KCR’s sketch to keep alive ‘dying Telangana sentiment’?

Without the Telangana sentiment, KCR cannot run politics in his State with confidence. He has successfully won two elections by somehow provoking the sentiment. Now, there are increasing threats from all sides. The Congress may make a surprise comeback even at the slightest opportunity. The BJP is focusing all its attention. The MIM is the only support that KCR is able to rely upon other than the sentiment vote bank.

Once again, there seems to be a ray of hope for the KCR team to breathe new life to keep alive the anti-Andhra sentiment which is another name for the Telangana sentiment. The fuel for this campaign came from the unexpected corner. That is the new party being floated by Jagan Reddy’s sister Sharmila Reddy.

Already, the TRS Ministers started targeting the Sharmila party from a sentiment angle. Initially, KCR ordered his party’s social media and leaders not to comment on her party. They may not be targetting her directly but they are using her outfit to provoke the Telangana sentiment.

TRS Minister Gangula Kamalakar has now made sensational comments, saying that after ‘Jagananna Banam’ comes to Telangana, then Jagan Reddy will come. After that, Chandranna TDP will come to Telangana. And then, Pawan Kalyan too will come. Once again, regional sentiment clashes will begin in Telangana.

Telangana Governor, CM shocked over Vizag accident

Telangana Governor Dr Tamilisai Soundararajan and Chief Minister K. Chandrasekhar Rao on Friday expressed deep shock over the road accident in Araku valley in Andhra Pradesh in which four tourists from Hyderabad were killed and many others were injured. The Andhra Pradesh government has reported the toll as eight.

The accident occurred when the tourist bus returning from the valley in Visakhapatnam district fell into a gorge.

The Governor stated that she is deeply shocked and saddened to know about the death of many tourists from Hyderabad in an accident at Araku valley Ghat road. “I express my deep condolences to the bereaved family members. Wish early recovery and best possible medical care to the injured,” she said.

Chief Minister Chandrasekhar Rao conveyed his condolences to the families of those who died in the accident. He expressed the hope that those were injured in the accident would recover soon.

On the Chief Minister’s direction, Chief Secretary Somesh Kumar spoke to Andhra Pradesh’s Director General of Police Gautam Sawang, DIG Kalidas and SP Krishna to request them to ensure best medical treatment to the injured.

The bus belonging to Dinesh Travels of Hyderabad was carrying 18 passengers. It fell into 200 feet deep gorge near Anantagiri. Four people were killed in the accident. The injured were admitted to nearby S. Kota Hospital. The Chief Secretary urged Andhra Pradesh officials to shift them to King George Hospital in Visakhapatnam for better treatment.

He was monitoring the situation to provide necessary assistance to the victims.

As the passengers belonged to Sheikhpet area, the Chief Secretary directed Hyderabad District Collector to send officials to provide information to their family members.

TRS women elected Greater Hyderabad Mayor, Deputy Mayor

Telangana Rashtra Samithi’s Vijayalakshmi R. Gadwal was elected as the new Mayor of Greater Hyderabad on Thursday.

Mothe Srilatha, also of TRS, was elected Deputy Mayor in the election by show of hands at the first meeting of newly elected council of Greater Hyderabad Municipal Corporation (GHMC).

For the first time in the municipal body’s history, women have been elected to the posts of both Mayor and Deputy Mayor.

Vijayalakshmi is daughter of TRS general secretary and Rajya Sabha member K. Keshav Rao. She was elected from Banjara Hills division in the GHMC polls held in December. Srilatha was elected corporator from Tarnaka.

The Bharatiya Janata Party (BJP) contested for both the posts, fielding Radha Reddy and Shankar Yadav for Mayor and Deputy Mayor respectively. As TRS had comfortable majority in the council and MIM too backed it, both its candidates were declared elected.

Election Officer Sweta Mohanty announced the election of Mayor and Deputy Mayor.

Earlier, 149 newly-elected corporators belonging to four parties took oath. They were allowed to take oath in language of their choice among English, Telugu, Urdu and Hindi.

Sweta Mohanty administered oath to the corporators.

In 150-member GHMC, TRS had bagged 56 seats while BJP won 48 seats. One of the BJP corporators died of Covid after the election. MIM won 44 seats and Congress two.

A total 44 ex-officio members (MPs, MLAs and MLCs) were also eligible to vote to elect Mayor and Deputy Mayor. TRS had the highest number of ex-officio members at 32, followed by MIM at 10 and BJP at two.

The elections to GHMC were held on December 1 while the results were declared on December 4. The bitterly contested election saw TRS’ tally coming down to 56 from 99 it had won in 2016.

The saffron party, which had just four seats in the previous body, bagged second highest number of seats due to high-pitch campaign involving party’s national president J.P. Nadda, union home minister Amit Shah and other central leaders.

Though MIM retained 44 seats it had won in 2016, the party was once again deprived of the role of kingmaker in the municipal body. The party had traditionally enjoyed the role of kingmaker and had its corporators as Mayor or Deputy Mayor.

Though MIM is a friendly party of TRS, the latter decided to keep the posts of both Mayor and Deputy Mayor with itself.

During the poll campaign, BJP leaders had slammed Chandrasekhar Rao for his ‘secret understanding’ with MIM.

Though there were speculations that MIM may field candidates for posts of Mayor and Deputy Mayor, in a last-minute decision it decided to back TRS candidates.

KCR waiting for opportune time to anoint son as successor

Telangana Chief Minister KCR, who had ruled out a change of leadership at the TRS executive meet on Sunday, seems to be waiting for an opportune time to hand over the mantle to his son K. T. Rama Rao.

The Telangana Rashtra Samithi (TRS) chief not only maintained that he will remain the Chief Minister for next 10 years but reportedly warned the leaders that those talking of change in leadership will be thrown out of the party.

