Jagan bows before employees agitation, says PRC in 10 days!

Andhra Pradesh Chief Minister YS Jaganmohan Reddy was forced to concede to the demand of AP government employees on implementing new PRC pay scales (pay revision commission) to employees and pensioners.

Jagan on Friday (today) announced to implement new PRC within ten days.

Jagan made this announcement in Tirupati during his visit to flood hit areas.

Few employees associations met Jagan in Tirupati and demanded implementation of new PRC.

It may be recalled that the AP employees associations have threatened to go on indefinite strike in December if the government fails to implement new PRC.

AP employees are angry at Jagan for keeping new PRC pending for several months despite neighbouring Telangana CM KCR announced new PRC for Telangana employees in March this year.

KCR announced 30% fitment (hike on basic pay) as part of new PRC while AP employees unions are demanding 40% fitment.

The AP government is struggling to pay even the existing pay scales on time due to financial crisis.

Against this backdrop, doubts arise over whether Jagan will be able to give at least 30% fitment like KCR.

AP Govt’s advisor acts pricey when needed most

Is the appointment of Chandrasekhara Reddy as the AP Government’s advisor on employee-related affairs turning out to be a wrong step? Where is Chandrasekhara Reddy at a time when the employees are on a warpath and have announced an agitation? Why is he not trying to douse the fires among the AP Government employees and act as a via media between the employees and the government?

Sources say that Chandrsekhara Reddy, who has been given a two-year term as the government advisor, is unhappy at not being provided with the protocol facilities. Hence, he is said to have instigated the employees union to go on a strike. The employees have announced a month-long protest programme and have given a strike notice to the Chief Secretary over PRC and other issues. But, Chandrasekhara Reddy is nowhere to be seen. He is busy in Kadapa and has made no effort whatsoever in pacifying the employees.

Also, several employees’ union leaders are not happy over Chandrasekhara Reddy getting the post. In fact, AP employees JAC chairperson Bopparaju Venkateswarlu, AP NGO president Bandi Srnivasa Rao, secretarial employees union leader Venkatrami Reddy and others are unhappy over Chandrasekhara Reddy’s appointment as the CM’s advisor.

Sources say that the YSRCP government is now feeling that Chandrasekhara Reddy is trying to blackmail the government by playing truant. It feels that Chandrasekhara Reddy on one hand is inciting the employees to go on warpath and on the other is unavailable to the government. Let’s wait and see how things unfold on this front and see what Jagan will do to contain the truant advisor.

Andhra CM visits flood-hit Kadapa district

Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy on Thursday visited YSR Kadapa district which was affected by recent heavy rains and floods and interacted with affected people.

He met the farmers and flood affected people at Pulapatturu village. He walked around the village and consoled the victims.

Later, the Chief Minister attended the programme for sanctioning houses to be built in five cents of land to the people who lost their houses due to heavy rains and floods. In his remarks on the occasion, he was all praise for the officials for their quick response during the floods.

Claiming that the compensation has been given to 98 per cent of the people, he said those who missed can approach the village secretariat and get it.

The Chief Minister said 293 houses were damaged in Pulapatturu village and the state government will build each house in five cents for them. He said the state government would provide compensation to every farmer who lost the crop and added that Rs 12,000 would be given to them to clear sand dunes in their farms.

He said employment would be provided to everyone through MGNREGS works as there won’t be agriculture works due to the breach of two projects. He assured women that a moratorium would be imposed for a year on their DWACRAA loans.

Reddy said educated youth, who suffered losses, will be provided jobs and loans within 10 days. He said six Deputy Collectors were assigned to carry out relief works in the villages and they would be available till Sunday to solve all the problems.

The Chief Minister said Pincha dam and Annamayya dam will be redesigned and constructed to handle more flood inflows and added that retaining walls will be constructed along the sides of residential areas till Nandaluru bridge to avoid flood water entering into those areas.

A depression in Bay of Bengal from November 13 to November 20 triggered heavy to very heavy rains in south coastal Andhra Pradesh and Rayalaseema.

The heavy rains and floods battered Nellore, Chittoor, Kadapa, and Anantapur districts, leaving at least 40 people dead. According to officials, 25 people went missing. A total of 1,402 villages in 196 mandals and four towns were affected.

The cost of the crops damage and loss to infrastructure is estimated at over Rs 6,000 crore.

