HC comments are slap on face of CID, Govt face, says Payyavula

Observing that the High Court, in the regular bail order of former chief minister, Chandrababu Naidu, has pointed out several lapses which generally are raised in the final order, Chairman of the Public Accounts Committee (PAC) and TDP MLA, Payyavula Kesav, here on Monday felt that the comments made by the High Court are a slap on the face of the Crime Investigation Department (CID) and the State Government.

Kesav told media persons here that the comments made by the High Court while granting the regular bail to Chandrababu are certainly a serious blow to both the CID and the YSRP Government who have been making cheap comments and baseless allegations against Chandrababu. “If the CIG and the State Government should feel ashamed for the comments made by the High Court while granting the regular bail to Chandrababu,” he remarked.

How whatever they see and imagine can be included in the case, Kesav asked both the CID and the State Government. Pointing out that the court has completely dismissed whatever the CID and the State Government have been claiming since beginning in the Skill Development case, the PAC Chairman said that despite questioning several witnesses and gathering upmteen documents, they could not gather even a single evidence that the Skill Development Corporation has suffered even a single rupee loss.

The court has come to a conclusion that they could not prove the charges and the comments made by the court prove beyond doubt that the cases have been registered only with political vendetta, Kesav remarked. Even on the forensic audit too, the court clearly felt that ‘is not agreed upon’ and ‘can not be relied upon,’ he observed.

The High Court questioned the petitioners how the then state government is responsible if someone at sometime failed to pay the taxes, he pointed out. Initially, they alleged Rs 3,000 cr corruption in the case, later brought it down to Rs 300 cr and then Rs 27 cr but finally to Rs 14 cr to Rs 15 cr, he added.

Even if the CID and the State Government utter blatant lies holding media conferences at several places, finally they have to produce evidence before the courts, Kesav said. They have made every attempt to make people believe that initially the Income Tax department has confirmed the money trial, later they said that the auditors of Pune finalised it and then passed it on to the Enforcement Directorate (ED), he said.

They finally tried to convert the donations given to the TDP as kickbacks and here too they got humiliated, Kesav noted. The PAC Chairman asked how advisor to the Governemnt, Sajjala Ramakrishna Reddy, can claim that they have forgotten to produce the evidence before the court.

Public tsunami indicates Naidu’s innocence in skill case, says Payyavula

Since the people are aware that former chief minister and TDP supremo Nara Chandrababu Naidu had not committed any mistake in the Skill Development case, the public turned out like a tsunami, observed Chairman of the Public Accounts Committee (PAC), Payyavula Kesav, on Thursday.

Except making false allegations with untruths and half-truths on the Skill Development case, the Jagan Mohan Reddy Government could not prove in 52 days that Chandrababu Naidu received even a 50 paise, Kesav told media persons.

The PAC Chairman is of the opinion that the day is not too far that the courts will reject the fake chargesheets and the FIRs registered against Chandrababu as all of them were the creations only to make him a victim to the political conspiracies.

Observing that since beginning the TDP has been saying that there was no money trail in the Skill Development case, Kesav felt that this is going to be turned out to be true. The State Government, the Chief Minister, his Ministerial colleagues, CID chief, Sanjay, and Additional Advocate General, Ponnavolu Sudhakar Reddy, should go through the details in the agreement entered into with the Siemens Industry Software by the Shipping Corporation of the Union Government by five States, including Gujarat, Kesav maintained.

The TDP has made a point in its manifesto in 2014 that employment will be generated for the youth, he said and stated that the Skill Development Corporation was formed by Chandrababu Naidu as the chief minister only to implement this promise. Chandrababu later focussed on its implementation and achieved tremendous results at the grassroot level, Kesav noted.

The PAC Chairman strongly believes that leaving the officials concerned in the Skill Development case and blaming Chandrababu alone as if he has done everything is nothing but a political vendetta of Chief Minister, Jagan Mohan Reddy. “Once the judiciary starts hearing the details of the case, I am sure they will throw out the FIRs and the chargesheets created by this Government,” Kesav remarked.

Did Chandrababu mount pressure on the officials to sign the relevant file on the Skill Development and also release the funds immediately, he asked. He only signed the file to set up the board of directors and other committees and later signed another file approving these appointments, he pointed out.

