KCR confirms in Assembly that he will not fight with Modi

TRS chief and Telangana Chief Minister K Chandrasekhar Rao is accused of going soft on Prime Minister Narendra Modi and the BJP government at the Centre after he met Modi and Amit Shah in Delhi soon after the GHMC elections in December 2020.

Until then, KCR used to make tall claims and statements that he will wage a war against Modi and the BJP government against the Centre’s controversial farm laws and privatisation of PSUs.

KCR today (Thursday) confirmed in Telangana Legislative Assembly that he will not fight with Modi or BJP government at the Centre.

When Opposition Congress demanded KCR to pass a resolution in the Assembly against Centre’s farm laws, KCR rejected outrightly saying that farm laws don’t fall under States purview and the Telangana government will not confront with Centre on this issue.

KCR had no answer when asked why he had passed a resolution against CAA (Citizen Amendment Act) earlier, which was made by the Centre.

KCR also had no answers when asked how could Legislative Assemblies in Punjab, Kerala, Chattisgarh passed resolutions against farm laws.

KCR’s attitude towards Modi and BJP in Assembly has given scope for opposition to project him as ‘secret friend’ of Modi and BJP.

Why KCR is delaying Warangal, Khammam corporation polls?

Strange are the ways of TRS chief and Telangana Chief Minister K Chandrashekar Rao.

When GHMC elections were due in February 2021, KCR advanced those elections by two months.

He forced GHMC elections in December 2020 all of a sudden with a strategy that Opposition parties will not get enough time even to find candidates let alone giving tough fight for TRS.

However, KCR’s strategy backfired with TRS seats in GHMC coming down from 99 in 2015 to 56 in 2020.

The BJP on the other hand made major gains by increasing its tally from 4 in 2015 to 48 in 2020.

In this backdrop, all political parties expected that KCR will advance even the crucial elections for Warangal and Khammam municipal corporations.

However, KCR is maintaining complete silence on these elections even as the term of present councils of Warangal and Khammam municipal corporations will end tomorrow (March 14, 2021).

With this, both the corporations will go under the rule of Special Officers who will be IAS officers.

The TRS government is not showing any interest to hold elections for both these corporations anytime soon.

TRS wants to see the results of MLC polls on March 17 and Nagarjunasagar Assembly bypoll expected in April/ May.

If TRS performs well in these elections, KCR may go for Warangal, Khammam corporation polls.

If not, he will keep these corporations under Special Officers for few more months until the political atmosphere improves for TRS.

All set for launch of ‘Azadi mahotsav’ in Telangana

Elaborate arrangements are in place in Telangana for ‘Azadi Ka Amrut Mahotsav’ on Friday to mark 75th anniversary of India’s independence.

Telangana Chief Minister K. Chandrasekhar Rao will unfurl the national flag at Public Garden in Hyderabad to formally launch the celebrations which will continue for 75 weeks till August 15, 2022.

Governor Tamilisai Soundararajan will hoist the Tricolour at another programme to be held at Warangal.

Officials have made large-scale arrangements for both the events. Flag hoisting will be followed by the police march-past and releasing of the balloons in air. These programmes would be held following the Covid guidelines.

In Hyderabad, police imposed traffic diversions around Public Gardens to facilitate proper regulation of traffic.

Hyderabad Police Commissioner Anjani Kumar said the traffic diversions will be in place from 10 a.m. to 1 p.m.

The police also announced parking arrangements for the invitees for the programme.

Chief Secretary Somesh Kumar asked the officials to make all arrangements to make the event a very successful one. All government buildings and junctions will be illuminated on March 11 and 12.

The state government has sanctioned Rs 25 crore for the celebrations.

The Chief Minister has already directed the officials to organise the celebrations in a big way. He noted the Telangana region played a unique role in the then freedom movement.

KCR also wanted essay writing competitions, debates, elocution, drawing competitions, poets gatherings and other such programmes should be conducted all over the state on the occasion.

KCR’s 29% PRC fitment: Is it plus or minus for TRS in MLC polls?

