Lockdown fight between police and power departments in TS!

1

The ongoing lockdown in Telangana has led to fighting between the police and power departments.

Chief Minister K Chandrashekar Rao on Friday ordered collectors and SPs in all districts to enforce lockdown more strictly from Saturday as more people and vehicles are coming onto the roads despite lockdown.

With this DGP and police commissioners have issued strict instructions to policemen to enforce lockdown strictly.

Following this, police started beating up people with lathis whoever were seen on the roads on Saturday. They did not bother to verify whether the people coming on to the roads were attending emergency duties or not.

Police have beaten up power staff who are supposed to attend emergency duties and ensure 24×7 power supply.

With this, power staff in Nalgonda and Hyderabad districts went on flash strike and stopped power supply to protest against police highhandedness.

Power minister Jagadish Reddy complained to DGP against police highhandedness and directed him to take action against police who attacked power staff despite showing their ID cards and despite power staff were exempted from lockdown.

The power staff resumed power supply only after police assured to take action against errant policemen.

1,405 ventilators given to Telangana, says Kishan Reddy

1

Union Minister of State for Home Affairs G. Kishan Reddy on Friday said that the Centre has provided 1,405 ventilators to Telangana under the PM CARES Fund.

Reddy said these ventilators were dispatched to various government hospitals in the state.

Those hospitals which did not have even a single ventilator have also been provided with ventilators during this Covid pandemic, the Minister said.

He released a break-up of the ventilators provided to Telangana.

According to the list, the ventilators were made available to 46 hospitals in the state.

The highest number of ventilators (295) were provided to Gandhi Hospital in Hyderabad. Another 190 ventilators were given to Telangana Institute of Medical Sciences (TIMS) in Hyderabad. RIMS in Adilabad and MGM in Warangal were provided 100 ventilators each.

Referring to reports that many ventilators were lying unused in hospitals, Kishan Reddy demanded that staff with required skills to operate these ventilators should be recruited.

“It is a known fact that the government of Telangana is getting all sorts of aid and cooperation from government of India in order to control and contain the Covid pandemic through provision of oxygen cylinders, establishment of PSA oxygen plants, ventilators, vaccines, PPE kits, N-95 masks and free ration to the needy,” the Minister said.

“In our country, since Independence until the past 8 months, we had only 1900 ventilators. They were also imported from different countries. But today through the initiative of Make in India, the government hospitals across the country have been provided with 51,000 ventilators from PM CARES funds,” he added.

He pointed out the fault of the Telangana government in stopping Covid vaccination in the state.

“Vaccination was stopped a week ago and those due for a second dose are facing severe hardships.”

He demanded that the Telangana government should not look into the issue from a political angle and vaccinate those due for their second dose.

Reddy on Friday flagged off a packaged food delivery service to Covid-19 patients and the needy in Hyderabad under the ‘Seva hi Sangathan’ programme of the BJP.

After Gandhi, KCR to visit Warangal MGM Hospital

1

A day after visiting Gandhi Hospital, Hyderabad on Wednesday, Telangana Chief Minister K Chandrashekhar Rao has decided to visit MGM Government Hospital in Warangal on Friday.

KCR’s sudden visit to Gandhi Hospital on Wednesday for the first time after he became CM seven years ago has created a sensation.

Gandhi Hospital has been converted as a dedicated Covid Hospital.

Without wearing PPE Kit, KCR went around Emergency, ICU and general wards in Gandhi where Covid patients are undergoing treatment. He spoke to Covid patients by just wearing mask though doctors cautioned him about wearing PPE kit as CM is 67 year old and already contracted coronavirus recently and recovered under home isolation.

But KCR’s visit to Gandhi has boosted the morale of doctors, nurses and other health staff besides Covid patients.

KCR’s visit earned praises from several quarters. Enthused with this, KCR has decided to visit government hospitals in various districts and boost the morale of health staff and Covid patients.

It will be an advantage for KCR even for political reasons. After he sacked health minister Eatala Rajender from cabinet on May 2, he has not appointed any health minister. KCR himself took over health portfolio.