GMR Group Chairman, Grandhi Mallikharjuna Rao, is the chairman of this board and another person, Sreeni Raju, was given a key role in it, he pointed out. With regard to senior officer, Sunitha, she initially said that the funds did not get the approval but later signed with small letters that ‘Seen the old file’. This is her awareness on the matter, Kesav maintained.

Since the whole process was done in a totally transparent way, the court will certainly reject the appeal of the State Government, Kesav observed.

Chandrababu jailed for no fault of his, says Payyavla

Stating that former chief minister, Chandrababu Naidu, is arrested most illegally in a fake case and is lodged in a jail for no fault of his, Chairman of the Public Accounts Committee (PAC) and TDP MLA, Payyavula Kesav, on Friday felt that the Andhra Pradesh CID has totally misled the courts.

Payyavula Kesav told media persons at the NTR Trust Bhavan here that untruths have been publicised while CID chief, Sanay and Additional Advocate General, Ponnavolu Sudhakar Reddy, uttered blatant lies on Chandrababu. Can anyone prove that there is no connection between the Siemens Industrial Software India Pvt Ltd and the Siemens, Payyavula asked.

Pointing out that the annual business turnover of the Siemens is six times higher than the annual budget of Andhra Pradesh, the TDP MLA expressed surprise whether such organisation will remain silent if someone uses its name. The State Government does not appear to have this kind of knowledge, he said and asked the people to ponder over it.

Attempts are being made to sling mud at Chandrababu at the behest of some YSRCP leaders who claim that the Siemens AG has written to them, the PAC chairman said and demanded that if at all if they have received any letter it be made public along with the stock-holding report. These YSRCP leaders should come out with original documents going to the Siemens AG website, he said.

This misinformation campaign is being done not only in Andhra Pradesh but also in Hyderabad and other areas, Payyavula Kesav felt that the State Government has no proper understanding on Skill Development. In fact, the State Government is playing with the lives of the youth but not with Chandrababu, he remarked.

Will any company look towards Andhra Pradesh after going by these developments, the TDP MLA asked. Chandrababu is a visionary as he is instrumental in establishing 350 engineering colleges which are now producing engineers who are moving across the globe by getting jobs in world famous companies, he added.

The YSRCP Government can never think of such issues, he said, adding that Chandrababu paved the way even for the 10th and Inter students to get good jobs. An agreement was entered into with Siemens after a threeman committee submitted its report following its visit to Gujarat to study how the Skill Development Corporation was functioning there, he noted.

Stating that the people have come to an understanding that Chandrababu was sent to jail only with political motives, Payayvula Kesav said that the people are now ready to merge this Government in the Ganges. With the fast changing equations in the State the revolt will be more severe in the coming days, the TDP MLA felt.

Their goal is to totally disturb TDP, says Payyavula

The sole aim of the ruling YSRCP is to totally disturb the TDP and the arrests will not end with former chief minister, Chandrababu Naidu, observed the Chairman of Public Accounts Committee (PAC) and TDP MLA, Payyavula Kesav, on Wednesday.

Payyavula Kesav told media persons at the party headquarters here that when those who are to implement the law are working in coordination with the ruling party leaders they can apply these laws to anyone in any manner. “Whether it is the issue of assigned lands or Inner Ring Road or the Fibre Grid Project the policy of the Government is the same,” Payyavula Kesav remarked.

The PAC chairman is of the opinion that the arrests will not end with Chandrababu. “More TDP leaders will face a similar situation soon and the main aim of the ruling party is to completely disorganise the TDP,” he felt.

The TDP MLA said that the fear of losing power is haunting Chief Minister, Jagan Mohan Reddy, due to which he is now moving in the wrong direction to take revenge on Chandrababu. The strategy is to divert the public attention with the arrest of Chandrababu and ultimately to destabilise the TDP, he observed.

This is nothing but a conspiracy to weaken the TDP as Jagan knows pretty well that he and his Government are going to face defeat. Jagan is well aware that his party will not come back to power and thus he wants at least to undermine the TDP, Payyavula stated.

