Andhra disburses Rs 708 crore towards fee reimbursement

The Andhra Pradesh government on Wednesday disbursed Rs 708 crore to 10.82 lakh students as fee reimbursement under its flagship scheme Jagananna Vidya Deevena.

The amount was credited to the bank accounts of beneficiaries towards fee reimbursement for October – December 2021 quarter.

Chief Minister Y. S. Jagan Mohan Reddy, who transferred the money, reiterated that poverty should not be a hindrance for pursuing higher education

The government had also decided to disburse regular payments on a quarterly basis.

Education is the only solution to eradicate poverty. If a child in a village is educated, the entire village can benefit from it. Further, the government is ensuring to reduce college dropouts across the state. Debt settlement can make a huge difference to lead to successful completion of course/education,” he said.

Under the government’s flagship Jagananna Vidya Deevena, the total fee reimbursement would be directly transferred to the accounts of mothers of the students.

Jagan Mohan Reddy recalled an incident during his padaytra wherein a father narrated how his son committed suicide as the fees could not be paid.

The Chief Minister said that full fee reimbursement was brought in to make education accessible to the poor, especially fulfilling the dream of pursuing higher education without burdening their families.

The government has so far provided assistance of Rs 9,274 crore under Jagananna Vidya Deevena and Jaganna Vasathi Deevena (Lodging and boarding charges). This includes the fee reimbursement arrears of Rs 1,778 crore kept by the previous government, Rs 6969 crore for Jagananna Vidya Deevena, and Rs 2305 crore for Jaganna Vasathi Deevena.

The Chief Minister also noted that there is a significant increase in gross enrollment in schools with the implementation of Amma Vodi. Under this scheme, the government is providing Rs 15,000 assistance to all the mothers who send their children to school.

“We are also making significant changes to the higher education syllabus and taking steps towards job creation,” the Chief Minister added.

The government has not only been providing assistance to the students on fee reimbursement but to their lodging and boarding charges too under Jagananna Vasathi Deevena. The scheme would give assistance of Rs 20,000 to all eligible students pursuing degrees, engineering, and medicine while Rs 15000 for polytechnic students and Rs 10,000 for ITI students in two installments every year.

He said that the second tranche of Vasati Deevena will be credited on April 5 at a public event.

As part of the reforms in the education sector, bilingual textbooks have been introduced, English medium schools with CBSE curriculum are made available, and students are given Vidya Kanuka kits with uniforms, workbooks, notebooks, along with nutritious midday meals under Jagananna Gorumuddha.

He said that the admissions in government schools were increased by 6.5 lakh as students from private schools were shifting to government schools.

Ministers Adimulapu Suresh, Pinepe Viswaroop, Chief Secretary Dr Sameer Sharma, APSCHE Chairman K. Hemachandrareddy, Minority Welfare Special Secretary Gandham Chandradu, and other senior officials were present.

Jagan hints at cabinet reshuffle in legislature party meeting

Chief Minister Y S Jagan Mohan Reddy had given some information on his plans for the cabinet reshuffle. He spoke to the party MLAs at the legislature party meeting held in the Assembly committee hall on Tuesday.

Though there has been speculation that he would go for total revamp of the cabinet by dropping all the 25 ministers and taking new faces, he hinted at dropping some ministers and retaining some in the cabinet. However, he told the MLAs that dropping from the cabinet does not mean failure but a greater responsibility offered to them.

Jagan Mohan Reddy plans to use some of his cabinet colleagues for the party work till the elections. He told the MLAs that the next two years are going to be crucial as the party has to win again and retain power in the state.

The chief minister also told the MLAs that the 2024 election would be different as the YSR Congress would have to defeat not only TDP but the media houses too. He said that the TDP and the media houses were spreading false information among the people to defeat the YSR Congress. He wanted the party leaders from ward level in the village to the MP and MLAs to counter this campaign and win the election.

Jagan Mohan Reddy wanted all the ministers, MLAs and the party leaders at different levels to keep meeting the people frequently and counter the false propaganda of the TDP and its media.

Ironically, though it was the first meeting of Jagan Mohan Reddy with the party MLAs, he did not give any chance to any of them to interact with him. A good number of MLAs have pinned hope that they would get a chance to speak to their leader. However, they were disappointed as Jagan Mohan Reddy did not give them the chance.

