Yet another victory for KCR in High Court

Telangana Chief Minister K Chandrasekhar Rao achieved yet another victory in High Court in a case pertaining to TSRTC strike.

A petition was filed against KCR’s government in the High Court accusing the state government of prompting RTC workers to commit suicides with its arrogant and dictatorial attitude towards RTC workers and RTC strike.

However, the High Court on Tuesday stated that there were no evidences to prove that the RTC workers committed suicides because of state government. The HC disposed off the petition.

The court also expressed its inability to give any directions to the state government on the RTC workers’ suicides.

It opined that the trade union leaders should be held responsible for the suicides since they called the strike. The Bench sought to know from petitioner how can the government be held responsible for the suicides.

The bench was disposing of a petition filed in HC accusing the government for the suicide trend among the RTC workers.

There would be many reasons for a person to commit suicide and the person to suffer heart attack, the bench said and asked the petitioner whether there was any evidence that the RTC workers ended their lives because of the state government.

It observed, “The state government did not announce that it is dismissing the RTC workers from service.”

The petitioner placed before the bench the suicide notes blaming the style of functioning of the government for the suicides among the workers.

Going through them, the bench felt that the trade union leaders should be made accountable for this since they called the strike.

Further, the petitioner complained to the bench that the police have been affecting arrests of the RTC workers who go to depots to resume work as the strike has been called off. The petitioner expressed concern over many more workers committing suicide because of the adamant attitude of the government, which is apparently in no mood to take them back into service.

If the police did not allow the RTC workers to enter bus depots, the petitioner was asked to file another affidavit. It posted the matter to Thursday.

KCR convenes 2-day cabinet meet to decide the fate of RTC, staff

Chief Minister K Chandrasekhar Rao has called for a two-day cabinet meeting on Thursday and Friday to to decide the future course of action on TSRTC, in the wake of RTC JAC calling off 52-day long strike.

The cabinet is expected to take a ‘crucial decision’ on the fate of TSRTC and over 48,000 staff who went on 52-day strike, besides a decision on whether to take this staff back into duties or not or whether to privatise the corporation completely or partially.

The cabinet early this month had decided to privatise 5,100 RTC bus routes out of over 10,500 bus routes opereted by RTC.

Though this decision was challenged in the High Court, the court dismissed the petition saying that state government has powers to take a decision on privatisation of RTC routes as per the provisions of the new Motor Vehicle Act enacted by the Centre few months ago.

In this backdrop, the cabinet is expected to take a call on the privatisation of remaining routes, the role of RTC in the event of privatisation etc.

The cabinet is also expected to take a decision on the fate of over 48,000 RTC staff who went on strike for 52-days ignoring the deadlines given by the government to call off strike and rejoin duties.

The JAC had on Monday announced its decision to call off the 52-day long strike and rejoin duties from Tuesday.

However, the state government rejected JAC’s offer to rejoin duties on Tuesday saying that the issue of RTC strike is pending in the Labour Court and the government cannot take staff back into duties till the Labour Court gives its verdict. Last week, the High Court had directed Labour Court to resolve the strike within two weeks. The Labour Court is expected to give its verdict any time this week.

Finally, KCR to meet Governor Tamilisai!

Telangana Chief Minister K Chandrasekhar Rao will finally meet Governor Tamilisai Soundararajan at Raj Bhavan today.

KCR, who used to visit Raj Bhavan almost every week when ESL Narasimhan was Governor, has been avoiding Raj Bhavan, ever since Tamilisai took over as Governor on September 9.

KCR visited Raj Bhavan only on September 9, when Tamilisai took oath as Governor.

It’s been more than two months and two weeks since KCR last visited Raj Bhavan.

This triggered reports that KCR is not happy with Tamilisai, who sees her as a BJP leader but not Governor.

KCR reportedly felt upset at Governor giving appointments to Opposition leaders almost every day to meet her and lodge complaints against him.

With this, KCR has been staying away from Raj Bhavan.

However, KCR has decided to meet Governor today around 3 pm.

KCR wants to brief Governor about the TSRTC strike, the proposed new Revenue Act to be brought by TRS government and upcoming winter session of Legislative Assembly.

KCR is no more ’employee-friendly’!