TRS leaders feel that KCR’s visit to government hospitals in these Covid times will bring good image for CM as well as the party besides minimising the impact of Eatala’s ouster from the cabinet.

Telangana Police told to enforce lockdown more strictly

1

Telangana’s Director General of Police M. Mahender Reddy on Wednesday directed police officials to enforce the state-wide lockdown more strictly.

His direction came a day after the state government decided to extend the lockdown till May 30.

The police chief held a videoconference with zonal Inspectors General of Police, Deputy Inspectors General of police, Police commissioners and Superintendents of Police on enforcement of the lockdown.

Additional DGP, Law and Order, Jitender and IG, Intelligence, Prabhakar Rao also participated.

The DGP told the officials that Chief Minister K. Chandrasekhar Rao is holding a daily review of lockdown enforcement in every district.

He said the current lockdown should be implemented strictly so that it need not have to be extended beyond May 30.

He noted that though lockdown relaxation is from 6 a.m. to 10 a.m., people are coming out to buy essentials only after 8 a.m. and this is leading to crowding in markets and at shops. He called for creating awareness among people to buy the essentials and attend other works from 6 a.m.

The state police chief also noted that streets are looking crowded after 10 a.m. He wanted the Police commissioners, SPs, DCPs, DSPs and ACP level officials to be in the field from 9.45 a.m. to monitor the situation.

He said since overcrowding in fish and vegetable markets could lead to Covid spread, the police officials should take steps to decentralise the markets in coordination with officials from marketing, municipal administration and other concerned departments.

The DGP told the officials that if vehicles which have no permission are seen on roads after 10 a.m., they should be immediately seized. He said the police should not only focus on main roads but should also strictly enforce lockdown in colonies and on interior roads.

Mahender Reddy said at 10 a.m. the patrolling vehicles should move around with sirens blaring to begin lockdown enforcement. He claimed that police were receiving cooperation of general public in lockdown enforcement and that there were no complaints against the police.

Meanwhile, the state government on Wednesday issued an order, permitting petrol bunks to remain open during the lockdown. However, the DGP asked the officials to ensure that only those vehicles exempted from lockdown, ambulances and oxygen carrying vehicles are allowed.

‘Pink mask’ distribution launched in rural Telangana

0

The Ushalakshmi Breast Cancer Foundation & KIMS-Ushalakshmi Centre for Breast Cancer has embarked on innovative pink ribbon mask campaign in Telangana.

The campaign is not only aimed at ensuring protection from Covid-19 in rural Telangana but also to create awareness about importance of early detection of breast cancer through the “pink’ coloured cloth masks. Pink colour represents breast cancer awareness.

Under the campaign inaugurated by Finance Minister Harish Rao, 20,000 masks were distributed to residents in all the 10 villages in Narayanraopet mandal of Siddipet district

The villages included Ibrahimpur, which has been adopted by Dr P. Raghu Ram, director Ushalakshmi Breast Cancer Foundation & KIMS-Ushalakshmi Centre.

“I applaud Dr Raghu Ram for his relentless and significant contribution to his adopted village, Ibrahimpur over the past six years. His noble goal through this campaign is to protect women from Covid-19 and create awareness about early detection of breast cancer,” Rao said.

He noted that this is the first of its kind initiative being undertaken in the state and perhaps in the country. The Society for Elimination of Rural Poverty (SERP) Self Help Group (SHG) from Nandigama mandal in Ranga Reddy District have made these masks that were commissioned by Ushalakshmi Breast Cancer Foundation, which has also provided the much needed additional income to at least 100 SHG members from SERP through this initiative.

Dr Raghu Ram voiced concern that Covid infections and deaths were rising at an alarming rate in rural India, which has limited healthcare infrastructure and where more than 70 per cent of population resides. The eminent breast cancer surgeon hoped that this unique preventive campaign will provide much-needed protection from Covid-19 infection, and equally, actively encourage people from rural areas of Telangana to wear a mask, which is one of the fundamental pillars of protection against Covid-19.

