The Amaravati Capital crisis and the YCP-police harassment have come as a big blow to both the main Opposition parties, TDP and Jana Sena. In such a difficult situation, the BJP strategists have begun mind games with all the AP regional parties. Their big chance came when Jana Senani Pawan Kalyan literally surrendered to the BJP terms and conditions for their alliance. Very smartly, BJP is saying now that Pawan has come forward for their alliance unconditionally. Prior to his talks with Sunil Deodhar, Pawan spoke of ‘direct action’ of their two parties on Capital shifting agitation but there was no such announcement now. BJP leaders got what they wanted which was making Pawan to openly support the Citizenship Amendment Act (CAA).

BJP has dismissed all possibilities of any tie-up with TDP in 2024 elections. BJP MP GVL Narasimha Rao says that their parties will win next elections in AP. There was a record for their party to start with less than 1 per cent vote share and go on to form governments in some states. With Pawan support, BJP is planning to finish off regional parties’ domination in AP. Has Pawan taken a calculated risk? Or did he make a self-goal by accepting unconditional alliance? Another speculation is that BJP-Pawan alliance will hurt TDP in future but not YCP.

Why did Balakrishna skip Amaravathi visit today?

Actor and senior TDP MLA Nandamuri Balakrishna skipped his Amaravathi capital city visit on Thursday.

Balayya’s sudden decision to postpone his Amaravathi visit triggered political speculations over why he changed his decision at the last minute.

Balayya was supposed to tour Amaravathi today to extend solidarity to the farmers and women, who are protesting against AP CM Jagan’s proposal to shift executive capital from Amaravathi to Vizag for the past one month.

Balayya’s trip to Amaravathi was expected to boost the morale of farmers and women in Amaravathi capital region.

Farmers and women expressed happiness when Balayya announced to visit Amaravathi.

But they were upset when the news broke out that Balayya has postponed his visit.

They no reasons were cited officially by TDP why Balayya postponed his visit, there were speculations that it was because of sudden political development in Andhra Pradesh on Thursday when Jana Sena and BJP announced decision to forge an alliance and fight all the upcoming polls.

Balayya wanted to review the implications of Jana Sena-BJP alliance thoroughly before he visits Amaravathi and take a clear stand on what to speak in Amaravathi capital shifting issue.

For this reason, Balayya decided to postpone his visit on Thursday and planning to visit Amaravathi on Saturday.

Talasani unsolicited advice to Amaravati farmers

Two more Amaravati agitators die from heart attack

The farmers and workers’ deaths are continuing unabated in the ongoing agitation for the Amaravati Capital City. Now, two more agitators died unable to bear the fact that Executive Capital is being shifted out of Amaravati. The deceased farmers were identified as Ambati Sivaiah in Velagapudi village and Kattapogu Veeramma of Inavolu. They had actively participated in the Capital agitation till yesterday. Both of them died due to heart attack.

The aged residents of Amaravati villages are getting greatly worried over the 3 Capitals decision. They are getting depressed that their ancestral lands will not be passed on to their next generation in a devalued status. The prolonged agitation and the police harassment have left the aged farmers tired and despaired.

The Amaravati JAC leaders conveyed their condolences to the bereaved families. They are continuing the protests despite the Sankranti festival. The farmers and workers are celebrating the festival under the protest tents itself.

Can Jagan kill multiple sentiments for Amaravati?

When Andhra area was separated from Tamil Nadu, Vijayawada was first proposed as the centrally located Capital City. But the then Reddy leaders convinced their Congress High Command to make Kurnool as Capital because Communists (mostly Kammas) were dominant in Vijayawada area. For obvious reasons, no strong sentiment or agitation came up at that time in favour of Vijayawada. But now, multiple sentiments are coming up around Amaravati Capital. The very name carries lot of geopolitical significance for centuries. It was Capital City for different kingdoms in history and strategically located on the Krishna river. Amaravati has got devotional sentiment with pilgrims coming from far off places. Its spiritual significance is well known for Andhra Telugus. The place is revered by both the Hindus and the Buddhists. Moreover, Amaravati acted as a cultural centre for the people of the region especially the Krishna and Guntur districts.