Strict rules in AP turns headache for Akhanda Screenings

Nandamuri Balakrishna’s recent offering Akhanda released across the globe today in a record number of screens. The government of Andhra Pradesh imposed strict rules and it asked the exhibitors not to screen benefit shows and granted permission for only four shows in a day. Some of the theatres screened Akhanda at 8 AM because of the mounted pressure from the fans. Now the officials of the Revenue Department visited the theatres personally and canceled all the night shows in theatres where 8 AM shows are screened.

The officials also warned that strict action would be taken if the rules are violated. The exhibitors are asked to sell the tickets for the prices announced as per the GO. The Revenue officials also issued notices for theatres that sold tickets for higher prices. Akhanda reported massive openings all over but the revenues will be quite low in Andhra Pradesh because of the low ticketing prices and restricted number of shows. In Telangana, the ticket prices are hiked by Rs 50. There would be a huge revenue difference in the final run for Akhanda and other big ticket films if the situation continues to be the same in Andhra Pradesh.

AP becomes bankrupt: YSRCP admits in Parliament

The ruling YSRCP in Andhra Pradesh has finally admitted in the Parliament that AP has become bankrupt and is not in a position even to pay salaries for state government employees.

The YSRCP government in Andhra Pradesh led by Chief Minister YS Jaganmohan Reddy which so far claimed that the AP’s financial condition is not that bad as being projected media and also opposition TDP, on Thursday (today) claimed that the financial condition is bad and it is struggling even to pay salaries.

Speaking in the Lok Sabha, YSRCP MP Bharat requested Centre to come to the rescue of Andhra Pradesh government saying it is not in a position to pay even salaries.

YSRCP MPs raised the bad financial condition of AP government during Zero Hour in the Lok Sabha.

The TDP MPs in Lok Sabha utilised this opportunity to expose the bad financial condition of AP under YSRCP regime.

TDP MPs K.Rammohan Naidu and K.Ravindra Kumar said they have been requesting the Centre to intervene to check the financial mismanagement of YSRCP government since May 2019 which pushed AP into a debt trap.

TDP MPs said that YSRCP has denied any financial crisis all these years but admitted on its own in the Parliament now that AP has become bankrupt.

Amaravati Farmers’ Yatra: Tents removed, yatris harassed

The Amaravati farmers’ padayatra “Nyayasthanam to Devasthanam” faced hurdles galore in Sarvepalli mandal of Nellore district. Local YSRCP MLA Kakani Govardhan appears to be hell-bent on disrupting the yatra. On Wednesday, the MLA’s henchmen reportedly put hurdles every step of the way.

On Wednesday, the police obstructed the Yatra and said that the vehicles accompanying the yatra such as the one carrying the deity of Lord Venkateswara were not allowed. The yatris pointed out that these vehicles were accompanying the yatra all through and that there was no point in objecting to them at this stage. Left with no option, the yatris had to stage a sit-in due to which there was a huge traffic jam. Finally, the police relented.

By afternoon, the police removed the tents arranged for the lunch programme near Podalakur. The yatris had to protest again. The police again obstructed the yatra in Taduru. The yatris alleged that Sarvepalli MLA Kakani Govardhan Reddy was obstructing the yatra. They said the yatra was apolitical and had a single demand of keeping Amaravati as the sole capital of the state.

TDP leader S Chandramohan Reddy slammed Govardhan Reddy and alleged that the democratic rights of the peaceful padayatris were being trampled upon. The CPI too strongly criticized the ruling party for putting hurdles in the way of the padayatra. He said that the government was unnerved as the yatra is drawing great response from the people.

Andhra seeks NITI Aayog’s support for state’s development

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Wednesday sought NITI Aayog Vice-Chairman Rajiv Kumar’s support for the progress and development of the state.

Reddy also urged the NITI Aayog to provide adequate assistance to streamline power generation as DISCOMS are facing severe losses.

At a meeting with the NITI Aayog team on Wednesday, state government officials sought assistance to grant special status, industrial concessions and tax exemptions on par with those enjoyed by the backward regions like Koraput and Bolangir in Odisha, and Bundelkhand.

The officials highlighted the financial difficulties being faced by the state following its bifurcation. They pointed out that the loss of Hyderabad has eroded large-scale revenues, even as promises such as special status have not been fulfilled.

