Telugu channel claims “sting” operation on Pawan Kalyan’s “secret” meeting

MAHAA news, a Telugu news channel, claims they have done a “sting operation” on Pawan Kalyan and carried a story that says Pawan Kalyan convened a “Secret” meeting in a star hotel and collected lot of money from Kapu Bigwigs in this meeting.

As per the story, Pawan Kalyan secretly met with around 150 people, who are bigwigs of Kapu community and this “secret” meeting was held at a star hotel in Hyderabad. In this secret meeting, as revealed by the news channel, Pawan Kalyan’s auditor Ratnam collected money on the form of cash or cheques along with the personal info of those who are giving money. As reported by the news channel, each of them gave around 10 lakh Rs.

However, the story telecast by “Murthy” in MAHAA news channel has several loop holes. Murthy started saying it is a very secret meeting organized by Pawan Kalyan or Janasena. However, it is not a secret meeting and they have been advertising about this in 99 TV for last few days. Fans also went to this meeting and they too got a photograph from their favorite star in the same hotel. But MAHAA news trying to project it as some sort of secret meeting throughout the story.

Also, MAHAA news claims it is a “sting” operation. It seems some of the Telugu channels don’t know the meaning of “sting”. MAHAA news cameraman was allowed into the meeting and he was also seen in the fan’s photo with Pawan Kalyan.

Also, there seems to be miscommunication between MAHA news reporter who is reporting from the ground and Murthy who is in studio. While Murthy is saying it is secret meeting aimed at collecting money, reporter was saying, it is very common for all political parties to conduct such meeting to raise funds for party. While Murthy was trying to project Pawan is meeting with Kapu Bigwigs, reporter was reminding him that Pawan has earlier met with bigwigs from other communities as well. Those who watched episode also pointing out, what is wrong in accepting cheques in the presence of auditor for party activities.

Finally, the news channel’s “Sting” operation (in which reported had photograph with PK along with fans) about “Secret” meeting (that was advertised in other channels) for collecting money (in form of cheques, in presence of auditor) became laughing stock among people. Meanwhile Pawan Kalyan fans and Janasena followers are seen bombarding several questions to the channel through social media.

In an attempt to suppress negative publicity, actor Pawan Kalyan, who is into full time politics, has got a news channel 99TV a couple of months ago to promote the political activities of his Janasena party. Former IAS officer Thota Chandrasekhar of Aditya Group of Industries, a key member of Janasena party, took over the channel from CPI and replaced the management with new staff.

99TV is already in the thick of propagating Pawan Kalyan’s political activities and grabbed attention of general public. At the time when it expected that 99TV will gain good traction and is likely to give some mileage to Janasena’s publicity campaign, it is exclusively learnt that Pawan Kalyan is thinking to exit from the channel.

Sources in the known revealed that Thota Chandrasekhar said he can no longer fund the channel without the help of additional investors. So, it seems like they might exit from 99TV very soon unless they get new investors on board.

Actor and politician Pawan Kalyan has been suffering with an eye infection for the last four months. He was spotted wearing black glasses during recent public events. Doctors advised him to undergo surgery and take bed rest to overcome the problem.

Few weeks ago, a surgery was performed to his left eye. However, the eye infection has surfaced again due to lack of rest for the Janasena president. Once again, he underwent surgery today in Hyderabad. Doctors performed surgery in ‘Centre for Sight’ hospital and advised him to take adequate bed rest for complete recovery from the problem.

Pawan Kalyan has been touring all constituencies of Andhra Pradesh as part of political journey. He has already travelled in Srikakulum, Vizianagaram and West Godavari districts.

Today the daily published the list of leaders planning to join Janasena party soon from Godavari districts.

  • Former Member of Parliament from Amalapuram Harsha Kumar is planning to join Jana sena. He was in Samaikyandhra party earlier. Now not active in any party.
  • Rajahmundry City MLA from BJP, Doctor Akula Satyanarayana would be soon leaving BJP party and he is planning his wife to contest from Janasena.
  • · Pitani Balakrishna, who worked as Mummidivaram coordinator in YSRCP party also getting ready to join Janasena party.
  • Former minister Metla Satyanarayana Rao family members are also planning to join janasena.
  • Former MLA from Razole, Rapaka Vara Prasad is also eyeing Janasena. Razole Assembly constituency in East Godavari District is reserved for Scheduled Castes and in past Congress won here several times. Rapaka also won here in 2009 on Congress ticket.
  • Kakinada Member of Parliament Thota Narasimham also seems to have agreed to join janasena if he can get MLA ticket from the party.
  • MLA Thota Trimurthulu is reportedly in touch with Janasena. He is from ruling TDP party.
  • Already leaders like Pantam Nanaji, who was in congress for more than a decade, Kamala Durgesh, who was former MLC from congress, former MLA Anisetti Bullabbayi joined Janasena officially.
  • Other than these leaders, several bureaucrats who already retired or planning to retire are also aiming to join Janasena.

