All the critics and Opposition leaders are now challenging Chief Minister YS Jaganmohan Reddy for a free and fair fight in the coming municipal elections. The rival leaders are confident that the ruling YCP excesses and threats would not work in towns and cities where the people would fight back even the police intimidation to a large extent.

Amid this, there is a rising curiosity on the Vizag civic polls. The Opposition leaders are throwing challenges at Jagan Reddy and Vijay Sai Reddy to prove their strength there in a fair fight. The Chief Minister and his party MP should agree for treating the Vizag municipal corporation election as a referendum on the AP Capital shifting. On its part, the YCP is confident of winning more corporators seats there by continuing its iron grip with the help of the police, ward volunteers, money and muscle power.

Now, YCP rebel MP Raghu Rama Raju has come out with a new challenge. He said that Jagan Reddy and Vijay Sai Reddy should withdraw Capital shifting if their party gets less than 100 out of the total 150 corporator seats in the port city. If the YCP wins more than 100 seats, then it should be seen as the approval of the Vizag people for shifting AP Capital to their city.

The Opposition leaders’ demand is that the YCP should consider the Vizag civic poll as a referendum on the 3 Capitals plan of Jaganmohan Reddy. A very smart leader, Raghu Rama Raju has told the CM and the YCP MP not to take U-turns just like on the issue of Special Status, Amaravati, etc. If the YCP fails to win 100 seats in Vizag city, then the CM may say it was a referendum against the steel plant privatisation.

Jagan to inaugurate new chariot for Antarvedi temple on Fri

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy will inaugurate the new chariot built for the Sri Lakshminarasimha Swamy temple at Antarvedi village in East Godavari district on Friday.

The new chariot, built at a cost of Rs 90 lakh, is ready in time for the temple’s popular Kalyanostavam starting Friday.

On Thursday, East Godavari district collector Muralidhar Reddy, superintendent of police Adnan Syed Asmi and other senior officials reviewed the arrangements for the Chief Minister’s visit.

Joining several other locals amid religious chants, the officials pulled the chariot for a little distance using a large rope to ensure that everything is in place.

Reddy is expected to take a look at the old chariot as well on Friday when he comes to participate in the Kalyanostavam.

The decades old chariot got gutted in a fire in September 2020 for unknown reasons, leading to an uproar across the state and prompting the government to hand over the case to the Central Bureau of Investigation (CBI).

Without wasting time, the state government started the procedure for building a new wooden chariot which is almost similar to the old one and is ready for the occasion now.

Jagan claims sweet revenge in Naidu’s Kuppam

YCP Minister Peddireddy Ramachandra Reddy gave special focus on former CM Chandrababu Naidu’s Kuppam assembly segment in the present panchayat elections. Now, the YCP has claimed that it has won 74 out of the total 88 panchayats there. The result of another panchayat is awaited. The TDP got just 14 seats.

The ruling party claimed that their party won just 12 sarpanch posts in 2013. This time, there were one way results for the YCP in Naidu’s own constituency.

Overjoyed over this, the YCP leaders have made comments targetting the TDP chief. Minister Botsa Satyanarayana has asserted that Mr. Naidu left his Chandragiri constituency and came to Kuppam in the past. Now, even in Kuppam, he has lost his party base. No wonder, Mr. Naidu would have to choose another assembly segment soon for his political survival.

YCP MLA RK Roja, who has been a bitter critic of Mr. Naidu, has said that the former Chief Minister has gone to Visakhapatnam to uproot the YCP base there in the name of the steel plant agitation. But, back in his own assembly segment, the people have uprooted Mr. Naidu’s party support base.

Since the elections began, the TDP chief has been writing countless letters to the Election Commission seeking steps to ensure free and fair election in Kuppam. As expected, the YCP proved its previous statements and claimed to have erased the TDP from Kuppam as well.

Jagan Govt creates hurdles for SEC e-Watch app

The High Court of Andhra Pradesh has extended its stay on the e-Watch of AP State Election Commission. This order was issued today after the AP technical wing has asked for five days time for putting up its audit objections. The Government lawyers have claimed that the technical wing would study the security features of the e-Watch app and then it would give its clearance after making any suggestions required.

