Telangana Cabinet meet to discuss Dubakka, KCR meets Owaisi

0

The KCR government seems to be rattled by the outcome of the Dubbaka elections where it received a drubbing in the hands of the BJP.

In an overnight decision, Chief Minister K Chandrasekhar Rao has called for a Cabinet meeting to discuss crucial issues.

Chandrasekhar Rao seems to have taken the defeat of the Dubbaka elections quite seriously.

At the Cabinet meeting, KCR will discuss with the ministers the
factors that led to the party’s defeat in the Dubbaka bypolls. KCR and senior party leaders have already begun introspecting the reasons for his party’s defeat in the Dubbaka by-elections.

The defeat of TRS in Dubbaka has come as a huge embarrassment to the party as the constituency shares its borders with Gajwel, represented by K Chandrasekhar Rao, Sircilla which is represented by the Chief Minister’s son and IT Minister KTR, and Siddipet which is the stronghold of CM’s nephew Harish Rao. The BJP seems to have made its first big has made deep inroads in the state which appeared to be impregnable with K Chandrasekhar Rao being at the helm of affairs.

Further, the Cabinet meeting will also discuss the upcoming GHMC elections which are likely to be held on December 4, and a notification to this effect
could be issued after Diwali.

In yet another development, it is learnt that KCR held a meeting with MIM president and Hyderabad Lok Sabha MP Asaddudin Owaisi to discuss the strategy to be adopted ahead of the GHMC polls.

The TRS will be making all-out efforts to defeat the BJP, which is slowly emerging as the main opposition party in the state, at the GHMC elections. There was little doubt that the KCR-led TRS party views the BJP as a greater political threat than the now decimated Congress, which was the main opposition in the state. GHMC has 150 divisions. In 2019, TRS won 99 seats followed by MIM (44), BJP (4), Congress (2), and TDP (1). At the meeting with Owaisi, KCR is likely to discuss an alliance with MIM.

Fresh from Dubbaka victory, BJP state president Bandi Sanjay Kumar exuded confidence that the saffron party will win up to 100 divisions in GHMC elections. He went on to even state that the post of mayor and deputy mayor will be from the BJP. The saffron party may go to town on the alleged mishandling of the KCR government with regard to the torrential rains, flash floods, and the Covid-19 pandemic. The BJP will try to focus mainly on the TRS government’s alleged failure to provide relief and rehabilitation to the affected families of the recent floods and COVID-19 patients.

BJP leading in Dubbaka counting, tension to KCR

3

Dubbaka

The Dubbaka postal ballot counting gave initial joy to the TRS cadres. It gave the TRS nominee Solipeta Sujatha the lead over her nearest rivals. But, the TRS euphoria was very short lived. The BJP nominee Madhavaneni Raghunandan Rao began his lead in the very first round of the EVM counting. He got over 341 votes lead over the TRS. The Congress nominee Cheruku Srinivasa Reddy was lagging behind in third place.

Raghunandan Rao got 3,208 votes in the first round while Sujatha polled 2,867 votes. Congress nominee had to be content with just 648 votes.

By the time the second round of counting was completed, BJP candidate’s lead increased further to 1,135 votes over TRS. The consecutive lead of BJP nominee Raghunandan Rao gave a severe blow to the analysts’ expectations that the TRS would retain its hold.

During the campaign itself, Minister T Harish Rao commented that there was serious negative public opinion against their party’s existing leadership in Dubbaka. However, the TRS made all out efforts to win the voters favour.

KCR’s challenge on Aasara Pensions

0

Chief Minister K Chandrasekhar Rao on Saturday rubbished the claims of the BJP leaders that the Aasara pensions in the State were being funded by the central government.

Clarifying that the Centre’s share was only 1.8 percent of the total expenditure, while the remaining 98.2 percent amounting to more than 11,000 crore were allocated by the State for 2020-21.

“The state government gives Rs 2,016 to each pension beneficiary under the Aasara pension scheme, of this, the central government’s contribution is a mere Rs 200. The state government has been spending Rs 11,000 crore towards the Aasara scheme, of this the Centre’s contribution is Rs 105 crore. Around 38 lakh persons benefit from the scheme. The Centre’s contribution to the pensions benefits about 7 eligible beneficiaries. The BJP leaders are spreading falsehood and utter lies. The BJP leaders are claiming that the Centre’s contribution is Rs 1,600 crore. They are living a lie,” the Chief Minister said.