The NITI Aayog team was informed that per capita income in Andhra Pradesh is much lower than Telangana, a release issued by the state government stated.

The state has also requested the NITI Aayog team to pursue the Rs 6,284 crore arrears from Telangana power utilities, and also to clear the Rs 18,969 crore resource gap amount as confirmed by the CAG.

Andhra employees to launch agitation over demands

Government employees in Andhra Pradesh on Wednesday announced a series of agitation programmes to press for their long-pending demands, including implementation of the Pay Revision Commission recommendations.

The employees’ associations served notice to the state government, urging it to immediately act on the outstanding issues.

Leaders of the AP Joint Action Committee and the APJAC Amaravati met Chief Secretary Sameer Sharma at the Secretariat and served notice.

They expressed their displeasure over non-fulfilment of assurances given to the employees in the past.

APJAC leader Bandi Srinivasa Rao told reporters that though the government claimed to be employee-friendly, the assurances given by it on various occasions were never fulfilled.

Blaming the government for this situation, APJAC Amaravati leader Bopparaju Venkateswarlu lamented that it remained indifferent to their issues.

The leaders wanted the government to act on their demands before their agitation enters the second phase. They said it was unfortunate that the government has not fulfilled the promise to take a call on implementing the Pay Revision Commission (PRC) report by October end.

They submitted a five-page notice listing out the agitation programmes. They told reporters that the Chief Secretary assured them that the issues would be addressed by December 7.

The associations said the government owed at least Rs 1,600 crore to employees in the form of provident fund, general life insurance, leave encashment, and other benefits.

Release of pending dearness allowance, regularisation of contract employees, abolition of contributory pension scheme, streamlining of employee health cards and hike in salaries of outsourced and other contractual staff are among the key demands of the employees’ associations.

The leaders said though the PRC submitted its report more than three years ago, the government has not done anything except giving 27 per cent interim relief.

They found fault with the government for not even giving them the PRC report. They made it clear that the recommendations of the PRC should not be diluted and the employees should get a revision of 55 per cent.

They also took exception to certain remarks made by Finance Minister Buggana Rajendranath Reddy and alleged that he is trying to create a wedge between the government and the employees. They said Reddy never discussed the PRC report with them though it has been the tradition that the Finance Minister discuss the issue with the employees.

As per the agitation programme submitted to the government, all employees would attend work sporting black badges from December 7 to 9 in all offices.

Lunch hour demonstration will be held on December 10. Protest rallies will be organised in all talukas and revenue divisions on December 13. Dharnas will be staged across the state on December 16 and in all district headquarters on December 21.

The leaders also announced that regional conferences of employees will be held at four places including Visakhapatnam, Tirupati and Eluru from December 27 to January 1.

Jagan overrides Centre, gives extension to lady IAS!

YSRCP chief and Andhra Pradesh Chief Minister YS Jaganmohan Reddy already has the dubious distinction of not caring a damn about constitutional norms and procedures.

In his two and a year half rule as CM, Jagan took several decisions in violation of constitutional norms and procedures due to which his government faced and is facing hundreds of cases in courts.

CM Jagan received a drubbing from courts on several occasions for his controversial decisions violating constitutional norms and procedures.

Latest, Jagan overrode the Centre’s powers and gave extension to a lady IAS officer on his own on the day of her retirement.

The Centre’s DoPT (Department of Personnel and Training) has powers regarding the service conditions of IAS officers.

DoPT’s permission is must to extend the service of IAS.

All these years, the Chief Ministers of various states sought DoPT approval for extension of service of chief secretaries and DGPs.

Jagan also secured extension of service to his chief secretaries Neelam Sahani, Adityanath Das and Sammer Sharma from DoPT.

But Jagan has now given extension on his own to IAS officer V.Usha Rani, who is working as principal secretary in revenue department.

Usha Rani, a 1995 batch IAS officer, was supposed to retire on November 30 (yesterday).

Employees associations also arranged a grand felicitation programme on the occasion of her retirement on November 30.

But Jagan all of a sudden issued orders on November 30 extending her service by one more month and appointed her in the same post as principal secretary of revenue department. Jagan did not take permission of DoPT to give extension of Usha Rani.

Bureaucratic circles are shocked to know this development as they had never witnessed such instances in AP or any other state where an IAS officer was given extension by a state government on its own without DoPT approval.