The Jaganmohan Reddy regime has been creating one problem or another for SEC Ramesh Kumar since the day he postponed the local body polls in March last year. Undoubtedly, the Chief Minister was totally upset and very much furious as the postponement of the elections have caused some impediments in the process of shifting Capital City.

Now, the SEC election watch app has become one of the main targets of the ruling party leaders. They have alleged that this app was in fact created in the TDP Central Office. Then, the Government petitioned the High Court that the SEC app has no security licences.

The ruling party leaders are greatly worried that the SEC might use the election watch app to embarrass both the YCP candidates and the officials who are giving support to them.

Jagan suggests sale of 7,000 acres Visakha Steel lands?

There is no direct statement from Chief Minister YS Jaganmohan Reddy on the Visakha Steel Plant issue during his current visit today. There is neither a press conference nor a public meeting. But reports are coming out that the CM has made some suggestions during his meeting with the leaders of 14 workers’ unions.

The CM told the workers’ unions that the steel plant could be brought back on track by selling some lands in the open market. There are a total of 20,000 acres with this industry. Over 7,000 acres are lying wastefully with the steel plant. The CM suggested sale of these lands for breathing new financial life into the industry.

The CM suggested to the workers not to protest during the working hours. The dharnas should be held during the lunch hours or after working hours. He warned the workers against getting a bad name for themselves for causing the closure of the steel plant with their protests.

Mr. Jagan Reddy also told the leaders of the unions that a resolution would be passed in the Assembly against the privatisation. In fact, there was no immediate move on this. The Posco team is visiting Krishnapatnam, Kadapa and Bhavanapadu for considering the steel plant location.

Jagan puts Sarada Peetham above Visakha Steel

They are mutually contradictory events. The workers unions and the political parties are agitating at the Visakha Steel Plant against the privatisation move. Sarada Peetham is celebrating its anniversary. AP Chief Minister YS Jaganmohan Reddy gave more importance to the Peetham during his current visit to the port city.

The Chief Minister just met the protesting workers’ unions of the Visakha Steel Plant at the airport for a brief time. Later, he made an elaborate visit to Sarada Peetham this time. Though a Swamiji, Swaroopananda is more like a political guru for the CM from the beginning. He was also a friend, philosopher and guide for KCR. Opponents have criticised that the AP CM and his Ministers have been taking all the blessings of the Vizag false Swamiji in order to loot and plunder the assets in the port city limits.

Despite rising criticism, Mr. Jagan Reddy attended the Sarada Peetham anniversary. He offered prayers at the Raja Shyamala Ammavari Temple. He took part in the Raja Shyamala Yagam. The CM also visited the Subrahmanyeswara Swamy Temple and also the Tandava Murthy Temple there.

The Chief Minister inaugurated the website of the Vizag Sarada Peetham. He offered prayers at the Dasanjaneya Temple. The Chief Minister felicitated the veda pandits. Mr. Jagan Reddy made a prolonged visit in which he also took part in the Gopuja and Yaga rituals there.

The Veda Pandits have given their blessings for the Chief Minister with all the strength to achieve his Government’s goals for the State.

Stop steel plant sale or resign, TDP supremo to Andhra CM

Telugu Desam Party (TDP) National President and opposition leader N. Chandrababu Naidu demanded Chief Minister Y.S. Jagan Mohan Reddy to stop the sale of the steel plant or resign from his post.

“Stop the sale of the steel plant or resign and go to jail or wherever you (CM) would like to go. If YSRCP continued its games of betrayal against the people’s sentiments even now, the people of the state would rise in revolt and they would not allow the ruling party leaders to move on the roads,” said Naidu.

He demanded Reddy to take responsibility to lead the ongoing agitation to save the prestigious steel plant which is facing the immediate threat of privatisation.

Naidu met his party leader Palla Srinivasa Rao, whose indefinite fast was forcibly ended by the police, in the hospital.

He said Rao was continuing his fast unto death from his hospital bed.

