KCR seen without mask in Assembly

2

The Telangana Assembly session began on Monday. This is the first legislative session since the outbreak of COVID-19 and the Opposition is expected to corner the ruling Telangana Rastra Samiti (TRS) over its ‘failure’ to contain the spread of the disease.

Chief Minister K Chandrasekhar Rao has introduced a resolution to condole the death of former President and Bharat Ratna Pranab Mukherjee . KCR recalled Pranab services to the nation and also his key role in awarding statehood to Telangana.

While all members are wearing masks, the Chief Minister walked inside the Assembly wearing a Kanduva. He was seen struggling to cover his mouth and nose while moving condolence resolution on the death of Pranab Mukherjee. Agriculture minister Niranjan Reddy likened the relationship between KCR and Pranab to that of a father and son. Although Niranjan Reddy had a mask, it was not on his face. It was hanging around his neck. Wearing of masks was made mandatory for all legislators.

Speaker P Srinivas Reddy asked all members to undergo mandated tests and the use face masks. He suggested the members not to share food with others and avoid touching iron and steel furniture on the House premises. All the members will have to produce Covid test results before entering the house.

The construction of irrigation projects by the Andhra Pradesh government under Rayalaseema Lift Irrigation Scheme, crop loss due to heavy rains and the fire accident in the Srisailam Hydel Project will be raised in the Assembly.

NTR biography in 10th class textbook: NBK thanks KCR

5

A biography of United Andhra Pradesh former Chief Minister Late NT Rama Rao was included in the 10th class textbooks. Overjoyed at this, actor, MLA and NTR’s son Nandamuri Balakrishna has expressed profound thanks to Telangana Chief Minister K Chandrasekhara Rao. It is well known that KCR is an ardent and diehard fan of NTR. KCR has even made it known to the world by naming his only son after NTR. KTR full name is K Taraka Rama Rao.

In his thanksgiving, Mr. Balakrishna recalled how NTR fought for and achieved self-respect for the Telugu people in front of the whole country by opposing the unquestioned leadership of Delhi. He stood out as an outstanding Telugu personality who had left an indelible mark on the country’s political scene. NTR created many records not just in the film industry but also politics. It was possible only for NTR to challenge a national party and defeat it within eight months of entering the political scene.

KCR has included NTR’s biography and contributions to Telugu people in 10th class textbooks to express his admiration for the departed leader and actor. It goes without saying that NTR will remain an undisputed leader in the hearts of crores of people in both the Telugu States. Forming a political party singlehandedly and leading it to victory was not a small achievement by any standards.

After water-sharing battle, AP and T now in fresh tussle

3

After the war over water sharing, the KCR and Jagan governments have now locked horns over running inter-state bus services.

In the latest tussle, both the governments are differing on running inter-state buses on certain routes. The bone of contention between both the governments is the lucrative Vijayawada-Hyderabad sector. The KCR government is insisting that the Jagan government forego the profitable route operations. The transport officials of both the governments held several talks but have failed to reach an agreement on the contentious route.

With no agreement in sight, now the transport ministers of both the states are likely to hold talks on Monday to resolve the issue.

The agreement reached between both the governments on running inter-state bus services as part of the AP Reorganization Act ended in June 2019. The Covid-19 lockdown has brought a break to the inter-state bus services between the two states.

Plea in Telangana HC to halt Rayalaseema Lift Irrigation project

0

A petition was filed in the Telangana High Court opposing the Andhra Pradesh government’s Rayalaseema Lift Irrigation Scheme.

The petitioners Vamsi Chand Reddy and Srinivas argued that the Jagan government was going ahead with the project despite the Krishna River Management Board directing the Andhra Pradesh government to stop Rayalaseema project work.

The petitioners contended that the AP government had called for tenders to execute the project despite the Krishna River Management Board directive and also Jal Shakti Minister Gajendra Singh Shekhawat instructions not to do so.

