Kidney, heart transplant under Aarogyasri scheme in Telangana

The Telangana Cabinet sub-committee on Thursday has decided to include kidney and heart transplantation under the Aarogyasri scheme.

The cabinet sub-committee, which includes IT and MAUD minister K T Rama Rao, health minister Eetala Rajendra, cinematography and tourism minister Talasani Srinivas Yadav and Errabelli Dayakar Rao, on Thursday held a meeting at Dr Marri Chenna Reddy Human Resources Development Institute to discuss ways to strengthen the medical and health department.

After detailed discussions, the Cabinet sub-committee approved various suggestions of the ministers. The sub-committee will submit a report to Chief Minister K Chandrasekhar Rao.

Health minister said kidney and heart transplantation under the Aarogyasri scheme will be conducted for the poor at the Gandhi and Osmania Hospitals. Going forward, the Telangana government will extend the kidney and heart transplantation under the Aarogyasri scheme to other hospitals affiliated with medical colleges.

“Kidney and heart transplant cost around Rs 30-Rs 40 lakh. The poor cannot afford the expensive transplant. In view of this, the cabinet sub-committee has decided to include the kidney and heart transplant under the Aarogyasri scheme,” said Etela Rajendra.

Dubbaka BJP leader suspended; Raghunandan Rao cries phone tapping

Party leaders cutting across political parties are taking the Dubbaka byelections quite prestigiously.

After KCR decided to field Sujatha Reddy, wife of Solipeta Ramalinga Reddy, Cheruku Srinivas Reddy quit the TRS and joined the Congress Party in the presence of TPCC president Uttam Kumar Reddy at Gandhi Bhavan. While Chief Minister K Chandrashekhar Rao had announced the candidature of Solipeta Sujatha, the Congress had decided to field Cheruku Srinivas Reddy, son of four-time MLA and former Minister late Cheruku Muthyam Reddy.

On Wednesday, BJP president Bandi Sanjay suspended Dubbaka party leader Kamalakar Reddy for violating the party’s discipline. The state BJP has decided to field Raghunandan Rao for the Dubbaka seat.

A miffed Kamalakar Reddy criticized the party for announcing the candidature of Raghunandan Rao president stating that he is not the right candidate to contest the elections. Political observers believe that suspending a party leader ahead of the bypolls will not bode well for the BJP. Political analysts opined that internal bickering and infighting should be discussed within the party, but suspending Kamalakar Reddy at this juncture will play a significant impact for the BJP.

Meanwhile, Dubbaka BJP candidate Raghunandan Rao on Wednesday lodged a complaint with the Election Commission of India and Union Home Minister Amit Shah that the Telangana government is snooping on him.

In the complaint, Raghunandan Rao alleged that the KCR government was misusing the Telangana police by resorting to phone tapping. He appealed to the central government to initiate a probe into the phone tapping issue. Further, the BJP leader alleged that the police were resorting to phone tapping at the behest of Chief Minister K Chandrasekhar Rao and finance minister Harish Rao. The TRS is making all efforts to retain the seat, while the Congress party has started conducting meetings with local leaders. Harish Rao has already made several visits to Dubbaka constituency.

Can Centre give an impartial solution to AP-TS water row?

Too many political commitments have complicated the issue of river water sharing between AP and Telangana right now. All said and done, Jaganmohan Reddy has won the hearts of Modi-Shah by immediately accepting the Centre’s proposal on agricultural meters. This was no small commitment that forced Jagan to overturn the very purpose of free power to farmers which was first introduced by his father YSR.

As such, the YCP would be expecting some return gifts from Modi-Shah. These would certainly include the green flag for the Rayalaseema Lift Irrigation Project. This is indeed too knotty a problem for Modi-Shah to resolve too easily. They are fully aware that it was the BJP leaders in Telangana who demanded cancellation of the Rayalaseema Lift project as it would enable AP to draw excess water from Srisailam.