The former Chief Minister admonished Reddy and his party leaders to make sincere efforts like Rao, whose hunger strike completed eight days.

“Not a single minister has visited or enquired about his health till now. Palla’s weight has come down by 10 kg already. But the false protesters were gaining weight on the other hand,” said the TDP supremo.

Naidu claimed that the Chief Minister is allegedly not opening his mouth on the steel plant issue.

He demanded Reddy to stop his alleged pretensions as the steel plant has immense sentimental value for the people of Andhra Pradesh.

“In the united state, the people of all the three regions including Telangana waged a united stir and protected the VSP. Over 32 agitators sacrificed their lives and Tadikonda resident Amrutha Rao continued a 47-day long fast at that time,” Naidu reminded.

Amid those circumstances, he claimed there was no option for Indira Gandhi but to grant the steel plant in the port city.

He slammed YSCRP MP V. Vijayasai Reddy for allegedly counselling Andhra people in a fashion that they should accept the reality of privatisation.

“At the same time, the MP was saying that he would take up a 20 km long padayatra. What was required right now was that the YSRCP MP should go to Delhi and get the steel plant sale stopped,” the former CM asserted.

Naidu claimed that the state people realised that YSRCP leaders are enacting false dramas and going to meet an alleged fake swamiji (godman) in Vizag to seek his blessing for their nefarious activities.

He claimed that Reddy met with the representatives of Posco, including posing for photographs with them but did not bother to tell the people about the privatisation plans.

“If the CM had any love for the North Andhra region, he should get the Obulapuram mines allotted for saving the Visakha Steel plant. That would save the industry from the privatisation plan immediately,” Naidu claimed.

According to the former Chief Minister, the steel plant was supporting the livelihoods of 5 lakh people, paying Rs 41,000 crore tax, out of which Rs 33,000 crore go to the Central government and Rs 8,000 crore to the state government.

“The Jagan regime was trying to make sure that there would be no public sector industry in Vizag. They set their sights on the Rs 2 lakh crore worth steel plant lands with which they were planning to do real estate in future,” he alleged.

Sameer Kochhar, Chairman of Skoch Group, is a noted writer and economic policy analyst. His Group has been giving the best CM awards every year. This year, his group has conferred the ‘CM of the Year’ award for AP Chief Minister YS Jaganmohan Reddy. It says that by implementing over 123 projects across all sectors in one year, Jagan Reddy has emerged as the best Chief Minister in the entire country.

In its observations, the Skoch Group has maintained that the AP CM has implemented many projects like YSR Rythu Bharosa Kendra that have proved to be nationally significant. They have shown good outcomes. They have also talked about YSR Cheyutha Scheme, Disha, Abhay and such other schemes.

Interestingly, Sameer Kochhar team has not touched upon the economic impact of the Jagan Reddy schemes which are ninety percent focused on cash transfers to the beneficiaries. They said 123 projects were studied across all sectors but there has been no mention of the Capital City project nor industrial development nor the progress of the irrigation projects.

The Skoch team described the Disha Act as a path-breaking one for helping women to move freely in society. The fact is that the Disha Act is still a toothless law which is yet to get the approval of the Central Government.

What more, being an expert in economics, Sameer Kochhar has missed the point how AP is finding it hard to even pay salaries and pensions because of the deepening financial crisis.

Jagan smart townships to woo middle classes

Almost all the programmes of the ruling YCP till now are aimed at the welfare of the poor families. Jagananna Ammavadi, Thordu, Chedodu, Vidya Deevena, etc were intended for the poorer sections only. Now on, the CM is also aiming at the middle classes vote banks too.

For this, the Jagan regime is coming out with an elaborate plan on the smart townships programme. As part of this, the Government will aim at making affordable housing to come within the reach of the small and middle class families. All the facilities will be provided at these townships.

These townships will be taken up on a no-profit basis by the Government. Analysts say this is indeed a tactical move by the Chief Minister at a time when the real estate sector and the construction industry have totally collapsed in AP. This is mainly because of the lack of sand supply at affordable prices.