The petitioners also brought to the notice of the court that the Telangana government took objection to the AP government’s administrative sanction to draw and utilise six to eight TMC of water per day from the Srisailam reservoir on Krishna River.

Three firms — Navayuga Engineering Company Ltd (NECL), a joint venture of SPML – NCC, and Max Infra (I) Ltd — filed their bids and the officials held the technical evaluation of the same on August 13.

Jal Shakti Minister Gajendra Singh Shekhawat had recently written a letter advising the Chief Ministers of Telangana and Andhra Pradesh not to proceed with the construction of projects which have not been cleared by the agencies concerned such as the Central Water Commission (CWC).

Jagan shot back. In a letter to Shekhawat, Jagan clarified that that the Rayalaseema project is being built with the objective of using the water that Andhra Pradesh receives in the summer as per the Reorganization Act.

Jagmohan Reddy in response to the letter by Union Minister, Shekhawat regarding the new projects taken in Andhra Pradesh, the Chief Minister informed that “no” new project is taken up by the state government, Andhra Pradesh is drawing only the share allocated to the state in Krishna Water Disputes 1 (KWDT). Krishna River Management Board (KRMB) is implementing the same.

The Apex Council meeting scheduled to be held on August 25 was postponed after
Shekhawat was tested positive for Covid-19.

The Monsoon Session of the Telangana Assembly will begin from September 7 under strict Covid-19 protocols.

The Assembly administration is taking all the precautions to prevent an outbreak in the Assembly. All the Ministers and MLAs will be allowed entry only after they undergo the Covid tests.

KCR govt cracks whip on private hospitals for overcharging Covid-19 patients

1

The KCR government has started cracking its whip on private hospitals overcharging Covid-19 patients in violation of its order capping the cost of treatment for such patients.

On Monday, the Telangana government issued a notice banning Deccan Hospital from admitting New patients on complaints that the hospital was fleecing Covid-19 patients. The government found that the hospital was charging lakhs of rupees to treat patients infected by the deadly corona virus.

The government had passed an order capping the charges on the private hospitals, including corporate hospitals for the treatment of Covid-19 patients. The chargez cannot exceed Rs 4,000 per day in normal wards (including isolation), Rs 7,500 in Intensive Care Units (ICU) without ventilator and Rs 9,000 with ventilator support. The charges include monitoring (of patient) and investigations like CBC, urine routine, anti-HIV, ultrasound, ECG, 2D Echo, X-ray etc, apart from drugs, consultations, bed charges, meals and procedures like urinary tract catheterisation among others.

COVID-19 testing – to be done as per actual cost fixed by the state government at Rs 2,200.

Chief secretary Somesh Kumar had warned of serious action against any lab or diagnostic centre or any private hospital found exploiting people or patients by over-charging or levying extra charges.

Deccan Hospital is the first hospital in the state to be blacklisted. Earlier, the High Court had served notices to four private corporate hospitals including Medicover hospital, Yashoda Super Speciality hospital, Sunshine Hospital and Care Hospital in Hyderabad over allegations of excessive charges. The move to blacklist the hospital serves as a warning to erring corporate hospitals for overcharging Covid-19 patients.

The overcharging by corporate hospitals has led to severe distress among families approaching private corporate hospitals in Telangana for coronavirus treatment.

The exploitation comes at a time the number of Covid-19 positive cases have been rising in the state with nearly 90% of cases being reported in Greater Hyderabad Municipal Corporation (GHMC).

The Telangana government was not inclined to give permissions to corporate hospitals for the treatment of Covid-19 patients on the grounds that they will fleece patients, the High Court directed the government to allow private hospitals to treat coronavirus patients.

IT minister K T Rama Rao recently expressed deep anguish over complaints of overcharging Covid-19 patients by corporate hospitals.

Covid-19 community transmission started in Telangana, says official

1

For the first time since the outbreak of the pandemic in Telangana, an official of the directorate of state medical health education has admitted that community transmission of Covid-19 has begun in the state.

