Jagan calls Naidu’s idea just ‘perverted thinking’

4

In a latest comment, Andhra Pradesh Chief Minister YS Jaganmohan Reddy went a step ahead and made a highly explosive comment on Amaravati Capital. It came in an interview to The Hindustan Times. He said it was ‘perverted thinking’ to aim at developing a single high revenue-earning city as Capital for any State. This comment is obviously intended to mock former Chief Minister Chandrababu Naidu’s frequent statements that Andhra Pradesh can get development on a par with its neighbouring States only when its Capital is visualised and developed like a big metro city like Hyderabad, Chennai and Bangalore.

In the process, CM Jagan cited how a small town like Omaha was generating huge revenue because of the presence of world’s top billionaire Warren Buffett there. Similarly, Seattle was a relatively smaller place but the location of Microsoft has made a high revenue earning place. So, Jagan Reddy says revenue should not be the criterion for selection of Capital location. But, his past statements run totally contrary to this.

CM Jagan supported his 3 Capitals idea, saying that all three regions would see development if they each get Capitals. Development comes to a place where there are more industries, more jobs, more people, more revenue, more money in circulation and more economic activity. The CM also said that Visakhapatnam is a better Executive Capital since it is a big city already and would require far lesser expenditure compared to Amaravati.

Analysts say that CM Jagan’s mutually contradictory statements are only contributing to greater confusion while it is a fact that Amravati would eventually end up like a protracted litigation just like Ayodhya tangle. Where a large number of people are involved, the litigation would naturally go in favour of them. Jagan Reddy should aim at winning the court battle rather than continuing his Government’s aggressive propaganda.

Jagan Govt gives Rs 95 lakh for new chariot at Antarvedi

0

The 100 percent burning of Antarvedi Lakshminarasimha Swamy Temple chariot has triggered massive protests all over. In the face of rising agitation from the Hindu organisations and Opposition, the YSRCP Government has begun damage control efforts. Immediately, the Government has sanctioned Rs. 95 lakh for building a new chariot. This will be completed by February, 2021. So that the chariot would be ready for the next temple procession as part of the annual celebrations.

East Godavari District Collector Muralidhar Reddy has formed a committee with officials of endowments, fire, police and revenue officials to take up damage control measures. The ruling YSRCP, on its part, has taken a line that some anti-social elements were bent upon conspiring against the Jaganmohan Reddy Government. They were alleging that the anti-social elements entered the temple surroundings just a day after the TDP committee visited and blamed the Government’s failures for the fire.

The police officials took strong measures and made preventive house arrests of the BJP leaders at several places in East Godavari district today. This was in view of yesterday’s tension-filled atmosphere at Antarvedi temple when Hindu devotees and BJP leaders protested during the visit of YSRCP Ministers.

Jagan defeated Naidu but not hatred and vindictiveness: RK

3

Before becoming Chief Minister, YS Rajasekhar Reddy used to get angry easily and at times reacted in an emotional outburst. On one occasion, he had even beaten up a person in the presence of many Congress leaders. But after becoming CM, YSR suppressed his aggressive emotions to a great extent. When asked about this, he said that nobody would care how we behave when we are in smaller positions. But, when it is the CM chair, we should be very careful not to get a bad name. That was why YSR went on taking a neutral stand without discriminating against people along political lines in giving them welfare benefits.

With YSR’s son and present CM Jaganmohan Reddy, it is exactly opposite. In his latest Weekend Comment, ABN Radha Krishna says that Jagan Reddy is not at all realising the need to overcome his aggressive and vindictive nature along political and personal lines. The CM was not hesitating to express his massive hatred for the Kamma community. He is unable to overcome factionist and fanatical arrogance. The chanting of welfare schemes was only used to cover up many instances of revenge being taken against the Opponents in a variety of ways. Hired goons are running riot and blue batch goondas are victimising industrialists, social media activists, rivals and all other dissenting voices.