People are aware as to how the former prime minister, the late Indra Gandhi, faced the consequences for acting like a dictator worse than Jagan, the PAC chairman said. He strongly believed that Jagan’s party will confine itself to a mere two or three seats in the coming elections.

Anti-incumbency is growing alarmingly by the day and Jagan’s prestige is almost touching the bottom due to the spiralling prices of essentials, large number of farmers suicides, increasing corruption and problems being faced by women, Payyavula maintained. Jagan is thus resorting to this kind of heinous act, the PAC chairman added.

Payyavula dared the State Government to publish in detail a white paper on how much was paid to the advocates in these four years to utilise their services in the legal system. The Jagan Mohan Reddy Government is using the lower rung of the police force in some way and the CID in another way to misuse the legal machinery, the TDP MLA noted.

Payyavula demands State Govt’s reply on diversion of Rs 900 cr

Public Accounts Committee (PAC) chairman and TDP MLA, Payyavula Kesav, on Friday came down heavily on the State Government for diverting Rs 900 cr funds raised as loan in the name of Rayalaseema drought relief.

It is a massive scam that the State Government illegally diverted these funds to the accounts of private companies raised as loans for drought relief and for building projects in Rayalaseema, Payyavula told media persons. What Chief Minister, Jagan Mohan Reddy, will say about the diversion of these funds without taking up the works for which the loan has been raised, Payyavula asked.

Pointing out that he had already raised the issue on Thursday, the PAC chairman expressed surprise that even after 24 hours there was absolutely no response from the State Government. “How to take this silence and whether it can be understood that the ruling dispensation has quietly accepted the facts,” Payyavula noted.

Though Minister for Irrigation, Ambati Ram Babu, addressed the media this morning but he only kept on criticising the Opposition parties and its leaders, the TDP MLA said, adding that there is no mention about the Rs 900 cr scam. Demanding the Government to come out with facts on how these funds were diverted, Payyavula said that if the ruling party leaders do not respond then the TDP will have to hand over the evidence to the investigating agencies.

“If the ruling party leaders are not responding when the funds to be credited to the exchequer are diverted, it clearly indicates that they are partners in the scam,” the PAC chairman felt. Had these funds been spent properly, all the pending projects in Rayalaseema would have been completed which would have been useful for the people of the region”, he felt.

It is really shameful that the Chief Minister and his Cabinet colleagues are keeping silent when there are no accounts for such a huge amount, he remarked and felt that the irrigation projects in Rayalaseema have become ATMs to Mr Jagan. The directions issued by the National Green Tribunal (NGT) are completely ignored only to loot the State by thousands of crores, Payyavula said and pointed out that Rs 300 cr is being minted monthly by the sand mafia.

Replying to media persons, Payyavula said that the State Government is now getting ready to resularise the assigned lands only for the benefit of the ruling party leaders but not to the poor. The lands owned by the poor are already grabbed by the YSRCP leaders, Payyavula added.

Payyavula suspects massive scam behind R’seema Irrigation Project

Senior TDP leader and MLA, Payyavula Kesav, said on Thursday that the State Government has raised curtains for another massive scam in the name of Rayalaseema Irrigation Project. He further said that the management of the entire economic system in the State has completely gone haywire.

Making startling revelations on how the Rs 900 cr worth of scam took place, Kesav told media persons here that the funds have been borrowed in the name of Rayalaseema Drought Relief Corporation and these funds, worth a whopping Rs 900 cr, were diverted into the accounts of some private companies. “These funds were looted in a peculiar way which is not reported in any other State till now,” Payyavula remarked.

Demanding a CBI probe into the whole affair, the TDP MLA wanted the State Government to explain as to what happened to these funds which were raised as loan for electro mechanical works. Suspecting the hand of some persons in the PFC and REC in this scam, Kesav revealed that they have already started paying the amounts back.

The gazette was released on March 29 this year with bank guarantee and the loan was surprisingly sanctioned in just three days, Payayvula stated. Observing that as per the provisions of the Constitution any loan raised by the Government should go into the Consolidated Fund of Andhra Pradesh before the funds are withdrawn, he said even in the case of Beverages Corporation too this was clarified.

Expressing surprise that at least these funds were not credited even to the account of any of the Government Corporation, he said that the repayment has already begun. Payyavula suspected several irregularities with regard to financial management by various wings, particularly the Finance Department, he revealed that a report has already been submitted to the Governor on this issue.