Ever since TRS chief and Telangana Chief Minister K Chandrasekhar Rao gave a ‘leak’ to media two days ago that he will announce 29% PRC fitment (salary hike on basic pay) for state government employees keeping in mind Graduate MLC elections polling on March 14, there is a huge debate in political circles whether it will benefit or damage TRS in MLC elections.

TRS party sources argue that it will benefit TRS because the PRC had recommended just 7.5% fitment but KCR has decided to extend 29% fitment soon after MLC polls, which is 2% more than neighbouring Andhra Pradesh. AP CM Jagan had announced 27% IR (interim relief) to employees as there is a delay in implementing the new PRC in AP.

However, opposition parties argue that this will damage TRS because KCR had announced the highest ever 43% fitment under the previous PRC in 2015 and Telangana employees are expecting more than 43%. If not more than 43%, they are expecting at least the previous 43% to continue but not below that.

But KCR’s latest 29% fitment is much lower than the previous 43% when employees unions are demanding fitment ranging from 45% to 60%.

Opposition parties say employees will never settle for a lower fitment of 29% and they will vote against TRS.

KCR lures govt employees with 29% salary hike ahead of MLC polls

As the crucial Graduate MLC polls for two seats on March 14 nears, TRS chief and Telangana Chief Minister K Chandrasekhar Rao is leaving no stone unturned to lure state government employees to win this election.

KCR has decided to give 29% fitment (hike on basic salary) as part of the implementation of the new PRC.

Similarly, he has decided to increase the retirement age by three years from the present 58 years to 61 years.

Though the ‘election code’ is in force, CM announced these decisions as ‘leaks’ from Pragathi Bhavan.

These ‘leaks’ conveyed a message to employees unions and employees that KCR will announce these decisions ‘officially’ in the Budget session of the Legislative Assembly set to begin on March 15.

Employees are angry at the TRS government for delaying new PRC by nearly three years.

The new PRC has recently recommended a meagre 7.5% fitment which further angered employees.

To pacify employees, KCR has decided to extend 29% fitment though PRC had recommended just 7.5%,

However, in 2015, KCR extended 43% fitment.

Will employees feel happy over KCR deciding to extend just 29% now, which is much lower than 43% fitment given in 2015, and vote for TRS in MLC polls remains to be seen.

No KCR’s permission to counter YS Sharmila!

YS Sharmila, the daughter of late CM YS Rajashekar Reddy and sister of AP CM YS Jaganmohan Reddy, who is on a mission to start her own political party in Telangana on April 9, is taking TRS government to task for the past one month.

Sharmila is camping in her Lotus Pond residence in Lotus Pond, Jubilee Hills in Hyderabad and holding political meetings with the supporters of late YSR and her supporters.

In every meeting, Sharmila is launching a scathing attack on TRS government and Telangana CM KCR.

She is alleging that TRS government has totally failed in the implementation of Arogyasri, fee reimbursement scheme etc that were introduced by YSR which changed the lives of poor people in Telangana.

On international women’s day on March 8, Sharmila criticised KCR for taking six years time to make a woman as a minister in his cabinet.

Despite all this, no TRS leader is responding or countering Sharmila.

TRS sources say they have no permission to criticise Sharmila and for that reason they are keeping mum.

KCR reportedly directed party leaders to ignore Sharmila till he allows them to speak against her.

Ministers, TRS leaders especially women ministers and leaders in TRS are eagerly waiting for KCR’s permission to tear into Sharmila.

KCR sanctions Rs 25cr to celebrate 75-yrs of Independence in a grand manner

Telangana Chief Minister K Chandrashekhar Rao on Monday instructed the officials to celebrate Azadi Ki Amruth Mahotstav, in a big way as the nationwide celebrations were planned by the Centre to mark the 75 years of the country’s independence, all over the State.

The CM said that the Telangana region played a unique role in the freedom movement and Telangana state has a major partnership now in the country’s progress.

The CM announced that Rs 25 crore is sanctioned for the celebrations to take place from March 12, 2021 to Aug 15, 2021, for 75 weeks.

The CM participated in a video conference held by Prime Minister Narendra Modi on Azadi Ka Amrit Mahotstav on Monday

After the video conference with the PM, the CM held a high-level review meeting and instructed the officials on how to go about it.

