Skill Development issue is to divert attention from defeat in MLC polls, says Payyavula

PAC chairman and TDP MLA, Payyavula Kesav, on Monday felt that Chief Minister, Jagan Mohan Reddy, brought the futile Skill Development project issue onto the scene only to escape from the defeat in the Legislative Council polls.

Kesav told media persons at the party headquarters here that what the Jagan Government was doing in the past four years except buying time in the name of investigation into the matter.

“It is really surprising that a leader like Jagan is uttering words like shell companies and corruption. In fact, it is corruption king Jagan who introduced the words quid pro quo and money laundering,” Kesav commented and stated that such a leader finding fault with Naidu is really surprising.

Observing that if there are any malpractices in the Skill Development project, it is the Enforcement Directorate (ED) that investigates into it and comes to a conclusion, the PAC Chairman asked when the ED is already probing into it why Jagan ordered for a CID investigation into it.

Does it not amount to influencing the investigating agencies if the issue is raised on the floor of the House when the investigation is already on, Payyavula asked.

The Chief Minister, who, on the floor of the House, did not spell out even a single word about the problems being faced by the people, including the incessant rains that lashed the State causing heavy damage to the standing crops, has given two-hour lecture on the Skill Development project, he pointed out. This clearly indicates that Jagan wants to sling mud on Naidu and other TDP leaders, Payyavula felt.

“After the State bifurcation, the TDP government wanted to turn farm based-AP into an Information Technology hub by creating jobs for the youth in the State. In view of the radical changes in the IT industry across the globe, the Siemens company has been invited when the heads of the company stated that they had set up skill development centers across the country, including Gujarat.

The then chief minister, Chandrababu even deputed some IAS officers to Gujarat to study the ongoing skill development centres and later a tripartite agreement was entered into with Siemens, Design Tech and the State government,” Kesav explained.

Besides Andhra Pradesh, States like Karnataka, Chhattisgarh and Tamil Nadu too entered into an agreement with the Siemens company, he pointed out.

Payyavula demands Jagan to give facts on growth rate, revenue of AP

Public Accounts Committee (PAC) chairman and senior TDP leader, Payyavula Kesav, on Thursday demanded Chief Minister, Jagan Mohan Reddy, to answer as to why the State revenue has not increased when the growth rate has gone up.

Talking to media persons at the party headquarters here, Kesav asked Jagan whether he can come out with facts on what was the growth rate and revenue of the State during Chandrababu Naidu regime and what is the growth rate and revenue in the past four years.

Terming Jagan as a great capitalist but not an economist, Kesav said, in a rather sarcastic way, that the global organisations are eager to study the economic policies of Jagan.

He asked how the Government revenue goes up without increasing the capital expenditure on primary sectors. The lakhs of crores of development that is projected in the State budgetary proposals is not seen at the grassroots level, Payayvula felt.

Recalling Jagan’s remarks as the leader of the Opposition during the TDP regime when the budgetary proposals were presented to the Assembly that if the growth rate increases the revenue of the State too should go up, Payyavula asked the Chief Minister to answer as to why the revenue has not increased despite the growth rate is up.

The PAC Chairman felt that Minister for Finance, Buggana Rajendranath, as is his wont, has made every attempt to take the people of the State into an imaginary world in the last budget of this Government. When compared to the expenditure made by the TDP government for irrigation and other sectors, the funds being spent by this Government do not match at all, Payyavula observed.

“The Jagan Mohan Reddy Government did not spend even Rs 20,000 cr in the past four years for primary sectors,” he said, adding that even this amount was spent to clear the pending bills. Jagan is strong only in the cash war and he is going to implement it in the coming polls, Payyavula Kesav remarked.

The TDP MLA expressed surprise as to why Jagan’s Delhi visit is confirmed only when some notices are served on his associates. Payavula Kesav made it clear that the Backward Classes in the State always own the TDP and not the YSRCP.

Charges on Skill Development project baseless: says TDP

Andhra Pradesh’s main opposition Telugu Desam Party (TDP) has said that the Y.S. Jagan Mohan Reddy-led state government is levelling baseless charges against the earlier TDP regime with regard to the Skill Development project.

TDP MLA and Chairman of the Public Accounts Committee (PAC), Payyavula Kesav announced that his party will wage a legal battle to bring the facts to light.

Kesav asked whether the Crime Investigation Department (CID), which is claiming that funds have been deposited with the accounts of the TDP leaders, can give the details to whose accounts the funds were deposited, when and from where.

Claiming that the project was aimed at paving for a bright future to the youth, he alleged that Chief Minister Jagan Mohan Reddy destroyed it and is shamelessly making baseless charges against the TDP.

