‘Jagananna Bhuhakku’ to cover 17,460 villages: Jagan

Andhra Pradesh Chief Minister YS Jaganmohan Reddy held a review on the Government’s new programme in streamlining the pattadar land records. He named it as ‘Jagananna Bhuhakku’ programme. Once this was fully completed, then the registrations of land sales would be carried out in the villages itself. The registration services would be offered at Grama Secretariats.

The Chief Minister said that the ‘Jagananna Bhuhakku’ survey would cover over 1.26 lakh sq kms of land spread over 17,460 villages. The forest lands were excluded from this. Over 3345.93 sq kms of area would be covered in the cities and towns across the State.

Mr. Jagan Reddy said that the survey would cover over 10 lakh open plots and 40 lakh assignment lands. It includes 90 lakh pattadar passbook holders who are owning 2.26 cr acres.

At the end of the survey, new land titling cards would be issued to the land holders. Each card would carry a unique identification number, extent of area owned by him or her, name, photo, QR code, etc. Digitalised maps would be made available once the survey was completed.

CM Jagan to call on victims of Eluru mystery disease

The West Godavari district officials are making all arrangements for Chief Minister YS Jaganmohan Reddy’s visit to Eluru today to call on the victims of the mystery illness there. The CM will visit the Government General Hospital and later hold a review meeting on the health and sanitation aspects at the Zilla Parishad Hall.

The ruling YCP has first tried to downplay the problem saying the disease is yet to be diagnosed and test results were yet to come. The Government officials ruled out contamination of water as per the tests conducted already.

Later, the Governor asked the Government to take all measures possible to address the Eluru mystery disease and provide relief to the patients and their families. Even the Union Home Ministry has come forward to extend all the required assistance to the State Government. Union Minister of State for Home Kishan Reddy had spoken to Chief Secretary Nilam Sawhney and enquired about the health crisis in the West Godavari town.

Now, the Chief Minister is making the visit today amid rising concerns and allegations on the lack of expected attention by the civic officials to launch preventive measures. Opposition leaders have already made visits to the localities in Eluru where the outbreak was reported. As on today, over 290 persons were affected while one person died. The localitied affected by the disease were Vidyanagar, Padamara Veedhi, Dakshina Veedhi, Toorpu Veedhi, Ashoknagar and Arundhatiyanagar.

YCP turns ‘Andhra Pradesh’ into ‘Amulandhra Pradesh’

We have seen dairy revolutions across the world. Now, what is unfolding in front of our eyes is a confrontation and a war between different dairies. The Jagan Reddy regime’s AP Amul project has triggered a serious counter attack from the existing dairies in the State.

Now, Sangam Dairy board has come out with a lot of allegations against the Government’s move. Sangam is a long standing dairy brand with its large scale operations running from the Guntur district. The Sangam directors are now asking why the Government all of a sudden is showering so much love and affection on the dairy industry. Till yesterday, not a single rupee was given for the strengthening of any local dairy in any district.

Sangam dairy is accusing the Government of converting Andhra Pradesh into Amulandhra Pradesh. Minister Balineni Srinivasa Reddy did not take any steps for protecting Ongole Dairy. All its resources were now being passed on to the Amul project. The YCP regime was wrongfully trying to hand over Rs. 3,000 Cr infrastructure and resources to Amul. The Government should explain to the people why it is giving so much importance to Amul.

Sangam dairy directors say that in many states, the Amul experiment has failed. It might have recorded great successes in Gujarat but it is not so successful in other States.

Sangam dairy asserted that the Government was giving cattle to the farmers under the Cheyuta programme but the farmers were under pressure to give their milk to the Amul project.

CM moves privilege motion against TDP MLA

On the fourth day of the Assembly session, the confrontation between the YCP and the TDP members escalated further. It went to such an extent that Chief Minister YS Jaganmohan Reddy himself moved a privilege motion against TDP MLA Nimmala Rama Naidu on the floor of the House.

No sooner the CM moved the motion than the Assembly Speaker referred it to the House Privileges Committee for taking further action. What more, the ruling party MLAs tried to storm into the Opposition benches to attack Nimmala Rama Naidu. However, the other TDP members formed a human chain to protect Rama Naidu. Atchannaidu, Chinarajappa, V. Ramakrishna and other members went to the rescue of their colleague.

The conflict was caused by the TDP MLA’s serious comments made against the ruling YCP on the issue of pensions. Strongly objecting to Rama Naidu’s comments, CM Jagan Reddy himself tried to hit back. However, Rama Naidu continued his criticism on the floor of the House objecting to what he described as the archaic regime of YCP.