The KCR-led TRS government in Telangana was once known as ’employee-friendly government.’

This is because, soon after KCR assumed office as CM for the first term in June 2014, he announced several sops to government employees as a thanks-giving gesture for their active participation in Telangana statehood agitation, for strongly supporting TRS during statehood agitation which played a key role in building pressure on then UPA government at the Centre to bifurcation Andhra Pradesh and grant statehood to Telangana.

KCR announced highest fitment (salary hike), special Telangana increment and cashless and limitless medical treatment for employees.

However, all this image of KCR being employee-friendly has become a thing of past now.

After becoming CM for second term in December 2018, KCR started taking a ‘tough stand’ on state government employees.

He did not announce new Pay Revision Commission pay scales, Interim Relief for employees as promised.

He labelled revenue staff as ‘corrupt’ and threatened to abolish the revenue department.

KCR dismissed over 48,000 TSRTC staff at a single stroke after they went on strike on October 5.

KCR adopted a tough stand on RTC strike due to which the RTC staff were forced to call off their strike after 47 days without achieving any of their 26 demands.

KCR has now decided to privatise RTC to end monopoly of RTC employees.

KCR continues to trouble RTC staff by not taking them into jobs even after they announced withdrawal of strike.

Other employees unions like TGOs, TNGOs which theatened to go on strike on various demands, have now became silent after seeing the plight of RTC employees due to the tough stand taken by KCR on their demands.

Employees unions, which once used to believe KCR and TRS government as ’employee friendly’ are now shivering with the very mention of KCR’s name.

TSRTC strike: KCR got a boost in High Court

Telangana Chief Minister K Chandrasekhar Rao got a boost in the High Court on Monday over the issue of TSRTC strike, which entered 45th day today.

The High Court made it clear that it cannot issue any directions to the state government on TSRTC strike and referred the issue to the Labour Commissioner.

The HC directed labour commissioner to hold talks with RTC unions and resolve the strike within two weeks.

The High Court stated that it has certain limitations on this issue and it cannot go beyond this.

High Court’s directions were in line with KCR’s stand who has been arguing all along that High Court has power to give directions to government on RTC strike.

KCR made this statement while addressing a press conference at Telangana Bhavan on October 24, after TRS won Huzurnagar bypoll seat with a stunning majority.

KCR claimed that RTC strike is the issue between the government and the employees unions and it has to resolved only in the labour court and not in any other courts.

The High Court directions given on Monday proved that KCR was right in his arguments.

Now, the employees are left with no option but to call off their strike and rejoin duties to protect their jobs.

They already lost three month salaries due to strike and not in a position to afford to lose any salary futher.

KCR scores a political point over Jagan

Telangana Chief Minister K Chandrasekhara Rao is better known as an unrivaled strategist who has not known failures in his long political career. From the beginning, he stuck to his stand saying that there would be no question of merging TSRTC with the government. But RTC JAC adamantly continued strike for 41 and nearly 22 RTC workers committed suicides.

With no alternative in sight, JAC Convenor Aswathama Reddy has now announced that they are dropping their merger demand for the time being. This came as a big victory for KCR at a time when tempers are running high over employees’ suicides. Rival political parties in Telangana thought that KCR would bite the dust unable to solve RTC strike and suicides.

In the beginning itself, KCR commented that Andhra Pradesh hastily announced its decision to merge APSRTC with the government there. He further said that the AP government would face serious problems and it would not be able to implement the merger in an effective way. Ultimately, KCR proved his strategy right and scored a political point over AP CM Jaganmohan Reddy. It may be recalled that RTC merger issue caused serious differences between the two Telugu CMs already.

Jagan,KCR ‘honeymoon’ ends within six months!

AP CM YS Jaganmohan Reddy and his Telangana counterpart K Chandrasekhar Rao displayed unusual bonhomie by meeting frequently and also having lunch at their respecitve official residences in Pragathi Bhavan and Tadepalli.

It’s an open secret that the bonhomie between KCR and Jagan existed even before Jagan became CM.

It was widely debated in political circles that KCR funded Jagan during AP Assembly polls to beat TDP chief N Chandrababu Naidu as Naidu is the common rival of both Jagan and KCR.

After Jagan became CM, the bonding between Jagan and KCR became even stronger.