The CM decided that on March 12 at Public Gardens in Hyderabad and Police Grounds in Warangal the inaugural programme would be held. For the Hyderabad inaugural function, KCR would be the chief guest and for the Warangal programme, Governor Dr Tamilisai Soundarajan would be the chief guest. The CM said in the inaugural programmes, national flag would be hoisted followed by the police march-past and releasing of the balloons in air. The CM said these programmes would be held following the Covid guidelines.

KCR Govt to scrap YSR’s 104 ambulance scheme!

The TRS government in Telangana is all set to abolish “104 health emergency scheme” that was launched by previous YS Rajasekhar Reddy government in 2007.

104 ambulances provide emergency health services to people in rural areas.

There were 107 ambulances when 104 services were launched in 2007.

Later they were increased to 195 ambulances in 2010.

At present, only 120 ambulances are functioning. The rest 75 ambulances were confined to sheds as the government did not release funds for their repair.

The Telangana government is learnt to have issued orders asking officials not to release a single rupee for repair and maintenance of 104 ambulances.

The Telangana government argument is that Asha and ANM health workers are already providing health services in rural areas and as such, there is no need to run 104 ambulance services.

KCR’s silence, KTR’s attack confuses BJP

The BJP in Telangana is a confused lot these days.

This is because TRS chief and Chief Minister K Chandrasekhar Rao is maintaining complete silence on BJP. Though BJP leaders like Bandi Sanjay, Dharmapuri Aravind are abusing KCR, KTR and TRS, KCR is not uttering a single word against BJP or Narendra Modi or Amit Shah.

But KCR’s son KTR is going all out against BJP and Modi for the past few days.

In the upcoming MLC elections for two seats, KTR is not leaving any opportunity to attack BJP and Modi in a harsh manner.

KTR is mocking Modi on his earlier promises of providing 2 crore jobs a year and crediting Rs 15 lakh cash in Jandhan accounts.

This contradictory stand of KCR and KTR towards BJP has left BJP leaders and cadre in Telangana in a state of confusion.

KCR became silent on BJP after he visited Delhi and met Modi and Amit Shah in December 2020 soon after the GHMC polls.

This triggered speculations that KCR compromised with BJP fearing CBI and ED cases against him during his tenure as labour minister in the UPA government.

But the sudden attack by KTR on Modi is sending signals that TRS had not compromised with BJP.

KCR lost hopes on Hyd-RR-MBNR MLC seat!

TRS chief and Telangana Chief Minister K Chandrasekhar Rao’s attempts to win the upcoming Hyderabad-Rangareddy-Mahabubnagar MLC election on March 14 by fielding late Prime Minister PV Narasimha Rao’s daughter Vani Devi at the last minute, seem to have proved futile.

The internal surveys commissioned by KCR as well as the reports obtained from the intelligence department learnt to have indicated that TRS has no chances to win this seat.

All the survey reports pointed tough fight between BJP sitting MLC N Ramchander Rao and Independent candidate Prof K Nageshwar and TRS is nowhere in the picture.

Though KCR appointed his nephew and finance minister T Harish Rao as election incharge for Hyderabad district, it did not yield any result.

Harish, who was sidelined by KCR after he became CM, was brought back into focus after TRS faced setbacks in the recent Dubbak Assembly bypoll and GHMC elections.

Harish took up extensive campaigning for a week for Vani Devi. But he too remaining calm for the past two-three days after he realised ‘ground reality’ that TRS has no major backing of Graduate voters, who are upset at TRS government failing to issue recruitment notifications to fill lakhs of vacancies in government departments over the past six years.

Employees too are upset at TRS government for delaying new PRC and fitment.

KCR attempted to win Hyderabad MLC seat by claiming PV’s legacy and also hoping the support of Brahmin community.

But the Brahmin community too is very angry at KCR government over the recent murder of lawyer Vaman Rao couple in Manthani in broad day light allegedly at the instructions of local TRS leaders.

