Reverse turn CM: Reason for Jagan’s U-turn on NPR

Jagan’s latest decision on controversial National Population Register (NPR) has become a topic of debate in political circles. It is known news that Jagan’s YSRC party supported the Citizenship (Amendment) Bill in the Lok Sabha and Rajya Sabha in December 2019. And yet, Jagan now decided to oppose NPR through an assembly resolution. His reverse turn and the possible reasons for the same are discussed and debated a lot.

Jagan’s resolution asking Centre to Revert to 2010 NPR Format:

Jagan tweeted on 3rd March revealing his position on NPR. Even though he didn’t oppose it fully, he asked center to revert to 2010 NPR format. “Some of the questions proposed in the NPR are causing insecurities in the minds of minorities of my state. After elaborate consultations with our party, we have decided to revert the conditions to those prevailing in 2010. To this effect we will also introduce a resolution in the upcoming Assembly session,” says Jagan’s tweet. It is known news that Bihar CM Nitish Kumar also requested similar changes in NPR format.

Jagan’s decision is to ensure Muslims votes in local elections?
NPR has been controversial since the beginning as Muslims are arguing that it is biased and negatively discriminating Muslims. Jagan’s party supporting CAA bill in Lok Sabha and Rajya Sabha also was keenly observed by Muslim intellectuals. The leaders of the party from the constituencies where Muslim votes are decisive also brought it to the notice of Jagan that there is anti-wave from Muslims on Jagan supporting BJP’s bills in parliaments. It is opined that the same anti-wave may reflect in upcoming local elections. So, at this juncture, Jagan might have taken decision to not agree on NPR in the existing format.

Anti-wave on Jagan?

Jagan has been facing criticism on several aspects in the last 10 months. He started his ruling by focusing on demolishing the constructions of his political rivals. He promised to increase old-age pension from 2000/- to 3,000/- but he increased only to 2,250/-. His other promises like ‘Amma Vodi’ etc came with lots of terms and conditions. He assured of abolishing CPS scheme in one week after coming to power but he is still dillydallying on that. His 3 capital decision and sand issues completely destroyed realty and construction fields in AP. With several other similar decisions backfiring, Jagan seems to have been advised of regaining the confidence of Muslim voters.

We will have to wait and see whether Jagan will stick to his decision even after local polls or he will take another U-turn after local polls to appease Delhi bigwigs.

Religious twist to Jagan post to Sanchaitha Gajapathi Raju

The MANSAS Trust (Maharaja Alak Narayana Society for Arts and Sciences) has properties worth Rs. 1.40 lakh cr in Visakhapatnam, Vizianagaram and other places. It has valuable mining-worthy lands that have manganese deposits also. Not only that, the trust runs over 105 temples in the region, including the famous Simhachalam Temple. This is what has become a major irritating factor to the Jaganmohan Reddy government’s appointment of Sanchaitha Gajapathi Raju as the MANSAS Chairperson now.

Sanchaitha and her mother Uma Gajapathi Raju are well known followers of Christianity. They also make visits to the Vatican City. Uma Gajapathi Raju hails from a Christian family in Kerala. But, Anand Gajapathi Raju family are Hindus. After separation, Sanchaitha is living with her mother in Delhi and rose up in high society circles there. Now, objections are coming up to the appointment of a practicing Christian for a trust which runs Hindu temples. Even Asok Gajapathi Raju is objecting to this and vowing to challenge the government in the courts.

Will Jagan accept Venkaiah challenge?

AP Ministers sarcastically wrote to Vice President M Venkaiah Naidu for using his good offices to get Rs 2,498 Cr released from the Centre to the state government. Now, Venkaiah immediately took up the issue and got the amount released from the Centre. He talked to the Union Ministers concerned and silently made his efforts to get the funds finally released.

Political circles are now full of speculation about the future response of AP CM Jaganmohan Reddy. Will Jagan immediately use this amount to clear the dues to the paddy farmers? CM is usually not in the habit of using Central funds for the purpose for which they are released. He diverted hundreds of crores to his pet programmes of Navaratnalu Cash Transfer promises to his party votebanks.

