Andhra CM visits flood-hit Kadapa district

Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy on Thursday visited YSR Kadapa district which was affected by recent heavy rains and floods and interacted with affected people.

He met the farmers and flood affected people at Pulapatturu village. He walked around the village and consoled the victims.

Later, the Chief Minister attended the programme for sanctioning houses to be built in five cents of land to the people who lost their houses due to heavy rains and floods. In his remarks on the occasion, he was all praise for the officials for their quick response during the floods.

Claiming that the compensation has been given to 98 per cent of the people, he said those who missed can approach the village secretariat and get it.

The Chief Minister said 293 houses were damaged in Pulapatturu village and the state government will build each house in five cents for them. He said the state government would provide compensation to every farmer who lost the crop and added that Rs 12,000 would be given to them to clear sand dunes in their farms.

He said employment would be provided to everyone through MGNREGS works as there won’t be agriculture works due to the breach of two projects. He assured women that a moratorium would be imposed for a year on their DWACRAA loans.

Reddy said educated youth, who suffered losses, will be provided jobs and loans within 10 days. He said six Deputy Collectors were assigned to carry out relief works in the villages and they would be available till Sunday to solve all the problems.

The Chief Minister said Pincha dam and Annamayya dam will be redesigned and constructed to handle more flood inflows and added that retaining walls will be constructed along the sides of residential areas till Nandaluru bridge to avoid flood water entering into those areas.

A depression in Bay of Bengal from November 13 to November 20 triggered heavy to very heavy rains in south coastal Andhra Pradesh and Rayalaseema.

The heavy rains and floods battered Nellore, Chittoor, Kadapa, and Anantapur districts, leaving at least 40 people dead. According to officials, 25 people went missing. A total of 1,402 villages in 196 mandals and four towns were affected.

The cost of the crops damage and loss to infrastructure is estimated at over Rs 6,000 crore.

Why is Chandrababu trying to do what Jagan has done?

While Chandrababu was in power in alliance with the BJP during the 2014-2019 period, YSRCP supremo Jagan tried every trick in the trade to drive a wedge between the two parties. It raised the issue of special status to AP and forced the TDP to walk into his trap. As a result, the BJP-TDP alliance broke up and Jagan managed to defeat the TDP hands down. Is Chandrababu planning to do the same thing now?

In fact, Jagan enjoys the best of relations with the Centre and especially the Modi-Shah combine. So, Jagan is working in a safe zone. Chandrababu is now said to be planning to employ the same trick. Unfortunately for Chandrababu, any issue he is raking up is having a very short shelf life. Within a week, the issue is dying down. Even the recent abuse of Bhuvaneswari on the floor of the house too is unable to whip up sentiment in AP.

Hence, Chandrababu is believed to be planning another tour. This time, he wants to ensure that he secures the appointment of Prime Minister Narendra Modi. Since the winter session of Parliament is on, Modi is sure to be present in Delhi. So, seeking appointment should not be a problem.

Hence, he is likely to go to Delhi and has reportedly asked his MPs to secure the appointment of both Modi and Shah. By meeting Modi and Shah, he can win a major perception battle and weaken the YSRCP. He is of the opinion that an alliance with the BJP alone can save the TDP in 2024. Hence he is said to be planning to woo the top leaders of the BJP into an electoral alliance.

One time settle scheme: Difference between Jagan and KCR

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is coming under attack from all quarters for launching OTS (one time settlement scheme) to free people from outstanding loans who purchased houses taking loans from AP Housing Board.

People are taking Jagan to task accusing him of extorting money from poor people and middle class in the name of OTS scheme.

They are questioning Jagan why they should pay money up to Rs 30,000 each under OTS scheme for houses which they are living in since 1983.

But Jagan continues to justify his decision saying that it’s the only way out for people to come out of their loan burden and secure legal rights on their houses.

But Jagan should learn from Telangana Chief Minister K.Chandrashekar Rao on this issue.

In Telangana, KCR waived off all such loans taken from AP Housing Board to purchase houses since 1983 until June 2, 2014, when Telagnana state was formed. KCR waived off these loans in July 2017.

KCR did not think like Jagan of earning revenues for government in the name of OTS by fleecing people after four decades.

KCR freed 29.64 lakh beneficiaries from repaying the loans they took to buy houses in undivided Andhra Pradesh since 1983 until 2 June 2014
when Telangana state was formed.