Jagan invited KCR for his swearing-in as CM and KCR attended it without fail in Vijayawada. Later both the CMs met about half-a-dozen times to discuss on resolution of pending bifurcation related issues between TS and AP.

Jagan even showed his gratitude for KCR by handing over AP Secretariat buildings in Hyderabad to Telangana unconditionally while Chandrababu retained them for five years seeking compensation for AP.

KCR and Jagan met frequently between June and September.

However, Jagan’s decision on merging APSRTC with AP government in September led to strained relations between KCR and Jagan.

This fuelled similar demand from TSRTC employees, which KCR rejected outrightly.

The result TSRTC employees went on strike from October 5 and it’s still going on even after 41 days today due to which KCR is facing severe criticism from various quarters.

KCR openly expressed his ire at Jagan’s merger decision saying it is impractical and impossible.

KCR and Jagan were supposed to meet in October to discuss on water sharing and other bifurcation issues.

However, KCR has called off all these meetings due to RTC strike.

There are no chances of KCR meeting Jagan in the near future.

Seems, their honeymoon has ended within six months.

KCR’s ‘closure strategy’ behind prolonged RTC strike!

Despite Telangana High Court repeatedly instructing Telangana government to initiate talks with RTC unions to end the strike, which entered 37th day today, there is no response from Chief Minister K Chandrasekhar Rao.

Why KCR is even taking High Court lightly on RTC strike?

It is suspected that KCR has devised a strategy to prolong the RTC strike to allow TSRTC to die a natural death so that his government can handover entire RTC bus routes to private players.

Even if High Court delivers adverse judgement to government on RTC strike, KcR doesn’t want to stop there.

He is reportedly readying officers to file petitions in the Supreme Court and ensure that the legal cases run for months together.

KCR’s stragegy is that RTC is already in deep financial losses.

It stopped repayment of loans taken from various banks.

If the strike is prolonged further, the banks may soon declare RTC as an NPA and seize all its buses and assets.

This will automatically end TSRTC in Telangana.

When TSRTC itself will end, how does it matter for KCR whether the government wins or loses the case in the courts.

When RTC becomes NPA, even courts would not come to the rescue of RTC and courts cannot interfere in such cases.

KCR wants exactly this to happen and he wants to prolong the RTC case in courts by approaching Supreme Court after High Court deliver its verdict this week.

Agitation style tactics may not help KCR!

TRS boss and CM K Chandrasekhara Rao is known for his blind belief in his capabilities for agitations and ideological confrontations. However, he is facing unexpected, unique trouble from the Central government, the BJP Telangana unit and the High Court. Just at a time when the RTC JAC was losing its strength, the HC and the Centre began bringing pressure on KCR to give up his unilateral style of functioning.

But old habits die hard. KCR’s agitation style tactics are continuing even after tasting enormous success in Telangana agitation. He is continuing to find fault with everyone who is not toeing his line of thinking. Now, KCR is not accepting the observations of the High Court on the illegality of Telangana RTC formation.

Very ironically, KCR is bringing pressure on the IAS officers to go and convince the court. He blindly says that the TSRTC is formed as per the Motor Vehicles Act 1950 section 3. But, the Central government says that TSRTC has no constitutionality since it is not formed with its approval. It appears that KCR is switching into agitation spirit against the court and the Centre. But that may not work as it is not like provoking regional sentiments to get victory like in Telangana agitation.

KCR making IAS officers ‘scapegoats’ in RTC strike issue!

Poor IAS officers in Telangana are paying the price for Chief Minister K Chandrasekhar Rao’s ‘ego’ in dealing with the TSRTC strike, which entered 34th day today.

Chief secretary, finance secretary, transport secretary, transport commissioner, who are senior IAS officers are made to stand in HIgh Court for three hours on Thursday, while hearing the RTC case.

The High Court rapped these officers for submitting false reports on funds given by TS government to TSRTC.

In fact, IAS officers are facing the music in High Court every week since October 5, when the strike began.

Under pressure from KCR, these officers are submitting false reports.

The court is taking these officials to task. IAS officials in Telangana are feeling humiliated and insulted on account of KCR’s arrogance on RTC strike.

Instead of resolving the strike by calling RTC unions for talks, KCR is forcing IAS officials to submit false reports in court with an intention of getting favourable judgement on RTC strike.

