged that the ruling party was encouraging anti-social elements targeting the Amaravati farmers. The MP also attached media clips of the YSR Congress leaders’ statements against the Amaravati yatra and requested the Home Minister to provide Central security to the farmers.

YSR Congress plans counter Amaravati farmers yatra

The YSR Congress is understood to have decided to organise a counter padayatra to the Amaravati farmers padayatra. The ruling party wants to organise the yatra in support of Visakhapatnam as the executive capital.

The ruling party wants to rally the people of North Coastal Andhra – Uttarandhra – to organise and voice in support of making Visakhapatnam as the administrative capital. Ministers Bosta Satyanarayana, Gudivada Amarnath, Seediri Appala Raju have been raising voices against the Amaravati farmers holding the padayatra to Uttarandhra.

The ministers have said that the Amaravati farmers yatra is against the development of Uttarandhra with Visakhapatnam as the administrative capital. Now, on Friday, the YSR Congress leaders held a meeting at the circuit guest house in Visakhapatnam.

Minister for Industries, Commerce and IT, Gudivada Amarnath and TTD Chairman Y V Subba Reddy, convened the meeting in which the leaders of the YSR Congress from the three undivided Uttarandhra districts were present.

The meeting took stock of the Amaravati farmers padayatra, and felt that it was against the development of their region. The meeting is said to have appealed to Chief Minister Y S Jagan Mohan Reddy to declare Visakhapatnam as administrative capital and start working from here.

While it is not known when and from where the ruling party would launch its counter padayatra, the meeting had worked out the schedule and the route map. It was also decided to involve people of the Uttarandhra region to participate in the padayatra seeking declaration of Visakhapatnam as the executive capital without further delay.

Will Amaravati yatra create law and order problems?

The Amaravati farmers launched their second leg of padayatra on September 12, marking 1000 days of their protest against three capitals. The farmers are currently walking in the West Godavari district.

They would be passing through the East Godavari, Visakhapatnam and Vizianagaram districts before they reach the Sun temple in Arasavalli of Srikakulam district. The farmers have been making provocative statements through their meetings and press briefings as part of the yatra.

The ruling YSR Congress seems to have responded to these provocative statements, at least the gestures they made at Gudivada and the challenges thrown to local MLA Kodali Nani. The ruling party had asked its leaders to create awareness among the people on decentralization plans.

Party general secretary and government advisor Sajjala Ramakrishna Reddy had asked the party leaders to organise a wide range of programmes to create awareness programmes in their districts on the three capitals proposal and the decentralisation plans of the government. He had also asked the party leaders to visit nearest temples and offer prayers for the decentralisation.

Accordingly, the ruling party activists have put up flexi banners in support of the decentralisation. They have also put up posters and banners accusing the Amaravati farmers of leading a real estate yatra to support the opposition TDP.

The ruling party leaders are accusing the Amaravati farmers of leading the political battle in support of TDP and thus the yatra had become a political activity.

Looking at all these, political observers smell a law and order problem in the state if the yatra enters Uttarandhra, or even before that. The ruling party held round table conferences on decentralisation plans and is said to have plans to organise more such events.

Responding to this, TDP Rajya Sabha member Kanakamedala Ravindra Kumar said that the government would have to hold responsibility if anything happened to the farmers. He said that there is a threat looming large at the farmers. He also alleged that the ruling party was provoking the people against the farmers. He blamed the government too for creating ripples among the people leading to law and order problems.

It is to be seen how the yatra would turn once it enters Visakhapatnam.