The State government spends Rs 977 crore per month towards Aasara pensions, the Centre’s contribution is only Rs 210 crore for the entire financial year. He said the Telangana government had allocated huge funds to ensure that senior citizens and other beneficiaries of Aasara pensions lead a dignified life in society.

“If what I am saying is wrong, then I am ready to quit as the Chief Minister of Telangana. If you are people of character and if you are men, accept my challenge and prove me wrong. I will resign if you can prove that the numbers I have quoted are wrong. It is a shame that the BJP leaders are spreading lies,” he said.

At Rythu Vedika, KCR asks farmers to oppose Modi’s policies with a clenched fist

0

Chief Minister K Chandrasekhar Rao on Saturday used the Rythu Vedika platform to tear into the central government’s farm policy urging the farmers of the state to fiercely oppose the farm bills introduced by the Modi government.

He said the Telangana government will strongly oppose farm bills as they will adversely impact the farmers, cause heavy losses to the agriculture sector. “The bills will only help traders and corporate and not farmers,” he said.

KCR accused the Central government of treating states like ‘beggars’ and trying to force the farm bills on states. He also tore into the Modi government on the power sector reforms of the union government calling them “draconian.” He said the power sector will go into the hands of the central government and put a huge burden on the states.

On subsidies to the farmers, KCR said advanced economies offer subsidies to the farm sector. “Even if the state government wants to give subsidies to the farmers, the central government puts a roadblock. The central government is doing great injustice to the farmers across the country,” he said. He called upon the farmers of the state to agitate against the farm policies of the central government with a clenched fist.

Inaugurating the first Rythu Vedika at Kodakandla village in Jangaon district, the Chief Minister said his government will set up 2,604 Rythu Vedikas, land across the state for the farmers. Each Rythu Vedika will be set in 5,000 acres of land. “Rythu Vedika is the first of its kind initiative in the entire country. The government will spend Rs 600 crore to construct 2,604 Rythu Vedika,  The Rythu Vedikas will help you in getting remunerative prices, better marketing facilities, higher productivity and ultimately making agriculture profitable,” he said.

He said farmers across the country have no platform to discuss newer farming practices and advanced technology for better yields. “We should take the example of the USA and Europe. Rythu Vedia will play an important role in the successful implementation of regulated farming. Our government will encourage farmers to adopt innovative and modern agriculture practices, ensure the flow of credit to the agriculture and allied sectors, help the farmers to interact and share knowledge. You will not face losses if you grow crops as per the suggestions given by the government You should all the awareness programs on farming at the Rythu Vedikas when the officials visit,” he said.

He said Telangana is the only state that procures paddy directly from the farmers. The CM said the ministers are directed to open the paddy procurement centers at all villages in order to avoid farmers going to the market committees.

Ministers Errabelli Dayakar Rao, Nirajan Reddy, Satyavati Rathod, Rythu Bandhu state president Palla Rajeshwar Reddy, Chief Secretary Somesh Kumar, several MPs MLAs and MLCs were present at the inauguration of the first Rythu Vedika.

Even 100 KCRs could not have achieved Telangana: Kishan Reddy

0

Seeking to boost the party’s chances in Dubbaka byelections, Minister of state for home Kishan Reddy on Friday said separate statehood Telangana was possible only with the BJP.

Kishan Reddy, who is campaigning in support of the party’s candidate Raghunandan Rao, said it is because of efforts of the BJP that Telangana could achieve separate statehood.

“Telangana could not have been possible without the support of the BJP. Separate Telangana could be achieved with the BJP’s support when the Bill was passed in Parliament. The BJP always supported the creation of smaller states. The BJP was in the forefront during the Telangana agitation. Even 100 KCRs could not have achieved Telangana without the support of the BJP,” Kishan Reddy said.

The Lok Sabha MP from Secunderabad constituency said Dubbaka played an important role in the Telangana movement. Kishan Reddy tore into the TRS camp stating that Chief Minister K Chandrasekhar Rao had failed to keep his promise to make the first CM from the Dalit community.

