Like KCR, Jagan too set to tour the state

1

AP Chief Minister YS Jagan will once again hit the roads. Known for his famed Praja Sankalpa Yatra that covered over 3000 km from Idupulapaya to Ichchapuram, YS Jagan is planning to visit the village and ward secretariats in the state. Realising that it has been over two years, he did not have direct public interaction the way he used to have during Praja Sankalpa Yatra, Jagan has taken a decision on this.

He himself said that he would cover two village secretariats per week. He said the tours across all districts will begin soon after the covid pandemic subsides. Jagan is also planning to involve all his MLAs in this interaction. All his MLAs would be asked to visit the ward secretariats in their respective constituencies. They will be accompanied by the officials to ensure speedy disposal of complaints if any. The MLAs too would be required to cover two village secretariats per week. Jagan is also planning to ask the MLAs and ministers to visit and inspect the housing schemes in their respective constituencies. Four IAS officers will monitor these inspections and will prepare comprehensive reports.

Jagan is using the village and ward secretariats to keep a tab on the implementation of the welfare schemes and speedy delivery of public utility services. He is planning to include 200 more new services through the village secretariats. With these, the total services being implemented through the village secretariats will be 740.

He held a video conference with all the district collectors from his Tadepalli office the other day. He instructed the officials to be ready to tackle the third wave, which is likely to hit the state either in August or September. He wanted the officials to ensure that the 104 services emerge as one-stop solutions to all health-related issues in the rural areas.

Modi ignoring Jagan’s letters repeatedly!

1

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is frequently writing letters to Prime Minister Narendra Modi on various issues concerning AP.

But there is no response to any of the letters written by Jagan from either PM Modi or PMO (Prime Minister’s Office).

Jagan on Wednesday (today) wrote yet another letter to Modi complaining against Telangana government for utilising Krishna water for hydel power generation and pushing Andhra Pradesh into water crisis.

This is the second letter of Jagan to Modi in less than a week on the same issue.

It’s only last Thursday that Jagan wrote to Modi complaining against TS and requesting him to stop TS government from generating hydel power.

But there was no response so far from PM. With this, Jagan wrote a letter again to Modi today requesting him to stop Telangana government from utilising Krishna water for hydel power generation.

Not only this, even there is no response to Jagan’s letter written to Modi in March seeking his appointment to lead all-party delegation to him to submit a representation requesting Centre to stop privatisation of Vizag Steel Plant. But PM did not respond and did not give appointment so far.

Modi ignoring CM’s letters repeatedly is embarrassing YSRCP leaders and cadre.

Which defector does YS Jagan like?

1

Who will YS Jagan prefer between two defectors? This is the biggest question being asked in the political circles of Prakasam district. There are two warring politicians who have their fortunes linked to Chirala. One is former MLA Amanchi Krishna Mohan and the other is present MLA Karanam Balaram. Both are locked in a battle for supremacy.

Amanchi, who is from Pandillapalli village in Vetapalem mandal. He became an MLA in 2009 and then in 2014. The first time he had won as an independent, but the second time, he was a YSRCP candidate. However, he later shifted to the TDP. Ahead of 2019 elections, he had come back to the YSRCP to contest elections again. However, he was defeated by old warhorse Karanam Balaram. Though Karanam won, the real power lay in Amanchi’s hands as his party was in power.

But, Karanam turned the tables by joining the YSRCP. Since then, the battle for supremacy intensified between the two leaders. Karanam practically became the incharge of Chirala, but is being challenged at every step of the way by Amanchi. The latest fight is over the sarpanch post of Ramannapeta village. YS Jagan preferred to support Karanam Balaram.

Sources said that YS Jagan has asked Amanchi Krishnamohan to shift to the neighbouring Parchur assembly constituency. He has reportedly asked Amanchi to leave Chirala to Karanam Balaram and move to Parchur. He was told that he would be made in-charge of the Parchur assembly constituency and would be given in return for his sacrifice.

However, whether Amanchi, who has worked very hard in Chirala and cultivated his own cadre of supporters, will agree to this arrangement is not known. Will he relent or rebel? Will he silently move to Parchur and grab the MLC post? Let’s wait and see if Jagan’s formula works or not.

Jagan’s new-district dreams turning milch cows for MLAs?