Eventually, the Chief Minister lost his patience and announced that since Rama Naidu was misleading the House with his lies, he had no right to speak in the Assembly any more. As such, the CM moved the privilege motion against the TDP member.

Jagan launches AP-Amul project, to beat Heritage, Sangam, etc

After 18 months of his rule, amidst the Assembly session, Chief Minister YS Jaganmohan Reddy has finally achieved what he desired the most. He launched the massive AP-Amul Pala Velluva project. He raised a new hope and made a new promise to give an additional income of Rs. 4 per litre milk to every woman and farmers.

CM Jagan said that with this, his dream of helping the rural folks came true. He saw the problems of farmers and women during his Padayatra. He promised to strengthen the cooperative societies after coming to power. Only when there is competition in the market, the farmers will get a better deal. With the present project, the women of Andhra Pradesh will have the final say in procurement of milch cattle.

The Chief Minister asserted that under the Amul project, the dairy farmers will get an additional income of Rs. 5 to Rs 7 per litre milk. The women will also get a bonus once or twice every year from the profits of the Amul project. Milk procurement will begin in over 9,899 villages in the State.

Mr. Jagan Reddy said that Amul is the 8th largest dairy project in the world. It goes without saying that Amul is being brought as yet another way to take political vengeance against Heritage, Sangam dairies that belong to one particular caste. The political conflict is taken to the next level.

Jagan is a psycho: Naidu

Former chief minister N Chandrababu Naidu on Monday criticized the Jagan government stating that it had miserably failed to protect the state farmers severely affected by the floods.

Strongly condemning the suspension 14 TDP members, Naidu said it is shameful that the CM has not followed procedures and maintained no decorum or dignity in the House. He said Jagan is acting like a psycho by mimicking members of the house and calling names. He said he had to rush to the podium after the CM had called TDP member Rama Naidu as drama Naidu. “The farmers issue is such a serious and burning issue. The CM has trivialized the issue by resorting to some silly remarks against the TDP members. In the last one year, the state farming has been severely damaged and the lives of the farmers were crippled. More than 26 lakh acres of crop was damaged. What did this government to mitigate the farming crisis due to the floods,” he said.

Naidu further said Jagan had failed to get central funds to alleviate the plight of flood hit farmers. “He is the most irresponsibly chief minister I have ever seen in my long political career. He promised to l pay the crop insurance premium on behalf of the farmers, but he has failed to fulfill that promise. Today, the farmers would have been in a better place had Jagan paid the crop insurance. Jagan is peddling half-truths and falsehood. When we protested over the farmers issue, our members were suspended in the House.”

Naidu said he felt elated when prime minister Narendra Modi visited Bharat Biotech in Genome Valley. “I felt very happy when the PM visited the Genome Valley which is my brainchild. I had envisioned the Genome Valley 17 years back and today it is paying dividends. What did this government do apart from attacking the opposition leaders by slapping false cases against the TDP leaders. What did this government do apart from perpetrating atrocities against the Dalits and arresting Amaravati farmers,” Naidu remarked.

Naidu slammed the Jaganmohan Reddy government for implementing its lopsided policies which have crippled agriculture, irrigation, industry and all sectors of the state economy. “This government has wrecked all sections of the state politically, socially and financially, thus pushing the state economy into an irrecoverable, bankrupt situation,” he said.

The Telugu Desam Party (TDP) president charged that Jagan Mohan Reddy-led government has pushed the state into a debt trap. He said in the last one year the Jagan government had borrowed a record Rs 1.26 lakh crore, but has not taken up even a single development work. He said Jagan is incapable to govern and take the advice of the opposition.

3 Reddys become VCs of top 3 Universities in AP

The Jaganmohan Reddy Government is going ahead with its appointments to the Vice Chancellor posts to the Universities despite a writ petition pending before the High Court of Andhra Pradesh. In an order dated Nov 25, the Governor has appointed three Reddys as the VCs of three prestigious Universities in the State. At the same time, there is a rider in the order saying that these appointments were subject to the outcome of the writ petition concerned in the High Court.

Interestingly, two retired professors were made the VCs of the Universities. Prof. K. Raja Reddy, retired professor, department of South East Asian Studies, SVU, has been appointed as the Vice Chancellor of the Sri Venkateswara University.