Is the list based on inside-info or just wishful thinking ?

This is the list of leaders from East Godavari district who are planning to join Janasena as per the story of Andhra Prabha daily,that recently turned completely pro-Janasena. At this moment it is not known how true is this story as none of the members whose names listed here have responded on this yet.

What is 9th schedule of constitution Pawan Kalyan was referring?

Yesterday, Pawan Kalyan announced his stand officially that he is pro Kapu reservations and Janasena will try to ensure Kapu reservations are implemented without legal consequences by including it in 9th schedule of constitution(https://www.telugu360.com/pawan-announced-his-stand-officially-janasena-is-pro-kapu-reservations/). Mudragada, Kapu leader fighting for Kapu reservations also welcomed Pawan’s statement.

BTW, what is this 9th schedule?

Some fans of Janasena were seen discussing after Pawan’s meeting, why it is important to include Kapu reservations in 9th schedule and what exactly is 9th schedule of constitution. Constitution of India has 448 articles in 25 parts, 12 schedules and 5 appendices. Schedules are lists in the constitution which categorise and tabulate bureaucratic activity and government policy. For e.g. 2nd schedule lists the salaries of public officials, judges, and the Comptroller and Auditor General and 8th schedule list of all official languages in India. Same way, 9th schedule deals with validation of certain acts. 9th Schedule says topics or articles or laws mentioned in this schedule are immune from Judicial Review, simply said court battle.

What does this mean? This means, if something is mentioned in 9th schedule, you cannot challenge in courts and courts cannot invalidate such acts of government. Remember, Chandra Babu Naidu sub-divided SCs into SC-A, SC-B, SC-C and SC-D but later Supreme Court has invalidated that act. Same is fate of YSR’s Muslim reservations.

History of 9th schedule

9th schedule was basically inserted into constitution to implement land reforms. Indian society had class divisions and only some sections amassed wealth and lands. Governments in India tried to implement land reforms within democratic set up. When government tried to take away lands from the rich by imposing certain ceiling limit, they challenged in the court. Court verdict was in favour of rich farmers because constitution of India has mentioned ‘right of property’ as fundamental right and another article (14) says all are equal in front of law. So government has no right to take away lands from only ‘a few’ people.

Government responded to this through constitutional amendment. This was the first amendment to constitution. First Amendment in 1951 inserted 9th schedule, article 31-A and 31-B. Article 31-A says, (in simple words) none of the Acts and Regulations specified in the Ninth Schedule can be considered invalid even if they are not in sync with other articles of constitution (e.g. articles 14 and 19). Article 31-B says (in simple words), none of the Acts and Regulations specified in the Ninth Schedule can be challenged in courts.

So, courts can’t invalidate an act if it is in 9th schedule?

They can, but some conditions apply* . Supreme Court later ,in subsequent cases (for e.g. IR Coelho versus State of Tamil Nadu, Kesavanada Bharati case etc) mentioned that they can interfere and invalidate acts of government if they violate “Basic structure” of constitution. But SC did not comprehensively define what this Basic structure” is, but we have to interpret it based on verdicts of Supreme court in various other cases.

Well, if included in 9th schedule, can courts still invalidate “Kapu reservations” or not?

If included in 9th schedule, Kapu reservations may not face any further legal troubles. Courts can invalidate an act only if it is against “Basic structure”. Neither kapu reservations nor exceeding 50% reservations is against this Basic structure” of constitution. After all, Tamil Nadu has been implementing more than 50% reservations since long.

So, if included in 9th schedule, Kapu reservations will have no legal hurdles. But can that be done is a BIG question because it requires a constitutional amendment which needs “SPECIAL majority” (i.e. 2/3 members support in each house). Regional parties or coalition governments, usually can not make such constitutional amendments.

Mudragada, Kapu leader fighting on the issue of reservations for Kapus today welcomed Pawan Kalyan’s announcement that Janasena will not only support reservations for Kapus but also fight for including the subject in 9th schedule of consitution.

It’s known news that Pawan Kalyan yesterday announced his stand on Kapu reservations during his meeting at Marteru in West Godavari district. He announced that while providing reservations for Kapus, Janasena will not only disturb existing reservations of BCs, but increase BC reservations too as they are more populated now than before.

Mudragada welcomed Pawan Kalyan’s statement and also slammed Jagan for changing his stand and stated Kapus don’t need sympathy of Jagan. He also criticized Chandra Babu Naidu for not fulfilling the promise of Kapu reservations yet.