Making it clear that the Comptroller and Auditor General (CAG) too has corroborated this as a fact, Kesav said that the CAG has made it clear that Andhra Pradesh is the only State that has not submitted accounts to it. This is how the scam has taken place with the involvement of the leaders in the Finance wing and all this has taken place with the blessings of the ruling YSRCP leaders, he added.

In the name of constructing lift irrigation projects to overcome drought in Rayalaseema the ruling party leaders are indulged in such a massive scam, the TDP MLA felt. Reiterating that only a CBI probe can bring the facts to light, Kesav said that there is still more evidence on this scandal in the name of Drought Relief Projects, he said that Rs 1,000 cr has been raised as loan for lift irrigation projects.

Jagan’s inefficiency, greed destroyed power sector, says Payyavula

The inefficiency of the Jagan Mohan Reddy government and the Chief Minister’s greed for commissions besides purchasing power at high prices from his henchmen have totally destroyed the power sector in the State which also resulted in heavy burden on the common man, observed TDP MLA and Public Accounts Committee (PAC) chairman, Payyavula Kesav, on Thursday.

Talking to media persons, Kesav demanded the Jagan Mohan Reddy government to come out with facts on the power bills paid by each family from 2014 to 2019 and in the past four years. “This will reveal the facts on how much burden was laid on each family as power charges in the past four years,” Payyavula observed.

The primary reason for an additional burden of Rs 57,000 cr on the people in the shape of power charges is the corrupt practices of Chief Minister, Jagan Mohan Reddy and his government, the PAC chairman felt. The State government is looting more from the people than what is being extended in the name of welfare schemes, Payyavula remarked.

Already the power tariff has been revised seven times in the past four years besides imposing a burden on the common man in the name of true up charges and power surcharges, the TDP MLA pointed out. The power utilisation has not gone up in the past four years but the charges being laid heavily on the people have gone up exorbitantly, he maintained.

When the power is available at low prices from various sources, the State government is deliberately purchasing at heavy prices from those who are the associates of Jagan Mohan Reddy, the PAC chairman stated. Frequent problems are arising at the thermal stations in the State as poor-quality coal is being utilised, he said.

Since the people are not opening their mouths on this it does not mean that they are not opposing the policies of the State Government on power purchase, Payyavula felt. “The TDP, during its regime, has accorded importance to freedom of speech and independence and thus the people opened their mouths freely. Now because of the suppressive methods the common man is afraid of coming into public to openly express his or her opinion,” he added.

Skill Development issue is to divert attention from defeat in MLC polls, says Payyavula

PAC chairman and TDP MLA, Payyavula Kesav, on Monday felt that Chief Minister, Jagan Mohan Reddy, brought the futile Skill Development project issue onto the scene only to escape from the defeat in the Legislative Council polls.

Kesav told media persons at the party headquarters here that what the Jagan Government was doing in the past four years except buying time in the name of investigation into the matter.

“It is really surprising that a leader like Jagan is uttering words like shell companies and corruption. In fact, it is corruption king Jagan who introduced the words quid pro quo and money laundering,” Kesav commented and stated that such a leader finding fault with Naidu is really surprising.

Observing that if there are any malpractices in the Skill Development project, it is the Enforcement Directorate (ED) that investigates into it and comes to a conclusion, the PAC Chairman asked when the ED is already probing into it why Jagan ordered for a CID investigation into it.

Does it not amount to influencing the investigating agencies if the issue is raised on the floor of the House when the investigation is already on, Payyavula asked.

The Chief Minister, who, on the floor of the House, did not spell out even a single word about the problems being faced by the people, including the incessant rains that lashed the State causing heavy damage to the standing crops, has given two-hour lecture on the Skill Development project, he pointed out. This clearly indicates that Jagan wants to sling mud on Naidu and other TDP leaders, Payyavula felt.

“After the State bifurcation, the TDP government wanted to turn farm based-AP into an Information Technology hub by creating jobs for the youth in the State. In view of the radical changes in the IT industry across the globe, the Siemens company has been invited when the heads of the company stated that they had set up skill development centers across the country, including Gujarat.