SS Rajamouli to meet YS Jagan

Top director SS Rajamouli’s next magnum opus RRR is hitting the screens on March 25th. The film featuring NTR and Ram Charan is heading for the biggest ever release for any Indian film. The AP government revised the ticket pricing GO with several restrictions recently but there is no chance for ticket hikes and special premieres. SS Rajamouli along with DVV Danayya will meet AP Chief Minister YS Jaganmohan Reddy and will request him to grant permission for special shows and ticket hikes across the state.

The distributors of several Tollywood biggies lost big money for films like Akhanda, Pushpa which had a dream run. Rajamouli is expected to explain about the film’s budget, the amount of hard work they kept in and will request for ticket price hike in AP. We have to wait to see if YS Jagan will respond on a positive note for RRR. The date of the meeting will be finalized soon.

Much awaited MLAs meet with Jagan on March 15

Chief Minister Y S Jagan Mohan Reddy is scheduled to meet his party MLAs and the MLCs on March 15. This would be his second meeting after the 2019 elections and first meeting after he formed the government.

The meeting would be held in the conference hall of the AP Assembly building on the day, in which both the MLAs and MLCs would be present.

The MLAs have been asking for the meeting for several months as they are hardly getting a chance to meet the chief minister to represent the issues concerning their constituencies.

The MLAs are also not happy with Jagan’s style of governance where the chief minister is directly giving all the benefits to the people without the role of the MLAs.

It is alleged that Jagan is inaccessible to the MLAs, except for those who are close to the chief minister and the top leadership of the party. It is said that over 100 MLAs have not met Jagan Mohan Reddy in person in the last three years.

While the MLCs have at least met Jagan twice, the MLAs had no chance to meet their leader and share their grievances.

So March 15 is going to be a golden opportunity for the majority of the MLAs to meet their leader in person. However, it is not sure whether Jagan would give them the opportunity to meet them individually.

Jagan turning blind eye to Amaravati irks TDP, media and farmers

The AP High Court had already directed the state government to develop Amaravati as capital. The court had ordered the government to develop the layout and hand over the plots to the farmers in three months. The court also directed the government to develop the entire Amaravati capital city in six months.

There were celebrations across the state and even in the US, when the court delivered the judgment. The farmers of Amaravati have thanked the judges by kneeling down along the road when the judges were going home from the court after the judgment.

The expectations were high that Jagan Mohan Reddy would bow down to the judiciary and develop Amaravati as the capital. Though there were some doubts over Jagan’s plans on the capital issue, they believed that nothing goes beyond the high court.

But, the budget came as a rude shock to them when there was no mention of the capital and Amaravati development. Finance Minister Buggana Rajendranath completely ignored the capital issue and failed to show any allocation of funds.

This indicates how serious Jagan Mohan Reddy is about the high court direction. Though the chief minister had directed the officials to prepare estimates and work orders as directed by the court, he did not tell the finance minister to show financial allocation in the budget.

As Minister Botsa Satyanarayana was repeatedly saying, the chief minister appears that he would move to Visakhapatnam and shift the administration any time before the 2024 general election.

There are enough indications that Jagan Mohan Reddy would prefer to sit in Visakhapatnam rather than Amaravati. If his party wins again in 2024, it is for sure he would get Visakhapatnam declared as the capital of Andhra Pradesh by amending the AP Reorganisation 2014 act, which says Hyderabad is the common capital for the two Telugu states till 2024.

This attitude of Jagan Mohan Reddy and his refusal to allocate funds in the budget irks the TDP leaders, the media that supports him and the farmers who have been holding protests in Amaravati.

Man who defeated Pawan at Bhimavaram is likely to be in Jagan’s cabinet?

In the midst of a cabinet shuffle exercise to be taken up by chief minister Y S Jagan Mohan Reddy in the near future, speculation is on over the fortune names.

It is clear that the chief minister had made up his mind to complete the exercise without further delay and put an end to the speculations doing rounds. In fact, Jagan Mohan Reddy had committed when he inducted his first cabinet in June 2019, that he would change the total cabinet after two-and-a-half years.