Even an average middle class family is not able to construct a house on their own because of the high rates of sand, cement and other raw materials. Undoubtedly, there will be a huge demand for these smart townships if the Jagan regime really implements the scheme by ensuring sale of houses at lower rates compared to the market.

Jagan to flag off Antarvedi temple new chariot

The AP Government has carried out works and completed the Antarvedi temple new chariot in a record time. The works are completed ahead of the schedule. Most projects and works are getting delayed either administrative wrangles or legal hurdles but the chariot works have been finished without delay.

Now, Chief Minister Jaganmohan Reddy is expected to flag off the temple chariot in a week’s time from now. In view of the controversy that raged over temple attacks, the Government took special care and got the chariot works completed without any complications. The total burning of the old chariot triggered massive uproar in the State and the country. Eventually, a CBI investigation was ordered into the issue.

The real culprits in the torching of the century-old Antarvedi chariot were yet to be caught. The non-functioning of the CCTV cameras facing the chariot shed became a major hurdle. Antarvedi Lakshminarasimha Swamy Temple located in Sakhinetipalli mandal in East Godavari has been popular among the devotees for a long time.

The temple authorities are making arrangements for bringing the new chariot into use during the temple processions from this year onwards.

Jagan Govt goes to court once again on colours

The Andhra Pradesh Government filed a fresh petition before the High Court of AP for relief from the State Election Commissioners’ orders on the ration delivery vehicles. The Government’s lawyers argued that it would take nearly 3 months time to change colours and photos of the ration vehicles. This would cause disruption of the Government services to the poor people in rural areas.

Hence, the Government asked the High Court to cancel SEC Ramesh Kumar’s orders and give permission to restart the ration delivery with the vehicles having the YCP colours and the Chief Minister’s photo. Whereas, the court has already given an order a few days ago that the SEC should inspect the ration vehicles and give necessary approval for ration delivery.

Ramesh Kumar inspected the vehicles and promptly suggested change of party colours and removal of the CM photos in the election-bound areas. That would be a waste of public money since the changes would have to be made for a temporary period for the purpose of holding the elections.

The Government told the court that the SEC orders were stalling ration delivery to 4.27 lakh families. But Ramesh Kumar ordered stalling of ration delivery only in areas where the elections are being held.

As the Supreme Court of India rightly pointed out, an epic ego battle is going on between CM Jagan Reddy and State Election Commissioner Ramesh Kumar. An otherwise calm and peace loving retired IAS officer, Ramesh Kumar has undoubtedly taken much courage to stand up and say no to the Jagan regime’s intimidatory tactics that started after the local body polls began.

Ramesh was not proactive in the first phase poll. It was only after he postponed the polls that CM Jagan unleashed an open, casteist attack. That triggered what AP voters were now seeing the endless ego battle. Whatever, all through the game, the SEC was tasting his little successes in humbling the CM and his Ministers. Jagan Reddy was determined not to allow the panchayat elections till Ramesh Kumar retires but that could not be achieved.

The conduct and continuation of elections itself was seen as a big morale booster for the SEC. Minister Peddireddy Ramachandra Reddy’s remarks caused some damage but the High Court’s order restored the prestige of the SEC partially.

Now, Ramesh Kumar has decided to visit Kadapa district in order to send his message strongly to the AP voters. By focusing his attention on the CM’s home district, the SEC has already succeeded in ensuring far fewer unanimous elections there than expected. Ramesh Kumar is beginning to tour Kadapa and other districts with his slogan that the people should cast their votes and make the elections a big success.

Needless to say, Ramesh Kumar’s bold visits to the CM’s home district have been greatly irritating his most loyal Ministers. No wonder, the SEC is drawing more satisfaction in this so-called ego battle that is giving sleepless nights to the YCP leaders.

Andhra to provide jobs to families of SC/ST rape, murder victims

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Thursday directed officials to provide jobs to the family members of rape and murder victims from the scheduled caste and scheduled tribe (SC & ST) communities.

Reddy said the state government will continue to provide financial assistance to victims of harassment, and suggested that land should be allotted to victims.

In the event of land being unavailable, he directed officials to acquire land and distribute it to the victims.