Referring to rumours within the ruling party, RK says that the AP CM was still being haunted by the memories of his harrowing days spent in jail. These bitter recollections were only fuelling his anger and vindictive nature. As a result, he was misusing very badly an extraordinary chance that came in the form of a massive mandate for him to become CM at the age of 46. This vengefulness has already eroded AP credibility in all respects including in Delhi where Union Finance Minister Nirmala Sitaraman told HUDCO and Power Finance Corporation to be very careful in financing AP since Jagan Reddy may divert all funds in the name of welfare schemes.

AP govt issues Tourism Trade Guidelines

2

The Jagan government on Saturday issued the AP Tourism Trade (Registration and Facilitation) Guidelines, 2020 to with an aim to project the state as a tourist destination.

As per the guidelines, the Andhra Pradesh government will ensure linkages with tourism departments of other states, national and internationally-renowned travel and tourism players, travel and tourism-related associations and societies. Registration would become mandatory for all tourism-related trade establishments and service providers to be eligible for any government-sponsored initiatives, incentives, subsidies and schemes.

The guidelines are expected to simplify the registration of tourism trade similar to those in practice at the Union Ministry of Tourism and in states like Goa, Rajasthan, Himachal Pradesh, Kerala, and Karnataka. Currently, there is no mechanism to register the tourism trade operators, which was essential for the maintenance of statistical information for planning and development.

3

CM Jagan’s power reforms aim at Rs. 20,000 Cr loans

22

The AP Government’s all-out efforts to introduce reforms in the power distribution sector are solely intended to get clearance for making an additional Rs. 20,000 Cr loans. This would be possible only when the smart meters are fixed on agriculture connections to make sure that electricity distribution companies get their revenues without fail. The Central Government has put a condition for mandatorily implementing power reforms in order to give relaxations under the Fiscal Responsibility and Budget Management Act to go for higher borrowings.

As of now, Andhra Pradesh like all other states can borrow just up to 3 per cent of its Gross State Domestic Product as per the FRBM Act. But in view of the Covid-induced financial stress, the Centre has agreed to increase borrowings limit by another 0.5 per cent. At the same time, the Centre put some conditions for the State if they want the borrowings limit to be increased from 3.5 per cent to 5 per cent. These conditions included power distribution reforms, universalisation of ration cards, urban local bodies revenues strengthening and better Ease of Doing Business performance.

Of these conditions, the power reforms are loaded with political consequences. Many states including Tamil Nadu objected to the conditions. But Andhra Pradesh came forward with a Direct Cash Transfer scheme to credit monthly bills amounts into the farmers’ accounts. This way, the Discoms can directly redeem their bills from the farmers’ dedicated accounts.

However, the question remains whether the Government would sincerely implement this once its purpose was served. No doubt, the farmers would lose their right to free power scheme once anything goes amiss.

Jagan cannot own YSR: RRR

2

YSRCP rebel MP Raghu Ramakrishna Raju on Wednesday paid tributes to former chief minister late Y S Rajasekhara Reddy Garu on his 11th death anniversary.

Calling Rajasekhara Reddy as a great humanitarian leader, Raju said “he was everyone’s one” and that no single individual can claim ownership of YSR, as the former CM was popularly known as.

“YSR was a great leader. He did not belong to any single individual. He cannot be owned by his son alone nor any one individual can claim ownership over him. He was a people’s man, a people leader,” Raju said.

Stating that he is extremely devoted to YSR, Raju said ” I have kept the life-size Rajasekhara Reddy portrait in my house for the last 13 years as I genuinely love and admire him.”

Further, Raju also said that his admiration for Rajasekhara Reddy was such that he even named his grandson after the former CM. “Rajasekhara Reddy will aways be alive in the hearts of the people. He was a inspiration for many, one of the best chief ministers Andhra Pradesh ever produced,” he said.

Taking a dig at Chief Minister Jagan Mohan Reddy, Raju said YSR never named any government scheme after his name and instead named them after Rajiv Gandhi and Indira Gandhi.