Analysts say that it’s going to be real challenge for Jagan Reddy now. Venkaiah is known for bitter attacks on his rivals. Now, Venkaiah took it as his personal issue to ensure payments to paddy farmers in AP. This issue is expected to shake up AP political scene ahead of local polls.

Will Jagan delay local polls due to Corona virus scare?

TDP has written an open etter to CM Jaganmohan Reddy. It demanded that the AP government should implead in SLP filed in Supreme Court for overall 34 per cent BC quota. That has been a political demand which Jagan Reddy would not usually even take note of. But, the TDP leaders gave a new twist to it by bringing in the rising threat of Corona virus. Elections are not advisable because the whole world is cancelling major crowd-pulling events as part of precautionary steps against virus epidemic. Election campaigns and long queues at polling booths may bring together huge crowds which may harm people.

Unfortunately for Jagan Reddy, his Federal Front boss KCR has got a meeting of Amit Shah cancelled in Telangana in the name of virus. Cinema shootings are getting cancelled. People are cancelling their tours and pilgrimages. Will Jagan afford to ignore all this? However, political analysts say that Jagan is not in the habit of considering such issues to change his priorities. Jagan apparently wants to hit birds with one shot – ruining TDP BC votebank and getting Central funds.

Jagan’s strategy for Local Body elections

AP CM Jaganmohan Reddy’s repeated warnings against use of money and liquor have triggered wild speculation on misuse of power by YCP. TDP senior leader JC Diwakar Reddy has already commented that Jagan is going to ensure that majority of local body elections are unanimously won by his partymen. Being in power, the YCP will be able to distribute money in plenty while the opposition parties will have no option but to simply concede the defeat.

Analysts say that Jagan Reddy is going to repeat the same formula adopted by the TRS, which swept local body polls in Telangana local body elections with money and muscle power. Interestingly, AP CM is also using the KCR formula of using all tactics to win majority seats unanimously. For this, targets have been fixed for district leaders while top leaders are already given the task of forming strategies.

Rumour is that the YCP is already prepared to pump in hundreds of crores into the elections. Given these advantages, it would indeed be a big shock if the voters really show an anti-Jagan sentiment as is being expected by the TDP.

Jagan master plan to corner Venkaiah on Central funds

Vice President M. Venkaiah Naidu had good relations with YS Rajasekhara Reddy but he has no rapport with Jaganmohan Reddy. Initially, nothing was wrong between them. Things turned worse after the English medium issue. Jagan Reddy would not tolerate anything but not any minor opposition to his policies and views. Venkaiah constantly made indirect attacks at the YCP government’s proposed removal of Telugu medium in government schools in preference for English medium.

Not only that, Venkaiah is known for his close relations with Sujana Chowdary and CM Ramesh who are known bitter critics of Jagan Reddy policies. There are also reports recently that the Vice President has tried to control Vijayasai Reddy in the Rajya Sabha during a debate. Given all these things, YCP seems to have launched an open attack on Venkaiah.

Already, CM Jagan Reddy badly criticised Venkaiah’s views asking whether only the Vice President’s grand children should study in English medium but not the children of poor families. Now, YCP began a war against Venkaiah by bringing pressure on him to get Rs. 4,724 pending funds released from the Centre to AP. YCP Ministers Kanna Babu, Anil Kumar and Kodali Nani wrote a letter to Venkaiah. No wonder, the Vice President should get prepared for even a more bitter attack.

Local polls a referendum against Jagan or his MLAs?

AP CM Jaganmohan Reddy has not involved his Deputy Chief Ministers or Ministers or MLAs in any major decision of his government. In the past nine months, he ran administration as a single-man show. He mostly relied on his Advisors and close-knitted group of leaders, who include Vijayasai Reddy, SV Subba Reddy and Sajjala Ramakrishna Reddy. Most of his Ministers and MLAs didn’t even know about AP Capital shifting decision till Jagan announced it in the Assembly. But now, in respect of local body elections this month, the CM is fixing responsibilities for Ministers and MLAs. Their careers will be in risk if they fail to win majority sarpanches, MPTCs, ZPTCs, MPPs and ZPPs.