The state government has waived Rs 3,920 crore loan component of the beneficiaries of weaker section housing schemes as per an order issued by them

The Telangana Rashtra Samithi (TRS) government had looked into the details of such beneficiaries in the then newly formed state and found out that a sum of Rs 3,920 crore of payment was pending.

Under the rural permanent housing during the period between 1983 and 2 June 2014, as many as 2,16,652 houses were constructed with a unit cost ranging from Rs 9,000 to Rs 80,000 and an amount of Rs 546.89
crore was paid out to the beneficiaries towards loan component.

Also, under special schemes for beedi workers, fishermen and weavers, as many as 70,627 houses were constructed with a unit cost ranging from Rs 8,000 to Rs 42,000. An amount of Rs 75.46 crores was disbursed to the beneficiaries towards loan component.

KCR waived off all those loans.

Why can’t Jagan think like KCR and free people from loans instead of fleecing them in the name of OTS scheme.

Andhra seeks NITI Aayog’s support for state’s development

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Wednesday sought NITI Aayog Vice-Chairman Rajiv Kumar’s support for the progress and development of the state.

Reddy also urged the NITI Aayog to provide adequate assistance to streamline power generation as DISCOMS are facing severe losses.

At a meeting with the NITI Aayog team on Wednesday, state government officials sought assistance to grant special status, industrial concessions and tax exemptions on par with those enjoyed by the backward regions like Koraput and Bolangir in Odisha, and Bundelkhand.

The officials highlighted the financial difficulties being faced by the state following its bifurcation. They pointed out that the loss of Hyderabad has eroded large-scale revenues, even as promises such as special status have not been fulfilled.

The NITI Aayog team was informed that per capita income in Andhra Pradesh is much lower than Telangana, a release issued by the state government stated.

The state has also requested the NITI Aayog team to pursue the Rs 6,284 crore arrears from Telangana power utilities, and also to clear the Rs 18,969 crore resource gap amount as confirmed by the CAG.

Jagan overrides Centre, gives extension to lady IAS!

YSRCP chief and Andhra Pradesh Chief Minister YS Jaganmohan Reddy already has the dubious distinction of not caring a damn about constitutional norms and procedures.

In his two and a year half rule as CM, Jagan took several decisions in violation of constitutional norms and procedures due to which his government faced and is facing hundreds of cases in courts.

CM Jagan received a drubbing from courts on several occasions for his controversial decisions violating constitutional norms and procedures.

Latest, Jagan overrode the Centre’s powers and gave extension to a lady IAS officer on his own on the day of her retirement.

The Centre’s DoPT (Department of Personnel and Training) has powers regarding the service conditions of IAS officers.

DoPT’s permission is must to extend the service of IAS.

All these years, the Chief Ministers of various states sought DoPT approval for extension of service of chief secretaries and DGPs.

Jagan also secured extension of service to his chief secretaries Neelam Sahani, Adityanath Das and Sammer Sharma from DoPT.

But Jagan has now given extension on his own to IAS officer V.Usha Rani, who is working as principal secretary in revenue department.

Usha Rani, a 1995 batch IAS officer, was supposed to retire on November 30 (yesterday).

Employees associations also arranged a grand felicitation programme on the occasion of her retirement on November 30.

But Jagan all of a sudden issued orders on November 30 extending her service by one more month and appointed her in the same post as principal secretary of revenue department. Jagan did not take permission of DoPT to give extension of Usha Rani.

Bureaucratic circles are shocked to know this development as they had never witnessed such instances in AP or any other state where an IAS officer was given extension by a state government on its own without DoPT approval.

It remains to be seen how DoPT reacts to Jagan overriding its powers.

Jagan’s hat-trick: Secures extension for third CS in a row!

Andhra Pradesh Chief Minister YS Jaganmohan Reddy on Sunday created a record of sorts by securing extension for Chief Secretary Sameer Sharma by six more months.

Sameer Sharma is set to retire in two days on November 30.

However, the Centre issued orders on Sunday extending the tenure of Sameer Sharma by six more months until May 31, 2022 following the request from AP CM YS Jagan.

With this, Jagan scored a ‘hat trick’ by securing extension for all the three Chief Secretaries appointed by him after he became CM in May 2019.