It remains to be seen how DoPT reacts to Jagan overriding its powers.

Jagan transfers Rs 686 cr to bank accounts of 11.03 lakh mothers!

Despite Andhra Pradesh government facing severe financial crisis, the YSRCP government led by Chief Minister YS Jaganmohan Reddy continues to implement cash transfer schemes by taking loans.

Jagan on Monday (today) transferred Rs 686 crore into the bank accounts of 11.03 lakh mothers in AP to enable them to pay school and colleges fees of their children.

The amount was transferred as part of third phase of “Jagananna Vidya Deevena

Under Jagan Anna Vidya Deevena Scheme, the fee of students belonging to Scheduled Castes, Scheduled Tribes, backward classes, minorities, Kapus, economically backward classes and differently-abled categories will be reimbursed.

Any student whose annual family income is less than Rs. 2.5 lakh are eligible under Jagananna Vidya Deevena Scheme.

Those with 10 acres of wetland and 25 acres of dry land are also eligible for the benefit.

There is no income limit for students hailing from families of sanitation works and those who are professionally dependent on taxi, auto, and tractor. However, the income taxpayers will not be eligible.

Jagan transferred the amount online from his Tadepalli residence.

Jagan addressed mothers of few children through video conference.

Collectors of respective districts attending video conference of CM along with few mothers. Mothers expressed thanks to Jagan for helping them financially for the higher education of their children.

However, Jagan asked mothers to pay the money to colleges immediately and not use the money for other purposes.

He said if they misuse this amount, then the government will have to pay the amount directly to colleges instead of mothers.

Jagan’s hat-trick: Secures extension for third CS in a row!

Andhra Pradesh Chief Minister YS Jaganmohan Reddy on Sunday created a record of sorts by securing extension for Chief Secretary Sameer Sharma by six more months.

Sameer Sharma is set to retire in two days on November 30.

However, the Centre issued orders on Sunday extending the tenure of Sameer Sharma by six more months until May 31, 2022 following the request from AP CM YS Jagan.

With this, Jagan scored a ‘hat trick’ by securing extension for all the three Chief Secretaries appointed by him after he became CM in May 2019.

When Jagan took over as CM in May 2019, LV Subramanyam was the Chief Secretary, who was appointed by the Election Commission of India during TDP government in April 2019 after YSRCP complained that then CS Anil Chandra Punetha was working in favour of TDP during general electrons held in April 2019.

After Jagan became CM in May 2014, he continue LV Subramanyam as CS.

But Jagan all of a sudden removed Subramanyam from CS post unceremoniously and posted him in an insignificant post in AP Human Resource Development Institute, Bapatla in November 2019.

Jagan appointed Neelam Sahni as CS in November 2019.

She was supposed to retire on June 30, 2020, but Jagan secured extension by six months until December 31, 2020.

Later, he appointed Adityanath Das as CS in January 2021. He was supposed to retire in June 2021.

Jagan secured extension by three months until September 2021.

Later, Jagan appointed Sameer Sharma as CS in October 2021. He was supposed to retire on November 30, 2021.

Jagan has now secured extension by six more months to Sameer Sharma.

The Centre has been rejecting the requests of CMs to extend the tenure of Chief Secretaries in other states.

But in the case of Jagan, the Centre has approved all the requests made by Jagan seeking extension of tenure of Chief Secretaries.

YSRCP circles say this shows the good rapport Jagan enjoys with Modi government at the Centre.

Jagan’s next CS choice: Srilakshmi or Neerab?

The present Chief Secretary of Andhra Pradesh Sameer Sharma is due for retirement on November 30.

The extension for Sameer Sharma looks unlikely as the Centre has not received any request from the Andhra Pradesh government seeking extension.

Even if CM YS Jaganmohan Reddy seeks extension, the Centre is unlikely to grant any extension as Modi government at the Centre has reportedly taken a policy decision not to give extension to IAS officers to continue as Chief Secretaries in any state.

There is a buzz in bureaucratic circles that Jagan has already shortlisted the names of Y.Srilakshimi and Neerab Kumar Prasad for next CS post and is likely to pick one on November 30.

Speculations are rife that Jagan wants to pick Srilakshmi as next CS.