Similarly, Prof. Ramakrishna Reddy, retired professor, department of geology, Yogi Vemana University, has been appointed as the Vice Chancellor of Sri Krishnadevaraya University.

Prof. PVGD Prasad Reddy, senior professor, department of computer science and system engineering, AU, has been appointed as the Vice Chancellor of the Andhra University, Visakhapatnam.

The AP Government’s move to appoint VCs bypassing the UGC guidelines has been stuck in the court litigation following petitions filed by some individuals. Even then, the Government preferred to go ahead with the above appointments. It is not known clearly whether these appointments are with immediate effect or from the day when the writ petition in the court will be disposed of in future. As per the orders, the appointments are made. The VCs can function but they would have to abide by whatever orders that may be issued by the High Court. Even if adverse orders come, those may be challenged in the Supreme Court.

AP launches another copycat scheme ‘Jagananna Thodu’

The latest ‘Jagananna Thodu’ is being dubbed as a copy of the Central scheme under ‘PM Swanidhi’. The YCP Government is now facing criticism for making ‘false claims’ on the interest-free loans to the small traders like vendors and street hawkers. If the YCP has any commitment to the true welfare of the poorer sections, it should have come out with its own new schemes and implement them sincerely.

The newly launched Jagananna Thodu scheme was aimed at taking credit for the Prime Minister Swanidhi loans being given to the small traders all over the country. In fact, these small loans of Rs. 10,000 were being given already in a big way in Kerala, Karnataka, Tamil Nadu and Telangana while Andhra Pradesh was required to make progress all these months.

Way back in May itself, the Union Finance Minister announced the small loans scheme but now the Jagan regime was trying to make it look like its own programme. In the ‘PM Swanidhi’ website, it was clarified that nearly 15 lakh loans were sanctioned as against 28 lakh applicants for small loans.

Just like in ‘Abhaya’ app, which was a copy of the previous TDP scheme, the Jagan regime was giving paper advertisements. It was spending crores of rupees of public funds for getting publicity to the Chief Minister.

The AP Government was giving a new twist to the interest-free loans scheme in the State. Initially, the Government was asking for advancement payment of 7 percent interest on these small loans. The same interest would be deposited back into the bank accounts at a later date.

Jagan regime another tax blow for making more loans

The YCP Government has already announced fixing of meters on agricultural power connections just for meeting the Central guidelines to make 0.25 percent additional loans. Now, the Jagan regime has given another blow to the people by bringing an arbitrary rule for estimating property tax based on the registration values. By implementing this, the AP Government will become eligible for getting another 0.25 percent loans. AP has already faced allegations of surrendering to the Centre on such arbitrary rules.

The civil society organisations have taken strong objection to the latest raise in property tax. If this is implemented from April next year, it is sure to increase the burden on the citizens by over 10 times.

However, the officials are saying that the tax burden will increase just by three to four times. If the new rule really comes into effect, this will have a recurring impact on the people. Every year, the registration values are being increased. Accordingly, the property tax will also go up significantly.

Already, the people were reeling under the financial crisis because of Coronavirus, petrol price hike, higher rates of cement, sand, liquor and so on. The Opposition is alleging that CM Jagan is hell bent on pushing the State into a massive debt trap from which it will never recover in the foreseeable future. Whereas, the YCP leaders are becoming ultra rich.

CM Jagan launches ‘Abhayam’ app for women safe travel

Andhra Pradesh Chief Minister YS Jaganmohan Reddy asserted that top priority would continue to be given to protection of women’s rights in all programmes of the Government. He said that the new ‘Abhaya’ app was being brought for safe travel of women in auto rickshaws and cabs. The Abhayam app device would be set up in all the auto rickshaws and cabs so that women passengers can travel without fear of any atrocities or wrongdoings.

Mr. Jagan Reddy listed out a whole lot of programmes his Government was implementing for women. Amma Vadi and Cheytha programmes were being implemented for cash transfer assistance. House site pattas were being registered in the name of women members of the families.

The CM said that 50 per cent reservations were being given to women in nominated posts and works. Women were made the Home Minister and also Deputy Chief Minister.

Top level measures were being taken for the security of women. Disha police stations were set up and Disha Act was passed for the highest security of women.

AP Govt plan fails on VC posts in universities

Yet another decision of the Jaganmohan Reddy Government hit a roadblock now. Legal experts raised objections to the bill passed by the Andhra Pradesh Legislative giving all powers to the Government in appointments of the universities’ Vice-Chancellors. As per the University Grants Commission, a panel of experts should send lists of three names each for a university. It is the Governor who will take the final decision. The UGC brought this rule to eliminate the politicisation of the universities’ campuses.