The Chief Minister presided over a high level SC and ST vigilance and monitoring committee and instructed officials to conduct a speedy inquiry into the pending cases of atrocities against SC and ST communities.

“High power vigilance and monitoring committee meetings were not held since 2013, as the previous government laid no focus on law enforcement, especially in the cases of SCs and STs,” alleged Reddy.

He said that a regular review of SC and ST law enforcement, both at the state and district level should be held.

According to the Chief Minister, for the first time in the history of the state, the police department took stringent action against police officers who were found guilty in SC and ST cases and proved that no one is above the law.

Reddy instructed the in-charge ministers to review the implementation of Prevention of SC and ST Atrocities Act in the districts every three months, involving senior officials and other stakeholders.

He directed the officials to prepare standard operation procedures (SoPs) on law enforcement and effective implementation of the Act, including instructing the SC and ST cases investigation wing in the CID to review progress on a regular basis.

“Police need to be closer to the downtrodden communities and provide assurance on the law. We have already made it mandatory for collectors to visit village secretariats once a week, from now on district SPs along with collectors should go to SC and ST colonies once a week,” the chief minister asserted.

Reddy reminded that at the first collectors’ conference after the formation of YSRCP government, it was highlighted that the state will stand by the oppressed sections and women.

Further, he directed officials to set up special courts, appoint lawyers and also provide assistance to victims.

According to G. Sunil Kumar, Director, National Commission for Scheduled Castes, Anhdra Pradesh is the only state in the country to give a compensation of Rs 10 lakh to the victims of atrocities.

Meanwhile, officials said that atrocity cases declined by 11 per cent in 2020, lowest in six years, 36 per cent reduction in SC and ST murder cases and 17 per cent reduction in rape cases among others.

In terms of investigation time, officials said the probing time fell from 264 days per case in 2017 to 50 in 2020.

Reddy released a booklet compiled by the police department on good conduct towards SC and ST communities and women.

Jagan to go to court against Ramesh ‘election app’

All battles, whether minor or medium or major, are eventually landing in the courts. Cases and arrests, comments and counter comments have become the order of the day in Andhra Pradesh. Now, the Jaganmohan Reddy-led YCP is going to approach the High Court on the issue of the app developed by the AP State Election Commission.

The argument of the ruling YCP Ministers is that the app was not actually developed by the SEC. They suspected that the SEC app was developed in the office of the Telugu Desam Party (TDP). Minister Peddireddy Ramachandra Reddy has said that the SEC got the election app developed in the TDP office. Ramesh Kumar should disclose whether he has worked for the benefit of Chandrababu Naidu or not.

Even in the past, the YCP has alleged that the letters written by Ramesh Kumar to the Central Government were drafted in the TDP office.

Peddireddy was also criticising that Ramesh Kumar has gone to the extent of threatening and blackmailing the Governor of Andhra Pradesh as well.

Pulse polio programme to cover 91 lakh children in Telugu states

Pulse polio programme began in the Telugu states of Telangana and Andhra Pradesh on Sunday to cover 91 lakh children below five years.

Children of 0-5 years were administered the drops at thousands of booths set up in all 33 districts of Telangana and 13 districts of Andhra Pradesh.

The programme was launched by Telangana Health Minister Eatala Rajender in Hyderabad while it was rolled out in Andhra Pradesh by Governor Biswa Bhusan Harichandan and Chief Minister Y.S. Jagan Mohan Reddy.

Health authorities in both the states made elaborate arrangements for the programme at pulse polio booths and transit points. They also took all precautionary measures in view of Covid-19 pandemic.

The vaccinators would be provided surgical masks, hand sanitisers and disposable gloves at all pulse polio booths.

On Monday and Tuesday, the health workers will go door to door to immunize the children who miss the drops. In Hyderabad, the programme would continue till Wednesday.

Officials said special emphasis was being laid on immunizing children of high risk groups such as nomads, migrants, urban slum dwellers and brick kiln workers.

In Telangana, a total of 38,31,907 children in the 0-5 years age group are targetted to be covered during the pulse polio programme.