When Jagan took over as CM in May 2019, LV Subramanyam was the Chief Secretary, who was appointed by the Election Commission of India during TDP government in April 2019 after YSRCP complained that then CS Anil Chandra Punetha was working in favour of TDP during general electrons held in April 2019.

After Jagan became CM in May 2014, he continue LV Subramanyam as CS.

But Jagan all of a sudden removed Subramanyam from CS post unceremoniously and posted him in an insignificant post in AP Human Resource Development Institute, Bapatla in November 2019.

Jagan appointed Neelam Sahni as CS in November 2019.

She was supposed to retire on June 30, 2020, but Jagan secured extension by six months until December 31, 2020.

Later, he appointed Adityanath Das as CS in January 2021. He was supposed to retire in June 2021.

Jagan secured extension by three months until September 2021.

Later, Jagan appointed Sameer Sharma as CS in October 2021. He was supposed to retire on November 30, 2021.

Jagan has now secured extension by six more months to Sameer Sharma.

The Centre has been rejecting the requests of CMs to extend the tenure of Chief Secretaries in other states.

But in the case of Jagan, the Centre has approved all the requests made by Jagan seeking extension of tenure of Chief Secretaries.

YSRCP circles say this shows the good rapport Jagan enjoys with Modi government at the Centre.

Jagan’s next CS choice: Srilakshmi or Neerab?

The present Chief Secretary of Andhra Pradesh Sameer Sharma is due for retirement on November 30.

The extension for Sameer Sharma looks unlikely as the Centre has not received any request from the Andhra Pradesh government seeking extension.

Even if CM YS Jaganmohan Reddy seeks extension, the Centre is unlikely to grant any extension as Modi government at the Centre has reportedly taken a policy decision not to give extension to IAS officers to continue as Chief Secretaries in any state.

There is a buzz in bureaucratic circles that Jagan has already shortlisted the names of Y.Srilakshimi and Neerab Kumar Prasad for next CS post and is likely to pick one on November 30.

Speculations are rife that Jagan wants to pick Srilakshmi as next CS.

This is because Jagan already gave ‘double promotions’ to Srilakshmi who is facing CBI cases in Obulapuram illegal mining case along with him and Gali Janardhan Reddy. Srilakshmi already faced imprisonment in Cherlapally jail for several months in this case and came out on bail.

Srilakshmi is a Telangana cadre IAS officer. But Jagan took her into AP cadre in December 2020 after he became CM.

Srilakshmi was secretary-level IAS officer. But Jagan promoted her as ‘principal secretary’ in January 2021 and against promoted as ‘special chief secretary’ in March 2020. Within three months, Jagan gave two promotions to Srilakshmi.

Normally, a special chief secretary-level officer will be appointed as CS. Speculations are rife that Jagan promoted Srilakshmi as special chief secretary with an aim to make her chief secretary of AP.

Neerab Kumar Prasad is also special chief secretary-level officer and is currently working as CCLA (chief commissioner of land administration) in revenue department.

The position of CCLA is next to CS. Going by this, Neerab should get CS post.

But whether Jagan opts for Neerab or Srilakshmi, who is working as special chief secretary in municipal administration department at present, as CS, will be known in the next one or two days.

Chiranjeevi appeals to AP CM to hike movie ticket prices

In the wake of the Andhra Pradesh government’s decision to introduce an online movie ticketing system, Telugu megastar Chiranjeevi has appealed to Chief Minister Y.S. Jagan Mohan Reddy to consider hiking ticket prices in the interest of filmmakers.

Andhra Pradesh State Assembly on Wednesday passed the AP Cinemas (Regulation) (Amendment) Bill 2021, paving the way for an online movie ticketing system to be administered by the state government. The government said the regulation of cinema ticket pricing would help to check exploitation of moviegoers.

This decision by the AP government was not well-received by the biggies of the industry. Chiranjeevi, on Thursday took to his social media to make an appeal to the Andhra Pradesh Chief Minister.

In the note, he first appreciates the idea of an online ticketing system, as it improves the transparency for the moviegoers in the state. On the other hand, Chiranjeevi appeals to consider the ticket prices, based on the ticket prices in the other states.

In his note, Chiranjeevi made it clear that the ticket prices by the state government are not in the favour of the moviemakers who invest everything in the movies. “Please consider hiking the prices of the tickets, otherwise, this might become a threat to the investors and the moviemakers,” Chiranjeevi said.