The UGC laid down these rules way back in 2010. But, the Jagan regime brought a bill last year for giving all powers to the State Government. Accordingly, the AP Government sent a list of only one name for each of the universities to the Governor for his approval. These universities included Sri Venkateswara, Sri Krishnadevaraya, Andhra, etc. On his part, the Governor consulted legal opinion and decided not to okay the file immediately considering the legal issues involved in the process.

The legal experts have apparently told the Governor about the UGC norms which were being followed all over the country. Even if the appointments were made as they were now, that would again run into legal battles. Considering all these things, the Governor returned the file to the Government. Every other decision of the State Government was found to be in violation of some rule or the other. This was posing a serious handicap to the administrators in various departments as the knotty litigation issues were consuming most of the time and energy.

Jagan to inaugurate Tungabhadra Pushkarams

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is going to Kurnool district today to inaugurate the traditional and prestigious Tungabhadra river Puskharams. The CM will offer prayers and hold puja at the Sangalbagh Ghat. As part of this, the officials made tight security arrangements at the river front and along the roads leading there.

Considering the crowded atmosphere, the authorities have ordered for strict regulation during the Chief Minister’s visit. Only the Ministers and people’s representatives belonging to the Kurnool district would be allowed to take part in the CM event. Strict restrictions are being enforced in view of the Central guidelines for Coronavirus prevention.

As part of this, Jagan Reddy will leave his Tadepalli residence and arrive at the Gannavaram airport to go to Orvakal airport from where he will proceed to the Tungabhadra ghat. After taking part in the event, the Chief Minister will return to Tadepalli.

Only a few leaders and individuals were given a chance by the officials to meet the CM at Orvakal airport.

GHMC polls: Will Jagan support TRS or BJP?

In 2014 elections, the YCP contested the Telangana elections but could not make considerable gains despite the huge YSR fan following in that State. Both the TDP and the YCP became marginalised because of their basically obvious Seemandhra origins. The TDP had some relief as it won AP in 2014 while the YCP lost in the very first attempt after its formation. Ever since, Jagan Reddy changed his plans and gradually withdrew his party from the Telangana political scene. There were reports that Jagan’s withdrawal was part of a secret deal with KCR to support each other in their common cause to outsmart Chandrababu Naidu.

Now, the situation has turned different. Not all is well between Jagan and KCR. For the TRS chief, his party is facing a stiff challenge from the BJP there. Jagan Reddy has certain compulsions to avoid rivalries or differences with Modi-Shah. As such, by avoiding Telangana or GHMC elections, AP CM is keeping his party in a safe zone. In 2018, Jagan party supported TRS.

But then, the questions are arising why the YCP chief is not fielding his party candidates in the elections to the Greater Hyderabad Municipal Corporation (GHMC). Seemandhra people are a deciding factor in some pockets in Hyderabad. Jagan party got landslide victory with 151 MLA seats in AP. Still, AP CM decided to avoid GHMC elections. Whom will he support secretly? BJP or TRS? Can he afford to be equidistant with both these parties?

Noose tightens around Jagan, CBI court to take up DA case hearing

The disproportionate assets case of Andhra Pradesh Chief Minister YS Jagan Mohan Reddy will be taken up by the Special CBI Court in Hyderabad on Tuesday.

The CBI had filed 11 charge sheet against Jagan Mohan Reddy and the other accused in the disproportionate assets and quid pro quo cases.

Besides Jagan, YSRC MP V Vijayasai Reddy, MLA Dharmana Prasada Rao, P Sabitha Indra Reddy, who is now the Education Minister of Telangana, and several senior IAS officers and industrialists are involved in the disproportionate assets case.

The Andhra CM, who has been facing the CBI case since 2011, was in jail for 16 months between May 2012 to September 2013.

Jagan had avoided attending the court personally by filing a petition under Section 317 of the Criminal Procedure Code seeking exemption from personal appearances, stating that he was not able to attend the court due to compelling reasons.

Meanwhile, the CBI has postponed a hearing on the illegal mining case involving Obulapuram Mining Company (OMC) owned by former Karnataka minister Gali Janardhan Reddy. In 2011, the CBI had filed a charge sheet in a special court in the illegal mining case involving Gali Janardhan Reddy and Jagan Mohan Reddy.