Obviously, the JAC and opposition leaders are banking on this rising Amaravati sentiment to go ahead with their anti-Capital shifting agitation. This is rallying together all opposition parties including the ruling BJP at the Centre. The Hindu religious organisations and sadhus are also joining the Amaravati agitation. Will it be easy for CM Jagan to erase Amaravati Capital from the map? Things look tougher with each passing day going by massive support to Amaravati JAC from all sides.

Chandrababu launches “missed call campaign” to save Amaravati!

TDP supremo N Chandrababu Naidu has launched a ‘missed call campaign’ to bring pressure on AP Chief Minister YS Jaganmohan Reddy to drop his plans of shifting executive capital from Amaravati to Vizag and to garner public support for continuance of Amaravati as the only capital of Andhra Pradesh as it is.

Naidu appealed to AP people to give missed call to 8460708090 to express their anger against capital shifting from Amaravati and support to Amaravati as capital.

“Festivals do come, but the difficulty that the farmers of Amaravati region are experiencing today should not be experienced by anyone on any festive occasion,” he said

He requested people to give a missed call to 8460708090 to declare that Amaravati will be the state capital of AP.

Earlier, the BJP had also launched the missed call campaign when there was severe opposition to the Citizenship Amendment Act and Union Home Minister Amit Shah appealed to people to give a missed call to 8866288662 to lend their support to the CAA.

Now taking a cue from Amit Shah, TDP chief Chandrababu appealed to people to give missed call to save Amaravati.

Municipal Corporation to Amaravati farmers?

Amaravati Capital City is yet to take full concrete shape. There is not even a municipality now in that place but the Jaganmohan Reddy government is newly proposing Municipal Corporation status to Amaravati. This is as a compensation to the farmers for the loss of Capital City status for Amaravati. All the villages located in Capital Region Development Authority will now be shifted into Amaravati Municipal Corporation. They will no longer be called panchayats or mandals but they would be changed to municipal divisions soon. Once this materialises, this corporation will have roughly 2 lakh population. This will be a unique municipal corporation in the entire country where there will be villages, agricultural lands, partially completed government buildings, cattle grazers, etc.

The Guntur district authorities have already begun works to form Amaravati Municipal Corporation. CM Jagan Reddy is speeding up these works to put a strong counter argument to opposition criticism. Jagan’s idea is that though Capital status is removed, Amaravati will have a new status of its own. There will also be promises for huge funds and many development projects. Jagan Circar is preparing to defend itself strongly on the issue of protecting properties values of Amaravati farmers. But the farmers are in no mood to settle for anything less than fulfillment of government agreements for developing a global capital city.

Passport officials’ blow to AP Police on agitators passports

The Vijayawada Passport Office issued a media release stating that there would be no question of cancelling the passports of women who agitated for Amaravati Capital City. The passport office clarified that mere participation in civic agitations would not attract serious action like cancellation of passports. In such sensitive issues, just police recommendations will not be followed.

As per the passport act, there are separate rules and special procedures to cancel passports of individuals. A few days ago, the police have threatened to get the passports cancelled as the women agitators violated prohibitory orders under Section 144 and Police Act 30 in Vijayawada.

TDP MP Kesineni Nani has said that they will not keep silent if any passport of the 4000 women is cancelled. Nani expressed concern over the increasing mind games being played by the YCP government and AP Police to disturb the peaceful lives of the people.

AP High Court fires at Jagan Circar over police atrocities

The High Court took up a suo motu case into the lathicharge and police atrocities on women farmers in Amaravati Capital City villages in the past few days. The judges expressed shock on seeing the photos and videos submitted by petitioners. They asked why so much police force is there in Capital villages and where was the need for the police march-past.