Chiranjeevi had earlier tried to discuss the issue ever since the government revised the ticket prices. He is also the first star from the industry who has openly appealed to the government of Andhra Pradesh to make necessary changes in the Bill passed in the state Assembly.

YS Jagan’s utmost secrecy rattles ministers

The decision to withdraw the three-capitals bill has come as a shock not just to the opposition and the public at large, but also to the members of YS Jagan Mohan Reddy’s cabinet. Barring a few, most of the ministers were kept in the dark about the bill.

It is now emerging that except a couple of bureaucrats, ministers Botsa, Perni Nani and Buggana Rajendranath, no one knew about the proposal. When the ministers were called for an urgent meeting, they were under the impression that they would be asked to resign to enable Jagan to take up the cabinet reshuffle. Only after they met, did they come to know about the decision to withdraw the 3-capital bill.

Many ministers are said to be still in a state of shock because of the secrecy that Jagan adopted. The papers were placed before them and they were asked to sign and approve the content. After explaining why he was withdrawing the bill, Jagan reportedly asked them to keep the contents secret. He ordered that none should speak to the media on the issue.

Soon after the meeting was over, there were animated debates over Jagan’s secretive style of functioning. The ministers were reportedly asking each other as to whether they knew the move was in the making. Most ministers feigned ignorance. The utter unpredictability of YS Jagan’s actions is now the hot topic of debate among the party biggies.

Will Jagan’s caste calculations boomerang in North Andhra?

Is YS Jagan’s excessive emphasis on social engineering proving to be a huge problem for the YSRCP? It appears so. Chief Minister YS Jagan Mohan Reddy has become so conscious of the caste equations in each constituency that he is showering sops, giving posts solely on the basis of caste calculations.

In many cases, sincere party workers are feeling ignored and sidelined. There are muffled voices that all this could boomerang at some stage. In Vizag district, Yadava, Velama, Gavara, Turpu Kapu and fisher-folk are politically dominant. The YSRCP has mainly focused on Velama and Yadava communities. It has given both the local bodies constituency MLC tickets to Yadavas and Velamas. Its candidates Vamsikrishna Srinivas and V Kalyani belong to Yadava and Velama communities respectively.

Even posts like Vizag mayor, DCMC chairperson and VMRDA chairperson posts have gone to the Yadavas, while DCCB post has gone to the Velamas. As a result of this policy, key leaders of the party, who belong to other communities, are getting disgruntled. For instance Madugula MLA B Mutyalanaidu, SC MLA Golla Baburao, Kapu leaders Gudivada Amarnath are also trying for ministerial positions.

There is a lot of speculation as to who would get the minister posts. These caste calculations are becoming a hot topic of discussion. The other castes are unhappy that the majority of posts are going into the kitty of one or two communities. If Jagan does not rectify this, it could prove costly for him, say analysts.

Jagan Reddy worried as Chandrababu takes the battle to Delhi

After the initial bravado on the issue of the verbal abuse of Chandrababu Naidu and his wife Nara Bhuvaneshwari right on the floor of the house, the YSRCP is now on the defensive. It has realised that insulting a woman such as Bhuvaneswari, who is rarely seen in public, was turning out to be counter-productive. The party is now is in a deep-think mode.

The images of a weeping Chandrababu and the rallying round of the whole NTR family were unexpected for the YSRCP. Though they were prepared for Chandrababu’s anger and emotions, the party clearly did not expect the whole Nandamuri family to rally behind Bhuvaneswari. They have successfully turned this from a Jagan vs Chandrababu battle to Jagan vs NTR family battle. This has come as a shock for the YSRCP.

The second major problem for them was that the image of a weeping Chandrababu Naidu was given wide coverage in the national media. This was unexpected for the YSRCP. Not just that. Several key national leaders and film personalities called up Chandrababu in the aftermath of the incident. This has become counter-productive for the YSRCP, which did not factor in national media in its plans.

Now TDP sources say that Chandrababu Naidu has all the video and audio clips of the YSRCP leaders hurling abominable abuses with him. He is trying to translate them into English and Hindi and distribute them among the politicians and the media at the national level. He is also said to have asked his party MPs to secure an appointment with the President of India. All these will create a negative image of the YSRCP. The party is now worried at the media blitzkrieg of Chandrababu and on how to tackle it.