Cases against Jagan Mohan Reddy are being pursued with renewed vigor after the Supreme Court observed that 4,500 criminal cases were pending against sitting and former legislators across the country. A bench led by Justice N.V. Ramana was hearing a PIL filed by advocate Ashwini Kumar Upadhyay, who has sought a lifetime ban on politicians convicted in criminal cases, from contesting elections. After hearing the petition, SC advocate and BJP leader Ashwini Kumar Upadhyay, the Supreme Court had sought details of all pending criminal cases against sitting and former MPs and MLAs from 24 High Courts in the country.

Following this, Jagan Mohan Reddy in an open letter addressed to Chief Justice S A Bobde on October 6 had alleged that the Supreme Court’s second most-senior judge N V Ramana had been influencing the sittings of the Andhra Pradesh High Court, including the roster of a few judges. Reddy cited instances of how cases important to the Opposition Telugu Desam Party were “allocated to a few judge. Further, three days after sending the letter to the Chief Justice of India, the Chief Minister called a press meet and made the letter public. Various bodies of lawyers, including the Bar Council of India, the Supreme Court Bar Association, the Supreme Court Advocates’ on Record Association, the Delhi Bar Association, and many other Bar Associations condemned Jagan’s letter.

Dubbaka bypoll rings danger bells for KCR-Jagan-Naidu

Till now, the BJP has been in third place in Telangana and in fourth or fifth place in Andhra Pradesh. In the latest Dubbaka byelection, electoral equations have changed dramatically. In the campaign stage itself, the BJP pushed the Congress aside and rose to the second position to challenge the rival TRS candidate. It was the BJP which has benefitted from the anti-incumbency sentiment against the KCR regime.

Now, political pundits say that if the BJP pulls off a surprise win in Dubbaka, that would be a devastating, mind-blowing shock to the ruling TRS. Even if the BJP loses, it is expected to come close to the TRS nominee in terms of vote share. The previous 50,000 majority of TRS is certain to come down significantly. In case of such an outcome also, the BJP would find it as a big boost since it could successfully crush the Congress attempts to regain its former strength.

Analysts say that any favourable turn in BJP’s fortunes in Dubbaka is going to make them more active to focus on their party strengthening the Telugu States. KCR’s out and out friendship with MIM chief Asaduddin Owaisi is polarising the Hindu votes in favour of the BJP at the cost of the Congress. If the BJP becomes stronger in Telangana, then it is just a matter of time to gain a foothold in AP. Already, the BJP has won over the Pawan Kalyan party. A rising BJP bodes ill for both Telugu CMs and also Chandrababu Naidu in the long run.

Upadhyaya’s 2nd letter to AG for contempt against Jagan

Supreme Court lawyer Aswini Kumar Upadhyaya is unstoppable. He has written a second letter to Attorney General of India KK Venugopal, seeking once again permission to launch contempt of court proceedings against Andhra Pradesh Chief Minister YS Jaganmohan Reddy. This time, Upadhyaya said that the Attorney General himself has admitted that making public of the letter to the Chief Justice of India was objectionable and contumacious on the part of the AP Chief Minister and his principal advisor Ajay Kallam Reddy.

It is well known that the AG did not give his direct consent for contempt proceedings in his reply to the first letter written by Upadhyaya. But, Mr. Venugopal has given his opinions saying that the AP CM’s action was objectionable and would amount to contempt of the court. He merely said that he would not be able to give consent since the letter was already before the CJI.

Now, Upadhyaya was arguing that his objection was not to Jagan Reddy sending his letter to the CJI but to how the Chief Minister had made sure that Ajay Kallam Reddy released copies of this letter at a press conference. Even the AG had commented negatively on this aspect. Upadhyaya asserted that the AG should now give his consent to him to launch contempt of the Supreme Court proceedings against the AP CM for making public the letter he had written to the CJI.
Upadhyaya is known for his pro-BJP leanings from the beginning. His outright criticism and court litigations against CM Jagan have raised many eyebrows at a time when the AP CM is more or less on friendly terms with the BJP-led NDA Government at the Centre. Whatever, Upadhyaya’s crusade for decriminalisation of Indian politics is certainly embarrassing the AP CM in an increasingly unbearable manner.

Jagan CBI-ED cases: When will real daily trials begin?

The Supreme Court has ordered speedy disposal of MLAs and MPs’ cases. Following this, the CBI Special Court took up the illegal assets cases of AP CM Jaganmohan Reddy, Vijay Sai Reddy and others last month. Interestingly, the real daily trials into the original charge sheets filed in the CBI and the ED were taken up for hearing till now. Yet again, the arguments were going on as whether the cases of the Enforcement Directorate should be taken first or not.