He said that he would go for 100 percent replacement, but things seem to be different now after three years. He is understood to have made up his mind to retain some of the ministers and have some new faces as this cabinet would be his election team.

Meanwhile, sources say that the chief minister had cleared the name of Grandhi Srinivas, who defeated Jana Sena chief Pawan Kalyan at Bhimavaram in 2019 elections. In fact, Pawan Kalyan was defeated at both Gajuwaka in Visakhapatnam and Bhimavaram in West Godavari districts.

Srinivas is a three-time legislator from Bhimavaram. He won for the first time in 2004 on Congress ticket and later in 2014 and 2019 on YSR Congress ticket. In 2009 Srinivas joined the Praja Rajyam Party but lost the chance to contest the elections. He later joined the YSR Congress and had won two consecutive elections since 2014. He defeated Pawan Kalyan in 2019 by a margin of 8,357 votes.

Sources say that the chief minister is in favour of taking Srinivas into the cabinet and sending Alla Nani for the party work. Alla Nani is currently the deputy chief minister holding the portfolio of medical and health.

Jagan to retain half of his ministers, induct new faces

Chief minister Y S Jagan Mohan Reddy is likely to retain half of his ministers and take some new faces into his cabinet. The chief minister had hinted at the cabinet shuffle in the near future and had asked them to be prepared to accept whatever is given to them.

He told the ministers, after the budget approval on Friday, that the two years are crucial for the party and both cabinet and party work are equally important. He also told them that those who would take up the party work would have equal importance and protocol too.

The sources say that the chief minister is understood to have completed his desk work on who is to be retained and who is to be inducted. The laborious work of maintaining the caste and regional balance was over and the papers were ready on his table, sources said.

While the 2022-23 budget was big news in Andhra Pradesh on Friday, the cabinet shuffle too gained equal importance in the corridors of the Assembly. The cabinet-aspirants began enquiring about the chief minister’s hint given in the cabinet meeting. They are trying to read between the lines and try to find who is fortunate and who is not.

There has been speculation for the past three to four months that the chief minister would go for a 100 per cent shuffle of the cabinet. At the time of his cabinet formation, Jagan Mohan Reddy had told the ministers that he would take new faces after two-and-a-half years.

Now, sources say that the chief minister wants to retain some of the ministers and not to go for 100 percent replacement. This would mean that senior ministers like Peddireddy Ramachandra Reddy, Botsa Satyanarayana, young ones, Kurasala Kanna Babu, Kodali Nani are sure of continuing in the cabinet.

However, it is to be seen what Jagan Mohan Reddy is thinking as the two years ahead are crucial for him and his leadership.

Jagan lists his rivals for 2024 elections

AP chief minister Y S Jagan Mohan Reddy had listed his rivals for the impending 2024 general elections. He made the list clear in his address in the Assembly on Thursday.

Two years ahead of the elections, Jagan Mohan Reddy seems to have started his political campaign now.

He had given enough indications to his Cabinet colleagues at the recent cabinet meeting, where he told the Ministers to be in touch with the people.

He is also scheduled to meet his MLAs and MPs once the current budget session of the Assembly is over.

He also made some political remarks at the International Women’s Day celebrations where he listed his government’s achievements and targeted the opposition TDP without mincing words.

He is now said to be planning to launch the much awaited Rachabanda programme, where he would interact with the people in the districts.

Sources say that Jagan Mohan Reddy would start his districts’ tour from June this year and that would culminate with the 2024 elections.

But, before that, he made the list of his rivals for the elections. His rival number one is TDP chief Chandrababu Naidu.

The other rivals are not from any political party, but from the media. He named Eenadu’s Ramoji Rao, Andhra Jyothi’s Radha Krishna and TV5’s Naidu.

Jagan Mohan Reddy had named all these four as his rivals during his speech in the Assembly and his future public speeches would have all these names too.

Jagan targets Naidu while he spoke in the Assembly

Chief Minister Y S Jagan Mohan Reddy targeted his rival and opposition leader N Chandrababu Naidu during his address in the Assembly on Thursday. He spoke on the motion of thanks to the Governor’s address to the joint session of Assembly on the first day of the budget session.

