Lokesh raises ST status demand for Valmikis, Boyas

TDP national general secretary Nara Lokesh has urged Chief Minister Y S Jagan Mohan Reddy to convince the Centre to include Valmiki and Boya communities in the ST list. He wrote a letter to the chief minister raising the issue.

Lokesh stressed the need for conferring the ST status on the two communities which have been eking out their livelihoods by hunting and gathering forest produce since ancient times. The Satyapal team, formed by the Chandrababu regime, also reported how Valmikis, Boyas were lagging far behind in socio-economic and political spheres of life.

In a letter here, Lokesh told Jagan Mohan Reddy that on December 1, 2017, the Chandrababu Cabinet approved a resolution recommending to the Central Government for including the two communities in the ST list.

The State’s recommendation was based on the Satyapal panel report. The Cabinet, AP Assembly and Council resolutions along with the Satyapal report were sent to the Centre for further proceedings.

Lokesh reminded the Chief Minister of his pre-election promise to strive for ST status to Valmikis, Boyas. The previous TDP regime had provided all the required information to the clarifications sought by the Union Tribal Affairs Ministry on September 5, 2018. Ever since, the issue has been pending with the Centre.

The TDP MLC strongly objected to Jagan Mohan Reddy turning totally indifferent to the cause of getting the ST status for the two deprived communities. In the past three years, many sessions of the AP Assembly and Council were held but the CM did not take up even a single small debate on the Valmikis, Boyas issue.

Lokesh recalled that on October 20, 2021, former Chief Minister Chandrababu Naidu wrote a letter to the Prime Minister seeking the ST status to Valmikis, Boyas. It was on the occasion of the Valmiki jayanthi. However, the AP Government has not initiated any efforts towards this objective.

Lokesh said any Government should continue efforts to complete the tasks and projects initiated by the previous Governments for solving the problems of the people. The AP regime was totally neglecting this. As a result, Valmikis, Boyas have suffered severe losses. After three years, the ruling party MPs gave a memorandum to the PM on the ST status issue.

Lokesh urged Jagan to take an all-party delegation to Delhi to press for the inclusion of Valmikis, Boyas in the ST list. There was a strong need to convince the Centre to approve the AP Assembly and Council resolutions and Satyapal report that were already submitted to it.

Jagan meets senior Ministers in Delhi

Chief Minister Y S Jagan Mohan Reddy is busy meeting several senior Ministers from the Union cabinet. He met Prime Minister Narendra Modi on the first day of his two-day visit to the national capital.

After meeting the Prime Minister, the chief Minister also met Union Finance Minister Nirmala Sitaraman. He reportedly requested the finance minister to be liberal in giving financial assistance to the state which was hit by revenue deficit due to bifurcation of the state and later due to the Covid 19.

The chief minister had also explained the difficulty of the state in its borrowings due to the excess borrowing by the previous TDP government. The excess relaxation given to the previous government has now become a problem to the present government, he told the finance minister and sought relaxation to the present government.

Later, the chief Minister ala met Union jal Shakthi minister Gajendra Singh Shakhawat and requested him to release funds for the Polavaram project. He wanted the Jal Shakthi minister to approve the revised estimates of the project which was already approved by the technical advisory committee.

After meeting Gajendra Singh Shekhawat, the Chief Minister has met Union Home Minister Amit Shah and discussed issues of State importance.
After meeting the Prime Minister, the Chief Minister interacted with three Union Ministers, Home, Finance and Jal Shakti.

Jagan Mohan Reddy is slated to meet Union Minister of Road Transport and Highways Nitin Gadkari on Wednesday.

AP cabinet meeting deferred to April 7 noon

The AP cabinet meeting would be held in the afternoon of April 7. It would be held from 3 pm on the day. It was initially proposed for 11 am on April 7. However, due to the changes in Chief Minister Y S Jagan Mohan Reddy’s programmes on the day, the cabinet meeting was deferred to 3 pm.

The chief minister was originally scheduled to attend the felicitation of village volunteers at Narasaraopet on April 6 and be available in the capital for the cabinet meeting on the next day. However, the Narasaraopet programme is rescheduled to April 7 morning.