“The Telangana government has miserably failed to create jobs. For the Rs 1 subsidized rice provided to the poor, the central government is contributing Rs 32, while the KCR government contributes a mere Rs 2,” he pointed out while urging the Dubbaka voters to give a befitting reply to the TRS.

Kishan Reddy, along with BJP national vice-president D K Aruna, OBC president K Laxman, byelection in-charge AP Jitender Reddy, and other leaders are camping in Dubbaka to ensure Raghunandan’s victory in the by-polls scheduled for November 3.

Kishan Reddy had requested Union Home Minister Amit Shah for the deployment of special police observers and central forces to ensure free and fair polls in Dubbaka. The MoS for Home had already complained to the State and Central Election Commission over the Siddipet incident. BJP state president Bandi Sanjay Kumar was arrested and the police conducted searches at the residences of Raghunandan Rao’s kin and seized more than Rs 18 lakh cash.

TRS appears to be confident in retaining the seat by fielding Solipeta Sujatha, wife of S. Ramalinga Reddy, whose death in August caused the vacancy. The TRS is banking in a sympathy vote. Harish Rao is leaving no stone unturned by camping in Dubbaka for the last several days and intensified the poll campaign by reaching out to voters in his own inimitable style. He is tearing into the opposition camp with his fiery speeches and aggressive rhetoric.

On its part, the saffron party is making all-out efforts to upset the TRS chances and wrest the seat from the pink party. It will be interesting to see how things will pan out. As things stand, battle lines have been drawn with the TRS and the BJP flexing muscles to prove a point.

Would Jagan, KCR prevent danger to Srisailam dam?

1

In 2009, an unprecedented heavy flood caused deep pits in the plunge pool below the Srisailam dam. Over the years, these pits deepened to stretch up to 100 metres now. The experts are saying that if neglected any further, these pits would extend further right inside the dam. It is just a matter of time that this would cause serious harm to the dam itself. A committee has looked into this and suggested immediate repair works worth Rs. 900 Cr.

Undoubtedly, danger bells are ringing for the dam and also for both the AP and Telangana Governments. Delaying further on such important works would pose greater risk. As of now, the AP Government was taking a stand that the cost of repair works should be borne by both the States.

Any damage to the dam would cause greater harm to AP than Telangana. The threat of floods was more for villages and towns in AP State.

The experts have suggested steps like diversion of flood waters from the Krishna river to avoid future problems at Srisailam dam. But, the Kundu rivulet has no enough capacity to take in the flood waters. Suggestions for constructing another spillway were given. Question is whether Jagan Reddy and KCR would attend to this on a priority basis or not.

KCR rolls out Dharani portal

0

Chief minister K Chandrasekhar Rao on Thursday inaugurated the Telangana government’s ambitious land web portal Dharani at Muduchintalapalli in Medchal-Malkajgiri district.

The Dharani portal promises to be a one-stop solution for matters related to land properties and aims to bring in transparency, zero corruption, and promises simultaneous registration and mutation of non-agriculture assets.

The portal is a part of the new Revenue Act, which came into force on September 22 after Governor Tamilisai Soundarajan gave her assent to four Revenue Bills that were passed in the Assembly. The state government has already started training tahsildars on conducting property registrations through the land web portal Dharani.

The state government has put on hold registration of properties on September 8. With KCR inaugurating the portal, registration of properties will resume. The TRS government has already started conducting a survey of residences under the GHMC limits and across the state. GHMC employees and other local bodies have been visiting households with forms that have details of Aadhar, caste and other crucial information to be uploaded on Dharani portal.

The Congress Party and other political parties have opposed the survey stating that it infringes upon the privacy of the citizens. The survey exercise could amount to a violation of Article 13 (without the backing of law) and Article 21 (infringement of personal liberty).

A petition filed by Karunakar of Rangareddy district and Narayana Rao of Hyderabad in the High Court opposing the government’s survey. The Telangana High Court had issued notices to the government and the Chief Land Revenue Commissioner (CCLA) asking them to clarify their stance on the petition against the new Dharani land portal and how the government seeks to upload information on the website about non-agricultural properties.