In an interview to a TV channel, the official of the directorate of medical health education said, “Community spread has begun. In some cases, we are not able to determine the source and chain of infections. People have to be very careful in the coming four to five weeks. Unless civic sense prevails on people and they take home quarantine seriously, there will be a bigger surge and the possibility of a vast community spread,” the official of directorate of medical health education stated.

He admitted that post-lockdown there has been a surge in cases due to influx of people from more infected states, many also did not strictly follow home quarantine rules, leading to further spread among their family members and primary contacts, he pointed out.

The startling revelation comes at a time the state had been witnessing an alarming rise in the Covid-19 cases. Telangana reported 1,558 positive cases and nine succumbed to Covid 19 in the last 24 hours. The total number of positive cases crossed 49,259 while the fatalities crossed 438.

According to the World Health Organization, community spread occurs when a positive patient has not been exposed to another known Covid-19 patient, indicating that the infection is well-established in the community.

Even as the directorate of state medical health education confirmed there was community transmission in Telangana, the KCR government has remained silent on it. As a matter of fact, the government since the outbreak of the pandemic had been in a denial mode and maintained there was no community transmission even as the state neared 50,000 Covid-19 cases.

Health minister Eetala Rajender ruled out community transmission in Telangana citing a report by the directorate general of Indian Council of Medical Research report.

Exponential rise in Covid-19 positive cases among people and chances of them infecting the local population is a major risk factor, the official said. The regions that are most at risk of community transmission include Hyderabad, Secunderabad, Rangareddy, Sangareddy, Medchal, Bhadradri Kothagudem and Karimnagar

Further, the official of the directorate of medical health education cautioned that the state could see a further surge in the cases if people fail to follow protocols such as use of masks in public and physical distancing norms.

T’gana govt terms HC remarks on COVID-19 handling as ‘painful’

1

With Telangana High Court repeatedly pulling up the state government for its poor handling of COVID-19 situation, top officials on Tuesday said that despite their untiring efforts to check the pandemic, the court’s remarks were “painful”.

A day after the High Court summoned Chief Secretary and five other top officials and warned that heads will roll for not ignoring its directions repeatedly, a meeting presided over by Chief Minister K. Chandrashekhar Rao reviewed the situation.

Officials who attended the meeting felt that everybody is filing Public Interest Litigations (PILs) and the High Court continued to accept them for hearing.

Medical and Health Minister E. Rajender, Chief Secretary Somesh Kumar, Principal Secretary (Medical and Health) Syed Murtuza Rizvi, Principal Secretary (Finance) Ramakrishna Rao, several heads of medical departments, Srinivas, Ramesh Reddy, Karunakar Reddy, Gangadhar and others attended the meeting held at the Chief Minister’s official residence Pragati Bhavan.

According to a statement from the Chief Minister’s Office, several participants expressed their opinions on the High Court expressing its anger despite the fact that the government and medical staff are working with commitment with regard to taking measures to contain the virus, conducting the tests and the treatment.

“On the Corona issue, every other person is going to the High Court. So far, the High Court has admitted 87 Public Interest Litigations. Due to the daily hearings, the officials are facing problems and hardship. Senior doctors and other officials, who are working day and night giving treatment to the needy, are forced to spend more of their time running to the Court.

In this hour of crisis, these senior officials had to leave their primary duty and are spending time to prepare for the court hearing and to attend the hearings. With this, they have not been able to render cent percent justice to their duties.”

They claimed that compared to other states in the country, the situation in Telangana is better. The mortality rate is low but yet the state government and the medical officers are working to the best of their ability. The state administration is ready to provide medical treatment to any number of patients whatever may be their number. “Everyday thousands of tests are done. It is painful that though so much has been done, yet the High Court made some comments.”

They pointed out that earlier someone filed a petition seeking directions to conduct tests on the dead bodies.