The changes were required as the chief minister had left for the national capital for his two-day tour. Jagan Mohan Reddy is scheduled to meet the Prime Minister on April 5 at 4 pm. He would be in the national capital on April 6 and return to Tadepalli only in the evening.

The chief minister is likely to meet several Union ministers on issues concerning the state. As this two-day programme in Delhi is unexpected, the cabinet meeting has to be deferred, said chief secretary Dr Sameer Sharma.

Interestingly, Minister for Transport, Information and Public Relations, Perni Nani had said that the cabinet revamp would be held on April 11. He met the members of the transport sector in Vijayawada on Tuesday, where he told them that this would be his last meeting as a minister as the new cabinet would take office on April 11.

The Chief Minister would send the resignations of the ministers to Governor Biswabhushan Harichandan for his approval. The chief minister would also send the names of the new cabinet members and request the governor to give them an oath on April 11. The cabinet swearing-in is scheduled to be held at 11.31 AM on April 11, sources said.

AP has three districts named after its chief ministers

Andhra Pradesh has three districts named after their former chief ministers. They included Prakasam district named after Tanguturi Prakasam, YSR Kadapa district named after former chief minister Y S Rajasekhar Reddy and NTR district named after N T Rama Rao.

The Prakasam district was first created in 1970 but was named as Prakasam district in 1972. It is now reorganised with some areas of the 1972s Prakasam district merging with the neighbouring Nellore and Bapatla districts.

The Kadapa district, initially Cuddapah, was one of the first districts created by the British in Andhra Pradesh. It was later renamed as Kadapa by the undivided Andhra Pradesh government. However, after the death of Dr Rajasekhar Reddy, the district was renamed as YSR district.

Vijayawada has been part of the Krishna district, where late N T Rama Rao was born. This area is now the new district and is named after NTR in the reorganisation of the districts. Chief Minister Jagan Mohan Reddy had named the Vijayawada district after NTR.

Nellore district was named after Potti Sriramulu, whose sacrifice led to creation of Andhra State, the first linguistic state after Independence. This district was named after Amarajeevi Potti Sriramulu in 2008.

The new organisation also found some names like Sri Sathya Sai district after Sathyasai Baba of Puttaparthy. Another district with Araku as headquarters is named after revolutionary leader Alluri Sitarama Raju, who fought against the British in the pre-independence era.

Another district with Rayachoti as headquarters is named after Annamayya, the poet and devotional singer.

The two regions, Palnadu in Guntur district and Konaseema in the Godavari area are now named after the two regions, with Palnadu district having its headquarters in Narasaraopet and Konaseema district having its headquarters in Amalapuram.

New districts come into existence in AP

Eight years after the bifurcation, the Andhra Pradesh state has new districts coming into operation finally. Sister state, Telangana had done it in the first two years after bifurcation. It had increased its districts from 10 to 21 in 2016 and added two more in 2019.

Chief minister N Chandrababu Naidu who came to power after bifurcation could not take up the herculean task of districts reorganisation. He focused on building a new city for the capital and spent all his five years in planning for the city, keeping the districts reorganisation aside.

Chandrababu Naidu’s successor, Jagan Mohan Reddy too kept the issue aside for his first two years. He was focusing on his Navarathnalu and shifting of the capital from Amaravati in his first two years in office. He took up the districts reorganisation only in the third year and completed the exercise in one year.

There is a lot more for people to celebrate for the new districts as some names of the new districts are interesting to the people. Creation of new districts like Konaseema (Amalapuram), Palnadu (Narsaraopet), Bhavapuri (Bapatla) and Nandyal and Tirupati are long pending demands and fulfilled by the Jagan Mohan Reddy government.

However, the government had blatantly ignored the demand of creation of a new district with Markapur as headquarters in Prakasam. Though the government had made some corrections at the last minute depending on the representations from the people, it could not satisfy a large number of people.

He broke the attachment of the people to their lands in some districts and completely ignored the distance and proximity of the people to the areas. Vijayawada airport located at Gannavaram is now part of Machilipatnam district and Vijayawada has nothing to its credit after this reorganisation.