This is because Jagan already gave ‘double promotions’ to Srilakshmi who is facing CBI cases in Obulapuram illegal mining case along with him and Gali Janardhan Reddy. Srilakshmi already faced imprisonment in Cherlapally jail for several months in this case and came out on bail.

Srilakshmi is a Telangana cadre IAS officer. But Jagan took her into AP cadre in December 2020 after he became CM.

Srilakshmi was secretary-level IAS officer. But Jagan promoted her as ‘principal secretary’ in January 2021 and against promoted as ‘special chief secretary’ in March 2020. Within three months, Jagan gave two promotions to Srilakshmi.

Normally, a special chief secretary-level officer will be appointed as CS. Speculations are rife that Jagan promoted Srilakshmi as special chief secretary with an aim to make her chief secretary of AP.

Neerab Kumar Prasad is also special chief secretary-level officer and is currently working as CCLA (chief commissioner of land administration) in revenue department.

The position of CCLA is next to CS. Going by this, Neerab should get CS post.

But whether Jagan opts for Neerab or Srilakshmi, who is working as special chief secretary in municipal administration department at present, as CS, will be known in the next one or two days.

No more ‘dramas’ please, voters tell this MLA

Chodavaram MLA Karanam Dharmasri is one-of-a-kind MLA. He is one rare MLA whose first love is theatre. He never leaves an opportunity to perform on stage. But is he taking this too seriously and turning out to be a political performer out to please the boss? Is he using his dialogue delivery to use alliterative texts and comments to win the heart of the Chief Minister so that he ends up as a minister in Jagan’s cabinet?

The other day, the whole house had the ROFL moment when he used alliterative prose to praise YS Jagan Mohan Reddy. He even asked the members to clap for his witty one-liners. His praise of Jagan turned out to be an embarrassment for Jagan himself. Interestingly, within his constituency, there was more criticism of these comments rather than praise.

His critics are slamming him saying that the MLA is more interested in ministerial positions rather than solving the problems facing the constituency. The bad roads, the problems of sub-plan tribal villages, pending arrears of the Govada cooperative sugar factory are staring the MLA in his face. Instead of solving them, the MLA is busy praising Jagan in the hope of getting a ministry.

The locals of his constituency want Karanam Dharmasri to focus more on developing the constituency and on addressing the problems of the people rather than blatant sycophancy to woo YS Jagan. Many say that if the same trend continues, the day would not be far off when he would be rejected in the elections.

AP Theatrical Market hits all-time low

With the reduction of the ticket prices in Andhra Pradesh, the distributors are reluctant to pay off hefty prices for all the upcoming biggies like Akhanda, Pushpa and RRR. The biggest season and bet for Telugu cinema starts in December and the film industry was quite confident that the AP Government will revise the ticket pricing GO. But the government clarified that the ticket prices will not be increased and the ticketing portal in the state would be introduced very soon.

The distributors of Akhanda are now paying 20 percent less than the committed prices for the film. The same will repeat for Pushpa and RRR. The theatrical rights may get changed based on the performance of Akhanda. The entire film industry is eager to see how Akhanda performs at the box-office as this is the first biggie releasing after the second wave of the pandemic. The makers of RRR and Pushpa agreed to slash the theatrical deals considering the current situation in AP.

Several single screens in AP are getting ready for closure because of the low rents and high maintenance. On the whole, the theatrical market of Andhra Pradesh reached all-time low.

Andhra Assembly adjourned sine die

The Andhra Pradesh Legislative Assembly was adjourned sine die by Speaker Tammineni Seetaram here on Friday, bringing the curtains down on one of the most eventful sessions yet in the state’s legislative history.

The Speaker stated that the Assembly worked for 34 hours and 50 minutes during which five short discussions were held, besides 96 speeches that were delivered by the Members.

Apart from clearing 26 Bills, including those repealing the laws for trifurcation of the State Capital, the House also passed two resolutions in the seven-day session.

The CAG Report was also tabled during the session which began on November 18 and ended on Friday.

The highlight of the session unravelled on Monday when the government repealed two laws enacted last year to create three state capitals but announced that it will come out with a new comprehensive legislation addressing all issues including legal matters for the larger good of the people.

The AP Cinemas (Regulation) (Amendment) Bill 2021, was also cleared in the session, paving the way for an online movie ticketing system to be administered by the state government.