Actually, the agitators filed petitions against Section 144 in the Amaravati villages. But the HC ordered enquiry into the police excesses. The judges asked why cases were not filed against the police officers who attacked and injured the woman farmers.

The advocates volunteered to offer free help to file case’s on behalf of the Amaravati farmers. The HC ordered the government advocate to file its affidavit on the coming Friday.

Amaravati farmers’ views sought amid protests over capital

A committee formed by the Andhra Pradesh government to look into the three-capital proposal on Monday sought the opinion of Amaravati farmers, who have been protesting against the proposal for nearly a month.

The 16-member committee, comprising ministers and senior officials, held its third meeting on Monday even as protests by farmers in 29 villages of Amaravati continued against the proposal to develop Visakhapatnam as administrative capital and Kunrool as the judicial capital.

Minister for Information and Public Relations Perni Nani told reporters that the farmers could convey their views to the panel. They may submit the opinion and suggestions in writing personally to the Capital Region Development Authority (CRDA) Commissioner or online.

The move comes amid the protest by farmers, who were angry that the government is going ahead with its move without consulting them.

Before the committee met on Monday, Urban Development Minister Botsa Satyanarayana said a one-day special session of Assembly is likely to be convened on January 20 to announce a decision on the capital.

The government on December 29 constituted a high-power committee to examine the recommendations of the expert committee, which suggested a three-capital formula for decentralized development of the state.

The panel, comprising 11 ministers and five officials, was asked to submit the report in three weeks.

It will also take into account the recommendations of the Boston Consultancy Group (BCG).

After the six-member expert committee submitted its report on December 20, the YSR Congress Party (YSRCP) government roped in BCG to study the option available for the development of the capital city.

Both the expert committee and BCG recommended decentralisation of development and state capital functions.

The reports triggered unrest among farmers in 29 villages of Amaravati, who had given 33,000 acres of land in 2015 for development of the state capital.

The farmers are staging daily protests, demanding the government drop the three-capital proposal and develop the capital in Amaravati as planned by the previous Telugu Desam Party (TDP) government.

NCW gathers evidence on police brutality on women in Amaravati

The fact finding team of the National Commisssion for Women (NCW) toured Amaravathi on Sunday and gathered all the evidences on alleged police brutality on women who were protesting against Jagan’s move to shift executive capital from Amaravathi to Vizag.

Video and photographic ‘evidence’ was presented to the fact finding team of NCW.

A delegation, including Guntur MP Galla Jayadev of TDP and farmers, met the NCW members and complained about the police abuses against women, who were holding ‘peaceful’ protests on the Capital issue for the past 26 days.

Women are being abused. Police are creating a fear psychosis in the villages (in Amaravati region). Aggressive sections (of law) are being imposed to deter people from taking part in the protests, Jayadev told the NCW team.

He said he also told the panel that cases were being ‘foisted’ on women and farmers and they were being ‘tortured’.

Women constables were not present in many cases and where they were present, their behaviour was worse than the male constables, he charged.

Women protesters are being badly beaten up, resulting in injuries. Police is trying to suppress people’s voices, Jayadev said. The NCW team comprised Kanchan Khattar, senior coordinator, and Praveen Singh, counsellor.

The NCW team also interacted with Tullur tahsildar and DSP and secured details from them. They inspected the place where women were lathi-charged. Women agitators met the commission members and explained to them in detail how the police acted with them and showed them the videos taken on mobiles.

Bharatiya Janata Mahila Morcha (BJMM) national secretary Malathi Rani and other leaders of the party met the fact-finding committee and explained the situation. Seven police women met the NCW team and alleged that there was no security for them in the Amaravati region since the agitation was started nearly a month ago. They said the protesters attacked and caused injuries to women security personnel during the agitation.