Janasena party chief Pawan Kalyan during party formation day on 14th March announced that his party would be releasing manifesto on 14th August. There have been rumours that Janasena manifesto will be focusing fully on local issues and manifesto will have separate pages for each constituency and thus emphasizing on local governance. But recently Janasena leaders including Pawan Kalyan started saying that only vision document and outline of manifesto will be released on 14th August and party will be working further on preparing manifesto and that will be released later..

TDP yet to release manifesto:

Anyway elections are still more than 8 months away and it is usual practice that all political parties release their manifestos just couple of months before elections. TDP has not yet released its manifesto for 2019 elections. Usually ruling parties will be the last ones to release their manifesto for next elections because if they release it early, people would first question about the unfulfilled promises in the previous manifesto. Moreover, recently political opponents have been voicing out on unfulfilled promises in the manifesto.

YSRCP’s manifesto lacked surprise element:

However YSRCP already released party manifesto and promised “Navaratnalu ” to the people of Andhra Pradesh. Jagan announced election manifesto for 2019 in 2017 itself. But Jagan is also saying that they would be further refining the manifesto and will update the manifesto after his “pada yatra” is completed. YSR CP manifesto is very comprehensive covering almost all issues but still it lacked surprise element. Usually the manifestos that have some sort of surprise element will immediately reach the public. For example TDP’s total prohibition of alcohol in 1994, free electricity power for farmers in 2004 by congress, loan waiver for farmers in 2014 by TDP were such surprising and effective promises. So far, only major political party to release manifesto is YSRCP and that manifesto lacked such surprise element.

Janasena vision document:

So people were curious to see what Janasena party would be offering to the people in its manifesto. However Pawan Kalyan and other Janasena leaders like Madasu Gangadhar announcing that the party manifesto will be released at a later date and on August 14th only vision document will be released, disappointed those people who were waiting. As of now, it seems the vision document will focus on education and health issues in the state. Recently, there has been discussion among Janasena caders on Finland type of education and possibility of implementing it in AP. Probably, it will be released after Pawan completes his “Praja porata yatra’ tour in the state.

We will have to wait and see what this vision document highlights because that will give a clue about upcoming manifesto of Janasena party.

Pawan kalyan is in Bhimavaram as part of his ‘Praja Porata Yatra’ and he has been meeting people from various segments – like people from various castes and people from various occupations. During this, he made interesting comments on caste-based voting and PRP’s experiment with Sravan Dasoju, who is currently in Telangana Congress party.

Pawan told, Sravan was his good friend and he belongs to Viswabrahmin caste. In 2009 elections, PRP gave his Secunderabad MP ticket and he got 1.38 lakhs votes despite the fact that there are none from his caste in that constituency. But same Sravan later joined TRS and TRS denied him MLA ticket saying his caste doesn’t have strength to make him win in that constituency. After this, Sravan, who worked in Telangana movement sincerely, left TRS and joined Congress. So, Pawan reminded people do not always vote based on caste.

It is good that Pawan still remembers PRP experiments. Pawan has also campaigned for Sravan in Secunderabad. However, it’s same Sravan, in the capacity of TRS leader, who vociferously opposed Pawan’s ‘Cameraman Ganga tho Rambabu’ movie saying it’s against Telangana movement. Of course later, after joining Congress, Sravan was seen talking positively about PRP.

TV9 interviewed Pawan without revealing channel identity?

Pawan Kalyan yesterday visited Kurnool quarry blast victims and he attacked CM Chandrababu Naidu while speaking to media. However one interesting thing happened yesterday. Pawan Kalyan video byte responding to the questions of journalist appeared in Tv9 yesterday. By seeing this interview of Pawan Kalyan in Tv9, audience were surprised because he didn’t give any interview to TV9 after he slammed media channels for attacking him and his family personally. In fact, some of Janasena fans blocked TV9 after Pawan called for that.

Couple of days back also Pawan Kalyan was seen asking TV9 camera person to go back and let other channels cameras (read it 99tv) come to the front line. The video that captured this incident happened during ‘Pingali venkayya program’ went viral on social media. Even earlier also, similar thing happened. During his North Andhra tour, ( at Vizag Shipyard) when Pawan Kalyan was speaking holding mikes of some news channels, TV9 reporter came to Pawan and asked him to hold TV9 mike too, but Pawan ignored him.

With this background, Pawan giving interview to TV9 channel surprised audience. Janasena fans, miffed with this, contacted Janasena media in-charge people. But janasena sources said that that reporter who interviewed Pawan did not reveal his identity that he is from TV9. Moreover, the mike he is holding also doesn’t have the logo of TV9. Usually any bite taken by TV9 reporters will have TV9 logo on the mike. So, it seems TV9 reporter took the interview of Pawan Kalyan without revealing his identity.