Though the government claimed to have taken Parliamentary constituencies as base for creation of new districts, Narsapuram, Hindupur and Rajampet have missed the chance to be the district headquarters. Contrary, while the Parvathipuram Lok Sabha constituency ceased to exist in 2009 delimitation exercise.

Jagan’s cabinet will reflect social justice, says Sajjala

Amidst speculation over the composition of the cabinet by chief minister Y S Jagan Mohan Reddy, the government advisor Sajjala Ramakrishna Reddy reiterated that the new cabinet would reflect social justice. He told the media persons that the chief minister was taking time to compose the cabinet balancing all equations.

While refusing to comment on the probable names to be included in the new cabinet, Sajjala, who is playing a key role in the government affairs these days, said that the new cabinet would also reflect the aspirations of the people of all communities and all regions.

He asserted that the chief minister had taken into consideration the caste, regional and gender issues to balance the cabinet. He said no chief minister ever had done such an exercise where the cabinet reflected the composition of the people in the state.

Sajjala, who is also the general secretary of the party, said that those who would be dropped from the cabinet would be used to keep the party intact for the next elections. He said that those who are not part of the cabinet would have a greater role for the next two years.

“With Jagan Mohan Reddy as chief minister, it doesn’t matter whether a leader is in the cabinet or in the party. What matters is the hard work to steer the party to victory in the next elections,” Sajjala Ramakrishna Reddy asserted.

With 26 districts to be functional in the state by the time the chief minister revamps his cabinet, Sajjala indicated that every district would have representation in the cabinet. However, the size of the cabinet would be 25, given the number of Assembly seats in the state.

It is to be seen how the chief minister would balance the districts, the castes and the gender equations while constituting his next cabinet.

AP files affidavit in HC on Amaravati

The Andhra Pradesh government on Saturday filed an affidavit in the high court on its judgement on Amaravati. Chief secretary Dr Sameer Sharma filed the affidavit on behalf of the state government.

It was on March 3, the high court had given judgement directing the state government to develop the layouts in Amaravati and give plots to the farmers in 30 days. As the 30 days deadline is ending on April 3, the chief secretary had filed the affidavit in the court.

The state government and the AP Capital Region Development Authority have issued notices to the farmers to get their plots registered. But the farmers have refused to register the plots seeking more clarity from the government on the plots and the layouts.

The farmers wanted the government to first develop the layouts and clarify whether it would keep Amaravati as the only capital. The farmers said that they would not come for registration of plots unless the government gave a commitment on single capital, withdrawing the three capitals plan.

Though the government and the APCRDA have written letters twice to the farmers, the latter did not come forward in the stipulated period set by the high court. The chief secretary is believed to have explained the same in the affidavit.

It is to be seen what the high court would say in the light of the farmers’ refusal to register the plots. The court is also likely to refer to the special discussion in the Assembly on its judgment during the budget session.

Power tariff hike comes handy for opposition in AP

Chief Minister Y S Jagan Mohan Reddy seems to have given a golden opportunity for the opposition parties to reach out to the people. He increased the power tariff, which is an emotional issue and would help the opposition parties to make use of the peoples’ emotions.

The TDP has already launched protests in the state. While TDP chief Chandrababu Naidu had issued a statement, its general secretary Nara Lokesh is already on the streets. He is carrying lanterns and candles and going to the people criticising the government for power tariff increase.

Interestingly, Jana Sena chief Pawan Kalyan too had issued a statement condemning the power tariff increase. He is busy with his films schedule and wants to complete all the schedules before the bell rings for the 2024 elections. However, his deputy and Jana Sena political affairs committee chairman, Nadendla Manohar, is on the streets. He led a protest in Rajamahendravaram on Friday against the tariff hike.

The Left parties and the Congress, whose identity in the state is at stake, have also jumped into the war field to take maximum advantage of the power tariff hike. Though the state government justified the hike, as usual, the opposition parties are on the roads asking the government to roll back.