“If Siemens organisation commits a mistake how the former Chief Minister Nara Chandrababu Naidu, is responsible for that,” Kesav asked and pointed out that the same Siemens organisation had entered into agreements with six state governments before signing a Memorandum of Understanding (MoU) with Andhra Pradesh.

“Are the chief ministers of all these six States too are partners in this corruption charge?” he questioned the Jagan Government.

It is almost four years since Jagan Mohan Reddy came to power and why all these years he is keeping silent and why the Chief Minister could not decide anything on this matter, Kesav asked.

Chandrababu Naidu had transformed Hyderabad city into an IT Hub and after the bifurcation he also wanted to provide better job opportunities to the youth and thus the TDP government entered into an agreement with the Siemens organisation, he added.

Referring a report that the chairman of the Siemens, Suman Bose, had benefited some politicians, Kesav asked in which way it is related to Chandrababu.

Siemens is a German-based company and it has its offices in over 160 countries.

After learning that it is training the youth in Gujarat and after studying its activities, Chandrababu signed the MoU with the company, Kesav explained.

Stating that a document relating to the Siemens is being produced before the public, he said Jagan, his Ministers besides the other ruling party leaders should respond after going through the paper.

The agreement entered into with Siemens clearly defined what it should do and what its sister concern, Design Tech should do, he stated.

Sending a strong warning to the ruling party leaders that they will have to pay a very heavy price if they make baseless charges and spread cooked-up stories against the TDP, Kesav felt that the YSRCP has brought onto the scene the Skill Development project issue only to divert the public attention from the ongoing investigation into the murder of Vivekananda Reddy, the paternal uncle of Jagan.

The Chief Minister is now worried as the YSRCP MP, Avinash Reddy, was summoned by the CBI in the case and thus levelling such charges against the TDP to divert the public and media attention, Kesav observed.

Jagan favouring his yesmen in power-purchasing tenders, says Payyavula

TDP MLA and chairman of the Public Accounts Committee (PAC), Payyavula Kesav, on Tuesday said that Chief Minister, Jgan Mohan Reddy, is favouring his own associates in power purchasing tenders thus forcing the government to lose heavily.

Kesav told media persons through Zoom that by favouring his own men in power purchase agreements, the State government is imposing a heavy burden on the common man. Stating that Jagan Mohan Reddy, soon after becoming the Chief Minister in his maiden speech levelled several allegations against the TDP government that several irregularities had taken place in the purchase of solar power, Kesav said that the Chief Minister even declared that a probe would be ordered into these irregularities.

“Later, on the floor of the Assembly too, Jagan made several charges against the TDP government and tried to make people believe these issues,” Kesav said and asked if any irregularities had taken place during Chandrababu Naidu’s regime why the Jagan government is keeping mum till now. The ruling party even knocked at the High Court doors too and finally felt embarrassed, he added.

The High Court has made it clear that there were absolutely no irregularities in the power purchase agreements during the Chandrababu regime, Kesav said and stated that the Jagan government too agreed with the High Court order. The government even released the necessary funds, but the Jagan Reddy government’s statements only resulted in the investors to take back their decisions, he stated.

The situation has come to such a pass that the whole country is not believing the Andhra Pradesh government, the MLA said and stated that the decisions taken by the Jagan government seriously hit the power sector. The State government which made a large-scale false campaign on the solar power sector has again recalled tenders only to hand over the contracts to its yesmen and thus cancelled the tenders called during the TDP regime, he said.

“When the government tried to allot the contracts to the Adani Group, the Tata Group approached the court. Finally, the court cancelled the contracts saying that these contracts are being illegally allotted to the Adani Group,” he remarked.

Kesav asked as to why the State government tried to accept the tenders by a contractor which were rejected by the whole country. This is nothing but to favour close associates of Jagan, he remarked.

Maintaining that the TDP wants to ensure that the people should not suffer any losses due to the faulty policies of the ruling dispensation, Kesav asked why the tenders were allotted in a pumped storage system against the Central norms and against the Supreme Court order. He felt that the tender system should be transparent and demanded that the agreements be reviewed.

Jagan’s speech in Assembly on financial position is waste exercise, says Payyavula

Chief Minister Jagan Mohan Reddy’s lengthy speech on the floor of the Assembly on the State financial position is a waste exercise, said the TDP senior leader and MLA, Payyavula Keshav on Sunday.

Talking to media persons at the party headquarters here, Keshav asked what made the ruling dispensation to forcibly send the Telugu Desam Party MLAs out of the House to deliver the speech. He believes that Jagan Mohan Reddy came to power by simply misleading the public on various issues.