For KCR, it became a political opportunity to attack the BJP if the Centre favours the AP project. But for Jagan Reddy, it was indeed a matter of prestige to get the Centre’s nod. The AP officials were objecting to Kaleswaram and seven other projects in Telangana only to bargain and get official or unofficial nod for Rayalaseema Lift project. Whereas, Telangana officials were demanding full control on maintenance of Srisailam project among many other things.

This river water dispute between AP and Telangana with BJP as the referee became more a political game of hide and seek rather than a serious issue meant for the larger good of the people.

Ramalinga Reddy’s wife gets Dubbaka ticket

TRS president and chief minister K Chandrasekhar Rao on Monday has decided to field Ramalinga Reddy’s wife Sujatha Reddy for the upcoming by-elections in Dubbaka constituency.

The Election Commission of India has decided to conduct the byelections for Dubbaka – the lone vacant Assembly seat in Telangana- on November 3.

Dubbaka fell vacant after its former TRS MLA S Ramalinga Reddy died due to a heart attack. With the seat falling vacant, the two families of Ramalinga Reddy and Muthyam Reddy made hectic lobbying for the Dubbaka ticket. One group lobbied for the ticket for Ramalinga Reddy’s son Satish Reddy, another group exerted pressure on the party leadership to consider the name of Cheruku Muthyam Reddy’s son Srinivas Reddy.

While two families of Ramalinga Reddy and Muthyam Reddy heavily lobbied for the ticket, it is learnt that KCR had conducted a survey to guage the mood of the people. He also consulted party leaders and took feedback from them. Most of the leaders were of the view that the ticket should be given to Ramalinga Reddy’s wife Sujatha Reddy.

There was also buzz among political circles that the TRS boss was mulling to give the Dubbaka ticket to Siddipet District collector Venkatram Reddy.

KCR ready for a do or die battle with ‘baqwaas’ BJP

Telangana CM and TRS boss K Chandrasekhara Rao has sounded the bugle of war against the rival BJP. He is now going to extreme lengths to target the Modi-Shah regime. KCR openly accused the Modi rule of conspiring and bringing down the non-BJP Governments in different States. It happened in Goa and Karnataka. But, they miserably failed in Rajasthan and Maharashtra. KCR’s comments come at a time when his relations with the BJP are deteriorating day by day.

Since Bandi Sanjay became BJP Telangana President, the confrontation has increased several fold between the TRS and the BJP. Now, KCR is giving all indications that his party is prepared for a do or die battle with the BJP Government at the Centre.

KCR’s latest comment is that the BJP is running a ‘baqwaas’ (rubbish) Government in Delhi. Ninety per cent of its programmes and promises are mere trash. The Centre has become totally undependable. It is not resolving long pending river water disputes between Telangana and different States. As a result, Telangana people are losing heavily.

KCR’s contention is that his party to the BJP is not reciprocated enough. Not just that, the Centre is not giving support to Telangana now. KCR says that the BJP has not done anything for Telangana in the past six months. He further says that his appeals for allocation of river waters to Telangana as per the tribunals and as per the Reorganisation Act were ignored by the BJP. Analysts say that all is not well for the KCR regime considering its differences with the Centre reaching a boiling point.

Theatre owners in Hyderabad gear up for screening movies

More than six months after the Centre imposed a lockdown due to Covid-19 pandemic, the central government has eased curbs permitting more activities including opening up cinemas, theatres and multiplexes with up to 50% of their seating capacity from October 15.

With the central government’s easing of curbs, the theatre owners are gearing up to open cinema halls in Hyderabad. The theatre owners held a meeting on Saturday. In the meeting held at Sudarshan Theatre, the Telangana Theatre Owners Association discussed various modalities on opening the cinema halls in the city. They discussed various measures needed to be taken to open the cinema halls which had to bear the massive blow triggered by the coronavirus pandemic. The lockdown has brought the entire film industry to a standstill with losses mounting with each passing day.