Jagan Mohan Reddy came down heavily on the TDP for protesting during the Governor’s address and called them irresponsible opposition. He felt that the opposition TDP should have respected the Governor giving respect to his age and the position he was holding.
The chief minister equally targeted the media, naming them on the floor of the house and branding them serving the interests of Chandrababu Naidu rather than the interests of the people. He chided the media houses taking strop exception accusing them of mortgaging the press freedom to the TDP chief.

Jagan Mohan Reddy listed out every programme of his government one after the other and in every programme, he drew comparison with the TDP regime. In every scheme he mentioned in the speech, he blamed the TDP chief and the media.

He looked as if he was prepared for a direct and hard-hitting verbal war with Chandrababu Naidu and the media in the days to come. Two years ahead of the 2024 general elections, Jagan Mohan Reddy sounded clear on his rivals and he named them without hesitation.

If his speech in the Assembly is any indication, it is clear that Jagan Mohan Reddy would be going to the people declaring war against Chandrababu Naidu, Ramoji Rao of Eenadu, Radhakrishna of Andhra Jyothi and Naidu of TV5.

It is to be seen how far he would succeed in this battle and how strong people would support him in the 2024 general elections.

Jagan gives fitting gift to his childhood friend

AP chief minister Y S Jagan Mohan Reddy surprised everyone in the Assembly on Tuesday when he announced two gifts in memory of his childhood friend, late Mekapati Gowtham Reddy, who died of cardiac arrest in February this year.

The chief minister himself moved the condolence motion in the Assembly for his friend and then recalled how Gowtham Reddy had been a great support to him in personal life as well as political life. He said Gowtham Reddy was not in politics when he quit the Congress and launched the YSR Congress, but made his family stand by him.

Even as Minister handling half-a-dozen portfolios Jagan Mohan Reddy said that Gowtham Reddy worked hard to mobilise investments to the state. He said Gowtham Reddy was in constant touch while mobilising investments in the Dubai expo, which was his last assignment.

Jagan Mohan Reddy offered two gifts in honour of his friend in the Assembly. The first was to rename the Sangam Barrage on Penna river after Gowtham Reddy. The second was taking over the Rajamohan Reddy Institute of Technology and Science in Udayagiri as requested by the family.

The state government would introduce agriculture and horticulture courses as suggested by Gowtham Reddy’s father Mekapati Rajamohan Reddy, a one-time MLA and five-time MP.

Jagan moots danger line for Opposition in Assembly

If the discussion in the Business Advisory Committee (BAC) meeting on Monday is any indication, the AP Assembly would have some set of rules to be followed by the members.

The Speaker Podium and the Well of the House are to be protected from the protesting members henceforth.

This was discussed, though not finalised, at the BAC meeting by Speaker Thammineni Sitharam, chief minister Y S Jagan Mohan Reddy and TDP deputy floor leader K Athennaidu.

While the chief minister expressed his displeasure over the TDP MLAs holding protest at the Speaker’s Podium for every issue, the Speaker suggested three warning lines to be drawn in the House.

Accordingly, the Well of the House would have two danger lines, and the Podium would be the third danger line.

The members could hold their protests at the first line and if they crossed it and reached the second line, the speaker would ring a warning bell.

If the members cross the second line and make an attempt to reach the Podium, they would be considered to have been suspended from the House, without even the Legislative Affairs Minister moving a motion for suspension.

While this arrangement was not agreed at the meeting, it is believed that the chief minister wants such a rule to be followed in the House to regulate the opposition members.

It is to be seen if Jagan insists on such a rule in the House to keep a check on the opposition TDP, which prefers to hold protests in the House rather than engage in debate.

Jagan to meet MLAs soon to give them poll agenda

Chief Minister Y S Jagan Mohan Reddy is likely to meet the party MLAs shortly to prepare them for the next round of general elections in 2024. However, it is not clear whether he would meet all 150 MLAs at a go or divide them according to the districts or the parliamentary constituency.

If this happens, it would be his first ever meeting with the MLAs after his victory, except the meeting to elect him as their leader in May 2019, immediately after the results were out.

Jagan had reportedly told the ministers at the cabinet meeting held today that he would meet the MLAs soon and tell them to be with the people for the next two years. He also told the ministers to keep visiting the people regularly.