Nearly two years after deciding to abolish Andhra Pradesh Legislative Council, the YSR Congress Party government withdrew the earlier resolution seeking the abolishing of the Legislative Council, the upper house of the state legislature.

Apart from this, the Assembly also passed a resolution urging the Central government for caste-based enumeration of OBCs.

The session also saw the acrimonious rivalry between the ruling YSRC Party and opposition TDP spilling onto the floor of the House.

The controversy led to former Chief Minister Chandrababu Naidu walking out of the Assembly, breaking down into tears in front of the media. Naidu vowed to stay away from the Assembly till he returns as the Chief Minister.

CAG raps Jagan govt on financial indiscipline!

The YSRCP government in Andhra Pradesh headed by Chief Minister YS Jaganmohan Reddy has come under heavy criticism from the Comptroller and Auditor General of India (CAG) over financial mismanagement.

The AP government has tabled CAG report for 2019-21 in Legislative Assembly on Friday (today).

In its report, CAG said that the AP government is dealing financial matters in an ‘unconstitutional manner’.

The CAG also pointed out AP government’s ‘financial indiscipline’ in managing financial resources.

The CAG stated that the revenue earnings of AP government have increased by 3.17% in 2019-20 when compared with 2018-19.

The expenditure on account of new welfare schemes has increased by 6.91% in 2019-21 when compared with 2018-19.

The burden on account of repayment of debts has increased to over Rs 32,000 crore, the CAG stated.

Will Jagan’s caste calculations boomerang in North Andhra?

Is YS Jagan’s excessive emphasis on social engineering proving to be a huge problem for the YSRCP? It appears so. Chief Minister YS Jagan Mohan Reddy has become so conscious of the caste equations in each constituency that he is showering sops, giving posts solely on the basis of caste calculations.

In many cases, sincere party workers are feeling ignored and sidelined. There are muffled voices that all this could boomerang at some stage. In Vizag district, Yadava, Velama, Gavara, Turpu Kapu and fisher-folk are politically dominant. The YSRCP has mainly focused on Velama and Yadava communities. It has given both the local bodies constituency MLC tickets to Yadavas and Velamas. Its candidates Vamsikrishna Srinivas and V Kalyani belong to Yadava and Velama communities respectively.

Even posts like Vizag mayor, DCMC chairperson and VMRDA chairperson posts have gone to the Yadavas, while DCCB post has gone to the Velamas. As a result of this policy, key leaders of the party, who belong to other communities, are getting disgruntled. For instance Madugula MLA B Mutyalanaidu, SC MLA Golla Baburao, Kapu leaders Gudivada Amarnath are also trying for ministerial positions.

There is a lot of speculation as to who would get the minister posts. These caste calculations are becoming a hot topic of discussion. The other castes are unhappy that the majority of posts are going into the kitty of one or two communities. If Jagan does not rectify this, it could prove costly for him, say analysts.

Andhra Assembly passes Bill for online sale of movie tickets

The Andhra Pradesh Assembly on Wednesday passed the AP Cinemas (Regulation) (Amendment) Bill 2021, paving the way for an online movie ticketing system to be administered by the state government.

The government said the amendment would help the government regulate cinema ticket pricing and check exploitation of moviegoers.

Transport Minister Perni Venkataramaiah, who tabled the Bill on behalf of Chief Minister Y.S. Jagan Mohan Reddy, said that the government brought the amendment to regulate ticket pricing and stop the exploitation of middle-class people by some exhibitors. He cited the current scenario of irregular ticket pricing, number of screenings, unauthorised shows, and even large gaps between the taxes and film collections.

In order to regulate these, the government has decided to introduce a transparent online ticketing system, on the lines of Andhra Pradesh State Road Transport Corporation (APSRTC), and the Indian Railways online ticketing system, to keep a check on tax evasions, and enhance the movie theatre experience in the state, he said.

The proposed online ticketing system will enable the public to book tickets through mobile phones without queuing up at theatres or burning their pockets by buying tickets in black, he said.

The minister said that all stakeholders like producers, distributors, and exhibitors have welcomed the decision but a few political parties are still politicising the matter, although they were not related to the issue. He stated the online booking system will be maintained by the Film Development Corporation (FDC) with a dedicated payment gateway to stop the tax evasion and enable the Revenue Department to collect taxes on time, without any irregularities.