Raju had earlier questioned Vijayasai Reddy on the showcause notice issued against him. He had stated that the show-cause notice lacked legal sanctity as it was served under the letterhead of the YSR Congress Party which was a violation of the Election Commission of India regulations. He brought to the notice of the Election Commission of India that YSRCP was illegally using the name ‘YSR Congress Party’ when another political party ‘Anna YSR Congress Party’ was already registered with the ECI.

CM Jagan greatly respected Pranab Mukherjee

3

AP CM YS Jaganmohan Reddy had a great respect for the departed leader Pranab Mukherjee. Jagan used to call him ‘uncle’. Pranab was also very close to YS Rajasekhara Reddy. Hence, the YSR family’s long standing friendly relations with the late former President. Jagan Reddy respected Pranab Dada so much that he took special permission from the jail authorities and voted for Pranad when he ran for the President’s post. That was despite the strong differences Jagan Reddy had for the Congress party at that time.

What more, Pranab was responsible for making Kiran Kumar Reddy the chief minister of Andhra Pradesh. Actually, Jagan Reddy was bitterly against Kiran Kumar considering the fact that he himself wanted to become the CM. Pranab Mukherjee had no choice but to persuade the warring groups within the Congress at that time to make Kiran Kumar the new CM at that time.

Moreover, Jagan Reddy was totally against the bifurcation of AP into two separate states. In this respect also, Pranab Mukherjee in his capacity as the President of India at that time, had to sign the AP Reorganisation Bill. As a senior Parliamentarian and a leader close to AP leaders, Pranab was also involved in the formation of separate Telangana. Way back in 2004 itself, Pranab led a 3-member national level committee to study the Telangana issue. That committee did not submit any report due to lack of unanimity. However, after 2010 again, Pranab held meetings again on Telangana issue. Even KCR and KTR were full of praise for the role Pranab has played in the formation of Telangana.

The meeting is attended by deputy CM Dharmana Krishnadas, Chief Secretary Nilam Sawhney, chief principal advisor Ajay Kallam, Chief Commissioner of Land Administration special secretary Nirbhar Kumar Pratap and other top officials.

The officials explained to the CM the need for the survey due to the lack of digitisation. Mobile courts would be pressed into service to address any disputes or problems, they said.

Deodhar’s surprise attack on Jagan over Bhumana letter

1

BJP AP incharge Sunil Deodhar launched a surprise attack on Andhra Pradesh Chief Minister YS Jaganmohan Reddy. He asked AP CM not to continue his double standards and demanded immediate action against YCP MLA Bhumana Karunakar Reddy. Deodhar’s anger was about Bhumana writing a letter to Vice President M Venkaiah Naidu for the release of civil liberties leader Varavara Rao.

Deodhar asked how CM Jagan Reddy was showing his photos taken with Prime Minister Modi on the one hand and supporting MLAs like Bhumana who was trying for the release of ‘Naxalite Varavara Rao’ who was behind an assassination conspiracy against PM’s life. Was this not a practice of double standards on the part of Jagan Reddy?
Sunil Deodhar has also posted the letter written by Bhumana in his twitter comment. The YCP MLA has asked for relief to Varavara Rao considering his failing health and advancing age. The MLA has said that Varavara Rao was not even able to walk normally and that he was just an ideological supporter.

Interestingly, the BJP AP top leaders have not raised their voice yet on this issue. Undoubtedly, the ruling YCP leaders were shocked over the sudden turn of events.

Jagan is late but latest, says RRR

18

YSCP ‘rebel’ Lok Sabha member Raghurama Krishnam Raju has fired at Andhra Pradesh government yet again.

This time he sharpened his attack on Jagan. In a direct diatribe at the Chief Minister, Raju pointed out that 50 per cent of the voters did not want Jagan to be the CM and rejected the YSRCP.

He said by slapping cases against Ramesh Hospitals MD Pothineni Ramesh Babu, the Andhra Pradesh government had insulted the entire medical fraternity who have been working relentlessly in the fight against Covid. He slammed the Andha Pradesh police excess stating that foisiting cases against doctors has brought a disgrace to the entire department..