However, the High Court is detecting lies in these reports and shunting the officials.

KCR is now trying to project IAS officers in bad light as if they are submitting false reports without his notice.

KCR’s own media today carried banner stories which suggest that IAS officers were misleading not only courts but also the CM and the transport minister, which shocked IAS officers.

Everyone knows that a day before the hearing of the case, KCR is holding a marathon meeting from morning to evening in Pragathi Bhavan with senior officials.

He is guiding them what should be there in the reports to be submitted before the High Court.

Despite knowing very well that KCR is forcing them to submit false reports, they are not objecting fearing KCR and getting rapped up in court the next day.

This is affecting the morale of IAS officers in Telangana who are angry at KCR for making IAS officers the scapegoats in the issue of RTC strike.

Deadline ignored: KCR to privatise RTC routes totally

Only 145 out of the total 49,733 striking Telangana State RTC employees joined duties as per CM KCR’s deadline by the midnight of Nov 5. This is seen as the biggest political setback as well as immediate challenge for TRS boss. What will be his next plan? KCR is known as a successful strategist whether in running an agitation or leading a party to electoral victory. But his success formula is now being put to severe tests in RTC JAC strike.

Latest speculation is that KCR is even more angry against RTC employees for not listening to his advice. So, he is determined to stick to his stand to privatise the remaining 5,000 RTC routes in the state. This is going to create the biggest ever crisis in RTC history. The 100 per cent privatisation of RTC routes will automatically throw thousands of RTC employees out of job.

Analysts say that KCR is apparently prepared for any eventuality. He is not greatly worried about the future impact of his harsh decisions either. TRS boss is personally convinced that he has done enough by hiking salaries of employees in his previous term itself. He is also convinced that political motivations are behind RTC strike rather than real welfare considerations of the employees. KCR has already announced there is no question of RTC merger like in Andhra Pradesh.

KCR avoiding Raj Bhavan, upset at Tamilisai!

TRS chief and Telangana Chief Minister K Chandrasekhar Rao used to visit Raj Bhavan almost every week when ESL Naramishan was Governor. There were occasions when KCR visited even twice or thrice in a week to Raj Bhavan after he became CM in June 2014 till Narasimhan relinquished post in September this year.

However, after BJP-led government at the Centre removed Narasimhan and appointed Tamil Nadu BJP chief Tamilisai Soundararajan as Governor of Telangana, KCR started avoiding Raj Bhavan.

Tamilisai took oath as Governor of Telangana on September 8.

It’s nearly two months she took charge as Governor.

But KCR visited Raj Bhavan only twice since she took charge.

Interestingly, his two visits to Raj Bhavan were on the same day, that is on September 8, when Tamilisai took oath as Governor in the morning.

KCR expanded his cabinet on the same day on September 8 and oath-taking ceremony was held on September 8 evening at Raj Bhavan.

That was the last time when KCR was seen in Raj Bhavan.

The reason for KCR avoiding Raj Bhavan, according to TRS sources is that, KCR feels Governor is encouraging leaders and parties which oppose him and turned Raj Bhavan as a platform for all those who oppose KCR.

She is giving her an appointment to anyone to meet her.

With this, all Opposition parties are making a beeline to meet Governor to lodge complaints against KCR.

Not only political parties, Governor has given appointments even to TSRTC unions, auto, cab drivers unions and others who went on strike against KCR’s government.

This reportedly angered KCR, who suspects Tamilisai as a tool of the BJP to destabilise his government and to create troubles for his government.

KCR’s ‘open lies’ in press meets shock journalists!

Chief Minister K Chandrasekhar Rao created a record of sorts by proving that he can bulldoze anyone, even journalists attending his press meets in Pragathi Bhavan, even after telling ‘open lies’.

KCR, who rarely hold press meets, was forced to hold press meets twice in Telangana Bhavan within a gap of 10 days, thanks to ongoing TSRTC strike.

KCR’s press meets are going on in a ‘planned’ manner.

The plan is that no one should ask any question which angers KCR.

If anyone asks questions which KCR feels embarrassed or uncomfortable, he immediately shot backs at them terming them as ‘irresponsible journalist’.