Jagan wants his party leaders to explain to the people how the government had helped them with the direct cash benefit schemes during the crisis. He also wants his party leaders to tell people how important it was to continue the cash transfer schemes when the state was facing the Covid 19 pandemic.

The chief minister wants the leaders to carry the party’s 2019 election manifesto to the people and explain to them how every promise is being implemented in spite of the financial constraints. He wanted the elected representatives of the party from all levels to start visiting the people and being with them till the next elections.

Two years to be in the midst of the people is not an easy task for the leaders, particularly for the MPs and MLAs, who would like to stay back in offices and meet the visitors. Usually, only in the election year, these leaders go to the people. Now that Jagan wants them to start visiting people, it is to be seen how many of them go and really create awareness among the people.

YS Jagan signs the new GO of Ticket Pricing

The big news is finally here. Andhra Pradesh Chief Minister YS Jaganmohan Reddy signed the new revised GO of ticket pricing today and the new GO is expected to be out tomorrow. This would be a huge relief for all the summer biggies that are made on huge budgets. The distributors in AP suffered and tasted huge losses after the ticket prices are slashed down badly in AP. Movies like Akhanda and Pushpa witnessed a huge dent to the final collections because of the restrictions imposed.

After facing a lot of criticism and soon after the celebrities meeting YS Jagan, the AP government decided to revise the GO. Even the AP High Court asked the AP government to cancel the GO. A committee was formed and the report was submitted to the government. We can hear the big news in a day or two. Prabhas’ Radhe Shyam may be the first film to take the advantage in AP again.

Jagan to pay more to those who gave land to YSR for Polavaram

AP Chief Minister Y S Jagan Mohan Reddy on Friday made some mouth-watering offer to the people who have given lands for Polavaram project when his father late Dr Rajasekhar Reddy was the chief minister.

It was late Dr Rajasekhar Reddy who actually started the Polavaram Project work, including land acquisition and digging of right and left canals. The right canal brings Godavari water to Krishna while the left canal takes the water to Visakhapatnam.

It was on the right canal, which was completed by 80 per cent, that TDP chief N Chandrababu Naidu started the Pattiseema Lift Irrigation Porject during his term between 2014 and 2019. The project became national project with the bifurcation of the state in 2014, with the Central government providing 100 per cent fund.

On his visit to the project site along with Union Jal Shakti Minister Gajendra Singh Shekawat, Jagan Mohan Reddy announced an additional payment of Rs 3.5 lakh per acre as compensation to those who have given their lands on the call given by late Dr Rajasekhar Reddy. The state government had paid Rs 1.5 lakh per acre in 2006, when the project was launched. Now, they would get this Rs 3.5 lakh as additional amount.

Jagan Mohan Reddy also announced another Rs 3 lakh per each displaced family as compensation, in addition to Rs 6.8 lakh being paid by the Central government for this national project. This money is in addition to the infrastructure to be provided at the rehabilitation colonies.

Governor questions Jagan on new districts and controversies!

Andhra Pradesh governor Biswabhusan Harichandan reportedly questioned Chief Minister YS Jaganmohan Reddy about the creation of new districts in a hasty manner and the controversies surrounding new districts.

CM YS Jagan rushed to Raj Bhavan on Monday along with his wife Bharathi. The CM discussed with the governor for over half an hour.

The meeting was primarily focussed on new districts. The governor reportedly raised several queries on creation of new districts, changing the boundaries of districts and ongoing agitations in several parts of AP against creation of certain districts against the wishes of locals by merging their areas in new districts.

Jagan reportedly clarified all the doubts raised by the governor and assured him that the government is considering all the objections raised by locals and creating new districts only after convincing them.

Jagan told governor that there was no objection for majority of the new districts except in Nellore and Nellore issue too will be sorted out through consultations.

Jagan told governor that his government will complete creation of new districts by Ugadi in April and this will ensure balanced and inclusive growth of all regions in the state.

Andhra Pradesh: Empty coffers, huge debts

Andhra Pradesh is facing a grave financial crisis with empty coffers and huge debts.

While the crisis has its genesis in the state’s bifurcation, the problems were compounded by the Centre not honouring its commitments and the YSR Congress Party (YSRCP) government failing to mount pressure on the BJP-led government at the Centre. The Covid-19 pandemic only added to the financial woes, analysts say.