Raju condemned the atrocities on a Dalit youth, Vara Prasad, in Seethanagaram of East Godavari district of Andhra Pradesh whose head was tonsured by the police for opposing sand mafia in his native place.

The YSRCP MP took potshots at Jagan Mohan Reddy rather in his inimitable style using Telugu movie dialogues.

On Jagan’s reaction to the Dalit tonsure incident, Raju took a jibe at the CM “late ga ayina latest ga spandincharu” (even if the CM’s reaction was late, it was latest) taking cue from a movie dialogue. Raju said the late reaction from the CM came after the President of India himself took a note of the Dalit tonsure incident. “The reaction from the CM came after the Rashtrapati office pulled up the government thrice,” Raju noted.

Raju has often used movie dailogues to sharpen his sarcasm and wit filled remarks to fire at his opponents.

Earlier, Raju had used Rajanikant’s popular dialogue (Nanna pandule gumpuga vastayi simham Single ga vastundi — pigs come in herd , but a lion walks in solo) to hit out at his political critics.

Raju, who had not been seeing eye-to-eye with the Andhra Pradesh government over its policies. Earlier in a tongue-in-cheek comment, Raju said Jagan has more fan base than actor Chiranjeevi and that people will strictly follow if he makes an appeal to wear a face mask. “Jagan has more fans than Chiranjeevi. Hence, I appeal to the Chief Minister to start an innovative programme to bring awareness among the people. The programme should be a big hit like Chiranjeevi’s movies,” he stated rather sarcastically.

CM Jagan breaks his silence on Dalit tonsure case

5

Andhra Pradesh Chief Minister YS Jaganmohan Reddy has finally talked about the Dalit tonsure case in the State. In a high level meeting with the officials, he said it was not correct that a person belonging to the weaker sections was treated without humanity. The CM told the officials his Government was taking such incidents very seriously. This was why the Government was not hesitating to put the policemen concerned in jail. This never happened in the past.

Mr. Jagan Reddy pointed out that his Government was giving great respect to the Dalit weaker sections. The Home Minister was a Dalit herself while the Director General of Police was an ST. Given the situation, incidents like the Sitanagaram tonsure incident in East Godavari should not have taken place. Hence, necessary orientation classes should be held for the police constables, ASIs and SIs. They should be taught to show humanity to the people and there should be no repetition of incidents like the tonsure case.

The Chief Minister told the officials that nobody should be treated as above law. This would be applicable to the Ministers, MLAs and the ruling party leaders. Strongest possible action should be taken to ensure that nobody would indulge in corruption anywhere in the State.

It may be recalled that recently, tonsure victim Vara Prasad wrote to the President seeking permission to join Naxalites as AP Government failed to ensure justice to him. The President responded and directly asked an AP official to submit a report on this. In this wake, the CM’s latest comments assumed a lot of significance.

Jagan goes after TDP leaders in Prakasam district

Chief Minister Jagan Mohan Reddy has reversed every policy initiative of the previous TDP government and targetted the TDP leaders both politically and financially.

In the latest politics of vendetta, the Andhra Pradesh government has decided to cancel mining licenses of TDP MLAs in Prakasm district.

The granite licenses issued to Addanki MLA Gottipati Ravi Kumar and former MLA Potula Rama Rao were cancelled. Both won 2014 polls on the YSRCP ticket, but later joined the TDP in the presence of Chandrababu Naidu. In the 2019 elections, two of them contested from TDP. While Ravi Kumar had won and Potula Rama Rao lost.

The government had cancelled five licenses given to MLA Gottipati and one quarry belonging to Potula Rama Rao. With their licenses cancelled, both the leaders are weighing legal options and likely to move the High Court.

CM Jagan’s ultimate plan to root out corruption

Andhra Pradesh Chief Minister YS Jaganmohan Reddy has now shifted his focus on making AP a zero-corruption State. Whatever idea strikes CM Jagan, then there is no stopping its implementation. The same happened with the Disha Act. When the whole country was debating the horrendous rape-murder of Disha, Jagan Reddy sprand a surprise by coming out with the Disha Act to hand out the strongest and swiftest punishments to the quilty persons. Now, a Disha-like Act is being planned to eradicate all sources of corruption in AP.