In a press meet held after Huzurnagar bypoll victory on October 24, KCR himself said, “TSRTC is a gone case. It has become a NPA as it failed to repay loan intalments. No one on this earth can save RTC now.

But in the press meet held yesterday, KCR said there is no threat to RTC and government will take all the steps to protect it.

When a reporter reminded him of earlier statement, KCR got angry, “I never said RTC is a gone case. I never said RTC will become a NPA. How you can attribute this to me? You are a irresponsible journalist’.”

Despite, You Tube is flooded with videos of KCR’s remarks on RTC’s closure, he still denies saying it.

When one reporter asked about TRS leaders cornering valuable properties belonging to RTC by taking on leases, KCR shot back, “How dare you ask this question directly to a Chief Minister? How dare you level this allegation against us?

Instead of answering the question and tell whether the allegations were right or wrong, KCR bulldozed journalists with his warnings and threatenings.

Is it necessary for journalists to attend press meets of KCR where none of their questions are answered properly and using press meet as a forum to humiliate journalists?

Telangana privatises 5,100 RTC routes

In a major decision, the Telangana government on Saturday announced privatisation of 5,100 routes of the state-owned Telangana State Road Transport Corporation (TSRTC) and warned the striking employees that if they failed to join duty in the next three days, it will privatise the remaining routes.

The decision was taken at the state Cabinet meeting presided over by Chief Minister K. Chandrasekhar Rao.

He told reporters after the meeting that he was giving a chance to the striking employees to save their jobs and the future of their families.

“If they don’t return to work by November 5 midnight, we will privatise the remaining 5,000 routes,” he said.

Rao said the decision to privatise the routes was irrevocable as the state was empowered to privatise the RTC under the Motor Vehicle Act, 2019.

The Chief Minister once again ruled out the merger of TSRTC with the government.

The decision came even as the indefinite strike by over 48,000 TSRTC employees entered the 29th day on Saturday.

KCR sarcasm on APSRTC merger coming true

Telangana CM K Chandrasekhara Rao is facing lot of problems because of RTC agitation in his state. All his troubles started after AP CM YS Jaganmohan Reddy announced merger of APSRTC with the government. When Telangana RTC leaders talked about Jagan’s generosity, KCR sarcastically commented that the hidden complications behind the APSRTC merger will be known to the world after a few months.

Are KCR’s words coming true now? Analysts say that it is true. From the beginning, the Jagan Reddy government is not transparent on RTC issue. The latest development is that the APSRTC governing body has approved merger of only the employees but not the entire corporation and its property.

The Central government has a share in RTC which is why its representatives on the board have opposed the wholesale merger. As a result, Jagan Regime could not merge APSRTC and its assets with the government. This is why it cannot be called merger but only en masse transfer of employees from RTC to the government. The Centre has given its consent since this transfer will not have any future financial complications for it.

RTC crisis a problem of all people, says Pawan

The RTC JAC leaders and employees met and narrated their problems to Jana Sena founder Pawan Kalyan. Giving his response, Pawan offered to take an appointment to talk to Telangana Chief Minister K Chandrasekhara Rao. He would like to explain to KCR the seriousness of the issue. He said that RTC crisis is a problem of not just 48,000 employees but that of the people of whole state.

Pawan expressed concern that nearly 16 RTC employees committed suicides till now because of the growing fears on the fate of their livelihoods. He told the employees that he would take part in the JAC protest activities if KCR does not give his appointment to discuss the issue.

Senani has appealed to the employees not to take extreme step under any circumstances. He expressed confidence that a solution would be found to their problems sooner than later.

Want to ‘influence’ KCR? Meet Chinna Jeeyar Swamy!

It’s a known fact to everyone that TRS chief and Telangana CM K Chandrasekhar Rao will not give the appointment to anyone, who want to meet him.

Let alone common people, even his ministers and his own party MLAs struggle to get KCR’s appointment.

There are several ministers and TRS MLAs who failed to get KCR’s appointment for months and years.

But that is KCR’s style of functioning.

“No one can meet KCR by taking appointment. They can meet KCR only if KCR wants to meet them,” this is the standard thumb rule in TRS.

In these circumstances, what people in Telangana will do to ‘influence’ KCR or take their problems to the notice of KCR.