The state is not only struggling to pay salaries and pensions, the empty coffers have also hit some schemes and the work on infrastructure projects.

Andhra Pradesh is one of the most indebted states in the country. According to a recent report of the Reserve Bank of India (RBI), the state’s outstanding debts stand at Rs 3.98 lakh crore. Its debt to GSDP ratio stands at 37.6 per cent, the fourth highest among the states.

According to the Comptroller and Auditor General (CAG) statistics last year, Andhra Pradesh had a debt burden of Rs 3.37 lakh crore. It also revealed that during 2020-21, the state borrowed Rs 9,226 crore an average per month, mainly to pay the salaries, pensions and foot the freebies bill. The same trend is believed to have continued during 2021-22.

Andhra Pradesh’s debt burden at the time of bifurcation in 2014 was Rs 97,000 crore. In five years till March 2019, it jumped to nearly Rs 2.59 lakh crore. The YSRCP government, which came to power in May 2019, borrowed another Rs 1.40 lakh crore from banks and other sources. The situation has reached a stage where there are fears that the state may require to raise loans even for debt servicing.

For 2021-22, the government had targeted to borrow Rs 50,525 crore but the borrowing exceeded the target. For debt servicing alone, the government earmarked Rs 23,205 crore in the 2021-22 budget.

The ruling YSRCP and main opposition TDP are engaged in a blame game over the financial crunch. While the YSRCP says it inherited a bad financial situation from the TDP, the latter alleges that the Jagan Mohan Reddy government is indulging in financial irregularities, budget violations and fiscal indiscipline.

The TDP has even demanded that the state government constitute a fiscal council with experts as its members to monitor the revenue and expenditure of the state.

Senior TDP leader and former state finance minister Yanamala Ramakrishnudu recalled that financial expert N K Singh, who was on the review committee of the Fiscal Responsibility and Budget Management (FRBM) Act, had recommended formation of the fiscal council to bring financial discipline among the states.

The fiscal council would scrutinise the implementation of the budget manual and control the public expenditure on a regular basis.

Ramakrishnudu argues that if the fiscal council is formed, the Jagan Mohan Reddy government would not be able to take massive loans by violating the FRBM norms.

Finance minister Bugganna Rajendranath rejected the demand for a fiscal council saying that the Union government itself has made it clear in Parliament that there is no need for a fiscal council, when there is CAG, Finance Commission and statistical institutions.

The government claims that despite the financial constraints and the Covid-19 impact on the economy, the state was doing well. It pointed out that during 2020-21 the GSDP registered a growth of 1.58 per cent, which is higher than the previous year’s negative growth of the national GDP at -3.80 per cent. The per capita income of the state also increased to Rs 1.70 lakh per annum in 2020-21 as against Rs 1.68 lakh in 2019-20.

For 2021-22, the state presented an annual budget of Rs 2.29 lakh crore. The revenue deficit was estimated at Rs 5,000 crore while the fiscal deficit was estimated to be Rs 37,029 crore, which is one of the highest in the country.

The government earmarked a whopping Rs 48,083 crore for 22 freebie schemes.

The TDP alleges that revenue deficit and debts had increased manifold in the past three years. “The double digit growth rate of 10.22 per cent under the TDP rule came down to -2.58 per cent. This was enough to show the extent of the financial crisis caused till now,” said Ramakrishnudu.

Finance minister Rajendranath, however, questioned how the opposition can compare a Covid pandemic affected fiscal with a normal one. He pointed out that due to the Covid pandemic, the state lost its own revenues to the tune of Rs 8,000 crore in the 2020-21 financial year. “At the same time, the state has spent an additional Rs 7,120 crore for Covid control. Notwithstanding the difficulties, the state is implementing the budget as per the FRBM rules,” he said recently.

Blaming the previous TDP regime for the present economic crisis being faced by the state, he said the TDP has no moral grounds to point fingers at the YSRCP government. “If not for the burden of unpaid bills and additional loans taken and unscrupulous tender processes, today’s situation would not have been there,” he said.

The former chief secretary of Andhra Pradesh and BJP leader IYR Krishna Rao blamed the YSRCP government’s welfare schemes for what he calls one of the worst financial positions ever. He alleged that the government is draining all of its revenues for the schemes.