0

With the AP Government sending feelers that new districts would be carved out, the realtors have gone into a tizzy across Andhra Pradesh. The activity is more intense in places which are likely to become the district headquarters. Interestingly, no announcement has been made so far. But, in places like Narsaraopet the situation has completely gone out of hand.

Take for instance Narsaraopet, which is being touted as the district headquarters of the proposed district. As a result, over 200 realty ventures have sprouted in the town. The local politicians, allegedly led by the local MLA, are making hay while the sun shines. They are allegedly taking their cuts for land conversion from farm land, to issue permissions from DTCP and to issue permissions to take up infrastructural development.

Allegations are that the politicians of the ruling party are now allowing even a single inch to be sold if their cuts are not given. Ditto with several other small times, where an artificial boom is created. Interestingly, there are no official announcements so far. Yet, the land prices are soaring.

Sources say the realtors are pinning their hopes on the whimsical attitude of YS Jagan. They feel that if Jagan decides, the carving out of a new district is just a matter of time. Hence they are in a mad rush to create ventures. However, these ventures do not fulfil the basic conditions such as land conversion and securing of approvals.

Similar trends are being reported from places like Tadepalligudem and Tanuku in West Godavari, Rajanagaram in East Godavari and several other places. The local MLAs in most places are said to be raking in moolah at an astounding rate.

Can YS Jagan dismount the ‘tiger’ he is riding?

Will all the famed “Navaratnas” of YS Jagan Mohan Reddy lose their sheen? Will Jagan begin looking for ways and means to cut down on the spending for the very welfare schemes riding on the crest of which he stormed to power in 2019? Will some belt-tightening be practiced soon by the AP government, which earns less and spends more?

The slew of welfare schemes being implemented in Andhra Pradesh is beginning to pinch YS Jagan Mohan Reddy. The government is now finding it extremely hard to get additional revenues for the spending and is forced to go in for heavy borrowing. With a tight-fisted disciplinarian like Narendra Modi at the helm of affairs, Jagan is now caught between the devil and the deep sea.

The AP government now needs Rs 44400 crore to pay off its past loans and to ensure the continuance of the welfare schemes. However, the Central Government has put a check on the loans being borrowed by the AP government. The Central Government under Narendra Modi has allowed only 33688 crore loan. This figure was arrived after taking into account various loans obtained by various departments and the corporations of the AP government. The bar is in accordance with the 15th Finance Commission’s cap on the net borrowing for every state. The Centre says that every state can go for net borrowings of only 4% of the Gross Domestic Product (GDP) projected in a given financial year.

The AP Government’s spending and revenues have little correlation. While the State Government has already spent Rs 47119 crore in the first quarter this year so far. Its revenue during this period was a mere Rs 17812 crore. With the Centre not obliging profligacy at any cost, tough times are soon going to start for YS Jagan. He is indeed riding a tiger of freebies which he cannot even dare to dismount, but at the same time, cannot continue this ride anymore.

Anil Kumble meets Andhra CM, discusses sports univ

0

Former India captain Anil Kumble has offered his support to set up a sports university in Andhra Pradesh, as per a media statement issued by the state government.

The former cricketer called on Chief Minister Y.S. Jagan Mohan Reddy at his camp office here on Monday and held discussions on a number of issues, including the development of sports in the state.

Kumble, who holds the record of claiming all the 10 wickets in an innings, offered to extend his support if a sports university is set up in the state.

The star leg-spinner also urged the state government to focus its sights on establishing sports materials manufacturing units in Andhra Pradesh.

Pointing at the sports goods manufacturing hubs in Meerut and Jalandhar, Kumble said the state and the sports sector would benefit if similar facilities are encouraged here.

He also reiterated his offer to support such initiatives in Andhra Pradesh.

Why those in and out of Jagan cabinet are tensed up?

0

With the two-and-a-half year deadline that AP CM YS Jagan has set for evaluating the performance of the members of his cabinet nearing, there is heightened political activity in the ruling YSRCP. Jagan had said at the time of the swearing-in in 2019 that the term of the ministers is only for two-and-a-half years. After that their performance would be evaluated and the laggards would be replaced. So, those in power are trying to ensure that they are not in the danger zone. Those who are out of it are trying to impress YS Jagan so that he lets them in.