“The High Court gave orders in their favour. Taking into consideration the factual situation, the Supreme Court had set aside the High Court orders. But yet, PILs are being filed in the High Court and the High Court is admitting them. With the Court hearing 87 PILs, it is inconvenient for the Chief Secretary, principal secretary, hospital superintendents concerned when the High Court is summoning them. The precious time of the medical and other senior officials is spent on attending the Court hearings.”

“Based on the comments made by the High Court, some media organisations are also reporting in such a way to convey that the state government is not doing anything on the matter. This is shattering the morale of the medical staff who are rendering the services putting their own lives at stake.”

According to the statement, the Chief Minister gave a patient hearing to the opinions expressed and directed the officials concerned to file an affidavit in the High Court on conducting the investigative tests, treatment given and precautions taken while administering the treatment with all facts.

For the High Court hearing, the officials should submit all the information that the Court sought and inform it about the work done, he said.

The High Court on Monday directed six top officials, including the Chief Secretary, to appear before it on July 28.

The court asked the government to respond why no action should be taken against the officials who are repeatedly ignoring its orders.

A division comprising Chief Justice Raghavendra Singh Chauhan and Justice B. Vijaysen Reddy expressed its unhappiness over the government not implementing orders passed by it on earlier occasions.

This is the fourth time the court has pulled up the government and expressed its displeasure over the poor handling of the pandemic in the state.

“This is the fourth and last chance given to the government ..or else the court would make sure that heads start rolling,” the bench remarked.

The court made some serious remarks on the way the government is handling the situation and took it to task for not implementing its earlier orders for conducting more COVID-19 tests, providing better treatment facilities, maintaining transparency and disseminating all the information to people.

Telangana HC summons Somesh Kumar, top officials on COVID-19

0

Pulling up the KCR government over its handling of Covid-19 situation in the state, the Telangana High Court on Monday ordered state Chief Secretary Somesh Kumar among other top officials to appear before the court on June 28.

The High Court also ordered principal and chief secretaries of the state’s medical, health and municipal administration departments to appear before it on July 28. The court directed the district collectors to disclose district-wise details of COVID-19 cases. The court directed officials concerned to disclose details of number beds and ventilators available in various hospitals.

The court warned the state government that it is giving the last chance to comply with its orders failing which it will initiate stringent action against the officials. The High Court questioned Advocate General B.S. Prasad why cases should not be booked against the officials concerned for disobeying its earlier orders and why they should not be suspended for their inaction. Compared to other states, Telangana was far behind in data collection and sample testing, the court observed. Further, the HC stated that Telangana miserably failed on testing, falling behind states like Andhra Pradesh and Delhi.

The court turned its ire against the state government for not releasing bulletins with regard to the number of beds, ventilators, PPE kits, masks and gloves. On its direction to release critical information regarding Covid-19 in government media bulletins every day, the court noticed that vital details were conspicuously missing from the official releases. In a more serious observation, the HC was of the view that the Telangana government was deliberately hiding the facts and misleading the court. The court observed that it was the fundamental right of the people to know information about the number of beds, treatment and testing. “Is the government in deep slumber,” the HC questioned the Advocate General.

On July 2, the HC warned that it will be forced to summon the state chief secretary and other senior officials for a personal appearance if the authorities fail to follow its directions. The court warned that it will have to summon the principal secretary of the medical, health and family welfare department, MAUD principal secretary and GHMC commissioner — will have to appear before the court if its orders remain unimplemented.

COVID-19 cases in Telangana climbed to 43,780 with 409 fatalities.

Covid-19 spread in Telangana raises question over ‘Prajavani’

1

With over 150 employees in the offices of district collectors and revenue department in Telangana infected with Covid-19, ‘Prajavani’ or the weekly public grievances redressal day is giving jitters to the staff.

Collectors, Revenue Divisional Officers (RDOs) and Thesildars or Mandal Revenue Officers (MROs) are in a dilemma whether to go with the programmes held every Monday or cancel them.

Fifteen employees each have been tested positive in the offices of Hyderabad and Ranga Reddy district collectors in the last couple of days. Twelve employees in six other district collectorates have also contracted the virus.