KCR’s outburst baffled the TRS leaders as the speculations of his son’s elevation as CM have been doing rounds for nearly two years and he never admonished the leaders talking of a leadership change earlier.

Political observers say KCR may not be inclined to make KTR the Chief Minister at a time when the party is facing challenges, especially from a resurgent Bharatiya Janata Party which has gone aggressive following the victory in by-election to Dubbak Assembly seat and its impressive performance in Greater Hyderabad Municipal Corporation elections late last year.

“No leader, more so a father will transfer power at a moment of challenges. He will choose more opportune time,” said political analyst Telakapalli Ravi.

KCR is apparently worried over the impact the talk of leadership change will have on the party internally at a time when the party is facing the onslaught from the BJP, which has emerged as the main opposition and is working towards Mission 2023 to come to power in the state.

The TRS chief is believed to have felt that continuing talk of KTR as next CM will leave the party more vulnerable to attacks from the BJP, which often target him for promoting his family.

The talk of leadership change in Telangana is not new. It had started immediately after the TRS retained power in 2018 with a massive majority when KCR appointed KTR as the Working President of the party.

KCR, who had national ambitions, wanted to focus on national politics and was even working to cobble together a front of regional parties as an alternative to both the BJP and the Congress.

However, KCR’s plans fell flat with the BJP retaining power at the Centre with a huge majority.

KTR for CM talk gathered momentum in recent weeks with several party leaders, MLAs and even ministers going on record that they want to see the young leader as CM or that he has all the qualifications to occupy the top post. They competed with each other to back KTR.

At a recent programme, Deputy Speaker T. Padma Rao went a step ahead to address KTR as ‘soon to become CM’. The minister, who was present there, showed no displeasure. This added to the speculations that he will soon be taking over.

The meeting of the party executive in this context had assumed significance. However, the leaders were stunned when KCR spewed fire over the speculation that he is stepping down as the CM to pave way for his son.

He went to extent of warning that the leaders talking of leadership change will be thrown out of the party. “I am completely fit and I will remain Chief Minister for 10 more years,” declared KCR.

The Chief Minister pulled up leaders for resorting to speculations despite his making it clear in the Assembly that there will be no change in leadership.

Political observers say the TRS chief wanted to put an end to the speculations as this was leading to confusion in the party and opposition parties were trying to take advantage of this. Some opposition leaders had projected Health Minister E. Rajender as a more suitable successor to KCR.

KCR was also worried that the confusion could mark the party’s prospects in the coming by-elections to Nagarjuna Sagar Assembly seat and elections to two seats of Legislative Council and few municipal bodies.

“KCR’s warnings were ostensibly directed at those who spoke for it but it really meant for those who overreacted,” said Ravi.

The analyst believes that while there may be no change now, this could happen when KCR moves to the Centre.

KCR’s silence on the BJP at the executive meeting also raised eyebrows in political circles. His alleged compromise with the party’s central leadership is also being viewed as a strategy by the TRS leader.

During the campaign for the GHMC polls, KCR had announced plans to host a meeting of anti-BJP parties in Hyderabad to bring them on a common platform but nothing happened. The other opposition parties alleged that after the elections, he went to Delhi for secret understanding with Prime Minister Narendra Modi and Union Home Minister Amit Shah.

KCR’s alleged U-turn on farmers’ issue is also being seen as part of the compromise. Though the BJP leadership is going all out to attack him, KCR is ignoring them as he is believed to be ‘dealing’ directly with the central leadership.

Jagan’s sister meets YSR loyalists in Telangana

Former Chief Minister Y.S. Rajasekhara Reddy’s daughter and present Andhra Pradesh Chief Minister’s sister Y.S. Sharmila on Tuesday began consultations with loyalists of her late father here amid reports that she is planning to float a new party in Telangana.

Lotus Pond, YSR family’s residence in posh Jubilee Hills, was abuzz with activity on Tuesday morning as a large number of her supporters descended there from various parts of the state.

A festive mood prevailed at Lotus Pond amid the beating of drums and bursting of crackers. A huge picture of Sharmila with her father and hailing her leadership was installed at the residence.

Sharmila, who arrived with her husband Anil Kumar from Bengaluru on Monday night, was holding the meeting with YSR loyalists from the united Nalgonda district, which has now been split into three districts.

This will be the first in a series of meetings likely to be held by Sharmila with YSR loyalists from Telangana over the next few days. She will be eliciting their views before deciding her next course of action.

While there have been speculations for the last few days that Sharmila will float a new party in Telangana, there has been no confirmation or denial from the YSR family

“We don’t know if this exercise is aimed at forming a new party or strengthening the YSR Congress Party in Telangana. Whatever decision Sharmila or Jagan take, we will abide by it,” said a YSR supporter who came from Warangal district.

Sharmila enjoys a huge support among the YSRCP cadres. Her supporters recall the active role she played in mobilising people’s support through her yatra across undivided Andhra Pradesh when Jagan Mohan Reddy was in jail in the disproportionate assets case in 2012.

Jagan Mohan Reddy-led YSR Congress Party had not contested the Telangana Assembly elections in 2018 and Lok Sabha polls in 2019 as the party was focusing on Andhra Pradesh. As the party wrested power in Andhra Pradesh from the Telugu Desam Party (TDP) in 2019, YSRCP is believed to be working to revive its activity in Telangana.

In 2014 elections, the YSRCP had bagged three Assembly and one Lok Sabha seat in Telangana. However, all of them later joined Telangana Rashtra Samithi (TRS). Since then the party was almost inactive in Telangana, which was carved out of Andhra Pradesh in June, 2014.

Y.S. Rajasekhara Reddy, who died in a helicopter crash in 2009, enjoyed huge support in Telangana. The YSRCP leaders believe that many people in the state still revere the later leader for several revolutionary welfare schemes implemented by him.

Sharmila, who had actively campaigned for the YSR Congress Party in 2014 and 2019 polls in Andhra Pradesh, is also said to enjoy good support among the party cadre in Telangana.