The Telangana Theatre Owners Association had a detailed discussion on distribution of tickets, use of sanitizers and various other measures to ensure the safety of movie goers. As per the central government guidelines, theatre owners can screen movies only with 50 percent occupancy. The theatre owners association discussed if alternative seating arrangements should be made. Usage of UV bins for sanitising cash, placement of automatic thermal screening, fumigation of seats after every show, provisions for contact-less ticketing and alternative seating were some of the important measures that were discussed in the meeting.

The Telangana government is yet to give official orders on whether or not the businesses can start functioning again. The last big ticket movies that were released in theatres include Alavaikuntapuramuloo, Sarileru Neekevvaru and Bheeshma the lockdown in March.

Telangana Theatres Association crucial meeting tomorrow

The Centre granted permission to reopen the theatres from October 15th which are shut for the past six months. Everything is good except the 50% occupancy concept that is worrying the actors, producers, exhibitors and the distributors. No producer will dare to release their film at this time as they would not gain profits. Telangana Theatres Association will meet tomorrow to discuss the challenges, suggestions and the implementations.

Telangana Theatres Association will discuss about the release chart and will finalize a date to reopen the theatres. It is heard that the theatres across Telangana will reopen only in November after the release dates of 6-7 films are announced. Some of them are even proposing Diwali to reopen the theatres. A bunch of members from the Telangana Theatres Association will also meet Telangana Chief Minister KCR through Talasani Srinivas Yadav about waiving the electricity charges. Several things will be finalized after a series of meetings would be conducted.

The distributors and exhibitors of Andhra Pradesh are not ready to reopen the theatres as of now as the spread of coronavirus is huge.

Take on central govt at Apex Council meet: KCR to officials

Telangana Chief Minister K Chandrashekhar Rao has directed top officials to aggressively put forth the state government’s stand over the sharing of Krishna and Godavari river waters with Andhra Pradesh during the Apex Council meeting scheduled on October 6 .

The Apex Council was postponed twice. It was last scheduled on August 25 but was postponed as Union Minister for Jal Shakti and the chairman of Apex Council Gajendra Singh Shekhawat, tested positive for Covid-19.

Chandrasekhar Rao, who convened a high-level meeting with the Water Resources Department officials on Wednesday, directed the officials to take a firm stand on the rights of Telangana over water sharing with AP and them to prepare data and information in support of the Telangana’s argument.

He directed the officials to oppose tooth and nail any attempt to undermine the rights of Telangana people. He also asked the officials to take the Andhra government to task for illegally utilizing water from Godavari and Krishna rivers in contravention of the Bachawat Tribunal Award.

The Telangana government is strongly opposed to Andhra Pradesh’s move to build the Rayalaseema Lift Irrigation Scheme (RLIS) across the Krishna river. On its part, Andhra Pradesh had raised objections to six irrigation projects, including the Kaleshwaram Lift Irrigation Scheme taken up by Telangana on the Godavari river.

Land litigations will be resolved, says KTR

Municipal Administration Minister KT Rama Rao on Saturday assured that litigation related to non-farm lands in rural areas will be resolved and that there will be two separate pass books and all the registrations would be done based on the Dharani portal.

The minister had a video conference meeting with officials on the the new Revenue Act at GHMC office on Saturday. He stated the government was trying to provide the ownership rights to the property owners of the people living in Hyderabad city and that the government would ensure there would be no hassles in buying or selling of properties Rama Rao asked the public representatives to participate actively in the registration of properties in Dharani portal for the next 15 days.

The minister said that the intention of the government was to provide ownership rights to the people of the city especially poor and the middle class sections. There are estimated 24.50 lakh properties in Hyderabad and there are issues related to to the ownership rights.

NGT directs Telangana SPCB to submit report on muck at Polavaram

In a setback to the Telangana government, the National Green Tribunal on Monday directed the Telangana State Pollution Control Board (TSPCB) to submit a status report on a plea alleging that muck was being dumped illegally at the Polavaram dam in Andhra Pradesh.