Calling the populist schemes of YSRCP unviable, Krishna Rao is of the view that the Election Commission should introduce a rule wherein a party should show its state’s income to prove that it would be able to fulfil its promises when it comes to power.

Economist Papa Rao pointed out that the state’s financial problems arose out of bifurcation. “After bifurcation, the state suffered financial injustice. Since it was a revenue deficit state, the central government made many commitments in the Andhra Pradesh Reorganisation Act 2014 to bridge the deficit. From funds for Polavaram to a steel factory in Kadapa and from special category status to a package for the backward areas, several commitments were made but none of them has been fulfilled,” he said.

He believes that the YSRCP government is clueless about how to overcome the crisis and it is making mistakes while trying to mobilize resources to implement various welfare schemes.

According to him, the Jagan Mohan Reddy government despite winning a massive mandate in 2019 failed to mount pressure on the Centre to fulfil its commitments.

“People gave 151 seats to YSRCP in the 175-member Assembly and with this support it should have sincerely fought with the Centre but it appears it has compromised due to its own compulsions,” he said referring to the pending cases against Jagan Mohan Reddy and the heat being turned on him by the Chandrababu Naidu-led TDP.

Jagan strengthened Tollywood in Telangana with Bheemla Nayak: TRS strong feeling

The TRS government in Telangana is said to be jubilant at the way Andhra Pradesh Chief Minister YS Jaganmohan Reddy is crushing Tollywooed in AP.

The TRS government reportedly is of the strong feeling that Jagan has strengthened Tollywood in Telangana with his ‘over enthusiasm’ towards Pawan Kalyan’s Bheemla Nayak, which released on Friday to packed houses everywhere.

Jagan government received backlash from all not just in the Telugu States but entire country and even abroad for his ‘meaningless restrictions’ imposed on Pawan’s movie in AP. He deployed entire government machinery at cinema theatres to crackdown on Pawan’s move who job was to ensure that theatres do not run additional show or benefit show or sell tickets for higher prices.

Police personnel, staff and officials of revenue, panchayat raj, municipal departments have discharged their duties in front of cinema theatres on Friday to implement Jagan’s orders.

The visuals of police and other government staff doing duties at cinema theatres have become a butt of jokes on social media platforms. People shamed Jagan government through memes asking what government mahcinery is doing at theatres instead of serving people in need in government offices.

The TRS government was a little bit concerned when Jagan recently invited top actors, directors, producers like Chiranjeevi, Mahesh Babu, Prabhas, Rajamouli etc to his Tadepalli residence recently and offered them lands for studios and house sites. The TRS government was concerned that the Tollywood would expand to AP also in addition to Telangana.

But Jagan’s hasty moves to target Pawan politically using films brought bad image to AP and TRS government is now confident that no one will dare to expand their activities in AP irrespective of what Jagan offers and they will just confine Tollywood to Hyderabad and Telangana. It is fully confident that Jagan has indeed helped to strengthen Tollywood further in Telangana with his wrong moves.

Jagan takes up stranded Telugu students’ cause with MEA

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Friday spoke on telephone with the Minister of External Affairs, S. Jaishankar, seeking his support in the repatriation of Telugu students stranded in Ukraine.

Jaishankar told the Chief Minister that the Central government has been taking all possible measures to evacuate the students by relocating them to nearby countries and later shifting them to India.

Reddy urged the Union Minister to bring back the stranded students safely.

The Chief Minister also held a high-level meeting with state officials at his camp office to discuss the safe return of the stranded students.

During the meeting with the senior officials, the Chief Minister directed them to establish communication with everyone from the state and find out their well-being and take appropriate measures for their safety.

He also told them to provide necessary information to the Central government officials, especially the information received from the stranded people in Ukraine.

He instructed the authorities to evacuate people through special aircraft from the state if necessary.

Further, the Chief Minister directed authorities to set up control rooms at the district level and collect details of the stranded students.

State government officials are in constant touch with the Union Foreign Ministry and APNRTS for the safe return of Telugu students from Ukraine.

Chief Secretary Sameer Sharma, Chief Minister’s Special Principal Secretary Jawahar Reddy, Chief Minister’s Secretary Dhanunjay Reddy, AP Bhavan Principal Resident Commissioner Commissioner Praveen Prakash, Government Advisor Sajjala Ramakrishna Reddy and Special Officer International Cooperation Jitesh Sharma were present at the meeting.