The then chief minister, Chandrababu even deputed some IAS officers to Gujarat to study the ongoing skill development centres and later a tripartite agreement was entered into with Siemens, Design Tech and the State government,” Kesav explained.

Besides Andhra Pradesh, States like Karnataka, Chhattisgarh and Tamil Nadu too entered into an agreement with the Siemens company, he pointed out.

Payyavula demands Jagan to give facts on growth rate, revenue of AP

Public Accounts Committee (PAC) chairman and senior TDP leader, Payyavula Kesav, on Thursday demanded Chief Minister, Jagan Mohan Reddy, to answer as to why the State revenue has not increased when the growth rate has gone up.

Talking to media persons at the party headquarters here, Kesav asked Jagan whether he can come out with facts on what was the growth rate and revenue of the State during Chandrababu Naidu regime and what is the growth rate and revenue in the past four years.

Terming Jagan as a great capitalist but not an economist, Kesav said, in a rather sarcastic way, that the global organisations are eager to study the economic policies of Jagan.

He asked how the Government revenue goes up without increasing the capital expenditure on primary sectors. The lakhs of crores of development that is projected in the State budgetary proposals is not seen at the grassroots level, Payayvula felt.

Recalling Jagan’s remarks as the leader of the Opposition during the TDP regime when the budgetary proposals were presented to the Assembly that if the growth rate increases the revenue of the State too should go up, Payyavula asked the Chief Minister to answer as to why the revenue has not increased despite the growth rate is up.

The PAC Chairman felt that Minister for Finance, Buggana Rajendranath, as is his wont, has made every attempt to take the people of the State into an imaginary world in the last budget of this Government. When compared to the expenditure made by the TDP government for irrigation and other sectors, the funds being spent by this Government do not match at all, Payyavula observed.

“The Jagan Mohan Reddy Government did not spend even Rs 20,000 cr in the past four years for primary sectors,” he said, adding that even this amount was spent to clear the pending bills. Jagan is strong only in the cash war and he is going to implement it in the coming polls, Payyavula Kesav remarked.

The TDP MLA expressed surprise as to why Jagan’s Delhi visit is confirmed only when some notices are served on his associates. Payavula Kesav made it clear that the Backward Classes in the State always own the TDP and not the YSRCP.

Charges on Skill Development project baseless: says TDP

Andhra Pradesh’s main opposition Telugu Desam Party (TDP) has said that the Y.S. Jagan Mohan Reddy-led state government is levelling baseless charges against the earlier TDP regime with regard to the Skill Development project.

TDP MLA and Chairman of the Public Accounts Committee (PAC), Payyavula Kesav announced that his party will wage a legal battle to bring the facts to light.

Kesav asked whether the Crime Investigation Department (CID), which is claiming that funds have been deposited with the accounts of the TDP leaders, can give the details to whose accounts the funds were deposited, when and from where.

Claiming that the project was aimed at paving for a bright future to the youth, he alleged that Chief Minister Jagan Mohan Reddy destroyed it and is shamelessly making baseless charges against the TDP.

“If Siemens organisation commits a mistake how the former Chief Minister Nara Chandrababu Naidu, is responsible for that,” Kesav asked and pointed out that the same Siemens organisation had entered into agreements with six state governments before signing a Memorandum of Understanding (MoU) with Andhra Pradesh.

“Are the chief ministers of all these six States too are partners in this corruption charge?” he questioned the Jagan Government.

It is almost four years since Jagan Mohan Reddy came to power and why all these years he is keeping silent and why the Chief Minister could not decide anything on this matter, Kesav asked.

Chandrababu Naidu had transformed Hyderabad city into an IT Hub and after the bifurcation he also wanted to provide better job opportunities to the youth and thus the TDP government entered into an agreement with the Siemens organisation, he added.

Referring a report that the chairman of the Siemens, Suman Bose, had benefited some politicians, Kesav asked in which way it is related to Chandrababu.

Siemens is a German-based company and it has its offices in over 160 countries.

After learning that it is training the youth in Gujarat and after studying its activities, Chandrababu signed the MoU with the company, Kesav explained.