The NGT heard a petition filed by one Pentapati Pulla Rao. In the plea, the petitioner alleged that illegal dumping of muck was taking place during the construction of the Indira Sagar Polavaram Multipurpose Project which was damaging the environment. Pulla Rao counsel Sravan Kumar argued that several environmental violations took place at the site. The petitioner contended that waste material was being dumped in agricultural lands near the Polavaram project which was declared as a national project under the AP Reorganisation Act, 2014.

Hearing the arguments, the NGT has directed the pollution control board to submit a report by January 11 next year. The NGT had earlier ordered a four-member committee to conduct an inspection near the Polavaram dam and submit a report. It had constituted a committee comprising representatives of the Central Pollution Control Board, additional principal chief conservator of forests, the State Pollution Control Board, and the district magistrate to give a report on the factual aspects.

Why are NDA allies resigning, asks KTR

The Union government on Sunday passed crucial bills in Parliament, including the Agriculture Bill with Prime Minister Narendra Modi terming it a “watershed moment in the history of Indian agriculture”.

The Prime Minister later took to his Twitter handle. “A watershed moment in the history of Indian agriculture! Congratulations to our hardworking farmers on the passage of key bills in Parliament, which will ensure a complete transformation of the agriculture sector as well as empower crores of farmers,” he tweeted.

The Telangana government on September 9 introduced several legislations in the Assembly, intended to overhaul the revenue administration by simplifying agriculture and non-agricultural land transactions, preventing land encroachments, and eradicating corruption at the grassroot level. The IT Minister believes that the Telangana government’s revenue bills did not receive any backlash from the farming community, but the central government’s Agriculture Bills had faced protests from various quarters, mainly from farmers.

On Monday, IT and MAUD minister K T Rama Rao took a jibe at the Modi government for passing the agriculture bills. Taking to his Twitter handle, KTR commented, “When Telangana legislature passed the farmer friendly Revenue Bill last week, there was widespread jubilation and cheer among the farming community across the state. If the #Agriculture Bills2020 is truly a watershed moment, why is no farmer celebrating and why are NDA allies resigning.”

KTR was referring to the deep fissures between the ruling BJP and the Shiromani Akali Dal alliance over the farm bill. Union Food Processing Minister Harismrat Kaur had quit from the Cabinet in protest against the three farm bills calling them “anti-farmer ordinances and legislations”.

The Telangana government had been critical of the Modi government on a host of issues, mainly the Electricity Act. Chief Minister K Chandrasekhar had recently passed a resolution in the Assembly opposing the Power Bill calling it draconian law with an aim to usurp the autonomy of the state governments. KCR said the Power Bill would have an adverse impact directly on the management of the state electricity utilities. He argued that the Power Bill is against the interest of farmers and poor domestic consumers.

Telangana now has no fluoride-affected districts ever since the government had implemented its flagship program ‘Mission Bhagiratha’ to provide safe drinking water to people.

Telangana had 967 fluoride-affected habitations as of April 1, 2015. There are no fluoride-affected districts in Telangana as of August 1, 2020, according to a report tabled in Parliament. The report about Telangana overcoming the problem of fluorosis came a month after it was ranked number one in the country under the Centre’s Jal Jeevan Mission (JJM). The state secured top ranking with 98.31 percent of households having functional tap connections.

“Number of fluoride-affected villages at the time of formation of Telangana was 967. After the successful implementation of the Mission Bhagiratha, the number has come down to zero,” tweeted Municipal Administration and Urban Development Minister KT Rama Rao on Friday. He tagged the list of states with arsenic and fluoride affected habitation as tabled in the Parliament. Under Mission Bhagiratha, the government had built a water treatment plant at a cost of Rs 436 crore to provide safe drinking water to 585 villages affected by fluorosis, KT Rama Rao said.

KCR makes a powerful speech in Assembly

Telangana chief minister K Chandrasekhar Rao on Tuesday moved a resolution in the Assembly demanding that the central government withdraw the Power Bill terming it a draconian law aimed at usurping the powers and functions of the state government.