Andhra CM seeks Rs 1,000 cr interim flood relief

Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy has urged the Centre to sanction an interim relief of Rs 1,000 crore to the state and depute an inter-ministerial Central team for assessing damages in the flood-affected districts.

The Chief Minister wrote letters to Prime Minister Narendra Modi and Union Home Minister Amit Shah seeking the Central grant.

He requested the Centre to come to the rescue of the state in this hour of crisis and immediately provide relief to the affected families and restore normalcy by undertaking repairs and restoration of damaged infrastructure.

He also requested the Prime Minister to depute an inter-ministerial Central team at the earliest to assess the damage and losses caused by the heavy rains.

He mentioned that the cost of the crops damage and loss to infrastructure is estimated at Rs 6,054.29 crore.

The Chief Minister wrote that depression in Bay of Bengal during November 13 to 20 triggered heavy to very heavy rains in southern part of the state.

Four south coastal districts and four Rayalaseema districts received 11.1 cm rainfall during the period against the normal rainfall of 3.2 cm with deviation of 255.5 per cent.

The Chief Minister added that heavy rains lashed temple town of Tirupati, Tirumala, Nellore town, Madanapalli, Rajampet town etc, causing inundation of low-lying areas and disrupting the normal life. Inundation in the affected areas was so much that 17 NDRF/SDRF teams and two helicopters had to be deployed for undertaking search and rescue operations.

Forty people, including an SDRF constable who was on a search and rescue operation, have died and 25 others were still reported missing. About 1,402 villages in 196 mandals and four towns were affected. A total of 324 relief camps were opened accommodating about 69,616 people, Reddy wrote.

Several highways, irrigation tanks and canals got breached and damaged at several places in Kadapa, Chittoor, Anantapur and Nellore district.

Heavy rains created havoc in the districts as the crops in thousands of acres suffered damage. The worst affected were the farmers as the crops that were ready for harvesting were damaged, the Chief Minister said.

Agriculture crops like paddy, bengal gram, cotton, black gram, groundnut, sunflower, sugarcane in an extent of 1.43 lakh hectares is damaged. Horticulture crops like banana, papaya, turmeric, onion and vegetables were damaged in an extent of 42,299 hectares.

About 240.90 km length of road, 59.6 km pipelines, 2,764 street lights, 197.05 km open drainage, 71 municipal schools/buildings/community centres were also damaged.

Is Jagan not taking his ministers into confidence?

When YSRCP chief and Andhra Pradesh Chief Minister YS Jaganmohan Reddy announced repealing of three capital cities bill on Monday, it shocked not just opposition parties but ven his own cabinet ministers.

This is because even his own ministers were not aware that Jagan will take such a big decision.

When Jagan convened an emergency cabinet meeting on Monday and asked his ministers to attend the emergency cabinet meeting without fail, all his ministers expected and feared that Jagan will ask them to resign to their minister posts by November 30 so that he can take new faces into the cabinet on December 1.

It may be recalled that Jagan had announced to replace all the ministers in his cabinet after his government completes first half term when he formed his cabinet in June 2019.

The first half term of YSRCP government ends on November 30, 2021.

Accordingly, ministers got themselves mentally prepared to resign after attending the emergency cabinet meeting.

But when Jagan announced his decision to repeal three capitals bill in the emergency cabinet meeting, all his ministers remained in a state of shock.

They too were unaware of Jagan taking such a big decision without consulting his ministers.

Political circles say this clearly shows Jagan is not taking even his ministers into confidence while taking such big decisions.

Ministers on the other hand say Jagan not only shocked opposition parties but also entire cabinet on the issue of repealing three capitals bill.

Home District Shock for Jagan: 13 Kadapa sarpanches resign from YSRCP

In what is being seen as a major shock to AP Chief Minister YS Jagan Mohan Reddy, several of the sarpanches from his home district of Kadapa have sent resignations to the ruling YSRCP. They have announced that they were leaving the ruling party in protest against the government decision to divert funds meant for the local bodies.

As many as 13 sarpanches, who till recently vowed their allegiance to the YSRCP, have issued a press statement announcing their resignation from the party. This issue has created quite a sensation in Kadapa district, which is Jagan’s home turf. The sarpanches are all from the Khajipet mandal in the district.