Telangana CM promises to strengthen local bodies

Telangana Chief Minister K. Chandrasekhar Rao on Monday declared that local bodies would be strengthened and would be made to play an active role in rural development.

He said the Zilla Parishads and Mandal Parishads would be given funds like the Gram Panchayats and they would be assigned fixed responsibilities. He promised to allocate funds for Zilla and Mandal Parishads in the state’s budget for 2021-2022.

Stating that the New Panchayat Raj Act has empowered the Gram Panchayats to utilise their funds totally without taking any permission from the mandal and district level officials, he called for its effective implementation.

The Chief Minister held a review meeting on measures to be taken to strengthen the local bodies. Minister Indrakaran Reddy, Chief Secretary Somesh Kumar, Principal Secretary, Panchayat Raj, Sandeep Sultania, Principal Secretary, Finance, Ramakrishna Rao and other officials attended the meeting.

“The government has taken a decision to strengthen the local bodies and implementing it. As part of this, the Finance Commission is releasing funds directly to the Gram Panchayats and Municipalities. Every month, Gram Panchayats are released Rs 308 crore and Municipalities Rs 148 crore. Since there is no dearth of funds, programmes like Palle Pragathi and Pattana Pragathi are successfully implemented,” said Chandrasekhar Rao.

He pointed out that villages now have dump yards, tractors, plant nurseries and Vaikunta Dhams. In a similar way, special funds from the Finance Commission would be released to Zilla and Mandal Parishads. He felt if these funds are linked with the MNREGS, more funds can be accrued. “Fix responsibilities to Zilla and Mandal Parishads besides releasing funds. Officials should suggest what kind of responsibility should be given to Zilla and Mandal Parishads. I will discuss about these suggestions personally with the Zilla Parishad chairpersons. Then we will take a final decision,” he added.

The Chief Minister said new Panchayat Raj Act has given powers to Gram Panchayats to spend their funds totally. He noted that in some places, for works worth more than Rs 2 Lakh, the old rule of taking permission from the Mandal officers is being implemented.

“This is against the new Act. The Gram Panchayats have every right to spend funds for the needs of their villages. No one should interfere in this. On this matter, the officials should clarify once again,” the CM said.

T’gana Cong passes resolution favouring Rahul as party chief

The Telangana unit of the Congress on Sunday passed a resolution urging Rahul Gandhi to again take up the national president’s post of the party.

A meeting of all 33 District Congress Committees (DCCs) held in Khammam unanimously passed the resolution favouring Rahul Gandhi as the president of All India Congress Committee (AICC).

It urged him to take up the post again and offered full support.

The meeting was attended by AICC incharge for party affairs in Telangana and party MP Manickam Tagore, Telangana Pradesh Congress Committee (TPCC), working president Ponnam Prabhakar, Congress Legislature Party (CLP) leader Mallu Bhatti Vikramarka, senior leaders and presidents of DCCs.

The meeting was held as part of the efforts by the party to strengthen the organization in the state.

Tagore said formation of all booth, mandal, town and district level committees would be completed in 15 days.

He said that booth level committees will be constituted in 30 days.

Tagore, who launched our polling booth our pride strategy, said each booth committee will have 15 members.

He said that after Congress comes to power at the Centre and in Telangana an inquiry by the Central Bureau of Investigation (CBI) will be ordered into corruption charges against Telangana Chief Minister K. Chandrasekhar Rao and his family members.

On the allegations of corruption being made by union minister of state for home G. Kishan Reddy and other BJP leaders against Chandrasekhar Rao, the Congress leader wanted to know why BJP government has not ordered any probe against the chief minister and his family members.

Tagore alleged that CM KCR bows before Prime Minister Narendra Modi and union home minister Amit Shah out of fear that the Centre may order investigations against him. “Every time KCR goes to Delhi he bows before them,” he said.

Telangana CM rules out change in leadership

Telangana Chief Minister K. Chandrsekhar Rao on Sunday put an end to speculation about leadership change saying he will continue in the post for next 10 years.

The Telangana Rashtra Samithi (TRS) chief made this clear at the party’s state executive meeting held at party headquarters Telangana Bhavan.

Amid speculations that his son and cabinet minister K. T. Rama Rao will soon become the Chief Minister, Chandrasekhar Rao told the meeting that he was in the pink of health and will continue in the Chief Minister’s post for the next 10 years.

The TRS chief pointed out that he has already made it clear in the state Assembly that there will be no change in the leadership. He said despite this some leaders were indulging in speculations.

Several TRS leaders had predicted in recent weeks that Rama Rao will soon be sworn in as the next Chief Minister.

KCR, as Chandrasekhar Rao is popularly known, advised the party leaders not to make unwarranted comments on the issue.

The TRS executive meeting presided over by KCR discussed various issues pertaining to party membership, constitution of the party committees from village level to the State level, election of party President, the party plenary to be held on party formation day on April 27 and other issues.

It is also learnt to have discussed the party strategy for the upcoming elections to two seats of Legislative Council, Nagarjunagar bypoll and also municipal elections to around six Urban Local Bodies (ULBs). KCR issued directions to the party leaders to ensure party’s victory in these elections.

On the election of Mayor and Deputy Mayor of Greater Hyderabad next week, KCR said the party will announce the candidates on the day of the election through a sealed cover. He directed TRS corporators and ex-officio members to support the party candidates.

The party decided to commence its membership drive from February 12 with an aim to surpass the previous record of over 60 lakh.

The TRS chief directed the party leaders to ensure enrollment of at least 50,000 members from each Assembly constituency.

Unemployment dole: Another move by TRS to check saffron surge

More than two years after promising unemployment allowance, the TRS government is gearing up to formulate a scheme as it seeks to check BJP, which is going aggressive in its attacks on the ruling party over unfulfilled promises.