Meanwhile, speaking on the occasion, KCR said Muduchintalapalli has become part of the government’s historical land reforms. “Dharani portal is a trendsetter. The portal is part of our revolutionary reforms which will eliminate the problems faced by farmers and others over pattadar passbooks and title deeds for transactions related to agriculture land. Every inch of land in the state will be undertaken for a new land survey,” he said.

Telugu CMs: Non-cooperation on AP people’s issues

1

It is very interesting and curious to see how Telugu Chief Ministers K Chandrasekhara Rao and YS Jaganmohan Reddy cooperate and non-cooperate with each other in a selective manner. Everybody knows that KCR has extended open support to Jagan Reddy in 2019 elections. Immediately after coming to power, Jagan gave away AP property in Hyderabad Secretariat to Telangana unconditionally. It was despite the fact that former CM Chandrababu Naidu held it back for five years.

There is a view that attack on Amaravati Capital is part of a hidden cooperation agenda of both Jagan and KCR. It not only boosts Hyderabad but also politically inconvenient for their common enemy Chandrababu Naidu. River water issues are a favourite subject of KCR. On this too, both CMs agreed for forming Godavari Tribunal to resolve water sharing disputes.

Having said that, the AP people are not able to understand why the brotherly Telugu CMs are not cooperating with each other on inter-state RTC bus services between Hyderabad and different towns and cities in Andhra Pradesh. Lakhs of Andhras settled down in Hyderabad. During festival times, they visit their native villages and towns. This Dasara proved a nightmare for them due to lack of RTC buses. Private travels are charging Rs. 1,000 to Rs. 3,000 between Hyderabad and Vijayawada itself. Nearly 100 to 300 per cent excess fare is being collected. Would Jagan and KCR ever show some sympathy for AP people settled in Hyderabad?

Don’t cultivate maize: KCR appeals to farmers

0

Chief Minister K Chandrasekhar Rao on Friday held a high-level review meeting to take stock of the agriculture situation in the state in the wake of the flash floods and heavy rains that lashed Telangana.

At the review meeting held at Pragati Bhavan, the Chief Minister discussed with Chief Secretary Somesh Kumar, top officials from the agriculture Department, civil supplies and marketing department over the purchase of agricultural crops cultivated in the monsoon season.

He instructed officials to make all arrangements for purchasing crops across the state. The Chief Minister asked the officials to make a detailed report on various aspects of agriculture including the number of acres in which crops were cultivated and the disadvantages of cultivating maize in monsoon.

Rao announced that maize will be purchased at Minimum Support Price (MSP) of Rs 1,850 per quintal for the current monsoon season.

“The maize will be purchased by the Telangana State Marketing Federation (TS MarkFed) through the purchase centres established in the villages for the paddy procurement,” Rao said at the meeting. He appealed to the farmers not to cultivate maize in the upcoming Yasangi season.

“If the farmers cultivate maze during the Yasangi season, the government will take no responsibility and will not procure the crop. We are not in a position to purchase maize cultivated in the Yasangi season. MarkFed had purchased nine lakh tonnes at Rs 1,668 crore during the recent Yasangi season. Maize has no demand across the country. We had to sell the maize through the open market at Rs 823 crore and TS Markfed had to incur a loss of Rs 845 crore. loss for TS MarkFed,” he stated.

He said the Telangana government had suggested to the farmers that maize can be cultivated as intercrop along with turmeric in Nizamabad, Nirmal, Jagtial and other districts, but the farmers did not pay heed to the government’s advice. “Now, they have incurred heavy losses. I once again appeal to the farmers not to cultivate maize during the upcoming Yasangi season,” he said.

He squarely blamed the Central government for drop in maize prices stating that the Modi government had reduced the import duty from 50 per cent to 15 per cent.

Pawan plea to KCR to focus on nala, tank encroachments

0

The Hyderabad floods are being widely described as a man-made tragedy rather than a nature’s curse. The KCR Government is blaming the residents for buying plots and constructing colonies in flood-prone low lying encroached areas. But the house owners in flooded colonies are asking the TRS regime why the successive Governments gave permissions and regularized encroachments in vulnerable areas.