Meanwhile, the ruling party leaders are also justifying the hike but are finding fault with the TDP for its protest on power tariff hike. They are also advising Jana Sena chief to study history on the power reforms in the state and wonder what Pawan Kalyan did when Naidu’s TDP government increased power tariff in 2016.

The YSR Congress leaders also recalled the Basheerbagh police firings during the TDP regime on the protesters. It was the protest against the power reforms and tariff hike by the Left parties and the Congress in the year 2000, when Chandrababu Naidu was the chief minister. Four persons were killed in the police firing while dozens of the people were injured when police caned them.

The incident came handy for the Congress to come back to power in the 2004 elections, besides the historic padayatra of Dr Y S Rajasekhar Reddy in 2003.

It is now to be seen how far the TDP would be able to take the issue to the people and win their hearts and votes in the elections scheduled for 2024!

AP to write to Centre on new districts

The state government is planning to write to the Central government on its new district. The government had proposed 13 new districts in addition to the existing 13 districts. These districts would come into existence on April 4.

Though it was initially planned to start the new districts from Ugadi day on April 2, the government had differed the idea as the day is auspicious for every family in the Telugu states and the employees and the officers would like to stay with the family rather than the office.

Hence the new date of April 4 was fixed and chief minister Y S Jagan Mohan Reddy would inaugurate them virtually. He would also address the new district collectors and SPs, besides the employees virtually after the inauguration.

The state government has received over 17,500 representations from the people on the new districts of which the officials have considered over 90 per cent of them. Several new revenue divisions were created after the draft notification and some revenue mandals were also added or deleted from the draft proposal.

Meanwhile, the planning department of the government is getting ready to send a detailed report to the Central government in the next week. The department has to send the file to the planning department in the Central government to be notified and communicated to the rest of the departments.

The officials are making last minute changes to the draft notification and the final notification is expected in a day or two. The distribution of employees and purchase of furniture for the new districts is already completed.

The chief minister is expected to make the transfer of IAS and IPS officers for the new districts and the notification is likely to be expected after the publication of the final notification of the districts.

Is Jagan weak in his legal department?

The YSR Congress government in Andhra Pradesh faces severe remarks and repeated punishments from the high court since its beginning. Chief minister Y S Jagan Mohan Reddy accused the judiciary of biased approach. He had even written a letter to the then Supreme Court chief justice against some judges and named some.

The courts have quashed several of the Government Orders and issued stays on several decisions during the last three years. The government was found to be at fault or guilty for various actions and decisions. It was found that some of its arguments in the court or even filing affidavits were not up to the mark.

The chief secretaries and the DGPs were called to the court halls and made to stand in the courts all through the day as punishment for different reasons. This happened several times in the last three years. Every chief secretary in the state in the last three years had to appear in the court for some reason or the other.

The latest is the court awarding punishment to 8 senior IAS officers. It was a shameful thing for any government to see its senior bureaucrats being punished in the court. Even as individuals, the officers feel let down, when the news makes headlines.

All this shows that Jagan Mohan Reddy is still weak in his legal department. The law department and the advocate general seem to have failed to defend the government in the court. The drafting of affidavits and GOs by the law department was found to be weak and the chief minister never bothered to rectify it. The arguments in the courts too were found to be weak and the chief minister never cared to improve it.

In all, it is clear that even after three years in office, the chief minister remains weak in his legal department. He must improve the performance of the personnel in the department before the court punishes the senior bureaucrats once again.

How many YCP leaders are ready to quit?

There is a big talk heard in Andhra Pradesh politics these days. Though the talk is there for some time, it is coming out loud these days as chief minister Y S Jagan Mohan Reddy is set to re-organise his cabinet and the party as well.

Narasapuram MP K Raghurama Krishnam Raju has already raised a banner of revolt against Jagan Mohan Reddy. He had been talking against the leader, the party and the government for the past two years.

Former minister Anam Ramanarayana Reddy from Nellore district also raised his voice against the leadership recently. He joined the protest against the districts’ reorganisation and criticised the government. He is one of the strong aspirants in the party for the cabinet position.

Another senior MLA M Mahidhar Reddy from Prakasam district is also said to be unhappy with Jagan and is waiting for an opportunity to quit the party. He expected a cabinet berth and is unhappy with the chief minister.