Despite a big drop in revenue due to Covid induced lockdown and consequent slowdown, the Telangana Rashtra Samithi (TRS) government is contemplating to roll out unemployment allowance soon.

TRS working president and minister for industry, information technology, municipal administration and urban development K.T. Rama Rao stated a couple of days ago that Chief Minister K. Chandrasekhar Rao is likely to announce an unemployment allowance in the next few days.

“The Chief Minister, in a day or two, may make an announcement on the unemployment allowance,” said KTR, as the chief minister’s son is popularly known.

KTR said the government would soon release a notification for the recruitment to 50,000 posts in the state government. He assured the youth that KCR will bestow more than what they had expected from him.

The move is surprising given the impact the fall on revenue may have on the overall budget size and a plethora of welfare schemes already being implemented by the state.

However, this appears to be a political compulsion for TRS at a time when BJP is going all out to attack the ruling party for failing to fulfill the promises made in 2018 elections.

Political analysts say with BJP going aggressive as part of its goal to come to power in the state 2023, TRS is making swift moves to check the saffron surge.

Only last month, Chief Minister K. Chandrasekhar Rao had announced that notifications would be issued shortly to fill up vacancies of teachers, police personnel and others.

“The primary information suggests that there are about 50,000 vacancies in the state in several departments. We have to fill them up. Teachers and police have to be recruited in thousands,” he had said.

Two major announcements in as many months apparently came to placate unemployed youth, whose anger is believed to be one of the key reasons for the electoral reverses suffered by TRS in recent weeks.

In by-election to Dubbak Assembly constituency held in November, TRS suffered a shocking defeat at the hands of BJP which focused on youth and the unfulfilled promises of the ruling party.

The angry youth turned the tide as the BJP wrested the seat from TRS. It was seen as an anti-incumbency vote. It was a big jolt to TRS as the party had never lost a by-election since 2014 when it came to power in the newly created state.

After Dubbak victory, the BJP also made considerable inroads in TRS vote bank by winning 48 seats in 150-member Greater Hyderabad Municipal Corporation (GHMC), elections for which were held in December. It was an impressive show for BJP which had won only four seats in 2016 elections.

BJP, which emerged as the second largest party in GHMC, denied clear majority to TRS and sent a strong message again that it is emerging as the viable alternative to TRS.

A week after the results of GHMC polls, the chief minister announced filling up of vacancies in the government. He asked Chief Secretary Somesh Kumar to collect details about the vacant posts in teachers, police and other departments and issue notifications to fill the vacancies.

“TRS is under extreme pressure from the youth and unemployed sections of the society, along with those who are working in the government. Results in Dubbak and GHMC elections are an indication of the mood of people in the state,” said political analyst P. Raghavendra Reddy.

He, however, believes that unemployment allowance will act like a painkiller for the short-term but it is not the solution for the problems in Telangana, especially of the youth. The KCR government will have seriously think about filling vacant posts in the government, and create more employment opportunities through self-employment and in the private sector.

“The BJP is making use of and gaining ground due to the feeling among the people of being neglected by the TRS government. Unemployment allowance could help prevent the ground from slipping away temporarily, but KCR and KTR must think of more long-term and impactful measure to regain lost political turf,” said Reddy.

In the manifesto for 2018 Assembly elections, the TRS had promised unemployment allowance. The party promises that the unemployed youth will get a monthly payment of Rs 3,016 till they get a job.

The party made the promise as the youth were voicing their anger over the government’s failure to deliver on the promise of one lakh jobs. TRS had come under criticism from students for failing the youth who fought for separate Telangana state. The party, however, retained power with a massive majority.

In the vote on account budget for 2019-20 tabled by the chief minister himself in February 2019, Rs 1,810 crore was earmarked for the unemployment allowance. However, the scheme was never formulated and it found no mention in 2020-21 budget, apparently due to fall in revenue growth rate.

It is still not clear how the government will implement the scheme when it may find difficult to mobilize the resources for continuing the existing welfare schemes like social security pensions, free electricity, financial assistance to farmers, health insurance to poor and scholarships.

The chief minister is likely to appoint a panel of senior officials to formulate the scheme and its guidelines. All eyes will be on the allocation to be made in the budget for 2021-22.

There is still no clarity on the number of unemployed in the state. Nearly 10 lakh candidates have registered with employment exchanges of the state government.

Over 20 lakh people candidates have registered with Telangana State Public Service Commission (TSPSC) for government jobs.

Even if the unemployed youth are estimated at 10 lakh, the government will have to earmark Rs 3,600 crore in the budget.

Some sections of unemployed are already demanding that the scheme be implemented with retrospective effect from December 2018.

There is already a war of words going on between the government and the opposition over the former’s claim on jobs provided during last six years.

KTR claimed that 1.31 lakh people were recruited since 2014. This includes 36,000 youth recruited through Telangana State Public Service Commission.

He claimed that 14.50 lakh job opportunities were provided to the youth through 14,000 companies given permissions under TSiPASS, the industrial policy under which new industries are given all permission in 14 days.

The Congress party challenged the KTR to prove his claims of recruitment of 1.31 lakh people by the government and. All India Congress Committee (AICC) secretary A. Sampath Kumar dared the minister for a debate on the issue.

The Congress leader alleged that it was another ploy by the TRS to mislead youth ahead of elections to two seats of Telangana Legislative Council from graduates constituencies.

Elections to graduates constituencies of Mahabubnagar-Hyderabad-Rangareddy and Warangal-Nalgonda-Khammam are likely to be held in February.

Society for Cyberabad Security Council (SCSC), the collaborative body between Cyberabad police and information technology industry, plans to set up a centre of excellence in cyber security.

Cyberabad Police Commissioner V. C. Sajjanar said since cyber security is going to be the focus area in view of the threats, a centre of excellence is proposed in Cyberabad commissionerate limits.