Janasena chief Pawan Kalyan started focusing on reaching out to people in all possible means. He started today fortnightly magazine “Shatagni” that carries his ideals and his party principles to people

Since long, his fans and cadre were complaining that there is no news channel that supports the party and because of that their voice is not heard in electronic media. However, 99TV was taken over by Janasena leader Thota Chandra Sekhar, who is also owner of Aditya construction company. 99TV was conducting debates and voicing out Janasena views and also giving live coverage for Pawan’s tours.

Now Shatagni magazine is expected to play role in taking the party’s news, principles and ideals to people. Of course, in other words, it will be mouth piece of Janasena.It seems Pawan has done much better ground work compared to PRP and Chiranjeevi

Pawan warns AP government: Will take up protest like Maharashtra Farmers

Jana Sena chief Pawan Kalyan warned Andhra Pradesh government that he along with farmers in the state will take up Maharashtra type agitation if Amaravati land acquisition was not stopped. He made these comments while addressing a convention on 2013-Land Acquisition Act at Uddandarayunipalem in Amaravati.

What’s the issue here:

There are actually couple of issues here. First one, acquiring more than required land from farmers in the name of world capital city. Pawan Kalyan yesterday recalled that Chandra Babu earlier told him that only 1800 acres were required for capital city but now, AP government is saying, around one lakh acres of land required for this capital. Second, farmers who have assigned land are offered much less compensation. Most of these farmers who are offered meager compensation are from Scheduled castes. These farmers are demanding similar compensation as others and government is denying it. Third, farmers displaced by various projects in the state have met Pawan Kalyan and asked for his support as they didn’t yet receive benefits from government as per the provisions of the Land Acquisition Act, 2013.

What is Maharashtra like agitation:

It may be recalled that the farming community in Maharashtra had protested en masse. Thousands of farmers in Maharashtra marched from Nashik to Mumbai to pressurize the government on their demands like complete waiver of farm loan and of power bills, better prices for crops and pension scheme for farmers. Farmer organisations planned it perfectly and farmers marched overnight into Mumbai to avoid obstruction of traffic during the day and this got sympathy for them from the people of Mumbai. They marched in thousands, if not lakhs, to gherao the state assembly. The movement was led by All Indian Kisan Sabha (AIKS), a farmer organisation affiliated to CPI(M) .

Is Pawan serious about Maharashtra like agitation:

Actually after some mainstream media stopped airing Pawan’s news, inforation on many of his activities not reaching people. But he seems to be doing his work silently. Pawan Kalyan silently mooted JAC with farmers displaced by various projects in the State to launch a movement on the lines of the farmers in Maharashtra around a month back. He announced about Maharasthra like agitation on that day itself. These were the people displaced from Amaravati, Kakinada SEZ, Polavaram, Sompet, Vamshadhara project, Bhavanapadu Port, Kovvada Nuclear Power Station and Bhogapuram Greenfield airport. Firstly, Pawan was successful in bringing all these displaced farmers onto a single platform. He asked them to elect leaders among themselves and come up with an action plan. Several farmer activists in the state also joined with them.

Secondly, yesterday he had a convention on 2013-Land Acquisition Act at Uddandarayunipalem with farmers. Surprisingly this was attended by retired supreme court judges who were experts in Land Acquisition Act and they pointed out irregularities in the implementation of the act in AP.

Thirdly, it was also attended by the farmer leaders who ACTUALLY designed and organized the Maharashtra farmers agitation. The communist party that was behind the agitation in Maharashtra is sailing with Janasena in the state now, at least in these kind of agitations. So Pawan already prepared the set-up to launch farmers agitation silently. It may be just matter of time, when he launches this.

Will it be a success in AP?

In Maharashtra it was very successful and government has offered to talk to the representatives of the agitating farmers and also decided to appoint a six-member committee to look into the farmers’ demands. Pawan is now saying they will storm Amaravathi with one lakh farmers if government doesn’t oblige the demands. However, Chandra Babu has been taking necessary actions whenever Pawan raises some issues. When Pawan criticized Janmabhoomi committees, the next day he suspended them. He behaved the same way on several issues raised by Pawan in order to avoid anti-incumbency piling up. Now also CBN may take necessary actions so that this agitation will not be taken up. However, in case CBN overlooks this or stay firm on this, agitation may be taken up and Janasena, communits parties and JAC of farmers formed a month ago definitely has the required set-up to protest on the lines of Maharashtra agitation and it may become a turning point in AP politics if it happens.

Hopefully, AP government take up a discussion with these farmers and resolve the issues. Otherwise farmers agitations, as proved earlier, have the power to turn down the governments.