One of the senior leaders from North Andhra Dadi Veerabhadra Rao is not happy with the party. Though he left the party and had returned before the 2019 elections, he feels that he is neglected and does not deserve to continue in the party.

Senior leader and Ongole MP, Magunta Srinivasula Reddy is uncomfortable in the party. He is said to have lost heavy business in the last four years. The liquor merchant for several years, Magunta is weighing his options to move out of the party.

Former MLA from Vijayawada, Yalamanchili Ravi, too is uncomfortable in the party. Though he joined the party after he was promised the MLA ticket, the leadership ignored him at the last minute and he was kept outside.

Senior leader and former minister D L Ravindra Reddy from Kadapa district, is another senior leader who is not happy with the party leadership. He feels that he is ignored and neglected and is currently looking at various options.

Sources say that some of these leaders are in touch with the TDP, while a few are weighing between BJP and Jana Sena. It is to be seen how many new names would add to this dissidents list once Jagan completes the new cabinet task.

Will it be a cabinet revamp or rejig in AP?

The political corridors are caught up in heated discussions these days in Andhra Pradesh, as chief minister Y S Jagan Mohan Reddy is getting ready for the cabinet exercise.

While the discussion is on the probable names to make it to the cabinet this time, the other discussion is on whether it will be total revamp or a rejig. Some people say that the chief minister is getting ready to make 100 percent change in the cabinet. In fact, this was what he had said after the cabinet formation on June 8, 2019.

He told his party MLAs that he would drop all the ministers and take new faces after two-and-a-half years, half of the regime. Though the scheduled time is over, the chief minister delayed the exercise as the ministers did not have the chance to work for almost one year due to covid 19 lockdown.

The ministers could not move out to meet the people in the districts as the lockdown was imposed from March 2020 to March 2021. There were four phases of lockdowns from March 24, 2020 to May 31, 2020.

Then it was the turn of unlocks from June 1, 2020 to till date, but seriously the ministers could not do much for one year from March 2020.

Because of this, the chief minister is said to be giving some relief to a handful of the ministers to continue. The decision was taken following the caste equations as the chief minister is not able to find better alternatives from various castes.

This would mean that he would continue a few and take the new faces to fill the vacancies. If all ministers are dropped and new faces are taken in, it would be called the cabinet revamp. However, if a few ministers are retained and the balance are taken in, it would be called the rejig.

What is in store for the state government is known only when the chief minister announces the date and the names of his new colleagues. Until then, it’s all speculation.

All eyes on Ambati, Alla as Jagan gets ready for cabinet revamp

As chief minister Y S Jagan Mohan Reddy is almost done with the exercise to revamp his cabinet, all eyes on Ambati Rambabu and Alla Ramakrishna Reddy. The two leaders, among others, have been loyal to Jagan Mohan Reddy from the day one of his launching the party.

Ambati Rambabu has been the voice of the YSR Congress and represents the dominant Kapu community. He was one of the first spokespersons of the party in its initial days. He played a crucial role when the party contested the by-elections in 2012, where it had won 15 Assembly constituencies out of 18, besides the Nellore Lok Sabha constituency.

He was expected to be the member of Jagan Mohan Reddy’s first cabinet in 2019, but could not make it due to the combinations. This time, a good number of the YSR Congress leaders predict that Ambati Rambabu would make it to the cabinet. However, the decision is in the hands of Jagan Mohan Reddy.

Likewise, the candidature of Mangalagiri MLA Alla Ramakrishna Reddy is also doing rounds in the Tadepalli circles as one of the new faces to enter into the cabinet. He has been loyal to Jagan for several years and he is considered the giant killer by defeating TDP general secretary Nara Lokesh at Mangalagiri in 2019 elections.

A trusted lieutenant to Jagan, the Mangalagiri MLA was expected to be the minister in the first cabinet holding the AP Capital Region Development Authority (APCRDA). But he could not make it to the cabinet in 2019. Later, it was widely said that Alla would be the chairman of the APCRDA, as he comes from the Amaravati area and knows everything about the capital issue. For reasons best known to Jagan himself, the Mangalagiri MLA could not make it even to the CRDA chairman post.