Apparently, Jaganmohan Reddy is treating the local polls as a referendum on his Ministers and MLAs. But, on the other hand, the opposition parties are treating this as a referendum against Jagan Reddy’s Tughlaq regime and its anti-people decisions in the past nine months. Jagan has apparently taken a convenient stand now. If YCP wins these polls, it is because of people’s approval of all his decisions including 3 Capitals. If not, Ministers and MLAs will be blamed and eventually sacrificed.

Can Jagan race against time on 25 lakh house sites?

AP CM Jaganmohan Reddy made countless election promises. He has been breaking most of those promises including the all important AP Special Status. But somehow, Jagan Reddy is not willing to compromise on 25 lakh house sites distribution to poor families at one go. He wants to make this distribution his Ugadi festival gift in the last week of this month. Jagan’s aim is also to distribute these house sites by this month-end in order to attract voters in the coming local body elections.

However, the revenue officials are still facing problems to take possession of the private and assignment lands because of serious resistance from owners and farmers. At many places, assignment land owners are threatening to commit suicide by taking pesticide in front of MROs and RDOs. On the other hand, the YCP Ministers are saying that the required lands are already available. They will be levelled and into plots along with full layouts at break-neck speed. All this will be completed in 3 weeks time and plots will be distributed to poor people.

Interestingly, there is the danger of election code to block the distribution of these house sites at the last minute. Jagan Reddy is also running against time to conduct local body elections before end of March in order for AP to become eligible for Rs 3,600 Cr Central funds. These twin challenges are literally making top officials nervous. Also, BC associations and TDP are threatening to drag Jagan Circar to Supreme Court on lesser reservations for BCs.

Jagan pushes NTR Housing poor beneficiaries into debts

The previous TDP government extended good subsidy to the poor families to construct own homes under the NTR Housing scheme. Over 10 lakh poor families came forward to utilise this. Most of their houses are completed and some of them are partially completed. They have spent their personal funds by taking loans from private lenders. But now, the Jaganmohan Reddy government is not giving subsidy to them. These arrears now come to about Rs. 300 Cr all over the state.

The poor families are now under lot of pressure for repayment of loans. They are left in a serious debt trap because of the indifference of the YCP government. They have made representations to local officials, Grama Secretariats, Tehsildars and even in Spandana programmes in the District Collectorates. But there was no positive response to them.

As many as 2.6 lakh housing beneficiaries have fully completed their houses. Their condition has become even more pitiable as the private lenders are threatening to take over their houses. These poor beneficiaries are approaching YCP leaders saying that they have voted for YCP in the last elections. But their plea is being ignored just because CM Jagan Reddy is mercilessly against continuing any programme implemented by Chandrababu Naidu.

Jagan deals yet another blow to Amaravathi!

AP CM YS Jaganmohan Reddy who is hell bent on ‘killing’ Amaravathi capital city, even since he became CM in May 2019, has dealt yet another big blow to Amaravathi.

Jagan has reportedly decided to scrap Anatapur-Amaravathi Greenfield express highway project.

The project was launched by previous TDP government to connect Amaravathi capital city with Rayalaseema region by laying express highway.

Jagan is learnt to have decided to remove Amaravathi from this project and confine the highway only from Anantapur to Chilakaluripeta in Guntur.

At a time, when farmers in Amaravathi capital region are strongly protesting against Jagan’s decision to shift Amaravathi capital and create three capitals for AP, the CM has taken another decision to cut express highway project in Amaravathi and cut the express highway road linkage between Amaravathi and Rayalaseema.

However, Jagan is trying to blame the AP’s financial crisis for scrapping the highway project saying that AP cannot afford to bear costs for land acquisition for this project.

Despite Centre agreeing to bear 50% of total Rs 25,000 crore project cost, Jagan reportedly said that AP government cannot afford even the remaining 50% cost due to present financial crisis.