Several employees in the offices of RDOs and MROs have already tested positive. A MRO died of coronavirus in Mancherial district.

‘Prajavani’ is conducted every Monday at the offices of district collectors, RDOs and MROs. District collectors, additional collectors, deputy collectors and other district officials attend the programme held at the offices of all 33 district collectorates.

People submit applications to the officials about their problems and seek their redressal. The applications pertain to correction in land records, pensions, ration cards, caste certificates and benefits under various government schemes.

Hundreds of people turn up at collectorates, RDO and MRO offices to lodge their complaints. Employees concerned receive the complaints and upload them on the website. After the applicants call on the officials concerned, orders are issued on the action to be taken. At least 7-8 staff members have to speak to the people while registering their grievances.

Some employees in the revenue department say this was leading to the spread of the virus. Concerned over the recent spike in cases, the officials have installed boxes at MRO offices so that the people can drop in their complaints.

The Covid-19 cases in the offices of Hyderabad and Ranga Reddy district collectors have sent the other staff members in tizzy. Several top officials have stopped coming to offices and few have gone into home quarantine as they had come into contact with those who tested positive.

Three drivers and 12 other employees at Hyderabad collectorate tested positive during the last couple of days.

Hyderabad and Ranga Reddy are the two worst affected districts, accounting for over 70 per cent of more than 42,000 cases reported so far in the state.

The state secretariat and Greater Hyderabad Municipal Corporation (GHMC) recently saw many employees testing positive for Covid-19.

The staff at RDO and MRO level are scared as they not only have to attend the meetings but also make field visits to conduct an inquiry into land related matters or identify beneficiaries for schemes like double bed room houses for poor.

RDOs and MROs at few places in the state have already asked people not to come to the office but either drop in their applications in the boxes installed outside the offices or contact the village revenue officers on WhatsApp.

Some district collectors are considering the proposal to conduct ‘Prajavani’ through video conferencing to avoid assembly of large number of people at their offices.

Telangana Revenue Employees Services Association (TRESA) president V. Ravinder Reddy has demanded that the government cancel all the meetings and public interaction programmes till Coronavirus is completely contained.

“Several employees who tested positive are facing severe hardships as they are unable to pay the hefty bills at private hospitals. To save the employees from further inconvenience the government should cancel all meetings and such programmes where they have to interact with people,” he said.

Telangana HC pulls up KCR govt over treatment of Covid-19 patients

2

The Telangana High Court on Tuesday once again slammed the KCR government over its handling of the outbreak and not following its earlier directives.

Expressing concern over the grim situation in Telangana, the High Court pulled up the state government over its improper handling of COVID-19 patients, treatment and testing.

Slamming the Telangana government for not following its earlier directives, the High Court has directed the Telangana government to submit a detailed report on the treatment being provided to Covid-19 patients at the government hospitals and those in home quarantine.

Further, the court turned its ire on the government on low testing and directed the government to come clean on the centers where the testing and treatment was being conducted.

To this, the AG informed the High Court that treatment for emergency patients was being conducted at Gandhi Hospital, Chest Hospital and King Koti Hospital. Treatment for patients with mild symptoms were being treated at Sarojini , Ayurvedic and Nature Cure Hospital, the AG informed the court.

The High Court had directed the Telangana government to inform the public through media the centers where Covid-19 tests were being conducted.

Further, the HC expressed deep anguish over the sorry state of affairs in the state in so far as Covid-19 situation and its handling was concerned. The HC observed that the government had failed to provide due care to the Covid-19 patients bodies.

Earlier, the High Court bench comprising chief justice Raghavendra Singh Chauhan and Justice B Vijaysen Reddy had directed the Telangana government to submit a report on the number of tests conducted between May 23 to June 23 and the details of the primary and secondary contacts. The court had also ordered submitting details on the number of PPE kits supplied to the healthcare workers, warning that it may initiate contempt proceedings for not adhering to the orders passed earlier on supply of PPE kits to frontline warriors.