The Andhra Pradesh Police Officers Association members met the NCW team and explained in detail how the agitation was being carried out. “Even we want security. Please understand our anguish,” the seven women security personnel pleaded with the NCW team.

The commission has taken suo moto cognisance of the “police atrocities” on women during the capital protests and sent its team on a fact-finding mission.

Lakhs of crores investments: Amaravati potential

In just four years, the Amaravati Capital City project has created an unimaginably huge commercial value for lands in a radius of nearly 40 to 50 sq kms. At that time, the Capital Region Development Authority (CRDA) allotted 1,293 acres to 130 private and government institutions. They are investing Rs. 44,300 Cr to construct their buildings and begin their operations. They are creating jobs for 50,000 people there. Already, SRM and VIT have constructed their own huge buildings. So much economic potential is generated in just over 1,000 acres. Then, one can imagine the lakhs of crores investments that would come once Amaravati is completed. There would be much greater potential for over 10,000 acres of government lands also.

The more difficult issue here is how the Jaganmohan Reddy government will solve the problems of these 130 institutions. If the Capital is shifted, their lands will not be developed with basic facilities like roads. There would not be suitable commercial value for their properties. SRM and VIT would have to become ghost institutions with huge campuses in the midst of unpopulated, waste lands. Who will compensate for their future losses? YCP Ministers would have to give answers for this. It would be easy to say that not a brick is laid and Amaravati is developed as a real estate venture for a caste. But it would surely be very difficult to shift a Capital City without caring for the people’s feelings.

BJP unanimous resolution against 3 Capitals

BJP AP Core Committee meeting unanimously passed a resolution in favour of continuing Amaravati as the only one Capital City of Andhra Pradesh. The resolution clearly supported the location and functioning of Secretariat, Assembly, Raj Bhavan, CMO, Seed Capital and all major departments in Amaravati alone.

The BJP resolution reflected the stand taken by the party AP President Kanna Laxminarayana. Today also, Kanna spoke in favour of Amaravati while MP GVL Narasimha Rao strongly tried to defend the Jaganmohan Reddy government’s decision on 3 Capitals. GVL said that the Central Government would have no role to play in the state Capital decision. Here pointed out that he was speaking in his capacity as the BJP Incharge of the five southern states.

However, MPs CM Ramesh and Sujana Chowdary and most others spoke in favour of Kanna Laxminarayana at the meeting. Eventually, the BJP state unit passed the resolution to launch into direct action against the Jaganmohan Reddy government on Capital issue.

Final Cabinet meet on Jan 18: Capital decision

The AP government has suddenly cancelled all leaves for Secretariat employees on January 17 and 18. The heads of departments have instructed all their staff to attend work on these days without fail. This triggered rumours in employees circles that the government would finally take its crucial decisions on Executive Capital shifting to Vizag. In all likelihood, the AP Cabinet’s final meeting in Amaravati will be held on Jan 18 or 20. The Cabinet will announce its decision to shift Capital out of Amaravati. This will be put to debate for passing a resolution in the AP Assembly which will be held on the same days. Already, the High Power Committee of Jagan Ministers and Bureaucrats has supported CM’s Three Capitals plan.

The employees are suspecting that the Jagan Reddy government is speeding up the Capital shifting process to avoid getting stuck in any further opposition. Already, lower level employees in Secretariat are opposing the Vizag Capital. But the employees leaders have totally adopted a pro-Jagan Reddy stand regardless of the illogical nature of the decision. Just like Vijayasai Reddy, the employees leaders are telling the employees that the decision of Adhinayakudu (Supreme Leader) is always final.

The North Andhra YCP leaders are fixed that Vizag is the new AP Capital. But, to their utter dismay, the anti-Vizag Capital agitation is reaching a peak in all other parts of the state. The Amaravati JAC is beginning anti-Capital shifting agitation even in Srikakulam, Vizianagaram and Visakhapatnam districts. The TDP, Jana Sena and BJP leaders are convinced that even Vizag people are unhappy over 3 Capitals. They are openly saying that the Pulivendula YSR loyalists mafia would loot and grab lands and properties in North Andhra. The average people in Vizag are not socio-politically strong like the people in Guntur and Krishna districts to counter Kadapa gangs.