YSRCP supremo and AP CM YS Jaganmohan Reddy has announced to complete elections for all local bodies in Andhra Pradesh within a month all of a sudden.

What prompted Jagan to take this decision all of a sudden?

Political analysts see Jagan’s ‘Ugadi strategy’ behind this sudden decision.

Jagan has announced to distribute 25 lakh house sites to poor for free in AP on the occasion of Ugadi.

Ugadi falls on March 25 and Jagan wants polling for local bodies to be held between March 27 and April 5.

Jagan believes that distributing 25 lakh house sites for poor in AP will create “YSRCP wave” in all the districts just ahead of polling and help YSRCP to win the local body elections.

Moreover, local leaders are creating panic among AP voters that if they do not vote for YSRCP or if YSRCP loses in polls, people will lose their plots.

This is similar to KCR’s strategy to win GHMC elections. Just before GHMC elections, KCR handed over 400 2BHKs for poor in Hyderabad. Local TRS leaders created fears that if TRS wins GHMC polls, all the poor will get 2BHK flats for free and if TRS loses, the 2BHKs scheme will be stopped. It worked out and TRS won with absolute majority in GHMC polls.

Now, Jagan is replicating this model by replacing 2BHK flats with house sites.

It remains to be seen whether Jagan succeeds in this attempt to win local body polls in AP.

Jagan disqualification threat to TDP candidates?

There are already provisions in the election laws to give jail punishments and impose penalties for polling offences like bogus voting, illegal distribution of cash and liquor to voters. No each election these days takes place without liquor flowing freely. Cash distribution has become common. Even then, there are no instances of major punishments given to anybody.

Now, the local body elections in AP this month may give a different picture. The Jaganmohan Reddy government brought an ordinance to give serious punishments in cases of liquor and money distributions. CM Jagan himself is repeatedly talking about disqualification of contesting candidates if their followers are found guilty of election offences. He is also hinting at 3 years jail term. This is causing lots of concern in the opposition parties especially the TDP. Already, countless nonstop cases are being filed against all mid-level leaders in the party on some pretext or other. Undoubtedly, the YCP will get more and more cases filed to immobilise and strike fear in the TDP candidates.

On their part, TDP leaders are planning to fight back just as they are doing on the issues of Amaravati Capital, Praja Chaitanya Yatra. Their big hope is on anti-YCP sentiment because of Jagan’s failure to meet expectations on Navaratnalu Cash Transfers.

Are you a betrayer of BCs? Naidu asks Jagan

CM Jagan Reddy’s latest decision on local body elections has angered TDP President Chandrababu Naidu. Now, Naidu is asking how can the Jaganmohan Reddy government hold the local body elections without providing 34 per cent reservations to Backward Classes. Obviously, the YCP government is not filing a Special Leave Petition in the Supreme Court like the Kirankumar Reddy government did to give their rightful quota to BCs. Naidu says that Jaganmohan Reddy would be permanently remembered in history as a betrayer of BCs if his government does not protect their reservations.

It is known how the YCP regime is taking revenge against the TDP leaders ever since it came to power. Now, apparently, Jagan Reddy is taking revenge against the BCs also because they have all along been supporting the TDP. Naidu says that the BCs are known for their opposition to Jagan Reddy and also his father YS Rajasekhara Reddy.

Naidu asserted that their party would do everything to protect BC reservations by going to the court. He recalled how the TDP has given political recognition to BCs who, for over 25 years, enjoyed 34 per cent reservations under previous TDP regimes.

Jagan alert to officials on Corona virus

AP CM Jaganmohan Reddy has ordered the health and medical department officials to develop virus patients isolation centres in all the district headquarters hospitals in the state. Though no Corona case is reported in AP till now, it is no time for complacency. One case is already noticed in neighbouring Telangana Capital.

Jagan stressed the need for training the staff at the government hospitals and also to form rapid response teams.
The cause of concern in Telugu states is that the Kovid 19 viruses is rapidly spreading in the Gulf countries. AP health officials have begun efforts to meet any eventuality. In every village secretariat, Corona awareness information will be provided. Body masks and face masks are made available at the major hospitals.