KCR also an outsider in Telangana: Sharmila

YS Sharmila is hitting hard at her critics on the issue of her new party in Telangana. Many other party leaders are advising her not to start her party in Telangana because of her roots in Andhra Pradesh. Some are saying she should better open her party in AP and take on her brother Jaganmohan Reddy straightaway.

Giving her strong counters now, Sharmila asked whether KCR and Vijayasanti belong to Telangana. Nobody has a right to question the local status of hers. Jayalalithaa didn’t belong to Tamil Nadu but she ruled there for a long time.

Sharmila asserted that she had got an inseparable connection. She has every right to start her party in Telangana.
She admitted that her brother had no liking for her decision but that would not come between their family relations. Jagan himself should be asked why he had not given any post to her after coming to power.

Sharmila is virtually giving a hard time to both TRS and Congress with her threat to divide their respective vote banks.

2.5 kg gold saree offered to goddess on KCR’s birthday

A gold saree of 2.5 kg was offered at a temple and prayers in places of worship of all major faiths here on Wednesday to mark the 67th birthday of Telangana Chief Minister K. Chandrasekhar Rao.

Minister for animal husbandry T. Srinivas Yadav Offered special prayers and presented the gold saree of 2.5 kg to Goddess Yellamma at the Balkampet Temple.

Telangana Rashtra Samithi (TRS) leaders K. Venkatesh Gound and Sivaramakrishna Reddy got the special saree made in Bengaluru.

They had invited chief minister’s daughter K. Kavitha to make the offering but she did not attend the programme and Srinivas Yadav presented the offering.

Yadav, who is a minister from Hyderabad, offered prayers at two temples, a dargah, a church and a gurdwara to pray for the TRS chief’s long life and health.

Special prayers were offered at Ujjaini Mahakali Temple, Ganesh Temple, Wesley Church in Secunderabad, Dargah Yusufain in Nampally and at Gurudwara Saheb in Ameerpet.

Srinivas Yadav, along with other TRS leaders, also participated in KCR’s birthday celebrations at Jalavihar on Necklace Road, where a documentary on the life and times of KCR was aired.

A cake-cutting ceremony was also held in which several ministers participated.

KCR’s sketch to keep alive ‘dying Telangana sentiment’?

Without the Telangana sentiment, KCR cannot run politics in his State with confidence. He has successfully won two elections by somehow provoking the sentiment. Now, there are increasing threats from all sides. The Congress may make a surprise comeback even at the slightest opportunity. The BJP is focusing all its attention. The MIM is the only support that KCR is able to rely upon other than the sentiment vote bank.

Once again, there seems to be a ray of hope for the KCR team to breathe new life to keep alive the anti-Andhra sentiment which is another name for the Telangana sentiment. The fuel for this campaign came from the unexpected corner. That is the new party being floated by Jagan Reddy’s sister Sharmila Reddy.

Already, the TRS Ministers started targeting the Sharmila party from a sentiment angle. Initially, KCR ordered his party’s social media and leaders not to comment on her party. They may not be targetting her directly but they are using her outfit to provoke the Telangana sentiment.

TRS Minister Gangula Kamalakar has now made sensational comments, saying that after ‘Jagananna Banam’ comes to Telangana, then Jagan Reddy will come. After that, Chandranna TDP will come to Telangana. And then, Pawan Kalyan too will come. Once again, regional sentiment clashes will begin in Telangana.

Congress seeks apology from KCR for calling protestors ‘dogs’

The Congress has demanded Telangana Chief Minister K. Chandrasekhar Rao apologise for allegedly calling a group of people “dogs” during a public meeting in Nalgonda district on Wednesday.

Party incharge for Telangana, Manickam Tagore said the Chief Minister should apologise.

“CM calls women at Nagarjuna Sagar public meeting as Dogs. Don’t forget all those women standing there are the reason you sit in that position. Change your words reflect your attitude. Don’t forget this is a democracy. Dont forget they are our bosses! Appologize Chandrasekar,” Tagore said in a tweet.

The Telangana Rashtra Samithi (TRS) chief reportedly made the remark when some people tried to interrupt his speech at the public meeting at Haliya and wanted to submit a memorandum.