The sarpanches have slammed the ‘autocratic’ functioning of the state government and said that it was diverting the funds meant for the local bodies under the 14th and 15th finance commission. They said that they were ready to wage a relentless war against the government’s autocratic ways.

There are 21 panchayats in Khajipet mandal of which 13 village sarpanches met separately on November 23 and announced their resignations. They have also announced that they were boycotting the maintenance of stree lights, road repairs, sanitation works and other similar works as they were not getting requisite funds for these works.

Jagan’s big headache: How to get extension for Chief Secretary!!

The AP Government is in a fix over the issue of extension of the service of Chief Secretary Sameer Sharma. The State Government has recommended an extension of Sharma’s service and if highly placed sources are to be believed, Prime Minister Narendra Modi has express displeasure at AP seeking frequent extensions to retired IAS officers in the state.

Sharma is set to superannuate by November-end. He was appointed the CS only recently at the fag end of his career. He just had two months service left at the time of becoming the CS. Jagan sought a six-month extension for him. He had sought similar extension for Neelam Sahni, who too was appointed CS at the fag-end of her career. She was also made the State Election Commissioner after her retirement.

Sources say that Modi has expressed unhappiness at the frequent requests for extension of service for senior IAS officers. In fact, several senior IAS officials have questioned the rationale of appointing Sameer Sharma as he had just two months of service left. They say this sets a wrong precedent and say that Jagan’s move is ill-advised.

However, sources say that Sameer Sharma is confident of getting an extension for six months. He is said to be pulling the right strings to get the extension. Whether he would get an extension would be known in just a week or ten days.

Has Jagan really conceded defeat on three-capitals issue?

It is now emerging that YS Jagan Mohan Reddy’s decision to withdraw the three-capital bill is only a temporary ruse. He has clearly not abandoned the idea and nor is he admitting that it was a wrong decision. He has only withdrawn the bill because it has some lacunae and continuing with it will only end the state government get embroiled in long legal wrangle.

From his speech in the Amaravati assembly, it is quite clear that all the cases in the AP high court will now become redundant. After this, the State Government will seek public opinion on the issue of three capital on lines of Sivaramkrishnan committee. This will ensure that the issue remains live in the public mind and strong feelings would be created in both North Andhra and Rayalaseema. The TDP would be put on the defensive in these regions. It would lose its support base in these two regions.

Secondly, Jagan and YSRCP will be able to keep the issue of three capitals alive among the people of the state. The TDP yatra, the growing support to yatra will now wither away. Jagan has also will be able to prevent a BJP-TDP entente on the issue of Amaravati. The BJP has suddenly become active on the issue of Amaravati ever since Union Home Minister Amit Shah asked them not to ignore the issue. From Sunday, both BJP and TDP are openly joining hands on the issue of Amaravati farmers’ yatra .

Jagan is likely to use the intervening period to remove the legal complications and prepare a fool-proof legislation on the three capital issue. He might call Amaravati the Capital, but have several offices moved to Vizag. The High Court will still be taken to Kurnool without calling the city the judicial capital. He is said to be exploring all these actions.

Andhra Pradesh Chief Minister YS Jaganmohan Reddy’s ‘political strategy’ behind withdrawal of three capitals has become a subject of heated debate in political circles.

Jagan clearly stated in Legislative Assembly on Monday that his government will come out with a comprehensive bill on three capitals later without specifying any timeframe.

Political analysts see no chances of Jagan bringing new bill on three capitalS in this term till 2024.

Jagan is expected to make fresh moves on three capitals only if he retains power for second term in 2024, they say.

Jagan apparently realised public anger on three capitals and backtracked on it with a fear that it may benefit TDP in 2024 Assembly polls.

Jagan already completed half of his term as CM and he hardly as one and half year term to focus on administration. The last one year will be election year and he cannot take chances on changing capitals at that stage.

Jagan wants to pacify people especially farmers on Amaravathi issue by withdrawing three capitals bill like PM Modi did in the case of farm laws three days ago.

AP CM Jagan announced in the state assembly that the existing bills on 3 capitals are withdrawn by the government and soon the government will come up with the new bill. Details as follows

It is known news that former CM Chandrababu naidu attempted to build Amaravati as the world class capital for the residual state of AP. But after Jagan became the chief minister, he tilted towards the decentralisation of the development, brought forward the concept 3 capitals and repealed CRDA introduced by CBN. But now, Jagan announced in the assembly about taking back the bills introduced by his government.