Health Minister Eatala Rajender, who administered the drops at Shameerpet, said 23,331 polio booths were set up while 877 mobile teams were also pressed into service.

Around 50.14 lakh doses of bOPV vaccine doses have been supplied to districts.

In Vijayawada, Andhra Pradesh Governor Biswa Bhusan Harichandan launched the pulse polio immunization programme by administering polio drops to children aged below five years at Raj Bhavan. Speaking on the occasion, he said the campaign has been launched with an aim to eliminate poliomyelitis (polio) in the country by vaccinating all children under the age of five years.

Harichandan said around 52.72 lakh children of less than five years of age are targeted for administration of polio drops in the state, as part of the drive to sustain polio eradication from the country.

He noted that there has been not a single case of polio reported in the country since 2011.

Chief Minister Y.S. Jagan Mohan Reddy launched the programme by administering polio drops to children at his official residence in Amaravati.

Deputy Chief Minister Alla Krishna Srinivas, Health Principal Secretary Anil Kumar Singhal, Health Commissioner Katamaneni Bhaskar and other officials were present on the occasion.

High Court green signal for Jagan ration door delivery

The High Court of Andhra Pradesh has given the go ahead to the Jaganmohan Reddy Government’s prestigious door to door delivery of ration in the State. The court has however put a condition that there should be no political party colours or involvement in any manner in the ration delivery. The photos of any political leaders should not be there on the vehicles or bags during the ration distribution.

The HC instructed the Government to come out with a detailed plan towards the ‘partyless distribution’ of the ration commodities. The Government should submit this plan to State Election Commissioner N Ramesh Kumar within two days. On his part, the SEC would take the decision within five days.

However, the problem here for the Jagan regime is that there are photos of the Chief Minister on the ration vehicles. Also, these vehicles were painted with the YCP colours in a visible manner.

Interestingly, the court just said there should be no party colours or photos. It is curious to see how the Government would interpret this in its plan that would be submitted to the SEC. Obviously, Ramesh Kumar would certainly object if the ration vehicles carry the CM photos.

Jagan Govt humiliates Ramesh all through elections

The joy that he could finally get the Supreme Court green signal for the panchayat elections is certainly short-lived for State Election Commissioner N Ramesh Kumar. At every available opportunity, the Jagan Reddy Government has been humiliating and harassing him deliberately and with a definite purpose to demoralise him.

In the latest instance, Ramesh asked the Government for appointing senior IAS officer Ravi Chandra as the new Secretary for the SEC. There was no immediate answer from the administration. But soon, the Government issued orders and appointed Ravi Chandra as the Secretary of the Coronavirus vaccination programme. The objective was clear how the Jagan regime took its sweet revenge. It was citing vaccination that the Government refused to hold the election but the SEC cited elections in different States for going ahead with the panchayat polls.

On top of it all, the Government did not give the Secretary to the SEC till the last minute. As per the court orders to cooperate in the election process, the Government sent a list of three officers to the SEC who did not select any from it. Those three were Vijay Kumar, Raja Babu and Kanna Babu. But the SEC asked for Ravi Chandra services. Disregarding this, the Government just appointed Kanna Babu as the SEC Secretary.

The question is what Ramesh will do if Kanna Babu too will behave oddly and not cooperate.

Remove Jagan photos: Ramesh tells AP Govt

Yet another controversial decision that Chief Minister YS Jaganmohan Reddy has taken was about printing of his own photos in the official certificates being issued to the people. Now, this became a serious problem amounting to constitutional violation in the current panchayat elections.

The CM photo is being printed even in the caste and no dues certificates being issued to the contesting candidates. This has naturally embarrassed the Opposition parties which do not like to see Jagan photos in their certificates. Complaints have been made to the State Election Commission already.

In his latest orders, SEC Ramesh Kumar has instructed AP Chief Secretary Adityanath Das to remove photos in the certificates immediately. The SEC told the CS that photos were in violation of the election code. Necessary orders should be issued to the Tehsildars in mandals to delete Jagan photos in all the certificates. The officials should make sure that there would be no bias in the election process.