CM Jagan has told the people that there is no immediate threat in AP but, despite this, everybody should be alert to quickly respond if there is any incidence.

NRIs drag Jagan to International Court over Amaravati issue!

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is already facing severe backlash from various quarters on Amaravathi capital issue.

He is also facing cases in AP High Court for his decision to create three capitals by setting up executive capital in Vizag and legal capital in Kurnool and confine Amaravathi to remain as only legislative capital, from where only Legislative Assembly works.

Farmers in 29 villages in Amaravathi capital region, along with Opposition parties and civil organisations are agitating for nearly three months demanding Jagan to continue only Amaravathi as full-fledged capital.

They have also filed cases against Jagan in the High Court.

Despite all this, Jagan remains adamant on his decision.

Now, NRIs living in US have joined hands to take legal action against Jagan over Amaravathi issue.

They have filed a petition in the International Criminal Court (ICC), Hague, Netherlands, challenging Jagan’s decision on three capitals.

They brought to the notice the international court that Jagan as Leader of Opposition between 2014 and 2019 had supported Amaravathi capital announced by previous TDP government in the Assembly but he has now ditched the people by deciding to shift Amaravathi capital and create three capitals for AP after becoming Chief Minister of AP in May 2019.

In the petition, the NRIs sought international court to direct AP government to continue Amaravathi as the capital of AP as it is and do justice for Amaravathi farmers.

The court admitted the petition and is expected to begin hearing on the case very soon.

Governed by an international treaty called the Rome Statute, the International Criminal Court is the world’s first permanent international criminal court.

The ICC investigates and where warranted, tries individuals charged with the gravest crimes of concern to the international community, genocide, war crimes, crimes against humanity and the crime of aggression.

Has Jagan confirmed RS seat to Reliance Natwani?

The ruling YCP is making lot of claiming that the recent Jagan-Ambani meeting will bring in massive investments from Reliance in Andhra Pradesh. But, what Reliance Vice-President Parimal Natwani says in Delhi is giving a different picture. Natwani has shared with journalists some details of Ambani tour to AP. Natwani told the media that the issue of his Rajya Sabha seat came up in the talks between Reliance Chairman Mukesh Ambani and AP CM YS Jaganmohan Reddy. But Natwani has not talked about any industries going to be set up by Reliance Group in AP as of now. Natwani’s chit-chat with media triggered fresh speculation whether Ambani’s visit was solely limited to RS seat discussion.

There is also speculation whether Jagan has really confirmed his party RS seat to Reliance or not. Delhi media circles are saying that Mukesh Ambani would have visited Jagan Reddy in AP only after getting confirmation of this. Such a huge corporate tycoon would not risk his company’s prestige without being sure of definite commitment from AP CM. Moreover, Reliance has no chance of getting support from Congress which has won in Madhya Pradesh, Rajasthan and Jharkhand.

Analysts say that AP has become very convenient for BJP to get Natwani elected to RS with the help of YCP. On his part, Jagan Reddy is also too willing to help out BJP in a time of crisis. Already, there was speculation that during his last visit to Delhi, Jagan has promised to give one or two RS seats to BJP. Now, Natwani is being given YCP RS seat in BJP quota.

10,760 acres massive deal behind Ambani visit

In 2007, the then Rajasekhar Reddy government allotted 10,760 acres land near the national highway in Kadapa district to controversial leader Gali Janardhana Reddy’s Brahmani Steels. After the untimely death of YSR, his successor Kirankumar Reddy cancelled this allotment as the factory management didn’t take up development works except construction of compound walls. But, Gali took hundreds of crores loans from banks in the name of Steel Plant. All this eventually got stuck in court litigations.

Now, there are reports on a secret move to give back all these lands to Gali factory and through him the steel factory lands would be given to some other company. Many top Gujarat based industrialists have already sent their teams to study the prospects of taking over Gali factory. Also, Reliance representatives toured Kadapa district for this purpose. Gali team explained the factory details to them.