YSRCP sources say that leaders like RK Roja, Karumuri Nageswara Rao, Ambati Rambabu, Samineni Udayabhanu, Alla Ramakrishna Reddy, Jogi Ramesh, Dadisetti Raja, Parthasarathy and Anam Ramanarayana Reddy are trying hard to make it to the cabinet. They have been denied berths in the cabinet due to social equation. This time too, Jagan is likely to follow the social equation and ensure that all the social groups are satisfied in the cabinet rejig.

At the same time, two more leaders are moving heaven and earth to enter the cabinet. One is Speaker Tammineni Sitaram. He has time and again said that he wants to retire from active politics after enjoying another stint as a minister. The second politician is YV Subba Reddy, who is just out of the TTD executive board. He too is desperately seeking a ministry lest his cadre in Prakasam district slip from his hands.

All these are giving jitters to those who are already in the ministry and are completing the two-and-a-half-year term. Some of them have failed to keep in touch with their respective assembly and caste constituencies. Some have been identified as under-performers. They could be shown the door, according to the party sources. Thus those who are in the cabinet and those outside it are spending sleepless nights. Who is having the soundest of sleep? YS Jagan of course.

Jagan dashes off letters to Shekhawat, Javadekar on Srisailam, RLIS!

0

Andhra Pradesh Chief Minister YS Jaganmohan Reddy on Monday dashed off two letters to union jal shakti minister Gajendra Singh Shekhawat and union environment minister Prakash Javadekar.

In the letter to Shekhawat, Jagan requested the Centre to give directions to Krishna River Management Board (KRMB) to inspect illegal projects of Telangana first on river Krishna before inspecting AP’s Rayalaseema Lift Irrigation Scheme (RLIS).

Jagan complained that due to Telangana government’s illegal production of hydel power at Srisailam, Nagarjunasagar and Pulichintala projects, the Srisailam project will never be full.

Jagan complained that Telangana government is constructing Palarmur Rangareddy and Dindi lift irrigation projects on Krishna at 800 ft illegally without any environmental clearances due to which Srisailam dam will never attain water level of 854 feet.

Jagan told Shekhawat that Telangana government is drawing water from 796 feet in Srisailam dam to produce hydel power and it has utilised 19 TMCs since June1 for hydel power generation.

Jagan said if Srisailam dam has no water level of 854 ft, there is no possibility to meet irrigation and drinking water needs of Rayalaseema, Nellore and Prakasam districts.

In his letter to Javadekar, Jagan requested him to grant environmental clearances to RLIS immediately.

He said the AP government has already submitted DPR (detailed project report) of RLIS to the union water resources commissioner and urged him to speed up environmental clearances.

He said there is no scope to take water through Pothireddypadu project unless there is a water level of 854 feet in Srisailam.

Jagan’s closest relation, but career at crossroads!!

1

He is a senior leader of the YSRCP. Not just that. He is a close relative of Chief Minister YS Jagan Mohan Reddy. In fact, he is incharge of the party affairs in south Andhra region. Yet, this key leader is finding his political career at the crossroads.

YV Subba Reddy has been a key member of the YSRCP and has played a very significant role in the growth of the party. In fact, it was he who held the party together during the 18 months when Jagan Mohan Reddy was in Chanchalguda Jail. His wife is YS Vijayamma’s sister. Despite all these he is facing an uncertain future.

His term as the TTD chief has ended. Though Jagan wanted to give him another extension, he said that he was interested in a political job more than the TTD job. So, the government has appointed a specified authority for TTD. This means the doors for another stint at TTD are closed. But, he has not been given any key post so far. In fact, he had to vacate his Ongole MP seat in 2019 to make way for Magunta Srinivasulu Reddy. So, there is no way he can enter into Prakasam district politics, where he has a loyal band of supporters.

Subba Reddy is now working very hard to become a minister in Jagan’s cabinet. He wants Jagan to make him an MLC and then take him into the cabinet. Thus, he will be able to protect his cadre and supporters. He can also play a key role in the matters of governance. YV is said to be pulling all stops but he knows pretty well that his rehabilitation can be decided only by YS Jagan and none else. So, as of now, he knows he can do nothing else except biding for his time.

Why AP CM likes only retired north Indian IAS officials?

0

AP Chief Minister YS Jagan Mohan Reddy, it appears, has a special liking for north Indian IAS officers. Ever since he came to power, the north Indian officials are having a gala time. Several IAS officials of north Indian origin have been given plum posts. What is interesting is they are being pulled out of the closet very much after their retirement and are being given key posts.