This time, it is said that Alla Ramakrishna Reddy will certainly make it to the cabinet as Jagan is in favour of increasing the representation for the Reddy community. His followers too are confident of seeing their leader in the cabinet. However, it is to be seen what Jagan has in his mind for his good friend, Alla Ramakrishna Reddy.

APERC proposes power tariff hike, Lokesh cautions

The AP Electricity Regulatory Commission (APERC) had recommended an increase in the power tariff on Wednesday. Commission chairman Justice Nagarjuna Reddy released the proposed tariff at Tirupati. The commission proposed an average increase of Rs 1 per unit.

The proposed tariff has 45 paise more per unit for less than 30 units, 91 paise per unit for 31 to 75 units, Rs 1.40 per unit for 76 to 125 units, Rs 1.57 per unit for 126 to 225 units, Rs 1.16 per unit for 226 to 400 units and Rs 55 paise increased per unit for all units beyond 400 units, in the domestic sector.

The present charges are Rs 1.45 per unit below 30 units, Rs 2.09 per unit for 31 to 75 units, Rs 3.10 per unit for 76 to 125 units, Rs 4.43 per unit for 126 to 225 units, Rs 7.59 per unit for 226 to 400 units. Above 400 units, the government is charging Rs 9.20 per unit.

The proposed increase would give Rs 1,400 crore additional revenue to the Discoms from the domestic sector. However, the state government would extend Rs 11,123 crore subsidy to the eligible consumers.

Meanwhile, former minister and TDP general secretary Nara Lokesh cautioned the government against accepting the APERC’s recommendations. He said that the proposal is to loot the consumers and threatened to launch agitation if the power tariff is increased as proposed by the APERC.

Lokesh alleged that by increasing the power tariff, chief minister Jagan Mohan Reddy is trying to get back the money given to the people under various schemes. He said that the chief minister was already collecting back the money paid to the people through various schemes and an increase of power tariff would cost dearly for the people.

AP cabinet clears new districts, Kuppam made revenue division

The AP cabinet at its virtual meeting on Wednesday cleared the state government’s proposal for the new districts. The government had proposed another 13 new districts adding to the existing 13 districts. The total number of districts would go up to 26 now.

The districts were created based on the Lok Sabha constituency except the Parvathipuram district, which was carved out now from the Srikakulam and Vizianagaram districts. The new districts would be inaugurated on April 4 against April 2, as decided earlier.

The state government also added 22 new revenue divisions. Chandrababu Naidu’s home constituency, Kuppam, has been made a new revenue division now. The state government had accepted almost all major demands for creation of new revenue divisions.

The government is likely to issue a Gazette notification in a day or two as the cabinet has given its approval for the proposal. Once the notification is issued, the new districts would become functional with the chief minister inaugurating them on April 4.

The officials have already identified the buildings for the district collectors and SPs, besides the district level officials. The employees too were transferred to the new districts. All departments have completed the process, including the police. The APSRTC too had completed the division of its bus depots to the new districts.

The chief minister is likely to clear the transfer of the senior IAS and IPS officers to the new districts. The notification is likely to come in a day or two. The state would be having 26 districts against the 25 Lok Sabha constituencies in the state, with the addition of Parvathipuram district on Wednesday.

All AP Ministers to resign on April 7 at cabinet meet

All ministers in the AP cabinet are set to submit their resignations to chief minister Y S Jagan Mohan Reddy at their last cabinet meeting on April 7. This would facilitate the chief minister to rejig his cabinet as per his calculations.

The chief minister had slated the cabinet meeting for April 7. Sources say that he would ask his cabinet colleagues to give him their resignations to enable him to rejig the cabinet. He had already fixed April 11, the day after Sri Rama Navami, for revamp of the cabinet.

Though it was said that he would go for total revamp with all 24 new faces in the cabinet, sources say that Jagan Mohan Reddy had changed his mind. He is said to be retaining at least four to five ministers from the present cabinet.