Now, Jana Senani Pawan Kalyan has made a strong appeal to KCR on this huge problem. He asked the TRS Government to focus on proper urban planning and set right all the irregularities that have already been committed. CM KCR should pay attention to encroachments. Very unfortunately, encroachments of nalas and tanks have become a typical pattern. The regularization of these encroachments by the Governments has become another issue.

Pawan made another plea to KCR to take strong steps to make sure that the Full Reservoir Level rules are strictly adhered to. The real estate developers, layout planners and colony developers should follow these regulations scrupulously.

This is not a new demand and it has been coming to the fore everytime floods ravage low lying colonies all over Hyderabad. One or two weeks later, nobody remembers all these issues any more.

Be on high alert, cautions KCR

2

Chief Minister K Chandrashekhar Rao on Sunday instructed officials to be on high alert as the state is experiencing heavy rainfall and take necessary measures to prevent any loss to property or lives.

Heavy rains were recorded in several parts of Telangana on Friday. Several districts received light to moderate rainfall, including parts of Hyderabad, a few received heavy to very heavy rainfall, especially in erstwhile Warangal and Karimnagar. Heavy rain very likely to occur at isolated places in Karimnagar, Warangal urban, Adilabad, Khammam, Jayashankar Bhupalpally, Nirmal, Mancherial, Jagtial , Peddapalli, Mulugu, rural Mahabubabad, Bhadrachalam and Suryapet.

The CM held a high-level review meeting at Pragathi Bhavan with senior officials from the Disaster Management, Revenue, Water Resources, Electricity, Municipal, Panchayat Raj, Agriculture, and Road and Buildings. The Chief Minister directed Chief Secretary Somesh Kumar to hold meetings with district collectors, police commissioners and SPs on a daily basis. KCR attacks BJP but still gets land in heart of Delhi

1

Telangana Chief Minister K Chandrasekhara Rao has proved yet again that he is unbeatable in the art of political gimmicks and surprises. These past few months, KCR has been criticising the Modi policies at every forum and even objected to the farmers’ bills. He has been strongly attacking the BJP Telangana leaders on a par with the Congress. But still, all of a sudden, the Modi Government at the Centre has given sweet news to the TRS chief.

The Central Government has allotted 1,100 square meters of land in Vasant Vihar in the heart of Delhi for the Telangana Rashtra Samithi (TRS) to start its own office there. KCR has been trying for this land since 2018. His dream finally came true. That too, at a time his party seemed hell bent on a direct clash with the BJP in Telangana as well as national politics.

Among the Telugu regional parties in the twin States, undoubtedly it is a big achievement for KCR. Even Chandrababu Naidu did not concentrate much on his own office for TDP in Delhi. This was despite the fact that he played a crucial role in national politics as the convenor of the United Front.

Even Jaganmohan Reddy is not making such a big plan for Delhi land for his party despite the fact that he wields considerable influence with Modi-Shah. Political observers say that KCR has never failed to give political surprises with his meticulous plans.

Will buy paddy directly from farmers, assures KCR

0

While the farm bills passed by Parliament triggered nation-wide protests steered by the Opposition parties and farmers, Chief Minister K Chandrasekhar Rao on Wednesday asserted that paddy would be purchased at the village level.

At a high-level review meeting on paddy procurement, KCR, as the Chief Minister is popularly known, said that the state government would purchase the paddy and cotton directly from the farmers. He directed the officials concerned to purchase the entire paddy in the state by setting up 6,000 purchasing centres and ensure that every grain of paddy is purchased and farmers do not face any problem.

He stated that paddy with less than 17 per cent moisture would be purchased by the state government at Rs 1,888 per quintal MSP for grade A variety and Rs 1,868 per quintal MSP for the B grade variety.

The CM instructed the Agriculture, Marketing and Civil Supplies Department officials asked officials to prepare a report on how much paddy would be available and prepare a purchasing plan accordingly. He directed officials to ensure that the farmers get their money on the sale of paddy immediately along with the bank guarantees.

The union government had recently passed the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill and the Essential Commodities (Amendment) Bill were passed in Parliament amid protests from the Opposition.