A programme organised to celebrate 15 years of SCSC was attended Home Minister Mahmood Ali, Director General of Police (DGP) Mahender Reddy, principal secretary, IT, Jayesh Ranjan, police commissioners of Cyberabad, Hyderabad and Rachakonda and representatives of IT industry.

SCSC, a not-for-profit organization and collaboration between Industry, Cyberabad police and other government agencies works on key focus areas of women safety, road safety, infrastructure, cyber security for a safe and secure ecosystem and supports business continuity for Industry sectors in Cyberabad area.

Some of the key initiatives of SCSC include: CCTV network in IT corridor; QRT vehicles; She Shuttles; plasma drive; Margadarshak programme; SanghaMitra programme; project safe stay; SAFE (Safety Awareness for Employees); Radiant Hyderabad; Traffic Volunteers; DilSeY Program (Digital Literacy to Secure Youth); BCP Coordination for Industry.

To mark the 15th anniversary, SCSC brought out a Coffee Table Book which was unveiled by Mahmood Ali. The book recorded the special moments from the past. He described SCSC as the perfect example of Public-Private Partnership.

DGP Mahender Reddy said SCSC has become a role model for the best collaborative efforts between the industry and the police. An interface of this scale doesn’t exist anywhere in the world, he said.

SCSC general secretary Krishna Yedula said in the beginning, SCSC had the vision to enhance the safety and security of Cyberabad, for IT and ITES companies. But in subsequent years, the idea of safety expanded and the mission evolved to include initiatives like road safety, women’s safety and cybersafety.

BVR Mohan Reddy, Executive and Founding Chairman, Cyient, said that SCSC model is the first of its kind not just in India even outside India. He believes that cyber security will be the focus area not immediately but in future. He predicted that India will be the global hub for cyber security products and services.

Jayesh Ranjan noted SCSC played a very crucial role ensuring the IT companies operate from home during the lockdown without any problems. The shifting of work from office to home was the best and most seamless and that too without any break.

Sajjanar said SCSC which has the patronage of 205 member companies is by the public for the public and through the public.

He pointed out that SCSC was the first to set up Covid Control room. The control room buzzed with activity within two days after the lockdown was declared. It worked 24×7 and served with 12.5 lakh food and 1.5 lakh grocery pockets not just in the city but far off and remote places from the city. SCSC was in the forefront in mobilizing blood donation of 8,000 units and helping 8,000 plus covid patients with plasma. Fifteen ambulance services were pressed into the services and attended to medical emergencies of the people. We also fed 3,000 plus animals.

The SCSC model is likely to be replicated at other IT hubs coming up in the state like Warangal, Karimnagar and Khammam. Pune, Bangalore and Chennai cities have also studied the model and are likely to replicate.

Hyderabad has all advantages to become logistics hub: KTR

Hyderabad, with its strategic location and good infrastructure, has all the facilities to emerge as a logistics hub serving the growing manufacturing industry, Telangana Industry Minister K.T. Rama Rao said.

The minister on Thursday inaugurated a state-of-the-art logistics park at Bata Singaram near the city, developed at a cost of Rs 40 crore in Public Private Partnership (PPP) mode.

Stating that Hyderabad is one of fastest growing cities in the world, he said there is potential for setting up of many logistic parks around the Outer Ring Road (ORR).

He asked Hyderabad Metropolitan Development Authority (HMDA) to work on setting up logistic parks near eight important highways including those leading to Vijayawada, Bengaluru, Mumbai and Ramagundam. He said the logistic parks will give impetus to the manufacturing sector.

KTR, as the minister is popularly known, revealed that draft of logistic policy is ready and it will soon be approved by the cabinet to encourage the sector.

He said the growth of this sector could provide employment opportunities to people. According to Logistics Skill Council, even those who have studied upto Class 10 or 12 can get jobs.

He referred to the reports by various research organisations, estimating the requirement of 1.5 crore square feet of warehouses. Currently, the city has 50 lakh square feet of warehouses.

Pointing out that Hyderabad is attracting many new industries, the minister said the city due to its central location in the country has the advantage of emerging as a logistics hub.

“If we create logistic parks, we can ensure smooth and hassle free movement of goods manufactured here to other parts of the country,” he said.

KTR said that Hyderabad has the best infrastructure including 24 hours power supply. He claimed that the government has also ensured that the city faces no drinking water problem till 2040.

The logistics park at Bata Singaram in Ibrahimpatnam Assembly constituency has been developed by the HMDA in partnership with Truck Dock Logistics over 40 acres.

It provides facilities such as warehouses (2 lakh square feet), parking for 500 trucks, cold storage for 10,000 metric tonnes, dormitory for 200 persons, restaurants, office space, fuel stations, primary health centre, and automobile service centre.

The park has the potential to expand warehouse space by another 5 lakh square feet.

This is the second integrated logistics park to come up in Hyderabad. The first one at Mangalapally in the same constituency was inaugurated in 2019.

According to the HMDA, logistics parks act as an integrated one stop facility for freight operators, Third Party Logistic (3PL) service providers, cargo handling companies, truck drivers, warehousing, parking etc.

Telangana’s TDP leader murdered during morning walk

A leader of the opposition Telugu Desam Party (TDP) was hacked to death by unidentified persons in district headquarters town of Jangaon in Telangana on Thursday, police said.

Police said Puli Swamy, 53, a former councillor of Jangaon Municipality, was attacked by two men wielding axes while he was on a morning walk near Social Welfare Residential School on the Hyderabad-Warangal Highway. Jangaon is around 85 km from Hyderabad.

An old rivalry over a land dispute is said be have led to the murder. A local court had recently delivered a judgment in Puli Swamy’s favour.

Assistant Commissioner of Police Vinod Kumar said the assailants fled after abandoning their motorcycle at the spot as it apparently failed to restart.

The ACP said they were trying to trace the vehicle owner, adding that police would track down the killers soon.

Police said some passersby had alerted them that a body was lying in a pool of blood near the school.