He made a laborious exercise of compiling the cabinet taking into consideration all factors such as caste, gender and districts. He is also said to be firm on not changing the basic structure of his cabinet where he has five deputy chief ministers.

Though his party is dominated by the Reddy community, the chief minister is learned to have cut the size of the community as he did in his first cabinet compilation. There are three cabinet ministers, Peddireddy Ramachandra Reddy, Balineni Srinivasa Reddy and late Mekapati Goutham Reddy, in the present cabinet besides the chief minister.

While it is said that he would add one more Reddy to the list this time, the new name would also go into the category of women representation, giving him some comfort. Nigari MLA R K Roja fits into this category to the comfort of the chief minister who is very particular about the social and gender combination.

Thammineni lobbying hard for cabinet berth

AP Assembly speaker Thammineni Sitharam is understood to have started mounting pressure on chief minister Y S Jagan Mohan Reddy to get a cabinet berth. A BC leader from Srikakulam district, Sitharam had eyed the cabinet position after the 2019 general elections. However, the chief minister had convinced him to take the Speaker post as he could not accommodate him in the cabinet.

Jagan Mohan Reddy had done meticulous work in composing his cabinet with due representation to all sections. The SCs, STs, BCs, Minorities and the Kapus were given lion’s share in the cabinet, while the size of the Kammas, Reddys and other forward castes was reduced to minimum. He could successfully handle the pressure from the Reddys to keep their number at low.

Because of these combinations, Sitharam had accepted the Speaker post unwillingly and now strongly wants to get out of the top seat. He wants the chief minister to consider him in the BC quota in the cabinet.

As he hails from the Srikakulam district, the chief minister has to take into consideration that too, where Dharmana family is strong contenders for the ministerial post. Dharmana Krishna Das, the elder one in the family is currently the deputy chief minister holding the revenue ministry.

According to sources, the chief minister is in favour of the younger brother, Dharmana Prasada Rao, for the cabinet this time. Prasada Rao was a staunch supporter of late Dr Y S Rajasekhar Reddy and is known for his witty and wise oratory skills, which would be of great help to Jagan ahead of the 2024 general elections.

While keeping Thammineni Sitharam in good humour is also equally important for Jagan as he braces up for the second election to retain the power, it is also of greater importance for him to protect the winning horses in every district.

With too many calculators on hand, each calculating factors like caste, district, political importance, it is to be seen how Jagan Mohan Reddy would handle the situation and satisfy the over-ambitious Thammineni Sitharam from the north coastal region.

Andhra CM gets relief from Telangana HC in poll case

The Telangana High Court has granted stay till April 26 on the orders of special sessions court for MLA and MP cases directing Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy to appear before it in a 2014 case relating to alleged violation of poll code.

On a petition filed by Chief Minister Reddy challenging the special sessions court order, the High Court exempted him from personal appearance in the case till April 26. It also admitted Reddy’s petition for hearing.

Last week, the sessions court had directed Andhra Pradesh Chief Minister and two others to appear before the court on March 28 in a pending case registered by Huzurnagar police.

On Monday, Reddy’s counsel sought more time. The court had fixed March 31 as date for next hearing. The court had said that after Reddy’s counsel files a memo, it will take a decision on his personal appearance. Meanwhile, the Chief Minister moved the High Court.

The case pertains to the 2014 general elections when YSR Congress Party (YSRCP) led by Jagan Reddy had filed its candidate from Huzurnagar Assembly constituency. The police had booked a case against Jagan Reddy and two other party leader G. Nagi Reddy and G. Srikhanth for organising a road show without taking permission from the competent authority, thus violating the model code of conduct.

Strike continues in Singareni, VSP for second day

Banking services and production of coal and steel in Telangana and Andhra Pradesh remained affected on Tuesday, the second day of the two-day nationwide strike called by trade unions against the Central government’s policies.

Strike by employees in Visakhapatnam Steel Plant (VSP) and Singareni Collieries Company Limited (SCCL) continued.

Banking services in public sector in both the Telugu states also remained affected for the second consecutive day.

Protesting against the government’s plan to privatise public sector banks, as well as the Banking Laws Amendment Bill 2021, bank employees stayed away from duties. They staged protest demonstrations in Hyderabad, Vijayawada, Visakhapatnam and other cities and towns.