Latest speculation is that Gali factory deal is one of the factors behind Mukesh Ambani recent meeting with CM Jaganmohan Reddy. Once Rajya Sabha seat is given to Ambani’s colleague, many more such seals are expected in AP.

Former Finance Secy Garg appointed advisor to Jagan Reddy

Months after he took voluntary retirement scheme (VRS) from the IAS, former Union Finance Secretary Subhash Chandra Garg who served under Modi government at the Centre has been appointed as advisor to Andhra Pradesh Chief Minister YS Jagan Mohan Reddy for resource mobilisation.

Garg has been assigned the rank of a Cabinet Minister, as per an order issued by Principal Secretary (Political) Praveen Prakash. He will hold the post for two years. Garg is an IAS officer of the 1983 batch of the Rajasthan cadre.

Garg, who was Finance and Economic Affairs Secretary, opted for early retirement from the Indian Administrative Service (IAS) in July last year after the presentation of the Union Budget.

Garg had been transferred as Power Secretary after which he demitted service. Garg maintained that the VRS application was sent before the transfer.

Garg has been quite vocal in about the economic policies of the government in recent months. He had also presented a note on reforms that the government should undertake to the Centre.

There were differences in the government as Garg is believed to be the architect of the budget proposal to raise $10 billion by selling sovereign bonds in external currencies, for the first time, a move that has faced severe criticism from several experts, including former Reserve Bank of India (RBI) governor Raghuram Rajan.

Garg was also at loggerheads with other members of the Bimal Jalan panel, set up to decide RBI’s economic capital framework, and had submitted a dissent note to the panel.

“The VRS application was submitted late on Wednesday. The process requires a notice-serving time of three months. However, he (Garg) had requested to be relieved with immediate effect,” a government official aware of the development said, requesting anonymity.

The state government also appointed 2009-batch IAS officer Kartikeya Misra as Special Secretary for resource mobilisation and institutional finance in the Finance Department.

He will be in charge of new revenue-generating projects taken up by various departments, an order issued by Chief Secretary Nilam Sawhney said.

Misra has also been given the full additional charge of MD, AP State Financial Corporation.

Modi blow to KCR and Jagan on welfare budgets

Telugu CMs K Chandrasekhara Rao and YS Jaganmohan Reddy have broken all political records when it comes to implementation of Cash Transfer programmes to their voters. In fact, they have competed with each other till recently. However, the scene changed dramatically. While KCR has already hinted at a realistic budget without excessive emphasis on welfare, his ally Jagan Reddy is also moving in the same direction in view of the deepening economic crisis in AP.

Political economists say that the game plan of BJP has worked effectively against the twin Telugu CMs. The Modi government has consciously stopped releasing lot of funds to both the states for over a year. Before this, the Centre has warned the states against implementing too many welfare cash transfer programmes. That would hurt the overall economy of the country. But, KCR and Jagan went ahead. AP became an all the more alarming factor because of Jagan’s 100 per cent welfare drive without any scope for development expenditure. AP caste corporations penniless under Jagan

Prior to elections, in his famous BC declaration, CM Jaganmohan Reddy promised to form separate welfare corporations for all 139 sub-castes and allocate Rs 15,000 Cr for them every year. Now, the situation is so serious that not a single rupee is being given to all caste corporations. As a result, they have stopped providing assistance or all sorts of loans towards education or self-employment. The welfare corporations of Kapus, SCs, STs and Brahmins have also become helpless.

On the other hand, huge financial allocations are being shown as allocated for these caste corporations while no funds are being released in reality. Reports say that these funds of corporations are being diverted conveniently to Cash Transfer programmes like Ammavadi and Rythu Bharosa. AP Kapu Corporation was given Rs 1,000 Cr during TDP rule to give even loans for foreign studies. Jagan promised Rs 2,000 Cr but now no funds are being released. So, no loans for education or business support.

The questions are coming up now on why the government is spending huge amounts on the offices, chairmen and other nominees in welfare corporations when they have literally no work to do.