Later, presenting the AP Motor Vehicles Taxation (Amendment) Bill 2021, the Minister said that the amendment is part of the Centre’s recommendation of Green Tax to save the environment from carbon emissions. In the case of transport vehicles that are 7 to 10 years from the time of the registration green tax of Rs 4,000, which is half of the quarterly tax per annum and similarly if the age is 10 to 12 years, Rs 5,000 per annum and if the vehicle is more than 12 years, Rs 6,000 per annum will be levied.

Also, along with green tax, there is an increase of tax on new vehicles which is one per cent on the vehicles that cost below Rs 5 lakh and three per cent on those vehicles that cost between Rs 10-20 lakh, and on the luxury vehicles that cost more than Rs 20 lakh, a total of 18 per cent tax will be imposed.

Andhra CM seeks Rs 1,000 cr interim flood relief

Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy has urged the Centre to sanction an interim relief of Rs 1,000 crore to the state and depute an inter-ministerial Central team for assessing damages in the flood-affected districts.

The Chief Minister wrote letters to Prime Minister Narendra Modi and Union Home Minister Amit Shah seeking the Central grant.

He requested the Centre to come to the rescue of the state in this hour of crisis and immediately provide relief to the affected families and restore normalcy by undertaking repairs and restoration of damaged infrastructure.

He also requested the Prime Minister to depute an inter-ministerial Central team at the earliest to assess the damage and losses caused by the heavy rains.

He mentioned that the cost of the crops damage and loss to infrastructure is estimated at Rs 6,054.29 crore.

The Chief Minister wrote that depression in Bay of Bengal during November 13 to 20 triggered heavy to very heavy rains in southern part of the state.

Four south coastal districts and four Rayalaseema districts received 11.1 cm rainfall during the period against the normal rainfall of 3.2 cm with deviation of 255.5 per cent.

The Chief Minister added that heavy rains lashed temple town of Tirupati, Tirumala, Nellore town, Madanapalli, Rajampet town etc, causing inundation of low-lying areas and disrupting the normal life. Inundation in the affected areas was so much that 17 NDRF/SDRF teams and two helicopters had to be deployed for undertaking search and rescue operations.

Forty people, including an SDRF constable who was on a search and rescue operation, have died and 25 others were still reported missing. About 1,402 villages in 196 mandals and four towns were affected. A total of 324 relief camps were opened accommodating about 69,616 people, Reddy wrote.

Several highways, irrigation tanks and canals got breached and damaged at several places in Kadapa, Chittoor, Anantapur and Nellore district.

Heavy rains created havoc in the districts as the crops in thousands of acres suffered damage. The worst affected were the farmers as the crops that were ready for harvesting were damaged, the Chief Minister said.

Agriculture crops like paddy, bengal gram, cotton, black gram, groundnut, sunflower, sugarcane in an extent of 1.43 lakh hectares is damaged. Horticulture crops like banana, papaya, turmeric, onion and vegetables were damaged in an extent of 42,299 hectares.

About 240.90 km length of road, 59.6 km pipelines, 2,764 street lights, 197.05 km open drainage, 71 municipal schools/buildings/community centres were also damaged.

Is Jagan not taking his ministers into confidence?

When YSRCP chief and Andhra Pradesh Chief Minister YS Jaganmohan Reddy announced repealing of three capital cities bill on Monday, it shocked not just opposition parties but ven his own cabinet ministers.

This is because even his own ministers were not aware that Jagan will take such a big decision.

When Jagan convened an emergency cabinet meeting on Monday and asked his ministers to attend the emergency cabinet meeting without fail, all his ministers expected and feared that Jagan will ask them to resign to their minister posts by November 30 so that he can take new faces into the cabinet on December 1.

It may be recalled that Jagan had announced to replace all the ministers in his cabinet after his government completes first half term when he formed his cabinet in June 2019.

The first half term of YSRCP government ends on November 30, 2021.

Accordingly, ministers got themselves mentally prepared to resign after attending the emergency cabinet meeting.

But when Jagan announced his decision to repeal three capitals bill in the emergency cabinet meeting, all his ministers remained in a state of shock.

They too were unaware of Jagan taking such a big decision without consulting his ministers.

Political circles say this clearly shows Jagan is not taking even his ministers into confidence while taking such big decisions.

Ministers on the other hand say Jagan not only shocked opposition parties but also entire cabinet on the issue of repealing three capitals bill.
