Jagan govt ‘realised’ its mistake on Franklin Templeton in Vizag!

12

After obstructing the world-renowned Fortune-500 company Franklin Templeton from setting up operations in Vizag for two years, the YSRCP government in Andhra Pradesh seems to have realised its mistake.

Chief Minister YS Jaganmohan Reddy is now sending letters to Franklin Templeton inviting the company to launch operations in Vizag and also offering land for the purpose.

The previous TDP government headed by CM N Chadrababu Naidu worked day and night to bring Franklin Templeton to Vizag.

In 2017, the TDP government allotted 40 acres and other incentives following which the company agreed to set up operations in 2018.

But after TDP lost power and Jagan became CM, the problems began for Franklin Templeton.

The Jagan government alleged scam in land allotment and allotted 40 acres of Franklin Templeton to other company.

But after two years, Jagan realised that there was no scam in land allotment.

He directed industries department to invite Franklin Templeton to Vizag.

Industries department officials have written to Franklin Templeton offering 25 acres in Vizag to set up operations.

It remains to be seen how the company will respond to this invite now.

Why is Jagan giving most credit for volunteers?

CM Jaganmohan Reddy takes a lot of pride and interest in the system of village and ward volunteers. They are all appointed by his Government. Their service conditions are not known well but they are drawing salaries of Rs. 5,000 each. Over 2.22 lakh volunteers have been appointed all over the State. There is no increase in their salaries. CM has said that the volunteers jobs are voluntary in nature and hence no need for special benefits.

However, the Government is preparing to give huge cash benefits of Rs. 30,000 to Rs. 10,000. This Ugadi, it is going to be a celebration time for volunteers spread over different assembly segments. Doubtless to say, they have become the strong support system for the YCP leaders more than the Government departments.

There are many employees to take care of people’s needs in the local self-government. From the village revenue officers and assistants to revenue inspectors, many of them render services. Still, the Jagan regime is giving most of the credit for the volunteers. Intriguingly, each of the 2.22 lakh volunteers is having complete details of the households in their respective localities. They know who is actually residing locally and who is not by their fingertips.

As such, volunteers’ role has emerged more important than even sarpanch in the context of the YCP style politics. Undoubtedly, the Jagan regime is relying more on volunteers than anybody else to continue its saga of power in AP.

Jagan’s “Amma Vodi” dilemma: Free cash or laptop?

2

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is in dilemma over the implementation of “Jagananna Amma Vodi” scheme this year.

Amma Vodi is the flagship scheme of YS Jagan’s government which is part of his “navaratnalu” schemes.

Under Amma Vodi scheme, the AP government is providing financial assistance of Rs 15,000 per year to nearly 43 lakh mothers or guardians to send their children to school till Class 12th. The cash is directly credited in the bank accounts of beneficiaries.

The scheme was launched in the last academic year 2020-21.

However, in the new academic year 2021-22, Jagan is in a dilemma whether to give cash or give free laptops in lieu of cash.

Jagan has decided to seek the opinion of mothers on this issue.

But officials are worried that giving laptops wil put more burden on state government.

A laptop costs in the range of Rs 25,000 to Rs 27,000 in the market.

Even if government places order in bulk, it can negotiate the price to around Rs 20,000.

Despite this, it will be an additional burden of Rs 5,000 for each beneficiary.

Last year, the government incurred over Rs 6,000 crore expenditure to disburse Rs 15,000 cash to each beneficiary.

This will increase further if laptops are given.

Jagan in a fix over BJP poll promise of Spl Status

1

The Modi Government has made it crystal clear time and again that there would be no question of giving special status to any State. Accordingly, the promise made to AP at the time of Reorganisation has been ignored conveniently. However, CM Jagan has made it an election issue in 2019 saying that Chandrababu Naidu failed to achieve special status. After coming to power, Jagan Reddy has said in the first few days itself that his Government would not be in a position to demand special status but however they would continue to demand the same from the Centre.

Now, the BJP has changed its policy overnight. It has made an election promise in the current Puducherry elections that the special status would be given to the State if the BJP comes to power. The question arose then as to why the long pending special status promise made to AP was not being fulfilled.