There are new doubts whether CM Jagan Reddy could be able to shift Capital in the face of all-round opposition and his own Rs 43,000 Cr CBI cases. As a last resort, North Andhra YCP leaders are now threatening to launch a pro-Vizag Capital agitation. Their conviction is that the people are fixed that their region got a golden opportunity. They are not ready to lose this ‘One Chance’ that Jagan Reddy has given them. Speaker Tammineni Sitaram and Minister Avanti Srinivas are provoking regional feelings to discredit TDP in their region. But, the TDP leaders are boldly saying that their anti-Vizag Capital agitation will be continued in Vizag itself. No doubt, utter confusion of multiple agitations is sweeping North Andhra people ahead of local body elections.

Pawan to hold ‘Amaravati Kavathu’ in Capital villages?

Jana Senani Pawan Kalyan is going to organise a massive ‘Kavathu’ soon in protest against Jagan Reddy Circar. He has been strongly opposing Jagan’s plan to shift Capital City from Amaravati. Nadendla Manohar indicated about Amaravati Kavathu during a protest programme in Vijayawada West assembly segment today. He has gathered information about rising tensions among Amaravati farmers and the government’s mood. Already, Jagan Police Rajyam is trying every trick to suppress the protest programmes of Chandrababu Naidu and TDP leaders. Former Minister Alapati Rajendra Prasad was arrested for beginning his Padayatra from Tenali to Amaravati Capital to support farmers there.

Will CM Jagan allow Jana Sena Kavathu to be peacefully conducted in Capital City villages? It may be recalled how the police created hurdles for Pawan recent visit. Pawan Long March in Vizag badly embarrassed the government because of its huge success. Regardless of complications, Pawan is planning to involve protesting farmers, women and construction workers in his Amaravati Kavathu. Despite these agitations from all sides, CM Jagan is adamant in his decision to shift Secretariat to Vizag. Pawan has already condemned the arrest of Chandrababu. Jana Sena Kavathu is expected to raise political temperatures further in AP Capital area.

AP Police locked up Amaravati Agitation JAC office

The Jaganmohan Reddy government is suppressing the anti-Capital shifting agitation with the brute force of AP Police. In a latest incident, the Vijayawada police locked up the office of Amaravati Agitation Joint Action Committee office located in Benz Circle. The police have done this a few hours ahead of the expected arrival of former Chief Minister N Chandrababu Naidu. Along with the Capital City agitators, Naidu is planning to organise protest in front of Vedika Function Hall once again. Here, Naidu, Lokesh and TDP leaders were arrested yesterday night on the charges of disturbing law and order. But Naidu demanded that the police release the five buses from their custody.

Today also, Chandrababu has decided to continue his protests for police approval to take up Bus Yatra of Amaravati Samithi in all corners of the state. Meanwhile, the Vijayawada police also served notices to Vedika Function Hall owners for allowing political agitations from his premises. The Vedika owner promptly replied that he has given the hall on lease to the private organisers. He cannot be able to violate the hire agreement. Right from the morning hours, large police force arrived at Benz Circle in view of Chandrababu protest today. Local residents from surrounding localities are joining Naidu protest in large numbers.

Chandrababu Naidu detained amid high drama in Vijayawada

Amid high drama, police detained former Andhra Pradesh Chief Minister N. Chandrababu Naidu and other TDP leaders when they were trying to embark on a ‘bus yatra’ to Amaravati on Wednesday night.

The police later let off the Telugu Desam Party (TDP) President and other leaders at his house at Undavalli in Amaravati.