Various trade unions took out rallies to protest the Central government’s policies affecting workers, employees and farmers. Leaders of the Left and other opposition parties led the protests.

Protests by trade unions and all political parties barring BJP continued in Visakhapatnam against the Centre’s move to privatise VSP.

Visakha Ukku Parirakshana Porata Committee (VUPPC), which is spearheading the movement against privatisation, has called for the two-day strike.

VUPPC leaders have warned the Centre against going ahead with the privatisation plan. They vowed to continue the protest till the Central government takes back its decision to privatise the plant.

“We will not allow privatisation of VSP as it was achieved after many sacrifices by the people,” said VUPPC chairman Narasinga Rao.

The workers have been protesting since February 2021 after the Cabinet Committee on Economic Affairs had given its approval for 100 per cent strategic sale/privatisation of the Rashtriya Ispat Nigam Limited (RINL) along with its joint ventures and subsidiaries.

RINL is the corporate entity of Visakhapatnam Steel Plant also known as Vizag Steel Plant.

In July, the Department of Investment and Public Asset Management (DIPAM) decided to hire legal and transaction advisors to prepare a roadmap for privatisation.

Coal production in the state-owned Singareni Collieries Company Limited (SCCL) in Telangana was hit as the employees struck the work to oppose the Centre’s move to auction four coal blocks.

With the majority of 42,000 workers participating in the strike, coal extraction was affected in all 23 underground and 19 open cast mines.

Major trade union Telangana Boggu Gani Karmika Sangham (TBGKS) affiliated to ruling Telangana Rashtra Samithi (TRS) has backed the strike called by INTUC, AITUC, CITU and other central trade unions. Bharatiya Mazdoor Sangh (BSM), however, is not part of the protest.

This is the second strike in SCCL in less than four months. In December last year, the employees had observed three-day strike to oppose the Centre’s move to auction four coal blocks.

The coal ministry proposes to auction Sattupally open cast Block-3 in Khammam district, Sravanpally open cast Block-3 in Asifabad district, Koya Gudem opencast Block-3 in Bhadradri Kothagudem, and Kalyanakhani underground Block-6 in Mancherial district.

The trade unions have threatened an indefinite strike if the Centre goes ahead with the process of calling tenders for the auction.

The government of Telangana is also strongly opposing the move. Chief Minister K. Chandrasekhar Rao has written to Prime Minister Narendra Modi to stop auctioning of four coal blocks of SCCL.

TDP @40 years – NTR founded, Naidu built

The Telugu Desam Party is celebrating its 40th formation day on Tuesday. The party had recently unveiled a special logo for the event and the celebrations are likely to be held all through the year.

TDP chief N Chandrababu Naidu will be leading the party rank and file to celebrate the occasion in NTR Trust Bhavan in Hyderabad, while his son Nara Lokesh, who is also the party’s general secretary, is leading the rank and file in Andhra Pradesh.

Though NTR founded the party in 1982, he was heading it just for 12 years as he had to step out of the party or rather be pushed out in 1995. NTR had several difficulties in handling the party. Threats came from his colleague and co-founder of the party Nadendla Bhaskara Rao, in just two years, revolted and unseated him.

Again in 1995, his own son-in-law Chandrababu Naidu, unseated the party founder, NTR, for the second time. Though he could defeat the coup and return to power in 1984, he could not succeed in taking back the party and the power from Chandrababu Naidu in the second coup.

As already said, NTR could lead the party for just 12 years. But, Chandrababu Naidu has been leading the party for the rest of the four decades of its history. Hence the TDP of today, which is celebrating its 40th year, is not the party that was founded by NTR 40 years ago.

The TDP today is the sweat and blood of Chandrababu Naidu. It is the brain and Machiavellian politics of Chandrababu Naidu that kept the TDP alive today. Whether it survives or perishes, the credit goes only to Chandrababu Naidu.

The party had already perished on the land of its birth – the Telangana – and today it survives only in Andhra Pradesh. It is to be seen if it survives in the years to come or not.