Whatever, the BJP might have sought electoral benefits in Puducherry. Back in AP, Jagan Reddy came under heavy pressure from the Opposition attack on the special status issue. The TDP is demanding CM Jagan to bring pressure on the Modi regime to confer special status.

At the same time, the YCP leaders have started counter attacks. They are asking why the TDP and the Jana Sena could not achieve special status though they worked together after the 2014 elections.

Jagan to launch vaccination at Grama Secretariats

0

The Central Government has given the green signal for giving vaccination to all those above 45 years from April 1 regardless of their health conditions. Following this, the State Government has made arrangements. AP Chief Minister YS Jaganmohan Reddy is going to launch this programme today.

Unlike in other States, the Jagan Reddy regime has decided that the vaccination be taken up at the Grama and Ward Secretariats. This is expected to bring the vaccination drive within the reach of the common public. The Chief Minister is going to launch this programme at the Bharatpet 140th ward in Amaravati Road in Guntur city today.

At the same venue, Mr. Jagan Reddy is going to get Covid vaccine himself. The authorities and medical doctors have made all the arrangements for administering the vaccine to the Chief Minister.

Right now, the Covishield vaccine made by the Serum Institute of India is being given to the people mostly. To some extent, Covaxin is also being given at a concessional rate of Rs. 250. Today, the officials are going to administer Covaxin to Mr. Jaganmohan Reddy in Guntur city. Covaxin is made by Bharat Biotech, Hyderabad and it is reported to have higher percentage of success.

Will Jagan, KCR join Mamata bandwagon?

0

Trinamool Congress chief and West Bengal Chief Minister Mamata Banerjee on Wednesday (today) dashed off letters to party chiefs of ten non-BJP parties including YSRCP chief, AP CM YS Jaganmohan Reddy and TRS chief, Telangana CM K Chandrasekhar Rao.

In her letter, Mamata requested the non-BJP party chiefs to unite and fight against the Prime Minister Narendra Modi-led BJP government at the Centre and form an alternative non-BJP Front before 2024 Lok Sabha polls.

These letters were sent to Congress chief Sonia Gandhi, NCP chief Sharad Pawar, DMK’s Stalin, Shiv Sena chief Uddhav Thackeray, BJD chief Naveen Patnaik, Samajwadi Party’s Akhilesh Yadav, RJD’s Tejaswi Yadav, Aam Aadmi Party chief Arvind Kejriwal and CPIML’s Dipankar Bhattacharya.

Interestingly, Mamata ignored TDP chief and former AP CM N Chandrababu Naidu, though he distanced himself from BJP and NDA in 2018 and made efforts to forge anti-BJP Front before 2019 Lok Sabha polls and even met Mamata then in this regard.

However, Mamata’s letter to Jagan and KCR fuelled doubts about whether Telugu States CMs would join hands against Modi and BJP.

This is because both KCR and Jagan are maintaining ‘friendly ties’ with Modi and BJP though they are not part of NDA government at the Centre.

Though KCR fired at Modi before GHMC elections in 2020-end and announced to hold anti-Modi conclave in Hyderabad with non-BJP parties soon after GHMC polls, KCR became silent on that after he met Modi and Amit Shah in Delhi soon after GHMC polls in December 2020.

Jagan on the other hand did not utter a single word against Modi or Amit Shah so far.

How can Mamata expect Jagan and KCR to join hands with her and oppose Modi in these conditions is the million-dollar question.

Jagan releases Rs 254 Cr towards YSR Beema

0

AP Chief Minister YS Jaganmohan Reddy has released Rs 254 Cr for the beneficiaries under the YSR Beema programme. The benefits were being given to those whose names were enlisted in the banks. Assistance was given to the families of over 12,000 persons who met with accidental deaths.

Speaking on the occasion, Mr. Jagan Reddy has said that the insurance benefit to these uncovered families was being borne by the State Government out of humanitarian considerations. The State Government was totally implementing the insurance programme with its funds totally.

In the past, 50 per cent contribution used to come under the PMJJBY and PMSBY. This benefit was not available now. The Central Government has withdrawn its 50 percent contribution, but the State was continuing the scheme. Free insurance was being given to 1.41 Cr people every year by spending Rs. 510 Cr.

The Chief Minister has said that with the help of the volunteers, over 61 lakh families were given help to open their accounts in the State.