Ramesh Kumar has been making appeals on several issues like unanimous elections, photos, etc, but the Government is openly disobeying all of them. No wonder, even this small would have to be dragged to level of the Supreme Court for it to be resolved.

SEC Case : Jagan attempted resignation after his defeat ?

What happened in the Tadepalli palace after the Supreme Court gave a green signal for the panchayat polls? Did Jagan Reddy offer to resign and go for a fresh election? Did he talk about abolition of the Assembly or not? Why has the Chief Minister withdrawn his decision so soon? These questions were posed by none other than former Minister Devineni Umamaheswara Rao. Right from the beginning, Devineni Uma always keeps gathering all information about the CM camp office and blows it out instantly.

But this time, Uma’s comments raised questions whether he was merely making political statements in order to draw public attention during the ongoing panchayat elections. Whatever, he said that the CM was greatly upset at the SC order and decided to dissolve the Assembly to obviously seek fresh election. For several hours, the Ministers and Advisors held close discussions on this in Tadepalli palace.

Uma said that Jagan Reddy had also told his Ministers that he would go to a fresh election. But now, the CM should explain why he had developed cold feet.

In a more unbelievable comment, Devineni Uma said that the CM was almost ready to resign. But he took it back only after the intelligence and special teams gave reports on negative public opinion against the Government.

Advise SEC not to exceed his domain: Andhra govt to DoPT

The Andhra Pradesh government has written to the Department of Personnel and Training (DoPT) to ignore State Election Commissioner (SEC) Nimmagadda Ramesh Kumar’s recommendation to compulsory retirement of two IAS officers, and also advise him not to exceed his domain.

“I, therefore, request to refuse to take cognizance of the proceedings issued by the SEC against the member of services and also to advise the SEC not to exercise the power which is not in his domain and adhere to the guidelines in the matter,” said an official in the letter addressed to the DoPT Secretary, which was shared on Thursday.

According to the state government, Kumar censured Panchayat Raj and Rural Development Principal Secretary Gopal Krishna Dwivedi and Commissioner M. Girija Shankar for alleged dereliction of duty in their work related to the gram panchayat elections.

The AP government highlighted that the SEC failed to follow due procedure prescribed under All India Service (AIS, D & A) rules, 1969.

“SEC has written a very derogatory letter against the named officers to the Secretary, DoPT for their compulsory retirement. This step of SEC also doesn’t fall under his competence and suffers from jurisdictional error,” the official observed.

He said that the Election Commission is empowered to suspend any officer working under the central government, public sector undertaking or autonomous body fully or partially funded by the government for insubordination or dereliction of duty, besides making recommendations to the competent authority for taking disciplinary action while engaged in the preparation of electoral rolls or election duty.

“Censure is a penalty classified under minor penalties and the state government is the competent authority to impose the said penalty to member of service serving with the affairs of the state and it has to be imposed by following the procedure laid down under rule 10 of the said rules,” observed the official.

AP government pointed out that the SEC administering censure against the two IAS officers, including directing the same to form a part of their service record is bereft of competence and jurisdiction, transgressing into the powers vested with the state government.

“Any instrument issued without competency is illegal and bad in law. Accordingly, state government had issued orders rejecting the censure proceedings of the SEC,” the official noted in the missive.

“Further, there has not been an iota of doubt regarding the conduct of officers during their past service,” the missive asserted.

Panchayat elections were originally supposed to have been held in 2018 when the tenure of the local bodies expired back then but Kumar chose not to hold them and waited until now.

However, Chief Minister Y.S. Jagan Mohan Reddy thought of going to the polls in March 2020 but Kumar refused the green signal, citing the Coronavirus pandemic, leading to a major standoff between the two.

Reddy accused Kumar of acting at the behest of Opposition leader N. Chandrababu Naidu during whose tenure he was appointed and even tried to replace him, which backfired as the SEC has Constitutional protection equal to a Supreme Court judge.

With just two more months left as the SEC, Kumar is going ahead conducting the polls which the state government could not stop with their deferment appeal getting dismissed in the Supreme Court on Monday.