The arguments on whether the CBI or the ED cases should be taken first took place several months ago. But, this issue was not yet settled in the court. On their part, the AP CM’s lawyers were strongly objecting to the ED’s plea for taking its cases first. Jagan’s lawyers were pleading for either taking up the CBI cases first or both the CBI-ED cases simultaneously.

As such, the real daily trials into the Jagan Reddy illegal assets cases have not yet begun.

Meanwhile, the lawyers of CM Jagan have asked for removing the CM’s name from the charge sheet in the Jagathi Publications case. They maintained that the investments made into this company were a business deal. Mr. Jagan Reddy cannot be charged or implicated in this. The investors put confidence in the Jagathi Publications and invested their money. Vijay Sai Reddy’s lawyers also argued along similar lines.

This time, his Government is not focusing on Cash Transfer, non-productive policy. Instead, a strategy is made to help the poor women get monthly income through their hard work. Hence, the Jagan regime has decided to provide financial help to women to open small dairies on their own.

All support would be given to these women to get better results in dairy farms and higher productivity. For this, the Government has decided to buy over 3.43 lakh buffaloes and 2.20 cows. In the next one year itself, the authorities have drawn plans to buy over 60,000 buffaloes and 40,000 cows.

Also, the Government would buy over 3 lakh goats. All these activities were intended to make the women beneficiaries of YSR Cheyutha and Asara schemes financially self-sufficient and independent.

To make this programme a success, the Chief Minister has given specific instructions to the officials to buy the best breeds of cattle available. It is also decided to make the Government Dairy Corporation Federation to buy the dairy products from the women to ensure better prices for them. These dairy units would be promoted by linking them with the Rythu Bharosa Kendras.

CM Jagan on outsiders and insiders’ attacks on AP

The tragedy of Andhra Pradesh is more tragic than that of endless troubles of an ill-fated middle class family in a Telugu film. This is what will sum up the AP Formation Day speech made by Chief Minister YS Jaganmohan Reddy to the people of the State after unfurling the national Tricolour. He openly said that the AP people suffered heavily because of betrayal by both outsiders and insiders.

While the outsiders inflicted irrecoverable knife injuries, the insiders resorted to backstabbing against their own northerly State. As a result, AP has met with injustice and great losses. Going a step further, Mr. Jagan Reddy said that the strongly rooted casteist forces were bringing more harm to the State these days. With these feelings, some persons were undermining the systems and institutions causing irreparable damage.

CM Jagan further said that his Government has unveiled a noble agenda for bringing change for better in the State. Good government was being provided. A corruption-free and discrimination-free administration was being ensured to help all sections of society.

Mr. Jagan Reddy asserted that with the blessings of the God and with the unquestioned support of the people, his regime was moving forward.

Centre’s pressure tactics to cut Polavaram funds to AP

The Modi Government at the Centre is tightening the noose around the Jaganmohan Reddy Government’s neck in Andhra Pradesh on the issue of Polavaram project. As per latest indications, the Union Finance Ministry is giving another twist to the delay in release of Central funds for the project. It is asking the State Government to present the bills for different works already executed at the project site. Reports say that the Centre has decided to release funds to AP only when it is clarified that the funds meant for Polavaram are spent for its works only.

The latest decision of the Centre came amid reports of gross diversion of Polavaram funds for other prestigious schemes of the YCP. It is well known AP is not giving funds to welfare corporations and using those funds to implement his Cash Transfer welfare schemes under ‘Navaratnalu’. There are rumours that some funds under Polavaram were also diverted for this in the past. As a result, the bill payments to Polavaram contractors were kept pending.

The allegations on funds diversions came as a big opportunity to the Centre now to use its pressure tactics to corner the Jagan Reddy regime now. By doing so, the Centre wants to make AP fall in line with the Union Finance Ministry’s argument that only Rs. 20,398 Cr Central funding would be there for Polavaram as per 2014 price level. Jagan Reddy has written a letter to the PM seeking total Rs. 55,000 Cr support.

On its part, the Union Jal Shakti Ministry has decided to make it clear to AP in the next meeting of Polavaram Project Authority that from now on, funds would be released only after checking whether bills submitted by AP were relating to Polavaram works or not. If AP does not cooperate, the Centre may not release Rs. 2,234 Cr towards already completed works and another Rs. 7,053 Cr funds to be given as per 2013-`14 estimates.