Andhra CM lays foundation stone for 1.5 km wall

0

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Wednesday laid the foundation stone to construct a retaining wall on the left bank of Krishna river to protect thousands of houses from flooding during the monsoon season.

Costing Rs 123 crore, the 1.5 km retaining wall will stretch from the Kanakadurgamma bridge to Kotinagar.

The wall will bring the much needed relief from floods to about 31,000 people living in Ranigarithota, Tarakaramanagar and Bhupesh Gupta Nagar.

“More than 3,000 families and thousands more will not have any problem even when there are floods,” said Krishna district collector Imitiaz.

Earlier, Endowments Minister Vellampalli Srinivas criticized former Chief Minister and Telugu Desam Party (TDP) supremo Nara Chandrababu Naidu for not solving this problem being faced by these people for several years.

“During the first floods soon after becoming the CM, Y.S. Jagan Mohan Reddy has decided to build a retaining wall here,” said Srinivas.

The foundation stone laying ceremony was attended by Vijayawada Mayor Rayana Baghyalakshmi, Ministers Kodali Sri Venkateshwara Rao, Perni Venkatramaiah, other ministers and several officials.

Who will repay Jagan regime massive loans?

Commentators, especially middle class people, are coming out with sharp reactions to the defensive arguments made by the YCP Government on the issue of huge loans. Chandrababu Naidu has also procured massive loans in his time but there was a balance of development and welfare at that time. They used to support their arguments saying the loans were used in developing basic infrastructure in health, education, agriculture and other sectors.

Now, the situation has become quite strange. The Jagan regime has come out with a smart argument that it has not not misused the huge loans but only distributed them towards cash benefits being given to the poor people. But then, the question is raised whether this massive welfare spending has helped in raising the living standards and spending capabilities of the poorer sections in a big way.

The middle class sections, who consist of the largest tax paying segment, are particularly concerned over the manner in which the YCP Government tried to defend its bringing huge loans. While the ultra rich default the banks and get away with that, the poorer sections are getting cash benefits from the Governments enough not to work. Eventually, it is the middle class segment and employees and small businesses who are made to suffer.

If the Government goes on bringing huge loans to give free cash benefits to the poor, then how it has to be repaid. The Government itself is saying the revenue has fallen by 3.37 percent during 2019-2020. The YCP arguments have undoubtedly triggered greater concerns like never before on the economic situation and State debts among the people.

Jagan Promises Construction of 15.60 Lakh Houses from April 2021!

1

AP Chief Minister Jaganmohan has announced something big today! He promised that he is going to construct 15.60 lakh houses in Jaganna Colonies from the start of April 2021. He said that the ‘Grounding of Housing Programme’ would be the biggest program by the state government this year.

He asked authorities to bear a few things in mind as this is the very important aspect. He asked them to make sure that every house will have bores and electrification. “Water should be available to everyone. Without making water available at the location, we cannot start the construction,” Jagan said.

On the other side, Jagan also recently launched the updated version of the Spandana portal which is the one-stop solution for the public to address their problems online.

JD too begins legal war against Jagan regime

3

With the Jagan regime ignoring and suppressing all forms of protests, the main Opposition TDP has long chosen to fight its battles in the courts. The ruling YCP leaders have expressed their frustration several times on this. Even the BJP and the Jana Sena have filed petitions in the courts on the 3 Capitals and other issues. Now, even the CBI ex Joint Director Lakshmi Narayana has chosen the legal path to take on the Jaganmohan Reddy Government.

The retired IPS officer used to express his dissenting voice on many issues openly in the past. But now, he has right away filed his petition in the High Court of Andhra Pradesh challenging the decision to privatise the multi-crore Visakha Steel Plant. He filed a public interest litigation (PIL), saying that the privatisation should be stopped considering the huge role being played by the VSP in socio-economic life of the region.

Mr. Lakshmi Narayana has already written a letter to the Central Government expressing his objection. The Steel Plant is a highly modernised one and it has contributed Rs. 43,700 Cr taxes to the Government. He said that the VSP sent 3,200 tonnes of steel for making Sardar Vallabhbhai Patel statue in Gujarat.
JD suggested that the Centre may take away a few thousands of acres and develop new industries in that. He has indirectly opposed CM Jagan Reddy’s suggestion to sell VSP land to overcome its losses and debts. Instead, JD suggested that the VSP properties elsewhere in the country may be sold.