“Now the Chief Minister is making every effort to take such mis propaganda to more people by utilising every possible platform,” the TDP MLA felt. Jagan Mohan Reddy will remain in history as the only Chief Minister of the State who misled the House by producing wrong figures of the budget of his own Government, he remarked.

Neither the officials have produced wrong figures to the Chief Minister nor Jagan Reddy is not aware of the factual numbers. He deliberately brought misleading numbers before the House with a strong opinion that no one is aware of the facts, Keshav felt.

The TDP leader asked as to why Jagan Mohan Reddy is not transparent if he is confident of the State’s fiscal condition. Details on the State financial position are not available nor information is available on the irrigation projects, he said.

No one knows about the revenue details on the GST nor it is available on the Government website, he pointed out. Why the Government Orders (GOs) are not being uploaded onto the website and there is absolutely no response on the TDP demand to publish a white paper on the State financial position, he maintained.

If the fiscal position is so healthy why the salaries of the government employees are not being paid on time and why there is inordinate delay in payment of dues to the retired staff members and even pensions are not being paid every month, Keshav asked. Each Cabinet Minister gives a totally contradictory statement on the financial condition of the State, he mentioned.

While the Ministers and the Government advisors have admitted that the Pension Scheme as demanded by the employees could not be implemented as the State is facing fiscal deficit, while the Chief Minister tells the Assembly that the financial condition is very healthy, he said and asked who is correct on this matter. The condition is so bad that even paracetamol tablets are not available in the government hospitals, he pointed out.

Why is the condition of the roads across the State so bad and the funds meant for daily wage earners are completely diverted, the TDP leader said. When the TDP leaders question this, they are being subjected to various kinds of harassment, he added.

Making it clear that the High Court has already clarified that the State Government does not have the right to take a decision on the capital, Keshav felt that the ruling party is only trying to push the matter till the coming elections. Though the Supreme Court has allocated time to take up the Amaravati issue, the ruling party is seeking adjournments and this clearly indicates that the YSRCP only wants to postpone the matter till the next elections, he observed.

Expressing hope that the Chief Justice of India will see to it that justice is done to the people of Andhra Pradesh, Keshav demanded that the State Government publish a white paper on the financial condition of the State.

Payyavula says TDP will protect Indu Group lands in Ananthapur

TDP senior leader and AP Assembly Public Accounts Committee chairman Payyavula Keshav on Tuesday said that the TDP would protect the lands of the Indu Group and return them to the original owners.

Keshav said that the Congress government headed by Y S Rajasekhar Reddy had collected hundreds of acres of lands from farmers in Ananthapur district promising to establish Lepakshi Knowledge Hub. The lands were taken from the people paying a nominal amount of Rs 2 lakh per acre, he said.

Now, after several years, while the knowledge hub was not established and local people were not given any jobs, the lands are being transferred to private people through the National Company Law Tribunal (NCLT), he alleged.

The TDP leader said that hundreds of acres of land were taken by force from the people and now being given to private individuals with the NCLT intervention. He said that the Indu Group had invested huge amounts of money in Jagan Mohan Reddy’s companies in return for the lands given to them in Ananthapur.

While the cases are being probed by the CBI, the TDP leader wondered how Jagan Mohan Reddy could allow the lands to be given to private individuals. He wanted Jagan Mohan Reddy as chief minister to intervene and ensure that the lands are given to the original owners.

The TDP MLA said that the party would fight against the present move and protect the rights of the people. He also made an appeal to the people to support the Lepakshi park owners.

AP moving on the lines of Lanka, says Payyavula

The Telugu Desam Party (TDP) on Wednesday expressed serious concern over the deeper financial crisis in Andhra Pradesh which is pushing the State into the worst economic emergency.

Talking to media persons over zoom, party MLA and Chairman of the Public Accounts Committee Payyavula Keshav said that the TDP has been saying for the past four months that the State is following the path of Sri Lanka. The Andhra Pradesh Government has borrowed funds four times more than Sri Lanka and challenged the Jagan Mohan Reddy Government whether it is ready for an open and special audit.

An in-depth study be done on the financial situation of the State as Andhra Pradesh is in the most perilous situation, he added. Pointing out that the Reserve Bank of India has prepared the risk analysis and the Union Finance Ministry has made a presentation on this in which Andhra Pradesh is either on top or in second place in all the index, Mr Payyavula said that this risk analysis is made strictly on the guidelines of the International Monetary Fund (IMF).