Rao asked the police to take the memorandum. When they continued to raise slogans, the Chief Minister asked them to either sit calmly or leave gracefully.

“All the five of you leave. There are lot of dogs like you,” KCR said.

KCR waiting for opportune time to anoint son as successor

Telangana Chief Minister KCR, who had ruled out a change of leadership at the TRS executive meet on Sunday, seems to be waiting for an opportune time to hand over the mantle to his son K. T. Rama Rao.

The Telangana Rashtra Samithi (TRS) chief not only maintained that he will remain the Chief Minister for next 10 years but reportedly warned the leaders that those talking of change in leadership will be thrown out of the party.

KCR’s outburst baffled the TRS leaders as the speculations of his son’s elevation as CM have been doing rounds for nearly two years and he never admonished the leaders talking of a leadership change earlier.

Political observers say KCR may not be inclined to make KTR the Chief Minister at a time when the party is facing challenges, especially from a resurgent Bharatiya Janata Party which has gone aggressive following the victory in by-election to Dubbak Assembly seat and its impressive performance in Greater Hyderabad Municipal Corporation elections late last year.

“No leader, more so a father will transfer power at a moment of challenges. He will choose more opportune time,” said political analyst Telakapalli Ravi.

KCR is apparently worried over the impact the talk of leadership change will have on the party internally at a time when the party is facing the onslaught from the BJP, which has emerged as the main opposition and is working towards Mission 2023 to come to power in the state.

The TRS chief is believed to have felt that continuing talk of KTR as next CM will leave the party more vulnerable to attacks from the BJP, which often target him for promoting his family.

The talk of leadership change in Telangana is not new. It had started immediately after the TRS retained power in 2018 with a massive majority when KCR appointed KTR as the Working President of the party.

KCR, who had national ambitions, wanted to focus on national politics and was even working to cobble together a front of regional parties as an alternative to both the BJP and the Congress.

However, KCR’s plans fell flat with the BJP retaining power at the Centre with a huge majority.

KTR for CM talk gathered momentum in recent weeks with several party leaders, MLAs and even ministers going on record that they want to see the young leader as CM or that he has all the qualifications to occupy the top post. They competed with each other to back KTR.

At a recent programme, Deputy Speaker T. Padma Rao went a step ahead to address KTR as ‘soon to become CM’. The minister, who was present there, showed no displeasure. This added to the speculations that he will soon be taking over.

The meeting of the party executive in this context had assumed significance. However, the leaders were stunned when KCR spewed fire over the speculation that he is stepping down as the CM to pave way for his son.

He went to extent of warning that the leaders talking of leadership change will be thrown out of the party. “I am completely fit and I will remain Chief Minister for 10 more years,” declared KCR.

The Chief Minister pulled up leaders for resorting to speculations despite his making it clear in the Assembly that there will be no change in leadership.

Political observers say the TRS chief wanted to put an end to the speculations as this was leading to confusion in the party and opposition parties were trying to take advantage of this. Some opposition leaders had projected Health Minister E. Rajender as a more suitable successor to KCR.

KCR was also worried that the confusion could mark the party’s prospects in the coming by-elections to Nagarjuna Sagar Assembly seat and elections to two seats of Legislative Council and few municipal bodies.

“KCR’s warnings were ostensibly directed at those who spoke for it but it really meant for those who overreacted,” said Ravi.

The analyst believes that while there may be no change now, this could happen when KCR moves to the Centre.

KCR’s silence on the BJP at the executive meeting also raised eyebrows in political circles. His alleged compromise with the party’s central leadership is also being viewed as a strategy by the TRS leader.

During the campaign for the GHMC polls, KCR had announced plans to host a meeting of anti-BJP parties in Hyderabad to bring them on a common platform but nothing happened. The other opposition parties alleged that after the elections, he went to Delhi for secret understanding with Prime Minister Narendra Modi and Union Home Minister Amit Shah.

KCR’s alleged U-turn on farmers’ issue is also being seen as part of the compromise. Though the BJP leadership is going all out to attack him, KCR is ignoring them as he is believed to be ‘dealing’ directly with the central leadership.