Jagan’s ‘liquor prohibition policy’ becomes revenue source now

1

When Andhra Pradesh Chief Minister YS Jaganmohan Reddy announced that YSRCP government will implement liquor prohibition in a phased manner in the state soon after assuming office, there was jubilation among women and also from those sections demanding ban on liquor.

But slowly Jagan government is looking at liquor as the major source of revenue earning for the state government instead of imposing a ban on liquor.

If one goes by the government’s latest vote-on-account budget passed through ordinance two days ago, it clearly shows how Jagan government is depending heavily on liquor for its tax revenues.

Last year, the government earned Rs 17,600 crore revenue through sale of liquor.

In the new budget for 2021-22, this target has been increased to Rs 20,000 crore.

Though the Jagan government has decreased liquor shops from 4,380 to 3,500 and again to 2,930, the liquor sales have increased in state.

Going by this, everyone is doubting whether Jagan will really implement total prohibition in AP in a phased manner in the next three years.

Can Jagan rule persuade High Court on 3 Capitals?

5

The High Court of Andhra Pradesh under the leadership of present Chief Justice AK Goswami is silently giving challenges to the Jagan Reddy regime. No judge, not even the CJ of AP, are making any adverse comments on the Jagan administration style. But they are giving tough verdicts in tune with the law. The recent decision of the High Court bench to hear 3 Capitals petitions afresh is being seen as a major challenge for CM Jagan and his Ministers immediately.

Against this backdrop, Municipal Administration Minister Botsa Satyanarayana once again made confusing comments. He has asserted that their Government is not losing hope on the 3 Capitals bills. The Jagan Cabinet is confident of winning the cases that were filed against the Capital shifting.

Botsa says their Government would persuade the High Court on the need for decentralised development. They were ready to show all the facts why 3 Capitals were badly required for the people of all the three regions.

The Minister did not just show his party confidence but he confirmed that they would certainly create 3 Capitals by shifting Executive Capital to Visakhapatnam.
The political circles, especially the TDP leaders, are indeed stunned at the new confidence of the Jagan regime. The legal battle on Capital shifting is undoubtedly going to be a big sensation all over the country.

Jagan helping Adani to grab Telugus’ companies: RK

0

One by one, prominent Telugu industrialists and businessmen are giving away their landmark companies to Gujarat industrialist and Modi-Shah loyalist Adani. Even the Mumbai International Airport, developed by GVK Reddy, has fallen into the hands of Adani. Back in Andhra Pradesh, the Krishnapatnam port has already been handed over to his group. What more, the Gangavaram port has fallen into Adani hands.

In his latest Weekend Comment, ABN Radha Krishna says that it is not unusual that bigger companies with high influence would acquire smaller companies. But the issue is most of the prestigious companies established by Telugus are becoming the targets one by one.

Actually, Gangavaram port is giving profits to owner Raju. There is no need for him to sell the port under any circumstances. But the high pressure that came from the Chief Minister has forced Rajugaru to hand over the Gangavaram port to Adani Group. This and other examples have brought to the fore a new concern whether CM Jagan Reddy is deliberately crushing all fellow Telugu industrialists while only his businesses should thrive.

The CM and Co are minting huge, unimaginable money in sand, cement and other activities. Whereas, other Telugu businessmen are losing their companies one by one. Thus, not only Telugu self-respect is destroyed but also Jagan Reddy is emerging as the only Telugu with massive companies and huge assets while all others bite the dust.

Census process to delay Jagan’s new districts

1

Unforeseen hurdles are being created in the YCP Government plans to create new districts in Andhra Pradesh. The coming 2021 Census exercise is now expected to interfere with the new districts formation in the State. This is because the Central Government has issued orders to the States not to make any changes in the revenue units geographical boundaries till the Census is completed.

As per the AP Government plans, the boundaries of some mandals and revenue divisions are to be changed. It has been a long standing plan of Mr. Jagan Reddy to form the existing 13 districts into 25 districts. Each parliamentary constituency is being turned into one district.

In addition to this, the YCP regime has proposed one or two more districts. The Chief Minister has earlier ordered the officials to complete the new districts at the earliest.