The HC observations come in the wake of an alarming rise in Covid-19 cases in the state which have climbed to 37,745 positive cases with 375 fatalities.

Telangana condemns PIB release on COVID-19

1

Telangana has condemned Press Information Bureau’s daily release on COVID-19 on Tuesday for making ‘false allegations’ against the state.

In a statement on Tuesday night, Director of Public Health Dr. G. Srinivasa Rao strongly condemned and expressed utmost displeasure at the PIB’s press release. He alleged that the PIB resorted to blame game.

PIB, a nodal agency of the central government, targeted Telangana in its daily bulletin on COVID for not doing mass testing.

According to PIB release, the Telangana High Court tore into the state government for not doing mass testing for COVID-19 and summoned public health director Dr G. Srinivas Rao to appear before it to explain. “While Telangana, after much delay, has started rapid antigen testing, it is not following the ICMR protocol strictly. Though the ICMR has suggested that those who test negative in an antigen test, need to undergo a RT-PCR test, the government has decided to ask symptomatic people to go into isolation, instead of testing them again,” it said.

The state government, however, took exception to the tone and tenor of the PIB’s release. Srinivas Rao accused it of making false allegations. Stating that the release is absolutely baseless, he said it tried to tarnish the efforts of the state in the control and management of COVID-19.

“In fact, The Honourable high court took stock of the situation and appreciated the efforts taken by the state in terms of testing, hospital preparedness and case management. Telangana state has maintained and strictly followed all the protocols and SOPs of ICMR as well as Government of India,” he said.

Claiming that Telangana is taking all required measures in securing its citizens from COVID-19, the director urged the citizens of Telangana to beware of such news.

Meanwhile, Telangana on Tuesday conducted 13,175 tests, the highest in a day. The director said 1,524 samples tested positive. With this the number of positive cases rose to 37,745.

Covid-hit Padmarao throws norms to winds at Bonalu

1

The KCR government had imposed several curbs on public gatherings in view of the alarming rise in the Covid-19 cases, especially in the twin cities of Hyderabad and Secunderabad.

Husbandry and cinematography minister Talasani Srinivas Yadav appealed to devotees to desist from large gatherings in celebrating Telangana’s ancient Bonalu festival.

Nearly two weeks after recovering from Covid-19, Telangana deputy speaker Padmarao Goud took part in Bonalu festivity amid large gatherings in Secunderabad in clear violation of his own government’s guidelines. A video showed Padmarao Goud taking part in Bonalu rituals without a face mask even as a bare-bodied ‘potharaju’ was dancing around merrily amid the sounds of drum beats.

In the video that went viral, Padmarao Goud was seen slipping the face mask into his pocket, later he removed his shirt even as a large gathering encircled him. Incidentally, IT and MAUD minister gave the face mask to Padmarao Goud.

Recently, Padmarao Goud was tested positive for coronavirus. Along with Rao, four of his family members were also infected with the coronavirus and all of them were put under home quarantine at their residence in Secunderabad. After treatment in a private hospital, Padmarao Goud was discharged. This is his first public appearance just days after recovery from Covid-19.

Referring to Padmarao Goud, K T Rama Rao had earlier stated that anyone can contract Covid-19 whether one is a celebrity or a politician. “I have asked our deputy speaker Padmarao Goud to wear a mask. He had never obliged. As a matter of fact, he often brushed aside the threat of the pandemic stating that Hyderabadis are strong and they won’t contract the virus. Days after his statement, Padmarao Goud was tested positive. I am appealing to all to wear a face mask. Corona does not see whether one is a prince or a pauper,” KTR had remarked.

Padmarao Goud’s participation in Bonalu, throwing the Covid-19 norms to winds. has drawn flak from the Opposition parties. They dubbed Padmarao Goud’s ‘Bonalu’ merriment as social irresponsibility. “If public representatives behave in this manner, what message do they send to the people,” asked a senior Congress leader.