KCR-TRS silence on Sharmila party raises doubts

Telangana Chief Minister K Chandrasekhara Rao never leaves an opportunity to make unsparing criticism of the Andhra parties and lifestyles. He swore to wipe out the TDP and Chandrababu Naidu memory from his State permanently since it was an Andhra party. He once threatened to send out all Andhras from Hyderabad. But now, KCR’s attitude seems to have changed.

The TRS boss unusually kept silent on the move by YS Sharmila to start a political party in Telangana. What more, the TRS leadership has stopped its social media wing from posting comments against Sharmila. Some comments already posted were also being withdrawn.

KCR repeatedly challenged and asked how the TDP dared to contest in the Telangana polls in 2018 when it was an Andhra party. He used the Telangana sentiment once again in that election to gain an edge over the rivals that eventually gave him a second consecutive victory.

Already, some Congress leaders in Telangana have begun expressing doubts whether there was a big conspiracy to divide the pro- Congress vote bank in their State. There is also speculation that the final target of KCR and the BJP is to finish off the Congress in Telangana forever.

Telangana CM promises to strengthen local bodies

Telangana Chief Minister K. Chandrasekhar Rao on Monday declared that local bodies would be strengthened and would be made to play an active role in rural development.

He said the Zilla Parishads and Mandal Parishads would be given funds like the Gram Panchayats and they would be assigned fixed responsibilities. He promised to allocate funds for Zilla and Mandal Parishads in the state’s budget for 2021-2022.

Stating that the New Panchayat Raj Act has empowered the Gram Panchayats to utilise their funds totally without taking any permission from the mandal and district level officials, he called for its effective implementation.

The Chief Minister held a review meeting on measures to be taken to strengthen the local bodies. Minister Indrakaran Reddy, Chief Secretary Somesh Kumar, Principal Secretary, Panchayat Raj, Sandeep Sultania, Principal Secretary, Finance, Ramakrishna Rao and other officials attended the meeting.

“The government has taken a decision to strengthen the local bodies and implementing it. As part of this, the Finance Commission is releasing funds directly to the Gram Panchayats and Municipalities. Every month, Gram Panchayats are released Rs 308 crore and Municipalities Rs 148 crore. Since there is no dearth of funds, programmes like Palle Pragathi and Pattana Pragathi are successfully implemented,” said Chandrasekhar Rao.

He pointed out that villages now have dump yards, tractors, plant nurseries and Vaikunta Dhams. In a similar way, special funds from the Finance Commission would be released to Zilla and Mandal Parishads. He felt if these funds are linked with the MNREGS, more funds can be accrued. “Fix responsibilities to Zilla and Mandal Parishads besides releasing funds. Officials should suggest what kind of responsibility should be given to Zilla and Mandal Parishads. I will discuss about these suggestions personally with the Zilla Parishad chairpersons. Then we will take a final decision,” he added.

The Chief Minister said new Panchayat Raj Act has given powers to Gram Panchayats to spend their funds totally. He noted that in some places, for works worth more than Rs 2 Lakh, the old rule of taking permission from the Mandal officers is being implemented.

“This is against the new Act. The Gram Panchayats have every right to spend funds for the needs of their villages. No one should interfere in this. On this matter, the officials should clarify once again,” the CM said.

Telangana CM rules out change in leadership

Telangana Chief Minister K. Chandrsekhar Rao on Sunday put an end to speculation about leadership change saying he will continue in the post for next 10 years.

The Telangana Rashtra Samithi (TRS) chief made this clear at the party’s state executive meeting held at party headquarters Telangana Bhavan.

Amid speculations that his son and cabinet minister K. T. Rama Rao will soon become the Chief Minister, Chandrasekhar Rao told the meeting that he was in the pink of health and will continue in the Chief Minister’s post for the next 10 years.

The TRS chief pointed out that he has already made it clear in the state Assembly that there will be no change in the leadership. He said despite this some leaders were indulging in speculations.

Several TRS leaders had predicted in recent weeks that Rama Rao will soon be sworn in as the next Chief Minister.

KCR, as Chandrasekhar Rao is popularly known, advised the party leaders not to make unwarranted comments on the issue.