Stating that a document relating to the Siemens is being produced before the public, he said Jagan, his Ministers besides the other ruling party leaders should respond after going through the paper.

The agreement entered into with Siemens clearly defined what it should do and what its sister concern, Design Tech should do, he stated.

Sending a strong warning to the ruling party leaders that they will have to pay a very heavy price if they make baseless charges and spread cooked-up stories against the TDP, Kesav felt that the YSRCP has brought onto the scene the Skill Development project issue only to divert the public attention from the ongoing investigation into the murder of Vivekananda Reddy, the paternal uncle of Jagan.

The Chief Minister is now worried as the YSRCP MP, Avinash Reddy, was summoned by the CBI in the case and thus levelling such charges against the TDP to divert the public and media attention, Kesav observed.

Jagan favouring his yesmen in power-purchasing tenders, says Payyavula

TDP MLA and chairman of the Public Accounts Committee (PAC), Payyavula Kesav, on Tuesday said that Chief Minister, Jgan Mohan Reddy, is favouring his own associates in power purchasing tenders thus forcing the government to lose heavily.

Kesav told media persons through Zoom that by favouring his own men in power purchase agreements, the State government is imposing a heavy burden on the common man. Stating that Jagan Mohan Reddy, soon after becoming the Chief Minister in his maiden speech levelled several allegations against the TDP government that several irregularities had taken place in the purchase of solar power, Kesav said that the Chief Minister even declared that a probe would be ordered into these irregularities.

“Later, on the floor of the Assembly too, Jagan made several charges against the TDP government and tried to make people believe these issues,” Kesav said and asked if any irregularities had taken place during Chandrababu Naidu’s regime why the Jagan government is keeping mum till now. The ruling party even knocked at the High Court doors too and finally felt embarrassed, he added.

The High Court has made it clear that there were absolutely no irregularities in the power purchase agreements during the Chandrababu regime, Kesav said and stated that the Jagan government too agreed with the High Court order. The government even released the necessary funds, but the Jagan Reddy government’s statements only resulted in the investors to take back their decisions, he stated.

The situation has come to such a pass that the whole country is not believing the Andhra Pradesh government, the MLA said and stated that the decisions taken by the Jagan government seriously hit the power sector. The State government which made a large-scale false campaign on the solar power sector has again recalled tenders only to hand over the contracts to its yesmen and thus cancelled the tenders called during the TDP regime, he said.

“When the government tried to allot the contracts to the Adani Group, the Tata Group approached the court. Finally, the court cancelled the contracts saying that these contracts are being illegally allotted to the Adani Group,” he remarked.

Kesav asked as to why the State government tried to accept the tenders by a contractor which were rejected by the whole country. This is nothing but to favour close associates of Jagan, he remarked.

Maintaining that the TDP wants to ensure that the people should not suffer any losses due to the faulty policies of the ruling dispensation, Kesav asked why the tenders were allotted in a pumped storage system against the Central norms and against the Supreme Court order. He felt that the tender system should be transparent and demanded that the agreements be reviewed.

Jagan’s speech in Assembly on financial position is waste exercise, says Payyavula

Chief Minister Jagan Mohan Reddy’s lengthy speech on the floor of the Assembly on the State financial position is a waste exercise, said the TDP senior leader and MLA, Payyavula Keshav on Sunday.

Talking to media persons at the party headquarters here, Keshav asked what made the ruling dispensation to forcibly send the Telugu Desam Party MLAs out of the House to deliver the speech. He believes that Jagan Mohan Reddy came to power by simply misleading the public on various issues.

“Now the Chief Minister is making every effort to take such mis propaganda to more people by utilising every possible platform,” the TDP MLA felt. Jagan Mohan Reddy will remain in history as the only Chief Minister of the State who misled the House by producing wrong figures of the budget of his own Government, he remarked.

Neither the officials have produced wrong figures to the Chief Minister nor Jagan Reddy is not aware of the factual numbers. He deliberately brought misleading numbers before the House with a strong opinion that no one is aware of the facts, Keshav felt.

The TDP leader asked as to why Jagan Mohan Reddy is not transparent if he is confident of the State’s fiscal condition. Details on the State financial position are not available nor information is available on the irrigation projects, he said.