Rao said he spoke to CMs of non-BJP ruled states to fight unitedly in Parliament against the Power Bill. He strongly opposed the Centre’s proposed bill to amend the Electricity Act which he said would have an adverse impact directly on the management of the state electricity utilities.

He termed the Power Bill introduced in Parliament as a draconian law meant to usurp the rights of the state government to supply power to the farming and domestic sector at subsidized tariffs.

Expressing concern over the Power Bill, Rao said it has a provision for the Direct Benefit Transfer (DBT) of subsidy provided to consumers, particularly to the agriculture and domestic sectors. “This would work against the interest of farmers and very poor domestic consumers. Mode of payment of the subsidy should be left to the state government. We will oppose the Bill at any cost. Its provisions are draconian. It usurps the rights of the states,” KCR told the Assembly.

Rao the Power Bill would have an adverse impact directly on the management of State Electricity utilities. He said the proposed Power Bill would take away certain functions and powers of the State government. Proposals like the appointment of State Electricity Regulatory Commission by a selection committee constituted by the Centre and entrusting the responsibilities to a neighbouring State Electricity Regulatory Commissions under certain circumstances were against the federal spirit.

Rao also said that the powers of extending subsidy to farmers and appointing ERCs too would be taken away by the Central government once the Bill is passed in both the Houses of Parliament. He has appealed to the four elected BJP MPs from Telangana to support the state government’s fight against the union government’s Power Bill.

Addressing the Assembly on Tuesday, Rao said he is appealing to Prime Minister Narendra Modi with folded hands to withdraw the Power Bill.

BJP demands probe into Rakul’s drug links

The State BJP leaders on Saturday demanded a thorough investigation into the drug nexus of Tollywood in the wake of reports that Rakul Preet Singh figured in the list of actors allegedly named by Rhea Chakraborty during interrogation by the Narcotic Control Bureau (NCB).

BJP spokesman K Krishna Sagar Rao said he will write to Union Home Minister Amit Shah and Minister of State for Home Kishan Reddy seeing a probe into the drug racket while urging Chief Minister K Chandrashekhar Rao to initiate a thorough investigation.

“Rakul Preet Singh is Telangana brand ambassador. She had been preaching against drug abuse, through state government-sponsored publicity programs. This shows the hypocrisy of such actors. How can the government continue to have her as the brand ambassador of Telangana,” he said.

“Many such drug users in Tollywood are bad role models, he added. He also said IPS officer Akun Sabharwal had done a thorough investigation into the drug mafia influence in not just Tollywood, but the probe was water-down because of political pressure.

SC sends notice to ‘T’ on Ayushman Bharat

Telangana BJP senior leader Perala Shekhar on Friday moved the Supreme Court complaining that the KCR government has not been implementing the central government’s health scheme Ayushman Bharat Yojana.

Hearing the petition, the Supreme Court issued notice to the Telangana government asking it to explain why it has failed to implement the Ayushman Bharat Yojana scheme. The apex court issued notices to Telangana Chief Secretary Somesh Kumar and gave two weeks’ time to the state government to file a counter-affidavit.

Chief Minister K Chandrashekar Rao had rejected the Ayushman Bharat scheme in favor of the state’s Aarogya Sri medical health cover scheme for the poor. In the past, he had stated that the state government is not interested in wasting public money on central schemes which are not beneficial to the people. KCR also claimed that Arogya Sri was far more beneficial and had a wider outreach than the Ayushman Bharat scheme.

In the petition, BJP leader Shekar appealed to the Supreme Court to direct the KCR government to implement the central government’s Ayushman Bharat scheme that covers corona treatment. He also contended that the Ayushman Bharat covers various serious ailments which are not included in the Arogya Sri and provided treatment free of cost to the patients. He alleged that the TS government was denying medical facility extended by the union government to Telangana people. In the petition, he also pointed out that several non-BJP ruling states like Odisha and West Bengal were not implementing the central health scheme.