Jagan caused a revolution of sorts when he appointed a north Indian, Anil Singhal, to the post of TTD executive officer. Till then, TTD EO post was held only by a Telugu IAS officer. But, Jagan ignored opposition from within the IAS ranks to make Anil Singhal the EO. Initially, people dismissed this appointment as one-off case. But, the same trend of appointing north Indian IAS officers is not just continuing, but also retired officials are being brought in these days.

Neelam Sahani, a north Indian, was made the chief secretary. She was given two extensions of service and after her retirement, she has been appointed as the State Election Commissioner. Sources say Jagan enjoyed great rapport with her as the CS. Similarly, retired IAS officer AK Parida has been brought in as the chief of the AP Pollution Control Board. Retired IPS officer Veena Ish has recently been appointed as the vigilance commissioner. If sources are to be believed more north Indian retired IPS officers may be given plum posts in future.

Jagan seems to have a lot of faith in the officials from outside AP. One of his recent appointees is Kanagaraju of Tamil Nadu. He has been made the chief of the Police Complaint Authority. Jagan’s clear preference for north Indian retired IAS officers is now hot top in the power corridors of the secretariat.

Jagan finally clears property tax arrears after public wrath!

0

Andhra Pradesh Chief Minister YS Jaganmohan Reddy has finally cleared property tax arrears pending since he became CM in 2019 after facing the ire of people.

Jagan has constructed a huge palatial house in Tadepalli on the outskirts of Vijayawada when he was leader of opposition in February 2019.

In May 2019, he became CM of Andhra Pradesh. After he became CM, he converted his house as official residence cum camp office of AP CM.

He has been discharging duties as CM from this house since then.

But Jagan ignored to pay property tax arrears since 2019.

With this, the arrears have mounted to Rs 16.90 lakh in the last two years.

Tadepalli municipality which penalises common people and seizes their properties who fail to pay property tax in time has remained silent on Jagan’s arrears. However, the information got leaked about Jagan’s arrears leading to anger among people who questioned how could a CM who should set an example to people by paying all taxes in time defaults on payment of property tax arrears for two years.

Sensing public anger, Jagan decided to pay arears and he cleared all dues on Saturday.

The house is registered in the name of YS Jagan’s wife Bharathi Reddy.

Andhra CM seeks Smriti Irani’s support for Disha bills

0

With two ‘Disha’ women protection bills waiting Presidential assent, Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Friday requested Union Women and Child Development Minister Smriti Irani to expedite her ministry’s response to the legislation.

In a letter to Irani, Reddy said the Union Ministry of Home Affairs has called for comments and observations on the Andhra Pradesh Disha (Special Courts for Specified Offences against Women and Children) Bill, and the Andhra Pradesh Disha Criminal Law (AP Amendment Bill), 2019 as they are currently under Presidential consideration for assent.

Jagan’s latest headache: Sand eater vs gravel gobbler

1

One politician is gobbling up gravel, while the other politico is slurping down sand. Both the leaders are at war with one another. So, one is trying to expose the misdeeds of the other. The end result is both the leaders are bringing disrepute to the party and are causing headache to the party’s young chief YS Jagan Mohan Reddy.

In the Nellore YSRCP a war of sorts is raging between Minister Anil Kumar Yadav and district YSRCP chief and Sarvepali MLA Kakani Govardhan Reddy. The war is not over who works more for the people. It is over who gobbles up more. While Govardhan Reddy is accused of mining more gravel from Sarvepalli region than is permitted, Anil Kumar is blamed for quarrying more sand from Penna that is allowed to. Both the leaders are bent on exposing one another.

Govardhan Reddy’s followers have secured permission to quarry 8000 cubic metres from Sarvepalli. His followers have even paid the seigniorage charges for the same. However, there are allegations that they have mined more than 10000 cubic metres. Anil Kumar has not only got a complaint filed against them, but even got an inquiry done. The MLA’s followers were penalised.

Not to be outdone, Govardhan Reddy’s followers have lodged a complaint against Anil Kumar’s followers for quarrying more sand from Penna river than permitted. Both the issues have now been lapped up by the Opposition TDP, which has begun an agitation against both the leaders. The issue has now reached Chief Minister YS Jagan Mohan Reddy, who is now said to be trying to patch up between the two warring leaders.