“The Covid pandemic has taken a huge toll on cancer treatment in the Country. Breast cancer is the commonest cancer-affecting women in India. Due to Covid-19 crisis, there has been a steep fall in the number of women meeting their doctors for initial assessment. With more than 60 per cent already presenting in advanced stages with poor survival, this percentage will increase manifold with the current unfortunate scenario in the country,” he said.

In order to make a wider impact and reach out to residents in some 90 villages in Siddipet constituency, Ushalakshmi Breast Cancer Foundation is seeking support from those who would be willing to contribute to this campaign. It costs Rs 20 to make a multilayer cloth mask. To contribute, one can call the Foundation representative @ +91-9100903781. The Foundation has 80G Certification and donations would benefit from tax exemption.”

“There is enormous fear amongst the people in villages about Covid-19. On behalf of residents of Ibrahimpur village, I am deeply grateful to Dr Raghu Ram for this yet another timely initiative in his adopted village,” said Yella Reddy, Sarpanch of Ibrahimpur village.

Detailed Bid documents may be downloaded free of cost from Telangana state Public Procurement portal (https://tender.telangana.gov.in) prior to the deadline for submission of bids.

A pre-bid meeting to hammer out details like scope of the procurement and explaining details of the bidding documents to interested pharma companies with the state health authorities and the TSMSIDC has been scheduled on May 26 through a virtual meet.

To participate in the e-Bid submission for TSMSIDC, it is mandatory for the bidders to get their firms registered with e-Procurement Portal https://tender.telangana.gov.in, using a valid Class III Digital Signature Certificate (DSC) and valid email address.

The bidders will be responsible for ensuring that any addenda available on the website is also downloaded and incorporated. It is construed that the bidder has read all the terms and conditions before submitting their offer. The validity of the contract between the TSMSIDC and the vaccine suppliers is one year.

The state Cabinet on May 11 had decided to float global tenders for procurement of Covid vaccines.

The state government has already announced free vaccination for the entire population. However, vaccination of targetted groups has been marred by inadequate supplies from the Centre.

The state is yet to launch vaccination for 18-44 age group while many beneficiaries in above 45 age group have not received their second dose.

According to officials, the state has so far received 57,30,220 doses of vaccine from the Centre.

The state has a population of nearly 4 crore, including people from different states who have come to work in various sectors. Vaccinating the entire population is expected to cost Rs 2,500 crore.

State minister K.T. Rama Rao said last week that the state can vaccinate the entire population in 45 days if the Centre provides the required number of doses.

Telangana to resume vaccination only after receiving adequate doses

0

Health authorities in Telangana said on Tuesday that Covid-19 vaccination in the state will resume only after they receive an adequate number of vaccines.

Director of Public Health and Family Welfare Dr G. Srinivasa Rao said before resuming vaccination, they want to make sure that they have adequate volumes, so that the programme continues without further interruption.

He told reporters that nearly three lakh people are waiting for the second dose of Covaxin but only 50,000 doses are available. The Central government has indicated that that more doses will be supplied in 15 days.

The official said after the time interval between first and second dose of Covishield was increased to 12-16 weeks, no one in the state is due for the second dose of this vaccine yet.

He clarified that doses are allocated to targetted groups according to the guidelines issued by the Central government. Allocation of doses for people above 45 years, or for 18-44 years is decided by the Central government, he said.

Though 4.90 lakh doses were procured for 18-44 age group, no decision was taken so far on who should be vaccinated because the target population is 1.90 crore. The Chief Minister will take a decision who in this age group should be given priority for vaccination.

Director of Medical Education K. Ramesh Reddy appealed to people not to panic over black fungus infection.

There are 50 black fungus patients at the Government ENT Hospital and the Gandhi Hospital while there are 30 more patients at private hospitals.

The government will form a committee soon to examine requirement of medicines for black fungus patients undergoing treatment at hospitals. The panel will examine severity of the cases and will give permission accordingly.