Telangana CM in waiting KT Rama Rao has said in the State Assembly that Hyderabad is going to get another massive Project with potential to create thousands of job opportunities soon. Already, 9,000 acres have acquired for the new Pharmacy City to come in the vicinity of Telangana Capital.

KTR asked for support from all the organisations concerned to give support for acquiring some more land needed for the one of the world’s biggest pharma hubs. Hyderabad is already an internationally renowned fast track city. With the addition of Pharma hub, it will see much more prosperity in the coming years.

Undoubtedly, revenue generation in Hyderabad has reached such gigantic proportions that it has given the confidence required for the government to spend heavily on big projects like Kaleswaram lift project.

It goes without saying that in this one respect, AP CM Jaganmohan Reddy is not at all following his Telangana counterpart in developing one single capital with huge huge potential for revenue generation. Big industrial hubs can be attracted easily to metro cities while lots of incentives will have to be given for bringing them to remote areas. To bring Kia Motors to Anantapur, AP had to give many concessions which became a political issue now.

NGT team inspects old Secretariat demolition site

A team of National Green Tribunal officials inspected the demolition of old Secretariat building.

The team visited the demolition site to assess if the state government failed to follow the environmental norms. The NGT team’s visited the demolition site following a petition filed by Congress MP A Revanth Reddy appealing to the green tribunal to halt the demolition of the Old Secretariat building. A NGT panel comprising officials from the Central Pollution Control Board and Telangana PCB visited the site to study the environmental aspects.

Earlier, hearing Revanth Reddy’s plea, the NGT had set up a panel to look into the aspect of the management of debris. Hearing the petition on July 20, the NGT refused to halt the demolition of the old Secretariat building stating that the matter was already in the High Court and therefore it cannot intervene.

The panel would also look into the aspects of managing the construction and demolition (C&D) debris. The Committee will submit its report within two months. The next NGT hearing has been posted to September 25. Meanwhile, the Chief Minister will hold a meeting with officials and Chennai-based architects on Tuesday. He is expected to finalize the design for the new Secretariat building.

KCR introduces New Revenue Bill in Telangana Assembly

In a significant move towards enacting the New Revenue Act to revamp the Revenue System in Telangana, Chief Minister K Chandrasekhar Rao on Wednesday introduced the new Revenue Bill calling it as Telangana Rights in Lands and Pattadar Pass Books Bill 2020.

Addressing the Assembly on Wednesday, the Chief Minister said the objective of bringing the New Act is to provide transparency and corruption-free land-related services to citizens, including registration of property documents. Introducing the Bill, KCR said it is his “Purva Janma Sukrutham” that he could introduce the new Revenue Bill. “The objective of the new act is to check corruption. The New Revenue Act will make land transactions transparent and ensure that there would be zero scope for corruption for any official work to be done. The government will ensure that all transactions are done in a transparent manner. It will help in eliminating corruption and provide hassle-free service to farmers and the people in general. Every inch of land would be accounted for. The government will leave no room for corruption or laxity,” he told the Assembly

Earlier, the Telangana government has abolished the VRO system in the revenue department as part of reforms.

End of VRO era in Telangana

The Telangana government on Monday decided to do away with the VRO system in the state, it is reported.

Chief Secretary Somesh Kumar instructed all the district collectors to collect the revenue records from VROs of all villages and report to the chief secretary office by 5 pm.

With the new Revenue Act offing, VRO system will be a thing of past in the revenue department. As a part of a new policy, VROs surrender all official documents in MRO office in Hasanparthy Mandal in Warangal Urban district on Monday.

Chief Minister K Chandrasekhar Rao had made it clear that his government will not hesitate in abolishing the system of Village Reven-ue Officers (VROs) in the Revenue Department. He announced that Telangana will get a new Revenue Act. His government will not be scared of or spare any revenue staff, particularly VROs, if they go against its move to tone up revenue administration, he warned.

The Chief Minister had said, “The Patels and Patwaris were symbols of repression and replaced with the VRO system. VROs are found to be worse than the Patel and Patwari system.”