For this, the Chief Minister held a review meeting with Chief Secretary Nilam Sawhney, Principal Advisor Ajay Kallam Reddy, Director General of Police Gautham Sawang, Anti Corruption Bureau Director General PSR Anjaneyulu and other top officials. The review meeting was as usual held at the CM’s Tadepalli residence.

Just like in the Disha Act, the Chief Minister was planning to hand out swiftest and strongest punishments to the persons who were caught indulging in corruption. He discussed the outlines of the bill to be introduced in the Assembly.

Mr. Jagan Reddy asked the top officials to place a closer vigil on rooting out corruption in the offices of MROs, MDOs, Sub Registrars, municipal and town planning departments. On the other hand, analysts are expressing doubts on the practicality and validity of the laws being made by the Jagan Reddy regime as they were not reflecting ground level situations. For example, Disha Act is still unimplementable because of the loose ends like giving death penalty within 21 days of rape and murder. Evidence gathering takes time. Moreover, the Disha Act is still not having approval of the Central Government. Not a single case is filed under it till now in AP.

All orders emerging from Jagan Tadepalli palace: RK

1

Andhra Pradesh Chief Minister YS Jaganmohan Reddy is speaking about decentralisation of power and administration for the balanced development of all sections of people and all regions of the State on an equal footing. Is this happening in the field level? Take for instance, the district level administration. The district officials would have to answer to their IAS and IPS bosses at the state level. But, in a departure from the established rules, they were receiving and carrying out commands that were directly being sent from the top ruling party leadership. ABN Radha Krishna, in his latest Weekend Comment, says that it has become a routine that orders were being directly issued from CM’s Tadepalli palace to officials all over the state without the knowledge of the Chief Secretary, Principal Secretaries or the Director General of Police or the Ministers concerned. All these were coming to know of many important developments in their own departments after everything happened.

Virtually, Tadepalli palace has become the centre of all concentration of power and the seat of the State’s administration.

RK says that the same would be the case with the ongoing phone tapping controversy. It is for this reason neither DGP Gautham Sawang nor the Home Minister could be held responsible for the alleged violations. Both the Chief Ministers in Telugu States were rising above the established norms and conventions. They were keeping a close surveillance on their own party leaders not to speak of top officials, industrialists and Opposition leaders. With this, the leaders of both YSRCP and TRS were terrified even to express their opinions freely with anybody.

According to RK, a very peculiar situation was emerging in Andhra Pradesh. There were suspicions that the phones of judges of the High Court were being tapped on a large scale. The Government’s advocates argued that there was no tapping and even asked the court to order an enquiry. Their confidence might be that there was difficulty involved in showing evidence for phone tapping. But the fact is that in any offence, the guilty parties would leave some evidence or other eventually. Ultimately, the players responsible for phone tapping would have to answer for their violations.

Jagan 25 districts plan picks up speed, 4 sub-committees formed

2

Alongside the 3 Capitals move, the Jaganmohan Reddy government is going ahead with its 25 districts proposal in place of the current 13 districts. Over four sub committeees were formed newly to assist the State level committee. Each sub committee will be assigned different tasks like demarcation of boundaries, distribution of staff and property and son on.

Already, the division of institutions and property between Telangana and Andhra Pradesh States was still facing lots of problems. It is to be seen how the YCP regime will overcome these issues in the formation of new districts.
It may be recalled each of the 25 parliamentary constituencies in the state will be carved into a district. The headquarters of the parliamentary segment will be the headquarters of the new district. The model of smaller districts is taken from the KCR Government in the neighborhood State. But the basis of parliamentary constituency boundaries is facing lot of criticism. The boundaries of these segments were fixed by the governments in the past to suit the convenience of election monitoring. It’s a big question how well these segments will serve the public once turned into districts.