The whole issue has given the ruling YSRCP negative publicity and the gobbling up of natural resources by the powers that be has become a hot topic for discussion among the public.

Andhra CM must clarify on PRC, IR, DA immediately: TDP

0

Telugu Desam Party (TDP) MLC P. Ashok Babu on Thursday demanded that Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy immediately clarify about the implementation of employees’ PRC, IR and DA, including cancelling contributory pension scheme (CPS).

“Why are the employees’ leaders forgetting the significance of July 1 as it was the day on which the first pay revision commission (PRC) was announced,” questioned Babu.

He said that people in general preferred July 1 as their date of birth when there was no proper official recording of birth dates.

“Reddy promised a very good PRC along with IR (of) 27 per cent but this has not been implemented till now,” he alleged.

The TDP leader deplored the delay in implementing the 11th PRC, claiming that it should have been in force from July 1, 2018.

Babu claimed that all the employees were ecstatic when the CM announced the ‘best’ PRC but their joy was shortlived as the PRC dated July 1, 2018 has not been implemented till now.

The MLC alleged that the ruling Yuvajana Sramika Rythu Congress Party’s (YSRCP) two-year rule completely ignored employees’ welfare.

“The Jagan Mohan Reddy regime should implement the PRC with retrospective effect from July 1, 2019 itself. This should be extended to all those employees who have retired in this period. The Chief Minister should also make an immediate statement on the payment of DA and cancellation of the CPS,” he demanded.

He said that up to over 2 lakh CPS employees across the state are keeping silent on the Chief Minister’s promise and stressed the need for the CM fulfilling his promise to regularize contract employees.

“It was by making such promises to all the employees that the YSRCP could get a massive majority in 2019. The CM was thankless as he started to take a U-turn on the promises made to the employees,” he alleged.

Asking the government to ensure that employees are able to use their health cards fully, he claimed that the current rulers were thinking that employees and their associations would not be able to do anything even if any injustice was done to them.

“YSRCP would have to pay a very heavy price if it continued to give a raw deal to the employees without recognising their services. There are 10 lakh employees and pensioners in AP,” he said.

Including employees’ and retired employees’ family members, Babu calculated that they would form a 50 lakh strong vote bank in the state, which could be enough to upset Reddy’s calculations.

“The employees vote bank would change the fate of the governments. Unfortunately, the AP CM was using the police to suppress the democratic protest rights of the employees and unemployed youth,” he claimed.

Centre cuts AP’s loan limit: Shock to Jagan govt!

1

The Centre on Thursday dealt a blow to Andhra Pradesh government by reducing its loan limit for this year.

The Jagan government is depending entirely on loans to fund its Navaratnalu cash transfer schemes, development programmes and even to pay salaries for state government employees.

It was found that Jagan government obtained loans over and above the permissible limits during the past two years.

This year, AP government sought Centre’s permission to take Rs 42,000 crore loans. The Centre had approved Rs 37,000 crore loans.

After it was found that, Jagan government crossed loan limit in the last two years, it has now deducted excess loans and cut down AP loan limit to Rs 27,000 crore this year.

Jagan government is now tensed over how to run the show with just Rs 27,000 crore loans this year at a time when AP government earnings took a drastic hit due to Covid and subsequent lockdown since April/May.

Jagan bail cancellation case: No more rejoinders, says CBI court!

0

The CBI Court in Hyderabad on Thursday dismissed the plea of Andhra Pradesh Chief Minister YS Jaganmohan Reddy’s lawyers to allow them to file rejoinders on the rejoinders filed by YSRCP rebel Raghurama Krishna Raju.

The CBI Court directed Jagan lawyers to directly begin their arguments on Raju’s rejoinders and gave them time till 2.30pm on Thursday to begin arguments.

Jagan’s lawyers sought time to file rejoinders but court refused and asked them to begin arguments straight away today.

Raju had earlier filed a case in CBI Court seeking cancelation of bail granted to Jagan in quid pro quo cases arguing that Jagan became CM now and is influencing witnesses using his power since several IAS officers working in AP government were named as accused in Jagan’s illegal assets cases.

However the CBI in its counter earlier left the decision of continuing or cancelling bail to Jagan to CBI Court without making its stand clear whether it wants bail to be cancelled or not.

The fate of Jagan’s bail will be known very soon.

Andhra CM meets Tokyo Olympics bound state sportspersons

1