Jangaon police lodged a case of murder and sent the body for autopsy to the Government District Hospital in the town.

Telangana governor felicitates Col Santosh Babu’s wife

Telangana Governor Dr. Tamilisai Soundararajan on Tuesday has felicitated Santoshi, widow of Colonel Santosh Babu, a day after he was posthumously conferred with Maha Vir Chakra, the second highest gallantry award.

Santosh Babu laid down his life fighting against the Chinese incursions last year at Galwan valley.

The Governor felicitated Santoshi and her children at Raj Bhavan.

Soundararajan also felicitated Shikha Goel, Additional Commissioner of Police, Hyderabad and N. Shiva Shankar Reddy, Inspector General of Police (Nizamabad Range) on being selected for the prestigious President’s Police Medals.

Chadalavada Hemesh was also felicitated by the Governor. The 13-year-old has been awarded Pradhan Mantri Rashtriya Bal Puraskar for developing a wearable device for those afflicted with Alzheimer’s disease.

The Governor also honoured Lt. General TSA Narayanan, Commandant of Military College of EME, Secunderabad for getting the award of Ati Vishishta Seva Medal.

The Governor appreciated their dedicated services and thus bringing laurels to the state and the country.

Soundararajan also hosted a virtual At Home for the inmates of the Bala Sadans across the state on the occasion of Republic Day.

As the regular At Home could not be conducted as part of the Covid-19 preventive measures, the governor instead interacted with the inmates of Bala Sadans in a virtual mode and motivated them to work diligently to realise their dreams.

“This is the happiest and memorable Republic Day for me, as I interacted with the inmates of Bala Sadans. They are having great confidence, communication skills and the dreams to realise and goals to achieve to serve the underprivileged in future,” the Governor added.

Dr. Tamilisai Soundararajan assured all the children that they would be invited to the Raj Bhavan when conditions become normal and would give them a treat.

The governor was moved by the suffering that some children had to go through at the hands of their relatives before their joining the Bala Sadans.

A couple of children exhibited their singing talents and each of them, whoever got the chance to interact at the virtual meet, narrated their stories and dreams in a moving way.

India’s youngest state becoming strongest: Telangana Guv

India’s youngest state Telangana, with new schemes, new initiatives, innovations and a successful record, is emerging as the country’s strongest state, said Governor Tamilisai Soundararajan.

Addressing the 72nd Republic Day parade on Tuesday, she said by implementing a plethora of innovative, unique and people-oriented schemes and programs within a short span of time has carved a niche for itself in the history of the country.

The Governor noted that since the responsibility of governing the state was entrusted to Chief Minister K. Chandrasekhar Rao, who happened to lead the movement for separate statehood for Telangana, it stood first and unique in the country in several sectors due to the planned and systematic efforts, during the past six-and-a-half years and has been providing inspiration to other states to emulate Telangana.

For the second consecutive year, the Republic Day ceremony was held at Public Gardens. Chief Minister Rao, his Cabinet colleagues and senior officials attended the event.

The Governor claimed that the state government with full dedication, determination and commitment has successfully been able to reconstruct and rebuild the state. Telangana has achieved great success in several sectors and has been attracting the attention of the entire country and became a role model.

“Strong foundations are being laid for a Bangaru Telangana, where there is no hunger, no suicides, and where there is bountiful peace and happiness, wealth and prosperity.”

Soundararajan said while the state went through difficulties during 2020, due to the Covid-19 pandemic, 2021 began with lot of optimism as the vaccination for Covid has started and is being administered on priority basis.

She claimed that with the combined and well-coordinated efforts of the central and state governments, the spread of the virus was effectively contained. “By strict implementation of the lockdown, and by offering the best medical treatment to the affected, the mortality rate in the state has been brought down to the lowest possible.”

A record number of above 76 lakh Covid tests were conducted across the state by setting up the centres even at the mandal level. In the state 2 lakh tests were conducted for every 10 lakh people, as against national average of 1.39 lakh tests.

The governor said though the state incurred a huge revenue loss of Rs 52,000 crore due to the disruption of activities caused by the pandemic, the state government continued all its welfare and social security schemes for the benefit of the poor.

The governor stated that the state government is taking plan-based measures to bailout agriculture sector from the crisis faced before formation of the state. The agriculture policies and programs launched by the state government have earned international acclaim. The state government has undertaken construction of major irrigation projects to overcome the lack of irrigational facilities faced by farmers for decades together. Irrigation facilities have been tremendously improved, thanks to Kaleshwaram project, the largest multistage lift irrigation project in the world.

The RythuBandhu scheme which is the first of its kind in the country was introduced to help the farmers as investment support for agriculture. It is being continued in spite of COVID resulted financial problems. For the Rabi season, the state government has extended a,7,351 crore assistance under the scheme to cover 60 lakh farmers owning 1.47 crore acres.

The Mission Bhagiratha programme which attracted attention of the entire country, has once for all solved the drinking water problem in the state. For 23,968 habitations in the state, safe and pure drinking water is supplied daily.

The governor said that owing to the IT policy brought in by the state government, world famous IT companies opened their offices in the state. IT companies are of the view that the Telangana is the right destination for operating their businesses as well as for the safety of their data. Amazon Web Services came forward to set up its Data Center Region with an investment of Rs 20,761 crore in Hyderabad. Multinational companies like Microsoft, Google, IBM, Oracle and others have also opened their office campuses in Hyderabad. The government has started IT hubs not only in Hyderabad but also at two-tier cities like Warangal, Karimnagar and Khammam.

The IT exports at the time of formation of the state were Rs 66,276 crore per year and in the last financial year it went up to Rs 1,28,807 crore.

She said work is on at a rapid pace to transform Hyderabad from a metropolitan city into an international metropolis. The lockdown period was put to best use to complete the road works, and bridges construction in the city. About 250 kms of BT roads were laid. The works undertaken under the Strategic Road Development Programme (SRDP) are progressing at a faster pace.