Jagan grand puja at Srisailam dam waters cancelled

3

CM Jaganmohan Reddy planned a grand celebration of Srisailam reservoir getting full with waters. He was scheduled to visit the dam site and hold elaborate puja there today. All of a sudden, the fire tragedy struck at the Srisailam hydel project. The Chief Minister’s Office had no choice but to get his visit cancelled at the last minute.

As per the plan, the CM was to take an aerial survey of the the flood waters in the Krishna River in Kurnool district after his puja at the dam. A review meeting with the Srisailam project engineers was planned at the dam site. The ruling party leaders planned lot of programs to get huge publicity for Jagan Reddy puja. There was lots of euphoria in the YSRCP on the dams getting filled with water.

With the fire mishap, the CM’s review meeting on the Rayalaseema Lift Irrigation Project was also postponed. Actually, Jagan Reddy is going ahead with the project despite the objections raised by the Central Government. Only after the BJP made it an issue, KCR also objected to the Rayalaseema Lift project. Now, in the name of puja to Srisailam waters, the CM expected to once again get focus on his efforts to get Krishna waters to Rayalaseema region. In the past, KCR also repeatedly said that every nook and corner in Rayalaseema would get water if Telugu States cooperated with each other.

KCR, Jagan gear up for Apex Council meeting on August 25 over water dispute

Telangana Chief Minister K Chandrashekhar Rao and his Andhra Pradesh counterpart Y S Jagan Mohan Reddy are gearing up to present their respective point of views on the river water sharing between the two states when they meet at the Apex Council on August 25.

Both the states have locked their horns over irrigation projects being taken up on Godavari and Krishna rivers.

Rao, who stated that he will not compromise even a single drop of water, is preparing the argeuments put forward to safeguard the interests of his state people

He had also held a review meeting to finalise the strategy to be adopted at the Apex Council meeting. The officials concerned are briefing the CM with comprehensive information on all the objections that the AP Government and Centre had put forth. Armed with the information, the CM is likely to fiercely put forth his views and objections before the Apex Council meeting.

He pointed out that there were no new projects in the Telangana state andthe projects approved in the united AP were redesigned to suit the needs of the Telangana and the projects are being executed in tune with the Bachawat Tribunal Award. It was also decided to strongly oppose and register objections over enhancing the capacity of Pothireddy Padu as well as the new Rayalaseema Lift Irrigation project taken by the AP government at the Apex Council meeting. The CM made it clear that the so-called objections raised by AP Government and the Centre have no meaning and were baseless.

The Telangana government has opposed the Andhra Pradesh government’s move go ahead with the Rayalaseema Lift Irrigation Scheme and also move to draw and utilise six to eight TMC of water per day from the Srisailam reservoir on Krishna River.

The Andhra Pradesh government raised objections over KCR govermnent’s six irrigation projects or schemes, including the Kaleshwaram Lift irrigation Scheme to draw water from the Godavari River.

At the Apex Council meeting, Jagan will point out that Telangana has projects such as Palamuru-Rangareddy, Dindi, Kalwakurthy and other lift irrigation schemes, to draw water from 800-ft of Srisailam.

Jal Shakti Minister Gajendra Singh Shekhawat had recently written a letter advising the Chief Ministers of Telangana and Andhra Pradesh not to proceed with the construction of projects which have not been cleared by the agencies concerned such as the Central Water Commission (CWC). Jagan shot back.

In a letter to Shekhawat, Jagan clarified that that the Rayalaseema project is being built with the objective of using the water that Andhra Pradesh receives in the summer as per the Reorganization Act.

At the same time, Jagan Reddy clarified to Shekhawat that Rayalaseema scheme was not a new project but just a part of the existing Pothireddypadu scheme. Moreover, the AP Reorganisation Act 2014 has clearly laid down guidelines for taking up new irrigation projects strictly abiding by the related acts and guidelines so as to meet water needs of both the states.

It remains to be seen how the Apex Coulcil when resolve the dispute between both the states.