Later speaking to the media, Chief Secretary Sameer Sharma said that the Chief Minister has been constantly reviewing the situation and taking steps to bring back the stranded students from Ukraine.

He said that helplines +48660460814, +48606700105, 1902, 8500027678 have been set up both in Ukraine and in Andhra Pradesh to assist the students and their parents.

He said that four teams were set up in the borders of Ukraine connecting Hungary, Poland, Slovakia and Romania to airlift the students safely.

Sawang takes charge as APPSC chairman

Damodar Gautam Sawang took over as the chairman of the Andhra Pradesh Public Service Commission (APPSC) on Thursday.

He was last week shunted out as Director General of Police (DGP).

After taking charge as the APPSC chairman, Sawang called on Chief Minister Y. S. Jagan Mohan Reddy.

The Indian Police Service (IPS) officer was appointed on the new post on February 18, three days after he was removed as the police chief.

Governor of Andhra Pradesh made the appointment under Articles 316 (1) and 316 (2) of the Constitution of India.

Sawang succeeded incharge chairman A V Ramana Reddy who was holding the post after the exit of former chairman Uday Bhaskar.

Sawang will hold the post of APPSC chairman for a period of six years. However, as per the APPSC’s regulations, he will be deemed retired from IPS.

Sawang’s new appointment is being seen by many as an honourable exit along with extension of service as the 1986-batch IPS officer is due to retire in July next year.

The Andhra Pradesh government on February 15 shunted out Sawang as DGP and appointed Kasireddy V. R. N. Reddy as the new police chief.

KVRN Reddy, Director General of Police (Intelligence) was placed in full additional charge of the post of DGP (head of police force) until further orders.

Sawang’s transfer came nearly two weeks after government employees held a huge protest in Vijayawada despite police denying permission and imposing restrictions in the city. Thousands of employees from across the state managed to reach the city for ‘Chalo Vijayawada’ on February 3. This was seen as a big failure by the police.

Jagan Mohan Reddy had reportedly taken serious note of the incident. The next day he had called DGP and sought an explanation from him.

After assuming office as the chief minister in May 2019, Jagan Mohan Reddy had picked Gautam Sawang as the police chief.

Sawang, a 1986-batch IPS officer, had succeeded R. P. Thakur, who was transferred and posted as Commissioner, Printing and Stationery and Stores Purchase.

Before Telangana was carved out of Andhra Pradesh, Sawang worked in various positions including Superintendent of Police (SP) and Deputy Inspector General of Police (DIG) of Maoist-hit Warangal district.

In 2015, he became the Commissioner of Police in Vijayawada and three years later, he was appointed as Andhra Pradesh’s DG, Vigilance and Enforcement.

During 2009-12, he served as a Commissioner for UN Police in Liberia.

The hottest topic of discussion in the YSRCP circles is firebrand MLA from Nagari RK Roja seeking an appointment with Chief Minister YS Jagan Mohan Reddy. Roja sought an appointment with YS Jagan on Wednesday and if sources are to be believed, the meeting would be a stormy one.

Why did she seek an appointment with Jagan and what would she be discussing with the CM, this is the hot topic of debate! Many feel that Roja is likely to press for a ministerial post for herself. Roja, a two-time MLA from Nagari, sees herself as a strong contender for the ministerial post. Her firebrand ways and her strong defence of the party and its programmes both within and outside the house, are a great asset to the party.

But she has been facing problems from within the party. Egged on by a strong minister from Chittoor, the dissidents have been giving her sleepless nights. The dissidents have tried to target her in the name of sand mining, MPP elections and other issues. Even Jagan’s birthday became a subject of dispute in Nagari with Roja’s opponents holding separate celebrations. Roja is unhappy that several of her political rivals in the party were given plum posts, weakening her position in the party and the constituency.

Sources also say that she could also press for the inclusion of Nagari assembly constituency in Sri Balaji district instead of Chittoor district. Whatever be the reason, her appointment with YS Jagan Mohan Reddy is now the hot topic of debate in the YSRCP, especially those from Chitttoor district.