Telangana people now seem to be finding solace in Chinna Jeeyar Swamy.

Everyone knows that KCR is an ardent devotee of China Jeeyar Swamy.

He makes it a point to visit Swamy every now and then along with family members.

It’s also common to see KCR falling on the feet of Swamy by doing “Saastaanga Namaskaram” twice in his every visit to his ashram.

Seeing this, Telangana people now feel that if Swamy orders anything, KCR will obey.

TSRTC employees, who are on indefinite strike since October 5, seem to be also feeling the same.

They met Swamy today and urged him to instruct KCR to resolve RTC strike and protect their jobs.

Because KCR is adopting a ‘tough stand’ on KCR strike and dismissed 48,000 RTC staff for going on strike. He is now threatening to close RTC and privatise it.

Earlier, revenue employees also met Swamy and urged him to instruct KCR not to abolish Revenue Department, after KCR repeatedly threatened of abolition.

This seems to have worked as KCR did not abolish Revenue Department yet.

Let’s see whether RTC employees petition with Swamy will also work or whether KCR will listen to Swamy and soften his stand on RTC strike.

Jagan, KCR meeting affected by TSRTC strike!

AP CM YS Jaganmohan Reddy and his Telangana counterpart K Chandrasekhar Rao will not have any meeting anytime soon.

According to TRS sources, the meeting is not possible in the next two to three months.

This would mean that Jagan and KCR will meet again only in the New Year 2020.

After Jagan became CM of AP in May, he met KCR more than half a dozen times in a gap of four months between June and September.

Jagan visited Pragathi Bhavan, the official residence of KCR, in Hyderabad three times. KCR reciprocated by visiting Jagan’s residence in Tadepalli once and had lunch there with Jagan.

Both the CMs displayed unusual bonhomie till September.

But the strike by TSRTC from October 5 is learnt to have impacted the relations between both the CMs.

KCR reportedly believes that the TSRTC strike, which entered 24th day today is the result of Jagan’s decision to merger APSRTC with AP state government.

TSRTC employees went on strike on similar demand for merging TSRTC with TS government, which KCR has been outrightly rejecting.

KCR has termed Jagan’s decision of RTC merger ‘impractical’ saying that it’s not possible anywhere in the country and Jagan too will realise the consequences of his decision in the next six months.

Both the CMs were supposed to meet in October again to discuss on diversion of Godavari water to Krishna and take this proposal forward.

RK tells what KCR feels about Jagan fate

Telangana CM K Chandrasekhara Rao is under heavy pressure to increase welfare measures because of the big bonanza being given by AP CM Jaganmohan Reddy to Andhra voters. However, KCR took a tough stance not to take any hasty step. As part of this, he did not care about RTC agitation and totally rejected the merger demand with the government.

During internal discussions, KCR told his party strategists that Jaganmohan Reddy is in a great hurry to give maximum welfare cash to poor people in the first one year. This is because AP CM wants to get maximum goodwill of the people before the BJP government at the Centre puts him in jail. As per KCR predictions, the CBI is expected to appeal for cancellation of Jagan bail anytime in the next six months.

Jagan has already consulted a top lawyer on the possibility of the Centre getting his bail cancelled. The lawyer explained to Jagan that if the CBI sticks to such a line, the court will have no option but to cancel his bail.

TRS leaders eyeing RTC prime properties: BJP

BJP Telangana President K Laxman has assured his party’s total supply to the RTC employees in the face of threats from Chief Minister K Chandrasekhara Rao. In the coming days, the RTC agitation will be taken to the Delhi level. Already, the BJP national leadership is fully aware of the employees’ problems. They will take preventive steps at a right time. Laxman accused the TRS leaders of setting their sights on grabbing the multi-crore prime properties of RTC. These properties are located in Hyderabad and different towns all over the state.

RTC JAC convener Aswathama Reddy and other leaders met with Laxman at the BJP office. Later, Laxman talked about the oppressive measures being taken by the KCR government. He asked whether the ruling TRS has any right to close down the RTC. The employees need not be afraid of the empty threats being issued by KCR.

The BJP Telangana leaders are forming an agenda to involve their party in the agitation for protection of RTC properties. On the other hand, KCR is saying that employees’ salaries can be paid only if the RTC properties are sold out.