The TRS executive meeting presided over by KCR discussed various issues pertaining to party membership, constitution of the party committees from village level to the State level, election of party President, the party plenary to be held on party formation day on April 27 and other issues.

It is also learnt to have discussed the party strategy for the upcoming elections to two seats of Legislative Council, Nagarjunagar bypoll and also municipal elections to around six Urban Local Bodies (ULBs). KCR issued directions to the party leaders to ensure party’s victory in these elections.

On the election of Mayor and Deputy Mayor of Greater Hyderabad next week, KCR said the party will announce the candidates on the day of the election through a sealed cover. He directed TRS corporators and ex-officio members to support the party candidates.

The party decided to commence its membership drive from February 12 with an aim to surpass the previous record of over 60 lakh.

The TRS chief directed the party leaders to ensure enrollment of at least 50,000 members from each Assembly constituency.

Unemployment dole: Another move by TRS to check saffron surge

More than two years after promising unemployment allowance, the TRS government is gearing up to formulate a scheme as it seeks to check BJP, which is going aggressive in its attacks on the ruling party over unfulfilled promises.

Despite a big drop in revenue due to Covid induced lockdown and consequent slowdown, the Telangana Rashtra Samithi (TRS) government is contemplating to roll out unemployment allowance soon.

TRS working president and minister for industry, information technology, municipal administration and urban development K.T. Rama Rao stated a couple of days ago that Chief Minister K. Chandrasekhar Rao is likely to announce an unemployment allowance in the next few days.

“The Chief Minister, in a day or two, may make an announcement on the unemployment allowance,” said KTR, as the chief minister’s son is popularly known.

KTR said the government would soon release a notification for the recruitment to 50,000 posts in the state government. He assured the youth that KCR will bestow more than what they had expected from him.

The move is surprising given the impact the fall on revenue may have on the overall budget size and a plethora of welfare schemes already being implemented by the state.

However, this appears to be a political compulsion for TRS at a time when BJP is going all out to attack the ruling party for failing to fulfill the promises made in 2018 elections.

Political analysts say with BJP going aggressive as part of its goal to come to power in the state 2023, TRS is making swift moves to check the saffron surge.

Only last month, Chief Minister K. Chandrasekhar Rao had announced that notifications would be issued shortly to fill up vacancies of teachers, police personnel and others.

“The primary information suggests that there are about 50,000 vacancies in the state in several departments. We have to fill them up. Teachers and police have to be recruited in thousands,” he had said.

Two major announcements in as many months apparently came to placate unemployed youth, whose anger is believed to be one of the key reasons for the electoral reverses suffered by TRS in recent weeks.

In by-election to Dubbak Assembly constituency held in November, TRS suffered a shocking defeat at the hands of BJP which focused on youth and the unfulfilled promises of the ruling party.

The angry youth turned the tide as the BJP wrested the seat from TRS. It was seen as an anti-incumbency vote. It was a big jolt to TRS as the party had never lost a by-election since 2014 when it came to power in the newly created state.

After Dubbak victory, the BJP also made considerable inroads in TRS vote bank by winning 48 seats in 150-member Greater Hyderabad Municipal Corporation (GHMC), elections for which were held in December. It was an impressive show for BJP which had won only four seats in 2016 elections.

BJP, which emerged as the second largest party in GHMC, denied clear majority to TRS and sent a strong message again that it is emerging as the viable alternative to TRS.

A week after the results of GHMC polls, the chief minister announced filling up of vacancies in the government. He asked Chief Secretary Somesh Kumar to collect details about the vacant posts in teachers, police and other departments and issue notifications to fill the vacancies.

“TRS is under extreme pressure from the youth and unemployed sections of the society, along with those who are working in the government. Results in Dubbak and GHMC elections are an indication of the mood of people in the state,” said political analyst P. Raghavendra Reddy.

He, however, believes that unemployment allowance will act like a painkiller for the short-term but it is not the solution for the problems in Telangana, especially of the youth. The KCR government will have seriously think about filling vacant posts in the government, and create more employment opportunities through self-employment and in the private sector.