Tension prevailed near Vedika Kalyana Mandapam when Naidu, Communist Party of India (CPI) state Secretary K. Ramakrishna and other TDP leaders were leaving on a ‘bus yatra’ as part of the continuing protest by Amaravati farmers over the YSRCP government’s three capitals proposal.

Police stopped the Leader of Opposition and others, leading to a heated debate between the two sides. Protesting against the police behavior, Naidu and others squatted on the road at Benz Circle.

Naidu condemned the high-handed behavior of police and demanded that they be allowed to undertake the ‘bus yatra’. The protestors raised slogans against Chief Minister Y. S. Jagan Mohan Reddy and the police.

The protest led to huge traffic jam at the busy city centre. Amid a tense situation, the police forcibly lifted the protesting leaders and carried them to waiting police vehicles. They were later dropped at Naidu’s residence.

Naidu’s son Nara Lokes, former ministers Atchan Naidu, Devineni Uma and TDP MLAs were also among those detained.

Meanwhile, Home Minister Mekathoti Sucharitha slammed Naidu for the “drama” and said that he is turning out to be an anti-social element after losing power. She blamed him for the chaotic situation in Krisnna and Guntur districts.

“He is just trying to save the lands of his benamis in the capital region by creating a law and order problem in the region,” she said.

The minister said under the three capital proposal the legislative capital will remain in Amaravati and hence there was no need for any protest over the issue.

Will Jagan opt for RBI overdraft for ‘Ammavadi’ Cash?

CM Jaganmohan Reddy and Finance Minister Buggana Rajendranath Reddy used to mock at Chandrababu Naidu for pushing AP into RBI overdraft situation several times. Their main criticism was to highlight how Naidu mismanaged financial situation and pushed the state into debts. In the last seven months of his rule, Jagan Reddy did not go for overdraft despite the most difficult of financial distress. But for the sake of ‘Ammavadi’ Cash transfers, CM Jagan is forced to break his rule. He is in no position to say no to RBI overdraft any more because of the latest complications. Now, the AP finance department officials have asked for Rs. 3,000 Cr overdraft from RBI so as to pay ‘Ammavadi’ beneficiaries immediately.

Actually, Union Finance Minister Nirmala Sitaraman has showed kindness and gave approval to AP for taking loans Rs. 7,428 Cr from the open market. As this came after lot of delay, AP is unable to immediately mobilise this money for Ammavadi which is already delayed. Now, the AP government is going to pay Ammavadi benefit of Rs. 15,000 in batches. It has been a Navaratnalu promise made by Jagan Reddy to give cash to mothers to send their children to schools. The government aims at benefitting nearly 45 lakh mothers. Rivals say that Jagan is not able to fully implement a single promise of Navaratnalu. Anyhow, Jagan Circar is getting ready to borrow huge loans for Cash Transfer, non-productive schemes at Rs. 8.5 interests and above from open market.

AP Police stopped ‘bus yatra’ to suppress Amaravati agitators

Protesting farmers began a dharna today night in front of the DSP Office at Mandadam in Amaravati Capital City area. They argued why the police stopped the bus yatra of farmers who are going to tour all the 13 districts in the state to mobilise support for the anti-Capital shifting agitation. They demanded immediate release of the bus yatra protesters. The police arrested them to inquire about their role in the YCP MLA car attack case in yesterday’s national highway blockade.

The bus yatra was taken up under the banner of Amaravati Parirakshana Samithi. The government is using heavy police force to suppress the Capital City agitation from the beginning. None of the Ministers or YCP MLAs tried to speak to the agitators so far. Former Chief Minister N Chandrababu Naidu condemned the arrest of bus yatra protesters. He said that the state-wide yatra has created fears in the ruling party leaders about its impact on the people of the state against the government.

Chandrababu Naidu said that women and men voluntarily came out and made highway protests a grand success. There were no leaders but the common farmers peacefully carried out the stir. The government will not get success in its efforts to intimidate farmers with police cases.