People can get the medicine from stockists. He hoped that the situation will stabilise in a couple of days.

The official noted that some hospitals are indiscriminately prescribing drugs and patients’ attendants are running around chemists for the medicines.

He advised people with diabetes and immune compromised patients to regularly check their sugar levels. If the sugar levels are in control, there will be no problem.

Srinivasa Rao said action was being taken against private hospitals for overcharging Covid patients. A private hospital’s license to treat Covid cases has been cancelled while show cause notices have been issued to three more hospitals for excess billing or injudicious oxygen usage.

He pointed out that 26 complaints against private hospitals were lodged through Whatsapp number 9154170960. Grievances regarding medical services and billing can be lodged on this number.

Rao urged people to avail services at government hospitals, which are offering free treatment. He said since some money has to be paid at private hospitals for treatment, it is not good to get admitted there and then lodge complaints.

Finally, KCR implements “Ayushman Bharat” in TS to help Covid patients!

1

There has been a long pending demand from Opposition parties and civil society organisations to implement Modi government’s Ayushman Bharat scheme in Telangana.

However, CM KCR ignored to implement the scheme in Telangana though Prime Minister Narendra Modi launched this scheme in 2019.

Though various states in the country are implementing this scheme, KCR refused to do so arguing that Telangana government’s Arogyasri scheme was better than Ayushman Bharat.

However, the current Corona pandemic has brought pressure on KCR to implement Ayushman Bharat scheme in Telangana to help Covid patients.

This is because KCR did not include Covid under Arogyasri so far though there is a strong demand.

In this backdrop, KCR decided to implement Ayushman Bharat in Telangana on Tuesday to enable patients to undergo Covid treatment in private hospitals with the financial assistance of Centre.

Telangana Medical and Health department had signed a MoU with the National Health Authority on Tuesday.

Accordingly, the state Medical and Health department had finalised the guidelines for the implementation of the Ayushman Bharath Scheme in the State.

The CM has instructed the officials concerned to ensure extending of the medical services in tune with the guidelines.

He said Congress has nothing to do with this and it’s his personal decision to felicitate KCR.

Implementation of lockdown and co-ordination among various departments is leading to gradual decline in the new Covid-19 positive cases in Telangana, two state ministers said on Monday.

Animal Husbandary minister Talasani Srinivas Yadav and Home Minister Mohammed Mahmood Ali reviewed the Covid situation in Greater Hyderabad with the Mayor, District Collector and officials of the Greater Hyderabad Municipal Corporation (GHMC).

They observed that with the implementation of lockdown, proper functioning of government hospitals and Basthi Dawakhanas, door to door fever survey and special sanitation drive, the number of positive cases have declined.

The state government on May 12 imposed a lockdown after the high court directed it to take strict measures to check the spread of Covid.

The government had earlier ruled out imposing lockdown, maintaining that the move will not help in bringing down the number of Covid cases.

The state, which has been witnessing a downward trend in new cases, reported 3,816 cases on Sunday, as against 4,801 cases on May 11.

Regarding the second dose of Covid vaccine, Yadav said vaccine doses have not received from the Central government for last three days and the programme has been temporarily stopped. He said that vaccination will resume as and when the state receives vaccines.

He said a separate Covid control room has been opened in the GHMC with No 040-21111111.

At the meeting, it was also decided that with the monsoon expected next month, desilting of nalas should be taken up vigorously. The Entomology and Enforcement, Vigilance & Disaster Management wings of the GHMC are spraying disinfectant chemicals to control spread of Covid-19.

Noting that many NGOs are providing food to the needy during lockdown relaxation, the minister said they should take prior permission from the local police.

Mahmood Ali said the steps being taken by the Telangana government are a model for the other states in the country. In order to provide food facility to the poor and needy, the quantity of food served at thee Annapurna canteens has been increased.

Mayor Gadwal Vijayalaxmi said in order to contain the pandemic, strict implementation of lockdown is needed. She said isolation centres were identified in each circle for use in case of emergency and to improve sanitation efficiency, she would inspect the works regularly.