Stating that the maintenance of law and order is on the top of the agenda, the Governor said the state government is acting with an iron hand against anti-social elements and those harassing women.

“It is important to note that 65 per cent of the CCTV cameras installed in the country are in Telangana state. The Police Command Control Centre set up with state-of-the-art technology, which is the first of its kind in the country, will be opened soon in Hyderabad. The entire police department has been revamped for effective maintenance of law and order and for better coordination among the police stations.”

Telangana to implement 10 per cent quota for EWS

The Telangana government has decided to implement 10 per cent reservation to the Economically Weaker Sections (EWS) in the state, Chief Minister K. Chandrasekhar Rao announced on Thursday.

He said a high-level review meeting will be held in the next two to three days on the matter and appropriate orders will be issued.

“There is a need to implement 10 per cent reservation in jobs and education to those economically weaker classes. We have decided to implement 10 per cent reservations to the EWS while continuing the reservations to those who are already enjoying the benefit as it is,” he said.

“As on date in the state, 50 per cent reservations are being implemented to the weaker sections. With 10 per cent reservations to the EWS, the reservation percentage will be 60 per cent,” he added.

It was in 2019 that the Centre had announced 10 per cent quota for EWS but the Telangana government had not taken a decision to implement it in the state.

The Narendra Modi government had told the Supreme Court early this month that the decision to implement the 10 per cent quota for the economically weak sections in states lie with the state governments.

The Union Ministry of Social Justice and Empowerment stated this in response to a petition seeking the implementation of the quota in Tamil Nadu and Karnataka.

The Telangana legislature in 2017 had already passed a bill enhancing Reservation for Muslims from four per cent to 12 per cent and for Scheduled Tribes (STs) from six per cent to 10 per cent.

The state had requested the Centre to amend the Constitution to relax 50 per cent upper limit for quota to all sections as prescribed by the Supreme Court. Despite repeated demands by the Chief Minister, the Centre did not agree to the proposal.

KCR master stroke to BJP Hindutva agenda

Since the GHMC elections, it became clear that the ruling TRS is going to face a tough competition from the BJP. The upper caste Hindu votes in Telangana are indeed a matter of great concern. The Velamas, Reddys, Kammas, Brahmins, Vysyas, etc were largely divided among the TRS, Congress, BJP and to a minor extent TDP.

No doubt, if the BJP is allowed to take forward its Hindutva agenda at the current pace, KCR would have to face a difficult time ahead. The rise of the BJP has led to a triangular fight between the TRS, Congress and BJP in most segments. As a result, small swings in votes would also make or mar the winning chances. The aggressive politics being pursued by BJP Telangana President Bandi Sanjay has posed another challenge.

In the midst of severe competition, KCR has come out with his surprise strategy which has potential to tide over the Hindutva threat to the TRS. The TRS boss has announced 10 percent reservation for the Economically Weaker Section (EWS) candidates among upper castes in education and jobs as well.

Analysts say that it is going to be a timely calculated move that will help the TRS retain its firm hold on the voter mood. Moreover, some sections of the BCs are expected to come under the BJP influence. KCR has no option but to polarise and get a bigger share of the upper caste vote bank for his party to continue its supremacy in the State.

4,000 healthcare workers to get Covid vaccine on first day in Telangana

The stage is set for Covid-19 vaccination rollout in Telangana where 4,000 healthcare workers in government-run facilities will receive the first dose on Saturday.

Health authorities have made all arrangements to vaccinate the beneficiaries at 139 centres spread across all 33 districts in the state.

Health minister Eatala Rajender and director of medical education Ramesh Reddy will receive the vaccine at Gandhi Hospital in Hyderabad.

Governor Dr Tamilisai Soundararajan will participate in vaccine rollout programme at Nizam’s Institute of Medical Sciences (NIMS).

Ministers, members of Parliament, members of state legislative assembly and council and public representatives down to the level of village sarpanchs will participate in the programme in district and area hospitals and in primary health centres in rural and urban areas.

Director of public health G. Srinivas Rao said Prime Minister Narendra Modi will launch the programme in virtual mode at 10.30 a.m. Arrangements have been made for two-way communication at two vaccinations centres at Gandhi Hospital and a rural health centre at Narsingi.

A maximum of 30 beneficiaries will be vaccinated at each centre. The numbers will be ramped up in phases from Monday and in coming days this will reach the maximum level of 100 per centre.

Majority of beneficiaries during the first few days of the vaccination drive will comprise staff from sanitation and security wings of teaching, hospitals, district hospitals and area hospitals and ASHA, Anganwadi and other workers at primary health centres .

The state health authorities have identified 3.15 lakh healthcare workers in government and private institutions and registered them in Cowin application, especially developed for Covid vaccination.

The number of centres for vaccination will also be increased gradually from Monday and in next few days the programme will be conducted at all 1,213 centres depending on the availability of the vaccine doses.

Srinivas Rao said Covid vaccine will be given between 9 a.m. and 4 p.m. every Monday, Tuesday, Thursday and Friday while routine vaccination programme for children and women will continue every Wednesday and Saturday. There will be no vaccination on Sundays and public holidays.

The state has so far received 3.74 lakh doses from union ministry of health and family welfare and they were stored in 2-8-degree temperature. The authorities have already transported over 50, 000 doses to the districts.

The authorities reassured beneficiaries that both Covishield and Covaxin approved for emergency use by Drug Controller General of India (DCGI) were safe and that there is no need for any apprehensions.

When his attention was drawn to reports that some doctors were not ready to take Covaxin as its third phase trials were not completed, director of public health said there should be no discrimination between vaccines.

He said as per Government of India guidelines consent will be taken from those who will be receiving Covaxin shot. Their health status will be examined and scrutinised before giving the vaccine and after vaccination they will be monitored for seven days for any adverse events. Similar process will be followed after the second dose which will be given after four weeks.