KCR agrees to withdraw SC case against Jagan govt

Chief Ministers of Telangana and Andhra Pradesh K Chandrasekhar Rao and Y S Jagan Mohan Reddy respectively have agreed to amicably resolve the water sharing dispute between the states, Jal Shakti Minister Gajendra Singh Shekhawat said on Tuesday.

Chief Minister K Chandrasekhar Rao has agreed to withdraw the case filed in the Supreme Court by the Telangana government against the Andhra Pradesh government with regard to the Rayalaseema Lift Irrigation Scheme.

After more than two-hour meeting with both the CMs via video-conference, Shekhawat stated that the Telangana and Andhra Pradesh governments have agreed to submit detailed project reports (DPRs) of new projects taken up by the respective states before the Apex Council.

“Telangana Chief Minister K Chandrasekhar Rao and his AP counterpart have agreed to submit DPRs of new projects for appraisal by the GRMB and Central Water Commission, and for sanction of apex council as stipulated in the AP Reorganisation Act,” Shekhawat who is also the chairman of Apex Council said. Further, Shekhawat said the Apex Council will take a decision after thoroughly evaluating the DPRs submitted by both the governments.

Earlier, the two states had refused to submit DPRs of new projects on Krishna River to Krishna River Management Board (KRMB) and Central Water Commission (CWC).

Addressing the media after the video-conference, Shekhawat stated that both the CMs agreed for shifting of Krishna River Management Board. The Jal Shakti minister said there was a detailed discussion on the water sharing dispute between the two states with regard to the utilization of water from Godavari, shifting of KRMB, water share and allocation by the respective water boards.
Most importantly,

The Andhra Pradesh government had proposed construction of Rayalaseema Lift Irrigation Scheme (RLIS) on the river through a government order, while the Telangana government challenged the move in the Supreme Court opposing the construction of the project. Through Rayalaseema Lift Irrigation Scheme, the AP government plans to draw 3 TMC (thousand million cubic feet) Krishna water every day from Pothireddypadu Head Regulatory Scheme from Srisailam reservoir. The Telangana government has opposed the move stating that the project is in contravention of Section 84 of the Andhra Pradesh Reorganisation Act, 2014. The Andhra Pradesh government has opposed Telangana government’s move to construct four projects on Krishna: Palamuru-RangaReddy Lift Irrigation Scheme, Dindi Lift Irrigation scheme, Kalwakurthy Lift Irrigation scheme Phase II and water grid project.

Ramalinga Reddy’s wife gets Dubbaka ticket

TRS president and chief minister K Chandrasekhar Rao on Monday has decided to field Ramalinga Reddy’s wife Sujatha Reddy for the upcoming by-elections in Dubbaka constituency.

The Election Commission of India has decided to conduct the byelections for Dubbaka – the lone vacant Assembly seat in Telangana- on November 3.

Dubbaka fell vacant after its former TRS MLA S Ramalinga Reddy died due to a heart attack. With the seat falling vacant, the two families of Ramalinga Reddy and Muthyam Reddy made hectic lobbying for the Dubbaka ticket. One group lobbied for the ticket for Ramalinga Reddy’s son Satish Reddy, another group exerted pressure on the party leadership to consider the name of Cheruku Muthyam Reddy’s son Srinivas Reddy.

While two families of Ramalinga Reddy and Muthyam Reddy heavily lobbied for the ticket, it is learnt that KCR had conducted a survey to guage the mood of the people. He also consulted party leaders and took feedback from them. Most of the leaders were of the view that the ticket should be given to Ramalinga Reddy’s wife Sujatha Reddy.

There was also buzz among political circles that the TRS boss was mulling to give the Dubbaka ticket to Siddipet District collector Venkatram Reddy.

The notification for the Dubbaka byelections will be released on October 9, while nominations should be filed on or before October 16. Nomination withdrawal will be accepted on or before October 19. The polling for Dubbaka will be held on November 3 and the counting of votes will take place on November 10. Dubbaka fell vacant after its former TRS MLA S Ramalinga Reddy died due to a heart attack. The political parties have already entered into the campaign mode. Finance Minister T Harish Rao has already made several visits to Dubbaka constituency. The TRS is making all efforts to retain the seat, while the Congress party has started conducting meetings with local leaders.