No one knows about the revenue details on the GST nor it is available on the Government website, he pointed out. Why the Government Orders (GOs) are not being uploaded onto the website and there is absolutely no response on the TDP demand to publish a white paper on the State financial position, he maintained.

If the fiscal position is so healthy why the salaries of the government employees are not being paid on time and why there is inordinate delay in payment of dues to the retired staff members and even pensions are not being paid every month, Keshav asked. Each Cabinet Minister gives a totally contradictory statement on the financial condition of the State, he mentioned.

While the Ministers and the Government advisors have admitted that the Pension Scheme as demanded by the employees could not be implemented as the State is facing fiscal deficit, while the Chief Minister tells the Assembly that the financial condition is very healthy, he said and asked who is correct on this matter. The condition is so bad that even paracetamol tablets are not available in the government hospitals, he pointed out.

Why is the condition of the roads across the State so bad and the funds meant for daily wage earners are completely diverted, the TDP leader said. When the TDP leaders question this, they are being subjected to various kinds of harassment, he added.

Making it clear that the High Court has already clarified that the State Government does not have the right to take a decision on the capital, Keshav felt that the ruling party is only trying to push the matter till the coming elections. Though the Supreme Court has allocated time to take up the Amaravati issue, the ruling party is seeking adjournments and this clearly indicates that the YSRCP only wants to postpone the matter till the next elections, he observed.

Expressing hope that the Chief Justice of India will see to it that justice is done to the people of Andhra Pradesh, Keshav demanded that the State Government publish a white paper on the financial condition of the State.

Payyavula says TDP will protect Indu Group lands in Ananthapur

TDP senior leader and AP Assembly Public Accounts Committee chairman Payyavula Keshav on Tuesday said that the TDP would protect the lands of the Indu Group and return them to the original owners.

Keshav said that the Congress government headed by Y S Rajasekhar Reddy had collected hundreds of acres of lands from farmers in Ananthapur district promising to establish Lepakshi Knowledge Hub. The lands were taken from the people paying a nominal amount of Rs 2 lakh per acre, he said.

Now, after several years, while the knowledge hub was not established and local people were not given any jobs, the lands are being transferred to private people through the National Company Law Tribunal (NCLT), he alleged.

The TDP leader said that hundreds of acres of land were taken by force from the people and now being given to private individuals with the NCLT intervention. He said that the Indu Group had invested huge amounts of money in Jagan Mohan Reddy’s companies in return for the lands given to them in Ananthapur.

While the cases are being probed by the CBI, the TDP leader wondered how Jagan Mohan Reddy could allow the lands to be given to private individuals. He wanted Jagan Mohan Reddy as chief minister to intervene and ensure that the lands are given to the original owners.

The TDP MLA said that the party would fight against the present move and protect the rights of the people. He also made an appeal to the people to support the Lepakshi park owners.

AP moving on the lines of Lanka, says Payyavula

The Telugu Desam Party (TDP) on Wednesday expressed serious concern over the deeper financial crisis in Andhra Pradesh which is pushing the State into the worst economic emergency.

Talking to media persons over zoom, party MLA and Chairman of the Public Accounts Committee Payyavula Keshav said that the TDP has been saying for the past four months that the State is following the path of Sri Lanka. The Andhra Pradesh Government has borrowed funds four times more than Sri Lanka and challenged the Jagan Mohan Reddy Government whether it is ready for an open and special audit.

An in-depth study be done on the financial situation of the State as Andhra Pradesh is in the most perilous situation, he added. Pointing out that the Reserve Bank of India has prepared the risk analysis and the Union Finance Ministry has made a presentation on this in which Andhra Pradesh is either on top or in second place in all the index, Mr Payyavula said that this risk analysis is made strictly on the guidelines of the International Monetary Fund (IMF).

“This is only a tip of the iceberg,” the TDP leader said and expressed serious concern that a special financial situation is prevailing in the State. Accounts for Rs 40,000 to Rs 50,000 c are not made public yet and if this too comes out then one can easily imagine the situation, he felt. The Comptroller and Auditor General (CAG) should bring the facts to light and the qualifying certificate issued to the State by the CAG is unique as no other State till now got such certificate, he added.