Meanwhile, even the Census exercise is being delayed at the national level. It is mainly because of the Coronavirus second wave. Some States like Maharashtra are the worst affected where there is no scope for taking up the Census in the near future. Similarly, AP is also facing several problems to complete the Census and the formation of new districts.

Pawan corners Jagan on Polavaram evacuees

4

Jana Senani Pawan Kalyan is bringing pressure on the Jagan Reddy Government in AP on the issue of ensuring justice to the Polavaram evacuees. He demands protection of the rights of the thousands of families who are being displaced under the irrigation project. The rehabilitation and resettlement packages should be given to the evacuees before they would be moved out of their habitations.

Pawan expressed his concern over how the Government was trying to evacuate the families without first completing the R&R package. It was a violation of the human rights to evacuate the families without sorting out their problems. There are no proper facilities in their relief camps.

Senani threatened to complain to the National Human Rights Commission about the rights violations with regard to the Polavaram evacuees. The Jagan regime is already facing pressure from all sides to complete Polavaram. Lack of enough funds from the Centre and retendering have considered huge delays already. Just like he raised his voice against land pooling in some villages, Pawan is now bent on opposing evacuation of families under Polavaram project without fulfilling their demands.

KCR fires on Jagan for “looting” Telangana water

5

When YS Jaganmohan Reddy became Chief Minister of Andhra Pradesh in May 2019, Telangana Chief Minister K Chandrasekhar Rao attended Jagan’s swearing-in as CM in Vijayawada.

Later, both KCR and Jagan displayed bonhomie by meeting several times.

Jagan even visited KCR’s Pragathi Bhavan in Hyderabad thrice and held meetings to resolve bifurcation-related disputes with AP and TS.

At one stage, both agreed to share Godavari and Krishna waters for the mutual benefit of both the states and proposed to take up ‘joint irrigation projects’ for the purpose.

But all this has now become history after Jagan decided to construct Rayalaseema lift irrigation project diverting Srisailam water and also digging up a parallel canal on the right side of the Rajoli Banda Diversion scheme.

Already both states lodged complaints against each other over sharing of Krishna and Godavari water.

KCR on Friday (today) lashed out at Jagan for taking up both the projects unilaterally.

He warned Jagan that the Telangana government will go to any extent to stop AP’s projects and will not leave even a single drop of water belonging to Telangana to AP.

He said he had extended a friendly hand to Jagan in sharing river water but he had ignored and unilaterally taking up projects in AP in violation of the norms.

Jagan Cabinet approves Budget Ordinance again

2

For the second consecutive year, the Jaganmohan Reddy Government has opted for Budget Ordinance. There will be no budget session once again. Last year, the vote on account budget was followed in view of the Coronavirus pandemic. All the departmental expenses and the Covid related funds were drawn by the Government through an Ordinance which got the nod of the Governor.

This year also, the same Ordinance route is being followed. This vote on account budget would be effective for three months. However, the Jagan regime is thinking of holding the assembly session in the first or second week of April. The state full budget for 2021-`22 would be passed in that session.

As of now, the AP Cabinet approved Rs. 90,000 Cr vote on account budget for the next three months. The funds would be provided through thighs to meet the expenditure on the Government employees salaries from this. Also, these funds would be used to extend the benefits to the people under the Navaratnalu programme.

Successive local body polls and municipal elections came as a hurdle for the YCP Government to hold a full budget session in time. The Telangana Government has held a short 10-day budget session recently.

YSRCP govt’s shock to land buyers in AP!

7

The YSRCP government in Andhra Pradesh headed by Chief Minister YS Jaganmohan Reddy is all set to give yet another shock to people in the state.

The Jagan government is planning to increase market value of lands across AP.

This will lead to an increase in registration charges and stamp duty.

The increase in market values is expected to come into force from August 1, 2021.

The decision was reportedly taken by CM Jagan to increase government revenue earnings which is facing severe financial crisis due to cash dole out schemes of YSRCP government in the name of ‘navarathnalu’.

Those buying lands in AP from August 1 have to shell out more for registration.

The YSRCP government has decided to increase market value of lands every year in urban areas and once in two years in rural areas.

The government asked officials to submit proposals on market value incease at the earliest for approval.