Jagan’s statement:

Jagan explained in detail about why his government preferred 3 capitals instead of single super capitals like Hyderabad after coming to power. He added that the decision was taken to decentralise the development in state and to ensure all regions, castes and religions will reap the benefits of the state. He also spoke about Sribagh pact (1937) that guaranteed the fruits of development for the Rayalaseema region and how the assurances given in that agreement were diluted later. After giving the historical perspective of the issue of the capital of AP, he moved on to explain why his government is withdrawing the bills.

Jagan admitted that, while taking decision to implement 3 capitals, all the stake holders were not consulted. He also added that the existing bill is not comprehensive and so there are legal issues in implementing 3 capitals. He also spoke of the ongoing propaganda that the 3 capital decision was taken to hurt the prospects of certain social groups.

Then he announced that his government is still committed to the decentralised development of the state and so the government will come up with a better bill to ensure development in all the regions of the state.

Missing items in the Jagan statement:

Jagan’s announcement came as a surprise to the people of AP. Though his statement clarified that he is not in favour of single super capital, he did not clarify whether he will again come with a bill for 3 capitals or a single capital with separate plan for decentralisation of development.

Secondly, he did not pronounce any time line for coming up with a new bill. This will again lead to uncertainty as the government can dilly-dally till the next elections.

Thirdly, Jagan told that the government will have wider consultations now before coming up with a new bill. But he did not state whether a committee will be formed again to decide the question of capital of AP or the government itself will have discussions with pressure groups.

Overall, Jagan’s statement in the assembly led to confusion among the people of AP regarding the capital of the state. We need to wait and see when and how this issue will be resolved completely.

Jagan’s sensational decision: Withdraws 3 capitals bill!

In a sensational decision, the YSRCP government headed by Chief Minister YS Jaganmohan Reddy has withdrawn three capitals bill.

The decision was reportedly taken in the cabinet meeting chaired by CM Jagan on Monday (today).

The AP government’s decision was conveyed to AP High Court on Monday by advocate general.

However, the AP government is yet to make an official announcement in this regard.

It is not clear whether Jagan has decided to completely withdraw three capitals bill or make some changes in the existing bill to overcome legal and technical issues.

Jagan is expected to give a clarity on this issue in Legislative Assembly today.

Since the decision came in the backdrop of Amaravathi farmers holding padayatra from Amaravathi to Tirupati, farmers claim that Jagan backtracked on three capitals due to their protests.

But there are doubts that Jagan may introduce three capital bills in a revised format to overcome legal and technical hurdles to his three capitals plan.

Andhra flood situation grim; CM reviews flood damage, relief measures

Andhra Pradesh Chief Minister YS Jagan Mohan Reddy on Saturday conducted an aerial survey of flood-affected areas in the state’s Chittoor and YSR districts.

On Saturday, the death toll rose to 24, while 1,316 villages have been inundated according to the authorities. With further rainfall expected, the state government has put rescue and relief support on standby mode.

Taking to the skies on Saturday, the Chief Minister reviewed the rain damage inflicted in Kadapa, Renigunta, Tirupati cities. He also surveyed the Peruru project, and Swarnamukhi river areas, along with inundated areas affected by Papagni and Penna rivers.

Arriving at Kadapa Airport, the chief minister interacted with the Navy personnel engaged in relief operations. He also spoke to local MLAs, and district authorities regarding the relief measures.

The chief minister also inspected the Veligallu and Annamayya project area which was severely damaged due to floods.

Reddy also surveyed Pincha project and the areas affected by the Cheyyeru River and other flood-prone areas.

He also directed the officials to take immediate sanitation measures in Tirupati city and prepare a master plan on the drainage system in the city to take appropriate action.

Officials said that 500 personnel have already been deployed from various municipalities for the relief operations and to clear the trash that has accumulated in the streets and blocked the drains.

The Chief Minister directed officials to speedily prepare crop damage estimates, and take up measures to support the farmers. The authorities have been tasked with providing immediate financial assistance to the flood-hit households and to assist them when they return to their homes.

The TTD chairman YV Subba Reddy said on Saturday that the hill-top temple town of Tirumala has faced the worst rain damage in three decades. He said that temple property worth Rs 4 crore has suffered damage due to the massive rains.