If the State faces a situation like Sri Lanka, leaders may run away from the State but the common man is the worst-hit as he will not find a place to go. “We have earlier seen persons like Vijay Malya and Gotabaya running away leaving the people in the lurch,” he said.

Stating that he is ready for an open debate on the economic crisis of the State, Mr Payyavula demanded a white paper on the present economic situation of the State. The State Government should provide the accounts details to the CAG or the CAG, with its powers, should demand them, he added.

State Govt withdraws gunmen to TDP MLA

The State government on Monday withdrew gunmen to opposition TDP MLA Payyavula Keshav. The government directed the two gunmen currently attached to the MLA to come back to their base.

The TDP MLA is also the chairman of the Public Accounts Committee and has been exposing the government’s audit statements and the finances. He had recently asked the state government to increase his security as he was receiving threats from unidentified persons.

Instead of increasing the security for the MLA and chairman of the PAC, the government withdrew the two security personnel working with him.

The TDP protested against the sudden withdrawal of security for the MLA. The TDP leaders asked the state government to restore security and increase his protection cover in the light of threats he is receiving.

TDP chief N Chandrababu Naidu had asked the state police to restore security to Keshav. He blamed the state government, particularly chief minister Y S Jagan Mohan Reddy for his vendetta politics. He alleged that the security for Keshav was withdrawn as he made allegations of phone tapping by the government.

He alleged that the government was spying on some MLAs and politicians including those from the ruling party. He also cited some examples to justify his allegation. The TDP chief said that the government instead of proving him wrong, withdrew the security as political vendetta.

Will Payyavula Keshav fall for YSRCP mind-game

YSRCP playing mind games in Anantapur? The YSRCP leadership is said to be trying to unnerve the TDP by spreading inspired leaks about weaning away a prominent TDP leader. The Anantapur YSRCP has deliberately stopped attacking senior TDP leader and Uravakonda MLA Payyavula Keshav. Criticising all other leaders, while leaving Payyavula is aimed at creating confusion in the TDP and this is part of a well-thought out strategy of the YSRCP’s thinking heads.

Payyavula Keshav is a three-time MLA from Uravanda. He had won in 1994, 2004 and 2009. In 2014, he lost to the YSRCP in a keenly contested battle. Though he was later taken into the legislative council as an MLC, he was not made an MLC. This was a surprise because of his seniority and pedigree. His father too was a three-time MLA. So, there was some disenchantment in the Payyvula camp at being omitted from the cabinet.

In 2019 elections, he had won, but the party lost power. So, there was no way Payyavula could become a minister. Since then, Payyavula remained quite silent and did not speak much in the assembly. Even when personal attacks were made, his response at best was mild. Even on three capitals issue, he maintained a strategic silence.

Taking advantage of this, the YSRCP spin doctors have spun a story that he is going to quit the TDP. To add gris to the rumour mill, the Anantapur district YSRCP has stopped attacking him. But sources say that Payyavula is a seasoned politician and might not make the mistake that the likes of Maddali Suribabu, Karanam Balaram and Vallabhaneni Vamsi have made. They have quit the TDP unofficially, but officially they are still members of the TDP in the assembly. Thus they are neither here nor there. Jagan too seems to be not ready to hold go in for bypolls to get them re-elected. At the same time, these MLAs are finding the YSRCP welcome not warm enough at the constituency level. Will Payyavula make the same mistake? Unlikely, say those who know him well.

Payyavula Retaliates! says Revanth tried to work with KCR’s daughter

Telugu Desam leader Payyavula Keshav made controversial remarks on Revanth Reddy following allegations against him. He said that Revanth tried to register a company along with Nizambad MP Kalvakuntla Kavitha Rao. But the party’s leaders were against this so he backtracked on the idea. He said that the party is aware of Revanth association with opposition leader Y S Jagan Mohan Reddy and supporting his media house.

Payyavula further claims to have six months’ data related to Revanth’s trips to Delhi. He said that the Kodangal MLA will put friendship at stake for fulfilling his personal agenda. Noting that Revanth’s comments caused him distressed, the AP MLC claimed to be a TDP soldier who striving for the party from past 25years.

He says they own a bar worth 2crore rupees while Revanth wrongly accussed them of owning a Rs500 crore worth beer company.