“We should be proud that Covaxin has been developed indigenously and that too on the soil of Telangana. Nobody should have any worried. If necessary, I will take Covaxin in coming days,” he said.

The officials said they were strictly following the protocols prescribed by the union ministry and the directions of Chief Minister K. Chandrasekhar Rao to deal with any case of reaction following Covid vaccination.

An observation room has been set up at each centre where every beneficiary will be monitored for 30 minutes after vaccination. The department has arranged vehicles to shift anybody who may develop some reaction after taking the vaccine. Intensive care units with 5-10 beds have been set up at 57 hospitals across the state to tackle such cases. This arrangement will be in place for entire period of vaccination which may last eight to nine months.

“We vaccinate lakhs of people every year under routine immunisation programme. Reactions like pain and developing fever are not uncommon after taking vaccines. One in lakhs may have adverse reaction after vaccination and we are fully geared up to deal with this,” said Ramesh Reddy.

He hopes that Covid vaccination will weaken intensity of the disease as happened in the case of Swine Flu.

“After taking vaccination antibodies will be developed to face the infection. T cells get activated and antibodies kill that particular virus. If this happens we will break the cycle and if we break cycle, the disease will die natural death. Even if it comes back, it will not be intense,” he said.

Rs 1,000-Cr MassMutual Global centre in Hyderabad

Hyderabad continues its supremacy in attracting global investments especially from the US. Now, yet another Fortune 500 company signed a deal with Telangana to set up its multi-crore centre in the State. The agreement was reached between IT and Industries Minister KTR and Arthur Reel, technical head of MassMutual, which is an insurance and financial services company with 170 years of experience.

KTR said that it was yet another glowing feather in the cap of Telangana with MassMutual coming to Hyderabad. The company stands in 89th position in the list of Fortune 500 companies in the world. Mass Mutual is now going to set up its Global Capability Centre in the Telangana Capital. It is going to invest Rs. 1,000 Cr in its new centre to be set up in 1.5 lakh sft in the financial district located at Nanakramguda.

KT Rama Rao has said that the company will be initially creating 300 jobs. More than that, the prestigiou Mass Mutual is setting up its first centre outside of the US in Hyderabad city here. This is indeed a big compliment for Telangana State. The IT Minister expressed happiness at Hyderabad going to the next level in its capability to attract international investments by leaps and bounds. All the necessary infrastructure is being created in the cosmopolitan city to meet the emerging needs of its expansion and to welcome future investments. Growth slowed down in Hyderabad between 2015 and 2019 but the city started seeing exponential progress since 2019.

Covid vaccines to be administered at 1,213 centres in Telangana

Covid-19 vaccines will be administered at 1,213 centres across Telangana from January 16.

Chief Minister K. Chandrasekhar Rao on Monday directed officials to make all preparations for the Covid vaccination. He said arrangements should also be made to treat people who may develop side effects after the jab.

He reviewed the arrangements for vaccination programme during a meeting with the ministers and district collectors. Later, the Chief Minister participated in the video conference with Prime Minister Narendra Modi.

A doctor and a room will be made available at each vaccination centre for those who may suffer side effects after the vaccination. An ambulance will also be kept as stand by. A statewide call centre will also be put in place. The Chief Minister asked officials to strictly follow Covid protocols while administering the vaccine.

“The government of India has identified Serum Institute’s Covishield and Bharat Biotech’s Covaxin as the effective vaccines. We have decided to administer these vaccines in Telangana. Initially, ASHA workers, Anganwadi staff, medical and health employees will be given the vaccine. Later, police, security personnel, sanitary workers and other frontline workers will be covered. Subsequently, the vaccine will be administered to those above 50 years and people with co-morbidities,” the Chief Minister said.

Rao said gram sarpanches and panchayat secretaries should take the responsibility to get the people on priority basis to the vaccination centres. Police Station House Officers and Sub Inspectors should take the responsibility of getting the vaccine for the police and other security personnel.

The government has already made the necessary arrangements to give vaccine in all the primary health centres. In all, 866 cold chain points have been created to transport the vaccine, and volunteers are ready at all the stages.

A committee headed by the Chief Secretary will monitor the vaccination programme.

T’gana to finalise Covid vaccine distribution plan on Jan 11

The government of Telangana will finalise an action plan for administering Covid-19 vaccine in the state on January 11.

Chief Minister K. Chandrasekhar Rao has convened a meeting with all ministers and district collectors to discuss the distribution of vaccine.

The meeting will also discuss the coronavirus situation and measures taken to contain its spread. Administering of the corona vaccine to the people will also be discussed at the proposed meeting. An action plan will be finalised at the meeting on distributing the vaccine to all the regions and administering the vaccine to the people on a prioritised method, said the Chief Minister’s Office.

The Chief Minister will also take a decision on reopening of the educational institutions in the state.

The meeting will discuss and decide when to reopen the classes, from which standard classes should begin and how to manage the classes. The CMO said the meeting will review the method followed in other states.

The meeting will also discuss several important issues of Revenue, Panchayat Raj, Medical and Health, Municipal, Education, Forestry and other departments and take decisions.

The Chief Minister recently held a meeting with senior officials and collectors on issues relating to the Revenue department. At the January 11 meeting, revenue matters like mutations, Sada Bainamas regularisation, setting up of the tribunals and other related issues would be discussed. The meeting will finalise the action plan to solve all the revenue issues speedily.

The meeting will review the implementation of ‘Palle Pragathi’ and ‘Pattana Pragathi’ programmes. The meeting will discuss whether the funds are being given on time and how they are being utilized. A review will also be done on the progress of works under Palle Pragathi and Pattana Pragathi programmes.

The implementation of the Haritha Haram programme aimed at increasing the green cover in the state will also be reviewed. Discussion will also take place on the measures taken to increase the green cover in the villages and urban areas and the programmes to be taken up in future.