“This is only a tip of the iceberg,” the TDP leader said and expressed serious concern that a special financial situation is prevailing in the State. Accounts for Rs 40,000 to Rs 50,000 c are not made public yet and if this too comes out then one can easily imagine the situation, he felt. The Comptroller and Auditor General (CAG) should bring the facts to light and the qualifying certificate issued to the State by the CAG is unique as no other State till now got such certificate, he added.

If the State faces a situation like Sri Lanka, leaders may run away from the State but the common man is the worst-hit as he will not find a place to go. “We have earlier seen persons like Vijay Malya and Gotabaya running away leaving the people in the lurch,” he said.

Stating that he is ready for an open debate on the economic crisis of the State, Mr Payyavula demanded a white paper on the present economic situation of the State. The State Government should provide the accounts details to the CAG or the CAG, with its powers, should demand them, he added.

State Govt withdraws gunmen to TDP MLA

The State government on Monday withdrew gunmen to opposition TDP MLA Payyavula Keshav. The government directed the two gunmen currently attached to the MLA to come back to their base.

The TDP MLA is also the chairman of the Public Accounts Committee and has been exposing the government’s audit statements and the finances. He had recently asked the state government to increase his security as he was receiving threats from unidentified persons.

Instead of increasing the security for the MLA and chairman of the PAC, the government withdrew the two security personnel working with him.

The TDP protested against the sudden withdrawal of security for the MLA. The TDP leaders asked the state government to restore security and increase his protection cover in the light of threats he is receiving.

TDP chief N Chandrababu Naidu had asked the state police to restore security to Keshav. He blamed the state government, particularly chief minister Y S Jagan Mohan Reddy for his vendetta politics. He alleged that the security for Keshav was withdrawn as he made allegations of phone tapping by the government.

He alleged that the government was spying on some MLAs and politicians including those from the ruling party. He also cited some examples to justify his allegation. The TDP chief said that the government instead of proving him wrong, withdrew the security as political vendetta.

Will Payyavula Keshav fall for YSRCP mind-game

YSRCP playing mind games in Anantapur? The YSRCP leadership is said to be trying to unnerve the TDP by spreading inspired leaks about weaning away a prominent TDP leader. The Anantapur YSRCP has deliberately stopped attacking senior TDP leader and Uravakonda MLA Payyavula Keshav. Criticising all other leaders, while leaving Payyavula is aimed at creating confusion in the TDP and this is part of a well-thought out strategy of the YSRCP’s thinking heads.

Payyavula Keshav is a three-time MLA from Uravanda. He had won in 1994, 2004 and 2009. In 2014, he lost to the YSRCP in a keenly contested battle. Though he was later taken into the legislative council as an MLC, he was not made an MLC. This was a surprise because of his seniority and pedigree. His father too was a three-time MLA. So, there was some disenchantment in the Payyvula camp at being omitted from the cabinet.

In 2019 elections, he had won, but the party lost power. So, there was no way Payyavula could become a minister. Since then, Payyavula remained quite silent and did not speak much in the assembly. Even when personal attacks were made, his response at best was mild. Even on three capitals issue, he maintained a strategic silence.

Taking advantage of this, the YSRCP spin doctors have spun a story that he is going to quit the TDP. To add gris to the rumour mill, the Anantapur district YSRCP has stopped attacking him. But sources say that Payyavula is a seasoned politician and might not make the mistake that the likes of Maddali Suribabu, Karanam Balaram and Vallabhaneni Vamsi have made. They have quit the TDP unofficially, but officially they are still members of the TDP in the assembly. Thus they are neither here nor there. Jagan too seems to be not ready to hold go in for bypolls to get them re-elected. At the same time, these MLAs are finding the YSRCP welcome not warm enough at the constituency level. Will Payyavula make the same mistake? Unlikely, say those who know him well.

Payyavula Retaliates! says Revanth tried to work with KCR’s daughter

Telugu Desam leader Payyavula Keshav made controversial remarks on Revanth Reddy following allegations against him. He said that Revanth tried to register a company along with Nizambad MP Kalvakuntla Kavitha Rao. But the party’s leaders were against this so he backtracked on the idea. He said that the party is aware of Revanth association with opposition leader Y S Jagan Mohan Reddy and supporting his media house.

Payyavula further claims to have six months’ data related to Revanth’s trips to Delhi. He said that the Kodangal MLA will put friendship at stake for fulfilling his personal agenda. Noting that Revanth’s comments caused him distressed, the AP MLC claimed to be a TDP soldier who striving for the party from past 25years.

He says they own a bar worth 2crore rupees while Revanth wrongly accussed them of owning a Rs500 crore worth beer company.