“The BJP is making use of and gaining ground due to the feeling among the people of being neglected by the TRS government. Unemployment allowance could help prevent the ground from slipping away temporarily, but KCR and KTR must think of more long-term and impactful measure to regain lost political turf,” said Reddy.

In the manifesto for 2018 Assembly elections, the TRS had promised unemployment allowance. The party promises that the unemployed youth will get a monthly payment of Rs 3,016 till they get a job.

The party made the promise as the youth were voicing their anger over the government’s failure to deliver on the promise of one lakh jobs. TRS had come under criticism from students for failing the youth who fought for separate Telangana state. The party, however, retained power with a massive majority.

In the vote on account budget for 2019-20 tabled by the chief minister himself in February 2019, Rs 1,810 crore was earmarked for the unemployment allowance. However, the scheme was never formulated and it found no mention in 2020-21 budget, apparently due to fall in revenue growth rate.

It is still not clear how the government will implement the scheme when it may find difficult to mobilize the resources for continuing the existing welfare schemes like social security pensions, free electricity, financial assistance to farmers, health insurance to poor and scholarships.

The chief minister is likely to appoint a panel of senior officials to formulate the scheme and its guidelines. All eyes will be on the allocation to be made in the budget for 2021-22.

There is still no clarity on the number of unemployed in the state. Nearly 10 lakh candidates have registered with employment exchanges of the state government.

Over 20 lakh people candidates have registered with Telangana State Public Service Commission (TSPSC) for government jobs.

Even if the unemployed youth are estimated at 10 lakh, the government will have to earmark Rs 3,600 crore in the budget.

Some sections of unemployed are already demanding that the scheme be implemented with retrospective effect from December 2018.

There is already a war of words going on between the government and the opposition over the former’s claim on jobs provided during last six years.

KTR claimed that 1.31 lakh people were recruited since 2014. This includes 36,000 youth recruited through Telangana State Public Service Commission.

He claimed that 14.50 lakh job opportunities were provided to the youth through 14,000 companies given permissions under TSiPASS, the industrial policy under which new industries are given all permission in 14 days.

The Congress party challenged the KTR to prove his claims of recruitment of 1.31 lakh people by the government and. All India Congress Committee (AICC) secretary A. Sampath Kumar dared the minister for a debate on the issue.

The Congress leader alleged that it was another ploy by the TRS to mislead youth ahead of elections to two seats of Telangana Legislative Council from graduates constituencies.

Elections to graduates constituencies of Mahabubnagar-Hyderabad-Rangareddy and Warangal-Nalgonda-Khammam are likely to be held in February.

Telangana to implement 10 per cent quota for EWS

The Telangana government has decided to implement 10 per cent reservation to the Economically Weaker Sections (EWS) in the state, Chief Minister K. Chandrasekhar Rao announced on Thursday.

He said a high-level review meeting will be held in the next two to three days on the matter and appropriate orders will be issued.

“There is a need to implement 10 per cent reservation in jobs and education to those economically weaker classes. We have decided to implement 10 per cent reservations to the EWS while continuing the reservations to those who are already enjoying the benefit as it is,” he said.

“As on date in the state, 50 per cent reservations are being implemented to the weaker sections. With 10 per cent reservations to the EWS, the reservation percentage will be 60 per cent,” he added.

It was in 2019 that the Centre had announced 10 per cent quota for EWS but the Telangana government had not taken a decision to implement it in the state.

The Narendra Modi government had told the Supreme Court early this month that the decision to implement the 10 per cent quota for the economically weak sections in states lie with the state governments.

The Union Ministry of Social Justice and Empowerment stated this in response to a petition seeking the implementation of the quota in Tamil Nadu and Karnataka.

The Telangana legislature in 2017 had already passed a bill enhancing Reservation for Muslims from four per cent to 12 per cent and for Scheduled Tribes (STs) from six per cent to 10 per cent.

The state had requested the Centre to amend the Constitution to relax 50 per cent upper limit for quota to all sections as prescribed by the Supreme Court. Despite repeated demands by the Chief Minister, the Centre did not agree to the proposal.
